    Environmental Justice (EJ) concerns are now a pervasive part of environmental policy. Moreover, Federal Executive Order 12898 mandates its diffusion throughout federal government programs, and many states are developing similar programs. EJ concerns first arose in the environmental field in the context of hazardous waste facilities. Thus, hazardous waste applications provide important analytical models for EJ issues addressed in other programs, such as environmental assessment (EA). At the present time, EJ concerns are treated largely qualitatively in EAs and environmental impact statements (EISs) in sections dealing with neighborhood and community character or socioeconomics. The manner in which EJ issues are examined in EISs is described using examples from recent EISs, and an approach to quantifying EJ in terms of demographic patterns is presented using techniques previously applied by the author to hazardous waste sites (primarily sites on the National Priorities List under the Superfund program). Various geographic levels and demographic parameters are discussed and compared. A key point is the manner in which the choice of a comparison area influences conclusions about a particular area. these methods are critical in addressing such issues as whether proposed projects are being located in areas with relatively greater proportions of {open_quotes}vulnerable{close_quotes} populations or, in the case of public service projects, how these populations are served relative to other populations by the facilities that are the subject of the assessment.

    The Idaho National Engineering, Laboratory (INEL) Waste and Environmental Information integration Project (IWEIIP) was established in December 1993 to address issues related to INEL waste and environmental information including: Data quality; Data redundancy; Data accessibility; Data integration. This effort includes existing information, new development, and acquisition activities. Existing information may not be a database record; it may be an entire document (electronic, scanned, or hard-copy), a video clip, or a file cabinet of information. The IWEIIP will implement an effective integrated information framework to manage INEL waste and environmental information as an asset. This will improve data quality, resolve data redundancy, and increase data accessibility; therefore, providing more effective utilization of the dollars spent on waste and environmental information.

    This contract involved a team of companies led by WPI (formerly the Waste Policy Institute). In addition to WPI, the team included four subcontractors--TRW (formerly BDM Federal), SAIC, Energetics, and the University of North Dakota Energy and Environmental Research Center (EERC). The team of companies functioned as a ''seamless team'' assembled to support the Environmental Management Program Focus Areas. Staff resources were applied in the following offices: Richland, Washington, Idaho Falls, Idaho, Morgantown, West Virginia, Grand Forks, North Dakota, Aiken, South Carolina, Gaithersburg, Maryland, and Blacksburg, Virginia. These locations represented a mixture of site support offices at the field focus area locations and central staff to support across the focus areas. The management of this dispersed resource base relied on electronic communication links to allow the team to function as a ''virtual office'' to address tasks with the best qualified staff matched to the task assignments. A variety of tasks were assigned and successfully completed throughout the life of the contract that involved program planning and analysis, program execution, program information management and communication and data transmission.

    The Savannah River Site (SRS) is a large federal installation hosting diverse missions and multiple organizations with competing regulatory needs. Accordingly, there was a need to integrate environmental compliance strategies to ensure the consistent flow of information between Department of Energy-Savannah River (DOE-SR), the regulatory agencies and other interested parties. In order to meet this objective, DOE and major SRS contractors and tenants have committed to a strategy of collaboratively working together to ensure that a consistent, integrated, and fully coordinated approach to environmental compliance and regulator relationships is maintained. DOE-SR and Savannah River Nuclear Solutions, LLC, the SRS management and operations contractor, have established an environmental compliance integration process that provides for the consistent flow down of requirements to projects, facilities, SRS contractors, and subcontractors as well as the upward flow of information to assist in the early identification and resolution of environmental regulatory issues and enhancement of compliance opportunities. In addition, this process strongly fosters teamwork to collaboratively resolve complex regulatory challenges, promote pollution prevention and waste minimization opportunities to advance site missions in a manner that balances near-term actions with the long-term site vision, while being protective of human health and the environment. Communication tools are being utilized, some with enhancements, to ensure appropriate information is communicated to all levels with environmental responsibility at SRS. SRS internal regulatory integration is accomplished through a variety of informational exchange forums (e.g., Challenges, Opportunities and Resolution (COR) Team, DOE's Joint Site Regulatory Integration Team, and the Senior Environmental Managers Council (SEMC)).     The Federal Facilities compliance Act of 1992 directs all federal facilities including those under the auspices of the Department of Defense (DoD) to adhere to the ever growing number of environmental statutes. With a large percentage of the 1994 DoD budget dedicated to major acquisitions, it became apparent that an intensive study of the acquisition process was needed to identify milestone areas in which environmental protection requirements could be integrated. This paper provides a synopsis of the study which was undertaken to assist the DoD in understanding environmental considerations and complying with environmental legislation. The study utilized a three phased methodology which provided legislation analysis, process application, and guidance development. In phase one, over 25 Federal and 14 state environmental statutes and regulations, the tri-service regulations, and the DoD and EPA policy and procedures were analyzed. Phase two applied the environmental considerations and legislative analysis to the defense acquisition process, while phase three developed specific guidance to assist government personnel in their roles and responsibilities. The study resulted in the development of an expandable PC-based support system that integrated environmental protection considerations in the defense acquisition process and provided guidance to the responsible government official(s).

    The U.S. Department of Energy's (DOE) Office of Environmental Management (DOE/EM) currently supports an effort to understand and predict the fate of nuclear contaminants and their transport in natural and engineered systems. Geologists, hydrologists, physicists and computer scientists are working together to create models of existing nuclear waste sites, to simulate their behavior and to extrapolate it into the future. We use visualization as an integral part in each step of this process. In the first step, visualization is used to verify model setup and to estimate critical parameters. High-performance computing simulations of contaminant transport produces massive amounts of data, which is then analyzed using visualization software specifically designed for parallel processing of large amounts of structured and unstructured data. Finally, simulation results are validated by comparing simulation results to measured current and historical field data. We describe in this article how visual analysis is used as an integral part of the decision-making process in the planning of ongoing and future treatment options for the contaminated nuclear waste sites. Lessons learned from visually analyzing our large-scale simulation runs will also have an impact on deciding on treatment measures for other contaminated sites.

    The U.S. Department of Energy's (DOE) Office of Environmental Management (DOE/EM) currently supports an effort to understand and predict contaminant fate and transport in natural and engineered systems. Geologists, hydrologists, physicists and computer scientists are working together to create models of existing contaminated sites and to simulate their behavior. Simulation results are verified based on historical data and extrapolated into the future. Visualization is used for model setup verification, visual analysis of high-performance computing simulation results, and uncertainty quantification. This article describes the challenges and solutions for visual data analysis, which impacts the decision-making process for each of the contaminated sites. Lessons learned from these simulations will also have an impact on deciding on treatment measures for other, similarly contaminated areas, including those affected by more recent events, such as Chernobyl and Fukushima.

  14. Lessons learned and new challenges for integrated assessment under the National Environmental Policy Act

    One of the first government-sponsored demands for integrated assessment to support decision making in the United States is embodied in the National Environmental Policy Act of 1969 (NEPA). Over the past 25 years, Oak Ridge National Laboratory (ORNL) has supported federal agencies` in evaluating health and environmental impacts as required by NEPA. Many of ORNL`s efforts have focused on complex, programmatic assessments that break new ground and require and integrate expertise from a wide range of technical disciplines. Examples of ORNL projects that illustrate the use of integrated assessment approaches include environmental documentation for: (1) the Department of the Army`s Chemical Stockpile Disposal Program, (2) the Federal Energy Regulatory Commission`s licensing activities related to the Owens River Basin in eastern California and along a 500-mile reach of the upper Ohio River, and (3) the Nuclear Regulatory Commission`s decision regarding restart of the undamaged reactor (Unit 1) at Three Mile Island. Our discussion of these examples illustrates successful integrated assessment approaches and identifies new challenges facing integrated assessment activities.

    This report is a review of current practices and policies in considering environmental externalities in the integrated resource planning and performance based regulation (IRP/PBR) process. The following issues are presented and examined: What are the pros and cons of treating environmental externalities in the IRP process? How are potential future environmental regulations being treated? Are externalities being qualitatively or quantitatively considered, or monetized? Are offsets being allowed? How are externality policies being coordinated among different levels and branches of governments? Should environmental externalities be considered in dispatching a utility`s existing resources? What are the procedures for addressing uncertainty in incorporating environmental externalities into IRP? How are externalities valued? What are other approaches to addressing environmental externalities. This report describes seven major approaches for addressing environmental externalities in the IRP process: qualitative treatment, weighting and ranking, cost of control, damage function, percentage adders, monetization by emission, and multiattribute trade-off analysis. The discussion includes a taxonomy of the full range of alternative methods for addressing environmental externalities, a summary of state PUC actions, the role of state laws, the debate on environmental adders, and the choice of methodologies. In addition, this report characterizes the interests of stakeholders such as the electric industry, fuel suppliers, energy consumers, governmental agencies, public interest groups, consultants, and others. It appears that the views, positions, and interests of these stakeholders are affected by their perceptions of the potential impacts on their economic interests or the viability of their position on environmental policy, by the societal perspective they take, and by the orientation of the analysts toward market competition and their respective accumulated expertise.

