The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodic update and improvement of the guidance to ensure that it remains a state-of-the-art design evaluation tool. To this end, the NRC is updating its guidance to stay current with recent research on human performance, advances in HFE methods and tools, and new technology being employed in plant and control room design. NUREG-0711 is the first document to be addressed. We present the methodology used to update NUREG-0711 and summarize the main changes made. Finally, we discuss the current status of the update program and the future plans.

    1994-11-01

The PHENIX Conceptual Design Report Update (CDR Update) is intended for use together with the Conceptual Design Report (CDR). The CDR Update is a companion document to the CDR, and it describes the collaboration`s progress since the CDR was submitted in January 1993. Therefore, this document concentrates on changes, refinements, and decisions that have been made over the past year. These documents together define the baseline PHENIX detector that the collaboration intends to build for operation at RHIC startup. In this chapter the current status of the detector and its motivation are briefly described. In Chapters 2 and 3 the detector and the physics performance are more fully developed. In Chapters 4 through 13 the details of the present design status, the technology choices, and the construction costs and schedules are presented. The physics goals of PHENIX collaboration have remained exactly as they were described in the CDR. Primary among these is the detection of a new phase of matter, the quark-gluon plasma (QGP), and the measurement of its properties. The PHENIX experiment will measure many of the best potential QGP signatures to see if any or all of these physics variables show anomalies simultaneously due to the formation of the QGP.

We extensively reanalyze the effects of a long-lived, negatively charged massive particle, X {sup –}, on big bang nucleosynthesis (BBN). The BBN model with an X {sup –} particle was originally motivated by the discrepancy between the {sup 6,} {sup 7}Li abundances predicted in the standard BBN model and those inferred from observations of metal-poor stars. In this model, {sup 7}Be is destroyed via the recombination with an X {sup –} particle followed by radiative proton capture. We calculate precise rates for the radiative recombinations of {sup 7}Be, {sup 7}Li, {sup 9}Be, and {sup 4}He with X {sup –}. In nonresonant rates, we take into account respective partial waves of scattering states and respective bound states. The finite sizes of nuclear charge distributions cause deviations in wave functions from those of point-charge nuclei. For a heavy X {sup –} mass, m{sub X} ? 100 GeV, the d-wave ? 2P transition is most important for {sup 7}Li and {sup 7,} {sup 9}Be, unlike recombination with electrons. Our new nonresonant rate of the {sup 7}Be recombination for m{sub X} = 1000 GeV is more than six times larger than the existing rate. Moreover, we suggest a new important reaction for {sup 9}Be production: the recombination of {sup 7}Li and X {sup –} followed by deuteron capture. We derive binding energies of X nuclei along with reaction rates and Q values. We then calculate BBN and find that the amount of {sup 7}Be destruction depends significantly on the charge distribution of {sup 7}Be. Finally, updated constraints on the initial abundance and the lifetime of the X {sup –} are derived in the context of revised upper limits to the primordial {sup 6}Li abundance. Parameter regions for the solution to the {sup 7}Li problem and the primordial {sup 9}Be abundances are revised.

    SciTech Connect (OSTI)

Cushing, C.E. [ed.] ed.; Baker, D.A.; Chamness, M.A. [and others] and others

    1995-09-01

This seventh revision of the Hanford Site National Environmental Policy (NEPA) Characterization presents current environmental data regarding the Hanford Site and its immediate environs. This information is intended for use in preparing Site-related NEPA documentation. Chapter 4.0 summarizes up-to-date information on climate and meteorology, geology, hydrology, environmental monitoring, ecology, history and archaeology, socioeconomics, land use, and noise levels prepared by Pacific Northwest Laboratory (PNL) staff. More detailed data are available from reference sources cited or from the authors. Chapter 5.0 was not updated from the sixth revision (1994). It describes models, including their principal underlying assumptions, that are to be used in simulating realized or potential impacts from nuclear materials at the Hanford Site. Included are models of radionuclide transport in groundwater and atmospheric pathways, and of radiation dose to populations via all known pathways from known initial conditions. The updated Chapter 6.0 provides the preparer with the federal and state regulations, DOE Orders and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site, following the structure of Chapter 4.0. No conclusions or recommendations are given in this report. Rather, it is a compilation of information on the Hanford Site environment that can be used directly by Site contractors. This information can also be used by any interested individual seeking baseline data on the Hanford Site and its past activities by which to evaluate projected activities and their impacts.

  14. Updated opal opacities

    SciTech Connect (OSTI)

    Iglesias, C.A.; Rogers, F.J.

    1996-06-01

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available. The updated opacities are compared to other work. {copyright} {ital 1996 The American Astronomical Society.}

    SciTech Connect (OSTI)

    Kahal, M.I.

    1988-03-01

In 1985, the Power Plant Research Program (PPRP) published a study that developed estimates of cost and electric-rate impacts for a hypothetical control scenario for each major electric utility operating in the State. This report updates that earlier study by incorporating new information. Important differences include revised financial/accounting assumptions, a decline in the cost premium for low-sulfur coal, increases in scrubber construction costs and changes in control strategies. Also, the update incorporates control of NOx emissions. The original study was limited to evaluating the costs of controlling sulfur-emissions only.

