  1. Blue Ribbon Commission on America's Nuclear Future: Report to the Secretary of Energy

    Preamble The Blue Ribbon Commission on America’s Nuclear Future (BRC) was formed by the Secretary of Energy at the request of the President to conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle and recommend a new strategy. It was co-chaired by Rep. Lee H. Hamilton and Gen. Brent Scowcroft. Other Commissioners are Mr. Mark H. Ayers, the Hon. Vicky A. Bailey, Dr. Albert Carnesale, Sen. Pete Domenici, Ms. Susan Eisenhower, Sen. Chuck Hagel, Mr. Jonathan Lash, Dr. Allison M. Macfarlane, Dr. Richard A. Meserve, Dr. Ernest J. Moniz, Dr. Per Peterson, Mr. John Rowe, and Rep. Phil Sharp. The Commission and its subcommittees met more than two dozen times between March 2010 and January 2012 to hear testimony from experts and stakeholders, to visit nuclear waste management facilities in the United States and abroad, and to discuss the issues identified in its Charter. Additionally, in September and October 2011, the Commission held five public meetings, in different regions of the country, to hear feedback on its draft report. A wide variety of organizations, interest groups, and individuals provided input to the Commission at these meetings and through the submission of written materials. Copies of all of these submissions, along with records and transcripts of past meetings, are available at the BRC website (www.brc.gov). This report highlights the Commission’s findings and conclusions and presents recommendations for consideration by the Administration and Congress, as well as interested state, tribal and local governments, other stakeholders, and the public.

    The FLUTE Hydrophobic Flexible Membrane is a sampling device that provides detailed delineation of Dense Nonaqueous Phase Liquids (DNAPL) in a borehole. It is deployed via a reusable nylon liner, with a hydrophobic ribbon impregnated with dye, that when converted into a borehole creates a tight contact with the walls of the borehole. When deployed, the ribbon will absorb the DNAPL that is in contact with the membrane causing a color change in the dye. Upon removal, the membrane is turned inside out and the ribbon is retrieved into the membrane. The ribbon is then removed and examined. The presence of DNAPL is indicated by brilliant red marks on the hydrophobic ribbon. Sections of ribbon can also be sent for laboratory analysis to identify the specific NAPL compounds that are present.

    A fiber of carbon nanotubes was prepared by a wet-spinning method involving drawing carbon nanotubes away from a substantially aligned, supported array of carbon nanotubes to form a ribbon, wetting the ribbon with a liquid, and spinning a fiber from the wetted ribbon. The liquid can be a polymer solution and after forming the fiber, the polymer can be cured. The resulting fiber has a higher tensile strength and higher conductivity compared to dry-spun fibers and to wet-spun fibers prepared by other methods.

    The paper describes high broad metal ion source based on dc macroparticle filtered vacuum arc plasma generation with the dc ion-beam extraction. The possibility of formation of pseudo ribbon beam of metal ions with the parameters: ion beam length 0.6 m, ion current up to 0.2 A, accelerating voltage 40 kV, and ion energy up to 160 kV has been demonstrated. The pseudo ribbon ion beam is formed from dc vacuum arc plasma. The results of investigation of the vacuum arc evaporator ion-emission properties are presented. The influence of magnetic field strength near the cathode surface on the arc spot movement and ion-emission properties of vacuum-arc discharge for different cathode materials are determined. It was shown that vacuum-arc discharge stability can be reached when the magnetic field strength ranges from 40 to 70 G on the cathode surface.

    The impact behaviour of composites is of great importance in the field of aerospace and vehicle protection. The combination of formability, lightness and strength make composite systems attractive compared to equivalent monolithic systems. However, their use as optical components has been hampered by their lack of transparency. Transparency is strongly affected by refractive index differences in the materials that form the composite. In this study a number of ribbon-based composites were produced. The impact velocity, sample deformation during the impact process and residual impactor velocity were measured. This allowed comparison between the materials ballistic efficiency. The materials are then compared to other transparent systems.