    Environmental flows represent a legal mechanism to balance existing and future water uses and sustain non-use values. Here, we identify current challenges, provide examples where they are important, and suggest research advances that would benefit environmental flow science. Specifically, environmental flow science would benefit by (1) developing approaches to address streamflow needs in highly modified landscapes where historic flows do not provide reasonable comparisons, (2) integrating water quality needs where interactions are apparent with quantity but not necessarily the proximate factor of the ecological degradation, especially as frequency and magnitudes of inflows to bays and estuaries, (3) providing a bettermore » understanding of the ecological needs of native species to offset the often unintended consequences of benefiting non-native species or their impact on flows, (4) improving our understanding of the non-use economic value to balance consumptive economic values, and (5) increasing our understanding of the stakeholder socioeconomic spatial distribution of attitudes and perceptions across the landscape. Environmental flow science is still an emerging interdisciplinary field and by integrating socioeconomic disciplines and developing new frameworks to accommodate our altered landscapes, we should help advance environmental flow science and likely increase successful implementation of flow standards.« less

  17. Environmental implications associated with integrated resource planning by public utilities in the western United States

    The Western Area Power Administration is about to impose integrated resource planning requirements on its 612 public-power customers as part of its Energy Planning and Management Program (EPAM) and consistent with the Energy Policy Act of 1992. EPAM will affect public utilities over a 15-state region stretching from Minnesota to California, Montana to Texas. In this study, an assessment is made of the environmental impacts of the IRP requirements. Environmental impacts are calculated based on modeled changes in electric power generation and capacity additions.

  18. Integrating technical knowledge and management skill in the education of environmental professionals

    The educational preparation of environmental professionals has been criticized as too narrow. Most degree programs emphasize a specific technical area (e.g., toxicology or air quality) or specific management area (e.g., economics or public policy). The consequences of such focused educational backgrounds can severely limit the effectiveness and efficiency of most environmental professionals: those who work for corporations whose primary mission is not related to the environment but who must consider the environment in the course of carrying out their mission. The authors suspect that lack of communication between practicing professionals in private and public organizations and academics is one root cause of the limitations of current academic programs that prepare environmental professionals. In order to demonstrate the potential advantages of such communication as well as the possibility of integrating technical and management education in a single program, this paper describes the Graduate Environmental and Engineering Management (GEE) curriculum within the School of Engineering at the Air Force Institute of Technology (AFIT). It is the hope of the authors that this model curriculum will prompt practicing environmental professionals and others outside academy to involve themselves in the development of educational programs designed to prepare future environmental professionals.

    Elucidating uncertainty and sensitivity structures in environmental models can be a difficult task, even for low-order, single-medium constructs driven by a unique set of site-specific data. Quantitative assessment of integrated, multimedia models that simulate hundreds of sites, spanning multiple geographical and ecological regions, will ultimately require a comparative approach using several techniques, coupled with sufficient computational power. The Framework for Risk Analysis in Multimedia Environmental Systems - Multimedia, Multipathway, and Multireceptor Risk Assessment (FRAMES-3MRA) is an important software model being developed by the United States Environmental Protection Agency for use in risk assessment of hazardous waste management facilities. The 3MRA modeling system includes a set of 17 science modules that collectively simulate release, fate and transport, exposure, and risk associated with hazardous contaminants disposed of in land-based waste management units (WMU) .

    The purpose of this contract is to develop and refine the Integrated Environmental Control Model (IECM). In its current configuration, the IECM provides a capability to model various conventional and advanced processes for controlling air pollutant emissions from coal-fired power plants before, during, or after combustion. The principal purpose of the model is to calculate the performance, emissions, and cost of power plant configurations employing alternative environmental control methods. The model consists of various control technology modules, which may be integrated into a complete utility plant in any desired combination. In contrast to conventional deterministic models, the IECM offers the unique capability to assign probabilistic values to all model input parameters, and to obtain probabilistic outputs in the form of cumulative distribution functions indicating the likelihood of different costs and performance results. The work in this contract is divided into two phases. Phase I deals with further developing the existing version of the IECM and training PETC personnel on the effective use of the model. Phase H deals with creating new technology modules, linking the IECM with PETC databases, and training PETC personnel on the effective use of the updated model. The present report summarizes recent progress on the Phase I effort during the period April 1, 1995 through June 30, 1995. This report presents additional revisions to the new cost models of flue gas desulfurization (FGD) technology initially reported in our fourth quarterly report. For convenience, the complete description of the revised FGD models are presented here.

  5. Integrated Omics in Systems Biology: The New Frontier for Environmental Biotechnology

    Environmental biotechnology encompasses a wide range of characterization, monitoring and control for bioenergy and bioremediation technologies that are based on biological processes. Recent breakthroughs in our understanding of biogeochemical processes and genomics are leading to exciting new and cost effective ways to monitor and manipulate the environment and potentially produce bioenergy fuels as we also cleanup the environment. Indeed, our ability to sequence an entire microbial genome in just a few hours is leading to similar breakthroughs in characterizing proteomes, metabolomes, phenotypes, and fluxes for organisms, populations, and communities. Understanding and modeling functional microbial community structure and stress responses in subsurface environments has tremendous implications for our fundamental understanding of biogeochemistry and the potential for making biofuel breakthroughs. Monitoring techniques that inventory and monitor terminal electron acceptors and electron donors, enzyme probes that measure functional activity in the environment, functional genomic microarrays, phylogenetic microarrays, metabolomics, proteomics, and quantitative PCR are also being rapidly adapted for studies in environmental biotechnology. Integration of all of these new high throughput techniques using the latest advances in bioinformatics and modeling will enable break-through science in environmental biotechnology. A review of these techniques with examples from field studies and lab simulations will be discussed.

This cleanup project was conducted utilizing the Non-time Critical Removal Action process. Due to the close proximity (above the contaminated soil) of a number of above ground storage tanks and a building, the CERCLA project team worked closely with the D&D group to ensure all requirements for each program were met. Lessons learned and regulatory requirements are discussed in the paper, including the factors unknown to many ER personnel regarding the steps required to be completed prior to the dismantlement of structures. The paper summarizes the background associated with the site, why the removal action was conducted, the scope of the removal action, and the results. The emphasis of the paper is to discuss the integration between ER and D&D requirements and processes. In the current environment where ER and D&D activities are commingled, it is imperative that ER and D&D personnel are aware of the requirements imposed upon each program. By working together and building upon the strengths of each program, the INEEL�s 1997 removal action was a tremendous success.

    By their spatially very distributed nature, profitability and impacts of renewable energy resources are highly correlated with the geographic locations of power plant deployments. A web-based Spatial Decision Support System (SDSS) based on a Multi-Criteria Decision Analysis (MCDA) approach has been implemented for identifying preferable locations for solar power plants based on user preferences. The designated areas found serve for the input scenario development for a subsequent integrated Environmental Impact Assessment. The capabilities of the SDSS service get showcased for Concentrated Solar Power (CSP) plants in the region of Andalusia, Spain. The resulting spatial patterns of possible power plant sites are an important input to the procedural chain of assessing impacts of renewable energies in an integrated effort. The applied methodology and the implemented SDSS are applicable for other renewable technologies as well. - Highlights: • The proposed tool facilitates well-founded CSP plant siting decisions. • Spatial MCDA methods are implemented in a WebGIS environment. • GIS-based SDSS can contribute to a modern integrated impact assessment workflow. • The conducted case study proves the suitability of the methodology.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the United States Department of Energy's (DOE) Idaho National Engineering Laboratory (INEL) and Component Development and Integration Facility (CDIF), conducted September 14 through October 2, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. The team includes outside experts supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the INEL and CDIF. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations' carried on at the INEL and the CDIF, and interviews with site personnel. The Survey team developed a Sampling and Analysis (S A) Plan to assist in further assessing certain of the environmental problems identified during its on-site activities. The S A Plan will be executed by the Oak Ridge National Laboratory.   10. Integrating affordability, energy and environmental efficiency, air quality and disaster resistance into residential design and construction

    Much has been researched and written about the individual qualities of good home design and construction in terms of: energy efficiency; affordability; indoor air quality; sustainability; and wind, fire, and flood resistance. The real challenge is to integrate all these characteristics into the ideal house. The purpose of this paper is to review the characteristics of each of the above features and explore the integration of them into the ideal residential structure. The house would take the shape of a compact two story structure. A geometrically compact structure uses less construction materials per floor area, presents less area for improved thermal efficiency, and less profile for wind and flood resistance. The first floor would be constructed using insulated strong high thermal mass masonry system resistant to flood, wind, fire, and termite damage. The second story would be constructed using a lighter reinforced wood frame system with between stud insulation coupled with exterior insulated sheathing to minimize thermal bridging across studs. Optimizing floor plan such as separating living and sleeping areas present opportunities for efficient split HVAC zoning, natural ventilation, and solar passive adaptation. The design would emphasize the 4, 8, and 12 foot dimensioning for waste reduction; selection of environmentally friendly building materials, such as cellulose insulation; and efficient lighting and appliances. Features providing improved indoor air quality such as prudent duct selection, design and location, use of radon barriers, omission of carpeting, and control of moisture would be addressed. The design philosophy, concepts and rationale for the integration of these and many other features of the ideal residence will be addressed and illustrated.

