    The Wabash River Coal Gasification Repowering Project (WRCGRP), a joint venture between Destec Energy, Inc. and PSI Energy, Inc., began commercial operation in November of 1995. The Project, selected by the United States Department of Energy (DOE) under the Clean Coal Program (Round IV) represents the largest operating coal gasification combined cycle plant in the world. This Demonstration Project has allowed PSI Energy to repower a 1950`s vintage steam turbine and install a new syngas fired combustion turbine to provide 262 MW (net) of electricity in a clean, efficient manner in a commercial utility setting while utilizing locally mined high sulfur Indiana bituminous coal. In doing so, the Project is also demonstrating some novel technology while advancing the commercialization of integrated coal gasification combined cycle technology. This paper discusses the first year operation experience of the Wabash Project, focusing on the progress towards achievement of the demonstration objectives.

    The increasing popularity of web-based distance education places high demand on distance educators to format web pages to facilitate learning. However, limited guidelines exist regarding appropriate writing styles for web-based distance education. This study investigated the effect of four different writing styles on readers mental representation of hypertext. Participants studied hypertext written in one of four web-writing styles (e.g., concise, scannable, objective, and combined) and were then administered a cued association task intended to measure their mental representations of the hypertext. It is hypothesized that the scannable and combined styles will bias readers to scan rather than elaborately read, which may result in less dense mental representations (as identified through Pathfinder analysis) relative to the objective and concise writing styles. Further, the use of more descriptors in the objective writing style will lead to better integration of ideas and more dense mental representations than the concise writing style.

    The overarching goal of project 1994-049-00 is to recover a productive, healthy and biologically diverse Kootenai River ecosystem, with emphasis on native fish species rehabilitation. It is especially designed to aid the recovery of important fish stocks, i.e. white sturgeon, burbot, bull trout, kokanee and several other salmonids important to the Kootenai Tribe of Idaho and regional sport-fisheries. The objectives of the project have been to address factors limiting key fish species within an ecosystem perspective. Major objectives include: establishment of a comprehensive and thorough biomonitoring program, investigate ecosystem--level in-river productivity, test the feasibility of a large-scale Kootenai River nutrient addition experiment (completed), to evaluate and rehabilitate key Kootenai River tributaries important to the health of the lower Kootenai River ecosystem, to provide funding for Canadian implementation of nutrient addition and monitoring in the Kootenai River ecosystem (Kootenay Lake) due to lost system productivity created by construction and operation of Libby Dam, mitigate the cost of monitoring nutrient additions in Arrow Lakes due to lost system productivity created by the Libby-Arrow water swap, provide written summaries of all research and activities of the project, and, hold a yearly workshop to convene with other agencies and institutions to discuss management, research, and monitoring strategies for this project and to provide a forum to coordinate and disseminate data with other projects involved in the Kootenai River basin.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    The U.S. Department of Energy (DOE), Office of River Protection (ORP) manages the River Protection Project (RPP). The RPP mission is to retrieve and treat Hanford's tank waste and close the tank farms to protect the Columbia River. As a result, the ORP is responsible for the retrieval, treatment, and disposal of the approximately 57 million gallons of radioactive waste contained in the Hanford Site waste tanks and closure of all the tanks and associated facilities. The previous revision of the System Plan was issued in September 2003. ORP has approved a number of changes to the tank waste treatment strategy and plans since the last revision of this document, and additional changes are under consideration. The ORP has established contracts to implement this strategy to establish a basic capability to complete the overall mission. The current strategy for completion of the mission uses a number of interrelated activities. The ORP will reduce risk to the environment posed by tank wastes by: (1) Retrieving the waste from the single-shell tanks (SST) to double-shell tanks (DST) for treatment and disposal; (2) Constructing and operating the WTP, which will safely treat all of the high-level waste (HLW) and about half of the low-activity waste (LAW) contained in the tank farms, and maximizing its capability and capacity; (3) Developing and deploying supplemental treatment capability or a second WTP LAW Facility that can safely treat about half of the LAW contained in the tank farms; (4) Developing and deploying treatment and packaging capability for transuranic (TRU) tank waste for shipment to and disposal at the Waste Isolation Pilot Plant (WIPP); (5) Deploying interim storage capacity for the immobilized HLW and shipping that waste to Yucca Mountain for disposal; (6) Operating the Integrated Disposal Facility for the disposal of immobilized LAW, along with the associated secondary waste, (7) Closing the SST and DST tank farms, ancillary facilities, and al1 waste