    We address the mechanics of an elastic ribbon subjected to twist and tensile load. Motivated by the classical work of Green and a recent experiment that discovered a plethora of morphological instabilities, we introduce a comprehensive theoretical framework through which we construct a 4D phase diagram of this basic system, spanned by the exerted twist and tension, as well as the thickness and length of the ribbon. Different types of instabilities appear in various "corners" of this 4D parameter space, and are addressed through distinct types of asymptotic methods. Our theory employs three instruments, whose concerted implementation is necessary to provide an exhaustive study of the various parameter regimes: (i) a covariant form of the F\\"oppl-von K\\'arm\\'an (cFvK) equations to the helicoidal state - necessary to account for the large deflection of the highly-symmetric helicoidal shape from planarity, and the buckling instability of the ribbon in the transverse direction; (ii) a far from threshold (FT) analysis - which describes a state in which a longitudinally-wrinkled zone expands throughout the ribbon and allows it to retain a helicoidal shape with negligible compression; (iii) finally, we introduce an asymptotic isometry equation that characterizes the energetic competition between various types of states through which a twisted ribbon becomes strainless in the singular limit of zero thickness and no tension.

    The chromospheric response to the input of flare energy is marked by extended extreme ultraviolet (EUV) ribbons and hard X-ray (HXR) footpoints. These are usually explained as the result of heating and bremsstrahlung emission from accelerated electrons colliding in the dense chromospheric plasma. We present evidence of impulsive heating of flare ribbons above 10 MK in a two-ribbon flare. We analyse the impulsive phase of SOL2013-11-09T06:38, a C2.6 class event using data from Atmospheric Imaging Assembly (AIA) on board of Solar Dynamics Observatory (SDO) and the Reuven Ramaty High Energy Solar Spectroscopic Imager (RHESSI) to derive the temperature, emission measure and differential emission measure of the flaring regions and investigate the evolution of the plasma in the flaring ribbons. The ribbons were visible at all SDO/AIA EUV/UV wavelengths, in particular, at 94 and 131 \\AA\\ filters, sensitive to temperatures of 8 MK and 12 MK.     In semiconducting armchair graphene ribbons a chiral lattice deformation can induce pairs of topological gap states with opposite energies. Near the critical value of the deformation potential these kink and antikink states become almost degenerate with zero energy and have a fractional charge one-half. Such a semiconducting armchair ribbon represents a one-dimensional topological insulator with nearly zero energy end states. Using data collapse of numerical results we find that the shape of the kink displays an anomalous power-law dependence on the width of the local lattice deformation. We suggest that these gap states may be probed in optical measurements. However, "metallic" armchair graphene ribbons with a gap induced by many-electron interactions have no gap states and are not topological insulators.

    One-dimensional hydrogen titanate ribbons were successfully prepared with hydrothermal reaction in a highly basic solution. A series of one-dimensional carbon-modified TiO{sub 2} ribbons were prepared via calcination of the mixture of hydrogen titanate ribbons and sucrose solution under N{sub 2} flow at different temperatures. The phase transformation process of hydrogen titanate ribbons was investigated by in-situ X-ray diffraction at various temperatures. Besides, one-dimensional carbon-modified TiO{sub 2} ribbons calcined at different temperatures were characterized by X-ray diffraction, scanning electron microscopy, transmission electron microscopy, nitrogen adsorption isotherms, diffuse reflectance ultraviolet–visible spectroscopy, and so on. Carbon-modified TiO{sub 2} ribbons showed one-dimensional ribbon crystal structure and various crystal phases of TiO{sub 2}. After being modified with carbon, a layer of uniform carbon film was coated on the surface of TiO{sub 2} ribbons, which improved their adsorption capacity for methyl orange as a model organic pollutant. One-dimensional carbon-modified TiO{sub 2} ribbons also exhibited enhanced visible-light absorbance with the increase of calcination temperatures. - Highlights: • The synthesis of 1D carbon-modified TiO{sub 2} ribbons. • The phase transformation of 1D carbon-modified TiO{sub 2} ribbons. • 1D carbon-modified TiO{sub 2} exhibites enhanced visible-light absorbance.

    The present invention herein provides the design, synthesis and characterization of compositions comprising asymmetric bolaamphiphilic lipids that form extended polymeric ribbons and wide sheets. These compositions may be doped, or interspersed, with various compounds to fine-tune the fluidity and rigidity of the bolaamphiphilic lipid composition, and promote other morphologies of the composition, including fluid vesicles and truncated flat sheets. Upon an increase in pH these compositions undergo a calorimetric and morphological transformation.