  12. Making the market right for environmentally sound energy-efficient technologies: US buildings sector successes that might work in developing countries and Eastern Europe

    Between 1973 and 1985, when energy prices were high, all Organization for Economic Cooperation and Development (OECD) countries improved their E/GNP by about 2.5% annually. Increased energy efficiency accounted for 2/3rds of this improvement; the remaining portion was due to structural changes in the economy. In the US, analytic and policy tools that have successfully promoted energy efficiency include integrated resource planning, energy use labels, energy use standards, ``Golden Carrot`` incentive programs, and revenue-neutral ``feebates.`` In addition, a number of low cost, environmentally sound, energy-efficient technologies, such as electronic ballasts, compact fluorescent lamps, and low-emissivity windows, have recently been developed. We discuss how many of these policies and technologies are probably exportable to developing countries and Eastern Europe, giving examples of successful starts in India, the ASEAN countries, and Brazil.

    The Salt Lake City Area Office of the Western Area Power Administration (Western) markets electricity produced at hydroelectric facilities operated by the Bureau of Reclamation. The facilities are known collectively as the Salt Lake City Area Integrated Projects (SLCA/IP) and include dams equipped for power generation on the Green, Gunnison, Rio Grande, and Colorado rivers and on Deer and Plateau creeks in the states of Wyoming, Utah, Colorado, Arizona, and New Mexico. Of these facilities, only the Glen Canyon Unit, the Flaming Gorge Unit, and the Aspinall Unit (which includes Blue Mesa, Morrow Point, and Crystal dams) are influenced by Western`s power scheduling and transmission decisions. The EIS alternatives, called commitment-level alternatives, reflect combinations of capacity and energy that would feasibly and reasonably fulfill Western`s firm power marketing responsibilities, needs, and statutory obligations. The viability of these alternatives relates directly to the combination of generation capability of the SLCA/IP with energy purchases and interchange. The economic and natural resource assessments in this environmental impact statement (EIS) include an analysis of commitment-level alternatives. Impacts of the no-action altemative are also assessed. Supply options, which include combinations of electrical power purchases and hydropower operational scenarios reflecting different operations of the dams, are also assessed. The EIS evaluates the impacts of these scenarios relative to socioeconomics, air resources, water resources, ecological resources, cultural resources, land use, recreation, and visual resources.

    In today's world, instant access to information is taken for granted. The national labs are no exception; our data users expect immediate access to their data. Los Alamos National Laboratory (LANL) has collected over ten million records, and the data needs to be accessible to scientists as well as the public. The data span a wide range of media, analytes, time periods, formats, and quality and have traditionally existed in scattered databases, making comprehensive work with the data impossible. Recently, LANL has successfully integrated all their environmental data into a single, cloud-based, web-accessible data management system. The system combines data transparency to the public with immediate access required by the technical staff. The use of automatic electronic data validation has been critical to immediate data access while saving millions of dollars and increasing data consistency and quality. The system includes a Google Maps based GIS tool that is simple enough for people to locate potentially contaminated sites near their home or workplace, and complex enough to allow scientists to plot and trend their data at the surface and at depth as well as over time. A variety of formatted reports can be run at any desired frequency to report the most current data available in the data base. The advanced user can also run free form queries of the data base. This data management system has saved LANL time and money, an increasingly important accomplishment during periods of budget cuts with increasing demand for immediate electronic services. (authors)

The goal of an institutionalized Integrated Safety Management System (ISMS) is to have a single integrated system that includes Environment, Safety, and Health requirements in the work planning and execution processes to ensure the protection of the worker, public, environment, and the federal property over the life cycle of the Environmental Restoration (ER) Project.     Response to environmental chemicals can vary widely among individuals and between population groups. In human health risk assessment, data on susceptibility can be utilized by deriving risk levels based on a study of a susceptible population and/or an uncertainty factor may be applied to account for the lack of information about susceptibility. Defining genetic susceptibility in response to environmental chemicals across human populations is an area of interest in the NAS' new paradigm of toxicity pathway-based risk assessment. Data from high-throughput/high content (HT/HC), including -omics (e.g., genomics, transcriptomics, proteomics, metabolomics) technologies, have been integral to the identification and characterization of drug target and disease loci, and have been successfully utilized to inform the mechanism of action for numerous environmental chemicals. Large-scale population genotyping studies may help to characterize levels of variability across human populations at identified target loci implicated in response to environmental chemicals. By combining mechanistic data for a given environmental chemical with next generation sequencing data that provides human population variation information, one can begin to characterize differential susceptibility due to genetic variability to environmental chemicals within and across genetically heterogeneous human populations. The integration of such data sources will be informative to human health risk assessment.

    The general goal of this research project is to enhance, and transfer to DOE, a new computer simulation model for analyzing the performance and cost of environmental control systems for coal-fired power plants. Systems utilizing pre-combustion, combustion, or post-combustion control methods, individually or in combination, may be considered. A unique capability of this model is the probabilistic representation of uncertainty in model input parameters. This stochastic simulation capability allows the performance and cost of environmental control systems to be quantified probabilistically, accounting for the interactions among all uncertain process and economic parameters. This method facilitates more rigorous comparisons between conventional and advanced clean coal technologies promising improved cost and/or effectiveness for SO{sub 2} and NO{sub x} removal. Detailed modeling of several pre-combustion and post-combustion processes of interest to DOE/PETC have been selected for analysis as part of this project.

    Sustainable development or sustainability has been highlighted as an essential principle in urban master planning, with increasing recognition that uncontrollable urbanization may well give rise to various issues such as overexploitation of natural resources, ecosystem destruction, environmental pollution and large-scale climate change. Thus, it is deemed necessary to modify the existing urban and regional administrative system so as to cope with the challenges urban planning is being confronted with and realize the purpose of urban sustainability. This paper contributed to proposing a mechanism which helps to make urban planning with full consideration of issues with respect to sustainable development. We suggested that the integration of urban planning, SEA and ecological planning be a multi-win strategy to offset deficiency of each mentioned political tool being individually applied. We also proposed a framework where SEA and ecological planning are fully incorporated into urban planning, which forms a two-way constraint mechanism to ascertain environmental quality of urban planning, although in practice, planning and SEA processes may conditionally be unified. Moreover, as shown in the case study, the integration of the three political tools may be constrained due to slow changes in the contextual factors, in particular the political and cultural dimensions. Currently within the context of China, there may be three major elements which facilitate integration of the three political tools, which are (1) regulatory requirement of PEIA on urban planning, (2) the promotion or strong administrative support from government on eco-district building, and (3) the willingness of urban planners to collaborate with SEA experts or ecologists.

    Argonne National Laboratory (ANL), in collaboration with DOE`s Radiological and Environmental Sciences Laboratory (RESL), Environmental Measurements Laboratory (EML), and Grand Junction Project Office (GJPO), is working with the Department of Energy (DOE) Headquarters and the US Environmental Protection Agency (EPA) to develop the Integrated Performance Evaluation Program (IPEP). The purpose of IPEP is to integrate performance evaluation (PE) information from existing PE programs with expanded quality assurance (QA) activities to develop information about the quality of radiological, mixed waste, and hazardous environmental sample analyses provided by all laboratories supporting DOE Environmental Restoration and Waste Management (EM) programs. The IPEP plans to utilize existing PE programs when available and appropriate for use by DOE-EM; new PE programs will be developed only when no existing program meets DOE`s needs.

  2. Klondike III/Biglow Canyon Wind Integration Project; Final Environmental Impact Statement, September 2006.

    BPA has been asked by PPM Energy, Inc. to interconnect 300 megawatts (MW) of electricity generated from the proposed Klondike III Wind Project to the Federal Columbia River Transmission System. Orion Energy LLC has also asked BPA to interconnect 400 MW of electricity from its proposed Biglow Canyon Wind Farm, located north and east of the proposed Klondike III Wind Project. (Portland General Electric recently bought the rights to develop the proposed Biglow Canyon Wind Farm from Orion Energy, LLC.) Both wind projects received Site Certificates from the Oregon Energy Facility Siting Council on June 30, 2006. To interconnect these projects, BPA would need to build and operate a 230-kV double-circuit transmission line about 12 miles long, expand one substation and build one new substation. The wind projects would require wind turbines, substation(s), access roads, and other facilities. Two routes for the transmission line are being considered. Both begin at PPM's Klondike Schoolhouse Substation then travel north (Proposed Action) or north and westerly (Middle Alternative) to a new BPA 230-kV substation next to BPA's existing John Day 500-kV Substation. BPA is also considering a No Action Alternative in which BPA would not build the transmission line and would not interconnect the wind projects. The proposed BPA and wind projects would be located on private land, mainly used for agriculture. If BPA decides to interconnect the wind projects, construction of the BPA transmission line and substation(s) could commence as early as the winter of 2006-07. Both wind projects would operate for much of each year for at least 20 years. The proposed projects would generally create no or low impacts. Wildlife resources and local visual resources are the only resources to receive an impact rating other than ''none'' or ''low''. The low to moderate impacts to wildlife are from the expected bird and bat mortality and the cumulative impact of this project on wildlife when combined with

    This project seeks to improve the ability of integrated assessment models (IA) to incorporate changes in technology, especially environmental technologies, cost and performance over time. In this report, we present results of research that examines past experience in controlling other major power plant emissions that might serve as a reasonable guide to future rates of technological progress in carbon capture and sequestration (CCS) systems. In particular, we focus on U.S. and worldwide experience with sulfur dioxide (SO{sub 2}) and nitrogen oxide (NO{sub x}) control technologies over the past 30 years, and derive empirical learning rates for these technologies. The patterns of technology innovation are captured by our analysis of patent activities and trends of cost reduction over time. Overall, we found learning rates of 11% for the capital costs of flue gas desulfurization (FGD) system for SO{sub 2} control, and 13% for selective catalytic reduction (SCR) systems for NO{sub x} control. We explore the key factors responsible for the observed trends, especially the development of regulatory policies for SO{sub 2} and NO{sub x} control, and their implications for environmental control technology innovation.

