    The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the state’s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor – an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field advisors and across local governments and local service vendors. A portion of the BetterBuildings grant went to the Metro Mayors Caucus (MMC) who worked in partnership with the Denver Regional Council of Governments (DRCOG) to conduct a series of 10 energy efficiency workshops for local government officials and other interested parties. The workshops helped showcase lessons learned on energy efficiency and helped guide other local governments in the establishment of similar programs. The workshops covered a wide range of energy efficiency and renewable energy topics such as clean energy finance, social mobilization and communications, specific case studies of Colorado towns, energy efficiency codes, net zero buildings and solar power. Since the programs launched in January 2011, these communities have collectively spurred economic investments in energy efficiency, achieved greater than 5:1 leveraging of grant funds, saved energy and reduced greenhouse gas emissions, provided trainings for a robust local energy contractor network, and proved out viable and replicable program models that local utilities and other communities are adopting, with long lasting market transformation.

    Annual sampling was conducted at the Rio Blanco, Colorado, site for the Long-Term Hydrologic Monitoring Program May 14-16, 2013, to monitor groundwater and surface water for potential radionuclide contamination. Sampling and analyses were conducted as specified in Sampling and Analysis Plan for the U.S. Department of Energy Office of Legacy Management Sites (LMS/PRO/S04351, continually updated). A duplicate sample was collected from location CER #1 Black Sulphur. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry and for tritium using the conventional and enrichment methods.

Economic data were requested from the Remedial Action Contractor (RAC), the Technical Assistance Contractor (TAC) and the US Department of Energy (DOE). The most significant benefits associated with the UMTRA Project in Colorado are summarized.

    An analysis was made of baseline groundwater quality data from oil shale lease tract C-a, managed by Rio Blanco Oil Shale Company. The data are limited in several respects. All conclusions drawn from the data must be qualified with these limitations. Baseline conditions were determined by analyzing data from wells in the upper bedrock and lower bedrock aquifers and from the alluvial wells. Baseline data were considered all data collected before mining operations began. The water quality was then evaluated using the 1987 Colorado State Basic Standards for Ground Water as a basis. The maximum baseline values for several parameters in each aquifer exceed the standard values. The quality of the upper lower bedrock aquifers varies from region to region within the site. Data on the lower bedrock aquifer are insufficient for speculation on the cause of the variations. Variations in the upper bedrock aquifer are possibly caused by leakage of the lower bedrock aquifer. 16 refs., 9 figs., 9 tabs.

To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. Information on wages, taxes, and subcontract expenditures in combination with estimates and economic multipliers is used to estimate the dollar economic benefits to Colorado during the state fiscal year. Finally, the fiscal year 1994 estimates are compared to fiscal year 1993 employment and economic information.

Actual start-up of remediation of Naturita is planned to begin in the spring of 1995. Work at the Slick Rock and Maybell sites is expected to begin in 1995.     As required by the Romer-Twining Agreement of 1990, the US Department of Energy (DOE) has prepared this annual economic impact study for the state of Colorado. This report assesses the economic impacts related to the DOE Uranium Mill Tailings Remedial Action (UMTRA) Project in Colorado during the state fiscal year (FY) between 1 July 1994 and 30 June 1995. To estimate net economic benefit, employment, salaries and wages, and other related economic benefits are discussed, quantified, and then compared to the state`s 10 percent share of the remedial action costs. Actual data obtained from sites currently undergoing remedial action were used as the basis for analyses. If data were not available, estimates were used to derive economic indicators. This study describes the types of employment associated with the UMTRA Project and estimates of the numbers of people employed by UMTRA Project subcontractors in Colorado during state FY 1995. Employment totals are reported in estimated average annual jobs; however, the actual number of workers at the site fluctuates depending on weather and on the status of remedial action activities. In addition, the actual number of people employed on the Project during the year may be higher than the average annual employment reported due to the temporary nature of some of the jobs.

    The Lower White River coal field comprises an area of approximately 930 square miles underlain by coal-bearing strata in Moffat and Rio Blanco Counties, northwestern Colorado (Landis, 1959; Hornbaker and others, 1976). The field lies along the northwestern edge of the Piceance Creek basin near the Utah border. Significant coal deposits in the Lower White River field occur in the Mesaverda Group of Late Cretaceous age; original resources are estimated to be as much as 11,763 million short tons to a depth of 6000 feet (Hornbaker and others, 1976). A total of 13 samples of coal (10 core samples and 3 samples of drill cuttings) were collected from five drill holes in the northwestern part of the Lower White River field during exploratory drilling conducted by the US Geological Survey in 1976 (see Garrigues, 1976; Barnum and others, 1977). These samples represent several coal beds in the middle part of the Mesaverde Group. Table 1 gives brief descriptions of the samples; the general geology of the area and sample localities are shown in figure 2.