    SciTech Connect (OSTI)

Peppers, Larry; Kelly, Elizabeth; McClard, James; Friday, Gary; Venetz, Theodore; Stakebake, Jerry

    2009-04-01

This document is the fifth in a series of reports that document the binning, statistical sampling, and sample selection of 3013 containers for field surveillance. 1,2,3,39 Revisions to binning assignments documented in this report are primarily a result of new prompt gamma data. This report also documents changes to the random sample specification resulting from these binning changes and identifies and provides the rationale for the engineering judgment sample items for Fiscal Year (FY) 2008 and 2009. This revision also updates the changes to the previous surveillance sample resulting from changes to the order that specific containers undergo surveillance. This report will continue to be reviewed regularly and revised as needed to meet the requirements of the surveillance program.

  17. Holographic Inflation Revised

    E-Print Network [OSTI]

    Tom Banks; Willy Fischler

    2015-01-09

This paper is a major revision of our previous work on the HST model of inflation. We identify the local fluctuations of the metric with fluctuations of the mass and angular momentum of black holes, and show that the consistency conditions in HST for a single trajectory to see more and more of a homogeneous distribution of black holes, imply that the system outside the horizon is undergoing inflation: small systems of equal entropy, are not in causal contact. Homogeneity then requires that the initial trajectory underwent inflation that expanded the black hole radius into our current horizon. The low entropy of the initial state of the universe is explained by the fact that this is the maximal entropy state, which has long lived localized excitations, and which can form structures more complex than black holes. The number of e-folds, reheat temperature of the universe and size of inflationary fluctuations are calculated in terms of a few parameters.

    2002-09-15

The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) aspects of nuclear plants. NUREG-0800 (Standard Review Plan), Chapter 18, ''Human Factors Engineering,'' is the principal NRC staff guidance document. Two main documents provide the review criteria to support the evaluations. The HFE Program Review Model (NUREG-0711) addresses the design process from planning to verification and validation to design implementation. The Human-System Interface Design Review Guidelines (NUREG-0700) provides the guidelines for the review of the HFE aspects of human-system interface technology, such as alarms, information systems, controls, and control room design. Since these documents were published in 1994 and 1996 respectively, they have been used by NRC staff, contractors, nuclear industry organizations, as well as by numerous organizations outside the nuclear industry. Using feedback from users and NRC research conducted in recent years, both documents have been revised and updated. This was done to ensure that they remain state-of-the-art evaluation tools for changing nuclear industry issues and emerging technologies. This paper describes the methodology used to revise and update the documents and summarizes the changes made to each and their current contents. Index Terms for this report are: Control system human factors, Ergonomics, Human factors, Nuclear power generation safety.

  2. Off-Highway Gasoline Consuption Estimation Models Used in the Federal Highway Administration Attribution Process: 2008 Updates

    SciTech Connect (OSTI)

    Hwang, Ho-Ling; Davis, Stacy Cagle

    2009-12-01

This report is designed to document the analysis process and estimation models currently used by the Federal Highway Administration (FHWA) to estimate the off-highway gasoline consumption and public sector fuel consumption. An overview of the entire FHWA attribution process is provided along with specifics related to the latest update (2008) on the Off-Highway Gasoline Use Model and the Public Use of Gasoline Model. The Off-Highway Gasoline Use Model is made up of five individual modules, one for each of the off-highway categories: agricultural, industrial and commercial, construction, aviation, and marine. This 2008 update of the off-highway models was the second major update (the first model update was conducted during 2002-2003) after they were originally developed in mid-1990. The agricultural model methodology, specifically, underwent a significant revision because of changes in data availability since 2003. Some revision to the model was necessary due to removal of certain data elements used in the original estimation method. The revised agricultural model also made use of some newly available information, published by the data source agency in recent years. The other model methodologies were not drastically changed, though many data elements were updated to improve the accuracy of these models. Note that components in the Public Use of Gasoline Model were not updated in 2008. A major challenge in updating estimation methods applied by the public-use model is that they would have to rely on significant new data collection efforts. In addition, due to resource limitation, several components of the models (both off-highway and public-us models) that utilized regression modeling approaches were not recalibrated under the 2008 study. An investigation of the Environmental Protection Agency's NONROAD2005 model was also carried out under the 2008 model update. Results generated from the NONROAD2005 model were analyzed, examined, and compared, to the extent that is possible on the overall totals, to the current FHWA estimates. Because NONROAD2005 model was designed for emission estimation purposes (i.e., not for measuring fuel consumption), it covers different equipment populations from those the FHWA models were based on. Thus, a direct comparison generally was not possible in most sectors. As a result, NONROAD2005 data were not used in the 2008 update of the FHWA off-highway models. The quality of fuel use estimates directly affect the data quality in many tables published in the Highway Statistics. Although updates have been made to the Off-Highway Gasoline Use Model and the Public Use Gasoline Model, some challenges remain due to aging model equations and discontinuation of data sources.

International Coal Refining Company (ICRC), in cooperation with the Commonwealth of Kentucky has contracted with the United States Department of Energy (DOE) to design, build and operate a first-of-its-kind plant demonstrating the economic, environmental, socioeconomic and technical feasibility of the direct coal liquefaction process known as SRC-I. ICRC has made a massive commitment of time and expertise to design processes, plan and formulate policy, schedules, costs and technical drawings for all plant systems. These fully integrated plans comprise the Project Baseline and are the basis for all future detailed engineering, plant construction, operation, and other work set forth in the contract between ICRC and the DOE. Volumes I and II of the accompanying documents constitute the updated Project Baseline for the SRC-I two-stage liquefaction plant. International Coal Refining Company believes this versatile plant design incorporates the most advanced coal liquefaction system available in the synthetic fuels field. SRC-I two-stage liquefaction, as developed by ICRC, is the way of the future in coal liquefaction because of its product slate flexibility, high process thermal efficiency, and low consumption of hydrogen. The SRC-I Project Baseline design also has made important state-of-the-art advances in areas such as environmental control systems. Because of a lack of funding, the DOE has curtailed the total project effort without specifying a definite renewal date. This precludes the development of revised accurate and meaningful schedules and, hence, escalated project costs. ICRC has revised and updated the original Design Baseline to include in the technical documentation all of the approved but previously non-incorporated Category B and C and new Post-Baseline Engineering Change Proposals.

