    The status of known and ultimately recoverable crude oil and natural gas resources of the Federal Republics of Venezuela, and Trinidad and Tobago (hereafter referred to as Trinidad) is set forth in this report. The rates that oil resources may be available to world markets are also covered in the report. A section on the petroleum geology of the region is included. The Republics of Venezuela and Trinidad share a common and ancient petroleum history. Over a century of exploration and development have resulted in the cumulative production of nearly 39 billion barrels of oil from Venezuela and over 2 billion barrels from Trinidad. Both republics have passed their peak status as oil producers. Venezuela reached its peak as the second largest producer in the world in the mid-fifties, and Trinidad attained its highest status as the eighth largest oil producer in the early forties. The report concludes that Venezuela and Trinidad have depleted slightly less than one-half of their ultimately recoverable crude oil resources. Based on feasible production rates and estimates of remaining recoverable resources, nearly two-thirds of Venezuela's oil resources and about three-fourths of Trinidad's oil resources may be depleted by the year 2000. The natural gas resources of both countries are underutilized and underdeveloped.

    On Dec. 15, 1997, Enron International and Kenetech Energy Services achieved financial close on the $670 million EcoElectrica liquefied natural gas terminal and cogeneration project proposed for Puerto Rico. The project involves construction of a liquefied natural gas terminal, cogeneration plant, and desalination unit on the southern coast of Puerto Rico, in the Penuelas/Guayanilla area. EcoElectrica will include a 500-mw, combined-cycle cogeneration power plant fueled mainly by LNG imported from the 400 MMcfd Atlantic LNG project on the island of Trinidad. Achieving financial close on a project of this size is always a time-consuming matter and one with a number of challenges. These challenges were increased by the unique nature of both the project and its financing--no project financing had ever before been completed that combined an LNG terminal and power plant. The paper discusses the project, financing details and challenges, key investment considerations, and integrated project prospects.

    Trinidad and Tobago's petroleum sector remains at a crossroads. While heavily reliant on oil and gas for domestic energy consumption and hard currency export earnings, the small Caribbean island nation faces some tough choices in reviving its hydrocarbon sector in the 1990s. Exploration and production of crude oil have stagnated in recent years, and domestic refinery utilization remains low at 36%. However, substantial natural gas reserves in Trinidad and Tobago offer the promise of a burgeoning natural gas based economy with an eye to liquefied natural gas and gas based petrochemical exports. Any solutions will involve considerable outlays by the government as well as a sizable infusion of capital by foreign companies. Therein lie some of the hard choices. The article describes the roles of oil and gas, foreign investment prospects, refining status, refining problems, gas sector foreign investment, and outlook for the rest of the 1990's.

    The study, conducted by The M. W. Kellog Company, was funded by the U.S. Trade and Development Agency on behalf of the National Gas Company of Trinidad and Tobago.     Several geomorphological evidences of Quaternary reverse faulting are observed along the southern front of the Northern Range in Trinidad between Port-of-Spain and Matura Point. Such a mountain front is associated to a reverse fault system showing an imbricated pattern southward. In the north, the system is limited by a structural feature showing an important vertical component. Southward this system progressively changes to low angle faults. This geometry is corroborated by seismic profiling in the continent shelf. The active faulting evidences consist in lateral drainage offsets, fault trenches, sag-ponds, triangular facets, and saddles. Some quaternary terraces show fault scarps and tilting. We postulate that these reverse fault systems as Arima Fault instead of El Pilar fault as it is not actually connected to the San Sebestian-El Pilar right-lateral slip system, due to the southward prolongation of the southern limit of the Caribbean Plate through the fault system of Los Bajos-El Soldado.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Commonwealth of Puerto Rico for a feasibility study of m0treAlables on several brownfield sites. The EPA defines a brownfield as 'a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.' All of the brownfields in this study are landfill sites. Citizens of Puerto Rico, city planners, and site managers are interested in redevelopment uses for landfills in Puerto Rico, which are particularly well suited for solar photovoltaic (PV) installation. The purpose of this report is to assess the landfills with the highest potential for possible solar PV installation and estimate cost, performance, and site impacts of three different PV options: crystalline silicon (fixed-tilt), crystalline silicon (single-axis tracking), and thin film (fixed-tilt). Each option represents a standalone system that can be sized to use an entire available site area. In addition, the report outlines financing options that could assist in the implementation of a system. The feasibility of PV systems installed on landfills is highly impacted by the available area for an array, solar resource, operating status, landfill cap status, distance to transmission lines, and distance to major roads. All of the landfills in Puerto Rico were screened according to these criteria in order to determine the sites with the greatest potential. Eight landfills were chosen for site visits based on the screening criteria and location.     The Puerto Rico Electric Power Authority (PREPA) installed a distributed battery energy storage system in 1994 at a substation near San Juan, Puerto Rico. It was patterned after two other large energy storage systems operated by electric utilities in California and Germany. The U.S. Department of Energy (DOE) Energy Storage Systems Program at Sandia National Laboratories has followed the progress of all stages of the project since its inception. It directly supported the critical battery room cooling system design by conducting laboratory thermal testing of a scale model of the battery under simulated operating conditions. The Puerto Rico facility is at present the largest operating battery storage system in the world and is successfully providing frequency control, voltage regulation, and spinning reserve to the Caribbean island. The system further proved its usefulness to the PREPA network in the fall of 1998 in the aftermath of Hurricane Georges. The owner-operator, PREPA, and the architect/engineer, vendors, and contractors learned many valuable lessons during all phases of project development and operation. In documenting these lessons, this report will help PREPA and other utilities in planning to build large energy storage systems.

