    At the request of the U.S. Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey of a small portion of the Niagara Mohawk Power Corporation right-of-way in Tonawanda, New York. The purpose of the survey was to determine if radioactive residuals had migrated from or been redistributed onto the Niagara Mohawk right-of-way from the former Linde property to the west. The Linde Air Products Division of Union Carbide Corporation, Tonawanda New York, had used radioactive materials at that location for work performed under government contract from 1942 through 1948. The survey was performed in May 1996 in response to Formerly Utilized Sites Remedial Action Program (FUSRAP) requirements. These requirements dictate that the radiological status of certain vicinity properties shall be assessed and documented according to prescribed procedures prior to certification of the property for release for unrestricted use. Such release can only be granted if the property is found to be within current applicable authorized limits. The survey included a gamma scan of accessible areas and the collection and radionuclide analysis of soil samples from the portion of right-of-way located east of the former Linde plant site and north of the railway spur entrance gate. Results of the survey indicate that radioactive material probably originating from the Linde plant is located on the Niagara Mohawk right-of-way in the area surveyed. Surface gamma exposure rates were elevated above typical background levels. Four scattered surface soil samples exceeded DOE guideline values for {sup 238}U, and 8 of 13 surface soil samples exceeded DOE guideline values for {sup 226}Ra. The radionuclide distribution in these samples was similar to that found in materials resulting from former processing activities at the Linde site. It is recommended that the property be designated for remedial action by DOE.

  20. Detection of Unauthorized Construction Equipment in Pipeline Right-of-Ways

    The leading cause of incidents on transmission pipelines is damage by third-party construction equipment. A single incident can be devastating, causing death and millions of dollars of property loss. This damage would be prevented if potentially hazardous construction equipment could be detected, identified, and an alert given before the pipeline is hit. Currently there is no method for continuously monitoring a pipeline right-of-way. Instead, companies periodically walk or fly over the pipeline to find unauthorized construction activities. Gas Technology Institute (GTI) is developing a system to solve this problem by using an optical fiber buried above the pipeline as a distributed sensor. A custom optical time domain reflectometer (OTDR) is used to interrogate the fiber. Key issues in the development of this technology are the ability to detect encroachment and the ability to discriminate among potentially hazardous and benign encroachments. Advantages of the reflectometry technique are the ability to accurately pinpoint the location of the construction activity and the ability to separately monitor simultaneously occurring events. The basic concept of using OTDR with an optical fiber buried above the pipeline to detect encroachment of construction equipment into the right of way works. Sufficiently rapid time response is possible; permitting discrimination between encroachment types. Additional work is required to improve the system into a practical device.

The data layers developed for this project represent geographic features, such as landcover, elevation, aspect, slope, soils, hydrography, transportation, endangered species, wetlands, and public line surveys. A GIS was used to develop and store spatial data from several sources; to manipulate spatial data to evaluate environmental and engineering issues associated with the siting, permitting, construction, maintenance, and monitoring of gas pipeline ROWS; and to graphically display analysis results. Examples of these applications include (1) determination of environmentally sensitive areas, such as endangered species habitat, wetlands, and areas of highly erosive soils; (2) evaluation of engineering constraints, including shallow depth to bedrock, major hydrographic features, and shallow water table; (3) classification of satellite imagery for landuse/landcover that will affect ROWS; and (4) identification of alternative ROW corridors that avoid environmentally sensitive areas or areas with severe engineering constraints.

