  1. Scaling laws of solar and stellar flares

    In this study we compile for the first time comprehensive data sets of solar and stellar flare parameters, including flare peak temperatures T_p, flare peak volume emission measures EM_p, and flare durations t_f from both solar and stellar data, as well as flare length scales L from solar data. Key results are that both the solar and stellar data are consistent with a common scaling law of EM_p ~ T_p^4.7, but the stellar flares exhibit ~250 times higher emission measures (at the same flare peak temperature). For solar flares we observe also systematic trends for the flare length scale L(T_p) ~ T_p^0.9 and the flare duration t_F(T_p) ~ T_p^0.9 as a function of the flare peak temperature. Using the theoretical RTV scaling law and the fractal volume scaling observed for solar flares, i.e., V(L) ~ L^2.4, we predict a scaling law of EM_p ~ T_p^4.3, which is consistent with observations, and a scaling law for electron densities in flare loops, n_p ~ T_p^2/L ~ T_p^1.1. The RTV-predicted electron densities were also found to be consistent with densities inferred from total emission measures, n_p=(EM_p/q_V*V)^1/2, using volume filling factors of q_V=0.03-0.08 constrained by fractal dimensions measured in solar flares. Our results affect also the determination of radiative and conductive cooling times, thermal energies, and frequency distributions of solar and stellar flare energies.

    The results of a research investigation of solar financial and research, demonstration, and development R D and D) incentive programs in 18 states are summarized. The investigation focuses upon implementation - the organization and administrative processes required to convert a law into a viable program. Eleven financial and 12 RD and D programs were investigated. Results indicate that four conditions are common to successful implementation of both types of incentive programs: the opportunity to use solar energy as a heating source; characteristics of the agency selected to complement the law; involvement of outside groups in program implementation; and the specificity of guidance given to those responsible for implementation. Other conditions specific to the implementation of each type of program are discussed as well as the implications of these findings for state and federal policy makers.

    We study the time evolution of Solar Flares activity by looking at the statistics of quiescent times $\\tau_{L}$ between successive bursts. The analysis of 20 years of data reveals a power law distribution with exponent $\\alpha \\simeq 2.4$ which is an indication of complex dynamics with long correlation times. The observed scaling behavior is in contradiction with the Self-Organized Criticality models of Solar Flares which predict Poisson-like statistics. Chaotic models, including the destabilization of the laminar phases and subsequent restabilization due to nonlinear dynamics, are able to reproduce the power law for the quiescent times. In the case of the more realistic Shell Model of MHD turbulence we are able to reproduce all the observed distributions.

    A phenomenological turbulence model for kinetic Alfv\\'en waves in a magnetized collisionless plasma, able to reproduce the non-universal power-law spectra observed at the sub-ion scales in the solar wind and the terrestrial magnetosphere, is presented. Nonlocal interactions are retained, and critical balance, characteristic of a strong turbulence regime, establishes dynamically as the cascade proceeds. The process of temperature homogenization along distorted magnetic field lines, induced by Landau damping, affects the turbulence transfer time and results in a steepening of the sub-ion power-law spectrum of critically-balanced turbulence, whose exponent is in particular sensitive to the ratio between the Alfv\\'en wave period and the nonlinear timescale.

    We calculate for the first time the probability density functions (PDFs) P of burst energy e, duration T and inter-burst interval tau for a known turbulent system in nature. Bursts in the earth-sun component of the Poynting flux at 1 AU in the solar wind were measured using the MFI and SWE experiments on the NASA WIND spacecraft. We find P(e) and P(T) to be power laws, consistent with self-organised criticality (SOC). We find also a power law form for P(tau) that distinguishes this turbulent cascade from the exponential P(tau) of ideal SOC, but not from some other SOC-like sandpile models. We discuss the implications for the relation between SOC and turbulence.

    Dark matter or modifications of the Newtonian inverse-square law in the solar-system are studied with accurate planetary astrometric data. From extra-perihelion precession and possible changes in the third Kepler's law, we get an upper limit on the local dark matter density, rho_{DM} gravitational acceleration are really small. We examined the MOND interpolating function mu in the regime of strong gravity. Gradually varying mu suggested by fits of rotation curves are excluded, whereas the standard form mu(x)= x/(1+x^2)^{1/2} is still compatible with data. In combination with constraints from galactic rotation curves and theoretical considerations on the external field effect, the absence of any significant deviation from inverse square attraction in the solar system makes the range of acceptable interpolating functions significantly narrow. Future radio ranging observations of outer planets with an accuracy of few tenths of a meter could either give positive evidence of dark matter or disprove modifications of gravity.

