  2. Blue Ribbon Commission on America's Nuclear Future: Report to the Secretary of Energy

    Preamble The Blue Ribbon Commission on America’s Nuclear Future (BRC) was formed by the Secretary of Energy at the request of the President to conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle and recommend a new strategy. It was co-chaired by Rep. Lee H. Hamilton and Gen. Brent Scowcroft. Other Commissioners are Mr. Mark H. Ayers, the Hon. Vicky A. Bailey, Dr. Albert Carnesale, Sen. Pete Domenici, Ms. Susan Eisenhower, Sen. Chuck Hagel, Mr. Jonathan Lash, Dr. Allison M. Macfarlane, Dr. Richard A. Meserve, Dr. Ernest J. Moniz, Dr. Per Peterson, Mr. John Rowe, and Rep. Phil Sharp. The Commission and its subcommittees met more than two dozen times between March 2010 and January 2012 to hear testimony from experts and stakeholders, to visit nuclear waste management facilities in the United States and abroad, and to discuss the issues identified in its Charter. Additionally, in September and October 2011, the Commission held five public meetings, in different regions of the country, to hear feedback on its draft report. A wide variety of organizations, interest groups, and individuals provided input to the Commission at these meetings and through the submission of written materials. Copies of all of these submissions, along with records and transcripts of past meetings, are available at the BRC website (www.brc.gov). This report highlights the Commission’s findings and conclusions and presents recommendations for consideration by the Administration and Congress, as well as interested state, tribal and local governments, other stakeholders, and the public.

    A method and apparatus for stabilizing the edge positions of a ribbon drawn from a melt includes the use of wettable strings drawn in parallel up through the melt surface, the ribbon being grown between the strings. A furnace and various features of the crucible used therein permit continuous automatic growth of flat ribbons without close temperature control or the need for visual inspection.

    The FLUTE Hydrophobic Flexible Membrane is a sampling device that provides detailed delineation of Dense Nonaqueous Phase Liquids (DNAPL) in a borehole. It is deployed via a reusable nylon liner, with a hydrophobic ribbon impregnated with dye, that when converted into a borehole creates a tight contact with the walls of the borehole. When deployed, the ribbon will absorb the DNAPL that is in contact with the membrane causing a color change in the dye. Upon removal, the membrane is turned inside out and the ribbon is retrieved into the membrane. The ribbon is then removed and examined. The presence of DNAPL is indicated by brilliant red marks on the hydrophobic ribbon. Sections of ribbon can also be sent for laboratory analysis to identify the specific NAPL compounds that are present.

    A fiber of carbon nanotubes was prepared by a wet-spinning method involving drawing carbon nanotubes away from a substantially aligned, supported array of carbon nanotubes to form a ribbon, wetting the ribbon with a liquid, and spinning a fiber from the wetted ribbon. The liquid can be a polymer solution and after forming the fiber, the polymer can be cured. The resulting fiber has a higher tensile strength and higher conductivity compared to dry-spun fibers and to wet-spun fibers prepared by other methods.

    The paper describes high broad metal ion source based on dc macroparticle filtered vacuum arc plasma generation with the dc ion-beam extraction. The possibility of formation of pseudo ribbon beam of metal ions with the parameters: ion beam length 0.6 m, ion current up to 0.2 A, accelerating voltage 40 kV, and ion energy up to 160 kV has been demonstrated. The pseudo ribbon ion beam is formed from dc vacuum arc plasma. The results of investigation of the vacuum arc evaporator ion-emission properties are presented. The influence of magnetic field strength near the cathode surface on the arc spot movement and ion-emission properties of vacuum-arc discharge for different cathode materials are determined. It was shown that vacuum-arc discharge stability can be reached when the magnetic field strength ranges from 40 to 70 G on the cathode surface.

    In a low angle silicon sheet growth process, a puller mechanism advances a seed crystal and solidified ribbon from a cooled growth zone in a melt at a low angle with respect to the horizontal. The ribbon is supported on a ramp adjacent the puller mechanism. Variations in the vertical position of the ribbon with respect to the ramp are isolated from the growth end of the ribbon by (1) growing the ribbon so that it is extremely thin, preferably less than 0.7 mm, (2) maintaining a large growth zone, preferably one whose length is at least 5.0 cm, and (3) spacing the ramp from the growth zone by at least 15 cm.