    On February 6, 1987 the US Department of Energy (DOE) awarded the final phase of the decontamination and decommissioning of the nuclear and reactor facilities at the Center for Energy and Environmental Research (CEER), in Mayaguez, Puerto Rico. Bechtel National, Inc., was made the decontamination and decommissioning (D and D) contractor. The goal of the project was to enable DOE to proceed with release of the CEER facility for use by the University of Puerto Rico, who was the operator. This presentation describes that project and lesson learned during its progress. The CEER facility was established in 1957 as the Puerto Rico Nuclear Center, a part of the Atoms for Peace Program. It was a nuclear training and research institution with emphasis on the needs of Latin America. It originally consisted of a 1-megawatt Materials Testing Reactor (MTR), support facilities and research laboratories. After eleven years of operation the MTR was shutdown and defueled. A 2-megawatt TRIGA reactor was installed in 1972 and operated until 1976, when it woo was shutdown. Other radioactive facilities at the center included a 10-watt homogeneous L-77 training reactor, a natural uranium graphite-moderated subcritical assembly, a 200KV particle accelerator, and a 15,000 Ci Co-60 irradiation facility. Support facilities included radiochemistry laboratories, counting rooms and two hot cells. As the emphasis shifted to non-nuclear energy technology a name change resulted in the CEER designation, and plans were started for the decontamination and decommissioning effort.

    The plan to transform the rooftop photovoltaic (PV) market in Puerto Rico strives to create not only a standardized framework for PV deployment, but also streamlined and organized, lean permitting and interconnection processes where most residential and small commercial PV systems can be installed safely and quickly. Puerto Rico has regulations and requirements that limit our ability to adopt the expedited permitting recommendations proposed by Solar ABC and the Network for New Energy Choices. It is the intent of this proposal to identify, analyze, and provide best practices that overcomes these obstacles. The final deliverable of the proposal will be a holistic framework that ensures process predictability and standardization while dealing with rooftop PV market barriers. The plan may impact all of Puerto Rico (pop. 3.7 million), and bolster the incipient PV market in the Island.

The economics of the potential systems were analyzed using an electric rate of $0.119/kWh and incentives offered by Puerto Rico and by the serving utility, PREPA. According to the site production calculations, the most cost-effective system in terms of return on investment is the thin-film fixed-tilt technology. The report recommends financing options that could assist in the implementation of such a system.

In addition, the explorationists discovered a very young Climax-style molybdenum porphyry system northeast of Rico, and drilling intersected thermal waters at depth.   15. Methane flux from mangrove sediments along the southwestern coast of Puerto Rico

    Although the sediments of coastal marine mangrove forests have been considered a minor source of atmospheric methane, these estimate have been based on sparse data from similar areas. We have gathered evidence that shows that external nutrient and freshwater loading in mangrove sediments may have a significant effect on methane flux. Experiments were performed to examine methane fluxes from anaerobic sediments in a mangrove forest subjected to secondary sewage effluents on the southwestern coast of Puerto Rico. Emission rates were measured in situ using a static chamber technique, and subsequent laboratory analysis of samples was by gas chromatography using a flame ionization detector. Results indicate that methane flux rates were lowest at the landward fringe nearest to the effluent discharge, higher in the seaward fringe occupied by red mangroves, and highest in the transition zone between black and red mangrove communities, with average values of 4 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], 42 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], and 82 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], respectively. Overall mean values show these sediments may emit as much as 40 times more methane than unimpacted pristine areas. Pneumatophores of Aviciennia germinans have been found to serve as conduits to the atmosphere for this gas. Fluctuating water level overlying the mangrove sediment is an important environmental factor controlling seasonal and interannual CH[sub 4] flux variations. Environmental controls such as freshwater inputs and increased nutrient loading influence in situ methane emissions from these environments. 34 refs., 3 figs., 3 tabs.

