    Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    The Westinghouse Savannah River Company operates the Savannah River Site for the US Department of Energy (Department) under a cost-plus-award-fee contract. Department policies require contractors to ensure a high level of performance in operating Department facilities by establishing operating standards, assessing performance against such standards, and holding contractor employees accountable for their performance. The purpose of the audit was to review Westinghouse`s policies and practices for determining staffing requirements. Since assuming responsibility for the Savannah River Site in 1989, Westinghouse increased its staffing by over 4,000 employees. The Department had undertaken some actions to reduce the number of contractor employees at the Savannah River Site. Our audit showed that the use of industry and federal performance work standards in its construction and management activities could enable Westinghouse to further reduce its staff by over 1,800 employees. The potential savings in salaries and benefits associated with such action could be about $399 million over a 5-year period. Additional staffing reductions could be attained through the use of engineered time standards in the maintenance and fabrication shops. In addition, Westinghouse significantly understated, in periodic reports to the Department, the personnel resources applied to accomplish contract requirements. Of course, the actual staffing reductions realized would be largely determined by the manner in which the work standards are implemented and the levels of proficiency attained by the workforce.

    As the operator of the Department`s Savannah River Site, Westinghouse Savannah River Company (Westinghouse) receives three types of fees: (1) award fees commensurate with the overall performance rating, (2) Performance Based Incentive (PBI) fees for achieving measurable goals or defined tasks as specified in annual operating plans, and (3) Cost Reduction Incentive Program (CRIP) fees for making improvements in site operations that reduce total contract costs. The Department`s Contracting Officer notifies Westinghouse when fees are earned, and Westinghouse withdraws the authorized amounts from the Department`s letter-of-credit account. A total of 182 MT Logger sites were completed covering the two separate Mesquite and New River grids. The data was collected over a frequency range of 320Hz to 0.001Hz with variable site spacing. A number of different inversion algorithms in 1D, 2D and 3D were used to produce resistivity-depth profiles and maps of subsurface resistivity variations over the survey area. For 2D inversions, a total of eighteen lines were constructed in east-west and north-south orientations crossing the entire survey area. For MT 3D inversion, the New River property was divided in two sub-grids, Mesquite and New River areas. The report comprises of two parts. For the first part, inversions and geophysical interpretation results are presented with some recommendations of the potential targets for future follow up on the property. The second part of the report describes logistics of the survey, survey parameters, methodology and the survey results (data) in digital documents. The report reviews a Spartan MT survey carried out by Quantec Geoscience Limited over the New River Project in California, USA on behalf of Ram Power Inc. Data was acquired over a period of 29 days from 2010/06/26 to 2010/07/24.

    Tampa Electric Company (TEC) is in the construction phase for the new Polk Power Station, Unit {number_sign}1. This will be the first unit at a new site and will use Integrated Gasification Combined Cycle (IGCC) technology for power generation. The unit will utilize oxygen-blown entrained-flow coal gasification, along with combined cycle technology, to provide nominal net 26OMW of generation. As part of the environmental features of this process, the sulfur species in the coal will be recovered as a commercial grade sulfuric acid by-product. The sulfur will be removed from the synthesis gas utilizing a cold gas clean-up system (CGCU).

    Over the last ten years, Tampa Electric Company (TEC) has taken the Polk Power Station from a concept to a reality. The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station achieved first fire of the gasification system on schedule in mid-July, 1996. It was placed in commercial operation on September 30, 1996. Since start-up in July, 1996, significant advances have occurred in the design and operation of the entire IGCC train. This presentation will feature an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Several different coal feedstocks have been tested and the resulting performance will be compared to that achieved on the base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

    The Wabash River Integrated Methanol and Power Production from Clean Coal Technologies (IMPPCCT) project is evaluating integrated electrical power generation and methanol production through clean coal technologies. The project is conducted by a multi-industry team lead by Gasification Engineering Corporation (GEC), a company of Global Energy Inc., and supported by Air Products and Chemicals, Inc., Dow Chemical Company, Dow Corning Corporation, Methanex Corporation, and Siemens Westinghouse Power Corporation. Three project phases are planned for execution over several years, including: (1) Feasibility study and conceptual design for an integrated demonstration facility, and for fence-line commercial embodiment plants (CEP) operated at Dow Chemical or Dow Corning chemical plant locations (2) Research, development, and testing to define any technology gaps or critical design and integration issues (3) Engineering design and financing plan to install an integrated commercial demonstration facility at the existing Wabash River Energy Limited (WREL) plant in West Terre Haute, Indiana.

