Photovoltaics on Landfills in Puerto Rico

The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Commonwealth of Puerto Rico for a feasibility study of m0treAlables on several brownfield sites. The EPA defines a brownfield as 'a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.' All of the brownfields in this study are landfill sites. Citizens of Puerto Rico, city planners, and site managers are interested in redevelopment uses for landfills in Puerto Rico, which are particularly well suited for solar photovoltaic (PV) installation. The purpose of this report is to assess the landfills with the highest potential for possible solar PV installation and estimate cost, performance, and site impacts of three different PV options: crystalline silicon (fixed-tilt), crystalline silicon (single-axis tracking), and thin film (fixed-tilt). Each option represents a standalone system that can be sized to use an entire available site area. In addition, the report outlines financing options that could assist in the implementation of a system. The feasibility of PV systems installed on landfills is highly impacted by the available area for an array, solar resource, operating status, landfill cap status, distance to transmission lines, and distance to major roads. All of the landfills in Puerto Rico were screened according to these criteria in order to determine the sites with the greatest potential. Eight landfills were chosen for site visits based on the screening criteria and location. Because of time constraints and the fact that Puerto Rico is a relatively large island, the eight landfills for this visit were all located in the eastern half of the island. The findings from this report can be applied to landfills in the western half of the island. The economics of a potential PV system on landfills in Puerto Rico depend greatly on the cost of electricity. Currently, PREPA has an average electric rate of $0.119/kWh. Based on past electric rate increases in Puerto Rico and other islands in the Caribbean, this rate could increase to $0.15/kWh or higher in a relatively short amount of time. In the coming years, increasing electrical rates and increased necessity for clean power will continue to improve the feasibility of implementing solar PV systems at these sites.

Thick Albian-Campanian mass-flow sandstones in the Southern Basin Trinidad were deposited within submarine canyons incised into the northern continental slope of South America and as associated down-dip basin-floor lowstand fans. The contemporaneous slope to basin-floor break lay across the Southern Basin area with turbidity current paleoflow being to the northwest. North of this paleo-slope break graded to massive, channelized, high-density turbidite sandstones occur interstratified with shaly overbank and channel abandonment deposits. A progression of depositional sub-environments from proximal through distal lowstand fan can be recognized. All fine and thin upward but can be discriminated by the occurrence of slumps, debris flows and conglomerates, the grain-size and bedding scale of sandstones and the characteristics of low-density turbidites and mudrocks. South of the paleo-slope break mass-flow deposits comprise muddy slumps and debris flows rich in granules and pebbles deposited in slope canyons. During periods of turbidity current by-pass or fan abandonment hemipelagic settling processes predominated. Reservoir distribution maps of these lowstand fans have been constructed utilizing geometric constraints, analogs and paleoslope determinations from oriented core. The interpreted canyon locations and orientations are key to the understanding of reservoir distribution on the basin-floor tract to the north: a vital component in the exploration of the basin.

Decontamination and decommissioning of the Mayaguez (Puerto Rico) facility

On February 6, 1987 the US Department of Energy (DOE) awarded the final phase of the decontamination and decommissioning of the nuclear and reactor facilities at the Center for Energy and Environmental Research (CEER), in Mayaguez, Puerto Rico. Bechtel National, Inc., was made the decontamination and decommissioning (D and D) contractor. The goal of the project was to enable DOE to proceed with release of the CEER facility for use by the University of Puerto Rico, who was the operator. This presentation describes that project and lesson learned during its progress. The CEER facility was established in 1957 as the Puerto Rico Nuclear Center, a part of the Atoms for Peace Program. It was a nuclear training and research institution with emphasis on the needs of Latin America. It originally consisted of a 1-megawatt Materials Testing Reactor (MTR), support facilities and research laboratories. After eleven years of operation the MTR was shutdown and defueled. A 2-megawatt TRIGA reactor was installed in 1972 and operated until 1976, when it woo was shutdown. Other radioactive facilities at the center included a 10-watt homogeneous L-77 training reactor, a natural uranium graphite-moderated subcritical assembly, a 200KV particle accelerator, and a 15,000 Ci Co-60 irradiation facility. Support facilities included radiochemistry laboratories, counting rooms and two hot cells. As the emphasis shifted to non-nuclear energy technology a name change resulted in the CEER designation, and plans were started for the decontamination and decommissioning effort.