(4) Developing and deploying supplemental pretreatment capability currently assumed to be an Aluminum Removal Facility (ARF) using a lithium hydrotalcite process to mitigate sodium management issues. (5) Developing and deploying treatment and packaging capability for contact-handled transuranic (CH-TRU) tank waste for possible shipment to and disposal

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    The protection of worker health and safety is of paramount concern at the Savannah River Site. Since the site is one of the largest nuclear sites in the nation, radiation safety is a key element in the protection program. This report is a compendium of the results in 1988 of the programs at the Savannah River Plant and the Savannah River Laboratory to protect the radiological health of employees. By any measure, the radiation protection performance at this site in 1988 was the best since the beginning of operations. This accomplishment was made possible by the commitment and support at all levels of the organizations to reduce radiation exposures to ALARA (As Low As Reasonably Achievable). The report provides detailed information about the radiation doses received by departments and work groups within these organizations. It also includes exposure data for recent years to allow Plant and Laboratory units to track the effectiveness of their ALARA efforts. Many of the successful practices and methods that reduced radiation exposure are described. A new goal for personnel contamination cases has been established for 1989. Only through continual and innovative efforts to minimize exposures can the goals be met. The radiation protection goals for 1989 and previous years are included in the report. 27 figs., 58 tabs.

    A mixture experiment involves combining two or more components in various proportions or amounts and then measuring one or more responses for the resulting end products. Other factors that affect the response(s), such as process variables and/or the total amount of the mixture, may also be studied in the experiment. A mixture experiment design specifies the combinations of mixture components and other experimental factors (if any) to be studied and the response variable(s) to be measured. Mixture experiment data analyses are then used to achieve the desired goals, which may include (i) understanding the effects of components and other factors on the response(s), (ii) identifying components and other factors with significant and nonsignificant effects on the response(s), (iii) developing models for predicting the response(s) as functions of the mixture components and any other factors, and (iv) developing end-products with desired values and uncertainties of the response(s). Given a mixture experiment problem, a practitioner must consider the possible approaches for designing the experiment and analyzing the data, and then select the approach best suited to the problem. Eight possible approaches include 1) component proportions, 2) mathematically independent variables, 3) slack variable, 4) mixture amount, 5) component amounts, 6) mixture process variable, 7) mixture of mixtures, and 8) multi-factor mixture. The article provides an overview of the mixture experiment designs, models, and data analyses for these approaches.

    The Raft River Geothermal Site has been evaluated over the past eight years by the United States Geological Survey and the Idaho National Engineering Laboratory as a moderate-temperature geothermal resource. The geoscience data gathered in the drilling and testing of seven geothermal wells suggest that the Raft River thermal reservoir is: (a) produced from fractures found at the contact metamorphic zone, apparently the base of detached normal faulting from the Bridge and Horse Well Fault zones of the Jim Sage Mountains; (b) anisotropic, with the major axis of hydraulic conductivity coincident to the Bridge Fault Zone; (c) hydraulically connected to the shallow thermal fluid of the Crook and BLM wells based upon both geochemistry and pressure response; (d) controlled by a mixture of diluted meteoric water recharging from the northwest and a saline sodium chloride water entering from the southwest. Although the hydrogeologic environment of the Raft River geothermal area is very complex and unique, it is typical of many Basin and Range systems.

This publication presents a detailed explanation of the planning and operation of the multiple-use dams and reservoirs of the Columbia River system.     The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

The Smith River Rancheria, located in northern Del Norte County, California about four miles south of the Oregon border on the Pacific Ocean, composes 184.4 acres. This effort is intended to promote energy self-sufficiency and assist in meeting the tribe's goal to preserve and protect the aboriginal territory of the Tolowa People.

Savannah River Site has maintained a computerized data bank system for recording, retrieving and reviewing its incident history. The system is based on a series of compilations developed primarily for risk assessment but has been found to be invaluable for many other uses such as equipment reliability, project justification, and incident investigations.

    Hydrogen isotopes are separated from other gases by permeation through palladium and palladium-silver alloy diffusers in the Tritium Facilities at the US Department of Energy Savannah River Site (SRS). Diffusers have provided effective service for almost forty years. This paper is an overview of the operational experience with the various diffuser types that have been employed at SRS. Alternative technologies being developed at SRS for purifying hydrogen isotopes are also discussed.