    The Tampa Electric Company Polk Power Station is a nominal 25 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located southeast of Tampa in Polk County, Florida. This project is being partially funded under the Department of Energy`s Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station uses oxygen-blown, entrained-flow coal gasification technology licensed from Texaco Development Corporation in conjunction with a General Electric combined cycle with an advanced combustion turbine. This IGCC configuration demonstrates significant reductions of SO{sub 2} and NOx emissions when compared to existing and future conventional coal-fired power plants. The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. It was placed into commercial operation on September 30, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. The presentation features an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Tests of four alternate feedstocks were conducted, and the resulting performance is compared to that achieved on their base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility throughout 1997. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

This paper addresses the operating experiences which occurred in the start-up and shakedown phase of the plant. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation. Finally, the future plans for improving the reliability and efficiency of the Unit in the first quarter of 1997 and beyond, as well as plans for future alternate fuel test burns, are detailed. The presentation features an up-to-the-minute update on actual performance parameters achieved by the Polk Power Station. These parameters include overall Unit capacity, heat rate, and availability. In addition, the current status of the start-up activities for the HGCU portion of the plant is discussed.

The project is now under the leadership of ConocoPhillips Company (COP) after it acquired GEC and the E-Gas{trademark} gasification technology from Global Energy in July 2003. The Phase I of this project was supported by Air Products and Chemicals, Inc., Dow Chemical Company, Dow Corning Corporation, Methanex Corporation, and Siemens Westinghouse Power Corporation, while the Phase II is supported by Gas Technology Institute, TDA Research, Inc., and Nucon International, Inc. The two project phases planned for execution include: (1) Feasibility study and conceptual design for an integrated demonstration facility at Global Energy's existing Wabash River Energy Limited (WREL) plant in West Terre Haute, Indiana, and for a fence-line commercial embodiment plants (CEP) operated at Dow Chemical or Dow Corning chemical plant locations (2) Research, development, and testing (RD&T) to define any technology gaps or critical design and integration issues.     During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    This report satisfies the requirements of Cooperative Agreement DE-FC21-91MC27363, novated as of March 5, 1992, to provide an annual update report on the year`s activities associated with Tampa Electric Company`s 250 MW IGCC demonstration project for the year 1993. Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. The remaining portion of the raw, hot syngas is cooled to 400 F for conventional acid gas removal. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

    Tucson Electric Power Company (TEP) has applied to the U.S. Department of Energy (DOE) for a Presidential Permit to construct and operate a double-circuit, 345,000-volt (345-kV) electric transmission line across the United States border with Mexico. Under Executive Order (EO) 10485 of September 3, 1953, as amended by EO 12038 of February 3, 1978, a Presidential Permit is required to construct, connect, operate, or maintain facilities at the U.S. international border for the transmission of electric energy between the United States and a foreign country. DOE has determined that the issuance of a Presidential Permit to TEP for the proposed project would constitute a major Federal action that may have a significant impact on the environment within the meaning of the ''National Environmental Policy Act of 1969'' (NEPA) 42 United States Code (U.S.C.) {section}4321 et seq. For this reason, DOE has prepared this Draft Environmental Impact Statement (EIS) to evaluate potential environmental impacts from the proposed Federal action (granting a Presidential Permit for the proposed transmission facilities) and reasonable alternatives, including the No Action Alternative.   11. NEPA analysis of US-Canadian power transactions under the Columbia River Treaty

    The Columbia River Treaty of 1961 led to the development of three hydroelectric projects on the Columbia River in Canada and one in the United States. Canada sold its share of the downstream power generation benefits of these facilities to US utilities for 30 years. The administrator of the Bonneville Power Administration (BPA) of the US Department of Energy is the {open_quotes}United States Entity{close_quotes} under the Columbia River Treaty with Canada. BPA prepared the {open_quotes}Delivery of the Canadian Entitlement{close_quotes} Environmental Impact Statement (EIS) to evaluate alternative means for the US to return to Canada the Canadian share of the downstream benefits when these 30-year agreements expire. Alternatives on both sides of the US-Canada border included new high-voltage transmission lines; new generating and conservation resources; and power sales, exchanges, and other transactions. BPA developed an EIS methodology and graphical representation technique for comparing the diverse options associated with the Delivery of the Canadian Entitlement that were instrumental in helping managers understand the impacts of alternatives in a timely manner. A graphical, modular approach helped convey complex relationships in ways that were easy to read and understand. In addition, analysis of potential environmental impacts in Canada was developed in order to provide relevant information to US decision-makers, without compromising the Canadian environmental review process. As a result, environmental analysis was fully integrated into the decision process. The EIS approach used in this project has become a prototype for other Department of Energy NEPA documents, both site-specific and programmatic.