    Plasmon resonances in graphene ribbon arrays are investigated numerically by means of the Finite Element Method. Numerical analysis shows that a series of multipolar resonances take place when graphene ribbon arrays are illuminated by a TM polarized electromagnetic wave. Moreover, these resonances are angle-independent, and can be tuned greatly by the width and the doping level of the graphene ribbons. Specifically, we demonstrate that for graphene arrays with several sets of graphene ribbons, which have different widths or doping levels, each of these multipolar resonances will be split into several ones. In addition, as plasmon resonances can confine electromagnetic field at the ribbon edges, graphene ribbons with different widths or doping levels offer intriguing application for electrically tunable spectral imaging.

    The inverse hexagonal to inverse ribbon phase transition in a mixed phosphatidylcholine-phosphatidylethanolamine system at low hydration is studied using small and wide angle X-ray scattering. It is found that the structural parameters of the inverse hexagonal phase are independent of temperature. By contrast the length of each ribbon of the inverse ribbon phase increases continuously with decreasing temperature over a range of 50 C. At low temperatures the inverse ribbon phase is observed to have a transition to a gel lamellar phase, with no intermediate fluid lamellar phase. This phase transition is confirmed by differential scanning calorimetry.

    We report on the physical properties of solar sequential chromospheric brightenings (SCBs) observed in conjunction with moderate-sized chromospheric flares with associated Coronal mass ejections. To characterize these ephemeral events, we developed automated procedures to identify and track subsections (kernels) of solar flares and associated SCBs using high-resolution H{alpha} images. Following the algorithmic identification and a statistical analysis, we compare and find the following: SCBs are distinctly different from flare kernels in their temporal characteristics of intensity, Doppler structure, duration, and location properties. We demonstrate that flare ribbons are themselves made up of subsections exhibiting differing characteristics. Flare kernels are measured to have a mean propagation speed of 0.2 km s{sup -1} and a maximum speed of 2.3 km s{sup -1} over a mean distance of 5 Multiplication-Sign 10{sup 3} km. Within the studied population of SCBs, different classes of characteristics are observed with coincident negative, positive, or both negative and positive Doppler shifts of a few km s{sup -1}. The appearance of SCBs precedes peak flare intensity by Almost-Equal-To 12 minutes and decay Almost-Equal-To 1 hr later. They are also found to propagate laterally away from flare center in clusters at 45 km s{sup -1} or 117 km s{sup -1}. Given SCBs' distinctive nature compared to flares, we suggest a different physical mechanism relating to their origin than the associated flare. We present a heuristic model of the origin of SCBs.

    The sites of chromospheric excitation during solar flares are marked by extended extreme ultraviolet ribbons and hard X-ray footpoints. The standard interpretation is that these are the result of heating and bremsstrahlung emission from non-thermal electrons precipitating from the corona. We examine this picture using multi-wavelength observations of the early phase of an M-class flare SOL2010-08-07T18:24. We aim to determine the properties of the heated plasma in the flare ribbons, and to understand the partition of the power input into radiative and conductive losses. Using GOES, SDO/EVE, SDO/AIA and RHESSI we measure the temperature, emission measure and differential emission measure of the flare ribbons, and deduce approximate density values. The non-thermal emission measure, and the collisional thick target energy input to the ribbons are obtained from RHESSI using standard methods.     We study the structures of a ribbon or ladder polymer immersed in poor solvents. The anisotropic bending rigidity coupled with the surface tension leads ribbon polymers to spontaneous formation of highly anisotropic condensates in poor solvents. Unlike ordinary flexible polymers these condensates undergo a number of distinct layering transitions as a function of chain length or solvent quality, and the size of condensates becomes non-monotonic function of chain length. We show that the fluctuations of the condensates are in general small and these condensates are stable.

    In this paper we present a topological magnetic field investigation of seven two-ribbon flares in sigmoidal active regions observed with Hinode, STEREO, and SDO. We first derive the 3D coronal magnetic field structure of all regions using marginally unstable 3D coronal magnetic field models created with the flux rope insertion method. The unstable models have been shown to be a good model of the flaring magnetic field configurations. Regions are selected based on their pre-flare configurations along with the appearance and observational coverage of flare ribbons, and the model is constrained using pre-flare features observed in extreme ultraviolet and X-ray passbands. We perform a topology analysis of the models by computing the squashing factor, Q, in order to determine the locations of prominent quasi-separatrix layers (QSLs). Laser processing resulted in a finer scale of crystallites due to rapid heating and cooling during laser annealing compared to conventional furnace annealing process. A significant increase in saturation magnetization is observed for laser-annealed ribbons compared to both as-received and furnace annealed samples coupled with an increase in coercivity compared to the as received samples. The combined effect of thermal histories and stresses developed during laser annealing results in the formation of nano-crystalline phase along the laser track. The phase evolution is studied by micro-XRD and TEM analysis. Solute partitioning and compositional variation within the phases are obtained by Local Electrode Atom probe analysis. The evolution of microstructure is rationalized using a Finite Element based heat transfer multi-physics model.