    In this paper we use the latest corrections to the Newton-Einstein secular perihelion rates of some planets of the Solar System, phenomenologically estimated with the EPM2004 ephemerides by the Russian astronomer E.V. Pitjeva, to put severe constraints on the range parameter lambda characterizing the Yukawa-like modifications of the Newtonian inverse-square law of gravitation. It turns out that the range cannot exceed about one tenth of an Astronomical Unit. We assumed neither equivalence principle violating effects nor spatial variations of $\\alpha$ and $\\lambda$. This finding may have important consequences on all the modified theories of gravity involving Yukawa-type terms with range parameters much larger than the Solar System size. However, caution is advised since we, currently have at our disposal only the periehlion extra-rates estimated by Pitjeva: if and when other groups will estimate their own corrections to the secular motion of perihelia, more robust and firm tests may be conducted.

    In this study we measure physical parameters of the same set of 155 M- and X-class solar flares observed with AIA/SDO as analyzed in Paper I, by performing a differential emission measure analysis to determine the flare peak emission measure EM{sub p} , peak temperature T{sub p} , electron density n{sub p} , and thermal energy E{sub th}, in addition to the spatial scales L, areas A, and volumes V measured in Paper I. The parameter ranges for M- and X-class flares are log (EM{sub p}) = 47.0-50.5, T{sub p} = 5.0-17.8 MK, n{sub p} = 4 × 10{sup 9}-9 × 10{sup 11} cm{sup –3}, and thermal energies of E{sub th} = 1.6 × 10{sup 28}-1.1 × 10{sup 32} erg. We find that these parameters obey the Rosner-Tucker-Vaiana (RTV) scaling law T{sub p}{sup 2}?n{sub p} L and H?T {sup 7/2} L {sup –2} during the peak time t{sub p} of the flare density n{sub p} , when energy balance between the heating rate H and the conductive and radiative loss rates is achieved for a short instant and thus enables the applicability of the RTV scaling law. The application of the RTV scaling law predicts power-law distributions for all physical parameters, which we demonstrate with numerical Monte Carlo simulations as well as with analytical calculations. A consequence of the RTV law is also that we can retrieve the size distribution of heating rates, for which we find N(H)?H {sup –1.8}, which is consistent with the magnetic flux distribution N(?)??{sup –1.85} observed by Parnell et al. and the heating flux scaling law F{sub H} ?HL?B/L of Schrijver et al.. The fractal-diffusive self-organized criticality model in conjunction with the RTV scaling law reproduces the observed power-law distributions and their slopes for all geometrical and physical parameters and can be used to predict the size distributions for other flare data sets, instruments, and detection algorithms.

    This paper presents an unsteady two-dimensional analysis of a flat-plate solar collector subjected to time varying insolation with considerable diffuse components as a better characterization of practical solar collectors. The analysis considers the thermal masses of the absorber, tube, glazing, and the working fluid in the system, as well as the different optical and thermodynamic properties of beam and diffuse radiation. Using two sets of insolation data, one for a near clear day and the other for an overcast day, an exergetic optimization of the system was carried out and flow rates which maximize the total energy output (extracted and accumulated) were determined for flow update periods of once very 30 min, 1 h, and the entire daylight period. The instantaneous optimum flow rates were found to follow the insolation pattern. On a daily basis, the optimum exergetic efficiencies and optimum flow rates were almost independent of the choice of the interval of fluid update, but were about 30% and 10%, respectively, higher for the clear day than for the overcast day.

    We investigate the scaling laws of a signed measure derived from the reduced magnetic helicity which has been determined from Cluster data in the solar wind. This quantifies the handedness of the magnetic field; namely, it can be related to the polarization of the magnetic field fluctuations (right or left hand). The measure results to be sign-singular; that is, we do not observe any scale-dependent effect at the ion- and at electron-cyclotron frequencies. Cancellations between right- and left-hand polarizations go on in the dispersive or dissipative range, beyond the electron-cyclotron frequency. This means that the mechanism responsible for the generation of the dispersive or dissipative range is rather insensitive to the polarization of the magnetic field fluctuations.

    Quasi-power law ensembles are discussed from the perspective of nonextensive Tsallis distributions characterized by a nonextensive parameter $q$. A number of possible sources of such distributions are presented in more detail. It is further demonstrated that data suggest that nonextensive parameters deduced from Tsallis distributions functions $f\\left(p_T\\right)$, $q_1$, and from multiplicity distributions (connected with Tsallis entropy), $q_2$, are not identical and that they are connected via $q_1 + q_2 = 2$. It is also shown that Tsallis distributions can be obtained directly from Shannon information entropy, provided some special constraints are imposed. They are connected with the type of dynamical processes under consideration (additive or multiplicative). Finally, it is shown how a Tsallis distribution can accommodate the log-oscillating behavior apparently seen in some multiparticle data.