    As part of the Tampa Electric Polk Power Unit No. 1, a Texaco pressurized, oxygen-blown entrained-flow coal gasifier will convert approximately 2300 tons per day of coal (dry basis) into a medium-BTU fuel gas with a heat content of about 250 BTU/scf (LHV). Syngas produced in the gasifier flows through a high-temperature heat recovery unit which cools the gases prior to entering two parallel clean-up areas. A portion (up to 50%) of the hot syngas is cooled to 1000{degrees}F and passed through a moving bed of zinc titanate sorbent which removed sulfur containing components of the fuel gas. The project will be the first in the world to demonstrate this advanced metal oxide hot gas desulfurization technology at a commercial scale. The remaining portion of the syngas is cooled to 400{degrees}F for conventional acid gas removal. This portion of the plant is capable of processing between 50% and 100% of the dirty syngas. The cleaned low-BTU syngas is then routed to the combined cycle power generation system where it is mixed with air and burned in the gas turbine combustor. Heat is extracted from the expanded exhaust gases by a heat recovery steam generator to produce high pressure steam. This steam, along with the steam generated in the gasification process, drives a steam turbine to generate an additional 132MW of power. Internal process power consumption is approximately 62MW, and includes power for coal grinding, air separation, and feed pumps. Net output from the IGCC demonstration plant will be 260MW.

    This Annual Site Environmental Report (ASER) for 2003 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of Boeing Rocketdyne’s Santa Susana Field Laboratory (SSFL). In the past, the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988; all subsequent radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2003 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property (land, structures, waste), and recycling.

    This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Initial and Update Review Teams` findings from the onsite evaluations of the Westinghouse Savannah River Site (SRS), conducted February 24--March 7, 1997, and June 15-19, 1998. The site was evaluated against the program requirements contained in US Department of Energy Voluntary Protection Program, Part 1: Program Elements to determine its success in implementing the five tenets of DOE-VPP. The Initial Review Team concluded that WSRC met or surpassed all DOE-VPP requirements, with the exception of 12 minor findings and 5 recommendations. WSRC was asked to resolve the findings within 90 days. During a follow-up visit in January 1996, representatives of the Team verified that all 90-day actions were completed. The Update Team detected though that the program did not demonstrate thorough and meaningful employee involvement. The ability to attain and sustain VPP-level performance on employee involvement is a significant challenge. Large companies with multiple layers of management and geographically disperse personnel have particular difficulty.

    In this paper we discuss how the legitimacy of the impact assessment process is a key issue in conflict mediation in environmental impact assessment. We contrast two EIA cases in hydro-power generation plans made for the Ii River, Finland in different decades, and evaluate how impact assessment in these cases has contributed to the creation, mediation and resolution of conflicts. We focus on the elements of distributional and procedural justice that made the former EIA process more legitimate and consensual and the latter more conflictual. The results indicate that it is crucial for conflict mediation to include all the values and interests of the parties in the goal-setting process and in the definition and assessment of alternatives. The analysis also indicates that procedural justice is the most important to help the people and groups involved to accept the legitimacy of the impact assessment process: how different parties and their values and interests are recognized, and how participation and distribution of power are organized in an impact assessment process. It is confirmed in this article that SIA may act as a mediator or a forum providing a process through which competing knowledge claims, various values and interests can be discussed and linked to the proposed alternatives and interventions.

