    The objective of this paper is to systematically assess the cropland acreage that could support energy crops and the expected farm gate and delivered prices of energy crops. The assessment is based on output from two modeling approaches: (1) the Oak Ridge County-Level Energy Crop (ORECCL) database (1996 version) and (2) the Oak Ridge Integrated Bioenergy Analysis System (ORIBAS). The former provides county-level estimates of suitable acres, yields, and farmgate prices of energy crops (switchgrass, hybrid poplar, willow) for all fifty states. The latter estimates delivered feedstock prices and quantities within a state at a fine resolution (1 km2) and considers the interplay between transportation costs, farmgate prices, cropland density, and facility demand. It can be used to look at any type of feedstock given the appropriate input parameters. For the purposes of this assessment, ORIBAS has been used to estimate farmgate and delivered switchgrass prices in 11 states (AL, FL, GA, IA, M N, MO, ND, NE, SC, SD, and TN). Because the potential for energy crop production can be considered from several perspectives, and is evolving as policies, economics and our basic understanding of energy crop yields and production costs change, this assessment should be viewed as a snapshot in time.

    Energy availability in a country is of great importance to its economy and to raising and maintaining its standard of living. In 1994, the United States consumed more than 88 quadrillion Btu (quads) of energy and spent about $500 billion on fuels and electricity. Fortunately, the United States is well endowed with energy sources, notably fossil fuels, and possesses a considerable nuclear power industry. The United States also has significant renewable energy resources and already exploits much of its hydropower resources, which represent 10% of electricity production. Nevertheless, in 1994, the United States imported about 45% of the petroleum products it consumed, equivalent to about 17 quads of energy. This dependence on imported oil puts the country at risk of energy supply disruptions and oil price shocks. Previous oil shocks may have cost the country as much as $4 billion (in 1993 dollars) between 1973 and 1990. Moreover, the production and use of energy from fossil fuels are major sources of environmental damage. The corresponding situation in many parts of the world is more challenging. Developing countries are experiencing rapid growth in population, energy demand, and the environmental degradation that often results from industrial development. The near-term depletion of energy resources in response to this rapid growth runs counter to the concept of ''sustainable development''--development that meets the needs of today without compromising the ability of future generations to meet their own needs. Energy research and development (R&D) to improve efficiency and to develop and deploy energy alternatives may be viewed, therefore, as an insurance policy to combat the dangers of oil shocks and environmental pollution and as a means of supporting sustainable development. These considerations guide the energy policy of the United States and of the U.S. Department of Energy (DOE). In its strategic plan, DOE identifies the fostering of ''a secure and reliable

    This document has been developed to provide guidance in the interchange of electronic CAD data with Martin Marietta Energy Systems, Inc., Oak Ridge, Tennessee. It is not meant to be as comprehensive as the existing standards and specifications, but to provide a minimum set of practices that will enhance the success of the CAD data exchange. It is now a Department of Energy (DOE) Oak Ridge Field Office requirement that Architect-Engineering (A-E) firms prepare all new drawings using a Computer Aided Design (CAD) system that is compatible with the Facility Manager`s (FM) CAD system. For Oak Ridge facilities, the CAD system used for facility design by the FM, Martin Marietta Energy Systems, Inc., is Intregraph. The format for interchange of CAD data for Oak Ridge facilities will be the Intergraph MicroStation/IGDS format.

    Broad Funding Opportunity Announcement Project: Enzymes are required to break plant biomass down into the fermentable sugars that are used to create biofuel. Currently, costly enzymes must be added to the biofuel production process. Engineering crops to already contain these enzymes will reduce costs and produce biomass that is more easily digested. In fact, enzyme costs alone account for $0.50-$0.75/gallon of the cost of a biomass-derived biofuel like ethanol. Agrivida is genetically engineering plants to contain high concentrations of enzymes that break down cell walls. These enzymes can be “switched on” after harvest so they won’t damage the plant while it’s growing.

    Depleted uranium hexafluoride (UF{sub 6}) at the US Department of Energy`s K-25 Site at Oak Ridge, TN has been stored in large steel cylinders which have undergone significant atmospheric corrosion damage over the last 35 years. A detailed experimental program to characterize and monitor the corrosion damage was initiated in 1992. Large amounts of corrosion scale and deep pits are found to cover cylinder surfaces. Ultrasonic wall thickness measurements have shown uniform corrosion losses up to 20 mils (0.5 mm) and pits up to 100 mils (2.5 mm) deep. Electrical resistance corrosion probes, time-of-wetness sensors and thermocouples have been attached to cylinder bodies. Atmospheric conditions are monitored using rain gauges, relative humidity sensors and thermocouples. Long-term (16 years) data are being obtained from mild steel corrosion coupons on test racks as well as attached directly to cylinder surfaces. Corrosion rates have been found to intimately related to the times-of-wetness, both tending to be higher on cylinder tops due to apparent sheltering effects. Data from the various tests are compared, discrepancies are discussed and a pattern of cylinder corrosion as a function of cylinder position and location is described.

