    Ten (10) ampoules of the Wilmington crude oil material have been analyzed by gas chromatography/mass spectrometry (GC/MS). The measurements were made directly on samples of the diluted oil by GC/MS with selected ion monitoring (SIM). The mass spectrometer was operated in the chemical ionization mode using methane as the reagent gas, and the method of internal standards was used for the quantitative measurements. The analytes determined in the Wilmington crude oil are shown in Table 1. For most of the analytes, the quasi-molecular ion (M+H)/sup +/ was the species on which the SIM measurements were made. For measurements on the second set of ampoules, m/z 252 (M)/sup +/ was monitored for the benzo(a)pyrene, benzo(e)pyrene, and perylene. The ion(s) monitored for each of the analytes is also shown in Table 1. 4 tabs.

    Waterflood computer simulations over shaly 3D layers with shale volume proportions exceeding 50%, as in some parts of the Wilmington field, have shown that both vertical and horizontal continuity of shales affect recovery efficiency critically. Correct modeling of the geometric architecture of the sand/shale geometry within shaly layers of the Wilmington field is critical to predict performance recovery accurately. Stochastic images of that clastic sequence are obtained with sequential indicator simulation with non-Cartesian coordinates to ensure stratigraphic conformity.

    Atmospheric rivers (ARs) are large, spatially coherent weather systems with high concentrations of elevated water vapor. These systems often cause severe downpours and flooding over the western coastal United States – and with the availability of more atmospheric moisture in the future under global warming we expect ARs to play an important role as potential causes of extreme precipitation changes. Therefore, we aim to investigate changes in extreme precipitation properties correlated with AR events in a warmer climate, which are large-scale meteorological patterns affecting the weather and climate of California. We have recently developed the TECA (Toolkit for Extreme Climatemore » Analysis) software for automatically identifying and tracking features in climate data sets. Specifically, we can now identify ARs that make landfall on the western coast of North America. Based on this detection procedure, we can investigate the impact of ARs by exploring the spatial extent of AR precipitation using climate model (CMIP5) simulations and characterize spatial patterns of dependence for future projections between AR precipitation extremes under climate change within the statistical framework. Our results show that AR events in the future RCP (Representative Concentration Pathway)8.5 scenario (2076–2100) tend to produce heavier rainfall with higher frequency and longer days than events from the historical run (1981–2005). We also find that the dependence between extreme precipitation events has a shorter spatial range, within localized areas in California, under the high future emissions scenario than under the historical run.« less

    This project increased recoverable waterflood reserves in slope and basin reservoirs through improved reservoir characterization and reservoir management. The particular application of this project is in portions of Fault Blocks IV and V of the Wilmington Oil Field, in Long Beach, California, but the approach is widely applicable in slope and basin reservoirs. Transferring technology so that it can be applied in other sections of the Wilmington Field and by operators in other slope and basin reservoirs is a primary component of the project. This project used advanced reservoir characterization tools, including the pulsed acoustic cased-hole logging tool, geologic three-dimensional (3-D) modeling software, and commercially available reservoir management software to identify sands with remaining high oil saturation following waterflood. Production from the identified high oil saturated sands was stimulated by recompleting existing production and injection wells in these sands using conventional means as well as a short radius redrill candidate. Although these reservoirs have been waterflooded over 40 years, researchers have found areas of remaining oil saturation. Areas such as the top sand in the Upper Terminal Zone Fault Block V, the western fault slivers of Upper Terminal Zone Fault Block V, the bottom sands of the Tar Zone Fault Block V, and the eastern edge of Fault Block IV in both the Upper Terminal and Lower Terminal Zones all show significant remaining oil saturation. Each area of interest was uncovered emphasizing a different type of reservoir characterization technique or practice. This was not the original strategy but was necessitated by the different levels of progress in each of the project activities.

The existing steamflood in the Tar zone of Fault Block (FB) II-A has been relatively insufficient because of several producability problems which are common in SBC reservoir; inadequate characterization of the heterogeneous turbidite sands, high permeability thief zones, low gravity oil and non-uniform distribution of the remaining oil. This has resulted in poor sweep efficiency, high steam-oil ratios, and early breakthrough. Operational problems related to steam breakthrough, high reservoir pressure, and unconsolidated sands have caused premature well and downhole equipment failures. In aggregate, these reservoir and operational constraints have resulted in increased operating costs and decreased recoverable reserves.