    This article highlights the need for an active role for building physics in the development of near-zero energy buildings while analyzing an example of an integrated system for the upgrade of existing buildings. The science called either Building Physics in Europe or Building Science in North America has so far a passive role in explaining observed failures in construction practice. In its new role, it would be integrating modeling and testing to provide predictive capability, so much needed in the development of near-zero energy buildings. The authors attempt to create a compact package, applicable to different climates with small modifications of some hygrothermal properties of materials. This universal solution is based on a systems approach that is routine for building physics but in contrast to separately conceived sub-systems that are typical for the design of buildings today. One knows that the building structure, energy efficiency, indoor environmental quality, and moisture management all need to be considered to ensure durability of materials and control cost of near-zero energy buildings. These factors must be addressed through contributions of the whole design team. The same approach must be used for the retrofit of buildings. As this integrated design paradigm resulted from demands of sustainable built environment approach, building physics must drop its passive role and improve two critical domains of analysis: (i) linked, real-time hygrothermal and energy models capable of predicting the performance of existing buildings after renovation and (ii) basic methods of indoor environment and moisture management when the exterior of the building cannot be modified.

    The purpose and need of the proposed action, which is the installation of an overhead powerline extension from an Naval Petroleum Reserve No. 1 (NPR-1) power source to the WKWD Station A, is to significantly reduce NPR-1`s overall utility costs. While the proposed action is independently justified on its own merits and is not tied to the proposed NPR-1 Cogeneration Facility, the proposed action would enable DOE to tie the NPR-1 fresh water pumps at Station A into the existing NPR-1 electrical distribution system. With the completion of the cogeneration facility in late 1994 or early 1995, the proposed action would save additional utility costs. This report deals with the environmental impacts of the construction of the powerline and the water pipeline. In addition, information is given about property rights and attaining permission to cross the property of proposed affected owners.

    Global markets trading rights to emit greenhouse gases are now actively considered by the United Nations. This leads to a new phenomenon: environmental markets in a global scale. Is this new, or are these markets simply a global manifestation of a trend towards market solutions? This paper will show that there is a fundamental difference between global environmental markets and standard stock exchanges. Because the atmosphere of the planet is one and the same for all, these markets trade {open_quotes}public goods{close_quotes} which are, however, privately produced. These are different from all the goods that are traded in markets today. Efficiency in these markets dictates different rules, involving a more equitable allocation of property rights on environmental use, and this requires new institutional arrangements. There is a need for a new institution, an International Bank for Environmental Settlements (IBES), which can lead to organized trading and ensures market integrity and efficiency.

    One of the most difficult problems facing industry, regulators, consultants and attorneys involved in the environmental arena is the lack of a functional method of prioritization of the seemingly unreconcilable interests of the varying entities involved in waste reduction, elimination and cleanup. This paper and presentation will address this problem by presenting methodology for problem solving that can be adopted by the competing interests to form a unified systems analysis that has enjoyed widespread use and success in both commercial business and industry, and other regulated government industries such as defense, aerospace and communication. The authors will employ specific examples of case studies with focus on hazardous waste reduction and how the quality tools and techniques commonly referred to as Total Quality Management (such as Quality Function Deployment, Experimental Design, Statistical Process Control and Functional Analysis) are and can be utilized in the process. The authors will illustrate the application of TQM techniques to areas such as process integration (e.g. implementation of the NEPA decision-making), as well as functional implementation in risk assessment, cost analysis and concurrent engineering (in the case of waste minimization technology development).

    Maximizing Storage Rate and Capacity and Insuring the Environmental Integrity of Carbon Dioxide Sequestration in Geological Formations The U.S. and other countries may enter into an agreement that will require a significant reduction in CO2 emissions in the medium to long term. In order to achieve such goals without drastic reductions in fossil fuel usage, CO2 must be removed from the atmosphere and be stored in acceptable reservoirs. The research outlined in this proposal deals with developing a methodology to determine the suitability of a particular geologic formation for the long-term storage of CO2 and technologies for the economical transfer and storage of CO2 in these formations. A novel well-logging technique using nuclear-magnetic resonance (NMR) will be developed to characterize the geologic formation including the integrity and quality of the reservoir seal (cap rock). Well-logging using NMR does not require coring, and hence, can be performed much more quickly and efficiently. The key element in the economical transfer and storage of the CO2 is hydraulic fracturing the formation to achieve greater lateral spreads and higher throughputs of CO2. Transport, compression, and drilling represent the main costs in CO2 sequestration. The combination of well-logging and hydraulic fracturing has the potential of minimizing these costs. It is possible through hydraulic fracturing to reduce the number of injection wells by an order of magnitude. Many issues will be addressed as part of the proposed research to maximize the storage rate and capacity and insure the environmental integrity of CO2 sequestration in geological formations. First, correlations between formation properties and NMR relaxation times will be firmly established. A detailed experimental program will be conducted to determine these correlations.     The US Department of Energy (DOE) Environmental Management (EM) program faces significant technical and financial challenges in cleaning up the environmental legacy of nuclear weapons production and research and development, while facing an uncertain future in obtaining the needed funding to perform this work. Many of these requirements, including State and Federal regulations and negotiated agreements, continue to be a significant contributor to EM program costs and schedules. Historically, the sites have managed their programs focusing on their individual site`s needs. While this approach maximized successes at individual sites, it has resulted in a more costly program than if more integration across the DOE system occurred. In July 1996, the DOE Assistant Secretary for EM, Al Alm, chartered a contractor led effort to perform complex-wide integration in support of the ten-year plan process to develop a suite of technically defensible, integrated alternatives to meet the EM mission. This report documents opportunities for waste and nuclear materials management integration activities in six areas: transuranic (TRU) waste, mixed low-level waste (MLLW), low-level waste (LLW), environmental restoration (ER), high-level waste (HLW), and spent nuclear fuel (SNF). The opportunities represent technically defensible solutions which reduce cost, accelerate schedules, and result in no significant increase in risk.

    Utilities are developing sulfur dioxide (SO{sub 2}) emission compliance plans to meet limitations of the Clean Air Act Amendments of 1990 (CAAA). Compliance plans will have long-term effects on resource selection, fuel choice, and system dispatch. Use of integrated resource planning (IRP) is necessary to ensure compliance plans are consistent with the overall societal goals. In particular, environmental externalities must be integrated with the compliance planning process. The focus of the CAAA is on air pollution reduction, specifically acid gases and toxics, and attainment of National Ambient Air Quality Standards (NAAQS) for criteria pollutants. Title IV specifically focuses on sulfur dioxide with a national allowance trading system, while further regulation of toxics and nitrogen oxides is slated for additional study. Yet, compliance planning based narrowly upon today`s environmental regulations could fail to meet the broad goals of IRP if a larger array of environmental externalities is excluded from the analysis. Compliance planning must consider a broad range of environmental effects from energy production and use to (1) protect society`s long-term stake in environmental quality, and (2) ensure that today`s plans are rich enough to accommodate potential changes in regulation and national environmental goals. The explicit recognition of environmental effects, such as those associated with CO{sub 2} release, will result in prudent compliance plans that take advantage of current opportunities for pollution avoidance and have long-term viability in the face of regulatory change. By including such considerations, the mix of resources acquired and operated (supply and demand, existing and new, conventional and renewable, fuel type and fuel quality, pollution control, and dispatch protocols) will be robust and truly least-cost.

    Life cycle assessment (LCA) is explored as an analytical tool in strategic environmental assessment (SEA), illustrated by case where a previously developed SEA process was applied to municipal energy planning in Sweden. The process integrated decision-making tools for scenario planning, public participation and environmental assessment. This article describes the use of LCA for environmental assessment in this context, with focus on methodology and practical experiences. While LCA provides a systematic framework for the environmental assessment and a wider systems perspective than what is required in SEA, LCA cannot address all aspects of environmental impact required, and therefore needs to be complemented by other tools. The integration of LCA with tools for public participation and scenario planning posed certain methodological challenges, but provided an innovative approach to designing the scope of the environmental assessment and defining and assessing alternatives. - Research highlights: Black-Right-Pointing-Pointer LCA was explored as analytical tool in an SEA process of municipal energy planning. Black-Right-Pointing-Pointer The process also integrated LCA with scenario planning and public participation.     Uncertainty about environmental mitigation needs at existing and proposed hydropower projects makes it difficult for stakeholders to minimize environmental impacts. Hydropower developers and operators desire tools to better anticipate mitigation requirements, while natural resource managers and regulators need tools to evaluate different mitigation scenarios and order effective mitigation. Here we sought to examine the feasibility of using a suite of multidisciplinary explanatory variables within a spatially explicit modeling framework to fit predictive models for future environmental mitigation requirements at hydropower projects across the conterminous U.S. Using a database comprised of mitigation requirements from more than 300 hydropower project licenses, wemore » were able to successfully fit models for nearly 50 types of environmental mitigation and to apply the predictive models to a set of more than 500 non-powered dams identified as having hydropower potential. The results demonstrate that mitigation requirements have been a result of a range of factors, from biological and hydrological to political and cultural. Furthermore, project developers can use these models to inform cost projections and design considerations, while regulators can use the models to more quickly identify likely environmental issues and potential solutions, hopefully resulting in more timely and more effective decisions on environmental mitigation.« less

The HEDR Project was established to estimate the radiation doses to individuals resulting from releases of radionuclides from the Hanford Site since 1944. This work is being done by staff at Battelle, Pacific Northwest Laboratories (Battelle) under a contract with the Centers for Disease Control (CDC) with technical direction provided by an independent Technical Steering Panel (TSP). The objective of this report is to-document the environmental accumulation and dose-assessment parameters that will be used to estimate the impacts of past Hanford Site airborne releases. During 1993, dose estimates made by staff at Battelle will be used by the Fred Hutchinson Cancer Research Center as part of the Hanford Thyroid Disease Study (HTDS). This document contains information on parameters that are specific to the airborne release of the radionuclide iodine-131. Future versions of this document will include parameter information pertinent to other pathways and radionuclides.