  1. Historical Perspective on How and Why Switchgrass was Selected as a "Model" High-Potential Energy Crop

    A review of several publications of the Biofuels Feedstock Development Program, and final reports from the herbaceous crop screening trials suggests that there were several technical and non-technical factors that influenced the decision to focus on one herbaceous "model" crop species. The screening trials funded by the U.S. Department of Energy in the late 1980's to early 1990's assessed a wide range of about 34 species with trials being conducted on a wide range of soil types in 31 different sites spread over seven states in crop producing regions of the U.S. While several species, including sorghums, reed canarygrass and other crops, were identified as having merit for further development, the majority of institutions involved in the herbaceous species screening studies identified switchgrass as having high priority for further development. Six of the seven institutions included switchgrass among the species recommended for further development in their region and all institutions recommended that perennial grasses be given high research priority. Reasons for the selection of switchgrass included the demonstration of relatively high, reliable productivity across a wide geographical range, suitability for marginal quality land, low water and nutrient requirements, and positive environmental attributes. Economic and environmental assessments by Oak Ridge National Laboratory's Biofuels Feedstock Development Program staff together with the screening project results, and funding limitations lead to making the decision to further develop only switchgrass as a "model" or "prototype" species in about 1990. This paper describes the conditions under which the herbaceous species were screened, summarizes results from those trials, discusses the various factors which influenced the selection of switchgrass, and provides a brief evaluation of switchgrass with respect to criteria that should be considered when selecting and developing a crop for biofuels and bioproducts.

    In this study, we demonstrate that the recent measurement of azimuthally collimated, long-range rapidity (“ridge”) correlations in √s=13 TeV proton-proton (p+p) collisions by the ATLAS Collaboration at the LHC are in agreement with expectations from the color glass condensate effective theory of high-energy QCD. The observation that the integrated near-side yield as a function of multiplicity is independent of collision energy is a natural consequence of the fact that multiparticle production is driven by a single semihard saturation scale in the color glass condensate framework. We argue further that the azimuthal structure of these recent ATLAS ridge measurements strongly constrainsmore » hydrodynamic interpretations of such correlations in high-multiplicity p+p collisions.« less

  6. Bay Ridge Gardens - Mixed Humid Affordable Multifamily Housing Deep Energy Retrofit

    Under this project, Newport Partners (as part of the BA-PIRC research team) evaluated the installation, measured performance, and cost effectiveness of efficiency upgrade measures for a tenant-in-place deep energy retrofit (DER) at the Bay Ridge multifamily development in Annapolis, Maryland. This report summarizes system commissioning, short-term test results, utility bill data analysis, and analysis of real-time data collected over a one-year period after the retrofit was complete. The Bay Ridge project is comprised of a "base scope" retrofit which was estimated to achieve a 30%+ savings (relative to pre-retrofit) on 186 apartments, and a "DER scope" which was estimated to achieve 50% savings (relative to pre-retrofit) on a 12-unit building. A wide range of efficiency measures was applied to pursue this savings target for the DER building, including improvements/replacements of mechanical equipment and distribution systems, appliances, lighting and lighting controls, the building envelope, hot water conservation measures, and resident education. The results of this research build upon the current body of knowledge of multifamily retrofits. Towards this end, the research team has collected and generated data on the selection of measures, their estimated performance, their measured performance, and risk factors and their impact on potential measures.

    This report contains the groundwater and surface water monitoring data that were obtained during calendar year (CY) 2002 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. The CY 2002 monitoring data were obtained from groundwater and surface water sampling locations in three hydrogeologic regimes at Y-12. The Bear Creek Hydrogeologic Regime (Bear Creek Regime) encompasses a section of Bear Creek Valley (BCV) between the west end of Y-12 and the west end of the Bear Creek Watershed (directions are in reference to the Y-12 grid system). The Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) encompasses the Y-12 industrial facilities and support structures in BCV. The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge south of Y-12. The sections of this report provide details regarding the CY 2002 groundwater and surface water monitoring activities in the Bear Creek, East Fork, and Chestnut Ridge Regimes. Section 2 describes the monitoring programs implemented by the Y-12 GWPP and BJC during CY 2002. Section 3 identifies the sampling locations in each hydrogeologic regime and the corresponding sampling frequency during CY 2002, along with the associated quality assurance/quality control (QA/QC) sampling. Section 4 describes groundwater and surface water sample collection and Section 5 identifies the field measurements and laboratory analytes for each sampling location. Section 6 outlines the data management protocols and data quality objectives (DQOs). Section 7 describes the groundwater elevation monitoring in each regime during CY 2002 and Section 8 lists the documents cited for more detailed operational, regulatory, and technical information.

