    This document is intended as a supplement to the two-volume report entitled Federal Policies to Promote the Widespread Utilization of Photovoltaic Systems that was submitted to Congress by the Department of Energy in February and April of 1980. This supplement contains review comments prepared by knowledgeable experts who reviewed early drafts of the Congressional report. Responses to the review comments by the Jet Propulsion Laboratory, preparer of the Congressional report, are also included in this supplement. The Congressional report, mandated in the Solar Photovoltaic Energy Research, Development, and Demonstration Act of 1978 (P.L. 95-590), discusses various issues related to promoting the deployment of photovoltaic systems through the Federal Photovoltaic Program.     The RCRA Facilities Assessment (RFA) report identified approximately 250 Solid Waste Management Units (SWMUs) that were grouped into 20 Waste Area Groupings (WAGs) at Oak Ridge National Laboratory. Identification of each SWMU included information as to location, type, size, dates of operation, type of waste handled, and evidence of releases. Preliminary sampling studies were performed around each WAG to determine if there was evidence of releases beyond its perimeter. Analytical results from the surveys and historical information were the basis for recommendations concerning further actions for each WAG. Remedial investigations (RIs) were recommended for WAGs 1--10 and 17; for WAGs 14, 16, 18, and 20, it was suggested that they be removed from further consideration for remedial action. For the remaining WAGs (11, 12, 13, 15, and 19) the evidence concerning the possible release of contaminants was inconclusive and additional sampling was recommended. The purpose of this Addendum is to report the analytical data obtained from the additional surveys, to make recommendations concerning future remedial actions within these WAGs, and to provide descriptive information for additional sites listed in Table 1.2 of the RFA. Since information concerning the rationale for identifying releases, the sampling survey methodology, and background information for each WAG is presented in the RFA, it is not repeated in this Addendum.

    The Energy Foundation's China Sustainable Energy Program (CSEP) has undertaken a major project investigating fiscal and tax policy options for stimulating energy efficiency and renewable energy development in China. This report, which is part of the sectoral sub-project studies on energy efficiency in industry, surveys international experience with tax and fiscal policies directed toward increasing investments in energy efficiency in the industrial sector. The report begins with an overview of tax and fiscal policies, including descriptions and evaluations of programs that use energy or energy-related carbon dioxide (CO2) taxes, pollution levies, public benefit charges, grants or subsidies, subsidized audits, loans, tax relief for specific technologies, and tax relief as part of an energy or greenhouse gas (GHG) emission tax or agreement scheme. Following the discussion of these individual policies, the report reviews experience with integrated programs found in two countries as well as with GHG emissions trading programs. The report concludes with a discussion of the best practices related to international experience with tax and fiscal policies to encourage investment in energy efficiency in industry.

  6. Expanding the Pool of Federal Policy Options to Promote Industrial Energy Efficiency

    Improving the energy efficiency of industry is essential for maintaining the viability of domestic manufacturing, especially in a world economy where production is shifting to low-cost, less regulated developing countries. Numerous studies have shown the potential for significant cost-effective energy-savings in U.S. industries, but the realization of this potential is hindered by regulatory, information, workforce, and financial obstacles. This report evaluates seven federal policy options aimed at improving the energy efficiency of industry, grounded in an understanding of industrial decision-making and the barriers to efficiency improvements. Detailed analysis employs the Georgia Institute of Technology's version of the National Energy Modeling System and spreadsheet calculations, generating a series of benefit/cost metrics spanning private and public costs and energy bill savings, as well as air pollution benefits and the social cost of carbon. Two of the policies would address regulatory hurdles (Output-Based Emissions Standards and a federal Energy Portfolio Standard with Combined Heat and Power); three would help to fill information gaps and workforce training needs (the Superior Energy Performance program, Implementation Support Services, and a Small Firm Energy Management program); and two would tackle financial barriers (Tax Lien Financing and Energy-Efficient Industrial Motor Rebates). The social benefit-cost ratios of these policies appear to be highly favorable based on a range of plausible assumptions. Each of the seven policy options has an appropriate federal role, broad applicability across industries, utilizes readily available technologies, and all are administratively feasible.