This document describes the U.S. Department of Energy's (DOE) Hanford Site environment. It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many National Environmental Policy Act (NEPA) documents being prepared by DOE contractors. No statements of significance or environmental consequences are provided. This year's report is the thirteenth revision of the original document published in 1988 and is (until replaced by the fourteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (Weiss) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology, geology, hydrology, ecology, cultural, archaeological, and historical resources, socioeconomics, occupational safety, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to the NEPA documents prepared for Hanford Site activities.

The SRC Process Area Design Baseline consists of six volumes. The first four were submitted to DOE on 9 September 1981. The fifth volume, summarizing the Category A Engineering Change Proposals (ECPs), was not submitted. The sixth volume, containing proprietary information on Kerr-McGee's Critical Solvent Deashing System, was forwarded to BRHG Synthetic Fuels, Inc. for custody, according to past instructions from DOE, and is available for perusal by authorized DOE representatives. DOE formally accepted the Design Baseline under ICRC Release ECP 4-1001, at the Project Configuration Control Board meeting in Oak Ridge, Tennessee on 5 November 1981. The documentation was then revised by Catalytic, Inc. to incorporate the Category B and C and Post-Baseline Engineering Change Proposals. Volumes I through V of the Revised Design Baseline, dated 22 October 1982, are nonproprietary and they were issued to the DOE via Engineering Change Notice (ECN) 4-1 on 23 February 1983. Volume VI again contains proprieary information on Kerr-McGee Critical Solvent Deashing System; it was issued to Burns and Roe Synthetic Fuels, Inc. Subsequently, updated process descriptions, utility summaries, and errata sheets were issued to the DOE and Burns and Roe Synthetic Fuels, Inc. on nonproprietary Engineering Change Notices 4-2 and 4-3 on 24 May 1983.

This eighth revision of the Hanford Site National Environmental Policy Act (NEPA) Characterization presents current environmental data regarding the Hanford Site and its immediate environs. This information is intended for use in preparing Chapters 4 and 6 in Hanford Site-related NEPA documents. Chapter 4 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, historical, archaeological and cultural resources, socioeconomics, and noise. Chapter 6 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. The following sections were updated in this revision: climate and meteorology; ecology (threatened and endangered species section only); historical; archaeological and cultural resources; and all of chapter 6. No conclusions or recommendations are given in this report. Rather, it is a compilation of information on the Hanford Site environment that can be used directly by Site contractors. This information can also be used by any interested individual seeking baseline data on the hanford Site and its past activities by which to evaluate projected activities and their impacts.

    SciTech Connect (OSTI)

Conner, Craig C.; Dillon, Heather E.; Lucas, Robert G.; Early, Chris; Lubliner, Michael

    2004-03-22

Energy efficiency requirements were developed for manufactured (mobile) homes, which are regulated by the U.S. Department of Housing and Urban Development (HUD). A life-cycle cost analysis from the homeowner's perspective was used to establish parameters for a least-cost home in a large number of cities. Economic, financial, and energy-efficiency measures for the life-cycle cost analysis were selected. The resulting energy-efficiency levels were aggregated to the existing HUD zones and expressed as a maximum overall home U-value (thermal transmittance) requirement for the building envelope. The proposed revised standard's costs, benefits, and net value to the consumer were quantified. This analysis updates a similar effort completed in 1992, which was the basis for the existing HUD code Uo requirements.

    Chorowski, M; Tavian, L

    2013-01-01

The Preliminary Risk Analysis (PRA) of the Large Hadron Collider cryogenic system, performed in 1998, was aimed at the identification of all the risks for personnel, equipment or environment caused by the failures that might accidentally occur in any phase of the machine operation, and that could not be eliminated by design. The risk analysis was performed during a design and an early construction phase of the machine, so after the collider commissioning and consolidation experience, especially due to the 080919 incident in the LHC sector 3-4, PRA had to be revised and updated. The paper discusses the criterions of cryogenic failures categorization taking into account their occurrence and severity.

  9. HFE Process Guidance and Standards for potential application to updating NRC guidance

    2012-07-01

The U.S. Nuclear Regulatory Commission (NRC) reviews and evaluates the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The NRC is committed to the periodic update and improvement of these guidance documents to ensure that they remain state-of-the-art design evaluation tools. Thus, the NRC has initiated a project with BNL to update the NRC guidance to remain current with recent research on human performance, advances in HFE methods and tools, and new technology. INL supported Brookhaven National Lab (BNL) to update the detailed HFE review criteria contained in NUREG-0711 and NUREG-0700 based on (1) feedback obtained from end users, (2) the results of NRC research and development efforts supporting the NRC staff’s HFE safety reviews, and (3) other material the project staff identify as applicable to the update effort. INL submitted comments on development plans and sections of NUREGs 0800, 0711, and 0700. The contractor prepared the report attached here as the deliverable for this work.