  16. Characterization of Pliocene and Miocene Formations in the Wilmington Graben, Offshore Los Angeles, for Large-Scale Geologic Storage of CO₂

    Geomechanics Technologies has completed a detailed characterization study of the Wilmington Graben offshore Southern California area for large-scale CO₂ storage. This effort has included: an evaluation of existing wells in both State and Federal waters, field acquisition of about 175 km (109 mi) of new seismic data, new well drilling, development of integrated 3D geologic, geomechanics, and fluid flow models for the area. The geologic analysis indicates that more than 796 MMt of storage capacity is available within the Pliocene and Miocene formations in the Graben for midrange geologic estimates (P50). Geomechanical analyses indicate that injection can be conducted without significant risk for surface deformation, induced stresses or fault activation. Numerical analysis of fluid migration indicates that injection into the Pliocene Formation at depths of 1525 m (5000 ft) would lead to undesirable vertical migration of the CO₂ plume. Recent well drilling however, indicates that deeper sand is present at depths exceeding 2135 m (7000 ft), which could be viable for large volume storage. For vertical containment, injection would need to be limited to about 250,000 metric tons per year per well, would need to be placed at depths greater than 7000ft, and would need to be placed in new wells located at least 1 mile from any existing offset wells. As a practical matter, this would likely limit storage operations in the Wilmington Graben to about 1 million tons per year or less. A quantitative risk analysis for the Wilmington Graben indicate that such large scale CO₂ storage in the area would represent higher risk than other similar size projects in the US and overseas.

(4) Testing and proposed application of a novel alkaline-steam well completion technique for the containment of the unconsolidated formation sands and control of fluid entry and injection profiles. (5) Installation of a 2100 ft, 14 inch insulated, steam line beneath a harbor channel to supply steam to an island location. (6) Testing and proposed application of thermal recovery technologies to increase oil production and reserves: (a) Performing pilot tests of cyclic steam injection and production on new horizontal wells. (b) Performing pilot tests of hot water-alternating-steam (WAS) drive in the existing steam drive area to improve thermal efficiency.     In branching channel networks, such as in the Sacramento–San Joaquin River Delta, junction flow dynamics contribute to dispersion of ecologically important entities such as fish, pollutants, nutrients, salt, sediment, and phytoplankton. Flow transport through a junction largely arises from velocity phasing in the form of divergent flow between junction channels for a portion of the tidal cycle. Field observations in the Georgiana Slough junction, which is composed of the North and South Mokelumne rivers, Georgiana Slough, and the Mokelumne River, show that flow phasing differences between these rivers arise from operational, riverine, and tidal forcing. A combination of Acoustic Dopplermore » Current Profile (ADCP) boat transecting and moored ADCPs over a spring–neap tidal cycle (May to June 2012) monitored the variability of spatial and temporal velocity, respectively. Two complementary drifter studies enabled assessment of local transport through the junction to identify small-scale intrajunction dynamics. We supplemented field results with numerical simulations using the SUNTANS model to demonstrate the importance of phasing offsets for junction transport and dispersion. Different phasing of inflows to the junction resulted in scalar patchiness that is characteristic of MacVean and Stacey’s (2011) advective tidal trapping. Furthermore, we observed small-scale junction flow features including a recirculation zone and shear layer, which play an important role in intra-junction mixing over time scales shorter than the tidal cycle (i.e., super-tidal time scales). Thus, the study period spanned open- and closed-gate operations at the Delta Cross Channel. Synthesis of field observations and modeling efforts suggest that management operations related to the Delta Cross Channel can strongly affect transport in the Delta by modifying the relative contributions of tidal and riverine flows, thereby changing the junction flow phasing.« less

    In branching channel networks, such as in the SacramentoSan Joaquin River Delta, junction flow dynamics contribute to dispersion of ecologically important entities such as fish, pollutants, nutrients, salt, sediment, and phytoplankton. Flow transport through a junction largely arises from velocity phasing in the form of divergent flow between junction channels for a portion of the tidal cycle. Field observations in the Georgiana Slough junction, which is composed of the North and South Mokelumne rivers, Georgiana Slough, and the Mokelumne River, show that flow phasing differences between these rivers arise from operational, riverine, and tidal forcing. A combination of Acoustic Doppler Current Profile (ADCP) boat transecting and moored ADCPs over a springneap tidal cycle (May to June 2012) monitored the variability of spatial and temporal velocity, respectively. Two complementary drifter studies enabled assessment of local transport through the junction to identify small-scale intrajunction dynamics. We supplemented field results with numerical simulations using the SUNTANS model to demonstrate the importance of phasing offsets for junction transport and dispersion. Different phasing of inflows to the junction resulted in scalar patchiness that is characteristic of MacVean and Staceys (2011) advective tidal trapping. Furthermore, we observed small-scale junction flow features including a recirculation zone and shear layer, which play an important role in intra-junction mixing over time scales shorter than the tidal cycle (i.e., super-tidal time scales). Thus, the study period spanned open- and closed-gate operations at the Delta Cross Channel. Synthesis of field observations and modeling efforts suggest that management operations related to the Delta Cross Channel can strongly affect transport in the Delta by modifying the relative contributions of tidal and riverine flows, thereby changing the junction flow phasing.