Lessons Learned from the Puerto Rico Battery Energy Storage System

The Puerto Rico Electric Power Authority (PREPA) installed a distributed battery energy storage system in 1994 at a substation near San Juan, Puerto Rico. It was patterned after two other large energy storage systems operated by electric utilities in California and Germany. The U.S. Department of Energy (DOE) Energy Storage Systems Program at Sandia National Laboratories has followed the progress of all stages of the project since its inception. It directly supported the critical battery room cooling system design by conducting laboratory thermal testing of a scale model of the battery under simulated operating conditions. The Puerto Rico facility is at present the largest operating battery storage system in the world and is successfully providing frequency control, voltage regulation, and spinning reserve to the Caribbean island. The system further proved its usefulness to the PREPA network in the fall of 1998 in the aftermath of Hurricane Georges. The owner-operator, PREPA, and the architect/engineer, vendors, and contractors learned many valuable lessons during all phases of project development and operation. In documenting these lessons, this report will help PREPA and other utilities in planning to build large energy storage systems.

The primary objective of the Catano Criteria Pollutant and Acid Aerosol Characterization Study (CPAACS) was to measure criteria pollutant concentrations and acid aerosol concentrations in and around the Ward of Catano, Puerto Rico, during the summer of 1994. Continuous air sampling for criteria pollutants was performed at three fixed stations and one moobile station that was deployed to four locations. Air samples for acid aerosol analyses and particulate matter measurements were collected at three sites. Semicontinuous sulfate analysis was performed at the primary site. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Puerto Rico. The profile is the result of a survey of NRC licensees in Puerto Rico. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The hinterland of the Caribbean Mts. orogen in Trinidad and Venezuela contains schist and gneiss whole protoliths are wholly or partly of continental provenance. The hinterland lies between the foreland thrust belt and terranes. The terranes are alien to continental South America (SA) and may have proto-Caribbean or Caribbean plate origins. The hinterland rocks were widely thought to come from sediments and granitoids of Mesozoic protolithic ages and to be of Cretaceous metamorphic age. Such rocks are now know to be of at least two or more types, as follows: (1) low grade, protoliths of pre-Mesozoic basement and shelfal cover of uncertain age range, inboard locus, Oligocene to mid-Miocene metamorphic ages younging eastward (Caracas, Paria, and Northern Range belts), and (2) higher grade including high P/T, varies protoliths of uncertain age range, Cretaceous and ( )early Paleogene metamorphic ages (Tacagua, Araya, Margarita). The geometry, protoliths, structures, and metamorphic ages of type 1 parautochthoneity and an origin as a thickened wedge of crust-cored passive margin cover. The wedge grew by accretion between about 35 and 20 Ma during oblique transport toward the foreland. The diachroneity of metamorphism implies, as does the timing of foreland deformation, that the wedge evolved in a right-oblique collision between northern SA and terranes moving wholly or partly with the Caribbean plate since the Eocene. Type 2 rocks probably came with the terranes and are products of convergent zone tectonics, either in the proto-Caribbean plate. The hinterland boundaries are brittle thrusts that are out of sequence and imply progressive contraction from mid-Cenozoic to the present.

This report presents the results of an assessment of the technical and economic feasibility of deploying a photovoltaics (PV) system on brownfield sites in the Commonwealth of Puerto Rico. All of the assessed sites are landfills. The sites were assessed for possible PV installations. The cost, performance, and site impacts of different PV options were estimated. The economics of the potential systems were analyzed using an electric rate of $0.119/kWh and incentives offered by Puerto Rico and by the serving utility, PREPA. According to the site production calculations, the most cost-effective system in terms of return on investment is the thin-film fixed-tilt technology. The report recommends financing options that could assist in the implementation of such a system.

This report was prepared in response to Section 1406 of the Energy Policy Act of 1992 (P.L. 192-486). The Act directed the Department of Energy (DOE) to ``conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption,`` and to ``outline how the insular areas shall gain access to vital oil supplies during times of national emergency.`` The Act defines the insular areas to be the US Virgin Islands and Puerto Rico in the Caribbean, and Guam, American Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), and Palau in the Pacific. This report is the analysis of Puerto Rico and the US Virgin Islands. In the study, ``unique vulnerabilities`` were defined as susceptibility to: (1) more frequent or more likely interruptions of oil supplies compared to the mainland, and/or (2) disproportionately larger or more likely economic losses in the event of an oil supply disruption. In order to asses unique vulnerabilities, the study examined in the insular areas` experience during past global disruptions of oil supplies and during local emergencies caused by natural disasters. The effects of several possible future global disruptions and local emergencies were also analyzed. Analyses were based on historical data, simulations using energy and economic models, and interviews with officials in the insular governments and the energy industry.