    In a world with water resources severely impacted bytechnology, science must actively contribute to water law. To this end,this paper is an earth scientist s attempt to comprehend essentialelements of water law, and to examine their connections to science.Science and law share a common logical framework of starting with apriori prescribed tenets, and drawing consistent inferences. In science,observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property. Remarkably, jusgentium continues to be relevant in our contemporary society in whichscience plays a pivotal role in exploiting vital resources common to all.This paper examines the historical roots of modern water law, followstheir evolution through the centuries, and examines how the spirit ofscience inherent in jus gentium is profoundly influencing evolving waterand environmental laws in Europe, the United States and elsewhere. In atechnological world, scientific knowledge has to lie at the core of waterlaw. Yet, science cannot formulate law. It is hoped that a philosophicalunderstanding of the relationships between science and law willcontribute to their constructively coming together in the service ofsociety.

    Zipf's law, and power laws in general, have attracted and continue to attract considerable attention in a wide variety of disciplines - from astronomy to demographics to economics to linguistics to zoology, and even warfare. A recent model of random group formation [RGF] attempts a general explanation of such phenomena based on Jaynes' notion of maximum entropy applied to a particular choice of cost function. In the present article I argue that the cost function used in the RGF model is in fact unnecessarily complicated, and that power laws can be obtained in a much simpler way by applying maximum entropy ideas directly to the Shannon entropy subject only to a single constraint: that the average of the logarithm of the observable quantity is specified.

    Collective Ampere law interactions producing magnetic flux tubes piercing through sunspots into and then out of the solar corona allow for low energy nuclear reactions in a steady state and high energy particle reactions if a magnetic flux tube explodes in a violent event such as a solar flare. Filamentous flux tubes themselves are vortices of Ampere currents circulating around in a tornado fashion in a roughly cylindrical geometry. The magnetic field lines are parallel to and largely confined within the core of the vortex. The vortices may thereby be viewed as long current carrying coils surrounding magnetic flux and subject to inductive Faraday and Ampere laws. These laws set the energy scales of (i) low energy solar nuclear reactions which may regularly occur and (ii) high energy electro-weak interactions which occur when magnetic flux coils explode into violent episodic events such as solar flares or coronal mass ejections.

    The mass, energy and momentum of the neutrino of a true flavor have an axial-vector nature. As a consequence, the left-handed truly neutral neutrino in an axial-vector field of emission can be converted into a right-handed one and vice versa. This predicts the unidenticality of masses, energies and momenta of neutrinos of the different components. Recognizing such a difference in masses, energies, momenta and accepting that the left-handed axial-vector neutrino and the right-handed antineutrino of true neutrality refer to long-lived C-odd leptons, and the right-handed truly neutral neutrino and the left-handed axial-vector antineutrino are of short-lived fermions of C-oddity, we would write a new CP-even Dirac equation taking into account the flavor symmetrical axial-vector mass, energy and momentum matrices. Their presence explains the spontaneous mirror symmetry violation, confirming that an axial-vector current conservation law has never violated. They reflect the availability of a mirror Minkowski space in which a neutrino is characterized by left as well as by right space-time coordinates. Therefore, it is not surprising that whatever the main purposes experiments about a quasielastic axial-vector mass say in favor of an axial-vector mirror Minkowski space-time.

Confining SU($N_c$) gauge theories in either 3+1 or 2+1 space-time dimensions and with matter fields in any representation have string tensions for representation $R$ given by $\\sigma_R =\\sigma_f \\, \\, \\frac{p_R (p-p_R) \\, \\, g\\left (p_R (p-p_R) \\right )}{(p-1) \\, \\, g(p -1 )} $ with $p_R={n_R \\, \\rm mod}(p)$, where $\\sigma_f $ is the string tension for the fundamental representation, $g$ is a positive finite function and $n_R$ is the n-ality of $R$. This implies that a necessary condition for a theory in this class to have an area law is invariance of the theory under a nontrivial subgroup of the center. Significantly, these results depend on $p$ regardless of the value of $N_c$.