    This invention is a method of initiating or seeding the growth of a crystalline or polycrystalline ribbon by the String Stabilized Ribbon Growth Method. The method for seeding the crystal growth comprises contacting a melt surface with a seed and two strings used in edge stabilization. The wetted strings attach to the wetted seed as a result of the freezing of the liquid melt. Upon drawing the seed, which is attached to the strings, away from the melt surface a melt liquid meniscus, a seed junction, and a growth interface forms. Further pulling of the attached seed causes a crystal ribbon to grow at the growth interface. The boundaries of the growing ribbon are: at the top the seed junction, at the bottom the freezing boundary of the melt liquid meniscus, and at the edges frozen-in strings.

    The chromospheric response to the input of flare energy is marked by extended extreme ultraviolet (EUV) ribbons and hard X-ray (HXR) footpoints. These are usually explained as the result of heating and bremsstrahlung emission from accelerated electrons colliding in the dense chromospheric plasma. We present evidence of impulsive heating of flare ribbons above 10 MK in a two-ribbon flare. We analyse the impulsive phase of SOL2013-11-09T06:38, a C2.6 class event using data from Atmospheric Imaging Assembly (AIA) on board of Solar Dynamics Observatory (SDO) and the Reuven Ramaty High Energy Solar Spectroscopic Imager (RHESSI) to derive the temperature, emission measure and differential emission measure of the flaring regions and investigate the evolution of the plasma in the flaring ribbons. The ribbons were visible at all SDO/AIA EUV/UV wavelengths, in particular, at 94 and 131 \\AA\\ filters, sensitive to temperatures of 8 MK and 12 MK.     For optoelectronic applications requiring unconventional substrates, use of flexible forms of semiconductors may be inevitable. We have fabricated a flexible form of single crystalline AlN ribbons with periodic and wavelike structures on an elastomeric substrate. Single crystalline AlN films were grown on Si (111) substrate using high vacuum unbalanced magnetron sputtering. Crystallinity of the AlN films was confirmed with x-ray diffraction and pole figure. The AlN ribbons were transferred to a prestrained (3.1%) elastomeric substrate and the resulting ''wavy'' ribbons on the substrate were flexible up to 30% strain without any crack formation on the surface. As the film thickness changed from 300 to 900 nm, the periods of the waves varied from 95 to 277 {mu}m, which were within a 10% error of the calculated values. When we applied more than 30% strain, mechanical instability, such as the failure of AlN ribbons due to the cracks on the surface and the merged ribbons, was observed.

    We address the mechanics of an elastic ribbon subjected to twist and tensile load. Motivated by the classical work of Green and a recent experiment that discovered a plethora of morphological instabilities, we introduce a comprehensive theoretical framework through which we construct a 4D phase diagram of this basic system, spanned by the exerted twist and tension, as well as the thickness and length of the ribbon. Different types of instabilities appear in various "corners" of this 4D parameter space, and are addressed through distinct types of asymptotic methods. Our theory employs three instruments, whose concerted implementation is necessary to provide an exhaustive study of the various parameter regimes: (i) a covariant form of the F\\"oppl-von K\\'arm\\'an (cFvK) equations to the helicoidal state - necessary to account for the large deflection of the highly-symmetric helicoidal shape from planarity, and the buckling instability of the ribbon in the transverse direction; (ii) a far from threshold (FT) analysis - which describes a state in which a longitudinally-wrinkled zone expands throughout the ribbon and allows it to retain a helicoidal shape with negligible compression; (iii) finally, we introduce an asymptotic isometry equation that characterizes the energetic competition between various types of states through which a twisted ribbon becomes strainless in the singular limit of zero thickness and no tension.