Downscaled climate change impacts on agricultural water resources in Puerto Rico

The purpose of this study is to estimate reference evapotranspiration (ET{sub o}), rainfall deficit (rainfall - ET{sub o}) and relative crop yield reduction for a generic crop under climate change conditions for three locations in Puerto Rico: Adjuntas, Mayaguez, and Lajas. Reference evapotranspiration is estimated by the Penman-Monteith method. Rainfall and temperature data were statistically downscaled and evaluated using the DOE/NCAR PCM global circulation model projections for the B1 (low), A2 (mid-high) and A1fi (high) emission scenarios of the Intergovernmental Panel on Climate Change Special Report on Emission Scenarios. Relative crop yield reductions were estimated from a function dependent water stress factor, which is a function of soil moisture content. Average soil moisture content for the three locations was determined by means of a simple water balance approach. Results from the analysis indicate that the rainy season will become wetter and the dry season will become drier. The 20-year mean 1990-2010 September rainfall excess (i.e., rainfall - ET{sub o} > 0) increased for all scenarios and locations from 149.8 to 356.4 mm for 2080-2100. Similarly, the 20-year average February rainfall deficit (i.e., rainfall - ET{sub o} < 0) decreased from a -26.1 mm for 1990-2010 to -72.1 mm for the year 2080-2100. The results suggest that additional water could be saved during the wet months to offset increased irrigation requirements during the dry months. Relative crop yield reduction did not change significantly under the B1 projected emissions scenario, but increased by approximately 20% during the summer months under the A1fi emissions scenario. Components of the annual water balance for the three climate change scenarios are rainfall, evapotranspiration (adjusted for soil moisture), surface runoff, aquifer recharge and change in soil moisture storage. Under the A1fi scenario, for all locations, annual evapotranspiration decreased owing to lower soil moisture, surface runoff decreased, and aquifer recharge increased. Aquifer recharge increased at all three locations because the majority of recharge occurs during the wet season and the wet season became wetter. This is good news from a groundwater production standpoint. Increasing aquifer recharge also suggests that groundwater levels may increase and this may help to minimize saltwater intrusion near the coasts as sea levels increase, provided that groundwater use is not over-subscribed.

A frequent tyrosinase gene mutation associated with type I-A (tyroinase-negative) oculocutaneous albinism in Puerto Rico

The authors have determined the mutations in the tyrosinase gene from 12 unrelated Puerto Rican individuals who have type I-A (tyrosinase-negative) oculocutaneous albinism (OCA). All but one individual are of Hispanic descent. Nine individuals were homozygous for a missense mutation (G47D) in exon I at codon 47. Two individuals were heterozygous for the G47D mutation, with one having a missense mutation at codon 373 (T373K) in the homologous allele and the other having an undetermined mutation in the homologous allele. One individual with negroid features was homozygous for a nonsense mutation (W236X). The population migration between Puerto Rico and the Canary Islands is well recognized. Analysis of three individuals with OCA from the Canary Islands showed that one was a compound heterozygote for the G47D mutation and for a novel missense mutation (L216M), one was homozygous for a missense mutation (P81L), and one was heterozygous for the missense mutation P81L. The G47D and P81L missense mutations have been previously described in extended families in the United States. Haplotypes were determined using four polymorphisms linked to the tyrosinase locus. Haplotype analysis showed that the G47D mutation occurred on a single haplotype, consistent with a common founder for all individuals having this mutation. Two different haplotypes were found associated with the P81L mutation, suggesting that this may be either a recurring mutation for the tyrosinase gene or a recombination between haplotypes. 28 refs., 1 fig., 3 tabs.