This paper describes the role of HFE guidelines in the safety review process and the content of the key HFE guidelines used. Then we will present the methodology used to develop HFE guidance and update these documents, and describe the current status of the update program.

  18. Special Analysis: Revision of Saltstone Vault 4 Disposal Limits (U)

    SciTech Connect (OSTI)

    Cook, J

    2005-05-26

New disposal limits have been computed for Vault 4 of the Saltstone Disposal Facility based on several revisions to the models in the existing Performance Assessment and the Special Analysis issued in 2002. The most important changes are the use of a more rigorous groundwater flow and transport model, and consideration of radon emanation. Other revisions include refinement of the aquifer mesh to more accurately model the footprint of the vault, a new plutonium chemistry model accounting for the different transport properties of oxidation states III/IV and V/VI, use of variable infiltration rates to simulate degradation of the closure system, explicit calculation of gaseous releases and consideration of the effects of settlement and seismic activity on the vault structure. The disposal limits have been compared with the projected total inventory expected to be disposed in Vault 4. The resulting sum-of-fractions of the 1000-year disposal limits is 0.2, which indicates that the performance objectives and requirements of DOE 435.1 will not be exceeded. This SA has not altered the conceptual model (i.e., migration of radionuclides from the Saltstone waste form and Vault 4 to the environment via the processes of diffusion and advection) of the Saltstone PA (MMES 1992) nor has it altered the conclusions of the PA (i.e., disposal of the proposed waste in the SDF will meet DOE performance measures). Thus a PA revision is not required and this SA serves to update the disposal limits for Vault 4. In addition, projected doses have been calculated for comparison with the performance objectives laid out in 10 CFR 61. These doses are 0.05 mrem/year to a member of the public and 21.5 mrem/year to an inadvertent intruder in the resident scenario over a 10,000-year time-frame, which demonstrates that the 10 CFR 61 performance objectives will not be exceeded. This SA supplements the Saltstone PA and supersedes the two previous SAs (Cook et al. 2002; Cook and Kaplan 2003).

    1995-01-01

The United States Enrichment Corporation (USEC) is continuing the policy of the US Department of Energy (DOE) and its predecessor agencies in sharing with the nuclear industry their experience in the area of uranium hexafluoride (UF{sub 6}) shipping containers and handling procedures. The USEC has reviewed Revision 6 or ORO-651 and is issuing this new edition to assure that the document includes the most recent information on UF{sub 6} handling procedures and reflects the policies of the USEC. This manual updates the material contained in earlier issues. It covers the essential aspects of UF{sub 6} handling, cylinder filling and emptying, general principles of weighing and sampling, shipping, and the use of protective overpacks. The physical and chemical properties of UF{sub 6} are also described. The procedures and systems described for safe handling of UF{sub 6} presented in this document have been developed and evaluated during more than 40 years of handling vast quantities of UF{sub 6}. With proper consideration for its nuclear properties, UF{sub 6} may be safely handled in essentially the same manner as any other corrosive and/or toxic chemical.

The Department of Energy's (DOE's) Generation IV Nuclear Energy Systems Program will address the research and development (R&D) necessary to support next-generation nuclear energy systems. Such R&D will be guided by the technology roadmap developed for the Generation IV International Forum (GIF) over two years with the participation of over 100 experts from the GIF countries. The roadmap evaluated over 100 future systems proposed by researchers around the world. The scope of the R&D described in the roadmap covers the six most promising Generation IV systems. The effort ended in December 2002 with the issue of the final Generation IV Technology Roadmap [1.1]. The six most promising systems identified for next generation nuclear energy are described within the roadmap. Two employ a thermal neutron spectrum with coolants and temperatures that enable hydrogen or electricity production with high efficiency (the Supercritical Water Reactor - SCWR and the Very High Temperature Reactor - VHTR). Three employ a fast neutron spectrum to enable more effective management of actinides through recycling of most components in the discharged fuel (the Gas-cooled Fast Reactor - GFR, the Lead-cooled Fast Reactor - LFR, and the Sodium-cooled Fast Reactor - SFR). The Molten Salt Reactor (MSR) employs a circulating liquid fuel mixture that offers considerable flexibility for recycling actinides, and may provide an alternative to accelerator-driven systems. A few major technologies have been recognized by DOE as necessary to enable the deployment of the next generation of advanced nuclear reactors, including the development and qualification of the structural materials needed to ensure their safe and reliable operation. Accordingly, DOE has identified materials as one of the focus areas for Gen IV technology development.

  15. Revision of the DELFIC Particle Activity Module

    SciTech Connect (OSTI)

Hooper, David A; Jodoin, Vincent J

    2010-09-01

The Defense Land Fallout Interpretive Code (DELFIC) was originally released in 1968 as a tool for modeling fallout patterns and for predicting exposure rates. Despite the continual advancement of knowledge of fission yields, decay behavior of fission products, and biological dosimetry, the decay data and logic of DELFIC have remained mostly unchanged since inception. Additionally, previous code revisions caused a loss of conservation of radioactive nuclides. In this report, a new revision of the decay database and the Particle Activity Module is introduced and explained. The database upgrades discussed are replacement of the fission yields with ENDF/B-VII data as formatted in the Oak Ridge Isotope Generation (ORIGEN) code, revised decay constants, revised exposure rate multipliers, revised decay modes and branching ratios, and revised boiling point data. Included decay logic upgrades represent a correction of a flaw in the treatment of the fission yields, extension of the logic to include more complex decay modes, conservation of nuclides (including stable nuclides) at all times, and conversion of key variables to double precision for nuclide conservation. Finally, recommended future work is discussed with an emphasis on completion of the overall radiation physics upgrade, particularly for dosimetry, induced activity, decay of the actinides, and fractionation.