    This EA evaluates the environmental impacts of a proposal to authorize the expenditure of Federal funding through the Community Renewable Energy Deployment Program to Phillips County for design, permitting, and construction of an approximately 30-megawatt wind energy project, known as Haxtun Wind Project, within Phillips and Logan counties in northeastern Colorado. The proposed project consists of 18 wind turbines that would interconnect to the Highline Electric Cooperative equipment inside Western Area Power Administration's Haxtun substation just south of the Town of Haxtun.

    The Sand Wash Basin Drilling Project comprises twenty-seven (27) drill holes located in Moffat and Routt Counties, northwest Colorado, having an aggregate depth of 26,107.5 feet (7957.6 m). The holes penetrate the Browns Park Formation of Miocene age, which is a tuffaceous continental sandstone deposited in fluvial, eolian, and lacustrine environments. Partly based on project drilling results, uranium potential resource estimates for this formation in the $50/lb U/sub 3/O/sub 8/ forward-cost category have been increased by 34,476 tons U/sub 3/O/sub 8/ (35,036 metric tons). Three areas between Maybell and Craig, Colorado, considered favorable for uranium occurrences were verified as favorable by project drilling, and a fourth favorable area northwest of Maybell has been expanded. In addition, project drilling results indicate two new favorable areas, one north and northwest and one south of Steamboat Springs, Colorado. Anomalous radioactivity was detected in drill holes in all six study areas of the project. The most important factor in concentrating significant amounts of uranium in the target formation appears to be the availability of gaseous or liquid hydrocarbons and/or hydrogen sulfide gas as reductants. Where subjacent formations supply these reductants to the Browns Park Formation, project drilling encountered 0.05 percent to 0.01 percent uranium concentrations. Potential, though unproven, sources of these reductants are believed to underlie parts of all six project study areas.

    The Lower Rio Grande Valley Transboundary Air Pollution Project (TAPP) was a US-Mexico Border XXI project to find out if air pollutants were moving across the border from Mexico into the Lower Rio Grande Valley of Texas and to see what levels of air pollutants were present. Ambient measurements and meteorology were collected data for a year (March 1996-March 1997) at three fixed sites in and near Brownsville, Texas very close to the US-Mexico border on a continuous and 24-h internal basis. Overall levels of air pollution were similar to or lower than other areas in Texas and elsewhere. Based on wind sector analyses, transport of air pollution across the border did not appear to adversely impact air quality on the US side of the Valley. Southeasterly winds from the Gulf of Mexico were largely responsible for the clean air conditions.

    Surface and subsurface soil cleanup protocols for the Gunnison, Colorado, processing sits are summarized as follows: In accordance with EPA-promulgated land cleanup standards (40 CFR 192), in situ Ra-226 is to be cleaned up based on bulk concentrations not exceeding 5 and 15 pCi/g in 15-cm surface and subsurface depth increments, averaged over 100-m{sup 2} grid blocks, where the parent Ra-226 concentrations are greater than, or in secular equilibrium with, the Th-230 parent. A bulk interpretation of these EPA standards has been accepted by the Nuclear Regulatory Commission (NRC), and while the concentration of the finer-sized soil fraction less than a No. 4 mesh sieve contains the higher concentration of radioactivity, the bulk approach in effect integrates the total sample radioactivity over the entire sample mass. In locations where Th-230 has differentially migrated in subsoil relative to Ra-226, a Th-230 cleanup protocol has been developed in accordance with Supplemental Standard provisions of 40 CFR 192 for NRC/Colorado Department of Health (CDH) approval for timely implementation. Detailed elements of the protocol are contained in Appendix A, Generic Protocol from Thorium-230 Cleanup/Verification at UMTRA Project Processing Sites. The cleanup of other radionuclides or nonradiological hazards that pose a significant threat to the public and the environment will be determined and implemented in accordance with pathway analysis to assess impacts and the implications of ALARA specified in 40 CFR 192 relative to supplemental standards.

    This report summarizes the results of cultural resource activities conducted by the U.S. Department of Energy (DOE) at Uranium Mill Tailings Remedial Action (UMTRA) Project sites in Colorado for the period of October 1, 1995 through September 30, 1996. The inactive uranium mill tailings sites in Colorado are at Durango, Grand Junction, Gunnison, Maybell, Naturita, Rifle, and Slick Rock. On December 6, 1984, the DOE, the Advisory Council on Historic Preservation, and the Colorado State Historic Preservation Officer (SHPO) entered into a programmatic memorandum of understanding (PMOU). This PMOU requires the DOE to fulfillment of its obligations under various state and federal regulations for the protection and preservation of cultural resources. This report provides the state of Colorado with an annual report on the cultural resource activities performed for all UMTRA Project sites in Colorado. Due to the completion of surface activities at the UMTRA Project sites, this will be the last annual report to the state of Colorado. Cultural resources activities subsequent to this report will be reported to the state through site-specific correspondence.