    As contained in the Regulations for Implementing the Procedural Provisions of the National Environmental Policy Act, 40 CFR 1500--1508, the Council on Environmental Quality (CEQ) directs federal agencies to adopt their own procedures for implementing the Act. The US Department of Energy (DOE) and the US Department of Agriculture Forest Service (USFS) are two examples of federal agencies with dissimilar but functionally equivalent CX processes. The DOE and USFS were selected as subjects for this study because of their distinctly different missions and as a results of the author`s familiarity with the policies of both agencies. The objectives of this study are to: (1) describe the CX policies and processes of the two agencies, (2) identify the similarities and differences between the two processes, and (3) suggest ways for improving these processes. In performing this evaluation, the authors will identify the components of each agency`s CX process that clearly contributes qualitative information for the purpose of making environmental planning decisions. Drawing from the best elements of each process, the authors will provide some general recommendations that should enable the agencies to fulfill their various obligations to the CX process while concurrently performing early, thorough, and expeditious environmental reviews under NEPA.

    This paper presents a methodology and results for assessing the impact of production and energy efficiency, environmental regulation, and abatement capital expenditure constraints (e.g. capital rationing) on the productivity of energy and pollution intensive sectors. Energy is treated like any other production input when examining evidence of inefficiency. We find that capital rationing and environmental regulations do contribute to productivity and energy efficiency losses, but do not explain all of the production and energy inefficiencies observed in the paper industry. A summary of the energy source of production inefficiency found in the paper industry, is presented.. Each source is derived as the incremental contribution., i.e. the first is constraints on capital, the second in environmental regulation not accounted for by the first, and the final component is production inefficiency that is not accounted for my any of the- environmental analysis. While the methods are very data intensive, they reveal much more that analysis of aggregate data, 1835 since the only plant level data can provide the estimates of inefficiency that this methodology employs.

    Strategic environmental assessment (SEA) focuses primarily on assessing how policies, plans, and programs (PPPs) influence the sustainability of the involved regions. However, the processes of assessing policies and developing management strategies for pollution load and resource use are usually separate in the current SEA system. This study developed a policy management methodology to overcome the defects generated during the above processes. This work first devised a dynamic management framework using the methods of systems thinking, system dynamics, and Managing for Results (MFRs). Furthermore, a driving force-pressure-state-impact-response (DPSIR) indicator system was developed. The golf course installation policy was applied as a case study. Taiwan, counties of Taiwan, and the golf courses within those individual counties were identified as a system, subsystems, and objects, respectively. This study identified an object-linked double-layer framework with multi-stage-option to simultaneously to quantify golf courses in each subsystem and determine ratios of abatement and allocation for pollution load and resource use of each golf course. The DPSIR indicator values for each item of each golf course in each subsystem are calculated based on the options taken in the two decision layers. The summation of indicator values for all items of all golf courses in all subsystems according to various options is defined as the sustainability value of the policy. An optimization model and a system (IDPMS) were developed to obtain the greatest sustainability value of the policy, while golf course quantity, human activity intensity, total quantities of pollution load and resource use are simultaneously obtained. The solution method based on enumeration of multiple bounds for objectives and constraints (EMBOC) was developed for the problem with 1.95 x 10{sup 128} combinations of possible options to solve the optimal solution in ten minutes using a personal computer with 3.0 GHz

  11. Integrating Volume Reduction and Packaging Alternatives to Achieve Cost Savings for Low Level Waste Disposal at the Rocky Flats Environmental Technology Site

    In order to reduce costs and achieve schedules for Closure of the Rocky Flats Environmental Technology Site (RFETS), the Waste Requirements Group has implemented a number of cost saving initiatives aimed at integrating waste volume reduction with the selection of compliant waste packaging methods for the disposal of RFETS low level radioactive waste (LLW). Waste Guidance Inventory and Shipping Forecasts indicate that over 200,000 m3 of low level waste will be shipped offsite between FY2002 and FY2006. Current projections indicate that the majority of this waste will be shipped offsite in an estimated 40,000 55-gallon drums, 10,000 metal and plywood boxes, and 5000 cargo containers. Currently, the projected cost for packaging, shipment, and disposal adds up to $80 million. With these waste volume and cost projections, the need for more efficient and cost effective packaging and transportation options were apparent in order to reduce costs and achieve future Site packaging a nd transportation needs. This paper presents some of the cost saving initiatives being implemented for waste packaging at the Rocky Flats Environmental Technology Site (the Site). There are many options for either volume reduction or alternative packaging. Each building and/or project may indicate different preferences and/or combinations of options.

    Argonne National Laboratory conducted an inventory of known archaeological and historic sites in areas that could be affected by the hydropower operation alternatives under analysis in the power marketing environmental impact statement for the Western Area Power Administration`s Salt Lake City Area Integrated Projects. The study areas included portions of the Green River (Flaming Gorge Dam to Cub Creek) in Utah and Colorado and the Gunnison River (Blue Mesa Reservoir to Crystal Dam) in Colorado. All previous archaeological surveys and previously recorded prehistoric and historic sites, structures, and features were inventoried and plotted on maps (only survey area maps are included in this report). The surveys were classified by their level of intensity, and the sites were classified according to their age, type, and contents. These data (presented here in tabular form) permit a general assessment of the character and distribution of archaeological remains in the study areas, as well as an indication of the sampling basis for such an assessment. To provide an adequate context for the descriptions of the archaeological and historic sites, this report also presents overviews of the environmental setting and the regional prehistory, history, and ethnography for each study area.

    To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods. BPA has prepared an Environmental Assessment (EA) (DOE/EA-1257) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI.

    This letter report is a description of work performed for the Hanford Environmental Dose Reconstruction (HEDR) Project. The HEDR Project was established to estimate the radiation doses to individuals resulting from releases of radionuclides from the Hanford Site since 1944. This work is being done by staff at Battelle, Pacific Northwest Laboratories (Battelle) under a contract with the Centers for Disease Control (CDC) with technical direction provided by an independent Technical Steering Panel (TSP). The objective of this report is to-document the environmental accumulation and dose-assessment parameters that will be used to estimate the impacts of past Hanford Site airborne releases. During 1993, dose estimates made by staff at Battelle will be used by the Fred Hutchinson Cancer Research Center as part of the Hanford Thyroid Disease Study (HTDS). This document contains information on parameters that are specific to the airborne release of the radionuclide iodine-131. Future versions of this document will include parameter information pertinent to other pathways and radionuclides.

  17. Two-Stage, Integrated, Geothermal-CO2 Storage Reservoirs: An Approach for Sustainable Energy Production, CO2-Sequestration Security, and Reduced Environmental Risk

    We introduce a hybrid two-stage energy-recovery approach to sequester CO{sub 2} and produce geothermal energy at low environmental risk and low cost by integrating geothermal production with CO{sub 2} capture and sequestration (CCS) in saline, sedimentary formations. Our approach combines the benefits of the approach proposed by Buscheck et al. (2011b), which uses brine as the working fluid, with those of the approach first suggested by Brown (2000) and analyzed by Pruess (2006), using CO{sub 2} as the working fluid, and then extended to saline-formation CCS by Randolph and Saar (2011a). During stage one of our hybrid approach, formation brine, which is extracted to provide pressure relief for CO{sub 2} injection, is the working fluid for energy recovery. Produced brine is applied to a consumptive beneficial use: feedstock for fresh water production through desalination, saline cooling water, or make-up water to be injected into a neighboring reservoir operation, such as in Enhanced Geothermal Systems (EGS), where there is often a shortage of a working fluid. For stage one, it is important to find economically feasible disposition options to reduce the volume of brine requiring reinjection in the integrated geothermal-CCS reservoir (Buscheck et al. 2012a). During stage two, which begins as CO{sub 2} reaches the production wells; coproduced brine and CO{sub 2} are the working fluids. We present preliminary reservoir engineering analyses of this approach, using a simple conceptual model of a homogeneous, permeable CO{sub 2} storage formation/geothermal reservoir, bounded by relatively impermeable sealing units. We assess both the CO{sub 2} sequestration capacity and geothermal energy production potential as a function of well spacing between CO{sub 2} injectors and brine/CO{sub 2} producers for various well patterns and for a range of subsurface conditions.