    The U.S. Department of Energy (DOE) National Energy Technology Laboratory Office of Coal and Environmental Systems has as its mission to develop advanced gasification-based technologies for affordable, efficient, zero-emission power generation. These advanced power systems, which are expected to produce near-zero pollutants, are an integral part of DOE's Vision 21 Program. DOE has also been developing advanced gasification systems that lower the capital and operating costs of producing syngas for chemical production. A transport reactor has shown potential to be a low-cost syngas producer compared to other gasification systems since its high-throughput-per-unit cross-sectional area reduces capital costs. This work directly supports the Power Systems Development Facility utilizing the Kellogg Brown and Root transport reactor located at the Southern Company Services Wilsonville, Alabama, site. Over 3600 hours of operation on 17 different coals ranging from bituminous to lignite along with a petroleum coke has been completed to date in the pilot-scale transport reactor development unit (TRDU) at the Energy & Environmental Research Center (EERC). The EERC has established an extensive database on the operation of these various fuels in both air- and oxygen-blown modes utilizing a pilot-scale transport reactor gasifier. This database has been useful in determining the effectiveness of design changes on an advanced transport reactor gasifier and for determining the performance of various feedstocks in a transport reactor. The effects of different fuel types on both gasifier performance and the operation of the hot-gas filter system have been determined. It has been demonstrated that corrected fuel gas heating values ranging from 90 to 130 Btu/scf have been achieved in air-blown mode, while heating values up to 230 Btu/scf on a dry basis have been achieved in oxygen-blown mode. Carbon conversions up to 90% have also been obtained and are highly dependent on the oxygen

    In response to a request fromm the Building and Construction Trades Department oof the AFL-CIO, an investigation was begun into possible exposures during rebuilding of coal fired boilers at the Clinch River Power Plant (SIC-4911), Cleveland, Virginia. During the sampling period, boilermakers removed secondary inlet and secondary outlet boiler elements and removed and replaced portions of the steel boiler casting, exposing them to fly ash and fumes from air arc gouging, welding, and torch cutting. Laborers maintained the walkways and prepared work areas using sweeping and vacuuming techniques, primarily exposing them to fly ash. The highest personal breathing zone (PBZ) air sample concentrations of arsenic, beryllium, cadmium, nickel, lead, and respirable dust occurred when boilermakers performed job tasks inside the boiler and outside the boiler on the steel boiler casing. Air arc gouging, welding, oxyacetylene torch cutting, or grinding on or near the scale greatly increased the potential for the generation of airborne particles. Cristobalite was found in one PBZ sampel at 0.03mg/m3. The author concludes that there appears to be a potential for a health hazard at job sites where similar activities take place. The author recommends lowering worker exposures through the use of engineering controls and improvements in housekeeping procedures.

    Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.

    The Platte River Power Authority (Platte River) is a political subdivision of the state of Colorado, owned by the four municipalities of Fort Collins, Loveland, Longmont and Estes Park, Colorado. Platte River is a non-profit, publicly owned, joint-action agency formed to construct, operate and maintain generating plants, transmission systems and related facilities for the purpose of delivering to the four municipalities electric energy for distribution and resale. Platte River, as a participant in the US Department of Energy (DOE) Site Operator Program, worked to accomplish the Site Operator Program goals and objectives to field test and evaluate electric and electric-hybrid vehicles and electric vehicle systems in a real world application/environment. This report presents results of Platte River`s program (Program) during the five-years Platte River participated in the DOE Site Operator Program. Platte River participated in DOE Site Operator Program from July 3, 1991 through August 31, 1996. During its Program, Platte River conducted vehicle tests and evaluations, and electric vehicle demonstrations in the Front Range region of Northern Colorado. Platte River also investigated electric vehicle infrastructure issues and tested infrastructure components. Platte River`s Program objectives were as follows: evaluate the year round performance, operational costs, reliability, and life cycle costs of electric vehicles in the Front Range region of Northern Colorado; evaluate an electric vehicle`s usability and acceptability as a pool vehicle; test any design improvements or technological improvements on a component level that may be made available to PRPA and which can be retrofit into vehicles; and develop, test and evaluate, and demonstrate components to be used in charging electric vehicles.