    An abstract of the draft environmental impact statement (EIS) describes a rejected mining plan of the Gulf Oil Corp. to remove subsurface coal in Wyoming, with tunneling under the Little Snake River into Colorado. Rejection by the Federal Energy Regulatory Commission will permit competitive leasing on neighboring tracts, which would have become undervalued if the proposed plan were to proceed. This would have had negative economic and social impacts on the surrounding area. A negative impact from the rejection is the loss of employment and the unmined coal associated with the project.     The Project Rulison underground nuclear test was conducted in 1969 at a depth of 8,400 ft in the Williams Fork Formation of the Piceance Basin, west-central Colorado (Figure 1). The U.S. Department of Energy Office of Legacy Management (LM) is the steward of the site. Their management is guided by data collected from past site investigations and current monitoring, and by the results of calculations of expected behavior of contaminants remaining in the deep subsurface. The purpose of this screening risk assessment is to evaluate possible health risks from current and future exposure to Rulison contaminants so the information can be factored into LM's stewardship decisions. For example, these risk assessment results can inform decisions regarding institutional controls at the site and appropriate monitoring of nearby natural-gas extraction activities. Specifically, the screening risk analysis can provide guidance for setting appropriate action levels for contaminant monitoring to ensure protection of human health.

    The objective of this project is to increase production from the Cretaceous D Sandstone in the Denver-Julesburg (D-J) Basin through geologically targeted infill drilling and improved reservoir management of waterflood operations. This project involves multi-disciplinary reservoir characterization using high-density 3D seismic, detailed stratigraphy and reservoir simulation studies. Infill drilling, water-injection conversion and re-completing some wells to add short-radius laterals will be based on the results of the reservoir characterization studies. Production response will be evaluated using reservoir simulation and production tests. Technology transfer will utilize workshops, presentations and technical papers which will emphasize the economic advantages of implementing the demonstrated technologies. The success of this project and effective technology transfer should prompt-reappraisal of older waterflood projects and implementation of new projects in oil provinces such as the D-J Basin.

    This environmental assessment addresses the environmental effects of a proposed action and the no action alternative to comply with U.S. Environmental Protection Agency (EPA) ground water standards at the Slick Rock, Colorado, Uranium Mill Tailings Remedial Action Project sites. The sites consist of two areas designated as the North Continent (NC) site and the Union Carbide (UC) site. In 1996, the U.S. Department of Energy (DOE) completed surface cleanup at both sites and encapsulated the tailings in a disposal cell 5 miles east of the original sites. Maximum concentration limits (MCLs) referred to in this environmental assessment are the standards established in Title 40 ''Code of Federal Regulations'' Part 192 (40 CFR 192) unless noted otherwise. Ground water contaminants of potential concern at the NC site are uranium and selenium. Uranium is more prevalent, and concentrations in the majority of alluvial wells at the NC site exceed the MCL of 0.044 milligram per liter (mg/L). Selenium contamination is less prevalent; samples from only one well had concentrations exceeding the MCL of 0.01 mg/L. To achieve compliance with Subpart B of 40 CFR 192 at the NC site, DOE is proposing the strategy of natural flushing in conjunction with institutional controls and continued monitoring. Ground water flow and transport modeling has predicted that concentrations of uranium and selenium in the alluvial aquifer will decrease to levels below their respective MCLs within 50 years.

    Current United States geological tight sand designations in the Piceance and Uinta Basins' Western Gas Sands Project include the Mesaverde Group, Fort Union and Wasatch Formations. Others, such as the Dakota, Cedar Mountain, Morrison and Mancos may eventually be included. Future production from these formations will probably be closely associated with existing trends. Cumulative gas production through December 1979, of the Mesaverde Group, Fort Union and Wasatch Formations in the Piceance and Uinta Basins is less than 275 billion cubic feet. This contrasts dramatically with potential gas in place estimates of 360 trillion cubic feet. If the geology can be fully understood and engineering problems surmounted, significant potential reserves can be exploited.

    The U.S. Department of Energy (DOE) is cleaning up and/or monitoring large, dilute plumes contaminated by metals, such as uranium and chromium, whose mobility and solubility change with redox status. Field-scale experiments with acetate as the electron donor have stimulated metal-reducing bacteria to effectively remove uranium [U(VI)] from groundwater at the Uranium Mill Tailings Site in Rifle, Colorado. The Pacific Northwest National Laboratory and a multidisciplinary team of national laboratory and academic collaborators has embarked on a research proposed for the Rifle site, the object of which is to gain a comprehensive and mechanistic understanding of the microbial factors and associated geochemistry controlling uranium mobility so that DOE can confidently remediate uranium plumes as well as support stewardship of uranium-contaminated sites. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Rifle Integrated Field-Scale Subsurface Research Challenge Project.