    We give exact formulas for the right-handed analog of the CKM matrix in the minimal Left-Right symmetric theory, for the case when the Left-Right symmetry is generalized Parity as in the original version of the theory. We derive its explicit form and give a physical reason for the known and surprising fact that the right-handed mixing angles are close in value to the CKM ones, in spite of the Left-Right symmetry being badly broken in nature. We exemplify our results on the production of the right-handed charged gauge boson and the computation of the neutral K meson mass difference.

    Studies of arms control and disarmament tend to focus on political, military, and diplomatic processes. Recently, in the context of the conversion of defense activities to civilian use, the economic aspects of arms control have also received renewed interest. The legal dimension, however, is in need of fresh examination. Both international and domestic law are sailing increasingly in uncharted waters. Recent arms control agreements and related developments in international peacekeeping have expanded the scope of international law and altered how one perceives certain fundamentals, including the principle of national sovereignty. Still, the nation state is largely unchallenged as the primary actor in international affairs. National governments retain near absolute sovereign rights and responsibilities even in an age of trans-national economic integration and codified international norms for human rights, freedom of the press, and the peaceful resolution of disputes. Indeed, the role of domestic law in arms control and disarmament may be more significant now than ever before. A brief review of relationships between arms control and domestic law should illustrate ways in which ones thinking has been underestimating the importance of domestic law. Hopefully, this survey will set the stage properly for the excellent, more detailed case studies by Elinor Hammarskjold and Alan Crawford. Toward that end, this paper will highlight a number of more general, and sometimes provocative, themes. These themes should be kept in mind when those two complementary presentations are considered.

    The mass, energy and momentum of the neutrino of a true flavor have an axial-vector nature. As a consequence, the left-handed truly neutral neutrino in an axial-vector field of emission can be converted into a right-handed one and vice versa. This predicts the unidenticality of masses, energies and momenta of neutrinos of the different components. Recognizing such a difference in masses, energies, momenta and accepting that the left-handed axial-vector neutrino and the right-handed antineutrino of true neutrality refer to long-lived C-odd leptons, and the right-handed truly neutral neutrino and the left-handed axial-vector antineutrino are of short-lived fermions of C-oddity, we would write a new CP-even Dirac equation taking into account the flavor symmetrical axial-vector mass, energy and momentum matrices. Their presence explains the spontaneous mirror symmetry violation, confirming that an axial-vector current conservation law has never violated.     When two or more working interest owners share an undivided interest in a natural gas well, it is not uncommon for production imbalances to occur. Sometimes such imbalances are remedied pursuant to a gas balancing agreement (GBA) entered into by the interest owners. However, if no GBA is entered into, the common law rules of cotenancy and any other agreement between the parties will be used to cure the production imbalance. In [open quotes]Weiser-Brown Oil Co. v. Samson Resources Co.[close quotes], the Court of Appeals for the Eighth Circuit held that, absent a GBA, a co-owner has no contractual right to recoup underproduction, only a right to an accounting as between cotenants, and that this right to an accounting does not run with the land to subsequent cotenants, but is only personal to the cotenant who has underproduced. This note analyzes the [open quotes]Weiser-Brown[close quotes] decision by first addressing the common law of cotenancy and how the common law is affected by the existence of an operating agreement. The conclusion reached is that, under an operating agreement, the right to make up an underproduction, even absent a GBA, is an assignable contract right, and that this right runs with the land to inure to subsequent grantees of the original part to the operating agreement.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    Experimental work with solar neutrinos has illuminated the properties of neutrinos and tested models of how the sun produces its energy. Three experiments continue to take data, and at least seven are in various stages of planning or construction. In this review, the current experimental status is summarized, and future directions explored with a focus on the effects of a non-zero theta-13 and the interesting possibility of directly testing the luminosity constraint. Such a confrontation at the few-percent level would provide a prediction of the solar irradiance tens of thousands of years in the future for comparison with the present-day irradiance. A model-independent analysis of existing low-energy data shows good agreement between the neutrino and electromagnetic luminosities at the +/- 20 % level.

    Standard solar models (SSM) are facing nowadays a new puzzle: the solar composition problem. New determinations of solar metal abundances lead SSM calculations to conflict with helioseismological measurements, showing discrepancies that extend from the convection zone to the solar core and can not be easily assigned to deficiencies in the modelling of the solar convection zone. We present updated solar neutrino fluxes and uncertainties for two SSM with high (old) and low (new) solar metallicity determinations. The uncertainties in iron and carbon abundances are the largest contribution to the uncertainties of the solar neutrino fluxes. The uncertainty on the ^14N+p -> ^15O+g rate is the largest of the non-composition uncertainties to the CNO neutrino fluxes. We propose an independent method to help identify which SSM is the correct one. Present neutrino data can not distinguish the solar neutrino predictions of both models but ongoing measurements can help to solve the puzzle.

