    The Richards Barrier is one of the design features of the repository to be considered for the License Application (LA), Richards was a soil scientist who first described the diversion of moisture between two materials with different hydrologic properties. In this report, a Richards Barrier is a special type of backfill with a fine-grained material (such as sand) overlaying a coarse-grained material (such as gravel). Water that enters an emplacement drift will first encounter the fine-grained material and be transported around the coarse-grained material covering the waste package, thus protecting the waste package from contact with most of the groundwater. The objective of this report is to discuss the benefits and liabilities to the repository by the inclusion of a Richards Barrier type backfill in emplacement drifts. The Richards Barrier can act as a barrier to water flow, can reduce the waste package material dissolution rate, limit mobilization of the radionuclides, and can provide structural protection for the waste package. The scope of this report is to: (1) Analyze the behavior of barrier materials following the intrusion of groundwater for influxes of 1 to 300 mm per year. The report will demonstrate diversion of groundwater intrusions into the barrier over an extended time period when seismic activity and consolidation may cause the potential for liquefaction and settlement of the Richards Barrier. (2) Review the thermal effects of the Richards Barrier on material behavior. (3) Analyze the effect of rockfall on the performance of the Richards Barrier and the depth of the barrier required to protect waste packages under the barrier. (4) Review radiological and heating conditions on placement of multiple layers of the barrier. Subsurface Nuclear Safety personnel will perform calculations to determine the radiation reduction-time relationship and shielding capacity of the barrier. (5) Evaluate the effects of ventilation on cooling of emplacement drifts and dusting potential.     The most powerful method to produce allene derivatives consists in the selective activation of prop-2-yn-1-carbonates by a Pd(0) catalyst, via allenyl palladium(II) intermediate. This strategy has been used for the selective catalytic synthesis of derivatives. The alkynyl cyclic carbonates have the advantage to be readily prepared directly from CO{sub 2} and contain both propargylic and homopropargylic functionalities. Their activation, under mild conditions, by palladium(0) catalysts, associated with the suitable phosphine ligand, can be oriented to selectively prepare either alkynyl {alpha}-hydroxy allenes, 5-hydroxy alka-2,3-dienoates, functional cyclopentenones or oxolenes via cross coupling, mono-carbonylation, dicarbonylation and Heck-Type reactions respectively.

    Using the Helium Oxygen Proton Electron (HOPE) and Electric Field and Waves (EFW) instruments from the Van Allen Probes, we explored the relationship between electron energy fluxes in the eV and keV ranges and spacecraft surface charging. We present statistical results on spacecraft charging within geosynchronous orbit by L and MLT. An algorithm to extract the H+ charging line in the HOPE instrument data was developed to better explore intense charging events. Also, this study explored how spacecraft potential relates to electron number density, electron pressure, electron temperature, thermal electron current, and low-energy ion density between 1 and 210 eV.more » It is demonstrated that it is imperative to use both EFW potential measurements and the HOPE instrument ion charging line for examining times of extreme spacecraft charging of the Van Allen Probes. The results of this study show that elevated electron energy fluxes and high-electron pressures are present during times of spacecraft charging but these same conditions may also occur during noncharging times. Furthermore, we also show noneclipse significant negative charging events on the Van Allen Probes.« less

    Energetic electron observations in Earth's radiation belts are typically sparse, and multipoint studies often rely on serendipitous conjunctions. This paper establishes the scientific utility of the Combined X-ray Dosimeter (CXD), currently flown on 19 satellites in the Global Positioning System (GPS) constellation, by cross-calibrating energetic electron measurements against data from the Van Allen Probes. By breaking our cross calibration into two parts—one that removes any spectral assumptions from the CXD flux calculation and one that compares the energy spectra—we first validate the modeled instrument response functions, then the calculated electron fluxes. Unlike previous forward modeling of energetic electron spectra, wemore » use a combination of four distributions that together capture a wide range of observed spectral shapes. Moreover, our two-step approach allowed us to identify, and correct for, small systematic offsets between block IIR and IIF satellites. Using the Magnetic Electron Ion Spectrometer and Relativistic Electron-Proton Telescope on Van Allen Probes as a “gold standard,” here we demonstrate that the CXD instruments are well understood. A robust statistical analysis shows that CXD and Van Allen Probes fluxes are similar and the measured fluxes from CXD are typically within a factor of 2 of Van Allen Probes at energies inline image4 MeV. Our team present data from 17 CXD-equipped GPS satellites covering the 2015 “St. Patrick's Day” geomagnetic storm to illustrate the scientific applications of such a high data density satellite constellation and therefore demonstrate that the GPS constellation is positioned to enable new insights in inner magnetospheric physics and space weather forecasting.« less