    This study is part of the United States Department of Energy's National Uranium Resource Evaluation Program to understand the geologic setting, amount, and availability of uranium resources within the boundaries of the United States. The systematic study of Precambrian quartz-pebble conglomerates and areas that may contain such conglomerates is an integral part of DOE's resource evaluation program, because deposits of world-wide importance occur in such terrains in Canada and South Africa, and because terrains similar to those producing uranium from quartz-pebble conglomerates exist elsewhere in the United States. Because of the ready availability of Tertiary sandstone and Colorado Plateau-type uranium deposits, large areas of Precambrian rocks in the US have not been fully assessed for uranium potential. Thus, the Uinta Arch Project was undertaken to assess the favorability of Precambrian metasedimentary rocks in northern Utah for deposits of uranium in Precambrian quartz-pebble conglomerates. Rocks of interest to this study are the thick, clastic sequences within the Uinta Arch that are considered to be of Early Proterozoic age. The Uinta Arch area is known to contain rocks which generally fit the lithologic characteristics that are understood to limit the occurrence of Precambrian fossil placers. However, detailed geology of these rocks and their exact fit to the model described for uraniferous conglomerates was not known. The primary goal of the Uinta Arch Project was to determine how well these Precambrian rocks resemble known deposits and to describe the favorability of placer uranium deposits.

    The Department of Energy (DOE), and the Western Area Power Administration (Western) proposes to construct and maintain a 345- kilovolt (kV) transmission line between Craig, Colorado, and Bonanza in eastern Utah. The project began in 1986 and construction is scheduled to be completed in 1989. The project, known as the Craig-Bonanza 345-kV Transmission Line Project (Project), will be located in Moffat and Rio Blanco counties in Colorado and Uintah County in Utah. Western has the lead role for project development and management, including environmental studies and construction. Cooperating federal agencies include the Bureau of Land Management (BLM), Rural Electrification Administration, US Fish and Wildlife Service, and Bureau of Indian Affairs. This environmental assessment was prepared in compliance with the National Environmental Policy Act (NEPA) and the regulations of the Council on Environmental Quality (CEQ), the DOE and the BLM. 360 refs., 33 figs., 21 tabs.

    The Rio Grande Gorge is a 115 km long river canyon located in Southern Colorado (15 km) and Northern New Mexico (100 km). The majority of the canyon is under the administration of the Bureau of Land Management {BLM), and 77 km of the canyon south of the Colorado/New Mexico border are designated Wild River under the National Wild and Scenic Rivers Act of 1968. Visits I have made to the Rio Grande Gorge over the past 15 .years disclosed some raptor utilization. As the Snake River Birds of Prey Natural Area gained publicity, its similarity to the Rio Grande Gorge became obvious, and I was intrigued by the possibility of a high raptor nesting density in the Gorge. A survey in 1979 of 20 km of the northern end of the canyon revealed a moderately high density of red-tailed hawks and prairie falcons. With the encouragement of that partial survey, and a need to assess the impact of river-running on nesting birds of prey, I made a more comprehensive survey in 1980. The results of my surveys, along with those of a 1978 helicopter survey by the BLM, are presented in this report, as well as general characterization of the area, winter use by raptors, and an assessment of factors influencing the raptor population.

    The U.S. Department of Energy and its predecessor agencies conducted a program in the 1960s and 1970s that evaluated technology for the nuclear stimulation of low-permeability gas reservoirs. The third and final project in the program, Project Rio Blanco, was conducted in Rio Blanco County, in northwestern Colorado. In this experiment, three 33-kiloton nuclear explosives were simultaneously detonated in a single emplacement well in the Mesaverde Group and Fort Union Formation, at depths of 1,780, 1,899, and 2,039 m below land surface on May 17, 1973. The objective of this work is to estimate lateral distances that tritium released from the detonations may have traveled in the subsurface and evaluate the possible effect of postulated natural-gas development on radionuclide migration. Other radionuclides were considered in the analysis, but the majority occur in relatively immobile forms (such as nuclear melt glass). Of the radionuclides present in the gas phase, tritium dominates in terms of quantity of radioactivity in the long term and contribution to possible whole body exposure. One simulation is performed for {sup 85}Kr, the second most abundant gaseous radionuclide produced after tritium.