    The sub-volume scaling of the entanglement entropy with the system's size, $n$, has been a subject of vigorous study in the last decade [1]. The area law provably holds for gapped one dimensional systems [2] and it was believed to be violated by at most a factor of $\\log\\left(n\\right)$ in physically reasonable models such as critical systems. In this paper, we generalize the spin$-1$ model of Bravyi et al [3] to all integer spin-$s$ chains, whereby we introduce a class of exactly solvable models that are physical and exhibit signatures of criticality, yet violate the area law by a power law. The proposed Hamiltonian is local and translationally invariant in the bulk. We prove that it is frustration free and has a unique ground state. Moreover, we prove that the energy gap scales as $n^{-c}$, where using the theory of Brownian excursions, we prove $c\\ge2$. This rules out the possibility of these models being described by a conformal field theory. We analytically show that the Schmidt rank grows exponentially with $n$ and that the half-chain entanglement entropy to the leading order scales as $\\sqrt{n}$ (Eq. 16). Geometrically, the ground state is seen as a uniform superposition of all $s-$colored Motzkin walks. Lastly, we introduce an external field which allows us to remove the boundary terms yet retain the desired properties of the model. Our techniques for obtaining the asymptotic form of the entanglement entropy, the gap upper bound and the self-contained expositions of the combinatorial techniques, more akin to lattice paths, may be of independent interest.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    We examine statistically some properties of 96 20 MeV gradual solar energetic proton (SEP) events as a function of three different types of solar wind (SW) as classified by Richardson and Cane. Gradual SEP (E > 10 MeV) events are produced in shocks driven by fast (V ? 900 km s{sup –1}) and wide (W > 60°) coronal mass ejections (CMEs). We find no differences among the transient, fast, and slow SW streams for SEP 20 MeV proton event timescales. It has recently been found that the peak intensities Ip of these SEP events scale with the ?2 MeV proton background intensities, which may be a proxy for the near-Sun shock seed particles. Both the intensities Ip and their 2 MeV backgrounds are significantly enhanced in transient SW compared to those of fast and slow SW streams, and the values of Ip normalized to the 2 MeV backgrounds only weakly correlate with CME V for all SW types. This result implies that forecasts of SEP events could be improved by monitoring both the Sun and the local SW stream properties and that the well known power-law size distributions of Ip may differ between transient and long-lived SW streams. We interpret an observed correlation between CME V and the 2 MeV background for SEP events in transient SW as a manifestation of enhanced solar activity.

    The purpose of the Solar America Initiative: Solar Outreach and Communications grant was to promote better communications among stakeholders; address infrastructure barriers to solar energy; and coordinate with industry, the U.S. Department of Energy, national laboratories, states, cities and counties. The Interstate Renewable Energy Council (IREC), a non-profit organization formed in 1982, approached this grant project by establishing a wide range of communication and outreach activities including newsletters, workshops, webinars, model practices and publications; by advancing easy and fair hook-up rules to the utility grid; and by upgrading training based on industry competency standards. The Connecting to the Grid project and the Solar Codes and Standards Public Hearings project offered communication coupled with technical assistance to overcome interconnection, net metering and other regulatory and program barriers. The Workforce Development Project tackled building a strong workforce through quality training and competency assessment programs. IREC�¢����s web site, the semi-monthly state and stakeholder newsletter and the metrics report resulted in better communications among stakeholders. Workshops and phone seminars offered technical assistance and kept stakeholders up-to-date on key issues. All of these activities resulted in implementing sustainable solutions to institutional and market barriers to solar energy and getting the right information to the right people.

The receiving substrate may be bonded to the photovoltaic solar cell using an adhesive force or a metal connecting member. The photovoltaic solar cell is then detached from the substrate by lifting the receiving substrate having the photovoltaic solar cell attached thereto and severing the anchor connecting the photovoltaic solar cell to the substrate. Depending upon the type of receiving substrate used, the photovoltaic solar cell may be removed from the receiving substrate or remain on the receiving substrate for use in the final product.