    Since their discovery over 50 years ago, the Earth’s Van Allen radiation belts are thought to consist of two distinct zones of trapped, highly energetic charged particles. The outer zone is comprised predominantly of mega-electron volt (MeV) electrons that wax and wane in intensity on time scales ranging from hours to days depending primarily on external forcing by the solar wind. Thus, the spatially separated inner zone is comprised of commingled high-energy electrons and very energetic positive ions (mostly protons), the latter being stable in intensity levels over years to decades. In situ energy-specific and temporally resolved spacecraft observations revealmore » an isolated third ring, or torus, of high-energy (E > 2 MeV) electrons that formed on 2 September 2012 and persisted largely unchanged in the geocentric radial range of 3.0 to ~3.5 Earth radii for over four weeks before being disrupted (and virtually annihilated) by a powerful interplanetary shock wave passage.« less

    We describe an automated computer algorithm designed to remove background contamination from the Van Allen Probes Magnetic Electron Ion Spectrometer (MagEIS) electron flux measurements. We provide a detailed description of the algorithm with illustrative examples from on-orbit data. We find two primary sources of background contamination in the MagEIS electron data: inner zone protons and bremsstrahlung X-rays generated by energetic electrons interacting with the spacecraft material. Bremsstrahlung X-rays primarily produce contamination in the lower energy MagEIS electron channels (~30–500 keV) and in regions of geospace where multi-M eV electrons are present. Inner zone protons produce contamination in all MagEIS energymore » channels at roughly L < 2.5. The background-corrected MagEIS electron data produce a more accurate measurement of the electron radiation belts, as most earlier measurements suffer from unquantifiable and uncorrectable contamination in this harsh region of the near-Earth space environment. These background-corrected data will also be useful for spacecraft engineering purposes, providing ground truth for the near-Earth electron environment and informing the next generation of spacecraft design models (e.g., AE9).« less

We find two primary sources of background contamination in the MagEIS electron data: inner zone protons and bremsstrahlung X-rays generated by energetic electrons interacting with the spacecraft material. Bremsstrahlung X-rays primarily produce contamination in the lower energy MagEIS electron channels (~30–500 keV) and in regions of geospace where multi-M eV electrons are present. Inner zone protons produce contamination in all MagEIS energy channels at roughly L < 2.5. The background-corrected MagEIS electron data produce a more accurate measurement of the electron radiation belts, as most earlier measurements suffer from unquantifiable and uncorrectable contamination in this harsh region of the near-Earth space environment. These background-corrected data will also be useful for spacecraft engineering purposes, providing ground truth for the near-Earth electron environment and informing the next generation of spacecraft design models (e.g., AE9).