    A 7118 ft (2170 m) deep geothermal test well was drilled on the south edge of the city of Alamosa, Colorado as part of the Department of Energy's User Coupled Confirmation Drilling Program. The project was selected on the bases of a potential direct heat geothermal resource within the Rio Grande rift graben and resource users in Alamosa. The well site was selected on the hypothesis of a buried horst along which deep thermal fluids might be rising. In addition, there were city wells that were anomalous in temperature and the location was convenient to potential application. The Alamosa No. 1 penetrated 2000 ft (610 m) of fine clastic rocks over 4000 ft (1219 m) of volcaniclastic rock resting on precambrian crystalline rock at a depth of 6370 ft (1942 m). Due to poor hole conditions, geophysical logs were not run. The stabilized bottom hole temperature was 223/sup 0/F (106/sup 0/C) with a gradient of 2.6/sup 0/F/100 ft (47/sup 0/C/km). Limited testing indicated a very low production capacity. 16 refs., 6 figs.

    This technical memorandum provides background information on the Western Area Power Administration (Western) and the physical characteristics of the Salt Lake City Area Integrated Projects (SLCA/IP) hydropower plants, which include the Colorado River Storage Project, the Rio Grande Project, and the Collbran Project. In addition, the history, electrical capacity, storage capacity, and flow restrictions at each dam are presented. An overview of Western`s current programs and services, including a review of statutory authorities, agency discretion, and obligations, is also provided. The variability of SLCA/IP hourly generation under various alternative marketing strategies and purchasing programs is discussed. The effects of Western`s services, such as area load control, outage assistance, and transmission, on SLCA/IP power plant operations are analyzed.

The table of contents of this report lists: history of uranium mining; geology; proposed program for the geologic investigations section; general activities of industry and government; and future exploration of sedimentary uranium deposits and anticipated results. Under the proposed program section are: future of the copper-uranium deposits as a source of uranium; uraniferous asphaltite deposits; and commission exploration and future possibilities. The section on general activities of industry and government includes: exploratory and development drilling; field investigations and mapping; early geologic investigations and investigations by the US geological survey; and geophysical exploration.     Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energy’s Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

  19. Rio Grande pipeline introduces LPG to Mexico

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

    As part of its effort to more accurately describe the nations geothrmal resource potential, the US Department of Energy/Division of Geothermal Energy contracted with the Colorado Geological survey to appraise the hydrothermal (hot water) geothermal resources of Colorado. Part of this effort required that the amount of energy that could possibly be contained in the various hydrothermal systems in Colorado be estimated. The findings of that assessment are presented. To make these estimates the geothermometer reservoir temperatures estimated by Barrett and Pearl (1978) were used. In addition, the possible reservoir size and extent were estimated and used. This assessment shows that the total energy content of the thermal systems in Colorado could range from 4.872 x 10{sup 15} BTU's to 13.2386 x 10{sup 15} BTU's.

    Prior to the 1977 discovery of the Cedar Hill Basal Fruitland pool (the first officially designated coal-bed methane field in the western US) 28.5 bcf of gas had been produced from Fruitland Formation coal seams in the Ignacio Blanco Fruitland-Pictured Cliffs field, Northern San Juan basin, Colorado. The discovery well for the field, Southern Ute D-1, was drilled and completed in 1951 on the Ignacio anticline, La Plata County, Colorado. Initial completion was attempted in the Pictured Cliffs Sandstone. The well was plugged back after making water from the Pictured Cliffs and was completed in the lower coal-bearing section of the Fruitland Formation. The well produced 487,333 mcf of gas in nine years and was abandoned in 1959 due to water encroachment. Additionally, 52 similarly completed Ignacio anticline Fruitland wells were abandoned by the early 1970s due to the nemesis of If it's starting to kick water, you're through. Under today's coal-bed methane technology and economics, Amoco has twinned 12 of the abandoned wells, drilled five additional wells, and is successfully dewatering and producing adsorbed methane from previously depleted coal sections of the Ignacio structure. Field-wide drilling activity in 1988 exceeded all previous annual levels, with coal-seam degasification projects leading the resurgence. Drilling and completion forecasts for 1989 surpass 1988 levels by 50%.