    In examining the workings of the Public Utility Holding Company Act (PUHCA) and considering its possible repeal, it is best to go back to the original purposes of PUHCA and analyze whether those purposes are still relevant and, if so, whether the 1935 Act accomplished its goal. Indeed, one might ask, {open_quotes}Are the abuses which gave rise to PUHCA back in the 1930`s now eradicated such that outright repeal is warranted?{close_quotes} One is reminded of that old quote from Santayana, {open_quotes}Those who cannot remember the past are condemned to repeat it.{close_quotes} There is not a more appropriate time to heed that saying than now.     This document summarizes the tasks identified for National Laboratory technical support of Ocean Renewable Power Corporation (ORPC) DOE grant awarded under the FY10 Industry Solicitation DE-FOA-0000293: Technology Readiness Advancement Initiative. The system ORPC will deploy in Cobscook Bay, ME is known as the TidGen™ Power System.     This Annual Site Environmental Report (ASER) for 2002 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of Boeing' s Santa Susana Field Laboratory (SSFL)). In the past, the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988, and, subsequently, all radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2002 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property ( land, structures, waste), and recycling. All radioactive w astes are processed for disposal at DOE disposal sites and/or other licensed sites approved by DOE for radioactive waste disposal. No liquid radioactive wastes are released into the environment, and no structural debris from buildings w as transferred to municipal landfills or recycled in 2002.

    This report provides a summary of activities associated with the technical exchange between representatives of the Japan Atomic Power Company (JAPC) and the United States Department of Energy (DOE) regarding the development and testing of Gas Expansion Modules (GEM) at the Fast Flux Test Facility (FFTF). Issuance of this report completes the scope of work defined in the original contract between JAPC and DOE titled ''Study on Improvement of Core Safety - Study on GEM (III).'' Negotiations related to potential modification of the contract are in progress. Under the proposed contract modification, DOE would provide an additional report documenting FFTF pump start tests with GEMs and answer additional JAPC questions related to core safety with and without GEMs.

    This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

    This EA evaluates and updates the potential environmental impacts of DOE’s proposed continued operations of the NCCC Project at the PSDF plant. The NCCC is designed to test and evaluate carbon dioxide (CO2) control technologies for power generation facilities, including CO2 capture solvents and sorbents, mass-transfer devices, lower cost water-gas shift reactors, and scaled-up membrane technologies. Additionally, the NCCC evaluates methods to integrate CO2 capture technologies with other coal-based power plant systems by testing both pre-combustion and post-combustion technologies. The NCCC provides the capability to test these systems under a wide range of fuels, including bituminous and sub-bituminous coals, lignites and biomass/coal mixtures. The goal of the NCCC project is to accelerate the development, optimization, and commercialization of viable CO2 control technologies.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared, solely under funds provided by West Texas Utilities (WTU), the Energy Systems Group (ESG) of Rockwell International, and four other support groups. A central-receiver repowering system is one in which a tower, surrounded by a large field of mirrors, is placed adjacent to an existing electric power plant. A receiver, located on top of the tower, absorbs solar energy reflected onto it by the mirrors and converts this solar energy to heat energy. The heat energy is transported by the liquid sodium to a set of sodium-to-steam steam generators. The steam generators produce steam at the same temperature and pressure as that produced by the fossil boiler in the existing plant. When solar energy is available, steam is produced by the solar part of the plant, thus displacing steam from the fossil boiler, and reducing the consumption of fossil fuel while maintaining the original plant output. A means for storing the solar energy is usually provided, so that some energy obtained from the solar source can be used to displace natural gas or oil fuels when the sun is not shining. This volume presents an executive summary of the conceptual design, performance, economics, development plans, and site owner's assessment. (WHK)