    Recent work has suggested that weathering processes occurring in the subsurface produce the majority of silicate weathering products discharged to the world s oceans, thereby exerting a primary control on global temperature via the well-known positive feedback between silicate weathering and CO2. In addition, chemical and physical weathering processes deep within the critical zone create aquifers and control groundwater chemistry, watershed geometry and regolith formation rates. Despite this, most weathering studies are restricted to the shallow critical zone (e.g., soils, outcrops). Here we investigate the chemical weathering, fracturing and geomorphology of the deep critical zone in the Bisley watershed in the Luquillo Critical Zone Observatory, Puerto Rico, from two boreholes drilled to 37.2 and 27.0 m depth, from which continuous core samples were taken. Corestones exposed aboveground were also sampled. Weathered rinds developed on exposed corestones and along fracture surfaces on subsurface rocks slough off of exposed corestones once rinds attain a thickness up to ~1 cm, preventing the corestones from rounding due to diffusion limitation. Such corestones at the land surface are assumed to be what remains after exhumation of similar, fractured bedrock pieces that were observed in the drilled cores between thick layers of regolith. Some of these subsurface corestones are massive and others are highly fractured, whereas aboveground corestones are generally massive with little to no apparent fracturing. Subsurface corestones are larger and less fractured in the borehole drilled on a road where it crosses a ridge compared to the borehole drilled where the road crosses the stream channel. Both borehole profiles indicate that the weathering zone extends to well below the stream channel in this upland catchment; hence weathering depth is not controlled by the stream level within the catchment and not all of the water in the watershed is discharged to the stream.

    Because Ocean Thermal Energy Conversion (OTEC) operates at a low thermodynamic efficiency, heat exchangers represent a major portion of the overall cost of an OTEC power plant. For this reason, the commercial viability of OTEC depends on the design of efficient and inexpensive heat exchangers which have an operational life expectancy of 20 to 30 years and which can be maintained at a high level of efficiency by the use of effective biofouling control. Summarized here are the results of experiments conducted by the Center for Energy and Environment Research of the University of Puerto Rico to: determine the nature of the biofilm which develops on heat exchanger surfaces exposed to running seawater, test the effectiveness of brush cleaning and chlorination in controlling biofouling on these surfaces and study the corrosion behavior of zinc protected aluminum alloys under OTEC conditions in an attempt to qualify them for use in low cost OTEC heat exchangers.

    This thesis analyzes how the oil windfalls of the 1970s have affected the growth path and the sectoral composition of output and trade of the oil rich developing countries. The policy makers of the four subject countries have adopted different development strategies so that their economies can achieve sustained increases in per capita income and a higher level of economic development after the resource is depleted. The analysis is concerned with the consequences of these policies. The neoclassical models used in the literature to analyze the effects of a resource boom predict the following consequences among others: (1) increase in the prices of nontraded goods, which include construction and services; (2) appreciation of the real exchange rate, which is defined as the ratio of the price of nontraded goods to the price of traded goods, and (3) fall in the output and employment of the traditional traded goods sector, not including the resource or booming sector. The consequences are known as the Dutch Disease in reference to a decline in Dutch manufacturing in the 1960s brought about by natural gas discoveries. To test the hypotheses of the trade and development models, national accounts data are used in order to measure the changes in the composition of production and trade in the 1970s and early 1980s.

    This document reports findings and recommendations as a result of a design assistance project with Fort Buchanan with the goals of developing a Strategic Energy Management Plan for the Site. A strategy has been developed with three major elements in mind: 1) development of a strong foundation from which to build, 2) understanding technologies that are available, and 3) exploring financing options to fund the implementation of improvements. The objective of this report is to outline a strategy that can be used by Fort Buchanan to further establish an effective energy management program. Once a strategy is accepted, the next step is to take action. Some of the strategies defined in this Plan may be implemented directly. Other strategies may require the development of a more sophisticated tactical, or operational, plan to detail a roadmap that will lead to successful realization of the goal. Similarly, some strategies are not single events. Rather, some strategies will require continuous efforts to maintain diligence or to change the culture of the Base occupants and their efforts to conserve energy resources.