    The benchmark goal that drives the report is to achieve a 20 percent reduction in carbon dioxide (CO{sub 2}) emissions in Colorado's electricity sector below 2005 levels by 2020. We refer to this as the '20 x 20 goal.' In discussing how to meet this goal, the report concentrates particularly on the role of utility-scale renewable energy and high-voltage transmission. An underlying recognition is that any proposed actions must not interfere with electric system reliability and should minimize financial impacts on customers and utilities. The report also describes the goals of Colorado's New Energy Economy5 - identified here, in summary, as the integration of energy, environment, and economic policies that leads to an increased quality of life in Colorado. We recognize that a wide array of options are under constant consideration by professionals in the electric industry, and the regulatory community. Many options are under discussion on this topic, and the costs and benefits of the options are inherently difficult to quantify. Accordingly, this report should not be viewed as a blueprint with specific recommendations for the timing, siting, and sizing of generating plants and high-voltage transmission lines. We convened the project with the goal of supplying information inputs for consideration by the state's electric utilities, legislators, regulators, and others as we work creatively to shape our electricity sector in a carbon-constrained world. The report addresses various issues that were raised in the Connecting Colorado's Renewable Resources to the Markets report, also known as the SB07-91 Report. That report was produced by the Senate Bill 2007-91 Renewable Resource Generation Development Areas Task Force and presented to the Colorado General Assembly in 2007. The SB07-91 Report provided the Governor, the General Assembly, and the people of Colorado with an assessment of the capability of Colorado's utility-scale renewable resources to contribute electric power in the state from 10 Colorado generation development areas (GDAs) that have the capacity for more than 96,000 megawatts (MW) of wind generation and 26,000 MW of solar generation. The SB07-91 Report recognized that only a small fraction of these large capacity opportunities are destined to be developed. As a rough comparison, 13,964 MW of installed nameplate capacity was available in Colorado in 2008. The legislature did not direct the SB07-91 task force to examine several issues that are addressed in the REDI report. These issues include topics such as transmission, regulation, wildlife, land use, permitting, electricity demand, and the roles that different combinations of supply-side resources, demand-side resources, and transmission can play to meet a CO{sub 2} emissions reduction goal. This report, which expands upon research from a wide array of sources, serves as a sequel to the SB07-91 Report. Reports and research on renewable energy and transmission abound. This report builds on the work of many, including professionals who have dedicated their careers to these topics. A bibliography of information resources is provided, along with many citations to the work of others. The REDI Project was designed to present baseline information regarding the current status of Colorado's generation and transmission infrastructure. The report discusses proposals to expand the infrastructure, and identifies opportunities to make further improvements in the state's regulatory and policy environment. The report offers a variety of options for consideration as Colorado seeks pathways to meet the 20 x 20 goal. The primary goal of the report is to foster broader discussion regarding how the 20 x 20 goal interacts with electric resource portfolio choices, particularly the expansion of utility-scale renewable energy and the high-voltage transmission infrastructure. The report also is intended to serve as a resource when identifying opportunities stemming from the American Recovery and Reinvestment Act of 2009.

    The Salt Lake City Area Office of the Western Area Power Administration (Western) markets electricity produced at hydroelectric facilities operated by the Bureau of Reclamation. The facilities are known collectively as the Salt Lake City Area Integrated Projects (SLCA/IP) and include dams equipped for power generation on the Green, Gunnison, Rio Grande, and Colorado rivers and on Deer and Plateau creeks in the states of Wyoming, Utah, Colorado, Arizona, and New Mexico. Of these facilities, only the Glen Canyon Unit, the Flaming Gorge Unit, and the Aspinall Unit (which includes Blue Mesa, Morrow Point, and Crystal dams) are influenced by Western`s power scheduling and transmission decisions. The EIS alternatives, called commitment-level alternatives, reflect combinations of capacity and energy that would feasibly and reasonably fulfill Western`s firm power marketing responsibilities, needs, and statutory obligations. The viability of these alternatives relates directly to the combination of generation capability of the SLCA/IP with energy purchases and interchange. The economic and natural resource assessments in this environmental impact statement (EIS) include an analysis of commitment-level alternatives. Impacts of the no-action altemative are also assessed. Supply options, which include combinations of electrical power purchases and hydropower operational scenarios reflecting different operations of the dams, are also assessed. The EIS evaluates the impacts of these scenarios relative to socioeconomics, air resources, water resources, ecological resources, cultural resources, land use, recreation, and visual resources.

  13. Colorado and the Accelerated Cleanup at Rocky Flats

    When the Rocky Flats closure project was declared complete in October 2005, it was the largest environmental cleanup to date. Even more impressive, it was ahead of schedule and well under budget. Several factors combined to produce this success including a performance-based contract with financial incentives, development and application of innovative technologies, and a regulator-backed accelerated approach to the cleanup process. The factor in this success in which the State of Colorado had the largest role was in developing and enforcing the Rocky Flats Cleanup Agreement. In compliance with this agreement, cleanup was accomplished by means of multiple interim actions that led to a comprehensive final decision at the end. A key element that allowed the accelerated cleanup was constant consultation among DOE, its contractor, and the regulators plus collaboration with stakeholders. (authors)