    An evaluation of environmental conditions and possible health effects among workers exposed to coke dust was conducted. Personal breathing-zone (PBZ) concentrations of total airborne dust ranged from 0.1 to 12 milligrams/cubic meter (mg/m3) with a median of 1.6 mg/m3; mass median particle diameter was about 8 micrometers. Very high PBZ concentrations of coke dust occurred during a semimonthly cleanup of underground coke pits; levels ranged from 98 to 190mg/m3 with a mean of 140mg/m3. Oil mists were not detected. Exposures to polynuclear aromatic compounds were below the analytical limit of detection among workers for routine jobs. Abnormal pulmonary function tests were found in 12% of those tested. Five cases of chronic bronchitis and seven of chronic cough, 10 and 13% respectively, were identified among those interviewed. The authors conclude that there were potentially hazardous exposures to high dust levels during semimonthly coke-pit cleaning jobs.

Infill drilling in the early 1980s and again in the 1990s revealed bypassed oil in the upper Ranger Fo sand. Detailed studies of the aerial extent of the remaining oil resulted in drilling 17 horizontal wells to recover these reserves. The Fo target sand thickness is 20 to 50 feet. Well courses are between 10 and 15 feet below the top of the Fo with lengths varying from 800 to 1,000 feet. The success of the Fo drilling program has prompted expansion of horizontal drilling into thin-bedded sand units. Well lengths have increased to between 1,500 and 1,800 feet with structural trend used to advantage. Where needed, probes are designed to penetrate the target sand before setting intermediate casing. The drilling program has been extended into bilateral horizontal completions. Geosteering with MWD/GR and a 2 MHz dual propagation resistivity tool is used to the casing point. In the completion interval, only the MWD/GR tool is used and a drillpipe conveyed E-log is run afterward to confirm expected resistivities. Despite the many well penetrations in the Ranger Zone, structural control is only fair. Accuracy of MWD data is generally low and geosteering is done by TVD log correlation. With a recovery factor of over 30 percent in Ranger West, from approximately 800 wells drilled in the last 30 years, the horizontal drilling program targeting bypassed reserves has brought new life to this mature reservoir.

    The overall objective of this project was to increase heavy oil reserves in slope and basin clastic (SBC) reservoirs through the application of advanced reservoir characterization and thermal production technologies. The project involved improving thermal recovery techniques in the Tar Zone of Fault Blocks II-A and V (Tar II-A and Tar V) of the Wilmington Field in Los Angeles County, near Long Beach, California. A primary objective has been to transfer technology that can be applied in other heavy oil formations of the Wilmington Field and other SBC reservoirs, including those under waterflood. The first budget period addressed several producibility problems in the Tar II-A and Tar V thermal recovery operations that are common in SBC reservoirs. A few of the advanced technologies developed include a three-dimensional (3-D) deterministic geologic model, a 3-D deterministic thermal reservoir simulation model to aid in reservoir management and subsequent post-steamflood development work, and a detailed study on the geochemical interactions between the steam and the formation rocks and fluids. State of the art operational work included drilling and performing a pilot steam injection and production project via four new horizontal wells (2 producers and 2 injectors), implementing a hot water alternating steam (WAS) drive pilot in the existing steamflood area to improve thermal efficiency, installing a 2400-foot insulated, subsurface harbor channel crossing to supply steam to an island location, testing a novel alkaline steam completion technique to control well sanding problems, and starting on an advanced reservoir management system through computer-aided access to production and geologic data to integrate reservoir characterization, engineering, monitoring, and evaluation. The second budget period phase (BP2) continued to implement state-of-the-art operational work to optimize thermal recovery processes, improve well drilling and completion practices, and evaluate the geomechanical characteristics of the producing formations. The objectives were to further improve reservoir characterization of the heterogeneous turbidite sands, test the proficiency of the three-dimensional geologic and thermal reservoir simulation models, identify the high permeability thief zones to reduce water breakthrough and cycling, and analyze the nonuniform distribution of the remaining oil in place. This work resulted in the redevelopment of the Tar II-A and Tar V post-steamflood projects by drilling several new wells and converting idle wells to improve injection sweep efficiency and more effectively drain the remaining oil reserves. Reservoir management work included reducing water cuts, maintaining or increasing oil production, and evaluating and minimizing further thermal-related formation compaction. The BP2 project utilized all the tools and knowledge gained throughout the DOE project to maximize recovery of the oil in place.