Quick Anomaly Detection by the Newcomb--Benford Law, with Applications to Electoral Processes Data from the USA, Puerto Rico and Venezuela

A simple and quick general test to screen for numerical anomalies is presented. It can be applied, for example, to electoral processes, both electronic and manual. It uses vote counts in officially published voting units, which are typically widely available and institutionally backed. The test examines the frequencies of digits on voting counts and rests on the First (NBL1) and Second Digit Newcomb--Benford Law (NBL2), and in a novel generalization of the law under restrictions of the maximum number of voters per unit (RNBL2). We apply the test to the 2004 USA presidential elections, the Puerto Rico (1996, 2000 and 2004) governor elections, the 2004 Venezuelan presidential recall referendum (RRP) and the previous 2000 Venezuelan Presidential election. The NBL2 is compellingly rejected only in the Venezuelan referendum and only for electronic voting units. Control technology assessment of hazardous-waste-disposal operations in chemicals manufacturing: in-depth survey report of San Juan Cement Company, Dorado, Puerto Rico, November 1981

A visit was made to the San Juan Cement Company, Dorado, Puerto Rico to evaluate control methods for a storage and delivery system for hazardous wastes used in a demonstration project as a supplemental fuel for cofiring a cement kiln. Analysis of the material during the visit revealed the presence of methylene chloride, carbon-tetrachloride, chloroform, acetone, hexane, ethanol, and ethyl acetate. Steel storage tanks were placed on an impermeable concrete slab surrounded by a sealed retaining wall. Steel piping with all welded joints carried the waste fuels from storage tanks to the kiln, where fuels were injected through a specially fabricated burner. Vapor emissions were suppressed by venting the displaced vapor through a recycle line. Exhaust gases from the kiln passed through a bag house type dust collector, and were vented to the atmosphere through a single stack. Half-mask air-purifying respirators were used when in the hazardous-waste storage/delivery area. Neoprene gloves were used when performing tasks with potential skin contact. Hard hats, safety glasses, and safety boots were all worn. The author concludes that the control methods used seemed effective in suppressing vapor emissions.

This document reports findings and recommendations as a result of a design assistance project with Fort Buchanan with the goals of developing a Strategic Energy Management Plan for the Site. A strategy has been developed with three major elements in mind: 1) development of a strong foundation from which to build, 2) understanding technologies that are available, and 3) exploring financing options to fund the implementation of improvements. The objective of this report is to outline a strategy that can be used by Fort Buchanan to further establish an effective energy management program. Once a strategy is accepted, the next step is to take action. Some of the strategies defined in this Plan may be implemented directly. Other strategies may require the development of a more sophisticated tactical, or operational, plan to detail a roadmap that will lead to successful realization of the goal. Similarly, some strategies are not single events. Rather, some strategies will require continuous efforts to maintain diligence or to change the culture of the Base occupants and their efforts to conserve energy resources.

Microbial Diversity and Bioremediation of aHydrocarbon-Contaminated Aquifer (Vega Baja, Puerto Rico)

Hydrocarbon contamination of groundwater resources hasbecome a major environmental and human health concern in many parts ofthe world. Our objectives were to employ both culture andculture-independent techniques to characterize the dynamics of microbialcommunity structure within a fluidized bed reactor used to bioremediate adiesel-contaminated groundwater in a tropical environment. Under normaloperating conditions, 97 to 99 percent of total hydrocarbons were removedwith only 14 min hydraulic retention time. Over 25 different cultureswere isolated from the treatment unit (96 percent which utilized dieselconstituents as sole carbon source). Approximately 20 percent of theisolates were also capable of complete denitrification to nitrogen gas.Sequence analysis of 16S rDNA demonstrated ample diversity with mostbelonging to the infinity, beta and gamma subdivision of theProteobacteria, Bacilli, and Actinobacteria groups. Moreover, the geneticconstitution of the microbial community was examined at multiple timepoints with a Functional Gene Array (FGA) containing over 12,000 probesfor genes involved in organic degradation and major biogeochemicalcycles. Total community DNA was extracted and amplified using anisothermal phi29 polymerase-based technique, labeled with Cy5 dye, andhybridized to the arrays in 50 percent formimide overnight at 50 degreesC. Cluster analysis revealed comparable profiles over the course oftreatment suggesting the early selection of a very stable microbialcommunity. A total of 270 genes for organic contaminant degradation(including naphthalene, toluene [aerobic and anaerobic], octane,biphenyl, pyrene, xylene, phenanthrene, and benzene); and 333 genesinvolved in metabolic activities (nitrite and nitrous oxide reductases[nirS, nirK, and nosZ], dissimilatory sulfite reductases [dsrAB],potential metal reducing C-type cytochromes, and methane monooxygenase[pmoA]) were repeatedly detected. Genes for degradation of MTBE,nitroaromatics and chlorinated compounds werealso present, indicating abroad catabolic potential of the treatment unit. FGA's demonstrated theearly establishment of a diverse community with concurrent aerobic andanaerobic processes contributing to the bioremediationprocess.