It is expected theoretically that not only these electrons but also subrelativistic/relativistic electrons precipitate simultaneously into the ionosphere owing to whistler mode wave-particle interactions. The height-resolved electron density profile was observed with the European Incoherent Scatter (EISCAT) Tromsø VHF radar on 17 November 2012. Electron density enhancements were clearly identified at altitudes >68 km in association with the pulsating aurora, suggesting precipitation of electrons with a broadband energy range from ~10 keV up to at least 200 keV. The riometermore » and network of subionospheric radio wave observations also showed the energetic electron precipitations during this period. During this period, the footprint of the Van Allen Probe-A satellite was very close to Tromsø and the satellite observed rising tone emissions of the lower band chorus (LBC) waves near the equatorial plane.     We report correlated data on nightside chorus waves and energetic electrons during two small storm periods: 1 November 2012 (Dst ≈ –45) and 14 January 2013 (Dst ≈ –18). The Van Allen Probes simultaneously observed strong chorus waves at locations L = 5.8 – 6.3, with a lower frequency band 0.1–0.5fce and a peak spectral density ~10–4 nT2/Hz. In the same period, the fluxes and anisotropy of energetic (~10–300 keV) electrons were greatly enhanced in the interval of large negative interplanetary magnetic field Bz. Using a bi-Maxwellian distribution to model the observed electron distribution, we perform ray tracing simulations tomore » show that nightside chorus waves are indeed produced by the observed electron distribution with a peak growth for a field-aligned propagation approximately between 0.3fce and 0.4fce, at latitude <7°. Moreover, chorus waves launched with initial normal angles either θ < 90° or > 90° propagate along the field either northward or southward and then bounce back either away from Earth for a lower frequency or toward Earth for higher frequencies. The current results indicate that nightside chorus waves can be excited even during weak geomagnetic activities in cases of continuous injection associated with negative Bz. Furthermore, we examine a dayside event during a small storm C on 8 May 2014 (Dst ≈ –45) and find that the observed anisotropic energetic electron distributions potentially contribute to the generation of dayside chorus waves, but this requires more thorough studies in the future.« less

    We mapped out the stationary points and the corresponding conformational space on the C3H5O potential energy surface relevant for the OH + allene and OH + propyne reactions systematically and automatically using the KinBot software at the UCCSD(T)-F12b/cc-pVQZ-F12//M06-2X/6-311++G(d,p) level of theory. We used RRKM-based 1-D master equations to calculate pressure- and temperature-dependent, channel-specific phenomenological rate coefficients for the bimolecular reactions propyne + OH and allene + OH, and for the unimolecular decomposition of the CH3CCHOH, CH3C(OH)CH, CH2CCH2OH, CH2C(OH)CH2 primary adducts, and also for the related acetonyl, propionyl, 2-methylvinoxy, and 3-oxo-1-propyl radicals. The major channel of the bimolecular reactions at highmore »temperatures is the formation propargyl + H2O, which makes the title reactions important players in soot formation at high temperatures. However, below ~1000 K the chemistry is more complex, involving the competition of stabilization, isomerization and dissociation processes. We found that the OH addition to the central carbon of allene has a particularly interesting and complex pressure dependence, caused by the low-lying exit channel to form ketene + CH3 bimolecular products. In this study, we compared our results to a wide range of experimental data and assessed possible uncertainties arising from certain aspects of the theoretical framework.« less

  13. Evolution of Florida Bay islands from a supratidal precursor: evidence from westernmost Bob Allen Key and Sid Key

    Cores from the interior portions of westernmost Bob Allen Key and Sid Key document island nucleation from a supratidal precursor developed on a paralic peat deposit; whereas cores from exterior portions of these islands document development of marine mudbanks, progradation or colonization by mangroves, and supratidal sedimentation. The supratidal precursor beneath these islands consists of eroded remnants of coastal tidal flats or local topographic highs that remained supratidal throughout the Holocene sea-level rise. Sedimentologic and biostratigraphic evidence suggest erosion of mangroves by storms or inundation of mangroves by storm deposits is a common precursor to subsequent sediment aggradation on both islands. If other Florida Bay islands develop from mangrove colonization of marine mudbanks, then data from westernmost Bob Allen Key and Sid Key indicate that nucleation from a supratidal precursor and mangrove colonization of marine mudbanks are both viable mechanisms for island initiation. The absence of evidence of a supratidal nucleus beneath an island can result from (a) island migration and subsequent erosion or (b) insufficient sampling density. Stratigraphic data from Florida Bay are insufficient to discriminate between the relative importance of these two models of island evolution; the authors contend that any model of the evolution of Florida Bay islands must incorporate island nucleation from a supratidal precursor as a viable mechanism for island evolution.