    The second law of thermodynamics, formulated as an ultimate bound on the maximum extractable work, has been rigorously derived in multiple scenarios. However, the unavoidable limitations that emerge due to the lack of control on small systems are often disregarded when deriving such bounds, which is specifically important in the context of quantum thermodynamics. Here, we study the maximum extractable work with limited control over the working system and its interaction with the heat bath. We derive a general second law when the set of accessible Hamiltonians of the working-system is arbitrarily restricted. We then apply our bound to particular scenarios that are important in realistic implementations: limitations on the maximum energy gap and local control over many-body systems. We hence demonstrate in what precise way the lack of control affects the second law. In particular, contrary to the unrestricted case, we show that the optimal work extraction is not achieved by simple thermal contacts. Our results do not only generalize the second law to scenarios of practical relevance, but also take first steps in the direction of local thermodynamics.

    Broward County and its partners (the Go SOLAR Team), operating under a Department of Energy Rooftop Solar Challenge Agreement, designed, developed and implemented an online permitting system for rooftop solar PV systems. This is a single web based system with a single permit fee that will issue a permit, with a set of design plans preapproved by partner building officials, within one hour. The system is currently available at gosolar.broward.org for use within any of the partner Authorities Having [permitting] Jurisdiction (AHJ). Additionally, the Go SOLAR Team researched, developed and to the extent feasible, implemented three best management practices to make a fertile environment for the new online permit system. These included Net Metering and Interconnection Standards, Solar-Friendly Financing, and Planning and Zoning Ordinances. Finally, the team implemented a substantial outreach effort to advocate for the development of solar in Broward County, with an emphasis on Solar Rights, concluding with a Go SOLAR Fest day and a half conference with over 1,200 attendees and 50 exhibitors. The Go SOLAR project was completed on time, under DOE’s budgeted amount, and all project objectives were met or exceeded.

    In high energy p+p interactions the mean multiplicity of neutral mesons (from eta to Upsilon) and the transverse mass spectra of pions (m_T= 1 - 15 GeV/c^2) reveal a remarkable universal behaviour: they follow, over 10 orders of magnitude, the same power law function: C m_(T)^(-P). This scaling is rather similar to that expected in the statistical description of hadron production: the parameter P plays the role of a temperature and the normalisation constant C is analogous to the system volume. The fundamental difference is, however, in the form of the distribution function. In order to reproduce the experimental results and preserve the basic structure of the statistical approach the Boltzmann factor e^(-E^*/T) appearing in standard statistical mechanics has to be substituted by a power law factor (E^*/\\Lambda)^(-P).

  16. A NEW REDDENING LAW FOR M4

    We have used a combination of broadband near-infrared and optical Johnson-Cousins photometry to study the dust properties in the line of sight to the Galactic globular cluster M4. We have investigated the reddening effects in terms of absolute strength and variation across the cluster field, as well as the shape of the reddening law defined by the type of dust. All three aspects had been poorly defined for this system and, consequently, there has been controversy about the absolute distance to this globular cluster, which is closest to the Sun. Here, we determine the ratio of absolute to selective extinction (R{sub V} ) in the line of sight toward M4, which is known to be a useful indicator for the type of dust and therefore characterizes the applicable reddening law. Our method is independent of age assumptions and appears to be significantly more precise and accurate than previous approaches. We obtain A{sub V} /E(B - V) = 3.76 {+-} 0.07 (random error) for the dust in the line of sight to M4 for our set of filters. That corresponds to a dust-type parameter R{sub V} = 3.62 {+-} 0.07 in the Cardelli et al. reddening law. With this value, the distance to M4 is found to be 1.80 {+-} 0.05 kpc, corresponding to a true distance modulus of (m - M){sub 0} = 11.28 {+-} 0.06 (random error). A reddening map for M4 has been created, which reveals a spatial differential reddening of {delta}E(B - V) {>=} 0.2 mag across the field within 10' around the cluster center; this is about 50% of the total mean reddening, which we have determined to be E(B - V) = 0.37 {+-} 0.01. In order to provide accurate zero points for the extinction coefficients of our photometric filters, we investigated the impact of stellar parameters such as temperature, surface gravity, and metallicity on the extinction properties and the necessary corrections in different bandpasses. Using both synthetic ATLAS9 spectra and observed spectral energy distributions, we found similarly sized effects for the range of temperature and surface gravity typical of globular cluster stars: each causes a change of about 3% in the necessary correction factor for each filter combination. Interestingly, variations in the metallicity cause effects of the same order when the assumed value is changed from the solar metallicity ([Fe/H] = 0.0) to [Fe/H] = -2.5. The systematic differences between the reddening corrections for a typical main-sequence turnoff star in a metal poor globular cluster and a Vega-like star are even stronger ({approx}5%). We compared the results from synthetic spectra to those obtained with observed spectral energy distributions and found significant differences for temperatures lower than {approx}5000 K. We have attributed these discrepancies to the inadequate treatment of some molecular bands in the B filter within the ATLAS9 models. Fortunately, these differences do not affect the principal astrophysical conclusions in this study, which are based on stars hotter than 5000 K. From our calculations, we provide extinction zero points for Johnson-Cousins and Two Micron All Sky Survey filters, spanning a wide range of stellar parameters and dust types. These extinction tables are suited for accurate, object-specific extinction corrections.