    In semiconducting armchair graphene ribbons a chiral lattice deformation can induce pairs of topological gap states with opposite energies. Near the critical value of the deformation potential these kink and antikink states become almost degenerate with zero energy and have a fractional charge one-half. Such a semiconducting armchair ribbon represents a one-dimensional topological insulator with nearly zero energy end states. Using data collapse of numerical results we find that the shape of the kink displays an anomalous power-law dependence on the width of the local lattice deformation. We suggest that these gap states may be probed in optical measurements. However, "metallic" armchair graphene ribbons with a gap induced by many-electron interactions have no gap states and are not topological insulators.

Near the critical value of the deformation potential these kink and antikink states become almost degenerate with zero energy and have a fractional charge one-half. Such a semiconducting armchair ribbon represents a one-dimensional topological insulator with nearly zero energy end states. Using data collapse of numerical results we find that the shape of the kink displays an anomalous power-law dependence on the width of the local lattice deformation. We suggest that these gap states may be probed in optical measurements. However, "metallic" armchair graphene ribbons with a gap induced by many-electron interactions have no gap states and are not topological insulators.

    The ribbon observed by the Interstellar Boundary Explorer (IBEX) mission is a narrow, {approx}20 Degree-Sign wide feature that stretches across much of the sky in the global flux of energetic neutral atoms from the outer heliosphere. The ribbon remains an enigma despite its persistence after 3 years of IBEX observations and after almost a dozen theories that attempt to explain it. While each theory that has been posed has its strengths, each one also contradicts IBEX observations or demonstrates significant flaws in internal consistency. Here, we present a new theory that is different than any of the existing ideas and yet accounts for many of the key observations. We argue that the ribbon could be produced by a spatial region in the local interstellar medium where newly ionized atoms are temporarily contained through increased rates of scattering by locally generated waves in the electromagnetic fields. The particles in the ribbon are created predominantly from neutralized solar wind and neutralized pickup ions from inside the solar wind termination shock.

    A process for extruding a superconducting metal oxide composition YBa.sub.2 Cu.sub.3 O.sub.7-x provides a wire (tube or ribbon) having a cohesive mass and a degree of flexibility together with enhanced electrical properties. Wire diameters in the range of 6-85 mils have been produced with smaller wires on the order of 10 mils in diameter exhibiting enhanced flexibility for forming braided, or multistrand, configurations for greater current carrying capacity. The composition for extrusion contains a polymeric binder to provide a cohesive mass to bind the particles together during the extrusion process with the binder subsequently removed at lower temperatures during sintering. The composition for extrusion further includes a deflocculent, an organic plasticizer and a solvent which also are subsequently removed during sintering. Electrically conductive tubing with an inner diameter of 52 mil and an outer diameter of 87-355 mil has also been produced. Flat ribbons have been produced in the range of 10-125 mil thick by 100-500 mil wide. The superconducting wire, tube or ribbon may include an outer ceramic insulating sheath co-extruded with the wire, tubing or ribbon.

    Plasmon resonances in graphene ribbon arrays are investigated numerically by means of the Finite Element Method. Numerical analysis shows that a series of multipolar resonances take place when graphene ribbon arrays are illuminated by a TM polarized electromagnetic wave. Moreover, these resonances are angle-independent, and can be tuned greatly by the width and the doping level of the graphene ribbons. Specifically, we demonstrate that for graphene arrays with several sets of graphene ribbons, which have different widths or doping levels, each of these multipolar resonances will be split into several ones. In addition, as plasmon resonances can confine electromagnetic field at the ribbon edges, graphene ribbons with different widths or doping levels offer intriguing application for electrically tunable spectral imaging.