    This is the final report in the Zero-Emission Vehicle (ZEV) Technology Assessment, performed for NYSERDA by Booz-Allen & Hamilton Inc. Booz-Allen wrote the final report, and performed the following tasks as part of the assessment: assembled a database of key ZEV organizations, their products or services, and plans; described the current state of ZEV technologies; identified barriers to widespread ZEV deployment and projected future ZEV technical capabilities; and estimated the cost of ZEVs from 1998 to 2004. Data for the ZEV Technology Assessment were obtained from several sources, including the following: existing ZEV industry publications and Booz-Allen files; major automotive original equipment manufacturers; independent electric vehicle manufacturers; battery developers and manufacturers; infrastructure and component developers and manufacturers; the U.S. Department of Energy, the California Air Resources Board, and other concerned government agencies; trade associations such as the Electric Power Research Institute and the Electric Transportation Coalition; and public and private consortia. These sources were contacted by phone, mail, or in person. Some site visits of manufacturers also were conducted. Where possible, raw data were analyzed by Booz-Allen staff and/or verified by independent sources. Performance data from standardized test cycles were used as much as possible.

Here we present observations of a substorm injection of MeV electrons into the inner magnetosphere. In the premidnight sector at L~5.5, Van Allen Probes (Radiation Belt Storm Probes)-A observed a large dipolarization electric field (50 mV/m) over ~40 s and a dispersionless injection of electrons up to ~3 MeV.     Magnetospheric banded chorus is enhanced whistler waves with frequencies ωr < Ωe, where Ωe is the electron cyclotron frequency, and a characteristic spectral gap at ωr ≃ Ωe/2. This paper uses spacecraft observations and two-dimensional particle-in-cell simulations in a magnetized, homogeneous, collisionless plasma to test the hypothesis that banded chorus is due to local linear growth of two branches of the whistler anisotropy instability excited by two distinct, anisotropic electron components of significantly different temperatures. The electron densities and temperatures are derived from Helium, Oxygen, Proton, and Electron instrument measurements on the Van Allen Probes A satellite during a bandedmore » chorus event on 1 November 2012.     We perform a statistical study of electromagnetic ion cyclotron (EMIC) waves detected by the Van Allen Probes mission to investigate the spatial distribution of their occurrence, wave power, ellipticity, and normal angle. The Van Allen Probes have been used which allow us to explore the inner magnetosphere (1.1 to 5.8 RE). Magnetic field measurements from the Electric and Magnetic Field Instrument Suite and Integrated Science on board the Van Allen Probes are used to identify EMIC wave events for the first 22 months of the mission operation (8 September 2012 to 30 June 2014). EMIC waves are examined in H⁺-,more » He⁺-, and O⁺-bands. Over 700 EMIC wave events have been identified over the three different wave bands (265 H⁺-band events, 438 He⁺-band events, and 68 O⁺-band events). EMIC wave events are observed between L = 2 – 8, with over 140 EMIC wave events observed below L = 4. The results show that H⁺-band EMIC waves have two peak magnetic local time (MLT) occurrence regions: pre-noon (09:00 < MLT ≤ 12:00) and afternoon (15:00 < MLT ≤ 17:00) sectors. He⁺-band EMIC waves feature an overall stronger dayside occurrence. O⁺-band EMIC waves have one peak region located in the morning sector at lower L shells (L < 4). He⁺-band EMIC waves average the highest wave power overall (>0.1 nT²/Hz), especially in the afternoon sector. Ellipticity observations reveal that linearly polarized EMIC waves dominate in lower L shells.« less

Over 700 EMIC wave events have been identified over the three different wave bands (265 H⁺-band events, 438 He⁺-band events, and 68 O⁺-band events). EMIC wave events are observed between L = 2 – 8, with over 140 EMIC wave events observed below L = 4. The results show that H⁺-band EMIC waves have two peak magnetic local time (MLT) occurrence regions: pre-noon (09:00 < MLT ≤ 12:00) and afternoon (15:00 < MLT ≤ 17:00) sectors. He⁺-band EMIC waves feature an overall stronger dayside occurrence. O⁺-band EMIC waves have one peak region located in the morning sector at lower L shells (L < 4). He⁺-band EMIC waves average the highest wave power overall (>0.1 nT²/Hz), especially in the afternoon sector. Ellipticity observations reveal that linearly polarized EMIC waves dominate in lower L shells.