    The Multiwell Experiment is a research-oriented field laboratory. Its overall objectives are to characterize lenticular, low-permeability gas reservoirs and to develop technology for their production. This field laboratory has been established at a site in the east-central Piceance basin, Colorado. Here the Mesaverde formation lies at a depth of 4000 to 8250 ft. This interval contains different, distinct reservoir types depending upon their depositional environments. These different zones serve as the focus of the various testing and stimulation programs. Field work began in late 1981 and is scheduled through mid-1988. One key to the Multiwell Experiment is three closely spaced wells. Core, log, well testing, and well-to-well seismic data are providing a far better definition of the geological setting than has been available previously. The closely spaced wells also allow interference and tracer tests to obtain in situ reservoir parameters. The vertical variation of in situ stress throughout the intervals of interest is being measured. A series of stimulation experiments is being conducted in one well and the other two wells are being used as observation wells for improved fracture diagnostics and well testing. Another key to achieving the Multiwell Experiment objectives is the synergism resulting from a broad spectrum of activities: geophysical surveys, sedimentological studies, core and log analyses, well testing, in situ stress determination, stimulation, fracture diagnostics, and reservoir analyses. The results from the various activities will define the reservoir and the hydraulic fracture. These, in turn, define the net pay stimulated: the intersection of a hydraulic fracture of known geometry with a reservoir of known morphology and properties.     The Spin Asymmetries of the Nucleon Experiment (SANE) is a measurement of parallel and near-perpendicular double spin asymmetries in an inclusive electron scattering. The main goal of the experiment was to measure A{sub {parallel}} and A{sub 80} and extract the spin asymmetries of the proton A{sub 1}{sup p}, A{sub 2}{sup p} and spin structure functions g{sub 1}{sup p} and g{sub 2}{sup p}. Using the Thomas Jefferson National Accelerator Facility's polarized electron beam and the University of Virginia's polarized frozen ammonia ({sup 14}NH{sub 3}) target in Hall C, the experiment ran in 2009, collecting data in a Q{sup 2} region from 2.5 to 6.5 GeV{sup 2} and between Bjorken x of 0.3 to 0.8. Particle detection was accomplished using the Big Electron Telescope Array (BETA), a novel non-magnetic detector. This talk will address the progress of the analysis designed to extract the proton spin asymmetries and structure functions. Preliminary results will be presented.

    In 1985 the Southeastern Forest Experiment Station in cooperation with the Department of Energy (DOE), the Savannah River Forest Station (SRFS) and the Savannah River Ecology Laboratory (SREL) initiated a research/management program to restore a viable population of red-cockaded woodpeckers (RCW) to the Savannah River Site (SRS). The program has progresses in two phases. The first phase (1985-1987) focused on stabilizing the declining RCW population at SRS. The second phase (1988-present) has focused on facilitating population expansion. In 1989 we have focused our efforts on development of techniques for excavating new RCW cavities, identification of old-growth stands with the potential of providing new nesting habitat to support population expansion, continued flying squirrel control, continued translocations of RCW's as needed, and monitoring clan composition and reproduction.

The existing line runs between the Bonneville Powerhouse at Bonneville Dam in Multnomah County, Oregon, and BPA's existing Hood River Substation in Hood River County, Oregon. The project would include replacing structures and conductor wires, improving access roads, and constructing new access roads or trails where needed.

    The close of 1999 marked the completion of the Demonstration Period of the Wabash River Coal Gasification Repowering Project. This Final Report summarizes the engineering and construction phases and details the learning experiences from the first four years of commercial operation that made up the Demonstration Period under Department of Energy (DOE) Cooperative Agreement DE-FC21-92MC29310. This 262 MWe project is a joint venture of Global Energy Inc. (Global acquired Destec Energy's gasification assets from Dynegy in 1999) and PSI Energy, a part of Cinergy Corp. The Joint Venture was formed to participate in the Department of Energy's Clean Coal Technology (CCT) program and to demonstrate coal gasification repowering of an existing generating unit impacted by the Clean Air Act Amendments. The participants jointly developed, separately designed, constructed, own, and are now operating an integrated coal gasification combined-cycle power plant, using Global Energy's E-Gas{trademark} technology (E-Gas{trademark} is the name given to the former Destec technology developed by Dow, Destec, and Dynegy). The E-Gas{trademark} process is integrated with a new General Electric 7FA combustion turbine generator and a heat recovery steam generator in the repowering of a 1950's-vintage Westinghouse steam turbine generator using some pre-existing coal handling facilities, interconnections, and other auxiliaries. The gasification facility utilizes local high sulfur coals (up to 5.9% sulfur) and produces synthetic gas (syngas), sulfur and slag by-products. The Project has the distinction of being the largest single train coal gasification combined-cycle plant in the Western Hemisphere and is the cleanest coal-fired plant of any type in the world. The Project was the first of the CCT integrated gasification combined-cycle (IGCC) projects to achieve commercial operation.