    This annual report documents the Uranium Mill Tailings Remedial Action (UMTRA) Project environmental monitoring and protection program. The UMTRA Project routinely monitors radiation, radioactive residual materials, and hazardous constituents at associated former uranium tailings processing sites and disposal sites. At the end of 1994, surface remedial action was complete at 14 of the 24 designated UMTRA Project processing sites: Canonsburg, Pennsylvania; Durango, Colorado; Grand Junction, Colorado; Green River Utah, Lakeview, Oregon; Lowman, Idaho; Mexican Hat, Utah; Riverton, Wyoming; Salt Lake City, Utah; Falls City, Texas; Shiprock, New Mexico; Spook, Wyoming, Tuba City, Arizona; and Monument Valley, Arizona. Surface remedial action was ongoing at 5 sites: Ambrosia Lake, New Mexico; Naturita, Colorado; Gunnison, Colorado; and Rifle, Colorado (2 sites). Remedial action has not begun at the 5 remaining UMTRA Project sites that are in the planning stage. Belfield and Bowman, North Dakota; Maybell, Colorado; and Slick Rock, Colorado (2 sites). The ground water compliance phase of the UMTRA Project started in 1991. Because the UMTRA Project sites are.` different stages of remedial action, the breadth of the UMTRA environmental protection program differs from site to site. In general, sites actively undergoing surface remedial action have the most comprehensive environmental programs for sampling media. At sites where surface remedial action is complete and at sites where remedial action has not yet begun, the environmental program consists primarily of surface water and ground water monitoring to support site characterization, baseline risk assessments, or disposal site performance assessments.

Data was obtained for two different dates. The digital numbers of each Landsat scene were converted to radiance and the temperature was calculated in degrees Kelvin and then converted to degrees Celsius for each land cover type using the emissivity of that cover type. And this process was repeated for each of the land cover types (open water, barren, deciduous forest and evergreen forest, mixed forest, shrub/scrub, grassland/herbaceous, pasture hay, and cultivated crops). The temperature of each pixel within each scene was calculated using the thermal band. In order to calculate the temperature an average emissivity value was used for each land cover type within each scene. The NLCD 2001 land cover classification raster data of the zones that cover Colorado were downloaded from USGS site and used to identify the land cover types within each scene.     The Uranium Mill Tailings Remedial Action (UMTRA) Project consists of the Surface Project (phase I), and the Ground Water Project (phase II). For the UMTRA Project site located near Naturita, Colorado (the Naturita site), phase I involves the removal of radioactively contaminated soils and materials and their transportation to a disposal site at Union Carbide Corporation`s Upper Burbank Repository at Uravan, Colorado, about 13 road miles (mi) (21 kilometers [km]) to the northwest. No uranium mill tailings are involved because the tailings were removed from the Naturita site and placed at Coke Oven, Colorado, during 1977 to 1979. Phase II of the project will evaluate the nature and extent of ground water contamination resulting from uranium processing and its effect on human health or the environment; and will determine site-specific ground water compliance strategies in accordance with the US Environmental Protection Agency (EPA) ground water standards established for the UMTRA Project. Human health risks could occur from drinking water pumped from a hypothetical well drilled in the contaminated ground water area. Environmental risks may result if plants or animals are exposed to contaminated ground water, or surface water that has received contaminated ground water. Therefore, a risk assessment is conducted for the Naturita site. This risk assessment report is the first site-specific document prepared for the Ground Water Project at the Naturita site. What follows is an evaluation of current and possible future impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site characterization will be used to determine whether any action is needed to protect human health or the environment.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project is administered by the U.S. Department of Energy (DOE); its purpose is to cleanup uranium mill tailings and other contaminated material at 24 UMTRA Project sites in 10 states. This report summarizes the wildlife mitigation and monitoring program under way at the Gunnison UMTRA Project, Gunnison, Colorado. Remedial action at the Gunnison site was completed in December 1995 and is described in detail in the Gunnison completion report. The impacts of this activity were analyzed in the Gunnison environmental assessment (EA). These impacts included two important game species: the pronghorn antelope (Antilocapra americans) and sage grouse (Wentrocerus urophasianus). Haul truck traffic was predicted to limit antelope access to water sources north of the Tenderfoot Mountain haul road and that truck traffic along this and other haul roads could result in antelope road kills. Clearing land at the disposal cell, haul road and borrow site activities, and the associated human activities also were predicted to negatively impact (directly and indirectly) sage grouse breeding, nesting, loafing, and wintering habitat. As a result, an extensive mitigation and monitoring plan began in 1992. Most of the monitoring studies are complete and the results of these studies, written by different authors, appear in numerous reports. This report will: (1) Analyze existing impacts and compare them to predicted impacts. (2) Summarize mitigation measures. (3) Summarize all existing monitoring data in one report. (4) Analyze the effectiveness of the mitigation measures.

The recycling aim of the project is threefold: to reuse existing nuclear weapon component production facilities for the production of commercially marketable products, to reuse existing material (uranium, beryllium, and radioactively contaminated scrap metals) for the production of these products, and to reemploy former Rocky Flats workers in this process.