    World LNG trade continues to expand as construction of a major LNG project in the Caribbean hits full stride this fall and another LNG carrier was launched earlier this year. Engineering is nearly complete and construction is nearing midway on Trinidad`s Atlantic LNG. In Japan, NKK Corp. launched another LNG tanker that employs the membrane-storage system. The 50-mile pipeline to move natural gas to the Atlantic LNG facility is also on track for completion by October 1998.

    The MINOS (Main Injector Neutrino Oscillation Search) and MINOS+ experiments were designed to study neutrino oscillations using a muon neutrino beam which is detected in two different locations, in the Near Detector and in the Far Detector. The distance between the detectors allows the beam neutrinos to oscillate to a different flavor. Therefore, a disappearance of the muon neutrinos from the beam is observed in the Far Detector. The Far Detector has a special apparatus which makes possible the selection of atmospheric neutrinos and antineutrinos. These come from interactions of cosmic rays with the Earth’s atmosphere. Both detectors have a magnetic field, allowing the distiction between neutrinos and antineutrinos interactions. This thesis presents the first combined analysis of data from the MINOS and MINOS+ experiments. We have analyzed the combined neutrino energy spectrum from the complete MINOS beam data and the first, more energetic, MINOS+ beam data. The disappearance of the muon neutrinos was observed and the data has shown to be congruent with the oscillation model. Beyond that, we have measured the atmospheric oscillation parameters of the beam and atmospheric neutrinos and antineutrinos from MINOS combined with the atmospheric neutrinos and antineutrinos from MINOS+. Assuming the same oscillation parameters for both neutrinos and antineutrinos, the best fit is obtained for inverted hierarchy and lower octant with Δm2 32 = 2:37 X 10-3 eV2 and sin2 θ 23 = 0:43, and the limits m2 32 = [2,29 - 2,49] 10-3 eV2 (68%) and sin2 θ23 = 0.36 - 0.66 (90%). These results are the most precise measurement of the neutrinos mass splitting using muon neutrino disappearance data only.

    For the 25 countries described in the region, exploration activity continued to be centered in proven petroleum provinces in 1984. Exploration activity increased in Brazil, Colombia, and Venezuela. Important, successful exploration efforts continued in areas around Cano Limon field in Colombia, and Guafita and La Victoria fields in Venezuela. Notable discoveries in South America included the 42-46-1X San Martin Cretaceous discovery by Shell in the Ucayali basin in Peru, the significant oil and gas discovery at Palmar Largo ES-1 by YPF in Argentina, and the first offshore gas discovery, the Pecten 1-SPS-20 wildcat in the Santo basin in Brazil. Oil production increased in Barbados, Brazil, Colombia, Ecuador, Mexico, Peru, Trinidad and Tobago, and Venezuela. A notable increase (40%) in oil production occurred in Brazil.     Seven source rock systems were mapped using a consistent methodology to allow basin comparison from Trinidad to southern Chile. Silurian and Devonian systems, deposited in passive margin and intracratonic settings, have fair-good original oil/gas potential from central and northern Bolivia to southern Peru. Kerogens range from mature in the foreland to overmature in the thrust belt. Permian to Carboniferous deposition in local restricted basins formed organic-rich shales and carbonates with very good original oil/gas potential, principally in northern Bolivia and southern Peru. Late Triassic to early Jurassic marine shales and limestones, deposited in deep, narrow, basins from Ecuador to north-central maturity. Locally, in the Cuyo rift basin of northern Argentina, a Triassic lacustrine unit is a very good, mature oil source. Early Cretaceous to Jurassic marine incursions into the back-arc basins of Chile-Argentina deposited shales and limestones. Although time transgressive (younging to the south), this system is the principal source in southern back-arc basins, with best potential in Neuquen, where three intervals are stacked A late Cretaceous marine transgressive shale is the most important source in northern South America. The unit includes the La Luna and equivalents extending from Trinidad through Venezuela, Colombia, Ecuador, and into northern Peru. Elsewhere in South America upper Cretaceous marine-lacustrine rocks are a possible source in the Altiplano and Northwest basins of Bolivia and Argentina. Middle Miocene to Oligocene source system includes shallow marine, deltaic, and lacustrine sediments from Trinidad to northern Peru.