The inventory provided information for the Department of Energy - Savannah River (DOE-SR) to justify the need for developing an erosion and sediment control program with appropriate funding, personnel, and equipment. Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale. Located along the eastern border of the Savannah River, the SRS is located within the Upper and Lower Coastal Plains of South Carolina.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    A series of thermal-hydraulic and cladding materials deformation experiments were conducted using light-water reactor fuel bundles as part of the Pacific Northwest Laboratory Loss-of-Coolant Accident (LOCA) Simulation Program. This report is the formal operations plan for TH-2--the second experiment in the series of thermal-hydraulic tests conducted in the National Research Universal (NRU) reactor, Chalk River, Ontario, Canada. The major objective of TH-2 was to develop the experiment reflood control parameters and the procedures to be used in subsequent experiments in this program. In this experiment, the data acquisition and control system was used to control the fuel cladding temperature during a simulated LOCA by using variable reflood coolant flow.

    The Surface Environmental Surveillance Project (SESP) is conducted by the Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). This report presents the results of a special study conducted as part of the SESP to supplement the routine Columbia River monitoring program and provide information relative to the dispersion and distribution of Hanford origin contaminants entering the river through the seepage of ground water along the Hanford Site. Sampling was conducted along cross sections to determine the distribution of tritium within the Columbia River at Richland, Washington. The investigation was also designed to evaluate the relationship between the average tritium concentrations in the river water at this location and in water collected from the routine SESP river monitoring system located at the city of Richland drinking water intake (Richland Pumphouse). This study was conducted during the summers of 1987 and 1988. Water samples were collected along cross sections located at or near the Richland Pumphouse monitoring station.

    Savannah River Site (SRS), particularly the Savannah River Technology Center (SRTC) with the experience from the first successful Integrated Technology Demonstration, can provide an excellent foundation for meeting DOE-EM`s objectives with the new DOE-EM five focus area approach. With this in mind, SRTC established an activity to pursue full commercialization of environmental technologies. This report is an assessment of the status of commercialization at SRS and provides recommendations for enhancement as well as some tools critical to implementation. A review was made of the current situation at SRS with regards to taking technology development to commercial fruition. This was done from the perspective of comparing it to known commercialization models and processes. It was found that SRTC already works through many of the steps in these processes. With integration and action-oriented efforts of the inclusion of business and market factors, SRTC could become an aggressive, successful developer of commercialized technologies. Commercial success criteria tools were developed with regards to integrating them with SRTC selection criteria to ensure that all critical factors are covered in technology commercialization project evaluations. Private investors are very clear that their interest lies in funding commercial enterprises, not merely technologies. Mobilizing private capital is critical to real job growth and long-term economic development. Also, potential industry partners were identified that are willing to be involved with SRS` technology applications and regional development efforts. As another important component to success, regional support organizations were reviewed and evaluated.