    In June 2009, the State of Hawaii enacted an Energy Efficiency Portfolio Standard (EEPS) with a target of 4,300 gigawatt hours (GWh) by 2030 (Hawaii 2009). Upon setting this goal, the Hawaii Clean Energy Initiative, Booz Allen Hamilton (BAH), and the National Renewable Energy Laboratory (NREL), working with select local stakeholders, partnered to execute the first key step toward attaining the EEPS goal: the creation of a high-resolution roadmap outlining key areas of potential electricity savings. This roadmap was divided into two core elements: savings from new construction and savings from existing buildings. BAH focused primarily on the existing building analysis, while NREL focused on new construction forecasting. This report presents the results of the Booz Allen Hamilton study on the existing building stock of Hawaii, along with conclusions on the key drivers of potential energy efficiency savings and on the steps necessary to attain them.

Recently published satellite studies have strengthened this argument, by showing strong correlation between pulsating auroral patches and both lower-band chorus and tens of keV electron modulation in the vicinity of geosynchronous orbit. Additionally, a previous link has been made between Pc4–5 compressional pulsations and modulation of whistler-mode chorus using Time History of Events and Macroscale Interactions during Substorms. In the current study, we present simultaneous in situ observations of structured chorusmore » waves and an apparent field line resonance (in the Pc4–5 range) as a result of a substorm injection, observed by Van Allen Probes, along with ground-based observations of pulsating aurora. We demonstrate the likely scenario being one of substorm-driven Pc4–5 ULF pulsations modulating chorus waves, and thus providing the driver for pulsating particle precipitation into the Earth's atmosphere. Interestingly, the modulated chorus wave and ULF wave periods are well correlated, with chorus occurring at half the periodicity of the ULF waves.     A group of business, government, environmental and academic leaders convened in a dialogue by the Aspen Institute proposed a series of actions to promote the widespread commercialization of both corn and cellulosic ethanol to improve energy security, the environment, and the economy. Co-chaired by Booz Allen Hamilton Vice President and former CIA Director R. James Woolsey and former Congressman Tom Ewing (R. IL), they developed a series of recommendations involving improved crop yields, processing of biomass into ethanol, manufacture of more cars that can burn either ethanol or gasoline, and the provision of ethanol pumps at more filling stations. Their report, "A High Growth Strategy for Ethanol, includes a discussion of the potential of ethanol, the group's recommendations, and a series of discussion papers commissioned for the dialogue.

    This paper covers several key challenges and lessons learned in a federal agency assignment to educate the decision makers in NEPA and then to effectuate decisions early in the decision-making process based on the information derived from the NEPA process participants and documentation. Many of the key challenges faced by these federal decision makers stem, in part, from unfamiliarity with NEPA requirements and the benefits that can be derived by utilizing the process to support making an informed decision. Secondly, federal managers, at times believe that the process is a hindrance to accomplishing their mission. Lastly, there was a genuine belief that the public and other organizations within the agency should have no part in evaluating or commenting on the proposed action. Using the knowledge gained from drafting and reviewing EISs and EAs, Booz, Allen devised a systematic process that effectively: educated management on NEPA requirements; developed a management tool to guide and integrate the process; and encouraged the early and effective use of environmental and social information into all decision-making processes.

An installation plan has been detailed to show numbers and arrangements of instruments in and over the panels, and includes pertinent installation details. The appendix contains technical descriptions of standard features of some of the instrument systems, though in certain cases standard instruments will be modified by Woodward-Clyde Consultants (WCC) or the manufacturer to suit site specific installation requirements detailed on attached drawings. Technical discussions on the application of the instrument arrangements and data monitored to subsidence modeling are given in the report.