    Steelhead (Oncorhynchus mykiss) populations have declined throughout their range in the last century and many populations, including those of the Snake River Basin are listed under the Endangered Species Act of 1973. The reasons for their decline are many and complex, but include habitat loss and degradation, overharvesting, and dam construction. The 2008 Biological Opinion calls for an increase in the abundance of female steelhead through an increase in iteroparity (i.e., repeat spawning) and this can be realized through a combination of reconditioning and in-river survival of migrating kelts. The goal of this study is to provide the data necessary to inform fisheries managers and dam operators of Snake River kelt migration patterns, survival, and routes of dam passage. Steelhead kelts (n = 487) were captured and implanted with acoustic transmitters and passive integrated transponder (PIT)-tags at the Lower Granite Dam (LGR) Juvenile Fish Facility and at weirs located in tributaries of the Snake and Clearwater rivers upstream of LGR. Kelts were monitored as they moved downstream through the Federal Columbia River Power System (FCRPS) by 15 autonomous and 3 cabled acoustic receiver arrays. Cabled receiver arrays deployed on the dam faces allowed for three-dimensional tracking of fish as they approached the dam face and were used to determine the route of dam passage. Overall, 27.3% of the kelts tagged in this study successfully migrated to Martin Bluff (rkm 126, as measured from the mouth of the Columbia River), which is located downstream of all FCRPS dams. Within individual river reaches, survival per kilometer estimates ranged from 0.958 to 0.999; the lowest estimates were observed in the immediate forebay of FCRPS dams.     This Addendum to the Final Environmental Assessment for the Proposed Amendment to Presidential Permit PP-63 and Associated Modifications to 500 kV International Transmission Line: Forbes, Minnesota to Manitoba, Canada (DOE/EA-587) addresses Northern States Power Company`s (NSP) proposed expansion of the Forbes Substation.     As a result of the recent passage of new amendments to the Clean Air Act, many U.S. power plants will be required to reduce sulfur dioxide (SO{sub 2}) emissions. Iowa Electric Light and Power (IELP) was interested in investigating a number of options that will allow Prairie Creek Unit 4 to operate in compliance with these new regulations. One of these options was Dry Sorbent Injection (DSI), a relatively simple and low cost retrofit technique, useful for controlling SO{sub 2} concentrations in coal combustion flue gas. The purpose of the program was to obtain operational data necessary to aid in the identification and assessment of DSI options that have a high potential for successful application. This paper contains a summary and analysis of the data obtained during the test effort. It also contains a discussion of the results of each of the major tasks undertaken to accomplish this feasibility study.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared. The existing Paint Creek Unit 4 is a natural-gas-fired, baseload unit with a dependable net power output of 110 MWe. It is a reheat unit, has a main steam temperature and pressure of 538/sup 0/C (1000/sup 0/F) and 12.41 MPa (1800 psig), respectively, has a reheat temperature of 538/sup 0/C (1000/sup 0/F), and was placed in operation in 1972. On this conceptual design study program, a large number of trade studies and optimizations were carried out, in order to derive the most cost-effective design that had the greatest potential for widespread application and commercialization. As a result of these studies, the optimum power level for the solar part of the plant was determined to be 60 MWe, and provisions were made to store enough solar energy, so that the solar part of the plant would produce, on March 21 (equinox), 60 MWe of electric power for a period of 4 h after sunset. The tower in this system is 154 m (505 ft) high to the midpoint of the receiver, and is surrounded by 7882 heliostats (mirrors), each of which is 6.7 m (22 ft) by 7.3 m (24 ft). The mirror field occupies 1.74 x 10/sup 6/ m/sup 2/ (430 acres), and extends 1040 m (3400 ft) to the north of the tower, 550 m (1800 ft) to the south of the tower, and is bounded on the east and west by Lake Stamford. The receiver, which is of the external type, is 15.4 m (50.5 ft) high by 14 m (45.9 ft) in diameter, and is capable of absorbing a maximum of 226 MW of thermal energy. The set of sodium-to-steam generators consists of an evaporator, a superheater, and a reheater, the power ratings of which are 83.2, 43.7, and 18.1 MWt, respectively.     The information in this Final Environmental Statement is the second assessment of the environmental impacts associated with the construction and operation of the Grand Gulf Nuclear Station, Units 1 and 2, located on the Mississippi River in Claiborne County, Mississippi. The Draft Environmental Statement was issued in May 1981. The first assessment was the Final Environmental Statement related to construction, which was issued in August 1973 prior to issuance of the Grand Gulf Nuclear Station construction permits. In September 1981 Grand Gulf Unit 1 was 92% complete and Unit 2 was 22% complete. Fuel loading for Unit 1 is scheduled for December 1981. The present assessment is the result of the NRC staff review of the activities associated with the proposed operation of the Station, and includes the staff responses to comments on the Draft Environmental Statement.

    The results of the conceptual design study reported include the development of a workable design for a sodium-cooled tower focus repowering system, the costs required to construct that design, and the determination of the benefits which could be obtained. A number of trade studies and optimizations were carried out in order to derive the most cost-effective design that also had the greatest potential for widespread application and commercialization. These studies are identified and their results are presented and discussed. The overall plant design is described and diagrammed, as are each of the subsystems: the heliostats, external receiver, master control, heat transport, thermal storage, electric power generating, and steam generating subsystems. Each subsystem's cost is summarized by major component. The subsystem is then described with its major components in terms of physical characteristics, requirements, and performance. An economic analysis is presented based on the internal rate of return to the project owner, and development plans are described. Appended is the system requirements specification.     Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.