  17. Coho Salmon Master Plan, Clearwater River Basin.

    The Nez Perce Tribe has a desire and a goal to reintroduce and restore coho salmon to the Clearwater River Subbasin at levels of abundance and productivity sufficient to support sustainable runs and annual harvest. Consistent with the Clearwater Subbasin Plan (EcoVista 2003), the Nez Perce Tribe envisions developing an annual escapement of 14,000 coho salmon to the Clearwater River Subbasin. In 1994, the Nez Perce Tribe began coho reintroduction by securing eggs through U.S. v. Oregon; by 1998 this agreement provided an annual transfer of 550,000 coho salmon smolts from lower Columbia River hatchery facilities for release in the Clearwater River Subbasin. In 1998, the Northwest Power and Conservation Council authorized the Bonneville Power Administration to fund the development of a Master Plan to guide this reintroduction effort. This Master Plan describes the results of experimental releases of coho salmon in the Clearwater River Subbasin, which have been ongoing since 1995. These data are combined with results of recent coho reintroduction efforts by the Yakama Nation, general coho life history information, and historical information regarding the distribution and life history of Snake River coho salmon. This information is used to assess a number of alternative strategies aimed at restoring coho salmon to historical habitats in the Clearwater River subbasin. These data suggest that there is a high probability that coho salmon can be restored to the Clearwater River subbasin. In addition, the data also suggest that the re-establishment of coho salmon could be substantially aided by: (1) the construction of low-tech acclimation facilities; (2) the establishment of a 'localized' stock of coho salmon; and (3) the construction of hatchery facilities to provide a source of juvenile coho salmon for future supplementation activities.   18. Riparian plant succession in the dam-regulated Colorado River: Why is saltcedar losing

    Three modes of plant succession (inhibition, facilitation and tolerance) were tested to explain the replacement of exotic saltcedar (Tamarix ramosissima) by naive phreatophytes in the Colorado River corridor in the Grand Canyon. Dam construction reduced flood frequency and sediment transport, interrupting the [open quotes]perpetual succession[close quotes] of the pre-dam riparian vegetation and initially allowing saltcedar to proliferate. Inhibition results from direct or indirect competition, but field measurements and experiments demonstrate limited evidence of competitive superiority by naive species over saltcedar in three life stages. Field observations and experiments on germination, physiological responses to gradients and comparative life history analyses demonstrate that saltcedar is a stress tolerant, disturbance specialist in an ecologically stabilized river corridor where safe germination sites are increasingly rare. Altered flood frequency, increased soil coarseness and differential herbivory contribute to succession in this system.

    The environmental surveillance activities at and in the vicinity of the Savannah River Site (SRS) (formerly the Savannah River Plant (SRP)) comprise one of the most comprehensive and extensive environmental monitoring programs in the United States. This overview contains monitoring data from routine and nonroutine radiological and nonradiological environmental surveillance activities, summaries of environmental protection programs in progress, a summary of National Environmental Policy Act (NEPA) activities, and a listing of environmental permits (Appendix A) issued by regulatory agencies. This overview provides information about the impact of SRS operations on the public and the environment. The SRS occupies a large area of approximately 300 square miles along the Savannah River, principally in Aiken and Barnwell counties of South Carolina. SRS's primary function is the production of tritium, plutonium, and other special nuclear materials for national defense, for other governmental uses, and for some civilian purposes. From August 1950 to March 31, 1989, SRS was operated for the Department of Energy (DOE) by E. I. du Pont de Nemours Co. On April 1, 1989 the Westinghouse Savannah River Company assumed responsibility as the prime contractor for the Savannah River Site.

    Annual average river flow rates are required input to the LADTAP Computer Code for calculating offsite doses from liquid releases of radioactive materials to the Savannah River. The source of information on annual river flow rates used in dose calculations varies, depending on whether calculations are for retrospective releases or prospective releases. Examples of these types of releases are: Retrospective - releases from routine operations (annual environmental reports) and short term release incidents that have occurred. Prospective - releases that might be expected in the future from routine or abnormal operation of existing or new facilities (EIS`s, EID`S, SAR`S, etc.). This memorandum provides historical flow rates at the downstream gauging station at Highway 301 for use in retrospective dose calculations and derives flow rate data for the Beaufort-Jasper and Port Wentworth water treatment plants.

    The disposal of dredged material in water is defined as a discharge under Section 404 of the Clean Water Act and must be evaluated in accordance with US Environmental Protection Agency regulation 40 CFR 230. Because contaminant loads in the dredged sediment or resuspended sediment may affect water quality or contaminant loading, the US Army Corps of Engineers (USACE), Walla Walla District, has requested Battelle/Marine Sciences Laboratory to collect and chemically analyze sediment samples from areas that may be dredged near the Port Authority piers on the Snake and Columbia rivers. Sediment samples were also collected at River Mile (RM) stations along the Snake River that may undergo resuspension of sediment as a result of the drawdown. Chemical analysis included grain size, total organic carbon, total volatile solids, ammonia, phosphorus, sulfides, oil and grease, total petroleum hydrocarbons, metals, polynuclear aromatic hydrocarbons, pesticides, polychlorinated biphenyls, and 21 congeners of polychlorinated dibenzodioxins and dibenzofurans.

