The Energy Foundation's China Sustainable Energy Program (CSEP) has undertaken a major project investigating fiscal and tax policy options for stimulating energy efficiency and renewable energy development in China. This report, which is part of the sectoral sub-project studies on energy efficiency in industry, surveys international experience with tax and fiscal policies directed toward increasing investments in energy efficiency in the industrial sector. The report begins with an overview of tax and fiscal policies, including descriptions and evaluations of programs that use energy or energy-related carbon dioxide (CO2) taxes, pollution levies, public benefit charges, grants or subsidies, subsidized audits, loans, tax relief for specific technologies, and tax relief as part of an energy or greenhouse gas (GHG) emission tax or agreement scheme. Following the discussion of these individual policies, the report reviews experience with integrated programs found in two countries as well as with GHG emissions trading programs. The report concludes with a discussion of the best practices related to international experience with tax and fiscal policies to encourage investment in energy efficiency in industry.

Expanding the Pool of Federal Policy Options to Promote Industrial Energy Efficiency  

SciTech Connect (OSTI)

Improving the energy efficiency of industry is essential for maintaining the viability of domestic manufacturing, especially in a world economy where production is shifting to low-cost, less regulated developing countries. Numerous studies have shown the potential for significant cost-effective energy-savings in U.S. industries, but the realization of this potential is hindered by regulatory, information, workforce, and financial obstacles. This report evaluates seven federal policy options aimed at improving the energy efficiency of industry, grounded in an understanding of industrial decision-making and the barriers to efficiency improvements. Detailed analysis employs the Georgia Institute of Technology's version of the National Energy Modeling System and spreadsheet calculations, generating a series of benefit/cost metrics spanning private and public costs and energy bill savings, as well as air pollution benefits and the social cost of carbon. Two of the policies would address regulatory hurdles (Output-Based Emissions Standards and a federal Energy Portfolio Standard with Combined Heat and Power); three would help to fill information gaps and workforce training needs (the Superior Energy Performance program, Implementation Support Services, and a Small Firm Energy Management program); and two would tackle financial barriers (Tax Lien Financing and Energy-Efficient Industrial Motor Rebates). The social benefit-cost ratios of these policies appear to be highly favorable based on a range of plausible assumptions. Each of the seven policy options has an appropriate federal role, broad applicability across industries, utilizes readily available technologies, and all are administratively feasible.

Making Homes Part of the Climate Solution: Policy Options To Promote Energy Efficiency

In the area of energy efficiency, advanced technologies combined with best practices appear to afford not only large, but also cost-effective options to conserve energy and reduce greenhouse gas emissions (McKinsey & Company, 2007). In practice, however, the realization of this potential has often proven difficult. Progress appears to require large numbers of individuals to act knowledgeably, and each individual must often act with enabling assistance from others. Even when consumer education is effective and social norms are supportive, the actions of individuals and businesses can be impeded by a broad range of barriers, many of which are non-technical in nature. Title XVI of the Energy Policy Act of 2005 included a mandate to examine barriers to progress and make recommendations in this regard. A detailed report on barriers as well as the National strategy for overcoming barriers met this requirement (Brown et al, 2008; CCCSTI, 2009). Following up on this mandate, the U.S. Climate Change Technology Program (CCTP) chose to focus next on the development of policy options to improve energy efficiency in residential buildings, with supporting analysis of pros and cons, informed in part by behavioral research. While this work is sponsored by CCTP, it has been undertaken in coordination with DOE's Building Technologies Program and Office of Electricity Delivery and Energy Reliability.

Market barriers to energy efficiency: A critical reappraisal of the rationale for public policies to promote energy efficiency

This report reviews current perspectives on market barriers to energy efficiency. Ratepayer-funded utility energy-efficiency programs are likely to change in scope, size, and nature as the deregulation process proceeds; the authors research focuses on understanding to what extent some form of future intervention may be warranted and how they might judge the success of particular interventions, especially those funded by ratepayers. They find that challenges to the existence of market barriers have, for the most part, failed to provide a testable alternative explanation for evidence suggesting that there is a substantial ``efficiency gap`` between a consumer`s actual investments in energy efficiency and those that appear to be in the consumer`s own interest. They then suggest that differences of opinion about the appropriateness of public policies stem not from disputes about whether market barriers exist, but from different perceptions of the magnitude of the barriers, and the efficacy and (possibly unintended) consequences of policies designed to overcome them. They conclude that there are compelling justifications for future energy-efficiency policies. Nevertheless, in order to succeed, they must be based on a sound understanding of the market problems they seek to correct and a realistic assessment of their likely efficacy. This understanding can only emerge from detailed investigations of the current operation of individual markets.