    The results of precipitation on steeply sloped pipeline rights-of-way (ROWs) during the time between ROW rehabilitation and the establishment of a dense, self-sustaining vegetative ground cover can cause locally severe soil erosion. This erosion results in elevated sediment loads in receiving streams and increases the difficulty and costs of ROW maintenance. A field study was completed that compared the environmental effectiveness of nine treatments on a 28% ROW slope in southwestern Pennsylvania. The six erosion-control methods investigated in the study, selected to represent a wide range in material type and installation cost, were (1) heavy application of straw mulch, (2) light application of straw mulch, (3) processed wood fiber, (4) chemical soil binder, (5) paper strips in netting, and (6) light straw mulch with a tacking agent. Each of the test plots also received the basic treatment of limestone, fertilizer, and a seed mixture commonly used to rehabilitate ROWs in the region. Precipitation, runoff volumes, and sediment yields were measured on each of 51 plots for 45 precipitation events during the 18-month study. Vegetation data were collected by the point-intercept method four times during the study to determine the amount of plant cover and species composition. Differences in sediment yield were observed among methods and between ROW location, but plant cover development was not influenced by erosion-control method or location. The relationship between environmental and cost data indicated that, of the six erosion-control methods tested, a light application of straw mulch was the most effective erosion-control treatment. 19 refs., 2 figs., 6 tabs.

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from monazite ores from 1916 to 1956. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally /sup 232/Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and oil sampling for radionuclide analyses. The survey of this site, on the North Right of Way of Interstate 80 at Lodi Brook, Lodi, New Jersey (LJ077), was conducted during 1988. Results of the survey demonstrated radionuclide concentrations in excess of the DOE Formerly Utilized Sites Remedial Action Program criteria. The radionuclide distributions are typical of the type of material originating from the MCW site. 5 refs., 3 figs., 3 tabs.

    Grids enable uniform access to resources by implementing standard interfaces to resource gateways. In the Open Science Grid (OSG), privileges are granted on the basis of the user's membership to a Virtual Organization (VO). However, Grid sites are solely responsible to determine and control access privileges to resources using users identity and personal attributes, which are available through Grid credentials. While this guarantees full control on access rights to the sites, it makes VO privileges heterogeneous throughout the Grid and hardly fits with the Grid paradigm of uniform access to resources. To address these challenges, we are developing the Scalable Virtual Organization Privileges Management Environment (SVOPME), which provides tools for VOs to define and publish desired privileges and assists sites to provide the appropriate access policies. Moreover, SVOPME provides tools for Grid sites to analyze site access policies for various resources, verify compliance with preferred VO policies, and generate directives for site administrators on how the local access policies can be amended to achieve such compliance without taking control of local configurations away from site administrators. This paper discusses what access policies are of interest to the OSG community and how SVOPME implements privilege management for OSG.

    The concept of role based access control (RBAC) within the IT environment has been studied by researchers and was supported by NIST (circa 1992). This earlier work highlighted the benefits of RBAC which include reduced administrative workload and policies which are easier to analyze and apply. The goals of this research were to expand the application of RBAC in the following ways. • Apply RBAC to the control systems environment: The typical RBAC model within the IT environment is used to control a user’s access to files. Within the control system environment files are replaced with measurement (e.g., temperature) and control (e.g. valve) points organized as a hierarchy of control assets (e.g. a boiler, compressor, refinery unit). Control points have parameters (e.g., high alarm limit, set point, etc.) associated with them. The RBAC model is extended to support access to points and their parameters based upon roles while at the same time allowing permissions for the points to be defined at the asset level or point level directly. In addition, centralized policy administration with distributed access enforcement mechanisms was developed to support the distributed architecture of distributed control systems and SCADA. • Extend the RBAC model to include access control for software and devices: The established RBAC approach is to assign users to roles. This work extends that notion by first breaking the control system down into three layers 1) users, 2) software and 3) devices. An RBAC model is then created for each of these three layers. The result is that RBAC can be used to define machine-to-machine policy enforced via the IP security (IPsec) protocol. This highlights the potential to use RBAC for machine-to-machine connectivity within the internet of things. • Enable dynamic policy based upon the operating mode of the system: The IT environment is generally static with respect to policy. However, large cyber physical systems such as industrial controls have various operating modes (start-up, normal operation, emergency, shut-down and maintenance are typical). The policy enforcement architecture must be able to support changes in access permissions as the mode of the control system changes. For example an operator’s role may not allow the operator to shut down a pump during “normal operation” but that same operator role may be given permission to shut down the pump if the refinery transitions to “emergency” mode. The effectiveness of the approach was validated by applying it to the Experion Process Knowledge System. This is a large commercial industrial control system often used to control oil refineries and other assets within the oil and gas sector. As a by-product, other industries using Experion (Pharmaceuticals, Specialty Chemicals, etc.) also benefit from increased security. Policies representative of those that would be used within an oil refinery were created and validated against the RBAC model as implemented in the underlying SQL database. The administration of policy is simplified which in turn makes it practical for security administrators to specify policies which enforce least privilege. The result is a qualitative reduction in risk. The benefits of the enhanced RBAC model are clear and as a result. Honeywell is incorporating portions of the RBAC research into the 2014 release of Experion.