    The narrow ribbon of enhanced energetic neutral atom flux observed by the Interstellar Boundary Explorer spacecraft has prompted numerous ideas to explain its structure and properties. One of these ideas is the 'neutral solar wind' scenario, which identifies the source particles as pickup protons in the local interstellar medium originating in solar wind charge-exchange interactions. This scenario has been thought to require unrealistically weak pitch-angle scattering of the pickup protons to explain the narrow structure. Recently, Schwadron and McComas suggested that this structure could result from a spatial retention of the pickup protons, rather than from a restricted pitch-angle distribution. Here, we present a physically motivated, quantitative mechanism to produce such a spatial configuration. This mechanism is based on the 'dominant turbulence' assumption, which can be applied where the production of new pickup protons is slow, and has been used to successfully explain the level of turbulent heating observed in the outer solar wind. This formalism predicts a pickup isotropization process which adds or subtracts energy from the ambient turbulent fluctuations, depending on the initial pitch angle of the pickup protons. We show that a simple model of this process can yield a ribbon structure in qualitative agreement with the observations. The results of this simple model are not yet quantitatively satisfactory, but we suggest several improvements which may reduce the quantitative discrepancy.

    The equations for the equilibrium of a thin elastic ribbon are derived by adapting the classical theory of thin elastic rods. Previously established ribbon models are extended to handle geodesic curvature, natural out-of-plane curvature, and a variable width. Both the case of a finite width (Wunderlich's model) and the limit of small width (Sadowksky's model) are recovered. The ribbon is assumed to remain developable as it deforms, and the direction of the generatrices is used as an internal variable. Internal constraints expressing inextensibility are identified. The equilibrium of the ribbon is found to be governed by an equation of equilibrium for the internal variable involving its second-gradient, by the classical Kirchhoff equations for thin rods, and by specific, thin-rod-like constitutive laws; this extends the results of Starostin and van der Heijden (2007) to a general ribbon model. Our equations are applicable in particular to ribbons having geodesic curvature, such as an annulus cut out in a piece of paper. Other examples of application are discussed. By making use of a material frame rather than the Fr\\'enet-Serret's frame, the present work unifies the description of thin ribbons and thin rods.

    The Interstellar Boundary Explorer (IBEX) observes the IBEX ribbon, which stretches across much of the sky observed in energetic neutral atoms (ENAs). The ribbon covers a narrow (?20°-50°) region that is believed to be roughly perpendicular to the interstellar magnetic field. Superimposed on the IBEX ribbon is the globally distributed flux that is controlled by the processes and properties of the heliosheath. This is a second study that utilizes a previously developed technique to separate ENA emissions in the ribbon from the globally distributed flux. A transparency mask is applied over the ribbon and regions of high emissions. We then solve for the globally distributed flux using an interpolation scheme. Previously, ribbon separation techniques were applied to the first year of IBEX-Hi data at and above 0.71 keV. Here we extend the separation analysis down to 0.2 keV and to five years of IBEX data enabling first maps of the ribbon and the globally distributed flux across the full sky of ENA emissions. Our analysis shows the broadening of the ribbon peak at energies below 0.71 keV and demonstrates the apparent deformation of the ribbon in the nose and heliotail. We show global asymmetries of the heliosheath, including both deflection of the heliotail and differing widths of the lobes, in context of the direction, draping, and compression of the heliospheric magnetic field. We discuss implications of the ribbon maps for the wide array of concepts that attempt to explain the ribbon's origin. Thus, we present the five-year separation of the IBEX ribbon from the globally distributed flux in preparation for a formal IBEX data release of ribbon and globally distributed flux maps to the heliophysics community.

    We study the structures of a ribbon or ladder polymer immersed in poor solvents. The anisotropic bending rigidity coupled with the surface tension leads ribbon polymers to spontaneous formation of highly anisotropic condensates in poor solvents. Unlike ordinary flexible polymers these condensates undergo a number of distinct layering transitions as a function of chain length or solvent quality, and the size of condensates becomes non-monotonic function of chain length. We show that the fluctuations of the condensates are in general small and these condensates are stable.

    Based on a model of the optical biosensors (Science 311, 508 (2006)) by wrapping a piece of double-stranded DNA around the surface of single-walled carbon nanotubes (SWCNT), we propose a new design model of this sensor, in which the SWCNT is replaced by a semiconductor graphene ribbon (SGR). Using a simple theory of exciton in SGRs, we investigated transition of DNA secondary structure from the native, right-handed B form to the alternate, left-handed Z form. This structural phase transition of DNA is the working principle of this optical biosensor at the sub cellular level from DNA and semiconductor graphene ribbons.