An update on the standard model of big bang nucleosynthesis (BBN) is presented. With the value of the baryon-tophoton ratio determined to high precision by WMAP, standard BBN is a parameter-free theory. In this context, the theoretical prediction for the abundances of D, {sup 4}He, and {sup 7}Li is discussed and compared to their observational determination. While concordance for D and {sup 4}He is satisfactory, the prediction for {sup 7}Li exceeds the observational determination by a factor of about four. Possible solutions to this problem are discussed.

    SciTech Connect (OSTI)

Conner, Craig C.; Dillon, Heather E.; Lucas, Robert G.; Lubliner, Michael

    2004-06-01

Energy-efficiency requirements were developed for manufactured (mobile) homes, which are regulated by the U.S. Department of Housing and Urban Development. A life-cycle cost analysis from the homeowner's perspective was used to establish parameters for a least-cost home in a large number of cities. Economic, financial, and energy-efficiency measures for the life-cycle cost analysis were selected and documented. The resulting energy-efficiency levels were aggregated to zones that were expressed as a maximum overall home U-factor (thermal transmittance) requirement for the building envelope. The proposed revised standard's costs, benefits, and net value to the consumer were quantified. This analysis updates a similar effort completed in 1992, which was the basis for the existing HUD code overall U-factor requirement.

    1995-08-01

The Plan and Schedule for Disposition and Regulatory Compliance for Miscellaneous Streams (DOE 1994) requires that all existing Class V injection wells be registered under WAC 173--218. (Washington Underground Injection Control Program). The purpose of this document is to fulfill this requirement by registering all active Class V underground injection control wells, on the Hanford Site, under WAC 173--218. This registration will revise the registration previously submitted in 1988 (DOE 1988). In support of this registration, an extensive effort has been made to identify all injection wells on the Hanford Site. New injection wells will not be constructed on the Hanford Site except to receive uncontaminated stormwater or groundwater heatpump return flow. All changes to Miscellaneous Streams will be tracked through the Hanford Site Miscellaneous Streams Inventory Database. Table 5--2 of this injection well registration may be updated annually at the same time as the Miscellaneous Streams Inventory, if necessary.

    2009-01-01

A recent unreviewed safety question (USQ) regarding a portion of the High Flux Isotope Reactor (HFIR) transient decay heat removal analysis focused on applicability of a heat transfer correlation at the low flow end of reactor operations. During resolution of this issue, review of the correlations used to establish the safety limit (SL) on reactor flux-to-flow ratio revealed the need to change the magnitude of the SL at the low flow end of reactor operations and the need to update the hot spot fuel damage criteria to incorporate current knowledge involving parallel channel flow stability. Because of the original safety design strategy for the reactor, resolution of the issues for the flux-to-flow ratio involved reevaluation of all key process variable SLs and limiting control settings (LCSs) using the current version of the heat transfer analysis code for the reactor. Goals of the work involved updating and upgrading the SL analysis where necessary, while preserving the safety design strategy for the reactor. Changes made include revisions to the safety design criteria at low flows to address the USQ, update of the process- and analysis input-variable uncertainty considerations, and upgrade of the safety design criteria at high flow. The challenges faced during update/upgrade of this SL and LCS are typical of the problems found in the integration of safety into the design process for a complex facility. In particular, the problems addressed in the area of instrument uncertainties provide valuable lessons learned for establishment and configuration control of SLs for large facilities.

    1998-07-01

This revision of the Civilian Radioactive Waste Management Program Plan describes the objectives of the Civilian Radioactive Waste management Program (Program) as prescribed by legislative mandate, and the technical achievements, schedule, and costs planned to complete these objectives. The Plan provides Program participants and stakeholders with an updated description of Program activities and milestones for fiscal years (FY) 1998 to 2003. It describes the steps the Program will undertake to provide a viability assessment of the Yucca Mountain site in 1998; prepare the Secretary of Energy`s site recommendation to the President in 2001, if the site is found to be suitable for development as a repository; and submit a license application to the Nuclear Regulatory Commission in 2002 for authorization to construct a repository. The Program`s ultimate challenge is to provide adequate assurance to society that an operating geologic repository at a specific site meets the required standards of safety. Chapter 1 describes the Program`s mission and vision, and summarizes the Program`s broad strategic objectives. Chapter 2 describes the Program`s approach to transform strategic objectives, strategies, and success measures to specific Program activities and milestones. Chapter 3 describes the activities and milestones currently projected by the Program for the next five years for the Yucca Mountain Site Characterization Project; the Waste Acceptance, Storage and Transportation Project; ad the Program Management Center. The appendices present information on the Nuclear Waste Policy Act of 1982, as amended, and the Energy Policy Act of 1992; the history of the Program; the Program`s organization chart; the Commission`s regulations, Disposal of High-Level Radioactive Wastes in geologic Repositories; and a glossary of terms.

  13. Development of an energy-use estimation methodology for the revised Navy Manual MO-303

    Richman, E.E.; Keller, J.M.; Wood, A.G.; Dittmer, A.L.

