You can help BPA keep these rights-of-way clear of trees, brush and structures that could affect the safety or reliability of the transmission system. Prior to planting, digging, or constructing within BPA’s rights-of-way, fill out BPA’s Land Use Application Form. The information you provide on the application helps BPA understand your proposed use and the potential impacts to public safety, and the safety of our crews. BPA also reviews the application to determine whether a proposed use of land is compatible with the construction, operation and maintenance of BPA transmission lines.     The leading cause of incidents on transmission pipelines is damage by third-party construction equipment. A single incident can be devastating, causing death and millions of dollars of property loss. This damage would be prevented if potentially hazardous construction equipment could be detected, identified, and an alert given before the pipeline is hit. Currently there is no method for continuously monitoring a pipeline right-of-way. Instead, companies periodically walk or fly over the pipeline to find unauthorized construction activities. Gas Technology Institute (GTI) is developing a system to solve this problem by using an optical fiber buried above the pipeline as a distributed sensor. A custom optical time domain reflectometer (OTDR) is used to interrogate the fiber. Key issues in the development of this technology are the ability to detect encroachment and the ability to discriminate among potentially hazardous and benign encroachments. Advantages of the reflectometry technique are the ability to accurately pinpoint the location of the construction activity and the ability to separately monitor simultaneously occurring events. The basic concept of using OTDR with an optical fiber buried above the pipeline to detect encroachment of construction equipment into the right of way works. Sufficiently rapid time response is possible; permitting discrimination between encroachment types. Additional work is required to improve the system into a practical device.

The work performed in the second quarter of the project includes design of the instrument, selection of the key components, and beginning programming of the custom optical time domain reflectometer. Work included an assessment of two other approaches to measuring strain and vibrations in an extended optical fiber sensor.

The work performed in the 1st quarter of 2003 included fine-tuning and debugging of the custom Optical Time Domain Reflectometer being constructed for data collection and analysis. The detector was redesigned reducing the noise floor by over a factor of ten. While GTI's OTDR was being improved, a new, commercial OTDR was used to verify that the technique is capable of measuring one pound continuous force applied to the Hergalite. Optical fibers were installed at the ANR Pipeline test site along an operating pipeline.

A brighter diode laser increased our sensitivity by a factor of ten. Detection of load fluctuations with frequencies greater than 5 Hertz is also possible. The next step is beginning measurements at the field site.

  11. Successful revegetation of a gas pipeline right-of-way in a Gulf Coast barrier island ecosystem

    This study evaluates the revegetation of a 30-m-wide right-of-way (ROW) following construction of a 76-cm-diameter natural gas pipeline across Padre Island, Texas, a Gulf Coast barrier island. ROW construction activities were completed in 1979 and included breaching of the foredunes, grading, trenching, pipeline installation, and leveling - which effectively removed all existing vegetation from the full length of the ROW. Following construction, the foredunes were rebuilt, fertilized, and sprigged with Panicum amarum, a native dune grass known as bitter panicum. The remainder of the ROW across the mid-island flats was allowed to revegetate naturally. Plant cover by species and total vegetative cover was measured on paired permanent transects on the ROW and in the adjacent undisturbed vegetation. These cover data show that the disturbed ROW underwent rapid vegetative recovery during the first two growing seasons, attaining 54% of the cover on the undisturbed controls.     Grids enable uniform access to resources by implementing standard interfaces to resource gateways. In the Open Science Grid (OSG), privileges are granted on the basis of the user's membership to a Virtual Organization (VO). However, Grid sites are solely responsible to determine and control access privileges to resources using users identity and personal attributes, which are available through Grid credentials. While this guarantees full control on access rights to the sites, it makes VO privileges heterogeneous throughout the Grid and hardly fits with the Grid paradigm of uniform access to resources. To address these challenges, we are developing the Scalable Virtual Organization Privileges Management Environment (SVOPME), which provides tools for VOs to define and publish desired privileges and assists sites to provide the appropriate access policies. Moreover, SVOPME provides tools for Grid sites to analyze site access policies for various resources, verify compliance with preferred VO policies, and generate directives for site administrators on how the local access policies can be amended to achieve such compliance without taking control of local configurations away from site administrators. This paper discusses what access policies are of interest to the OSG community and how SVOPME implements privilege management for OSG.