    Ground Magnetic Data for west-central Colorado Modeled ground magnetic data was extracted from the Pan American Center for Earth and Environmental Studies database at http://irpsrvgis08.utep.edu/viewers/Flex/GravityMagnetic/GravityMagnetic_CyberShare/ on 2/29/2012. The downloaded text file was then imported into an Excel spreadsheet. This spreadsheet data was converted into an ESRI point shapefile in UTM Zone 13 NAD27 projection, showing location and magnetic field strength in nano-Teslas. This point shapefile was then interpolated to an ESRI grid using an inverse-distance weighting method, using ESRI Spatial Analyst. The grid was used to create a contour map of magnetic field strength. This dataset includes the raw spreadsheet data, an ESRI point shapefile showing magnetic sample locations and magnetic field strength, and an ESRI line shapefile showing magnetic contours.     The goal of the Colorado Plateau Coal Assessment project is to provide an overview of the geologic setting, distribution, resources, and quality of Cretaceous coal in the Colorado Plateau and southernmost Green River Basin. Resources will be estimated by applying restrictions such as coal thickness and depth and will be categorized by land ownership. In some areas these studies will also delineate areas where coal mining may be restricted because of land use, industrial, social, or environmental factors. Emphasis will be placed on areas where the coal is owned or managed by the Federal Government. This assessment, which is part of the US Geological Survey`s National Coal Assessment Program, is different from previous coal assessments in that the major emphasis will be placed on coals that can provide energy for the next few decades. The data is also being collected and stored in digital format that can be updated when new pertinent information becomes available. This study is being completed in cooperation with the US Bureau of Land Management, the US Forest Service, Arizona Geological Survey, Colorado Geological Survey, New Mexico Bureau of Mines and Mineral Resources, and the Utah Geological Survey.

    The Salt Lake City Area (SLCA) office of the Western Area Power Administration (Western) is responsible for marketing the capacity and energy generated by the Colorado Storage, Collbran, and Rio Grande hydropower projects. These federal resources are collectively called the Salt Lake City Area Integrated Projects (SLCA/IP). In recent years, stringent operational limitations have been placed on several of these hydropower plants including the Glen Canyon Dam, which accounts for approximately 80% of the SLCA/IP resources. Operational limitations on SLCA/IP hydropower plants continue to evolve as a result of decisions currently being made in the Glen Canyon Dam Environmental Impact Statement (EIS) and the Power Marketing EIS. To analyze a broad range of issues associated with many possible future operational restrictions, Argonne National Laboratory (ANL), with technical assistance from Western has developed the Hydro LP (Linear Program) Model. This model simulates hourly operations at SLCA/IP hydropower plants for weekly periods with the objective of maximizing Western`s net revenues. The model considers hydropower operations for the purpose of serving SLCA firm loads, loads for special projects, Inland Power Pool (IPP) spinning reserve requirements, and Western`s purchasing programs. The model estimates hourly SLCA/IP generation and spot market activities. For this paper, hourly SLCA/IP hydropower plant generation is simulated under three operational scenarios and three hydropower conditions. For each scenario an estimate of Western`s net revenue is computed.

    One of the most difficult hurdles facing small project developers is obtaining financing. Many major banks and institutional investors are unwilling to become involved in projects valued at less than $25 million. To gain the interest of small project investors, developers will want to present a well-considered plan and an attractive rate of return. Waste-to-energy projects are one type that can offer diversified revenue sources that assure maximum profitability. The Ripe Touch Greenhouse project, a $14.5 million waste tire-to-energy facility in Colorado, provides a case study of how combining the strengths of the project partners can help gain community and regulatory acceptance and maximize profit opportunities.

    The US Department of Energy is developing an estimate of the hydropower development potential in this country. Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the potential hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a dBASE, menu-driven software application. HES allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Colorado.

    Title: Topographic and Air-Photo Lineaments in Various Locations Related to Geothermal Exploration in Colorado Tags: Colorado, lineaments, air-photo, geothermal Summary: These line shapefiles trace apparent topographic and air-photo lineaments in various counties in Colorado. It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids, as part of a DOE reconnaissance geothermal exploration program. Description: Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. This line shapefile is an attempt to use desktop GIS to delineate possible faults and fracture orientations and locations in highly prospective areas prior to an initial site visit. Geochemical sampling and geologic mapping could then be centered around these possible faults and fractures. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and utility right-of-ways. Still, it is unknown what actual features these lineaments, if they exist, represent. Although the shapefiles are arranged by county, not all areas within any county have been examined for lineaments. Work was focused on either satellite thermal infrared anomalies, known hot springs or wells, or other evidence of geothermal systems. Finally, lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Projection Information: UTM Zone 13 NAD 27 projection Credits: These lineament shapefile was created by Geothermal Development Associates, as part of a geothermal geologic reconnaissance performed by Flint Geothermal, LLC, of Denver Colorado. Funding was provided in part by DOE Grant DE-EEE0002828. Use Limitation These shapefiles was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and/or nature.