    1995-01-01

The U.S. Navy commissioned Pacific Northwest Laboratory (PNL) to revise and/or update the Navy Utilities Targets Manual, NAVFAC MO-303 (U.S. Navy 1972b). The purpose of the project was to produce a current, applicable, and easy-to-use version of the manual for use by energy and facility engineers and staff at all Navy Public Works Centers (PWCs), Public Works Departments (PWDs), Engineering Field Divisions (EFDs), and other related organizations. The revision of the MO-303 manual involved developing a methodology for estimating energy consumption in buildings and ships. This methodology can account for, and equitably allocate, energy consumption within Navy installations. The analyses used to develop this methodology included developing end-use intensities (EUIs) from a vast collection of Navy base metering and billing data. A statistical analysis of the metering data, weather data, and building energy-use characteristics was used to develop appropriate EUI values for use at all Navy bases. A complete Navy base energy reconciliation process was also created for use in allocating all known energy consumption. Initial attempts to use total Navy base consumption values did not produce usable results. A parallel effort using individual building consumption data provided an estimating method that incorporated weather effects. This method produced a set of building EUI values and weather adjustments for use in estimating building energy use. A method of reconciling total site energy consumption was developed based on a {open_quotes}zero-sum{close_quotes} principle. This method provides a way to account for all energy use and apportion part or all of it to buildings and other energy uses when actual consumption is not known. The entire text of the manual was also revised to present a more easily read understood and usable document.

  14. Investigation of inconsistent ENDF/B-VII.1 independent and cumulative fission product yields with proposed revisions

A recent implementation of ENDF/B-VII. independent fission product yields and nuclear decay data identified inconsistencies in the data caused by the use of updated nuclear scheme in the decay sub-library that is not reflected in legacy fission product yield data. Recent changes in the decay data sub-library, particularly the delayed neutron branching fractions, result in calculated fission product concentrations that are incompatible with the cumulative fission yields in the library, and also with experimental measurements. A comprehensive set of independent fission product yields was generated for thermal and fission spectrum neutron induced fission for 235,238U and 239,241Pu in order to provide a preliminary assessment of the updated fission product yield data consistency. These updated independent fission product yields were utilized in the ORIGEN code to evaluate the calculated fission product inventories with experimentally measured inventories, with particular attention given to the noble gases. An important outcome of this work is the development of fission product yield covariance data necessary for fission product uncertainty quantification. The evaluation methodology combines a sequential Bayesian method to guarantee consistency between independent and cumulative yields along with the physical constraints on the independent yields. This work was motivated to improve the performance of the ENDF/B-VII.1 library in the case of stable and long-lived cumulative yields due to the inconsistency of ENDF/B-VII.1 fission p;roduct yield and decay data sub-libraries. The revised fission product yields and the new covariance data are proposed as a revision to the fission yield data currently in ENDF/B-VII.1.

    SciTech Connect (OSTI)

    Getman, Dan

    2013-09-30

To help guide its future data collection efforts, The DOE GTO funded a data gap analysis in FY2012 to identify high potential hydrothermal areas where critical data are needed. This analysis was updated in FY2013 and the resulting datasets are represented by this metadata. The original process was published in FY 2012 and is available here: https://pangea.stanford.edu/ERE/db/GeoConf/papers/SGW/2013/Esposito.pdf Though there are many types of data that can be used for hydrothermal exploration, five types of exploration data were targeted for this analysis. These data types were selected for their regional reconnaissance potential, and include many of the primary exploration techniques currently used by the geothermal industry. The data types include: 1. well data 2. geologic maps 3. fault maps 4. geochemistry data 5. geophysical data To determine data coverage, metadata for exploration data (including data type, data status, and coverage information) were collected and catalogued from nodes on the National Geothermal Data System (NGDS). It is the intention of this analysis that the data be updated from this source in a semi-automated fashion as new datasets are added to the NGDS nodes. In addition to this upload, an online tool was developed to allow all geothermal data providers to access this assessment and to directly add metadata themselves and view the results of the analysis via maps of data coverage in Geothermal Prospector (http://maps.nrel.gov/gt_prospector). A grid of the contiguous U.S. was created with 88,000 10-km by 10-km grid cells, and each cell was populated with the status of data availability corresponding to the five data types. Using these five data coverage maps and the USGS Resource Potential Map, sites were identified for future data collection efforts. These sites signify both that the USGS has indicated high favorability of occurrence of geothermal resources and that data gaps exist. The uploaded data are contained in two data files for each data category. The first file contains the grid and is in the SHP file format (shape file.) Each populated grid cell represents a 10k area within which data is known to exist. The second file is a CSV (comma separated value) file that contains all of the individual layers that intersected with the grid. This CSV can be joined with the map to retrieve a list of datasets that are available at any given site. The attributes in the CSV include: 1. grid_id : The id of the grid cell that the data intersects with 2. title: This represents the name of the WFS service that intersected with this grid cell 3. abstract: This represents the description of the WFS service that intersected with this grid cell 4. gap_type: This represents the category of data availability that these data fall within. As the current processing is pulling data from NGDS, this category universally represents data that are available in the NGDS and are ready for acquisition for analytic purposes. 5. proprietary_type: Whether the data are considered proprietary 6. service_type: The type of service 7. base_url: The service URL

  19. An Updated Performance Assessment For A New Low-Level Radioactive Waste Disposal Facility In West Texas - 12192

    SciTech Connect (OSTI)

Dornsife, William P.; Kirk, J. Scott; Shaw, Chris G. [Waste Control Specialists LLC, Andrews, Texas (United States)