    Circular ribbon flares are usually related to spine-fan type magnetic topology containing null-points. In this paper, we investigate an X-class circular ribbon flare on 2012 October 23, using the multi-wavelength data from the \\textit{Solar Dynamics Observatory}, \\textit{Hinode}, and the \\textit{Ramaty High Energy Solar Spectroscopic Imager}. In \\ion{Ca}{2} H emission, the flare showed three ribbons with two highly elongated ones inside and outside a quasi-circular one, respectively. A hot channel was displayed in the extreme ultraviolet (EUV) emissions that infers the existence of a magnetic flux rope. Two hard X-ray (HXR) sources in the 12--25 keV energy band were located at the footpoints of this hot channel. Using a nonlinear force-free magnetic field extrapolation, we identify three topological structures: (1) a 3D null-point, (2) a flux rope below the fan of the null-point, and (3) a large-scale quasi-separatrix layers (QSL) induced by the quadrupolar-like magnetic field of the active region.     Fe-based nanocrystalline ribbon is widely employed in pulsed power devices and accelerators. A temperature accumulation model is put forward to explain the accumulated destructive effect of discharge plasma bombardment on the TiO{sub 2} coatings of nanocrystalline ribbon under 50 Hz/100 ns voltage pulses. Experimental results revealed that the plasma channel expansion caused by air breakdown in the coating crack heated the coating repetitively, and the coating temperature was increased and accumulated around the crack. The fact that repetitive voltage pulses were more destructive than a single pulse with the same amplitude was caused by the intensified coating ablation under the temperature accumulation effect.

    We present new results from the Interface Region Imaging Spectrograph showing the dynamic evolution of chromospheric evaporation and condensation in a flare ribbon, with the highest temporal and spatial resolution to date. IRIS observed the entire impulsive phase of the X-class flare SOL2014-09-10T17:45 using a 9.4 second cadence `sit-and-stare' mode. As the ribbon brightened successively at new positions along the slit, a unique impulsive phase evolution was observed for many tens of individual pixels in both coronal and chromospheric lines. Each activation of a new footpoint displays the same initial coronal up-flows of up to ~300 km/s, and chromospheric downflows up to 40 km/s. Although the coronal flows can be delayed by over 1 minute with respect to those in the chromosphere, the temporal evolution of flows is strikingly similar between all pixels, and consistent with predictions from hydrodynamic flare models.     We present a deviational Monte Carlo method for solving the Boltzmann-Peierls equation with ab initio 3-phonon scattering, for temporally and spatially dependent thermal transport problems in arbitrary geometries. Phonon dispersion relations and transition rates for graphene are obtained from density functional theory calculations. The ab initio scattering operator is simulated by an energy-conserving stochastic algorithm embedded within a deviational, low-variance Monte Carlo formulation. The deviational formulation ensures that simulations are computationally feasible for arbitrarily small temperature differences, while the stochastic treatment of the scattering operator is both efficient and exhibits no timestep error. The proposed method, in which geometry and phonon-boundary scattering are explicitly treated, is extensively validated by comparison to analytical results, previous numerical solutions and experiments. It is subsequently used to generate solutions for heat transport in graphene ribbons of various geometries and evaluate the validity of some common approximations found in the literature. Our results show that modeling transport in long ribbons of finite width using the homogeneous Boltzmann equation and approximating phonon-boundary scattering using an additional homogeneous scattering rate introduces an error on the order of 10% at room temperature, with the maximum deviation reaching 30% in the middle of the transition regime.