    In this paper we present a topological magnetic field investigation of seven two-ribbon flares in sigmoidal active regions observed with Hinode, STEREO, and SDO. We first derive the 3D coronal magnetic field structure of all regions using marginally unstable 3D coronal magnetic field models created with the flux rope insertion method. The unstable models have been shown to be a good model of the flaring magnetic field configurations. Regions are selected based on their pre-flare configurations along with the appearance and observational coverage of flare ribbons, and the model is constrained using pre-flare features observed in extreme ultraviolet and X-ray passbands. We perform a topology analysis of the models by computing the squashing factor, Q, in order to determine the locations of prominent quasi-separatrix layers (QSLs). QSLs from these maps are compared to flare ribbons at their full extents. We show that in all cases the straight segments of the two J-shaped ribbons are matched very well by the flux...

    We present a possible source of pickup ions (PUIs) the ribbon observed by the Interstellar Boundary EXplorer (IBEX). We suggest that a gyrating solar wind and PUIs in the ramp and in the near downstream region of the termination shock (TS) could provide a significant source of energetic neutral atoms (ENAs) in the ribbon. A fraction of the solar wind and PUIs are reflected and energized during the first contact with the TS. Some of the solar wind may be reflected propagating toward the Sun but most of the solar wind ions form a gyrating beam-like distribution that persists until it is fully thermalized further downstream. Depending on the strength of the shock, these gyrating distributions can exist for many gyration periods until they are scattered/thermalized due to wave-particle interactions at the TS and downstream in the heliosheath. During this time, ENAs can be produced by charge exchange of interstellar neutral atoms with the gyrating ions. In order to determine the flux of energetic ions, we estimate the solar wind flux at the TS using pressure estimates inferred from in situ measurements. Assuming an average path length in the radial direction of the order of a few AU before the distribution of gyrating ions is thermalized, one can explain a significant fraction of the intensity of ENAs in the ribbon observed by IBEX. With a localized source and such a short integration path, this model would also allow fast time variations of the ENA flux.

  2. On the 2012 October 23 circular ribbon flare: emission features and magnetic topology

    Circular ribbon flares are usually related to spine-fan type magnetic topology containing null-points. In this paper, we investigate an X-class circular ribbon flare on 2012 October 23, using the multi-wavelength data from the \\textit{Solar Dynamics Observatory}, \\textit{Hinode}, and the \\textit{Ramaty High Energy Solar Spectroscopic Imager}. In \\ion{Ca}{2} H emission, the flare showed three ribbons with two highly elongated ones inside and outside a quasi-circular one, respectively. A hot channel was displayed in the extreme ultraviolet (EUV) emissions that infers the existence of a magnetic flux rope. Two hard X-ray (HXR) sources in the 12--25 keV energy band were located at the footpoints of this hot channel. Using a nonlinear force-free magnetic field extrapolation, we identify three topological structures: (1) a 3D null-point, (2) a flux rope below the fan of the null-point, and (3) a large-scale quasi-separatrix layers (QSL) induced by the quadrupolar-like magnetic field of the active region.     The dynamic properties of flare ribbons and the often associated filament eruptions can provide crucial information on the flaring coronal magnetic field. This Letter analyzes the GOES-class X1.0 flare on 2014 March 29 (SOL2014-03-29T17:48), in which we found an asymmetric eruption of a sigmoidal filament and an ensuing circular flare ribbon. Initially both EUV images and a preflare nonlinear force-free field model show that the filament is embedded in magnetic fields with a fan-spine-like structure. In the first phase, which is defined by a weak but still increasing X-ray emission, the western portion of the sigmoidal filament arches upward and then remains quasi-static for about five minutes. The western fan-like and the outer spine-like fields display an ascending motion, and several associated ribbons begin to brighten.     Effects of the nearest neighbor Coulomb interaction on nanographene ribbons with zigzag edges are investigated using the extended Hubbard model within the unrestricted Hartree-Fock approximation. The nearest Coulomb interaction stabilizes a novel electronic state with the opposite electric charges separated and localized along both edges, resulting in a finite electric dipole moment pointing from one edge to the other. This charge-polarized state competes with the peculiar spin-polarized state caused by the on-site Coulomb interaction and is stabilized by an external electric field.