    2012-07-01

This Performance Assessment (PA) submittal is an update to the original PA that was developed to support the licensing of the Waste Control Specialists LLC Low-Level Radioactive Waste (LLRW) disposal facility. This update includes both the Compact Waste Facility (CWF) and the Federal Waste Facility (FWF), in accordance with Radioactive Material License (RML) No. R04100, License Condition (LC) 87. While many of the baseline assumptions supporting the initial license application PA were incorporated in this update, a new transport code, GoldSim, and new deterministic groundwater flow codes, including HYDRUS and MODFLOWSURFACT{sup TM}, were employed to demonstrate compliance with the performance objectives codified in the regulations and RML No. R04100, LC 87. A revised source term, provided by the Texas Commission on Environmental Quality staff, was used to match the initial 15 year license term. This updated PA clearly confirms and demonstrates the robustness of the characteristics of the site's geology and the advanced engineering design of the disposal units. Based on the simulations from fate and transport models, the radiation doses to members of the general public and site workers predicted in the initial and updated PA were a small fraction of the criterion doses of 0.25 mSv and 50 mSv, respectively. In a comparison between the results of the updated PA against the one developed in support of the initial license, both clearly demonstrated the robustness of the characteristics of the site's geology and engineering design of the disposal units. Based on the simulations from fate and transport models, the radiation doses to members of the general public predicted in the initial and updated PA were a fraction of the allowable 25 mrem/yr (0.25 m sievert/yr) dose standard for tens-of-thousands of years into the future. Draft Texas guidance on performance assessment (TCEQ, 2004) recommends a period of analysis equal to 1,000 years or until peak doses from the more mobile radionuclides occur. The EPA National Emissions Standards for Hazardous Air Pollutants limits radionuclide doses through the air pathway to 10 mrem/yr. Gaseous radionuclide doses from the CWF and the FWF, due to decomposition gases, are a small fraction of the dose limit. The radon flux from the CWF and FWF were compared to the flux limit of 20 pCi/m{sup 2}-s from 40 CFR 192. Because of the thick cover system, the calculated radon flux was a very small fraction of the limit. (authors)

    2007-05-02

On September 29, 2005, ASME Standards Technology, LLC (ASME ST-LLC) executed a multi-year, cooperative agreement with the United States DOE for the Generation IV Reactor Materials project. The project's objective is to update and expand appropriate materials, construction, and design codes for application in future Generation IV nuclear reactor systems that operate at elevated temperatures. Task 4 was embarked upon in recognition of the large quantity of ongoing reactor designs utilizing high temperature technology. Since Code Case N-201 had not seen a significant revision (except for a minor revision in September, 2006 to change the SA-336 forging reference for 304SS and 316SS to SA-965 in Tables 1.2(a) and 1.2(b), and some minor editorial changes) since December 1994, identifying recommended updates to support the current high temperature Core Support Structure (CSS) designs and potential new designs was important. As anticipated, the Task 4 effort identified a number of Code Case N-201 issues. Items requiring further consideration range from addressing apparent inconsistencies in definitions and certain material properties between CC-N-201 and Subsection NH, to inclusion of additional materials to provide the designer more flexibility of design. Task 4 developed a design parameter survey that requested input from the CSS designers of ongoing high temperature gas cooled reactor metallic core support designs. The responses to the survey provided Task 4 valuable input to identify the design operating parameters and future needs of the CSS designers. Types of materials, metal temperature, time of exposure, design pressure, design life, and fluence levels were included in the Task 4 survey responses. The results of the survey are included in this report. This research proves that additional work must be done to update Code Case N-201. Task 4 activities provide the framework for the Code Case N-201 update and future work to provide input on materials. Candidate materials such as Type 321 and Type 347 austenitic stainless steels, Modified 9Cr-1Mo steel for core support structure construction, and Alloy 718 for Threaded Structural Fasteners were among the recommended materials for inclusion in the Code Case. This Task 4 Report identifies the need to address design life beyond 3 x 105 hours, especially in consideration of 60-year design life. A proposed update to the latest Code Case N-201 revision (i.e., Code Case N-201-5) including the items resolved in this report is included as Appendix A.

  19. Revised NCP stresses planned, coordinated spill response strategy

    SciTech Connect (OSTI)

Hix-Mays, R. (Equinox Environmental Consultants Ltd., Wheaton, IL (United States))

    1995-03-01

The Environmental Protection Agency on September 15 issued a final rule revising the National Oil and Hazardous Substances Contingency Plan, or NCP. The revisions incorporate changes mandated by the 1990 Oil Pollution Act amendments to the Clean Water Act. The amendments expand federal removal authority, add responsibilities for on-scene coordinators, and broaden coordination and preparedness planning requirements. The revisions reflect new planning and response regulations, including provisions for development area contingency plans. The NCP revision's primary purpose is to create and implement a highly coordinated, multilevel national response strategy that can provide a framework for notification, communication, logistics and assigning responsibility for oil-spill responses. The strategy is intended to apply to all such incidents, including worst-case discharges. The strategy's structure provides the framework for all spill response and planning activities, and is the cornerstone of the revised NCP.