    Most theoretical wave models require the power in the wave magnetic field in order to determine the effect of chorus waves on radiation belt electrons. However, researchers typically use the cold plasma dispersion relation to approximate the magnetic wave power when only electric field data are available. In this study, the validity of using the cold plasma dispersion relation in this context is tested using Electric and Magnetic Field Instrument Suite and Integrated Science (EMFISIS) observations of both the electric and magnetic spectral intensities in the chorus wave band (0.10.9 fce). Results from this study indicate that the calculated wave intensity is least accurate during periods of enhanced wave activity. For observed wave intensities >10? nT, using the cold plasma dispersion relation results in an underestimate of the wave intensity by a factor of 2 or greater 56% of the time over the full chorus wave band, 60% of the time for lower band chorus, and 59% of the time for upper band chorus. Hence, during active periods, empirical chorus wave models that are reliant on the cold plasma dispersion relation will underestimate chorus wave intensities to a significant degree, thus causing questionable calculation of wave-particle resonance effects on MeV electrons.

    In carrying out its mission to ensure the safe use of radioactive materials for beneficial civilian purposes while protecting people and the environment, the U.S. Nuclear Regulatory Commission (NRC) adheres to its Principles of Good Regulation. The Principles-Independence, Openness, Efficiency, Clarity, and Reliability-apply to the agency as a whole in its decision-making and to the individual conduct of NRC employees. This paper describes the application of the Principles in a real-life staff activity, a guidance document used in the NRC's low-level radioactive waste (LLW) program, the Concentration Averaging and Encapsulation Branch Technical Position (CA BTP). The staff's process to revise the document, as well as the final content of the document, were influenced by following the Principles. For example, consistent with the Openness Principle, the staff conducted a number of outreach activities and received many comments on three drafts of the document. Stakeholder comments affected the final staff positions in some cases. The revised CA BTP, once implemented, is expected to improve management and disposal of LLW in the United States. Its positions have an improved nexus to health and safety; are more performance-based than previously, thus providing licensees with options for how they achieve the required outcome of protecting an inadvertent human intruder into a disposal facility; and provide for disposal of more sealed radioactive sources, which are a potential threat to national security.     In 1979, radioactive waste disposal was an important national issue. State governors were closing the gates on the existing low-level radioactive waste disposal sites and the ultimate disposition of spent fuel was undecided. A few years later, the United States Congress thought they had solved both problems by passing the Low-Level Radioactive Waste Policy Act of 1981, which established a network of regional compacts for low-level radioactive waste disposal, and by passing the Nuclear Waste Policy Act of 1982 to set out how a final resting place for high-level waste would be determined. Upon passage of the acts, State, Regional and Federal officials went to work. Here we are some 30 years later with little to show for our combined effort. The envisioned national repository for high-level radioactive waste has not materialized. Efforts to develop the Yucca Mountain high-level radioactive waste disposal facility were abandoned after spending $13 billion on the failed project. Recently, the Blue Ribbon Commission on America's Nuclear Future issued its draft report that correctly concludes the existing policy toward high-level nuclear waste is 'all but completely broken down'. A couple of new low-level waste disposal facilities have opened since 1981, but neither were the result of efforts under the act. What the Act has done is interject a system of interstate compacts with a byzantine interstate import and export system to complicate the handling of low-level radioactive waste, with attendant costs. As this paper is being written in the fourth-quarter of 2011, after 30 years of political and bureaucratic turmoil, a new comprehensive low-level waste disposal facility at Andrews Texas is approaching its initial operating date. The Yucca Mountain project might be completed or it might not. The US Nuclear Regulatory Commission is commencing a review of their 1981 volume reduction policy statement. The Department of Energy after 26 years has yet to figure out how to implement its obligations under the 1985 amendments to the Low-Level Radioactive Waste Policy Act. But, the last three decades have not been a total loss. A great deal has been learned about radioactive waste disposal since 1979 and the efforts of the public and private sector have shaped and focused the work to be done in the future. So, this lecturer asks the question: 'What have we wrought?' to which he provides his perspective and his recommendations for radioactive waste management policy for the next 30 years. (author)