The Department of Energy funded the Alliance to Save Energy to promote the efficient use of energy under a multiyear cooperative agreement. This funding allowed the Alliance to be innovative and flexible in its program development, and to initiate and enhance projects it would otherwise not have been able to pursue. The program period was 1999 through 2004. The mission of the Alliance to Save Energy is to promote energy efficiency domestically and worldwide. The Alliance followed this mission by working closely with consumers, government, policy makers, and energy efficient product and service providers. The projects that were initiated by the Alliance included communication and consumer education, policy analysis and research, the promotion of interaction among the energy efficiency industry, and international energy efficiency programs. The funding from the Department of Energy allowed the Alliance to study new issues in energy efficiency, draw public attention to those issues, and create targeted programs, such as the Efficient Windows Collaborative or the Green Schools program, which now function on their own to promote energy efficiency in important areas.

Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. In response to public interest in customer-sited distributed solar photovoltaics (PV), state and local policymakers have implemented policy initiatives with the goal of encouraging private investment and building a robust PV market. Policymakers face challenges, including limited budgets and incomplete information about the effectiveness of the various policy options in their specific situation, in crafting and executing policy that supports market development goals. Recent work investigated the effect of the order in which policies are implemented (referred to as 'policy stacking') and the presence of low-cost enabling policies, such as interconnection standards and net metering, can have on the success of states in promoting PV markets. Findings indicate that implementation of interconnection standards and policy related to the valuation of excess electricity (e.g., net metering), along with indicators of long term government support for a solar PV market (e.g., RPS) and a non-policy determinant (population), explain about 70% of the variation among states in new PV capacity. This paper builds on that research to determine the most effective policy strategies for different types of states, as determined by their physical, demographic and macroeconomic context. A number of researchers have investigated the effectiveness of state-level policy using various statistical methods to determine relationships between installed solar PV projects and policy initiatives. In this study, the grouping of states by non-policy factors adds dimension to these analyses by identifying how policies function in different non-policy environments.

Regulatory Promotion of Emergent CCS Technology

Despite the growing inevitability of climate change and the attendant need for mitigation strategies, carbon capture and sequestration (CCS) has yet to gain much traction in the United States. Recent regulatory proposals by the U.S. Environmental Protection Agency (EPA), limited in scope to new-build power plants, represent the only significant policy initiative intended to mandate diffusion of CCS technology. Phase I of this Project assessed barriers to CCS deployment as prioritized by the CCS community. That research concluded that there were four primary barriers: (1) cost, (2) lack of a carbon price, (3) liability, and (4) lack of a comprehensive regulatory regime. Phase II of this Project, as presented in this Report, assesses potential regulatory models for CCS and examines where those models address the hurdles to diffusing CCS technology identified in Phase I. It concludes (1) that a CCS-specific but flexible standard, such as a technology performance standard or a very particular type of market-based regulation, likely will promote CCS diffusion, and (2) that these policies cannot work alone, but rather, should be combined with other measures, such as liability limits and a comprehensive CCS regulatory regime.

The book examines the policy options for mitigating or removing the entrenched advantages held by fossil fuels and speeding the transition to a more sustainable energy future, one based on improved efficiency and a shift to renewable sources such as solar, wind, and bioenergy. The book: examines today's energy patterns and trends and their consequences; describes the barriers to a more sustainable energy future and how those barriers can be overcome; provides ten case studies of integrated strategies that have been effective in different parts of the world examines international policies and institutions and recommends ways they could be improved; reviews global trends that suggest that the transition to renewables and increased efficiency is underway and is achievable. The core of the book are presentations of Clean Energy scenarios for the US and Brazil. His US scenario has 10 policies. These include: Adopt voluntary agreements to reduce industrial energy use; Provide tax incentives for innovative renewable energy and energy-efficient technologies; Expand federal R & D and deployment programs; Remove barriers to combined heat and power systems; and Strengthen emissions standards on coal-fired plants. Geller calculates that the impact of his ten policies would be a $600 billion cost and a $1200 billion savings, for a net savings of $600 billion compared to a baseline scenario of continued promotion of fossil fuels.