    The purpose and need of the proposed action, which is the installation of an overhead powerline extension from an Naval Petroleum Reserve No. 1 (NPR-1) power source to the WKWD Station A, is to significantly reduce NPR-1`s overall utility costs. While the proposed action is independently justified on its own merits and is not tied to the proposed NPR-1 Cogeneration Facility, the proposed action would enable DOE to tie the NPR-1 fresh water pumps at Station A into the existing NPR-1 electrical distribution system. With the completion of the cogeneration facility in late 1994 or early 1995, the proposed action would save additional utility costs. This report deals with the environmental impacts of the construction of the powerline and the water pipeline. In addition, information is given about property rights and attaining permission to cross the property of proposed affected owners.

    BPA proposes to clear unwanted vegetation from a section of BPA's Ponderosa--Pilot Butte Transmission Line Right-of-way to facilitate relocation of structure 18/3. Work would begin in mid-March and end in April, 2001. (1) Description of right-of-way and vegetation management needed--The project involves cutting all tall growing trees and brush within BPA's 100-foot wide transmission line right-of-way. An encroachment by the City of Bend Sewer Treatment facility, and future expansion plans, compelled the relocation of this portion of the right-of-way. Structures 18/2 and 18/4 will be modified in place to accommodate the new angle of the right-of-way. Structure 18/3 will be moved approximately 300 feet westerly to allow for the expansion of the sewer treatment facility. Only vegetation within the new portion of the right-of-way, totaling approximately 3.5 acres, will be controlled. No herbicides will be used on this project. Vegetation to be controlled: Juniper trees are the only tall growing tree species within this portion of the right-of-way requiring treatment. The density of vegetation within the new right-of-way is light to medium. The right-of-way boundaries will be examined for danger trees and if found, danger trees will be marked and cut according to danger tree policy.

This project meets the standards and guidelines for the Transmission System Vegetation Management Program Final Environmental Impact Statement (FEIS) and Record of Decision (ROD). The project involves controlling all tall growing trees (C-Trees) within the right-of-way. All work is to be done on the south side of centerline. Target vegetation is the tall growing Firs along the edge of the ROW, all of which is located within the back yards of the property owners along the right-of-way. The density of vegetation is low and consists of C-Trees located within backyards, with the branches growing towards the lines. Due to lack of access and past verbal agreements with the landowners, permission/agreement has been difficult to obtain from the property owners. Permission has now been obtained to remove the C-Trees within their back yards which, will soon be a hazard to our transmission line facility. We are working with the landowners to get them to plant low growing scrubs and ornamentals within the right-of-way and adjacent to the right-of-way. A follow up herbicide treatment is not planned because the trees being cut will not re-sprout. This right-of-way or project area is on a three to four year maintenance schedule. Little or no treatment should be required in the immediate future.

    Doppler shift observations of several spacecrafts during near Earth flybys show an unexplained frequency shift. This shift is interpreted as an unexpected velocity change called Earth flyby anomaly. A theory of non-privileged reference frames is used to study the Doppler shift in such frames which are experimentally justified by the measured dipole anisotropy of the cosmic microwave background (CMB) in the solar system. The system in which the CMB is isotropic defines the privileged reference frame. The calculated frequency shift in non-privileged reference frames may give an explanation of the anomalous Earth flybys.