    We present an unprecedented high-resolution H? imaging spectroscopic observation of a C4.1 flare taken with the Interferometric Bidimensional Spectrometer (IBIS) in conjunction with the adaptive optics system at the 76 cm Dunn Solar Telescope on 2011 October 22 in the active region NOAA 11324. Such a two-dimensional spectroscopic observation covering the entire evolution of a flare ribbon with high spatial (0.''1 pixel{sup –1} image scale), cadence (4.8 s), and spectral (0.1 Å step size) resolution is rarely reported. The flare consists of a main circular ribbon that occurred in a parasitic magnetic configuration and a remote ribbon that was observed by the IBIS. Such a circular-ribbon flare with a remote brightening is predicted in three-dimensional fan-spine reconnection but so far has been rarely studied. During the flare impulsive phase, we define 'core' and 'halo' structures in the observed ribbon based on IBIS narrowband images in the H? line wing and line center. Examining the H? emission spectra averaged in the flare core and halo areas, we find that only those from the flare cores show typical nonthermal electron beam heating characteristics that have been revealed by previous theoretical simulations and observations of flaring H? line profiles. These characteristics include broad and centrally reversed emission spectra, excess emission in the red wing with regard to the blue wing (i.e., red asymmetry), and redshifted bisectors of the emission spectra. We also observe rather quick timescales for the heating (?30 s) and cooling (?14-33 s) in the flare core locations. Therefore, we suggest that the flare cores revealed by IBIS track the sites of electron beam precipitation with exceptional spatial and temporal resolution. The flare cores show two-stage motion (a parallel motion along the ribbon followed by an expansion motion perpendicular to the ribbon) during the two impulsive phases of the flare. Some cores jump quickly (30 km s{sup –1}) between discrete magnetic elements implying reconnection involving different flux tubes. We observe a very high temporal correlation (? 0.9) between the integrated H? and hard X-rays (HXR) emission during the flare impulsive phase. A short time delay (4.6 s) is also found in the H? emission spikes relative to HXR bursts. The ionization timescale of the cool chromosphere and the extra time taken for the electrons to travel to the remote ribbon site may contribute to this delay.

    We present new results from the Interface Region Imaging Spectrograph showing the dynamic evolution of chromospheric evaporation and condensation in a flare ribbon, with the highest temporal and spatial resolution to date. IRIS observed the entire impulsive phase of the X-class flare SOL2014-09-10T17:45 using a 9.4 second cadence `sit-and-stare' mode. As the ribbon brightened successively at new positions along the slit, a unique impulsive phase evolution was observed for many tens of individual pixels in both coronal and chromospheric lines. Each activation of a new footpoint displays the same initial coronal up-flows of up to ~300 km/s, and chromospheric downflows up to 40 km/s. Although the coronal flows can be delayed by over 1 minute with respect to those in the chromosphere, the temporal evolution of flows is strikingly similar between all pixels, and consistent with predictions from hydrodynamic flare models.     We present a deviational Monte Carlo method for solving the Boltzmann-Peierls equation with ab initio 3-phonon scattering, for temporally and spatially dependent thermal transport problems in arbitrary geometries. Phonon dispersion relations and transition rates for graphene are obtained from density functional theory calculations. The ab initio scattering operator is simulated by an energy-conserving stochastic algorithm embedded within a deviational, low-variance Monte Carlo formulation. The deviational formulation ensures that simulations are computationally feasible for arbitrarily small temperature differences, while the stochastic treatment of the scattering operator is both efficient and exhibits no timestep error. The proposed method, in which geometry and phonon-boundary scattering are explicitly treated, is extensively validated by comparison to analytical results, previous numerical solutions and experiments. It is subsequently used to generate solutions for heat transport in graphene ribbons of various geometries and evaluate the validity of some common approximations found in the literature. Our results show that modeling transport in long ribbons of finite width using the homogeneous Boltzmann equation and approximating phonon-boundary scattering using an additional homogeneous scattering rate introduces an error on the order of 10% at room temperature, with the maximum deviation reaching 30% in the middle of the transition regime.