Through March 1999, project work has been completed related to data preparation, basic reservoir engineering, developing a deterministic three dimensional (3-D) geologic model, a 3-D deterministic reservoir simulation model, and a rock-log model, well drilling and completions, and surface facilities. Work is continuing on the stochastic geologic model, developing a 3-D stochastic thermal reservoir simulation model of the Fault Block IIA Tar (Tar II-A) Zone, and operational work and research studies to prevent thermal-related formation compaction. Thermal-related formation compaction is a concern of the project team due to observed surface subsidence in the local area above the steamflood project. Last quarter on January 12, the steamflood project lost its inexpensive steam source from the Harbor Cogeneration Plant as a result of the recent deregulation of electrical power rates in California. An operational plan was developed and implemented to mitigate the effects of the two situations. Seven water injection wells were placed in service in November and December 1998 on the flanks of the Phase 1 steamflood area to pressure up the reservoir to fill up the existing steam chest. Intensive reservoir engineering and geomechanics studies are continuing to determine the best ways to shut down the steamflood operations in Fault Block II while minimizing any future surface subsidence. The new 3-D deterministic thermal reservoir simulator model is being used to provide sensitivity cases to optimize production, steam injection, future flank cold water injection and reservoir temperature and pressure. According to the model, reservoir fill up of the steam chest at the current injection rate of 28,000 BPD and gross and net oil production rates of 7,700 BPD and 750 BOPD (injection to production ratio of 4) will occur in October 1999. At that time, the reservoir should act more like a waterflood and production and cold water injection can be operated at lower net injection rates to be determined. Modeling runs developed this quarter found that varying individual well injection rates to meet added production and local pressure problems by sub-zone could reduce steam chest fill-up by up to one month.

This active solar system is composed of 2,700 square feet of Revere liquid flat plate collectors piped to a 2,800 gallon concrete storage tank located below ground near the building. A micro-computer based control system selects the optimal applications of the stored energy among space, domestic water and pool alternatives. The controlled logic is planned for serving the heat loads in the following order: space heat-new addition, domestic water-entire facility, and pool heating-entire facility. A modified trombe wall passive operation the active system will bypass the areas being served passively. The system was designed for a 40 percent heating and a 30 percent hot water solar contribution.