    The U.S. Department of Energy (DOE) recognizes the need to transform the energy infrastructure of the U.S. and elsewhere to systems that can drastically reduce environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. Thus, DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options. A concept being advanced by the DOE Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) is tighter coupling of nuclear and renewable energy sources in a manner that produces new energy currency for the combined electricity grid, industrial manufacturing, and the transportation energy sectors. This integration concept has been referred to as a “hybrid system” that is capable of providing the right type of energy, at the right time, in the right place. At the direction of DOE-NE and DOE-EERE leadership, project leads at Idaho National Laboratory (INL), National Renewable Energy Laboratory (NREL) and Massachusetts Institute of Technology (MIT) have identified and engaged stakeholders in discussing integrated energy systems that would optimize renewable and nuclear energy integration on a region-by-region basis. Subsequent work will entail conduct of technical, economic, environmental and socio-political evaluations of the leading integrated system options based on a set of criteria established with stakeholder input.     Biofuels are important alternatives for meeting our future energy needs. Successful bioenergy crop production requires maintaining environmental sustainability and minimum impacts on current net annual food, feed, and fiber production. The objectives of this study were to: (1) determine under-productive areas within an agricultural field in a watershed using a single date; high resolution remote sensing and (2) examine impacts of growing bioenergy crops in the under-productive areas using hydrologic modeling in order to facilitate sustainable landscape design. Normalized difference indices (NDIs) were computed based on the ratio of all possible two-band combinations using the RapidEye and the National Agricultural Imagery Program images collected in summer 2011. A multiple regression analysis was performed using 10 NDIs and five RapidEye spectral bands. The regression analysis suggested that the red and near infrared bands and NDI using red-edge and near infrared that is known as the red-edge normalized difference vegetation index (RENDVI) had the highest correlation (R2 = 0.524) with the reference yield. Although predictive yield map showed striking similarity to the reference yield map, the model had modest correlation; thus, further research is needed to improve predictive capability for absolute yields. Forecasted impact using the Soil and Water Assessment Tool model of growing switchgrass (Panicum virgatum) on under-productive areas based on corn yield thresholds of 3.1, 4.7, and 6.3 Mg·ha-1 showed reduction of tile NO3-N and sediment exports by 15.9%–25.9% and 25%–39%, respectively. Corresponding reductions in water yields ranged from 0.9% to 2.5%. While further research is warranted, the study demonstrated the integration of remote sensing and hydrologic modeling to quantify the multifunctional value of projected future landscape patterns in a context of sustainable bioenergy crop production.

    The environmental justice movement has come a long way since its birth a decade ago in rural and mostly African American Warren County, North Carolina. The selection of Warren County for a PCB landfill, they brought national attention to waste facility siting inequities and galvanized African American church and civil rights leaders` support for environmental justice. The demonstrations also put {open_quotes}environmental racism{close_quotes} on the map and challenged the myth that African Americans are not concerned about or involved in environmental issues. Grassroots groups, after decades of struggle, have grown to become the core of the multi-issue, multiracial, and multi-regional environmental justice movement. Diverse community-based groups have begun to organize and link their struggles to issues of civil and human rights, land rights and sovereignty, cultural survival , racial and social justice, and sustainable development. The impetus for getting environmental justice on the nations`s agenda has come from an alliance of grassroots activists, civil rights leaders, and a few academicians who questioned the foundation of the current environmental protection paradigm--where communities of color receive unequal protection. Whether urban ghettos and barrios, rural {open_quotes}poverty pockets,{close_quotes} Native American reservations, or communities in the Third World, grassroots groups are demanding an end to unjust and nonsustainable environmental and development policies.

Life cycle assessment (LCA) has been used to identify engineering solutions to sustainability during the development of green building products. The new process and the related LCA are framed within a meaningful case of industrial symbiosis, where multiple waste streams are utilised in a multi-output industrial process. The input is a mix of rejected waste glass from conventional container glass recycling and waste special glass such as monitor glass, bulbs and glass fibres. The green building product is a recycled foam glass (RFG) to be used in high efficiency thermally insulating and lightweight concrete. The environmental gains have been contrasted against induced impacts and improvements have been proposed. Recovered co-products, such as glass fragments/powders, plastics and metals, correspond to environmental gains that are higher than those related to landfill avoidance, whereas the latter is cancelled due to increased transportation distances. In accordance to an eco-efficiency principle, it has been highlighted that recourse to highly energy intensive recycling should be limited to waste that cannot be closed-loop recycled.

Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy.     In 1986, the Superfund Amendments and Reauthorization Act (SARA) provided additional funding to continue and greatly expand the cleanup program begun under CERCLA. Title III of SARA contains the provisions of the Emergency Planning and Community Right-to-Know Act (EPCRA). SARA Title III may prove to be more pervasive and more demanding for industry than any of the other many rules and regulations promulgated by the Environmental Protection Agency. The Emergency Planning and Community Right-to-Know Act has four major provisions: planning for chemical emergencies; emergency notification of chemical accidents and releases; reporting of hazardous chemical inventories; and toxic chemical release reporting.

    The general goal of this research project is to enhance, and transfer to DOE, a new computer simulation model for analyzing the performance and cost of environmental control systems for coal-fired power plants. Systems utilizing pre-combustion, combustion, or post-combustion control methods, individually or in combination, may be considered. A unique capability of this model is the probabilistic representation of uncertainty in model input parameters. This stochastic simulation capability allows the performance and cost of environmental control systems to be quantified probabilistically, accounting for the interactions among all uncertain process and economic parameters. This method facilitates more rigorous comparisons between conventional and advanced clean coal technologies promising improved cost and/or effectiveness for SO{sub 2} and NO{sub x} removal. Detailed modeling of several pre-combustion and post-combustion processes of interest to DOE/PETC have been selected for analysis as part of this project.

    Considerable empirical research has been conducted on why policy tools such as environmental assessment (EA) often appear to have 'little effect' (after Weiss) on policy decisions. This article revisits this debate but looks at a mediating factor that has received limited attention to-date in the context of EA - political power. Using a tripartite analytical framework, a comparative analysis of the influence and significance of power in mediating environmental policy integration is undertaken. Power is analysed, albeit partially, through an exploration of institutions that underpin social order. Empirically, the research examines the case of a new approach to policy-level EA (essentially a form of Strategic Environmental Assessment) developed by the World Bank and its trial application to urban environmental governance and planning in Dhaka mega-city, Bangladesh. The research results demonstrate that power was intimately involved in mediating the influence of the policy EA approach, in both positive (enabling) and negative (constraining) ways. It is suggested that the policy EA approach was ultimately a manifestation of a corporate strategy to maintain the powerful position of the World Bank as a leading authority on international development which focuses on knowledge generation. Furthermore, as constitutive of an institution and reflecting the worldviews of its proponents, the development of a new approach to EA also represents a significant power play. This leads us to, firstly, emphasise the concepts of strategy and intentionality in theorising how and why EA tools are employed, succeed and fail; and secondly, reflect on the reasons why power has received such limited attention to-date in EA scholarship. - Highlights: Black-Right-Pointing-Pointer Conducts empirical research on the neglected issue of power.     Fluor Fernald, Inc. (Fluor Fernald), the contractor for the U. S. Department of Energy (DOE) Fernald Environmental Management Project (FEMP), recently submitted a new baseline plan for achieving site closure by the end of calendar year 2006. This plan was submitted at DOE's request, as the FEMP was selected as one of the sites for their accelerated closure initiative. In accordance with the accelerated baseline, the FEMP Waste Management Project (WMP) is actively evaluating innovative processes for the management and disposition of low-level uranium, fissile material, and thorium, all of which have been classified as waste. These activities are being conducted by the Low Level Waste (LLW) and Uranium Waste Disposition (UWD) projects. Alternatives associated with operational processing of individual waste streams, each of which poses potentially unique health physics, industrial hygiene and industrial hazards, are being evaluated for determination of the most cost effective and safe met hod for handling and disposition. Low-level Mixed Waste (LLMW) projects are not addressed in this paper. This paper summarizes historical uranium recycling programs and resultant trace quantity contamination of uranium waste streams with radionuclides, other than uranium. The presentation then describes how waste characterization data is reviewed for radiological and/or chemical hazards and exposure mitigation techniques, in conjunction with proposed operations for handling and disposition. The final part of the presentation consists of an overview of recent operations within LLW and UWD project dispositions, which have been safely completed, and a description of several current operations.

    This book explores and supports the argument that effective environmental management must be based on a multimedia approach, which focuses simultaneously on air, water, and waste and enables managers to assess the resulting financial, operation, and management benefits. The multimedia approach, which can be used to design an effective compliance program, includes proper waste and material handling management, systematic monitoring, and record keeping requirements. This approach integrates a wide array of environmental requirements and decision processes, which the authors examine in sixteen chapters, organized into four parts: the role of environmental management; environmental aspects of business operation, environmental processes; and environmental management trends. Within these parts, the authors highlight the development of modern environmental management and provide an overview of federal laws pertinent to multimedia environmental management. They examine such issues as chemical storage and transportation, tank system operations and requirements, waste determination, spill response procedures, and employee training. Environmental processes addressed in the book include the management of solid and hazardous waste, wastewater treatment systems, stormwater management, air emission control, and site remediation. The authors also briefly discuss significant initiatives in US environmental management and look toward corporate sustainable development.