    Two-ribbon brightenings are one of the most remarkable characteristics of an eruptive solar flare and are often used for predicting the occurrence of coronal mass ejections (CMEs). Nevertheless, it was called in question recently whether all two-ribbon flares are eruptive. In this paper, we investigate a two ribbon-like white-light (WL) flare that is associated with a failed magnetic flux rope (MFR) eruption on 2015 January 13, which has no accompanying CME in the WL coronagraph. Observations by \\textit{Optical and Near-infrared Solar Eruption Tracer} and \\textit{Solar Dynamics Observatory} reveal that, with the increase of the flare emission and the acceleration of the unsuccessfully erupting MFR, two isolated kernels appear at the WL 3600 {\\AA} passband and quickly develop into two elongated ribbon-like structures. The evolution of the WL continuum enhancement is completely coincident in time with the variation of \\textit{Fermi} hard X-ray 26--50 keV flux.     Milled melt-spun ribbon flake of MRE-Fe-B coated with Zn coating using a vapor transport technique was found to have significant increase in coercivity without degrading the magnetization when the Zn thickness and heat treatment were optimized. Magnetic measurements show that 0.5–1?wt.?% Zn coating increases the coercivity about 1?kOe over the initial ribbon powder. After vacuum hot deformation (VHD), the VHD magnet with Zn coating of 0.5?wt.?% results in a nearly 3?kOe higher coercivity than an un-coated alloy magnet. An optimized VHD magnet with 0.5?wt.?% Zn coating obtains a coercivity of 11.2?kOe and (BH)max of 23.0 MGOe, respectively. SEM and TEM microstructures analysis demonstrates that the Zn coating on the surface of ribbon powder has diffused along the intergranular boundaries after the ribbon powder was annealed at 750?°C for 30?min or was hot deformed at 700–750?°C.

    The report of the Blue Ribbon Commission on America's Nuclear Future [1] makes a number of important recommendations to be considered if Congress elects to redirect U.S. high-level radioactive waste disposal policy. Setting aside for the purposes of this discussion any issues related to political forces leading to stopping progress on the Yucca Mountain project and driving the creation of the Commission, an important recommendation of the Commission was to institute prompt efforts to develop one or more consolidated storage facilities. The Blue Ribbon Commission noted that this recommended strategy for future storage and disposal facilities and operations should be implemented regardless of what happens with Yucca Mountain. It is too easy, however, to focus on interim storage as an alternative to geologic disposal. The Blue Ribbon Commission report does not go far enough in addressing the magnitude of the contentious problems associated with reopening the issues of relative authorities of the states and federal government with which Congress wrestled in crafting the Nuclear Waste Policy Act [2]. The Blue Ribbon Commission recommendation for prompt adoption of an interim storage program does not appear to be fully informed about the actions that must be taken, the relative cost of the effort, or the realistic time line that would be involved. In essence, the recommendation leaves to others the details of the systems engineering analyses needed to understand the nature and details of all the operations required to reach an operational interim storage facility without derailing forever the true end goal of geologic disposal. The material presented identifies a number of impediments that must be overcome before the country could develop a centralized federal interim storage facility. In summary, and in the order presented, they are: 1. Change the law, HJR 87, PL 107-200, designating Yucca Mountain for the development of a repository. 2. Bring new nuclear waste legislation to the floor of the Senate, overcoming existing House support for Yucca Mountain; 3. Change the longstanding focus of Congress from disposal to storage; 4. Change the funding concepts embodied in the Nuclear Waste Policy Act to allow the Nuclear Waste fund to be used to pay for interim storage; 5. Reverse the Congressional policy not to give states or tribes veto or consent authority, and to reserve to Congress the authority to override a state or tribal disapproval; 6. Promulgate interim storage facility siting regulations to reflect the new policies after such changes to policy and law; 7. Complete already underway changes to storage and transportation regulations, possibly incorporating changes to reflect changes to waste disposal law; 8. Promulgate new repository siting regulations if the interim storage facility is to support repository development; 9. Identify volunteer sites, negotiate agreements, and get Congressional approval for negotiated benefits packages; 10. Design, License and develop the interim storage facility. The time required to accomplish these ten items depends on many factors. The estimate developed assumes that certain of the items must be completed before other items are started; given past criticisms of the current program, such an assumption appears appropriate. Estimated times for completion of individual items are based on historical precedent. (authors)