    PurposeThis study was designed to assess the role of radiofrequency ablation (RFA) in the multimodality management of gastrointestinal stromal tumors (GIST) in patients undergoing targeted tyrosine kinase inhibitor therapy (TKI) for liver metastases.MethodsOutcomes of 17 patients who underwent liver RFA for 27 metastatic GIST after TKI therapy, from January 2004 to March 2012, were retrospectively analyzed. Mean maximum tumor diameter was 2.5 ± 1 cm (range 0.9–4.5 cm). In seven patients (group A), RFA of all residual tumors was performed, with curative intent, and TKI therapy was discontinued. In five patients (group B), RFA of all residual tumors was performed upon achieving the best morphological response with TKI therapy, which was maintained after RFA. In another five patients (group C), RFA was performed on individual liver metastases which were progressive under TKI therapy.ResultsAll 27 targeted tumors were completely ablated, without local recurrence during the mean follow-up period of 49 months. No major complications occurred. Two minor complications were reported (11 %). Only two patients (both in group C) died at 20 and 48 months. Two-year progression-free survival (PFS) after RFA was 29 % in group A, 75 % in group B, and 20 % in group C.ConclusionsRFA in patients, previously treated with TKI, is feasible and safe. Our data suggest that RFA is a useful therapeutic option in patients with metastatic GIST and should be performed at the time of best clinical response with patient maintained under TKI after the procedure.

    In the area of energy efficiency, advanced technologies combined with best practices appear to afford not only large, but also cost-effective options to conserve energy and reduce greenhouse gas emissions (McKinsey & Company, 2007). In practice, however, the realization of this potential has often proven difficult. Progress appears to require large numbers of individuals to act knowledgeably, and each individual must often act with enabling assistance from others. Even when consumer education is effective and social norms are supportive, the actions of individuals and businesses can be impeded by a broad range of barriers, many of which are non-technical in nature. Title XVI of the Energy Policy Act of 2005 included a mandate to examine barriers to progress and make recommendations in this regard. A detailed report on barriers as well as the National strategy for overcoming barriers met this requirement (Brown et al, 2008; CCCSTI, 2009). Following up on this mandate, the U.S. Climate Change Technology Program (CCTP) chose to focus next on the development of policy options to improve energy efficiency in residential buildings, with supporting analysis of pros and cons, informed in part by behavioral research. While this work is sponsored by CCTP, it has been undertaken in coordination with DOE's Building Technologies Program and Office of Electricity Delivery and Energy Reliability.

    The European Union has established a number of targetsregarding energy efficiency, Renewable Energy Sources (RES) and CO2reductions as the 'GREEN PAPER on Energy Efficiency', the Directive for'promotion of the use of bio-fuels or other renewable fuels fortransport' or 'Directive of the European Parliament of the Council on thepromotion of cogeneration based on a useful heat demand in the internalenergy market'. A lot of the according RES and RUE measures are notattractive for investors from an economic point of view. Thereforegovernmentsall over the world have to spend public money to promotethese technologies/measures to bring them into market. These expenditureshave to be adjusted to budget concerns and should be spent mostefficiently. Therefore, the spent money has to be dedicated totechnologies and efficiency measures with the best yield in CO2 reductionwithout wasting money. The core question: "How can public money - forpromoting sustainable energy systems - be spent most efficiently toreduce GHG-emissions?" has been well investigated by the European projectInvert. In course of this project a simulation tool has been designed toanswer this core question. This paper describes the modelling with theInvert simulation tool and shows the key features necessary forsimulating the energy system. A definition of 'Promotion SchemeEfficiency' is given which allows estimating the most cost effectivetechnologies and/or efficiency measures to reduce CO2 emissions.Investigations performed with the Invert simulation tool deliver anoptimum portfolio mix of technologies and efficiency measures for eachselected region. Within Invert seven European regions were simulated andfor the Austrian case study the detailed portfolio mix is shown andpolitical conclusions are derived.

    We evaluated the safety and efficacy of image-guided radiofrequency ablation (RFA) using a triple-spiral-shaped electrode needle for unresectable primary or metastatic hepatic tumors. Thirty-four patients with 46 index tumors were treated. Ablation zone, morbidity, and complications were assessed. The lesions were completely ablated with an ablative margin of about 1 cm. Five patients (14.7%) with a lesion larger than 4.5 cm had local tumor progression after 1 month and were retreated. Hemothorax, as a major complication, occurred in 1 of 34 patients (3.0%) or 1 of 46 lesions ablated (2.2%). RFA using this new electrode needle can be effective in the treatment of large unresectable hepatic tumors.