Promoting electricity from renewable energy sources -- lessons learned from the EU, U.S. and Japan  

SciTech Connect (OSTI)

The promotion of electricity generated from Renewable Energy Sources (RES) has recently gained high priority in the energy policy strategies of many countries in response to concerns about global climate change, energy security and other reasons. This chapter compares and contrasts the experience of a number of countries in Europe, states in the US as well as Japan in promoting RES, identifying what appear to be the most successful policy measures. Clearly, a wide range of policy instruments have been tried and are in place in different parts of the world to promote renewable energy technologies. The design and performance of these schemes varies from place to place, requiring further research to determine their effectiveness in delivering the desired results. The main conclusions that can be drawn from the present analysis are: (1) Generally speaking, promotional schemes that are properly designed within a stable framework and offer long-term investment continuity produce better results. Credibility and continuity reduce risks thus leading to lower profit requirements by investors. (2) Despite their significant growth in absolute terms in a number of key markets, the near-term prognosis for renewables is one of modest success if measured in terms of the percentage of the total energy provided by renewables on a world-wide basis. This is a significant challenge, suggesting that renewables have to grow at an even faster pace if we expect them to contribute on a significant scale to the world's energy mix.

Analysis of International Policies In The Solar Electricity Sector: Lessons for India

Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

This chapter briefly revisits the constraints and opportunities of mitigation and adaptation, and highlights and the multiple linkages, synergies and trade-offs between mitigation, adaptation and urban development. The chapter then presents future policy directions, focusing on local, national and international principles and policies for supporting and enhancing urban responses to climate change. In summary, policy directions for linking climate change responses with urban development offer abundant opportunities; but they call for new philosophies about how to think about the future and how to connect different roles of different levels of government and different parts of the urban community. In many cases, this implies changes in how urban areas operate - fostering closer coordination between local governments and local economic institutions, and building new connections between central power structures and parts of the population who have often been kept outside of the circle of consultation and discourse. The difficulties involved in changing deeply set patterns of interaction and decision-making in urban areas should not be underestimated. Because it is so difficult, successful experiences need to be identified, described and widely publicized as models for others. However, where this challenge is met, it is likely not only to increase opportunities and reduce threats to urban development in profoundly important ways, but to make the urban area a more effective socio-political entity, in general - a better city in how it works day to day and how it solves a myriad of problems as they emerge - far beyond climate change connections alone. It is in this sense that climate change responses can be catalysts for socially inclusive, economically productive and environmentally friendly urban development, helping to pioneer new patterns of stakeholder communication and participation.

A directory service provides the object-oriented logical environment for interactive cyber-policy implementation. Cyber-policy implementation includes security, network management, operational process and quality of service policies. The leading network-technology vendors have invested in these technologies for secure universal connectivity that transverses Internet, extranet and intranet boundaries. Industry standards are established that provide the fundamental guidelines for directory deployment scalable to global networks. The integration of policy-based networking with directory-service technologies provides for intelligent management of the enterprise network environment as an end-to-end system of related clients, services and resources. This architecture allows logical policies to protect data, manage security and provision critical network services permitting a proactive defense-in-depth cyber-security posture. Enterprise networking imposes the consideration of supporting multiple computing platforms, sites and business-operation models. An industry-standards based approach combined with principled systems engineering in the deployment of these technologies allows these issues to be successfully addressed. This discussion is focused on a directory-based policy architecture for the heterogeneous enterprise network-computing environment and does not propose specific vendor solutions. An artificial promoter system that can be fused upstream of any desired gene enabling reversible induction or repression of the expression of the gene at will in any suitable host cell or organisms by light is described. The design of the system is such that a molecule of the plant photoreceptor phytochrome is targeted to the specific DNA binding site in the promoter by a protein domain that is fused to the phytochrome and that specifically recognizes this binding site. This bound phytochrome, upon activation by light, recruits a second fusion protein consisting of a protein that binds to phytochrome only upon light activation and a transcriptional activation domain that activates expression of the gene downstream of the promoter.

Enterprises have put more and more emphasis on data analysis so as to obtain effective management advices. Managers and researchers are trying to dig out the major factors that lead to employees' promotion and resignation. Most previous analyses were based on questionnaire survey, which usually consists of a small fraction of samples and contains biases caused by psychological defense. In this paper, we successfully collect a data set consisting of all the employees' work-related interactions (action network, AN for short) and online social connections (social network, SN for short) of a company, which inspires us to reveal the correlations between structural features and employees' career development, namely promotion and resignation. Through statistical analysis and prediction, we show that the structural features of both AN and SN are correlated and predictive to employees' promotion and resignation, and the AN has higher correlation and predictability.