    Bonneville is responsible for maintaining a network of 24,000 kilometers (km) or 15,000 miles (mi.) of electric transmission lines and 350 substations in a region of diverse vegetation. This vegetation can interfere with electric power flow, pose safety problems for us and the public, and interfere with our ability to maintain these facilities. We need to (1) keep vegetation away from our electric facilities; (2) increase our program efficiency and consistency; (3) review herbicide use (under increased public scrutiny); and (4) maximize the range of tools we can use while minimizing environmental impact (Integrated Vegetation Management). This Final Environmental Impact Statement (FEIS) establishes Planning Steps for managing vegetation for specific projects (to be tiered to this Environmental Impact Statement (EIS)). In addition to No Action (current practice), alternatives are presented for Rights-of-way, Electric Yards, and Non-electric Facilities (landscaping, work yards). Four vegetation control methods are analyzed manual, mechanical, herbicide, and biological. Also evaluated are 23 herbicide active ingredients and 4 herbicide application techniques (spot, localized, broadcast, and aerial). For rights-of-way, we consider three sets of alternatives: alternative management approaches (time-driven or establishing low-growing plant communities); alternative method packages; and, if herbicides are in a methods package, alternative vegetation selections (noxious weeds, deciduous, or any vegetation). For electric yards, one herbicide-use alternative is considered. For non-electric facilities, two method package alternatives are considered. For rights-of-way, the environmentally preferred alternative(s) would use manual, mechanical, and biological control methods, as well as spot and localized herbicide applications for noxious and deciduous plant species; the BPA-preferred alternative(s) would add broadcast and aerial herbicide applications, and would use herbicides on any vegetation. Both would favor a management approach that fosters low-growing plant communities.

    BPA proposes to clear unwanted vegetation in the rights-of-ways and around tower structures that may impede the operation and maintenance of the subject transmission lines. Work also includes clearing of a small (<1/4 mile) section of access road. All work will be in accordance with the National Electrical Safety Code and BPA standards. See Section 1.1 of the attached checklist for detailed information on each section of the referenced transmission lines. BPA will conduct the vegetation control with the goal of removing tall-growing vegetation that is currently or will soon be a hazard to the transmission lines and where possible to promote low-growing plant communities in the right-of-way. This project meets the standards and guidelines for the Transmission System Vegetation Management Program Final Environmental Impact Statement (FEIS) and Record of Decision (ROD). The vegetation needing control is mainly Douglas Fir, Alder, and blackberries as indicated in Section 1.2 of the attached checklist. The work involved in the ROW includes: clearing tall growing vegetation that is currently or will soon pose a hazard to the lines; treating the associated stumps and re-sprouts with herbicide to ensure that the roots are killed preventing new sprouts; and selectively eliminating tall growing vegetation before it reaches a height or density to begin competing with low-growing vegetation. All work will take place in existing rights-of-ways and around transmission structures. All work will be accomplished by selective vegetation control methods to assure that there is little potential harm to non-target vegetation and to low-growing plants. The work will provide system reliability and fire protection. Also, all off right-of-way trees that are potentially unstable and will fall within a minimum distance or into the zone where the conductors swing will be removed. Access roads will be treated using mowing and herbicide applications. The work will provide system reliability. The subject transmission lines range from 115kV to 230kV and are made up of accompanying access roads, steel and wooden transmission line structures and associated switching platforms. The minimum clearance ranges from 21 feet for 115kV lines to 23 feet for 230kV lines. ROW easement widths vary along the length of the project. Vegetation control for this project is designed to provide a 3 year maintenance free interval. In summary, the overall vegetation management scheme will be to selectively remove tall growing vegetation then apply selective herbicide treatment using cut stump applications.