    The aim of the present study is to investigate applicability of artificial intelligence techniques such as ANFIS (Adaptive Neuro-Fuzzy Inference System) in forecasting flood flow in a river system. The proposed technique combines the learning ability of neural network with the transparent linguistic representation of fuzzy system. The technique is applied to forecast discharge at a downstream station using flow information at various upstream stations. A total of three years data has been selected for the implementation of this model. ANFIS models with various input structures and membership functions are constructed, trained and tested to evaluate efficiency of the models. Statistical indices such as Root Mean Square Error (RMSE), Correlation Coefficient (CORR) and Coefficient of Efficiency (CE) are used to evaluate performance of the ANFIS models in forecasting river flood. The values of the indices show that ANFIS model can accurately and reliably be used to forecast flood in a river system.

    Radioiodine, which is the collective term for all radioactive isotopes of the element iodine, is formed at the Savannah River Site (SRS) principally as a by-product of nuclear reactor operations. Part of the radioiodine is released to the environment during reactor and reprocessing operations at the site. The purpose of this report is to provide an introduction to radioiodine production and disposition, its status in the environment, and the radiation dose and health risks as a consequence of its release to the environment around the Savannah River Plant. A rigorous dose reconstruction study is to be completed by thee Center for Disease Control during the 1990s.

    Pacific lamprey Lampetra tridentata have received little attention in fishery science until recently, even though abundance has declined significantly along with other anadromous fish species in Idaho. Pacific lamprey in Idaho have to navigate over eight lower Snake River and Columbia River hydroelectric facilities for migration downstream as juveniles to the Pacific Ocean and again as adults migrating upstream to their freshwater spawning grounds in Idaho. The number of adult Pacific lamprey annually entering the Snake River basin at Ice Harbor Dam has declined from an average of over 18,000 during 1962-1969 to fewer than 600 during 1998-2006. Based on potential accessible streams and adult escapement over Lower Granite Dam on the lower Snake River, we estimate that no more than 200 Pacific lamprey adult spawners annually utilize the Clearwater River drainage in Idaho for spawning. We utilized electrofishing in 2000-2006 to capture, enumerate, and obtain biological information regarding rearing Pacific lamprey ammocoetes and macropthalmia to determine the distribution and status of the species in the Clearwater River drainage, Idaho. Present distribution in the Clearwater River drainage is limited to the lower sections of the Lochsa and Selway rivers, the Middle Fork Clearwater River, the mainstem Clearwater River, the South Fork Clearwater River, and the lower 7.5 km of the Red River. In 2006, younger age classes were absent from the Red River.

Entities involved with implementing project components are the Underwood Conservation District (UCD), USDA Forest Service (USFS), U.S. Geological Survey--Columbia River Research Lab (USGS-CRRL), and WA Department of Fish & Wildlife (WDFW). Following categories given in the FY1999 Statement of Work, the broad categories, the related objectives, and the entities associated with each objective (lead entity in boldface) were as follows: Coordination--Objective 1: Coordinate the Wind River watershed Action Committee (AC) and Technical Advisory Committee (TAC) to develop a prioritized list of watershed enhancement projects. Monitoring--Objective 2: Monitor natural production of juvenile, smolt, and adult steelhead in the Wind River subbasin. Objective 3: Evaluate physical habitat conditions in the Wind River subbasin. Assessment--Objective 4: Assess watershed health using an ecosystem-based diagnostic model that will provide the technical basis to prioritize out-year restoration projects.   13. TESTING OF THE RADBALL TECHNOLOGY AT SAVANNAH RIVER NATIONAL LABORATORY

    The United Kingdom's National Nuclear Laboratory (NNL) has developed a remote, nonelectrical, radiation-mapping device known as RadBall (patent pending), which offers a means to locate and quantify radiation hazards and sources within contaminated areas of the nuclear industry. Positive results from initial deployment trials in nuclear waste reprocessing plants at Sellafield in the United Kingdom and the anticipated future potential use of RadBall throughout the U.S. Department of Energy Complex have led to the NNL partnering with the Savannah River National Laboratory (SRNL) to further test, underpin, and strengthen the technical performance of the technology. The study completed at SRNL addresses key aspects of the testing of the RadBall technology. The first set of tests was performed at Savannah River Nuclear Solutions Health Physics Instrument Calibration Laboratory (HPICL) using various gamma-ray sources and an x-ray machine with known radiological characteristics. The objective of these preliminary tests was to identify the optimal dose and collimator thickness. The second set of tests involved a highly contaminated hot cell. The objective of this testing was to characterize a hot cell with unknown radiation sources. The RadBall calibration experiments and hot cell deployment were successful in that for each trial radiation tracks were visible. The deployment of RadBall can be accomplished in different ways depending on the size and characteristics of the contaminated area (e.g., a hot cell that already has a crane/manipulator available or highly contaminated room that requires the use of a remote control device with sensor and video equipment to position RadBall). This report also presents SRNL-designed RadBall accessories for future RadBall deployment (a harness, PODS, and robot).