    Milled melt-spun ribbon flake of MRE-Fe-B coated with Zn coating using a vapor transport technique was found to have significant increase in coercivity without degrading the magnetization when the Zn thickness and heat treatment were optimized. Magnetic measurements show that 0.5–1?wt.?% Zn coating increases the coercivity about 1?kOe over the initial ribbon powder. After vacuum hot deformation (VHD), the VHD magnet with Zn coating of 0.5?wt.?% results in a nearly 3?kOe higher coercivity than an un-coated alloy magnet. An optimized VHD magnet with 0.5?wt.?% Zn coating obtains a coercivity of 11.2?kOe and (BH)max of 23.0 MGOe, respectively. SEM and TEM microstructures analysis demonstrates that the Zn coating on the surface of ribbon powder has diffused along the intergranular boundaries after the ribbon powder was annealed at 750?°C for 30?min or was hot deformed at 700–750?°C.

    We report on high-resolution optical and hard X-ray observations of solar flare ribbons seen during the GOES X6.5 class white-light flare of 2006 December 6. The data consist of imaging observations at 430 nm (the Fraunhofer G band) taken by the Hinode Solar Optical Telescope with the hard X-rays observed by the Reuven Ramaty High Energy Solar Spectroscopic Imager. The two sets of data show closely similar ribbon structures, strongly suggesting that the flare emissions in white light and in hard X-rays have physically linked emission mechanisms. While the source structure along the ribbons is resolved at both wavelengths (length {approx} 30''), only the G-band observations resolve the width of the ribbon, with values between {approx}0.''5 and {approx}1.''8. The unresolved hard X-ray observations reveal an even narrower ribbon in hard X-rays (the main footpoint has a width perpendicular to the ribbon of <1.''1 compared to the G-band width of {approx}1.''8) suggesting that the hard X-ray emission comes from the sharp leading edge of the G-band ribbon. Applying the thick-target beam model, the derived energy deposition rate is >5 x 10{sup 12} erg s{sup -1} cm{sup -2} provided by an electron flux of 1 x 10{sup 20} electrons s{sup -1} cm{sup -2} above 18 keV. This requires that the beam density of electrons above 18 keV be at least 1 x 10{sup 10} cm{sup -3}. Even if field lines converge toward the chromospheric footpoints, the required beam in the corona has too high a density to be described as a dilute tail population on top of a Maxwellian core. We discuss this issue and others associated with this extreme event, which poses serious questions to the standard thick target beam interpretation of solar flares.

    As a result of this work, Evergreen Solar, Inc., is now poised to take String Ribbon technology to new heights. In the ribbon growth area, Project Gemini-the growth of dual ribbons from a single crucible-has reached or exceeded all the manufacturing goals set for it. This project grew from an R&D concept to a production pilot phase and finally to a full production phase, all within the span of this subcontract. A major aspect of the overall effort was the introduction of controls and instrumentation as in-line diagnostic tools. In the ribbon production area, the result has been a 12% increase in yields, a 10% increase in machine uptime, and the flattest ribbon ever grown at Evergreen. In the cell area, advances in process development and robotic handling of Gemini wafers have contributed, along with the advances in crystal growth, to a yield improvement of 6%. Particularly noteworthy in the cell area was the refinement of the no-etch process whereby the as-grown ribbon surface could be controlled sufficiently to allow this process to succeed as well as it has. This process obviates any need for wet chemistry or etching between ribbon growth and diffusion.

    This subcontract resulted in a number of important advances for Evergreen Solar Inc. Foremost amongst these is the production implementation of dual ribbon growth from a single crucible (Gemini) using the String Ribbon continuous ribbon technology. This project has resulted in the flattest ribbon and the highest yields and machine uptime ever seen at Evergreen Solar. This then has resulted in significantly lowered consumables costs and lower overall direct manufacturing costs. In addition, methods to control the as-grown surface of Gemini ribbon have permitted the usage of the so-called no-etch process that allows for direct transfer of as-grown ribbon to diffusion without any intermediate etching step. In-line diagnostics for Gemini were further developed--these included more accurate methods for measuring and controlling melt depth and more accurate means to measure and control ribbon thickness. Earlier in the project, the focus was on monolithic module development. With the Gemini advances described above, monolithic module work was brought to a close during this second year of the overall three year project. A significant advance in this technology was the development of a conductive adhesive in combination with Evergreen's proprietary backskin and encapsulant. 25-W size experimental monolithic modules have been tested and found to be able to withstand up to 1400 thermal cycles.