    Incorporation of dedicated herbaceous energy crops into row crop landscapes is a promising means to supply an expanding biofuel industry while increasing biomass yields, benefiting soil and water quality, and increasing biodiversity. Despite these positive traits energy crops remain largely unaccepted due to concerns over their practicality and cost of implementation. This paper presents a case study on Hardin County, Iowa to demonstrate how subfield decision making can be used to target candidate areas for conversion to energy crop production. The strategy presented integrates switchgrass (Panicum virgatum L.) into subfield landscape positions where corn (Zea mays L.) grain is modeledmore » to operate at a net economic loss. The results of this analysis show that switchgrass integration has the potential to increase sustainable biomass production from 48 to 99% (depending on the rigor of conservation practices applied to corn stover collection) while also improving field level profitability. Candidate land area is highly sensitive to grain price (0.18 to 0.26 US$ kg-1) and dependent on the acceptable net profit for corn production (ranging from 0 to -1,000 US$ ha-1).     Each year since 1972, a report has been prepared on the environmental monitoring activities for the DOE facilities in oak Ridge, Tennessee, for the previous calendar year. previously, the individual facilities published quarterly and annual progress reports that contained some environmental monitoring data. The environmental monitoring program for 1984 includes sampling and analysis of air, water from surface streams, groundwater, creek sediment, biota, and soil for both radioactive and nonradioactive (including hazardous) materials. Special environmental studies that have been conducted in the Oak Ridge area are included in this report, primarily as abstracts or brief summaries. The annual report for 1984 on environmental monitoring and surveillance of the Oak Ridge community by Oak Ridge Associated Universities (ORAU) is included as an appendix. A brief description of the topography and climate of the Oak Ridge area and a short description of the three DOE facilities are provided below to enhance the reader's understanding of the direction and contents of the environmental monitoring program for Oak Ridge.

Black-Right-Pointing-Pointer Co-digestion was also seen as a means of degrading energy crops with nutrients addition as crops are poor in nutrients. Black-Right-Pointing-Pointer Batch co-digestion methane yields were used to predict co-digestion methane yield in full scale operation. Black-Right-Pointing-Pointer It was concluded that co-digestion led an over all economically viable process and ensured a constant supply of feedstock. - Abstract: Currently, there is increasing competition for waste as feedstock for the growing number of biogas plants. This has led to fluctuation in feedstock supply and biogas plants being operated below maximum capacity. The feasibility of supplementing a protein/lipid-rich industrial waste (pig manure, slaughterhouse waste, food processing and poultry waste) mesophilic anaerobic digester with carbohydrate-rich energy crops (hemp, maize and triticale) was therefore studied in laboratory scale batch and continuous stirred tank reactors (CSTR) with a view to scale-up to a commercial biogas process. Co-digesting industrial waste and crops led to significant improvement in methane yield per ton of feedstock and carbon-to-nitrogen ratio as compared to digestion of the industrial waste alone. Biogas production from crops in combination with industrial waste also avoids the need for micronutrients normally required in crop digestion. The batch co-digestion methane yields were used to predict co-digestion methane yield in full scale operation.     Under the requirements of the Oak Ridge Reservation (ORR) Federal Facility Agreement (FFA) established between the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency, (EPA) and the Tennessee Department of Environment and Conservation (TDEC) in 1992, all environmental restoration activities on the ORR are performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). Since the 1990s, the environmental restoration activities have experienced a gradual shift from characterization to remediation.     A complete analysis is performed to simulate biomass production incorporated into a realistic whole farm situation, including or replacing a typical crop mix. Representative farms are constructed to accommodate such simulation. Four management systems are simulated for each firm, with each simulation depicting a different crop mix and/or use of different farming technologies and production methods. The first simulation was a base farm plan in which the operator would maintain the historical crop mix for the area, participate in all price support programs, and not participate in either a conservative reserve or a biomass production program. In the second simulation, the operator would again maintain the historical crop mix, would not participate in a conservation reserve or biomass production program, and would be ineligible to participate in any price support system. The third simulation introduced the Conservation Reserve Program (CRP) and included participation in all price support programs. The fourth simulation introduced a biomass crop production enterprise (switchgrass) as an alternative to enrolling highly erodible cropland in the CRP and allowed participation in price support programs. Simulations were made for three farms, two in West Tennessee and on in South Georgia. Results indicate that erosion is likely to be reduced more by the diversion of cropland to permanent vegetative cover on farms similar to the more highly erodible West Tennessee farms than on the less erodible Tift County, Georgia farm. Equivalent reductions in erosion rates result from entering highly erodible cropland in the CRP and from production of switchgrass as a biomass energy crop. Both switchgrass and CRP farm plans result in decreased net returns from the base plan, although the biomass farm plans are, in general, more profitable than the CRP plans.