Work was discontinued on the stochastic geologic model and developing a 3-D stochastic thermal reservoir simulation model of the Tar II-A Zone in order to focus the remaining time on using the 3-D deterministic reservoir simulation model to provide alternatives for the Tar II-A post steamflood operations and shale compaction studies. Thermal-related formation compaction is a concern of the project team due to observed surface subsidence in the local area above the Tar II-A steamflood project. On January 12, 1999, the steamflood project lost its inexpensive steam source from the Harbor Cogeneration Plant as a result of the recent deregulation of electrical power rates in California. An operational plan was developed and implemented to mitigate the effects of the two situations by injecting cold water into the flanks of the steamflood. The purpose of flank injection has been to increase and subsequently maintain reservoir pressures at a level that would fill-up the steam chests in the ''T'' and ''D'' sands before they can collapse and cause formation compaction and to prevent the steam chests from reoccurring. A new 3-D deterministic thermal reservoir simulation model was used to provide operations with the necessary water injection rates and allowable production rates by well to minimize future surface subsidence and to accurately project reservoir steam chest fill-up by October 1999. A geomechanics study and a separate reservoir simulation study have been performed to determine the possible indicators of formation compaction, the temperatures at which specific indicators are affected and the projected temperature profiles in the over and underburden shales over a ten year period following steam injection. It was believed that once steam chest fill-up occurred, the reservoir would act more like a waterflood and production and cold water injection could be operated at lower Injection to production ratios (I/P) and net injection rates. In mid-September 1999, net water injection was reduced substantially in the ''D'' sands following steam chest fill-up. This caused reservoir pressures to plummet about 100 psi within six weeks. Starting in late-October 1999, net ''D'' sand injection was increased and reservoir pressures have slowly increased back to steam chest fill-up pressures as of the end of March 2000. When the ''T'' sands reached fill-up, net ''T'' sand injection was lowered only slightly and reservoir pressures stabilized. A more detailed discussion of the operational changes is in the Reservoir Management section of this report. A reservoir pressure monitoring program was developed as part of the poststeamflood reservoir management plan. This bi-monthly sonic fluid level program measures the static fluid levels in all idle wells an average of once a month. The fluid levels have been calibrated for liquid and gas density gradients by comparing a number of them with Amerada bomb pressures taken within a few days. This data allows engineering to respond quickly to rises or declines in reservoir pressure by either increasing injection or production or idling production. Starting in the Fourth Quarter 2000, the project team has ramped up activity to increase production and injection.     The project involves using advanced reservoir characterization and thermal production technologies to improve thermal recovery techniques and lower operating and capital costs in a slope and basin clastic (SBC) reservoir in the Wilmington field, Los Angeles Co., Calif. Through December 2001, project work has been completed on the following activities: data preparation; basic reservoir engineering; developing a deterministic three dimensional (3-D) geologic model, a 3-D deterministic reservoir simulation model and a rock-log model; well drilling and completions; and surface facilities on the Fault Block II-A Tar Zone (Tar II-A). Work is continuing on research to understand the geochemistry and process regarding the sand consolidation well completion technique, final reservoir tracer work, operational work and research studies to prevent thermal-related formation compaction in the Tar II-A steamflood area, and operational work on the Tar V steamflood pilot and Tar II-A post-steamflood projects. During the First Quarter 2002, the project team developed an accelerated oil recovery and reservoir cooling plan for the Tar II-A post-steamflood project and began implementing the associated well work in March. The Tar V pilot steamflood project will be converted to post-steamflood cold water injection in April 2002. The Tar II-A post-steamflood operation started in February 1999 and steam chest fillup occurred in September-October 1999. The targeted reservoir pressures in the ''T'' and ''D'' sands are maintained at 90 {+-} 5% hydrostatic levels by controlling water injection and gross fluid production and through the bimonthly pressure monitoring program enacted at the start of the post-steamflood phase. Most of the 2001 well work resulted in maintaining oil and gross fluid production and water injection rates. Reservoir pressures in the ''T'' and ''D'' sands are at 88% and 91% hydrostatic levels, respectively. Well work during the first quarter and plans for 2002 are described in the Reservoir Management section. The steamflood operation in the Tar V pilot project is mature and profitable. Recent production performance has been below projections because of wellbore mechanical limitations that have been addressed during this quarter. As the fluid production temperatures were beginning to exceed 350 F, our self-imposed temperature limit, the pilot steamflood was converted to a hot waterflood project in June 2001 and will be converted to cold water injection next quarter.

Through June 2002, project work has been completed on the following activities: data preparation; basic reservoir engineering; developing a deterministic three dimensional (3-D) geologic model, a 3-D deterministic reservoir simulation model and a rock-log model; well drilling and completions; and surface facilities on the Fault Block II-A Tar Zone (Tar II-A). Work is continuing on research to understand the geochemistry and process regarding the sand consolidation well completion technique, final reservoir tracer work, operational work and research studies to prevent thermal-related formation compaction in the Tar II-A steamflood area, and operational work on the Tar V post-steamflood pilot and Tar II-A post-steamflood projects. During the Third Quarter 2002, the project team essentially completed implementing the accelerated oil recovery and reservoir cooling plan for the Tar II-A post-steamflood project developed in March 2002 and is proceeding with additional related work. The project team has completed developing laboratory research procedures to analyze the sand consolidation well completion technique and will initiate work in the fourth quarter. The Tar V pilot steamflood project terminated hot water injection and converted to post-steamflood cold water injection on April 19, 2002. Proposals have been approved to repair two sand consolidated horizontal wells that sanded up, Tar II-A well UP-955 and Tar V well J-205, with gravel-packed inner liner jobs to be performed next quarter. Other well work to be performed next quarter is to convert well L-337 to a Tar V water injector and to recomplete vertical well A-194 as a Tar V interior steamflood pattern producer. Plans have been approved to drill and complete well A-605 in Tar V in the first quarter 2003. Plans have been approved to update the Tar II-A 3-D deterministic reservoir simulation model and run sensitivity cases to evaluate the accelerated oil recovery and reservoir cooling plan. The Tar II-A post-steamflood operation started in February 1999 and steam chest fillup occurred in September-October 1999. The targeted reservoir pressures in the ''T'' and ''D'' sands are maintained at 90 {+-} 5% hydrostatic levels by controlling water injection and gross fluid production and through the bimonthly pressure monitoring program enacted at the start of the post-steamflood phase. Well work related to the Tar II-A accelerated oil recovery and reservoir cooling plan began in March 2002 with oil production increasing from 1009 BOPD in the first quarter to 1145 BOPD in the third quarter. Reservoir pressures have been increased during the quarter from 88% to 91% hydrostatic levels in the ''T'' sands and from 91% to 94% hydrostatic levels in the ''D'' sands. Well work during the quarter is described in the Reservoir Management section. The post-steamflood production performance in the Tar V pilot project has been below projections because of wellbore mechanical limitations and the loss of a horizontal producer a second time to sand inflow that are being addressed in the fourth quarter. As the fluid production temperatures exceeded 350 F, our self-imposed temperature limit, the pilot steamflood was converted to a hot waterflood project in June 2001 and converted to cold water injection on April 19, 2002.