    The report of the Blue Ribbon Commission on America's Nuclear Future [1] makes a number of important recommendations to be considered if Congress elects to redirect U.S. high-level radioactive waste disposal policy. Setting aside for the purposes of this discussion any issues related to political forces leading to stopping progress on the Yucca Mountain project and driving the creation of the Commission, an important recommendation of the Commission was to institute prompt efforts to develop one or more consolidated storage facilities. The Blue Ribbon Commission noted that this recommended strategy for future storage and disposal facilities and operations should be implemented regardless of what happens with Yucca Mountain. It is too easy, however, to focus on interim storage as an alternative to geologic disposal. The Blue Ribbon Commission report does not go far enough in addressing the magnitude of the contentious problems associated with reopening the issues of relative authorities of the states and federal government with which Congress wrestled in crafting the Nuclear Waste Policy Act [2]. The Blue Ribbon Commission recommendation for prompt adoption of an interim storage program does not appear to be fully informed about the actions that must be taken, the relative cost of the effort, or the realistic time line that would be involved. In essence, the recommendation leaves to others the details of the systems engineering analyses needed to understand the nature and details of all the operations required to reach an operational interim storage facility without derailing forever the true end goal of geologic disposal. The material presented identifies a number of impediments that must be overcome before the country could develop a centralized federal interim storage facility. In summary, and in the order presented, they are: 1. Change the law, HJR 87, PL 107-200, designating Yucca Mountain for the development of a repository. 2. Bring new nuclear waste legislation to the floor of the Senate, overcoming existing House support for Yucca Mountain; 3. Change the longstanding focus of Congress from disposal to storage; 4. Change the funding concepts embodied in the Nuclear Waste Policy Act to allow the Nuclear Waste fund to be used to pay for interim storage; 5. Reverse the Congressional policy not to give states or tribes veto or consent authority, and to reserve to Congress the authority to override a state or tribal disapproval; 6. Promulgate interim storage facility siting regulations to reflect the new policies after such changes to policy and law; 7. Complete already underway changes to storage and transportation regulations, possibly incorporating changes to reflect changes to waste disposal law; 8. Promulgate new repository siting regulations if the interim storage facility is to support repository development; 9. Identify volunteer sites, negotiate agreements, and get Congressional approval for negotiated benefits packages; 10. Design, License and develop the interim storage facility. The time required to accomplish these ten items depends on many factors. The estimate developed assumes that certain of the items must be completed before other items are started; given past criticisms of the current program, such an assumption appears appropriate. Estimated times for completion of individual items are based on historical precedent. (authors)

    On December 9, 1995, the Secretary of Energy requested that the Department`s Inspector General (IG) conduct a thorough examination of all Secretarial foreign travel from 1993 to December 1995 to include the purpose of each trip, the activities of each Federal participant in each trip, the funding of each trip, and claims for reimbursements for expenses by Federal trip participants. The Secretary also requested that the review include an assessment of travel authorization, voucher, traveler reimbursement, and auditing systems employed by the Department to identify steps that could be taken to reduce errors and improve accounting oversight. Additionally, the Secretary requested that the Inspector General conduct a thorough examination of the establishment and filling of the Department`s Ombudsman position. The Office of Inspector General (OIG) initiated a review into these matters and assigned primary responsibility for the review to the Office of Inspections. The purpose of this inspection was to conduct a thorough examination of the 16 Secretarial foreign trips from June 1993 to December 1995. This report focuses on the four trade missions because of their extent and cost. We examined a number of Departmental management systems and processes involved in planning and executing the 16 foreign trips. To determine the actual cost of the 16 trips, it was necessary to determine who participated in the trips and to identify the individual travel costs. We were required to perform extensive reviews of records and conduct a large number of interviews because the Department could not provide any specific documents that could accurately account for who actually participated on the 16 trips. Having identified who participated, it was then necessary to examine key aspects of the Department`s management systems. Our report contains 31 recommendations for corrective action.

    The Solar Optical Telescope (SOT) on board Hinode satellite observed an X3.4 class flare on 2006 December 13. Typical two-ribbon structure was observed, not only in the chromospheric CaII H line but also in G-band and FeI 6302A line. The high-resolution, seeing-free images achieved by SOT revealed, for the first time, the sub-arcsec fine structures of the "white light" flare. The G-band flare ribbons on sunspot umbrae showed a sharp leading edge followed by a diffuse inside, as well as previously known core-halo structure. The underlying structures such as umbral dots, penumbral filaments and granules were visible in the flare ribbons. Assuming that the sharp leading edge was directly heated by particle beam and the diffuse parts were heated by radiative back-warming, we estimate the depth of the diffuse flare emission using the intensity profile of the flare ribbon. We found that the depth of the diffuse emission is about 100 km or less from the height of the source of radiative back-warming. The flare ribbons were also visible in the Stokes-V images of FeI 6302A, as a transient polarity reversal. This is probably related to "magnetic transient" reported in the literature. The intensity increase in Stokes-I images indicates that the FeI 6302A line was significantly deformed by the flare, which may cause such a magnetic transient.