  14. Bay Ridge Gardens - Mixed-Humid Affordable Multifamily Housing Deep Energy Retrofit

    Under this project, Newport Partners (as part of the BA-PIRC research team) evaluated the installation, measured performance, and cost-effectiveness of efficiency upgrade measures for a tenant-in-place DER at the Bay Ridge multifamily (MF) development in Annapolis, Maryland. The design and construction phase of the Bay Ridge project was completed in August 2012. This report summarizes system commissioning, short-term test results, utility bill data analysis, and analysis of real-time data collected over a one-year period after the retrofit was complete. The Bay Ridge project is comprised of a 'base scope' retrofit which was estimated to achieve a 30%+ savings (relative to pre-retrofit) on 186 apartments, and a 'DER scope' which was estimated to achieve 50% savings (relative to pre-retrofit) on a 12-unit building. The base scope was applied to the entire apartment complex, except for one 12-unit building which underwent the DER scope. A wide range of efficiency measures was applied to pursue this savings target for the DER building, including improvements/replacements of mechanical equipment and distribution systems, appliances, lighting and lighting controls, the building envelope, hot water conservation measures, and resident education. The results of this research build upon the current body of knowledge of multifamily retrofits. Towards this end, the research team has collected and generated data on the selection of measures, their estimated performance, their measured performance, and risk factors and their impact on potential measures.

  1. The annual probability of an aircraft crash on the US Department of Energy reservation in Oak Ridge, Tennessee

    Aircraft hazards were evaluated to determine the total annual probability of an aircraft crash occurring at any structure located on the US Department of Energy (DOE) reservation in Oak Ridge, Tennessee. This report documents the use of an accepted methodology for calculating the probability of an aircraft crash as applied to the three Oak Ridge plant sites including the adjoining facilities. Based on the data contained herein, the evaluation concluded that the probability of an aircraft crash occurrence at a single facility is generally considered ``not credible`` as defined in DOE/OR-901. Additionally, reevaluation of probabilities would be necessary if significant changes were made to local air traffic. The probability of an aircraft crash could increase as a result of the opening of any new airport or heliport in the vicinity; a greater volume of air traffic from McGhee Tyson airport in Knoxville, should the airport status change from feeder airport to hub airport; the rerouting of commercial and/or military flights at the McGhee Tyson airport; and finally, a change in direction or the addition of a federal airway. At one time, DOE planned to establish a zone of prohibited airspace over the Y-12 plant; if the plans are enacted in the future, the probability of an aircraft crash at the Y-12 plant could decrease. Pilots since have been voluntarily requested not to fly below 3000 feet over the Y-12 plant. Also, the Federal Aviation Administration plans to reroute air traffic in the spring of 1993 on federal airway V16. However, the section of V16 which traverses the three plant sites and five adjoining facilities will not be altered. If this plan is implemented, the air traffic over the Oak Ridge facilities would not be affected significantly, and the probability of an aircraft crash as determined herein would be unchanged.

  4. Determine metrics and set targets for soil quality on agriculture residue and energy crop pathways

    There are three objectives for this project: 1) support OBP in meeting MYPP stated performance goals for the Sustainability Platform, 2) develop integrated feedstock production system designs that increase total productivity of the land, decrease delivered feedstock cost to the conversion facilities, and increase environmental performance of the production system, and 3) deliver to the bioenergy community robust datasets and flexible analysis tools for establishing sustainable and viable use of agricultural residues and dedicated energy crops. The key project outcome to date has been the development and deployment of a sustainable agricultural residue removal decision support framework. The modeling framework has been used to produce a revised national assessment of sustainable residue removal potential. The national assessment datasets are being used to update national resource assessment supply curves using POLYSIS. The residue removal modeling framework has also been enhanced to support high fidelity sub-field scale sustainable removal analyses. The framework has been deployed through a web application and a mobile application. The mobile application is being used extensively in the field with industry, research, and USDA NRCS partners to support and validate sustainable residue removal decisions. The results detailed in this report have set targets for increasing soil sustainability by focusing on primary soil quality indicators (total organic carbon and erosion) in two agricultural residue management pathways and a dedicated energy crop pathway. The two residue pathway targets were set to, 1) increase residue removal by 50% while maintaining soil quality, and 2) increase soil quality by 5% as measured by Soil Management Assessment Framework indicators. The energy crop pathway was set to increase soil quality by 10% using these same indicators. To demonstrate the feasibility and impact of each of these targets, seven case studies spanning the US are presented

A main component of the proposed EHEC programs would be providing financial assistance to evaluate the performance of EHECs. This PEIS assesses the potential environmental impacts of such confined field trials in the southeastern United States. DOE’s proposed action under this PEIS will be limited to the states of Alabama, Florida (excluding the Everglades/Southern Florida coastal plain ecoregion), Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, and Virginia.