    Through June 2000, project work has been completed on the following activities: data preparation; basic reservoir engineering; developing a deterministic three dimensional (3-D) geologic model, a 3-D deterministic reservoir simulation model and a rock-log model; well drilling and completions; and surface facilities on the Fault Block II-A Tar (Tar II-A) Zone. Work is continuing on improving core analysis techniques, final reservoir tracer work, operational work and research studies to prevent thermal-related formation compaction in the Tar II-A steamflood area, and operational work on the Tar V steamflood pilot and Tar II-A post steamflood project. Work was discontinued on the stochastic geologic model and developing a 3-D stochastic thermal reservoir simulation model of the Tar II-A Zone so the project team could use the 3-D deterministic reservoir simulation model to provide alternatives for the Tar II-A post steamflood operations and shale compaction studies. The project team spent the third quarter 2000 revising the draft 1997-2000 Annual Report submitted last quarter, writing final reports on the research projects mentioned above, and operating the Tar II-A post-steamflood project and the Tar V horizontal well steamflood pilot. Thermal-related formation compaction is a concern of the project team due to observed surface subsidence in the local area above the Tar II-A steamflood project. On January 12, 1999, the steamflood project lost its inexpensive steam source from the Harbor Cogeneration Plant as a result of the recent deregulation of electrical power rates in California. An operational plan was developed and implemented to mitigate the effects of the two situations by injecting cold water into the flanks of the steamflood. The purpose of flank injection has been to increase and subsequently maintain reservoir pressures at a level that would fill-up the steam chests in the ''T'' and ''D'' sands before they can collapse and cause formation compaction and to prevent the steam chests from reoccurring. A new 3-D deterministic thermal reservoir simulation model was used to provide operations with the necessary water injection rates and allowable production rates by well to minimize future surface subsidence and to accurately project reservoir steam chest fill-up by October 1999. A geomechanics study and a separate reservoir simulation study have been performed to determine the possible indicators of formation compaction, the temperatures at which specific indicators are affected and the projected temperature profiles in the over and underburden shales over a ten year period following steam injection. Further geomechanics work should be conducted. It was believed that once steam chest fill-up occurred, the reservoir would act more like a waterflood and production and cold water injection could be operated at lower Injection to production ratios (I/P) and net injection rates. In mid-September 1999, net water injection was reduced substantially in the ''D'' sands following steam chest fill-up. This caused reservoir pressures to plummet about 100 psi within six weeks. Starting in late-October 1999, net ''D'' sand injection was increased and reservoir pressures increased back to steam chest fill-up pressures of 90% hydrostatic pressure by March 2000 and have been maintained through September 2000. When the ''T'' sands reached fill-up in October 1999, net ''T'' sand injection remained at a high rate through April 2000 and reservoir pressures stabilized at 98% hydrostatic pressure. The objective is to lower ''T'' sand pressure slowly to 90% hydrostatic. Net injection was reduced and ''T'' sand reservoir pressure was at 97% hydrostatic in September 2000. A more detailed discussion of the operational changes is in the Reservoir Management section of this report. A reservoir pressure monitoring program was developed as part of the poststeamflood reservoir management plan. This bi-monthly sonic fluid level program measures the static fluid levels in all idle wells an average of once a month.