  20. 2MASS NIR photometry for 693 candidate globular clusters in M31 and the Revised Bologna Catalogue

    E-Print Network [OSTI]

    S. Galleti; L. Federici; M. Bellazzini; F. Fusi Pecci; S. Macrina

    2003-12-17

We have identified in the 2MASS database 693 known and candidate globular clusters in M31. The 2MASS J,H,K magnitudes of these objects have been transformed to the same homogeneous photometric system of existing near infrared photometry of M31 globulars, finally yielding J,H,K integrated photometry for 279 confirmed M31 clusters, 406 unconfirmed candidates and 8 objects with controversial classification. Of these objects 529 lacked any previous estimate of their near infrared magnitudes. The newly assembled near infrared dataset has been implemented into a revised version of the Bologna Catalogue of M31 globulars, with updated optical (UBVRI) photometry taken, when possible, from the most recent sources of CCD photometry available in the literature and transformed to a common photometric system. The final Revised Bologna Catalogue (available in electronic form) is the most comprehensive list presently available of confirmed and candidate M31 globular clusters, with a total of 1164 entries. In particular, it includes 337 confirmed GCs, 688 GC candidates, 10 objects with controversial classification, 70 confirmed galaxies, 55 confirmed stars, and 4 HII regions lying within ~3 deg. from the center of the M31 galaxy. Using the newly assembled database we show that the V-K color provides a powerful tool to discriminate between M31 clusters and background galaxies, and we identify a sample of 83 globular cluster candidates, which is not likely to be contaminated by misclassified galaxies.

    SciTech Connect (OSTI)

    Imhoff, K.L.; Fang, J.M.

    1984-10-01

The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation. Details of these and other changes are contained in this report, along with the updated data files. 31 references, 65 tables.

Criticality accidents and the characteristics of prompt power excursions are discussed. Sixty accidental power excursions are reviewed. Sufficient detail is provided to enable the reader to understand the physical situation, the chemistry and material flow, and when available the administrative setting leading up to the time of the accident. Information on the power history, energy release, consequences, and causes are also included when available. For those accidents that occurred in process plants, two new sections have been included in this revision. The first is an analysis and summary of the physical and neutronic features of the chain reacting systems. The second is a compilation of observations and lessons learned. Excursions associated with large power reactors are not included in this report.

    1990-03-01

The purpose of the WIPP No-Migration Variance Petition is to demonstrate, according to the requirements of RCRA {section}3004(d) and 40 CFR {section}268.6, that to a reasonable degree of certainty, there will be no migration of hazardous constituents from the facility for as long as the wastes remain hazardous. The DOE submitted the petition to the EPA in March 1989. Upon completion of its initial review, the EPA provided to DOE a Notice of Deficiencies (NOD). DOE responded to the EPA`s NOD and met with the EPA`s reviewers of the petition several times during 1989. In August 1989, EPA requested that DOE submit significant additional information addressing a variety of topics including: waste characterization, ground water hydrology, geology and dissolution features, monitoring programs, the gas generation test program, and other aspects of the project. This additional information was provided to EPA in January 1990 when DOE submitted Revision 1 of the Addendum to the petition. For clarity and ease of review, this document includes all of these submittals, and the information has been updated where appropriate. This document is divided into the following sections: Introduction, 1.0: Facility Description, 2.0: Waste Description, 3.0; Site Characterization, 4.0; Environmental Impact Analysis, 5.0; Prediction and Assessment of Infrequent Events, 6.0; and References, 7.0.

This document describes the U.S. Department of Energy’s (DOE) Hanford Site environment. It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many environmental documents being prepared by DOE contractors concerning the National Environmental Policy Act (NEPA). No statements about significance or environmental consequences are provided. This year’s report is the seventeenth revision of the original document published in 1988 and is (until replaced by the eighteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (EISs) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology; air quality; geology; hydrology; ecology; cultural, archaeological, and historical resources; socioeconomics; noise; and occupational health and safety. Sources for extensive tabular data related to these topics are provided in the chapter. Most subjects are divided into a general description of the characteristics of the Hanford Site, followed by site-specific information, where available, of the 100, 200, 300, and other areas. This division allows the reader to go directly to those sections of particular interest. When specific information on each of these separate areas is not complete or available, the general Hanford Site description should be used. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to the NEPA documents prepared for Hanford Site activities. Information in Chapter 6 of this document can be adapted and supplemented with specific information for a chapter covering statutory and regulatory requirements in an environmental assessment or environmental impact statement. When preparing environmental assessments and EISs, authors should also be cognizant of the document titled Recommendations for the Preparation of Environmental Assessments and Environmental Impact Statements published by the DOE Office of NEPA Oversight (DOE 2004). Additional guidance on preparing DOE NEPA documents can be found at http://tis.eh.doe.gov/nepa/guidance.html. Any interested individual seeking baseline data on the Hanford Site and its past activities may also use the information contained in this document to evaluate projected activities and their impacts. For this 2005 revision, the following sections of the document were reviewed by the authors and updated with the best available information through May 2005: Climate and Meteorology Air Quality Geology – Seismicity section only Hydrology – Flow charts for the Columbia and Yakima rivers only Ecology – Threatened and Endangered Species subsection only Socioeconomics Occupational Safety All of Chapter 6.

NUREG/CR-6204 is a collection of questions and answers that were originally issued in seven sets and which pertain to revised 10 CFR Part 20. The questions came from both outside and within the NRC. The answers were compiled and provided by NRC staff within the offices of Nuclear Reactor Regulation, Nuclear Material Safety and Safeguards, Nuclear Regulatory Research, the Office of State Programs, and the five regional offices. Although all of the questions and answers have been reviewed by attorneys in the NRC Office of the General Counsel, they do not constitute official legal interpretations relevant to revised 10 CFR Part 20. The questions and answers do, however, reflect NRC staff decisions and technical options on aspects of the revised 10 CFR Part 20 regulatory requirements. This NUREG is being made available to encourage communication among the public, industry, and NRC staff concerning the major revisions of the NRC`s standards for protection against radiation.