    The Draft Biological Opinion on Operation of the Federal Columbia River Power System calls for the development of 1- and 5-year implementation plans. These plans will provide the roadmap for planning and subsequent implementation of actions intended to meet specific performance standards (i.e., biological objectives) in a timely manner. To develop implementation plans the key tasks and sequences of steps must be determined. Those responsible for specific tasks must be identified and they must understand what they need to do. There must be assurances that the resources (human, physical, and fiscal) to complete the tasks are available. Motivation and incentive systems should be set up. Systems to coordinate efforts and guide activity must be devised and installed. An information management system must be designed to manage and analyze data and ensure that appropriate data are collected. This will aid managers in assessing whether individual activities or actions are tracking with stated goals and objectives. Training programs to improve managerial and worker capability in making and implementing plans should be designed. Managerial leadership to guide the efforts of all individuals in achieving the goals of the anadromous and resident fish recovery must be developed. It is the entire process of managing fish recovery in relationship to the Biological Opinion that will guide, coordinate, motivate, and control work and determine the effectiveness and efficiency of plan implementation.

This evaluation will involve two interrelated areas of effort: ambient air monitoring and regional-scale modeling analysis. The scope of work for the ambient air monitoring will include the deployment of a surface air monitoring (SAM) station in southeastern Ohio. The SAM station will contain sampling equipment to collect and measure mercury (including speciated forms of mercury and wet and dry deposited mercury), arsenic, particulate matter (PM) mass, PM composition, and gaseous criteria pollutants (CO, NOx, SO{sub 2}, O{sub 3}, etc.). Laboratory analysis of time-integrated samples will be used to obtain chemical speciation of ambient PM composition and mercury in precipitation. Near-real-time measurements will be used to measure the ambient concentrations of PM mass and all gaseous species including Hg{sup 0} and RGM. Approximately of 18 months of field data will be collected at the SAM site to validate the proposed regional model simulations for episodic and seasonal model runs. The ambient air quality data will also provide mercury, arsenic, and fine particulate matter data that can be used by Ohio Valley industries to assess performance on multi-pollutant control systems.     Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied

    The purpose of this inspection was to determine whether procurements by Westinghouse Savannah River Company and Bechtel Savannah River Inc. from their parent companies or other affiliated divisions were being effectively administered. Many of Bechtel`s procurements have been improperly burdened with indirect costs not permitted under the subcontract terms with Westinghouse, resulting in overcharges to DOE. It is recommended that the manager of Savannah River Operations office review the procurements to recover unallowable indirect costs, and strength administrative controls over this area. The DOE contract with Westinghouse and the subcontract with Bechtel have been found to contain conflicting contractual provisions regarding required competition. Recommendations are given.

    Hydroelectric power provides a cheap source of electricity with few carbon emissions. Yet, reservoirs are not operated sustainably, which we define as meeting societal needs for water and power while protecting long-term health of the river ecosystem. Reservoirs that generate hydropower are typically operated with the goal of maximizing energy revenue, while meeting other legal water requirements. Reservoir optimization schemes used in practice do not seek flow regimes that maximize aquatic ecosystem health. Here, we review optimization studies that considered environmental goals in one of three approaches. The first approach seeks flow regimes that maximize hydropower generation, while satisfying legal requirements, including environmental (or minimum) flows. Solutions from this approach are often used in practice to operate hydropower projects. In the second approach, flow releases from a dam are timed to meet water quality constraints on dissolved oxygen (DO), temperature and nutrients. In the third approach, flow releases are timed to improve the health of fish populations. We conclude by suggesting three steps for bringing multi-objective reservoir operation closer to the goal of ecological sustainability: (1) conduct research to identify which features of flow variation are essential for river health and to quantify these relationships, (2) develop valuation methods to assess the total value of river health and (3) develop optimal control softwares that combine water balance modelling with models that predict ecosystem responses to flow.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Former Chicago, Milwaukee & St. Paul Rail Yard Company site in Perry, Iowa, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site. This study did not assess environmental conditions at the site.

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    Pacific Northwest National Laboratory researchers are working on the CHPRC Columbia River Protection Project (hereafter referred to as the Columbia River Project). This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Columbia River Project staff.