    The Solar Optical Telescope (SOT) on board Hinode satellite observed an X3.4 class flare on 2006 December 13. Typical two-ribbon structure was observed, not only in the chromospheric CaII H line but also in G-band and FeI 6302A line. The high-resolution, seeing-free images achieved by SOT revealed, for the first time, the sub-arcsec fine structures of the "white light" flare. The G-band flare ribbons on sunspot umbrae showed a sharp leading edge followed by a diffuse inside, as well as previously known core-halo structure. The underlying structures such as umbral dots, penumbral filaments and granules were visible in the flare ribbons. Assuming that the sharp leading edge was directly heated by particle beam and the diffuse parts were heated by radiative back-warming, we estimate the depth of the diffuse flare emission using the intensity profile of the flare ribbon. We found that the depth of the diffuse emission is about 100 km or less from the height of the source of radiative back-warming. The flare ribbons were also visible in the Stokes-V images of FeI 6302A, as a transient polarity reversal. This is probably related to "magnetic transient" reported in the literature. The intensity increase in Stokes-I images indicates that the FeI 6302A line was significantly deformed by the flare, which may cause such a magnetic transient.

    A mechanically stable, wound, multifilar, ribbon-type conductor is described having a cross-sectional aspect ratio which may be greater than 12:1, comprising a plurality of conductive strands wound to form a flattened helix containing a plastic strip into which the strands have been pressed so as to form a bond between the strip and the strands. The bond mechanically stabilizes the conductor under tension, preventing it from collapsing into a tubular configuration. In preferred embodiments the plastic strip may be polytetrafluoroethylene, and the conductive strands may be formed from a superconductive material. Conductors in accordance with the present invention may be manufactured by winding a plurality of conductive strands around a hollow mandrel; the cross-section of a hollow mandrel; the cross-section of the mandrel continuously varying from substnatially circular to a high aspect ratio elipse while maintaining a constant circumference. The wound conductive strands are drawn from the mandrel as a multifilar helix while simultaneously a plastic strip is fed through the hollow mandrel so that it is contained within the helix as it is withdrawn from the mandrel. The helical conductor is then compressed into a ribbon-like form and the strands are bonded to the plastic strip by a combination of heat and pressure.

    A FePt-based hard-magnetic nanocomposite of exchange spring type was prepared by isothermal annealing of melt-spun Fe{sub 52}Pt{sub 28}Nb{sub 2}B{sub 18} (atomic percent) ribbons. The relationship between microstructure and magnetic properties was investigated by qualitative and quantitative structural analysis based on the x-ray diffraction, transmission electron microscopy, and {sup 57}Fe Moessbauer spectrometry on one hand and the superconducting quantum interference device magnetometry on the other hand. The microstructure consists of L1{sub 0}-FePt hard-magnetic grains (15-45 nm in diameter) dispersed in a soft magnetic medium composed by A1 FePt, Fe{sub 2}B, and boron-rich (FeB)PtNb remainder phase. The ribbons annealed at 700 deg. C for 1 h exhibit promising hard-magnetic properties at room temperature: M{sub r}/M{sub s}=0.69; H{sub c}=820 kA/m and (BH){sub max}=70 kJ/m{sup 3}. Strong exchange coupling between hard and soft magnetic phases was demonstrated by a smooth demagnetizing curve and positive {delta}M-peak in the Henkel plot. The magnetic properties measured from 5 to 750 K reveals that the hard characteristics remains rather stable up to 550 K, indicating a good prospect for the use of these permanent magnets in a wide temperature range.