    The fundamental origins of industrial development and land-use changes that generate physical and chemical threats to biological natural resources are social, political, and economic forces. Two new international economic trade treaties, NAFTA in North America and MERCOSUR in South America, are major forces inducing a complex of changes and regional economic developments that will pose new regional treats to natural resources. Current strategies of ecological risk assessment rarely include an analysis of social, political, or economic factors in any systematic form. Nor are these social sciences integrated with natural sciences in performing a comprehensive risk analysis. A suggested strategy is delineated here that would incorporate social sciences in risk analysis for large programs like NAFTA and MERCOSUR. This strategy would also be applicable in regional risk analysis to estimate the probability and location of development of certain types of industrial development and large scale land-use change. The implications of projected regional economic growth and the development of specific types of industries and land-use changes stimulated by these or other social, political, or economic forces could be addressed using more traditional forms of evaluation and ecological risk analysis. Ultimately, a more comprehensive and synthetic definition and delineation of the procedures of risk analysis must evolve to include aspects of both natural and social sciences.

    The purpose of the environmental monitoring plan (EMP) is to promote the early identification of, and response to, potential adverse environmental impacts associated with DOE operations. Environmental monitoring supports the Integrated Safety Management System (ISMS) to detect, characterize, and respond to releases from DOE activities; assess impacts; estimate dispersal patterns in the environment; characterize the pathways of exposure to members of the public; characterize the exposures and doses to individuals and to the population; and to evaluate the potential impacts to the biota in the vicinity of the DOE activity. In addition, the EMP addresses the analytical work supporting environmental monitoring to ensure the following: (1) A consistent system for collecting, assessing, and documenting environmental data of known and documented quality; (2) A validated and consistent approach for sampling and analysis of radionuclide samples to ensure laboratory data meets program-specific needs and requirements within the framework of a performance-based approach for analytical laboratory work; and (3) An integrated sampling approach to avoid duplicative data collection. Until recently, environmental monitoring at Lawrence Livermore National Laboratory (LLNL) was required by DOE Order 5400.1, which was canceled in January 2003. LLNL is in the process of adopting the ISO 14001 Environmental Management Systems standard, which contains requirements to perform and document environmental monitoring. The ISO 14001 standard is not as prescriptive as DOE Order 5400.1, which expressly required an EMP. LLNL will continue to prepare the EMP because it provides an organizational framework for ensuring that the work is conducted appropriately. The environmental monitoring addressed by the plan includes preoperational characterization and assessment, and effluent and surveillance monitoring.     Laboratory equipment such as autoclaves, glass washers, refrigerators, and computers account for a significant portion of the energy use in laboratories. However, because of the general lack of measured equipment load data for laboratories, designers often use estimates based on 'nameplate' rated data, or design assumptions from prior projects. Consequently, peak equipment loads are frequently overestimated. This results in oversized HVAC systems, increased initial construction costs, and increased energy use due to inefficiencies at low part-load operation. This best-practice guide first presents the problem of over-sizing in typical practice, and then describes how best-practice strategies obtain better estimates of equipment loads and right-size HVAC systems, saving initial construction costs as well as life-cycle energy costs.     CH2M HILL Plateau Remediation Company (CH2M HILL) is the U.S. Department of Energy (DOE) prime contractor responsible for the environmental cleanup of the Hanford Site Central Plateau. As part of this responsibility, the CH2M HILL is faced with the task of complying with thousands of environmental requirements which originate from over 200 federal, state, and local laws and regulations, DOE Orders, waste management and effluent discharge permits, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response and Resource Conservation and Recovery Act (RCRA) corrective action documents, and official regulatory agency correspondence. The challenge is to manage this vast number of requirements to ensure they are appropriately and effectively integrated into CH2M HILL operations. Ensuring compliance with a large number of environmental requirements relies on an organization’s ability to identify, evaluate, communicate, and verify those requirements. To ensure that compliance is maintained, all changes need to be tracked. The CH2M HILL identified that the existing system used to manage environmental requirements was difficult to maintain and that improvements should be made to increase functionality. CH2M HILL established an environmental requirements management procedure and tools to assure that all environmental requirements are effectively and efficiently managed. We were able to identify four main categories of obstacles and facilitators including first the different knowledge and conceptual understanding of health by different actors/stakeholders, second the types of governance arrangements, in particular partnerships, in place and the political context, third the way institutions work, the responsibilities they have and their capacity and resources and fourth the timeliness, comprehensiveness and inclusiveness of the appraisal process. The findings allowed us to draw some lessons on the governance and policy framework regarding the integration of health impact into spatial planning, in particular considering the pros and cons of integrating health impact assessment (HIA) into other forms of impact assessment of spatial planning decisions such as environmental impact assessment (EIA) and strategic environment assessment (SEA). In addition, the research uncovered a gap in the literature that tends to focus on the mainly voluntary HIA to assess health outcomes of planning decisions and neglect the analysis of regulatory mechanisms such as EIA and SEA. - Highlights: Black-Right-Pointing-Pointer Governance and policy barriers and facilitators to the integration of health into urban planning.     The results of the preliminary environmental, health and safety (EH&S) risk assessment for an enzyme-activated potassium carbonate (K2CO3) solution post-combustion CO2 capture (PCC) plant, integrated with a subcritical pulverized coal (PC) power plant, are presented. The expected emissions during normal steady-state operation have been estimated utilizing models of the PCC plant developed in AspenTech’s AspenPlus® software, bench scale test results from the University of Kentucky, and industrial experience of emission results from a slipstream PCC plant utilizing amine based solvents. A review of all potential emission species and their sources was undertaken that identified two credible emission sources, the absorber off-gas that is vented to atmosphere via a stack and the waste removed from the PCC plant in the centrifuge used to reclaim enzyme and solvent. The conditions and compositions of the emissions were calculated and the potential EH&S effects were considered as well as legislative compliance requirements. Potential mitigation methods for emissions during normal operation have been proposed and solutions to mitigate uncontrolled releases of species have been considered. The potential emissions were found to pose no significant EH&S concerns and were compliant with the Federal legislation reviewed. The limitations in predicting full scale plant performance from bench scale tests have been noted and further work on a larger scale test unit is recommended to reduce the level of uncertainty.

    Integrated assessment can be used to evaluate and clarify resource management policy options and outcomes for decision makers. The defining characteristics of integrated assessment are (1) focus on providing information and analysis that can be understood and used by decision makers rather than for merely advancing understanding and (2) its multidisciplinary approach, using methods, styles of study, and considerations from a broader variety of technical areas than would typically characterize studies produced from a single disciplinary standpoint. Integrated assessment may combine scientific, social, economic, health, and environmental data and models. Integrated assessment requires bridging the gap between science and policy considerations. Because not everything can be valued using a single metric, such as a dollar value, the integrated assessment process also involves evaluating trade-offs among dissimilar attributes. Scientists at Oak Ridge National Laboratory (ORNL) recognized the importance and value of multidisciplinary approaches to solving environmental problems early on and have pioneered the development of tools and methods for integrated assessment over the past three decades. Major examples of ORNL`s experience in the development of its capabilities for integrated assessment are given.

    The available sustainable building evaluation systems have produced a new environmental design paradigm. However, there is an increasing need to overcome the buildingcentric approach of these systems, in order to further exploit their innovate potential for sustainable building practices. The paper takes this challenge by developing a cross-scale evaluation approach focusing on the reliability of sustainable building design solutions for the context in which the building is situated. An integrated building-urban evaluation model is proposed based on the urban matrix, which is a conceptualisation of the built environment as a social-ecological system. The model aims at evaluating the sustainability of a building considering it as an active entity contributing to the resilience of the urban matrix. Few holistic performance indicators are used for evaluating such contribution, so expressing the building reliability. The discussion on the efficacy of the model shows that it works as a heuristic tool, supporting the acquisition of a better insight into the complexity which characterises the relationships between the building and the built environment sustainability. Shading new lights on the meaning of sustainable buildings, the model can play a positive role in innovating sustainable building design practices, thus complementing current evaluation systems. - Highlights: Black-Right-Pointing-Pointer We model an integrated building-urban evaluation approach.     At the request of the Congressional Task Force on the Salton Sea and the Salton Sea Authority, the authors examined various technologies that have been proposed to reduce the decline in the Salton Sea. The primary focus of the technologies was to reduce the salinity of the Salton Sea, with secondary objectives of maintaining the present shoreline and to have a minimum cost. The authors found that two technologies, pump-out and diking, could provide the required salinity reduction. The pump-out option would result in a smaller Sea while to diking option would create a high salinity impoundment area in the Sea. The costs for the two options were similar. Desalination and pump-in; pump-out options were rejected because of high costs and because they did not provide a sufficient reduction in the salinity of the Salton Sea. The end product of the project was testimony before the Subcommittee on Water and Power, U.S. House of Representatives Committee on Resources, given October 3, 1997.