    This technical memorandum presents Preliminary Remediation Goals (PRGs) for use in human health risk assessment efforts under the United States Department of Energy, Oak Ridge Operations Office Environmental Restoration (ER) Division. This document provides the ER Division with standardized PRGs which are integral to the Remedial Investigation/Feasibility Study process. They are used during project scooping (Data Quality Objectives development), in screening level risk assessments to support early action or No Further Investigation decisions, and in the baselines risk assessment where they are employed in the selection of chemicals of potential concern. The primary objective of this document is to standardize these values and eliminate any duplication of effort by providing PRGs to all contractors involved in risk activities. In addition, by managing the assumptions and systems used in PRG derivation, the ER Risk Assessment Program will be able to control the level of quality assurance associated with these risk-based guideline values.

    This report contains the groundwater and surface water monitoring data that were obtained during calendar year (CY) 2007 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. The CY 2007 monitoring data were obtained from wells, springs, and surface water sampling locations in three hydrogeologic regimes at Y-12 (Figure A.1). The Bear Creek Hydrogeologic Regime (Bear Creek Regime) encompasses a section of Bear Creek Valley (BCV) between the west end of Y-12 and the west end of the Bear Creek Watershed (directions are in reference to the Y-12 grid system). The Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) encompasses the Y-12 industrial facilities and support structures in BCV. The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge directly south of Y-12. Section 2 of this report provides background information pertinent to groundwater and surface water quality monitoring in each hydrogeologic regime, including the topography and bedrock geology, surface water drainage, groundwater system, and extent of groundwater contamination.   11. Genome-Wide Analysis of miRNA targets in Brachypodium and Biomass Energy Crops

    MicroRNAs (miRNAs) contribute to the control of numerous biological processes through the regulation of specific target mRNAs. Although the identities of these targets are essential to elucidate miRNA function, the targets are much more difficult to identify than the small RNAs themselves. Before this work, we pioneered the genome-wide identification of the targets of Arabidopsis miRNAs using an approach called PARE (German et al., Nature Biotech. 2008; Nature Protocols, 2009). Under this project, we applied PARE to Brachypodium distachyon (Brachypodium), a model plant in the Poaceae family, which includes the major food grain and bioenergy crops. Through in-depth global analysis and examination of specific examples, this research greatly expanded our knowledge of miRNAs and target RNAs of Brachypodium. New regulation in response to environmental stress or tissue type was found, and many new miRNAs were discovered. More than 260 targets of new and known miRNAs with PARE sequences at the precise sites of miRNA-guided cleavage were identified and characterized. Combining PARE data with the small RNA data also identified the miRNAs responsible for initiating approximately 500 phased loci, including one of the novel miRNAs. PARE analysis also revealed that differentially expressed miRNAs in the same family guide specific target RNA cleavage in a correspondingly tissue-preferential manner. The project included generation of small RNA and PARE resources for bioenergy crops, to facilitate ongoing discovery of conserved miRNA-target RNA regulation. By associating specific miRNA-target RNA pairs with known physiological functions, the research provides insights about gene regulation in different tissues and in response to environmental stress. This, and release of new PARE and small RNA data sets should contribute basic knowledge to enhance breeding and may suggest new strategies for improvement of biomass energy crops.

    Beginning in 2008, two pairs of energy-saver houses were built at Wolf Creek in Oak Ridge, TN. These houses were designed to maximize energy efficiency using new ultra-high-efficiency components emerging from ORNL s Cooperative Research and Development Agreement (CRADA) partners and others. The first two houses contained 3713 square feet of conditioned area and were designated as WC1 and WC2; the second pair consisted of 2721 square feet conditioned area with crawlspace foundation and they re called WC3 and WC4. This report is focused on the annual energy performance of WC3 and WC4, and how they compare against a previously benchmarked maximum energy efficient house of a similar footprint. WC3 and WC4 are both about 55-60% more efficient than traditional new construction. Each house showcases a different envelope system: WC3 is built with advanced framing featured cellulose insulation partially mixed with phase change materials (PCM); and WC4 house has cladding composed of an exterior insulation and finish system (EIFS). The previously benchmarked house was one of three built at the Campbell Creek subdivision in Knoxville, TN. This house (CC3) was designed as a transformation of a builder house (CC1) with the most advanced energy-efficiency features, including solar electricity and hot water, which market conditions are likely to permit within the 2012 2015 period. The builder house itself was representative of a standard, IECC 2006 code-certified, all-electric house built by the builder to sell around 2005 2008.

