The Richards Barrier is one of the design features of the repository to be considered for the License Application (LA), Richards was a soil scientist who first described the diversion of moisture between two materials with different hydrologic properties. In this report, a Richards Barrier is a special type of backfill with a fine-grained material (such as sand) overlaying a coarse-grained material (such as gravel). Water that enters an emplacement drift will first encounter the fine-grained material and be transported around the coarse-grained material covering the waste package, thus protecting the waste package from contact with most of the groundwater. The objective of this report is to discuss the benefits and liabilities to the repository by the inclusion of a Richards Barrier type backfill in emplacement drifts. The Richards Barrier can act as a barrier to water flow, can reduce the waste package material dissolution rate, limit mobilization of the radionuclides, and can provide structural protection for the waste package. The scope of this report is to: (1) Analyze the behavior of barrier materials following the intrusion of groundwater for influxes of 1 to 300 mm per year. The report will demonstrate diversion of groundwater intrusions into the barrier over an extended time period when seismic activity and consolidation may cause the potential for liquefaction and settlement of the Richards Barrier. (2) Review the thermal effects of the Richards Barrier on material behavior. (3) Analyze the effect of rockfall on the performance of the Richards Barrier and the depth of the barrier required to protect waste packages under the barrier. (4) Review radiological and heating conditions on placement of multiple layers of the barrier. Subsurface Nuclear Safety personnel will perform calculations to determine the radiation reduction-time relationship and shielding capacity of the barrier. (5) Evaluate the effects of ventilation on cooling of emplacement drifts and dusting potential. (6) Evaluate drift conditions and configurations to determine the suitability of Richards Barrier installation methodology. (7) Perform cost assessment of barrier material placement. (8) Evaluate the feature with criteria that will be supplied by the License Application Design Selection (LADS) Team. (9) Comment on the use of depleted uranium as a Richards Barrier material.

We find a class of exact solutions to the Lighthill Whitham Richards Payne (LWRP) traffic flow equations. Using two consecutive lagrangian transformations, a linearization is achieved. Next, depending on the initial density, we either apply (again two) Lambert functions and obtain exact formulas for the dependence of the car density and velocity on x and t, or else, failing that, the same result in a parametric representation. The calculation always involves two possible factorizations of a consistency condition. Both must be considered. In physical terms, the lineup usually separates into two offshoots at different velocities. Each velocity soon becomes uniform. This outcome in many ways resembles the two soliton solution to the Korteweg-de Vries equation. We check general conservation requirements. Although traffic flow research has developed tremendously since LWRP, this calculation, being exact, may open the door to solving similar problems, such as gas dynamics or water flow in rivers. Historically, American Indian Tribes have lacked sufficient numbers of trained, technical personnel from their communities to serve their communities; tribal expertise in the fields of science, business and engineering being extremely rare and programs to encourage these disciplines almost non-existent. Subsequently, Tribes have made crucial decisions about their land and other facets of Tribal existence based upon outside technical expertise, such as that provided by the United States government and/or private industries. These outside expert opinions rarely took into account the traditional and cultural values of the Tribes being advised. The purpose of this internship was twofold: Create and maintain a working relationship between CERT and Colorado State University (CSU) to plan for the Summit on Tribal human resource development; and Evaluate and engage in current efforts to strengthen the Tribal Resource Institute in Business, Engineering and Science (TRIBES) program. The intern lists the following as the project results: Positive interactions and productive meetings between CERT and CSU; Gathered information from Tribes; CERT database structure modification; Experience as facilitator in participating methods; Preliminary job descriptions for staff of future TRIBES programs; and Additions for the intern`s personal database of professional contacts and resources.

Natural and cultural archaeological features at the Richard Beene site (41BX831) occur in deeply buried, well-stratified, and well-dated contexts representing the Holocene period. This thesis establishes a comprehensive, systematic feature classification system, the Feature Evaluation and Analytical System or FEAS, and shows its far ranging utility using the Beene site as a case study. Field descriptions and laboratory analysis of ninety two fire-cracked rock and rockless features were codified based on content, morphology, function, contextual associations, and age. An image database was compiled for visual interpretation and comparative purposes (photos, graphics, and digital images). Emphasis on the relevance of preserving substantive archaeological research collections by better integrating and maintaining primary feature materials and data is addressed throughout this work.

The development of Statistical methodology for application to survival data has expanded rapidly in the last two decades. Increasing interest in the field of occupational health demands that the current state-of-the-art in modeling exposure-risk relationships be utilized in assessing potential dangers to worker health. It is the aim of this research to investigate the more sophisticated survivorship models in producing a quantitative risk assessment of lung cancer in U.S. uranium miners. The Cox proportional hazards model was chosen for this purpose. A variety of risk functions are examined, with a power function model providing the best fit. A number of risk factors influence the exposure-response relationship. Among these are a strong independent multiplicative effect of cigarette smoking t a positive effect for age at initial exposure, and a negative effect for time since last exposure. The nature of the temporal effects suggest that