    Bonneville is responsible for maintaining a network of 24,000 kilometers (km) or 15,000 miles (mi.) of electric transmission lines and 350 substations in a region of diverse vegetation. This vegetation can interfere with electric power flow, pose safety problems for us and the public, and interfere with our ability to maintain these facilities. We need to (1) keep vegetation away from our electric facilities; (2) increase our program efficiency and consistency; (3) review herbicide use (under increased public scrutiny); and (4) maximize the range of tools we can use while minimizing environmental impact (Integrated Vegetation Management). This Final Environmental Impact Statement (FEIS) establishes Planning Steps for managing vegetation for specific projects (to be tiered to this Environmental Impact Statement (EIS)). In addition to No Action (current practice), alternatives are presented for Rights-of-way, Electric Yards, and Non-electric Facilities (landscaping, work yards). Four vegetation control methods are analyzed manual, mechanical, herbicide, and biological. Also evaluated are 23 herbicide active ingredients and 4 herbicide application techniques (spot, localized, broadcast, and aerial). For rights-of-way, we consider three sets of alternatives: alternative management approaches (time-driven or establishing low-growing plant communities); alternative method packages; and, if herbicides are in a methods package, alternative vegetation selections (noxious weeds, deciduous, or any vegetation). For electric yards, one herbicide-use alternative is considered. For non-electric facilities, two method package alternatives are considered. For rights-of-way, the environmentally preferred alternative(s) would use manual, mechanical, and biological control methods, as well as spot and localized herbicide applications for noxious and deciduous plant species; the BPA-preferred alternative(s) would add broadcast and aerial herbicide applications, and would use herbicides

    The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    The purpose of environmental monitoring is to promote the early identification of, and response to, potential adverse environmental impacts associated with Lawrence Livermore National Laboratory (LLNL) operations. Environmental monitoring supports the Integrated Safety Management System (ISMS), International Organization for Standardization (ISO) 14001 Environmental Management Systems standard, and U. S. Department of Energy (DOE) Order 458.1, Radiation Protection of the Public and the Environment. Specifically, environmental monitoring enables LLNL to detect, characterize, and respond to releases from LLNL activities; assess impacts; estimate dispersal patterns in the environment; characterize the pathways of exposure to members of the public; characterize the exposures and doses to individuals and to the population; and to evaluate the potential impacts to the biota in the vicinity of LLNL. Environmental monitoring is also a major component of compliance demonstration for permits and other regulatory requirements. The Environmental Monitoring Plan (EMP) addresses the sample collection and analytical work supporting environmental monitoring to ensure the following: (1) A consistent system for collecting, assessing, and documenting environmental data of known and documented quality; (2) A validated and consistent approach for sampling and analysis of samples to ensure laboratory data meets program-specific needs and requirements within the framework of a performance-based approach for analytical laboratory work; and (3) An integrated sampling approach to avoid duplicative data collection. LLNL prepares the EMP because it provides an organizational framework for ensuring that environmental monitoring work, which is integral to the implementation of LLNL's Environmental Management System, is conducted appropriately.     Many emerging IoT applications require sensing of multiple physical and environmental parameters for: completeness of information, measurement validation, unexpected demands, improved performance. For example, a typical outdoor weather station measures temperature, humidity, barometric pressure, light intensity, rainfall, wind speed and direction. Existing sensor technologies do not directly address the demand for cost, size, and power reduction in multi-paramater sensing applications. Industry sensor manufacturers have developed integrated sensor systems for inertial measurements that combine accelerometers, gyroscopes, and magnetometers, but do not address environmental sensing functionality. In existing research literature, a technology gap exists between the functionality of MEMS sensors and the real world applications of the sensors systems.

    The concept of vulnerability has been used to describe the susceptibility of physical, biotic, and social systems to harm or hazard. In this sense, it is a tool that reduces the uncertainties of Environmental Impact Assessment (EIA) since it does not depend exclusively on the value assessments of the evaluator, but rather is based on the environmental state indicators of the site where the projects or activities are being carried out. The concept of vulnerability thus reduces the possibility that evaluators will subjectively interpret results, and be influenced by outside interests and pressures during projects. However, up until now, EIA has been hindered by a lack of effective methods. This research study analyzes the concept of vulnerability, defines Vulnerability Importance and proposes its inclusion in qualitative EIA methodology. The method used to quantify Vulnerability Importance is based on a set of environmental factors and indicators that provide a comprehensive overview of the environmental state. The results obtained in Colombia highlight the usefulness and objectivity of this method since there is a direct relation between this value and the environmental state of the departments analyzed. - Research Highlights: Black-Right-Pointing-Pointer The concept of vulnerability could be considered defining Vulnerability Importance included in qualitative EIA methodology. Black-Right-Pointing-Pointer The use of the concept of environmental vulnerability could reduce the subjectivity of qualitative methods of EIA.     Funding programmes for European cohesion policy are a crucial tool to support the sustainability goals of the European Union and national policies of its member states. All these funding programmes require a Strategic Environmental Assessment (SEA) to enhance sustainable development. This article compares five first SEA applications at cohesion policy level to discuss challenges, limitations and benefits of this instrument. In order to support the SEA-process a 'Handbook on SEA for Cohesion Policy 2007-13' (GRDP 2006) was developed. The paper examines the special requirements and challenges at the programme level given the special conditions for stakeholder involvement, integration of SEA in the programme development process and strategies to cope with uncertainties to ensure real compatibility with policy goals. Using action research and in-depth interviews with SEA planners and programme managers enabled us to analyse the suitability of the methodology proposed by the handbook. The results show that some recommendations of the handbook should be changed in order to increase the transparency and to enhance the standard and comparability of the SEA-documents. Overall the SEA proved to be a rather successful tool for the integration of sustainability goals at the EU and national policy levels. Its particular strengths emerged as the process makes uncertainties visible and leads to possible redefinitions while maintaining actual policy goals. - Highlights: Black-Right-Pointing-Pointer Comparing five case studies of first applications of SEA at cohesion policy level.     Gathering and compiling information on the features and uses of the land within a proposed corridor provides the basis for selecting a route, obtaining easements, and designing and constructing a transmission line. Traditionally, gathering this information involved searches of existing maps and records to obtain the available information, which would then be supplemented with aerial photography to record current conditions. Ground surveys were performed to collect topographic data for design purposes. This information was manually transferred to drawings and other documents to show the terrain, environmentally sensitive areas, property ownership, and existing facilities. These drawing served as the base to which the transmission line right-of-way, structures, and other design information were added. As the design was completed, these drawings became the source of information for constructing the line and ultimately, the record of the facility. New technologies and the every growing need for instantly accessible information have resulted in changes in almost every step of gathering, storing and using information. Electronic data collection, global positioning systems (GPS), digitized terrain models, computerized design techniques, development of drawings using CAD, and graphical information systems (GIS) have individually resulted in significant advancements in this process. Combining these components into an integrated system, however, is truly revolutionizing transmission line engineering. This paper gives an overview of the survey and mapping information that is required for transmission line projects, review the traditional techniques that have been employed to obtain and utilize this information, and discuss the recent advances in the technology. Additionally, a system is presented that integrates the components in this process to achieve efficiency, minimize chances of errors, and provide improved access to project information.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These

    The Underground Test Area (UGTA) activity is responsible for assessing and evaluating the effects of the underground nuclear weapons tests on groundwater at the Nevada National Security Site (NNSS), formerly the Nevada Test Site (NTS), and implementing a corrective action closure strategy. The UGTA strategy is based on a combination of characterization, modeling studies, monitoring, and institutional controls (i.e., monitored natural attenuation). The closure strategy verifies through appropriate monitoring activities that contaminants of concern do not exceed the SDWA at the regulatory boundary and that adequate institutional controls are established and administered to ensure protection of the public. Other programs conducted at the NNSS supporting the environmental mission include the Routine Radiological Environmental Monitoring Program (RREMP), Waste Management, and the Infrastructure Program. Given the current programmatic and operational demands for various water-monitoring activities at the same locations, and the ever-increasing resource challenges, cooperative and collaborative approaches to conducting the work are necessary. For this reason, an integrated sampling plan is being developed by the UGTA activity to define sampling and analysis objectives, reduce duplication, eliminate unnecessary activities, and minimize costs. The sampling plan will ensure the right data sets are developed to support closure and efficient transition to long-term monitoring. The plan will include an integrated reporting mechanism for communicating results and integrating process improvements within the UGTA activity as well as between other U.S. Department of Energy (DOE) Programs.

    Throughout the scientific community, Brookhaven National Laboratory (BNL) is renowned for its leading-edge research in physics, medicine, chemistry, biology, materials, and the environment. BNL is committed to supporting its world-class scientific research with an internationally recognized environmental protection program. The 1999 Site Environmental Report (SER) summarizes the status of the Laboratory's environmental programs and performance, including the steady progress towards cleaning up the site and fully integrating environmental stewardship into all facets of the Laboratory's mission. BNL is located on 5,265 acres of pine barrens in Suffolk County in the center of Long Island, New York. The Laboratory is situated above a sole source aquifer at the headwaters of the Peconic River; therefore, protecting ground and surface water quality is a special concern. Approximately 3,600 acres of the site are undeveloped and serve as habitat for a wide variety of animals and plants, including one New York State endangered species, the tiger salamander, and two New York State threatened species, the banded sunfish and the stiff goldenrod. Monitoring, preserving, and restoring these ecological resources is a high priority for the Laboratory.

    Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi.