GAO, a congressional watchdog agency, noted the U.S. imports about 4% of its oil from Colombia, Ecuador, and Trinidad and Tobago and possibly could import from Argentina, Bolivia, Brazil, Chile, and Peru in the future. It the the eight countries' crude oil reserves are expected to increase about 30% by 2000, then slide about 2% by 2010.     This report presents methods, and analytical and quality control procedures for salinity, oxygen, nutrient, inorganic carbon, organic carbon, chlorofluorocarbon (CFC), and bomb carbon-14 system parameters performed during the A20_2003 and A22_2003 cruises, which took place between September 22 and November 13, 2003, aboard research vessel (R/V) Knorr under the auspices of the National Oceanic and Atmospheric Administration (NOAA) and National Science Foundation (NSF). The R/V Knorr departed Woods Hole, Massachusetts, on September 22 for the Repeat Section A20, and ended this line in Port of Spain, Trinidad, on October 20. The Repeat Section A22 started on October 23 in Port of Spain, Trinidad, and finished on November 13, 2003, in Woods Hole, Massachusetts. The research conducted was one of a series of repeat hydrography sections jointly funded by NOAA and NSF as part of the Climate Variability Program (CLIVAR)/CO2/repeat hydrography/tracer program. Samples were taken from 36 depths at 88 stations on section A20 and 82 stations on section A22. The data presented in this report include the analyses of water samples for total inorganic carbon (TCO2), total alkalinity (TALK), dissolved organic carbon (DOC), CFC, carbon-14, hydrographic, and other chemical measurements.

    Landfills have been used for decades in Puerto Rico as the only alternative for the disposal of municipal solid waste (MSW). In the present, 7,300 metric tons (8,000 tons) of MSW are generated on a daily basis, of which about 43% are generated in the San Juan Metropolitan Area. Garbage dumps in the Metropolitan Area have an estimated useful life of two years from now. Furthermore, Puerto Rico`s average daily per capita generation exceeds that of US and is almost as twice as that of Europe. A novel alternative for the disposal of MSW needs to be implemented. The University of Puerto Rico (Department of Chemical Engineering), in a collaborative effort with the Sandia National Laboratory, the National Renewable Energy Laboratory, Puerto Rico`s Energy Affairs Administration, and the Institute of Chemical Engineers of Puerto Rico, have conceptualized a research program that would address the utilization of MSW and other agricultural residues for the generation of energy and/or high-value chemical products. The concept, {open_quotes}biorefinery{close_quotes} would consist of the collection of MSW and other agricultural wastes, separation of materials for recycling (glass, ceramics, metals), and use of gasification and/or hydrolysis of the screened material to produce energy and/or chemicals (such as alcohols and oxyaromatics).

  10. Potential seen for doubling U. S. LNG imports

    According to a U.S. Office of Technology Assessment report, Nigeria, Indonesia, Australia, Malaysia, Trinidad, Colombia, and Chile are the most likely sources of U.S. imports of LNG, although the areas with the greatest amounts of exportable surplus LNG are the Persian Gulf, with > 231 trillion cu ft/yr, and the U.S.S.R., with 439 trillion cu ft/yr. The import of LNG would increase the U.S. balance of payments deficit, but LNG imports seem preferable to oil imports. LNG producers have a tendency to sell to Europe or Japan, since these areas are closer to the LNG sources. Maritime Administration and Export-Import Bank programs favor the use of domestic rather than foreign LNG tankers, which tends to reduce the financial stake of foreign suppliers in uninterrupted deliveries. Exportable LNG surpluses (in trillions of cu ft/yr) include: Algeria, 8; Nigeria, 33; Southeast Asia, 41; and Western Hemisphere, 19.

  11. Venezuela`s gas industry poised for long term growth

    Venezuela`s enormous gas resource, combined with a new willingness to invite outside investment, could result in rapid growth in that industry into the next century. The development of liquefied natural gas exports will depend on the future course of gas prices in the US and Europe, but reserves are adequate to supply additional projects beyond the proposed Cristobal Colon project. Venezuela`s gas reserves are likely to increase if exploration for nonassociated gas is undertaken on a larger scale. The paper discusses gas reserves in Venezuela, internal gas markets, the potential for exports, competition from Trinidad, LNG export markets, and the encouragement of foreign investment in the gas industry of Venezuela.