    This document is the monitoring optimization plan for groundwater monitoring wells associated with the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee (Figure A.1). The plan describes the technical approach that will be implemented under the Y-12 Groundwater Protection Program (GWPP) to focus available resources on the monitoring wells at Y-12 that provide the most useful hydrologic and groundwater quality monitoring data. The technical approach is based on the GWPP status designation for each well (Section 2.0). Under this approach, wells granted 'active' status are used by the GWPP for hydrologic monitoring and/or groundwater quality sampling (Section 3.0), whereas wells granted 'inactive' status are not used for either purpose. The status designation also defines the frequency at which the GWPP will inspect applicable wells, the scope of these well inspections, and extent of any maintenance actions initiated by the GWPP (Section 3.0). Details regarding the ancillary activities associated with implementation of this plan (e.g., well inspection) are deferred to the referenced GWPP plans and procedures (Section 4.0).     A complete analysis is performed to simulate biomass production incorporated into a realistic whole farm situation, including or replacing a typical crop mix. Representative farms are constructed to accommodate such simulation. Four management systems are simulated for each firm, with each simulation depicting a different crop mix and/or use of different farming technologies and production methods. The first simulation was a base farm plan in which the operator would maintain the historical crop mix for the area, participate in all price support programs, and not participate in either a conservative reserve or a biomass production program. In the second simulation, the operator would again maintain the historical crop mix, would not participate in a conservation reserve or biomass production program, and would be ineligible to participate in any price support system. The third simulation introduced the Conservation Reserve Program (CRP) and included participation in all price support programs. The fourth simulation introduced a biomass crop production enterprise (switchgrass) as an alternative to enrolling highly erodible cropland in the CRP and allowed participation in price support programs. Simulations were made for three farms, two in West Tennessee and on in South Georgia. Results indicate that erosion is likely to be reduced more by the diversion of cropland to permanent vegetative cover on farms similar to the more highly erodible West Tennessee farms than on the less erodible Tift County, Georgia farm. Equivalent reductions in erosion rates result from entering highly erodible cropland in the CRP and from production of switchgrass as a biomass energy crop. Both switchgrass and CRP farm plans result in decreased net returns from the base plan, although the biomass farm plans are, in general, more profitable than the CRP plans.

History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, the purpose of which is to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in it. These monitoring data were collected for the specific purposes of DOE Order 5400.1 site surveillance monitoring and exit pathway/perimeter monitoring, as described in the ''Environmental Monitoring Plan for the Oak Ridge Reservation'' (DOE 1996). Site surveillance monitoring provides data regarding the quality of groundwater and surface water in areas that are, or could be, affected by operations at Y-12. Exit pathway/perimeter monitoring provides data regarding the quality of groundwater and surface water where contaminants from Y-12 are most likely to migrate beyond the boundaries of the DOE Oak Ridge Reservation (ORR). The CY 2000 groundwater and surface water monitoring data presented in this report were obtained under the auspices of the Y-12 Groundwater Protection Program (GWPP), managed by Lockheed Martin Energy Systems, Inc. (LMES) (January-October, 2000) and by BWXT Y-12, L.L.C. (November-December, 2000), and the Water Resources Restoration Program (WRRP), which is managed by Bechtel Jacobs Company LLC.     The purpose of this guide is to describe each of the series of records identified in the documents of the Y-12 Mercury Task Force Files that pertain to the use of mercury in the separation and enrichment of lithium isotopes at the Department of Energy`s (DOE) Y-12 Plant in Oak Ridge, Tennessee. History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, which seeks to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project. Specific attention will be given to the history of the DOE-Oak Ridge Reservation, the development of the Y-12 Plant, and the use of mercury in the production of nuclear weapons during the 1950s and early 1960s. This introduction provides background information on the Y-12 Mercury Task Force Files, an assembly of documents resulting from the 1983 investigation of the Mercury Task Force into the effects of mercury toxicity upon workplace hygiene and worker health, the unaccountable loss of mercury, and the impact of those losses upon the environment. This introduction also explains the methodology used in the selection and inventory of these record series. Other topics include the methodology used to produce this guide, the arrangement of the detailed record series descriptions, and information concerning access to the collection.