    The question of whether flares occur as a Poisson process has important consequences for flare physics. Recently Lepreti et al. presented evidence for local departure from Poisson statistics in the Geostationary Operational Environmental Satellite (GOES) X-ray flare catalog. Here it is argued that this effect arises from a selection effect inherent in the soft X-ray observations; namely that the slow decay of enhanced flux following a large flare makes detection of subsequent flares less likely. It is also shown that the power-law tail of the GOES waiting-time distribution varies with the solar cycle. This counts against any intrinsic significance to the appearance of a power law, or to the value of its index.

    Newtonian gravity and general relativity give exactly the same expression for the period of an object in circular orbit around a static central mass. However, when the effects of the curvature of spacetime and solar radiation pressure are considered simultaneously for a solar sail propelled satellite, there is a deviation from Kepler's third law. It is shown that solar radiation pressure affects the period of this satellite in two ways: by effectively decreasing the solar mass, thereby increasing the period, and by enhancing the effects of other phenomena, rendering some of them detectable. In particular, we consider deviations from Keplerian orbits due to spacetime curvature, frame dragging from the rotation of the sun, the oblateness of the sun, a possible net electric charge of the sun, and a very small positive cosmological constant.

    Physicists love simple laws and uncovering common causes among seemingly unrelated phenomena. An example is the connection between earthquakes and crumpling of a paper, built through the simple power law (SPL) believed to exist between the occurrence rate of their crackling noise and the pulse intensity. We provide, however, evidence to weaken such a link by showing that both systems in fact obey different and more complex laws. Our analyses are based on the Akaike information criterion (AIC) that is a direct measurement of information loss and emphasizes the need to strike a balance between model simplicity and goodness of fit. AIC found that a shifted power law retains more information than SPL in the cases of crumpling sound, duration-time frequency of solar flare, web link, protein-domain frequency, and stock-market fluctuations. In the mean time, double power laws (DPL) should replace the Gutenberg-Richter law for earthquake, and the scale-free model for brain functional network, two-dimensional sandpile...

    In high energy p+p(bar) interactions the mean multiplicity and transverse mass spectra of neutral mesons from eta to Upsilon (m = 0.5 - 10 GeV/c^2) and the transverse mass spectra of pions (m_T > 1 GeV/c^2) reveal a remarkable behaviour: they follow, over more than 10 orders of magnitude, the power-law function:The parameters C and P are energy dependent, but similar for all mesons produced at the same collision energy. This scaling resembles that expected in the statistical description of hadron production: the parameter P plays the role of a temperature and the normalisation constant C is analogous to the system volume. The fundamental difference is, however, in the form of the distribution function. In order to reproduce the experimental results and preserve the basic structure of the statistical approach the Boltzmann factor e^(-E/T) appearing in standard statistical mechanics has to be substituted by a power-law factor (E/Lambda)^(-P).

    Helioseismology has allowed us to study the structure of the Sun in unprecedented detail. One of the triumphs of the theory of stellar evolution was that helioseismic studies had shown that the structure of solar models is very similar to that of the Sun. However, this agreement has been spoiled by recent revisions of the solar heavy-element abundances. Heavy element abundances determine the opacity of the stellar material and hence, are an important input to stellar model calculations. The models with the new, low abundances do not satisfy helioseismic constraints. We review here how heavy-element abundances affect solar models, how these models are tested with helioseismology, and the impact of the new abundances on standard solar models. We also discuss the attempts made to improve the agreement of the low-abundance models with the Sun and discuss how helioseismology is being used to determine the solar heavy-element abundance. A review of current literature shows that attempts to improve agreement between solar models with low heavy-element abundances and seismic inference have been unsuccessful so far. The low-metallicity models that have the least disagreement with seismic data require changing all input physics to stellar models beyond their acceptable ranges. Seismic determinations of the solar heavy-element abundance yield results that are consistent with the older, higher values of the solar abundance, and hence, no major changes to the inputs to solar models are required to make higher-metallicity solar models consistent with helioseismic data.