This report describes the analysis and design of an in-service lowering of a 34-in. crude oil pipeline. An integrity assessment was performed using internal smart pig data and magnetic particle and ultrasonic inspections.     BPA proposes to clear unwanted vegetation from the rights of way and access roads for BPA's Big Eddy-Ostrander Transmission Line, beginning April and ending in May, 2001. A Checklist was completed for this project in accordance to the requirements identified in the Bonneville Power Administrations Transmission System Vegetation Management Program FEIS (DOE/EIS-0285). The Checklist evaluated the following areas: (1) Description of right-of-way and vegetation management needed; (2) Vegetation to be controlled; (3) Surrounding land use and landowner; (4) Natural Resource; (5) Vegetation control methods; (6) Debris disposal; (7) Monitoring; and (8) Appropriate environmental documentation. In preparation of this Supplement Analysis, the Checklist was reviewed. Specific information regarding the areas as identified above are described the attached checklist. This Supplement Analysis finds that: (1) the proposed actions are substantially consistent with the Transmission System Vegetation Management Program FEIS (DOE/EIS0285) and ROD; and (2) there are no new circumstances or information relevant to environmental concerns and bearing on the proposed actions or their impacts. Therefore, no further NEPA documentation is required.

    The purpose of this study was to characterize typical levels and variability of 60Hz magnetic fields at the centerline and edge of right-of-way of Bonneville Power Administration (BPA) 230-kV and 500-kV transmission lines. This was accomplished by taking magnetic field measurements at over 800 spans in Oregon and Washington. The spans were sampled using a stratified random sampling procedure with region (East vs. West), voltage (230-kV vs 500-kV), and circuit configuration as strata. There were five different circuit configuration groups for each region/voltage category requiring a total of 200 strata. Magnetic field measurements were taken at 13 locations under each span using an EMDEX-C as a survey meter. Additional information recorded for each span included conductor height (at 10 locations), right-of-way width, longitudinal and lateral slope, time of day, vegetation, terrain, weather conditions, temperature, wind speed, span length and presence of other lines in the corridor. 9 refs., 17 figs., 26 tabs.

    This paper reports that Texas Eastern Products Pipeline Co. (Teppco), Houston, has begun construction of its shuttle pipeline, a 10-mile, 6 and 8-in. line to move methyl tertiary butyl ether (MTBE) between producers and refiners along the Houston Ship Channel. Funding for the project has been approved, rights-of-way are secured, and procurement of materials is under way, according to Teppco. The line will flow from the western edge of Shell's refinery eastward to storage facilities of Teppco's Baytown terminal. The shuttle pipeline anticipates the US requirement for oxygenated gasolines that takes effect Nov. 1. Approximately 70% of the available US merchant capacity for MTBE is located along the shuttle's path, Teppco says.

    To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods. BPA has prepared an Environmental Assessment (EA) (DOE/EA-1257) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI.

    In May, 2011 New World Environmental Inc. was awarded a contract by the Navajo Nation Environmental Protection Agency to remediate an illegal radioactive waste disposal site located in the Navajo Nation. The initial scope included the excavation and shipment of an estimated 3,000 cubic yards of Uranium mine tailings and associated industrial waste. In this instance Stakeholders were supportive of the project, remediation and restoration, yet the movement of residual radioactive materials through tribal communities was a controversial issue. Other Stakeholder issues included site security, water sources for remediation activities, local residents' temporary re-location and care of livestock, right of way permissions and local workforce development. This presentation recaps the technical and non-technical issues encountered in the remediation and restoration the seven acre site and the outreach to surrounding communities. Cultural and equity issues resulting from historical problems associated with this and other sites in the immediate area and education and training. (authors)

The heart of the Control System software is the Data System, which provides a uniform application program interface based on symbolic device names. In many ways the Data System parallels the VAX/VMS Record Management Services (RMS) in its needs for asynchronous operations, protection, and locks for multiprocess interactions. Since the accelerator control hardware is continually changing, it is important that privileged code be kept to a minimum or be testable in a non-privileged environment. This paper describes the LAMPF Data System design including the use of VAX/VMS user written system services (both kernel and supervisor mode), a user supplied image rundown routine, the VAX/VMS lock manager, and a large (3.5 Mbyte) protected global section.