    This document is the monitoring optimization plan for groundwater monitoring wells associated with the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee (Figure 1). The plan describes the technical approach that will be implemented under the Y-12 Groundwater Protection Program (GWPP) to focus available resources on the monitoring wells at Y-12 which provide the most useful hydrologic and water-quality monitoring data. The technical approach is based on the GWPP status designation for each well (Section 2.0). Under this approach, wells granted ''active'' status are used by the GWPP for hydrologic monitoring and/or groundwater sampling (Section 3.0), whereas well granted ''inactive'' status are not used for either purpose. The status designation also determines the frequency at which the GWPP will inspect applicable wells, the scope of these well inspections, and extent of any maintenance actions initiated by the GWPP (Section 4.0). Details regarding the ancillary activities associated with implementation of this plan (e.g., well inspection) are deferred to the referenced GWPP plans and procedures (Section 5.0). This plan applies to groundwater monitoring wells associated with Y-12 and related waste management facilities located within three hydrogeologic regimes (Figure 1): the Bear Creek Hydrogeologic Regime (Bear Creek Regime), the Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime), and the Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime). The Bear Creek Regime encompasses a section of Bear Creek Valley (BCV) immediately west of Y-12.     The paper presents a synthesis of the main results of the research program promoted by ENEL (Italian Electric Company) on herbaceous energy crops. The objective of the program is to evaluate the potentials of different species and cultivars for biomass fuel production in Italy. For the most promising species, all the links of the chain from cultivation to delivery at the plant gate at the lowest possible cost have to be organized. So far the following species gave annual productivities above 20 dry tons/ha: fiber sorghum (Sorghum sp.); miscanthus (Miscanthus sinensis); and giant reed (Arundo donax). The highest biomass yields, well above 40 dry tons/ha in several trials, were given by giant reed.

    The tropical leguminous shrub/tree, leucaena (Leucaena spp. mainly leucocephala), and perennial tropical tall grasses such as elephantgrass (Pennisetum purpureum), sugarcane, and energycane (Saccharum spp.) are well adapted to the long growing seasons and high rainfall of the humid lower South. In much of the area the topgrowth is killed by frost during winter and plants regenerate from underground parts in spring. Selected accessions from a duplicated 373 accession leucaena nursery had an average annual woody stem dry matter production of 31.4 Mg ha{sup -1}. Average oven dry stem wood yields from selected accessions adjusted for environmental enrichment over the 4 growth seasons were 78.9 Mg ha{sup -1} total and average annual yield of 19.7 Mg ha{sup -1}. The tall perennial grasses have linear growth rates of 18 to 27 g m{sup 2}d{sup -1} for long periods (140 to 196 d and sometimes longer) each season. Oven dry biomass yields of tall grasses have varied from 20 to 45 Mg ha{sup -1} in mild temperature locations to over 60 Mg ha{sup -1} yr{sup -1} in warm subtropics of the lower Florida peninsula. Tall grasses and leucaena, once established, may persist for many seasons. A map showing the possible range of the crops in lower South is shown. Highest biomass yields of tall grasses have been produced when irrigated with sewage effluent or when grown on phosphatic clay and muck soils of south Florida. Several companies are considering using leucaena and/or tall grasses for bioenergy in the phosphatic mining area of Polk County, Florida.

    Bioremediation of uranium contaminated groundwater was tested by delivery of ethanol as an electron donor source to stimulate indigenous microbial bioactivity for reduction and immobilization of uranium in situ, followed by tests of stability of uranium sequestration in the bioreduced area via delivery of dissolved oxygen or nitrate at the US Department of energy's Integrated Field Research Challenge site located at Oak Ridge, Tennessee, USA. After long term treatment that spanned years, uranium in groundwater was reduced from 40-60 mg {center_dot} L{sup -1} to <0.03 mg {center_dot} L{sup -1}, below the USA EPA standard for drinking water. The bioreduced uranium was stable under anaerobic or anoxic conditions, but addition of DO and nitrate to the bioreduced zone caused U remobilization. The change in the microbial community and functional microorganisms related to uranium reduction and oxidation were characterized. The delivery of ethanol as electron donor stimulated the activities of indigenous microorganisms for reduction of U(VI) to U(IV). Results indicated that the immobilized U could be partially remobilized by D0 and nitrate via microbial activity. An anoxic environmental condition without nitrate is essential to maintain the stability of bioreduced uranium.