    Innovative strategies for effective basin-scale salinity management have been developed in the Hunter River Basin of Australia and more recently in the San Joaquin River Basin of California. In both instances web-based stakeholder information dissemination has been a key to achieving a high level of stakeholder involvement and the formulation of effective decision support salinity management tools. A common element to implementation of salinity management strategies in both river basins has been the concept of river assimilative capacity for controlling export salt loading and the potential for trading of the right to discharge salt load to the river - the Hunter River in Australia and the San Joaquin River in California. Both rivers provide basin drainage and the means of exporting salt to the ocean. The paper compares and contrasts the use of monitoring, modeling and information dissemination in the two basins to achieve environmental compliance and sustain irrigated agriculture in an equitable and socially and politically acceptable manner.

A total of 182 MT Logger sites were completed covering the two separate Mesquite and New River grids. The data was collected over a frequency range of 320Hz to 0.001Hz with variable site spacing. A number of different inversion algorithms in 1D, 2D and 3D were used to produce resistivity-depth profiles and maps of subsurface resistivity variations over the survey area. For 2D inversions, a total of eighteen lines were constructed in east-west and north-south orientations crossing the entire survey area. For MT 3D inversion, the New River property was divided in two sub-grids, Mesquite and New River areas. The report comprises of two parts. For the first part, inversions and geophysical interpretation results are presented with some recommendations of the potential targets for future follow up on the property. The second part of the report describes logistics of the survey, survey parameters, methodology and the survey results (data) in digital documents. The report reviews a Spartan MT survey carried out by Quantec Geoscience Limited over the New River Project in California, USA on behalf of Ram Power Inc. Data was acquired over a period of 29 days from 2010/06/26 to 2010/07/24.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), the California Geological Survey (CGS) conducted an assessment of geologic carbon sequestration potential in California. An inventory of sedimentary basins was screened for preliminary suitability for carbon sequestration. Criteria included porous and permeable strata, seals, and depth sufficient for critical state carbon dioxide (CO{sub 2}) injection. Of 104 basins inventoried, 27 met the criteria for further assessment. Petrophysical and fluid data from oil and gas reservoirs was used to characterize both saline aquifers and hydrocarbon reservoirs. Where available, well log or geophysical information was used to prepare basin-wide maps showing depth-to-basement and gross sand distribution. California's Cenozoic marine basins were determined to possess the most potential for geologic sequestration. These basins contain thick sedimentary sections, multiple saline aquifers and oil and gas reservoirs, widespread shale seals, and significant petrophysical data from oil and gas operations. Potential sequestration areas include the San Joaquin, Sacramento, Ventura, Los Angeles, and Eel River basins, followed by the smaller Salinas, La Honda, Cuyama, Livermore, Orinda, and Sonoma marine basins. California's terrestrial basins are generally too shallow for carbon sequestration. However, the Salton Trough and several smaller basins may offer opportunities for localized carbon sequestration.

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a “real-world” retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation’s hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations with a focus on safe, convenient, fast-fills. These potential areas were then compared to and overlaid with suitable sites from various energy companies and other potential station operators. Work continues to match vehicle needs with suitable fueling station locations. Once a specific site was identified, the necessary agreements could be completed with the station operator and expected station users. Detailed work could then begin on the site drawings, permits, safety procedures and training needs. Permanent stations were successfully installed in Irvine (delivered liquid hydrogen), Torrance (delivered pipeline hydrogen) and Fountain Valley (renewable hydrogen from anaerobic digester gas). Mobile fueling stations were also deployed to meet short-term fueling needs in Long Beach and Placerville. Once these stations were brought online, infrastructure data was collected and reported to DOE using Air Products’ Enterprise Remote Access Monitoring system. Feedback from station operators was incorporated to improve the station user’s fueling experience.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and hence are reluctant to share their data. The California Commercial End Use Survey (CEUS), the primary source of data for Cal-Arch, is a unique source of information on commercial buildings in California. It has not been made public; however, it was made available by CEC to LBNL for the purpose of developing a public benchmarking tool.