The insolation values represent the average solar energy available to a flat plate collector, such as a photovoltaic panel, oriented due south at an angle from horizontal equal to the latitude of the collector location. Supplemental Info - This data provides monthly average and annual average daily total solar resource averaged over surface cells of 0.1 degrees in both latitude and longitude, or about 10 km in size. This data was developed using the State University of New York/Albany satellite radiation model. This model was developed by Dr. Richard Perez and collaborators at the National Renewable Energy Laboratory and other universities for the U.S. Department of Energy. Specific information about this model can be found in Perez, et al. (2002). This model uses hourly radiance images from geostationary weather satellites, daily snow cover data, and monthly averages of atmospheric water vapor, trace gases, and the amount of aerosols in the atmosphere to calculate the hourly total insolation (sun and sky) falling on a horizontal surface. Atmospheric water vapor, trace gases, and aerosols are derived from a variety of sources. The procedures for converting the collector at latitude tilt are described in Marion and Wilcox (1994). Where possible, existing ground measurement stations are used to validate the data. Nevertheless, there is uncertainty associated with the meterological input to the model, since some of the input parameters are not avalable at a 10km resolution. As a result, it is believed that the modeled values are accurate to approximately 10% of a true measured value within the grid cell. Due to terrain effects and other micoclimate influences, the local cloud cover can vary significantly even within a single grid cell. Furthermore, the uncertainty of the modeled estimates increase with distance from reliable measurement sources and with the complexity of the terrain.

This report, developed under the general guidance of the Energy Policy Office, is in response to the directive of the President on June 29, 1973, to the Chairman of the Atomic Energy Commission to review Federal and private energy R and D and to recommend an integrated program for the Nation. The report is based largely on the results of: (1) a group of Energy Workshops organized under the sponsorship of Cornell University, (2) sixteen Technical Review Panels of 121 Federal employees from 36 Departments and Agencies assisted by 282 consultants from the private sector, and (3) an Overview Panel that reviewed the results from the Workshops and Technical Panels. A draft of the report was sent to more than 100 individuals for comment, as well as to all concerned government Departments and Agencies. In addition, Dr. Ray consulted personally with numerous leaders in government, industry, and the scientific community throughout the period of the Report' s preparation. Specifically, the report recommends: (1) a national energy R and D program, (2) a five-year, billion Federal energy R and D program, and (3) the FY 1975 Federal budget for energy R and D. The recommended program, based on what is now known, is both necessary and sufficient to maximize energy R and D's contribution to the Nation's energy goals; even so, 1985 is the earliest date by which self-sufficiency can reasonably be expected. This report documents global corporate credit rating transition and default rates during the 1995-2003 period conditional on the full information in Moody's published credit opinions, which, in addition to the current credit rating, include prior rating actions and current rating outlooks and reviews. The primary findings of this study are: Moodys rating system management practices attempt to limit rating reversals and dampen rating change volatility and, as a consequence, different issuers carrying the same rating may have different risks of rating migration and default. As noted in Moodys prior research dating back to 1993, recently downgraded issuers have a greater likelihood of future rating downgrades and default than do recently upgraded issuers. For example, obligors downgraded in the past twelve months are eight times more likely to be downgraded than upgraded in the next year. Downgraded issuers are eleven times more likely to default over one year than upgraded issuers. Moodys rating outlooks and reviews are used to signal the likely direction and timing of future rating actions and the evolution of default risk. For example, at a one-year time horizon, issuers with negative outlooks are seven times more likely to be downgraded than upgraded; issuers with positive outlooks are nearly twice as likely to be upgraded as downgraded; and issuers with stable outlooks have the highest probability of no rating change. Default rates within a given rating category also vary systematically by outlook status. For example,

Purpose - Provide information on the solar resource potential for the state of Hawaii. The insolation values represent the average solar energy available to a concentrating collector on a 2-axis tracker, such as a dish or a power tower. Supplemental Info - This data provides monthly average and annual average daily total solar resource averaged over surface cells of 0.1 degrees in both latitude and longitude, or about 10 km in size. This data was developed using the State University of New York/Albany satellite radiation model. This model was developed by Dr. Richard Perez and collaborators at the National Renewable Energy Laboratory and other universities for the U.S. Department of Energy. Specific information about this model can be found in Perez, et al. (2002). This model uses hourly radiance images from geostationary weather satellites, daily snow cover data, and monthly averages of atmospheric water vapor, trace gases, and the amount of aerosols in the atmosphere to calculate the hourly total insolation (sun and sky) falling on a horizontal surface. Atmospheric water vapor, trace gases, and aerosols are derived from a variety of sources. A modified Bird model is used to calculate clear sky direct normal (DNI). This is then adjusted as a function of the ratio of clear sky global horizontal (GHI) and the model predicted GHI. Where possible, existing ground measurement stations are used to validate the data. Nevertheless, there is uncertainty associated with the meterological input to the model, since some of the input parameters are not avalable at a 10km resolution. As a result, it is believed that the modeled values are accurate to approximately 15% of a true measured value within the grid cell. Due to terrain effects and other microclimate influences, the local cloud cover can vary significantly even within a single grid cell. Furthermore, the uncertainty of the modeled estimates increase with distance from reliable measurement sources and with the complexity of the terrain.

The study uses archived ARM data on sub-cloud aerosol extinction, cloud liquid water path, cloud optical depth, drop effective radius, and boundary layer dynamics to investigate the relationship between aerosol extinction and drop effective radius. At ASRC the instrument went through initial acceptance tests and after corrections and modifications made by the manufacturer the instrument was characterized. The angular response, linearity, wavelength registration, out-of-band rejection, slit function, absolute spectral response and noise were measured.