    Phase pure, well-crystallized and homogeneous LiFePO{sub 4} powder with inverse opal structure was obtained by calcining the precursors of Li{sup +}, Fe{sup 2+} and PO{sub 4} {sup 3-} in the presence of organic template of poly(styrene-methyl methacrylate-acrylic acid) latex micro-spheres under nitrogen atmosphere. The resultant products were characterized by X-ray powder diffraction (XRD), scanning electron microscopy (SEM), X-ray photoelectron spectroscopy (XPS), chemical titration, Fourier transform infrared (FTIR) and Land 2001A electrochemical measurement system. Results indicated that after the decomposition of organic template, inverse opal structure and conductive carbon were left in the resultant products. With the large specific surface area resulting from inverse opal structure and with the conductive carbon, the products delivered satisfactory capacity and superior rate capability at room temperature, i.e., over 100 mAh/g at the high current density of 5.9C.

The policy enforcement architecture must be able to support changes in access permissions as the mode of the control system changes. For example an operator’s role may not allow the operator to shut down a pump during “normal operation” but that same operator role may be given permission to shut down the pump if the refinery transitions to “emergency” mode. The effectiveness of the approach was validated by applying it to the Experion Process Knowledge System. This is a large commercial industrial control system often used to control oil refineries and other assets within the oil and gas sector. As a by-product, other industries using Experion (Pharmaceuticals, Specialty Chemicals, etc.) also benefit from increased security. Policies representative of those that would be used within an oil refinery were created and validated against the RBAC model as implemented in the underlying SQL database. The administration of policy is simplified which in turn makes it practical for security administrators to specify policies which enforce least privilege. The result is a qualitative reduction in risk. The benefits of the enhanced RBAC model are clear and as a result. Honeywell is incorporating portions of the RBAC research into the 2014 release of Experion.

    Fluoroscopy credentialing and privileging programs are being instituted because of recorded patient injuries and the widespread growth in fluoroscopy use by operators whose medical education did not include formal fluoroscopy training. This lack of training is recognized as a patient safety deficiency, and medical physicists and health physicists are finding themselves responsible for helping to establish fluoroscopy credentialing programs. While physicians are very knowledgeable about clinical credentials review and the privileging process, medical physicists and health physicists are not as familiar with the process and associated requirements. To assist the qualified medical physicist (QMP) and the radiation safety officer (RSO) with these new responsibilities, TG 124 provides an overview of the credentialing process, guidance for policy development and incorporating trained fluoroscopy users into a facility's established process, as well as recommendations for developing and maintaining a risk-based fluoroscopy safety training program. This lecture will review the major topics addressed in TG124 and relate them to practical situations. Learning Objectives: Understand the difference between credentialing and privileging. Understand the responsibilities, interaction and coordination among key individuals and committees. Understand options for integrating the QMP and/or RSO and Radiation Safety Committee into the credentialing and privileging process. Understand issues related to implementing the fluoroscopy safety training recommendations and with verifying and documenting successful completion.

    The purpose and need of the proposed action, which is the installation of an overhead powerline extension from an Naval Petroleum Reserve No. 1 (NPR-1) power source to the WKWD Station A, is to significantly reduce NPR-1`s overall utility costs. While the proposed action is independently justified on its own merits and is not tied to the proposed NPR-1 Cogeneration Facility, the proposed action would enable DOE to tie the NPR-1 fresh water pumps at Station A into the existing NPR-1 electrical distribution system. With the completion of the cogeneration facility in late 1994 or early 1995, the proposed action would save additional utility costs. This report deals with the environmental impacts of the construction of the powerline and the water pipeline. In addition, information is given about property rights and attaining permission to cross the property of proposed affected owners.

    BPA proposes to clear unwanted vegetation from a section of BPA's Ponderosa--Pilot Butte Transmission Line Right-of-way to facilitate relocation of structure 18/3. Work would begin in mid-March and end in April, 2001. (1) Description of right-of-way and vegetation management needed--The project involves cutting all tall growing trees and brush within BPA's 100-foot wide transmission line right-of-way. An encroachment by the City of Bend Sewer Treatment facility, and future expansion plans, compelled the relocation of this portion of the right-of-way. Structures 18/2 and 18/4 will be modified in place to accommodate the new angle of the right-of-way. Structure 18/3 will be moved approximately 300 feet westerly to allow for the expansion of the sewer treatment facility. Only vegetation within the new portion of the right-of-way, totaling approximately 3.5 acres, will be controlled. No herbicides will be used on this project. Vegetation to be controlled: Juniper trees are the only tall growing tree species within this portion of the right-of-way requiring treatment. The density of vegetation within the new right-of-way is light to medium. The right-of-way boundaries will be examined for danger trees and if found, danger trees will be marked and cut according to danger tree policy.