    Energy consumption in the state of California decreased about 3% in 1993 reflecting continuation of the recession that was manifest in a moribund construction industry and a high state unemployment that ran counter to national recovery trends. Residential/commercial use decreased slightly reflecting a mild winter in the populous southern portion of the state, a decrease that was offset to some extent by an increase in the state population. Industrial consumption of purchased energy declined substantially as did production of self-generated electricity for in-house use. Consumption in the transportation sector decreased slightly. The amount of power transmitted by the utilities was at 1992 levels; however a smaller proportion was produced by the utilities themselves. Generation of electricity by nonutilities, primarily cogenerators and small power producers, was the largest of any state in the US. The growth in the number of private power producers combined with increased amounts of electricity sold to the public utilities set the stage for the sweeping proposals before the California Public Utility Commission to permit direct sales from the nonutilities to retail customers. California production of both oil and natural gas declined; however, to meet demand only the imports of natural gas increased. A break in the decade-long drought during the 1992--1993 season resulted in a substantial increase in the amount of hydroelectricity generated during the year. Geothermal energy`s contribution increased substantially because of the development of new resources by small power producers. Decline in steam production continued at The Geysers, the state`s largest field, principally owned and managed by a public utility. Increases in windpower constituted 1--1/2% of the total electric supply--up slightly from 1992. Several solar photo voltaic demonstration plants were in operation, but their contribution remained small.

    California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs currently sponsored by the utilities. The issues were not resolved at year-end, but the state`s public utilities began to take steps to improve their positions in a future competitive market by cutting costs, improving efficiencies operating plants, and enlarging their nonutility interests.

The NODOS Investigation is evaluating potential offstream surface water storage projects in the upper Sacramento River Basin that could improve water supply for agricultural, municipal, and industrial, and environmental uses. If the project is implemented, DOE’s Western Area Power Administration, a cooperating agency, could provide power to project facilities and could market hydropower generated by the project.

    Thermal waters produced from large oil fields are currently the most important geothermal resources in Los Angeles County. Otherwise, the County does not appear to have any large, near-surface geothermal resources. The oil fields produce thermal water because of both the moderate depths of production and normal to above-normal geothermal gradients. Gradients are about 3.0-3.5/sup 0/C/100 meters in the Ventura Basin and range from that up to about 5.5-6.0/sup 0/C/100 meters in the Los Angeles Basin. The hottest fields in the County are west of the Newport-Inglewood Structural Zone. The Los Angeles Basin has substantially more potential for uses of heat from oil fields than does the Ventura Basin because of its large fields and dense urban development. Produced fluid temperatures there range from ambient air to boiling, but most are in the 100-150/sup 0/F range. Daily water production ranges from only a few barrels at some fields to over a million barrels at Wilmington Oil Field; nearly all fields produce less than 50,000 barrels/day. Water salinity generally ranges from about 15,000-35,000 mg/liter NaCl. Fields with the most promise as sources of heat for outside applications are Wilmington, Torrance, Venice Beach, and Lawndale. The centralized treatment facilities are the most favorable sites for extraction of heat within the oil fields. Because of the poor water quality heat exchangers will likely be required rather than direct circulation of the field water to users. The best sites for applications are commercial-industrial areas and possibly institutional structures occupied by large numbers of people.

    Last March, more than two years after California passed legislation to slash greenhouse gas emissions 25 percent by 2020, Lawrence Berkeley National Laboratory scientist Marc Fischer boarded a Cessna loaded with air monitoring equipment and crisscrossed the skies above Sacramento and the Bay Area. Instruments aboard the aircraft measured a cocktail of greenhouse gases: carbon dioxide from fossil fuel use, methane from livestock and landfills, CO2 from refineries and power plants, traces of nitrous oxide from agriculture and fuel use, and industrially produced other gases like refrigerants. The flight was part of the Airborne Greenhouse Gas Emissions Survey, a collaboration between Berkeley Lab, the National Oceanic and Atmospheric Administration, and the University of California, and UC Davis to pinpoint the sources of greenhouse gases in central California. The survey is intended to improve inventories of the states greenhouse gas emissions, which in turn will help scientists verify the emission reductions mandated by AB-32, the legislation enacted by California in 2006.

    In 1988, a statewide partnership of California`s six largest electric and gas utilities, the California Public Utilities Commission, the California Energy Commission, the University of California, and Lawrence Berkeley Laboratory (LBL) led to the creation of the California Institute for energy Efficiency. CIEE was specifically established to respond to California`s energy and environmental needs by developing new, energy-efficient technologies for buildings, industry, and transportation using the scientific and technological capabilities of the state`s universities, colleges, and university-affiliated laboratories. This 1993 Annual Report highlights the accomplishments of CIEE`s research and development program, which includes 11 major multiyear projects in the fields of Building Energy Efficiency and Air Quality Impacts of Energy Efficiency as well as 21 ongoing exploratory projects. This report contains research highlights from seven of these programs.