  12. Pollution by petroleum hydrocarbons in sediments from continental shelf of Tabasco State, Mexico

    The Wider Caribbean is potentially one of the largest oil producing areas in the world. Major petroleum production areas include Louisiana and Texas, USA; the Bay of Campeche, Mexico; Lake Maracaibo, Venezuela; and Gulf of Paria, Trinidad; all of which are classified as production accident high-risk zones. About 5 million of barrels are transported every day in the Caribbean, thus generating an intense tanker traffic. It has been estimated that oil discharges from tank washings within the Wider Caribbean could be as high as 7 million barrels/year. For all those reasons petroleum pollution is considered as the major environmental problem in the Wider Caribbean area and increasing day to day due to the use of petroleum as the main energy source. On the other hand, the continental shelf of Tabasco state actually represents one of the most productive areas for crude oil in the Gulf of Mexico. Sediments were collected from this area and analyzed for hydrocarbons.

    Petroleum exploration in the region was generally less in 1983 than in 1982. Brazil, Colombia, Ecuador, and Barbados increased crude production, whereas Argentina, Bolivia, Brazil, Colombia, Ecuador, Mexico, and Trinidad-Tobago reported increases in gas production. Although drilling activities remained low compared to past years, significant oil discoveries were reported in Colombia, Mexico, and Brazil. In Colombia, Cano Limon field is reported to be the largest field found in the Llanos region. In Brazil, important oil discoveries were made offshore in the Para, Potiquas, and Ampos basins. In Mexico, discoveries were reported in the Cerro Azul, Poza Rica (Chicontepec, Villahermosa, and Tabasco) areas onshore and in the Bay of Campeche offshore. In Argentina, discoveries were made in the San Jorge basin and the Noreste Tarija basin. 10 figures, 11 tables.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    Petroleum developments in the region in 1982 had a more varied pattern than in 1981 when all aspects were upbeat with varying degrees of increases. In 1982, Brazil, Mexico, and Guatemala had striking increases in oil production; Bolivia, Chile, and Colombia had moderate increases; and Argentina, Trinidad, and Venezuela reported declines. In exploration, Argentina reported several additional offshore Tierra del Fuego discoveries in the Cretaceous Springhill and 2 more encouraging gas discoveries in the Noroeste basin. Bolivia reported an oil discovery from Silurian rocks more generally considered a gas objective. Brazil extended and confirmed the Western Amazonas gas area with 2 discoveries. Colombia added 2 more spectacular oil discoveries in the Llanos basin to follow up 2 similar finds in 1981. Several countries reported that discoveries have increased the national reserves of hydrocarbons. Considering the social, political, and economic problems in several countries, along with the worldwide depression and petroleum surplus, developments in the region have been on the whole favorable.

  16. Bolivia-Brazil gas pipeline about to take off; seen as litmus test for Southern Cone gas grid

    After more than 4 decades of studies, plans, and shelved projects, the proposed Bolivia-Brazil gas pipeline is finally about to get off the ground. The 3,700 km gas pipeline will require an investment of at least $2 billion and is viewed by many as a litmus test for the developing gas market and energy integration of South America`s Southern Cone countries. Overall, industry officials see eventual emergence of two large integrated gas grids serving South America: one for the northern countries and another for the Southern Cone. This will enable the six countries with gas surplus to their needs to export the surplus to neighboring, gas-short countries. The northern gas-long countries are Venezuela, Colombia, and Trinidad and Tobago; those in the Southern Cone are Argentina, Bolivia, and Peru. The paper discusses financial details, project details, pipeline construction, the Petrobras strategy, Argentine pipeline projects, and other pipeline proposals.

    The National Geothermal Academy (NGA) is an intensive 8-week overview of the different aspects involved in developing a geothermal project, hosted at University of Nevada, Reno. The class of 2012 was the second graduating class from the academy and included 21 students from nine states, as well as Saudi Arabia, Dominica, India, Trinidad, Mexico. The class consisted of people from a wide range of scholastic abilities from students pursuing a Bachelor’s or Master’s degrees, to entrepreneurs and professionals looking to improve their knowledge in the geothermal field. Students earned 6 credits, either undergraduate or graduate, in engineering or geology. Overall, the students of the NGA, although having diverse backgrounds in engineering, geology, finance, and other sciences, came together with a common passion to learn more about geothermal.

  18. The world`s first commercial iron carbide plant

    The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

These ten countries are the most important oil and gas producers in the Latin American and the Caribbean region. In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries. The report also presents our latest forecasts of petroleum product consumption in each country toward 2000, which form the basis of the outlook for regional energy production and consumption outlined in Report No 1. Since the bulk of primary energy supply and demand is hydrocarbons for many countries, brief descriptions of the important hydrocarbons policy issues are provided at the end of the each country sections.