    The second law of thermodynamics tells us which state transformations are so statistically unlikely that they are effectively forbidden. Its original formulation, due to Clausius, states that "Heat can never pass from a colder to a warmer body without some other change, connected therewith, occurring at the same time". The second law applies to systems composed of many particles interacting; however, we are seeing that one can make sense of thermodynamics in the regime where we only have a small number of particles interacting with a heat bath. Is there a second law of thermodynamics in this regime? Here, we find that for processes which are cyclic or very close to cyclic, the second law for microscopic systems takes on a very di?erent form than it does at the macroscopic scale, imposing not just one constraint on what state transformations are possible, but an entire family of constraints. In particular, we find a family of free energies which generalise the traditional one, and show that they can never increase. We further find that there are three regimes which determine which family of second laws govern state transitions, depending on how cyclic the process is. In one regime one can cause an apparent violation of the usual second law, through a process of embezzling work from a large system which remains arbitrarily close to its original state. These second laws are not only relevant for small systems, but also apply to individual macroscopic systems interacting via long-range interactions, which only satisfy the ordinary second law on average. By making precise the definition of thermal operations, the laws of thermodynamics take on a simple form with the first law defining the class of thermal operations, the zeroeth law emerging as a unique condition ensuring the theory is nontrivial, and the remaining laws being a monotonicity property of our generalised free energies.

    Newton' viscosity law for the momentum flux and Fourier's law for the heat flux define Navier-Stokes hydrodynamics for a simple, one component fluid. There is ample evidence that a hydrodynamic description applies as well to a mesoscopic granular fluid with the same form for Newton's viscosity law. However, theory predicts a qualitative difference for Fourier's law with an additional contribution from density gradients even at uniform temperature. The reasons for the absence of such terms for normal fluids are indicated, and a related microscopic explanation for their existence in granular fluids is presented.

    The solar argon abundance cannot be directly derived by spectroscopic observations of the solar photosphere. The solar Ar abundance is evaluated from solar wind measurements, nucleosynthetic arguments, observations of B stars, HII regions, planetary nebulae, and noble gas abundances measured in Jupiter's atmosphere. These data lead to a recommended argon abundance of N(Ar) = 91,200(+/-)23,700 (on a scale where Si = 10^6 atoms). The recommended abundance for the solar photosphere (on a scale where log N(H) = 12) is A(Ar)photo = 6.50(+/-)0.10, and taking element settling into account, the solar system (protosolar) abundance is A(Ar)solsys = 6.57(+/-)0.10.

    Several investigations of FGK stars in the solar neighborhood have suggested that thin-disk stars with an iron abundance similar to the Sun appear to show higher abundances of other elements, such as silicon, titanium, or nickel. Offsets could arise if the samples contain stars with ages, mean galactocentric distances, or kinematics, that differ on average from the solar values. They could also arise due to systematic errors in the abundance determinations, if the samples contain stars that are different from the Sun regarding their atmospheric parameters. We re-examine this issue by studying a sample of 80 nearby stars with solar-like colors and luminosities. Among these solar "analogs", the objects with solar iron abundances exhibit solar abundances of carbon, silicon, calcium, titanium and nickel.

A solar concentrator, such as reflective parabolic trough, is movably connected to an optically transparent section of the aircraft body for receiving and concentrating solar energy from within the aircraft. Concentrated solar energy is collected by a heat collection and transport conduit, and heat transported to the thermal battery. A solar tracker includes a heliostat for determining optimal alignment with the sun, and a drive motor actuating the solar concentrator into optimal alignment with the sun based on a determination by the heliostat.

    We present a study of the waiting time distributions (WTDs) of solar energetic particle (SEP) events observed with the spacecraft WIND and GOES. The WTDs of both solar electron events (SEEs) and solar proton events (SPEs) display a power-law tail of ??t {sup –?}. The SEEs display a broken power-law WTD. The power-law index is ?{sub 1} = 0.99 for the short waiting times (<70 hr) and ?{sub 2} = 1.92 for large waiting times (>100 hr). The break of the WTD of SEEs is probably due to the modulation of the corotating interaction regions. The power-law index, ? ? 1.82, is derived for the WTD of the SPEs which is consistent with the WTD of type II radio bursts, indicating a close relationship between the shock wave and the production of energetic protons. The WTDs of SEP events can be modeled with a non-stationary Poisson process, which was proposed to understand the waiting time statistics of solar flares. We generalize the method and find that, if the SEP event rate ? = 1/?t varies as the time distribution of event rate f(?) = A?{sup –?}exp (– ??), the time-dependent Poisson distribution can produce a power-law tail WTD of ??t {sup ?} {sup –3}, where 0 ? ? < 2.