    This paper presents results of measurements and predictions of radiolytic hydrogen production rates from two actual process slurries in the Defense Waste Processing Facility (DWPF) at Savannah River Site (SRS). Hydrogen is a flammable gas and its production in nuclear facilities can be a safety hazard if not mitigated. Measurements were made in the Shielded Cells of Savannah River National Laboratory (SRNL) using a sample of Sludge Batch 3 (SB3) currently being processed by the DWPF. Predictions were made using published values for rates of radiolytic reactions producing H{sub 2} in aqueous solutions and the measured radionuclide and chemical compositions of the two slurries. The agreement between measured and predicted results for nine experiments ranged from complete agreement to 24% difference. This agreement indicates that if the composition of the slurry being processed is known, the rate of radiolytic hydrogen production can be reasonably estimated.

    The Environmental Monitoring Section of the Environmental and Health Protection (EHP) Department administers the Savannah River Site's Groundwater Monitoring Program. During fourth quarter 1989 (October--December), EHP conducted routine sampling of monitoring wells and drinking water locations. EHP collected the drinking water samples from Savannah River Site (SRS) drinking water systems supplied by wells. EHP established two sets of flagging criteria in 1986 to assist in the management of sample results. The flagging criteria aid personnel in sample scheduling, interpretation of data, and trend identification. An explanation of flagging criteria for the fourth quarter is presented in the Flagging Criteria section of this document. All analytical results from fourth quarter 1989 are listed in this report, which is distributed to all waste-site custodians.

    The U.S. Department of Energy (DOE), in accordance with the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, established the Office of River Protection (ORP) to successfully execute and manage the River Protection Project (RPP), formerly known as the Tank Waste Remediation System (TWRS). The mission of the RPP is to store, retrieve, treat, and dispose of the highly radioactive Hanford tank waste in an environmentally sound, safe, and cost-effective manner. The team shown in Figure 1-1 is accomplishing the project. The ORP is providing the management and integration of the project; the Tank Farm Contractor (TFC) is responsible for providing tank waste storage, retrieval, and disposal; and the Privatization Contractor (PC) is responsible for providing tank waste treatment.

This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work.     The Savannah River National Laboratory (SRNL) is a U.S. Department of Energy research and development laboratory located at the Savannah River Site (SRS) near Aiken, South Carolina. SRNL has over 50 years of experience in developing and applying hydrogen technology, both through its national defense activities as well as through its recent activities with the DOE Hydrogen Programs. The hydrogen technical staff at SRNL comprises over 90 scientists, engineers and technologists, and it is believed to be the largest such staff in the U.S. SRNL has ongoing R&D initiatives in a variety of hydrogen storage areas, including metal hydrides, complex hydrides, chemical hydrides and carbon nanotubes. SRNL has over 25 years of experience in metal hydrides and solid-state hydrogen storage research, development and demonstration. As part of its defense mission at SRS, SRNL developed, designed, demonstrated and provides ongoing technical support for the largest hydrogen processing facility in the world based on the integrated use of metal hydrides for hydrogen storage, separation, and compression. The SRNL has been active in teaming with academic and industrial partners to advance hydrogen technology. A primary focus of SRNL's R&D has been hydrogen storage using metal and complex hydrides. SRNL and its Hydrogen Technology Research Laboratory have been very successful in leveraging their defense infrastructure, capabilities and investments to help solve this country's energy problems. SRNL has participated in projects to convert public transit and utility vehicles for operation using hydrogen fuel. Two major projects include the H2Fuel Bus and an Industrial Fuel Cell Vehicle (IFCV) also known as the GATOR{trademark}. Both of these projects were funded by DOE and cost shared by industry.