    This study is concerned with the policies adopted by Brazil and Nigeria to promote the transfer and development of technology in industry. The objectives are two-fold: (1) to compare and analyze the policies with respect to the automobile industries in the 1967-1980 period; (2) to investigate whether their adoption was solely a function of the different ideological values and issue levels of economic development of the countries, or whether the regimes are solely an expression of the patterns of that development. The study adopted the Comparative Public Policy approach to explore the various hypotheses formulated. The findings showed that Brazil realized more significant results than Nigeria in technology development, while in other areas, such as the curtailment of imports, employment generation, etc., the results are mixed. The study concludes that both regime and industrial development factors influence the variation in the policies, although the regime factor seems to explain more of the variation.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

In addition, SSEB will determine which policies have impacted industry's efforts to develop, deploy or use biobased technologies or products. As a result, SSEB will work with the Southern States Biobased Alliance to determine how policy changes might address any negative impacts or enhance positive impacts. In addition to analysis of domestic policies and programs, this project will include the development of a U.S.-Brazil Biodiesel Pilot Project. The purpose of this effort is to promote and facilitate the commercialization of biodiesel and bioenergy production and demand in Brazil.

    Despite the growing inevitability of climate change and the attendant need for mitigation strategies, carbon capture and sequestration (CCS) has yet to gain much traction in the United States. Recent regulatory proposals by the U.S. Environmental Protection Agency (EPA), limited in scope to new-build power plants, represent the only significant policy initiative intended to mandate diffusion of CCS technology. Phase I of this Project assessed barriers to CCS deployment as prioritized by the CCS community. That research concluded that there were four primary barriers: (1) cost, (2) lack of a carbon price, (3) liability, and (4) lack of a comprehensive regulatory regime. Phase II of this Project, as presented in this Report, assesses potential regulatory models for CCS and examines where those models address the hurdles to diffusing CCS technology identified in Phase I. It concludes (1) that a CCS-specific but flexible standard, such as a technology performance standard or a very particular type of market-based regulation, likely will promote CCS diffusion, and (2) that these policies cannot work alone, but rather, should be combined with other measures, such as liability limits and a comprehensive CCS regulatory regime.

    In response to public interest in customer-sited distributed solar photovoltaics (PV), state and local policymakers have implemented policy initiatives with the goal of encouraging private investment and building a robust PV market. Policymakers face challenges, including limited budgets and incomplete information about the effectiveness of the various policy options in their specific situation, in crafting and executing policy that supports market development goals. Recent work investigated the effect of the order in which policies are implemented (referred to as 'policy stacking') and the presence of low-cost enabling policies, such as interconnection standards and net metering, can have on the success of states in promoting PV markets. Findings indicate that implementation of interconnection standards and policy related to the valuation of excess electricity (e.g., net metering), along with indicators of long term government support for a solar PV market (e.g., RPS) and a non-policy determinant (population), explain about 70% of the variation among states in new PV capacity. This paper builds on that research to determine the most effective policy strategies for different types of states, as determined by their physical, demographic and macroeconomic context. A number of researchers have investigated the effectiveness of state-level policy using various statistical methods to determine relationships between installed solar PV projects and policy initiatives. In this study, the grouping of states by non-policy factors adds dimension to these analyses by identifying how policies function in different non-policy environments.

    The promotion of electricity generated from Renewable Energy Sources (RES) has recently gained high priority in the energy policy strategies of many countries in response to concerns about global climate change, energy security and other reasons. This chapter compares and contrasts the experience of a number of countries in Europe, states in the US as well as Japan in promoting RES, identifying what appear to be the most successful policy measures. Clearly, a wide range of policy instruments have been tried and are in place in different parts of the world to promote renewable energy technologies. The design and performance of these schemes varies from place to place, requiring further research to determine their effectiveness in delivering the desired results. The main conclusions that can be drawn from the present analysis are: (1) Generally speaking, promotional schemes that are properly designed within a stable framework and offer long-term investment continuity produce better results. Credibility and continuity reduce risks thus leading to lower profit requirements by investors. (2) Despite their significant growth in absolute terms in a number of key markets, the near-term prognosis for renewables is one of modest success if measured in terms of the percentage of the total energy provided by renewables on a world-wide basis. This is a significant challenge, suggesting that renewables have to grow at an even faster pace if we expect them to contribute on a significant scale to the world's energy mix.

    Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

    For a number of years, analyses of minority household energy demand have been supported by the United States Department of Energy (DOE), Office of Economic Impact and Diversity (formerly the Office of Minority Economic Impact). The intention of these analyses has been to characterize patterns of energy demand by various demographic, regional and socioeconomic groups and to develop analytical tools to assess the distributive impact of energy prices and policy on these groups. The model supports strategic objectives outlined by the Department of Energy to explicitly recognize and promote equity in state public utility commission decisions and to assess the potential impact of federal and state energy policy on demographically diverse groups as reported in the Department`s Annual Energy Outlook and the upcoming National Energy Policy Plan. The legislation mandating the Office of Economic Impact and Diversity had been premised on the assumption that patterns of energy demand for minority households are different from the population as a whole. Determining the validity of this premise and its potential economic impact on different population groups has been a major objective of these analyses. Consequently, the recripriocal impacts of energy policy on demographic groups and energy consumption and expenditure dynamics on policy formulation and strategy is a central objective of these studies. Residential energy demand research has been substantial in the past twenty years. Insightful and useful research has been done in this area. However, none of this research has addressed the potential differences in the residential energy demand structure among various population groups. Recent work does compare energy and electricity demand elasticities for non-Latino Whites, with the demand elasticities for Latinos and Blacks. This research is particularly important for examination of questions related to the economic welfare implications of national energy policy.

Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE’s '20% Wind Energy by 2030' report and helping to meet COE targets.

However, demand for the equipment is finite, and opportunities are limited. U.S. demand is estimated to drive total annual investments in renewable energy equipment to $14-$20 billion by 2030. Evidence from leading states in renewable energy manufacturing suggests that economic development strategies that target renewable energy sector needs by adapting existing policies attract renewable energy manufacturing more than strategies that create new policies. Literature suggests that the states that are most able to attract direct investment and promote sustained economic development can leverage diverse sets of durable assets--like human capital and modern infrastructure--as well as low barriers to market entry. State marketing strategies for acquiring renewable energy manufacturers are likely best served by an approach that: (1) is multi-faceted and long-term, (2) fits within existing broad-based economic development strategies, (3) includes specific components such as support for renewable energy markets and low barriers to renewable energy deployment, and (4) involves increased differentiation by leveraging existing assets when applicable.

    The Energy Policy Act of 1992 required the DOE to develop recommendations and implement government programs to assist the domestic uranium industry in increasing export opportunities. In 1993, as part of that effort, the Office of Nuclear Energy identified several key factors that could (or have) significantly impact(ed) export opportunities for domestic uranium. This report addresses one of these factors: regulatory and policy impediments to the flow of uranium products between the US and other countries. It speaks primarily to the uranium market for civil nuclear power. Changes in the world political and economic order have changed US national security requirements, and the US uranium industry has found itself without the protected market it once enjoyed. An unlevel playing field for US uranium producers has resulted from a combination of geology, history, and a general US political philosophy of nonintervention that precludes the type of industrial policy practiced in other uranium-exporting countries. The US has also been hampered in its efforts to support the domestic uranium-producing industry by its own commitment to free and open global markets and by international agreements such as GATT and NAFTA. Several US policies, including the imposition of NRC fees and licensing costs and Harbor Maintenance fees, directly harm the competitiveness of the domestic uranium industry. Finally, requirements under US law, such as those in the 1979 Nuclear Nonproliferation Act, place very strict limits on the use of US-origin uranium, limitations not imposed by other uranium-producing countries. Export promotion and coordination are two areas in which the US can help the domestic uranium industry without violating existing trade agreements or other legal or policy constraints.

    Core promoters are critical regions for gene regulation in higher eukaryotes. However, the boundaries of promoter regions, the relative rates of initiation at the transcription start sites (TSSs) distributed within them, and the functional significance of promoter architecture remain poorly understood. We produced a high-resolution map of promoters active in the Drosophila melanogaster embryo by integrating data from three independent and complementary methods: 21 million cap analysis of gene expression (CAGE) tags, 1.2 million RNA ligase mediated rapid amplification of cDNA ends (RLMRACE) reads, and 50,000 cap-trapped expressed sequence tags (ESTs). We defined 12,454 promoters of 8037 genes. Our analysis indicates that, due to non-promoter-associated RNA background signal, previous studies have likely overestimated the number of promoter-associated CAGE clusters by fivefold. We show that TSS distributions form a complex continuum of shapes, and that promoters active in the embryo and adult have highly similar shapes in 95% of cases. This suggests that these distributions are generally determined by static elements such as local DNA sequence and are not modulated by dynamic signals such as histone modifications. Transcription factor binding motifs are differentially enriched as a function of promoter shape, and peaked promoter shape is correlated with both temporal and spatial regulation of gene expression. Our results contribute to the emerging view that core promoters are functionally diverse and control patterning of gene expression in Drosophila and mammals.