The CFO films were grown on the amorphous ribbons by the pulsed laser deposition technique. X-ray diffraction and transmission electron microscopy revealed a structural variation of the CFO film from amorphous to polycrystalline as the thickness of the CFO film exceeded a critical value of 300?nm. Atomic force microscopy evidenced the increase in surface roughness of the CFO film as the thickness of the CFO film was increased. These changes in the crystallinity and morphology of the CFO film were found to have a distinct impact on the GMI response of the ribbon. Relative to the bare ribbon, coating of amorphous CFO films significantly enhanced the GMI response of the ribbon, while polycrystalline CFO films decreased it considerably. The maximum GMI response was achieved near the onset of the structural transition of the CFO film. These findings are of practical importance in developing high-sensitivity magnetic sensors.

    Issues related to back-end of the nuclear fuel cycle continue to be difficult for the commercial nuclear power industry and for the decision makers at the national and international level. In the US, the 1982 NWPA required DOE to develop geological repositories for SNF and HLW but in spite of extensive site characterization efforts and over ten billion dollars spent, a repository opening is nowhere in sight. There has been constant litigation against the DOE by the nuclear utilities for breach of the 'standard contract' they signed with the DOE under the NWPA. The SNF inventory continues to rise both in the US and globally and the nuclear industry has turned to dry storage facilities at reactor locations. In US, the Blue Ribbon Commission on America's Nuclear Future issued its report in January 2012 and among other items, it recommends a new, consent-based approach to siting of facilities, prompt efforts to develop one or more geologic disposal facilities, and prompt efforts to develop one or more consolidated storage facilities. In addition, the March 2011 Fukushima Daiichi accident had a severe impact on the future growth of nuclear power. The nuclear industry is focusing on mitigation strategies for beyond design basis events and in the US, the industry is in the process of implementing the recommendations from NRC's Near Term Task Force.     The effects of B and C substitution for Sn on phase components, Curie temperature T{sub C}, and magnetocaloric effect of melt-spun Mn{sub 3}Sn{sub 2-x}M{sub x} (M B, C; x = 0-0.5) ribbons have been investigated. X-ray diffraction (XRD) results show that the main phase in the as-spun Mn{sub 3}Sn{sub 2-xM{sub x}} (M = B, C; x 0-0.5) ribbons is Mn{sub 3}Sn{sub 2} of Ni{sub 3}Sn{sub 2}-type (Pnma). Minor Mn{sub 2}B (when x {>=} 0.1) or Mn{sub 5}C{sub 2} (when x > 0.1) secondary phase is formed, and their amounts increase with increasing B and C concentration, respectively. The Curie temperature T{sub C} of these ribbons varies in the temperature range of 240-250 K. The peak values of the maximal magnetic entropy change, -{Delta}S{sub M}{sup max}, are about 13.6-18.3 mJ/cm{sup 3} K for B-substituted ribbons and 13.6-17.5 mJ/cm{sup 3} K for C-substituted ribbons, respectively, at a maximum applied field of 50 kOe. These values are about one fifth that of Gd (81.4 mJ/cm{sup 3} K). However, the relatively broader temperature range of the half maximum of {Delta}S{sub M} peak ({approx}100 K), low-cost and nontoxic elements still make Mn{sub 3}Sn{sub 2}-based ribbons the promising candidates for magnetic refrigeration applications close to room temperature.

    In Mn??Ni{sub 41–x}Sn?Co{sub x} ribbons, the exchange bias field is very sensitive to the Co content. Based on both theoretical and experimental studies, it has been found that with increasing Co content, the pinned phase (ferromagnetic phase) remains almost unchanged while the pinning phase is changed from a canonical spin glass to a cluster spin glass and finally to a ferromagnetic phase. Changing the Co content in Mn??Ni{sub 41–x}Sn?Co{sub x} alloys has been proven to be an effective way of tuning the magnetic anisotropy and the phase structure of the pinning phase. With different Co contents, a continuous tuning of the exchange bias field from 345 Oe to 3154 Oe is realized.