    The U.S. Department of Energy (DOE) owns, operates, and manages the buildings and land areas on the Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. As land and buildings are declared excess or underutilized, it is the intent of DOE to either transfer the title of or lease suitable property to the Community Reuse Organization of East Tennessee (CROET) or other entities for public use. It is DOE's responsibility, in coordination with the U.S. Environmental Protection Agency (EPA), Region 4, and the Tennessee Department of Environment and Conservation (TDEC), to ensure that the land, facilities, and personal property that are to have the title transferred or are to be leased are suitable for public use. Release of personal property must also meet site requirements and be approved by the DOE contractor responsible for site radiological control. The terms title transfer and lease in this document have unique meanings. Title transfer will result in release of ownership without any restriction or further control by DOE. Under lease conditions, the government retains ownership of the property along with the responsibility to oversee property utilization. This includes involvement in the lessee's health, safety, and radiological control plans and conduct of site inspections. It may also entail lease restrictions, such as limiting access to certain areas or prohibiting digging, drilling, or disturbing material under surface coatings. Survey and sampling requirements are generally more rigorous for title transfer than for lease. Because of the accelerated clean up process, there is an increasing emphasis on title transfers of facilities and land. The purpose of this document is to describe the radiological survey and sampling protocols that are being used for assessing the radiological conditions and characteristics of building and land areas on the Oak Ridge Reservation that contain space potentially available for title transfer or lease.     This report contains groundwater quality monitoring data obtained during calendar year (CY) 2007 at the following hazardous waste treatment, storage, and disposal (TSD) units located at the US Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12) in Oak Ridge, Tennessee; this S-3 Site, Oil Landfarm, Bear Creek Burial Grounds/Walk-In Pits (BCBG/WIP), Eastern S-3 Site Plume, Chestnut Ridge Security Pits (CRSP), Chestnut Ridge Sediment Disposal Baste (CRSDB), few Hollow Quarry (KHQ), and East Chestnut Ridge Waste Pile (ECRWP). Hit monitoring data were obtained in accordance with the applicable Resource Conservation and Recovery Act of 1976 (RCRA) hazardous waste post-closure permit (PCP). The Tennessee Department of Environment and Conservation (TDEC) - Division of Solid Waste Management issued the PCPs to define the requirements for RCRA post-closure inspection, maintenance, and groundwater monitoring at the specified TSD units located within the Bear Creek Hydrogeologic Regime (PCP no. TNHW-116), Upper East Fork Poplar Creek Hydrogeologic Regime (PCP no. TNHW-113), and Chestnut Ridge Hydrogeologic Regime (PCP no. TNHW-128). Each PCP requires the Submittal of an annual RCRA groundwater monitoring report containing the groundwater sampling information and analytical results obtained at each applicable TSD unit during the preceding CY, along with an evaluation of groundwater low rates and directions and the analytical results for specified RCRA groundwater target compounds; this report is the RCRA annual groundwater monitoring report for CY 2007. The RCRA post-closure groundwater monitoring requirements specified in the above-referenced PCP for the Chestnut Ridge Regime replace those defined in the previous PCP (permit no. TNHW-088), which expired on September 18, 2005, but remained effective until the TDEC issued the new PCP in September 2006.     Upper East Fork Poplar Creek Operable Unit 2 consists of the Abandoned Nitric Acid pipeline (ANAP). This pipeline was installed in 1951 to transport liquid wastes {approximately}4800 ft from Buildings 9212, 9215, and 9206 to the S-3 Ponds. Materials known to have been discharged through the pipeline include nitric acid, depleted and enriched uranium, various metal nitrates, salts, and lead skimmings. During the mid-1980s, sections of the pipeline were removed during various construction projects. A total of 19 locations were chosen to be investigated along the pipeline for the first phase of this Remedial Investigation. Sampling consisted of drilling down to obtain a soil sample at a depth immediately below the pipeline. Additional samples were obtained deeper in the subsurface depending upon the depth of the pipeline, the depth of the water table, and the point of auger refusal. The 19 samples collected below the pipeline were analyzed by the Oak Ridge Y-12 Plant`s laboratory for metals, nitrate/nitrite, and isotopic uranium. Samples collected from three boreholes were also analyzed for volatile organic compounds because these samples produced a response with organic vapor monitoring equipment. Uranium activities in the soil samples ranged from 0.53 to 13.0 pCi/g for {sup 238}U, from 0.075 to 0.75 pCi/g for {sup 235}U, and from 0.71 to 5.0 pCi/g for {sup 238}U. Maximum total values for lead, chromium, and nickel were 75.1 mg/kg, 56.3 mg/kg, and 53.0 mg/kg, respectively. The maximum nitrate/nitrite value detected was 32.0 mg-N/kg. One sample obtained adjacent to a sewer line contained various organic compounds, at least some of which were tentatively identified as fragrance chemicals commonly associated with soaps and cleaning solutions. The results of the baseline human health risk assessment for the ANAP contaminants of potential concern show no unacceptable risks to human health.
