    The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodic update and improvement of the guidance to ensure that it remains a state-of-the-art design evaluation tool. To this end, the NRC is updating its guidance to stay current with recent research on human performance, advances in HFE methods and tools, and new technology being employed in plant and control room design. NUREG-0711 is the first document to be addressed. We present the methodology used to update NUREG-0711 and summarize the main changes made. Finally, we discuss the current status of the update program and the future plans.

    This ninth revision of the Hanford Site National Environmental Policy Act (NEPA) Characterization presents current environmental data regarding the hanford Site and its immediate environs. This information is intended for use in preparing Chapters 4 and 6 in Hanford Site-related NEPA documents. Chapter 4.0 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, cultural, archaeological and historical resources, socioeconomics, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. Not all of the sections have been updated for this revision. The following lists the updated sections: climate and meteorology; ecology (threatened and endangered species section only); culture, archaeological, and historical resources; socioeconomics; all of Chapter 6.

    The enclosed pages are Amendment 21 of the N Reactor Updated Safety Analysis Report (NUSAR). NUSAR, formerly UNI-M-90, was revised by 18 amendments that were issued by UNC Nuclear Industries, the contractor previously responsible for N Reactor operations. As of June 1987, Westinghouse Hanford Company (WHC) acquired the operations and engineering contract for N Reactor and other facilities at Hanford. The document number for NUSAR then became WHC-SP-0297. The first revision was issued by WHC as Amendment 19, prepared originally by UNC. Summaries of each of the amendments are included in NUSAR Section 1.1.

Although the ACMP Handbook revisions are underway, the Office of Management and Budget (OMB), Office of Federal Procurement Policy (OFPP) issued OFPP Memorandum, “Revisions to the Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR),” dated September 6, 2011. This OFPP Memorandum requires that agencies implement the revised FAC-COR certifications effective January 1, 2012.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available. The biological communities of Kirtland Air Force Base (KAFB) are described with respect to the Biome classification system of Brown (1982), and a standardized system of habitat types is proposed based on biome and soil type. The potential occurrence of state or federally endangered species is discussed. No species listed as endangered or threatened is known to occur on KAFB, although five are identified as potentially occurring.     This seventh revision of the Hanford Site National Environmental Policy (NEPA) Characterization presents current environmental data regarding the Hanford Site and its immediate environs. This information is intended for use in preparing Site-related NEPA documentation. Chapter 4.0 summarizes up-to-date information on climate and meteorology, geology, hydrology, environmental monitoring, ecology, history and archaeology, socioeconomics, land use, and noise levels prepared by Pacific Northwest Laboratory (PNL) staff. More detailed data are available from reference sources cited or from the authors. Chapter 5.0 was not updated from the sixth revision (1994). It describes models, including their principal underlying assumptions, that are to be used in simulating realized or potential impacts from nuclear materials at the Hanford Site. Included are models of radionuclide transport in groundwater and atmospheric pathways, and of radiation dose to populations via all known pathways from known initial conditions. The updated Chapter 6.0 provides the preparer with the federal and state regulations, DOE Orders and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site, following the structure of Chapter 4.0.     This sixth revision of the Hanford Site National Environmental Policy (NEPA) Characterization presents current environmental data regarding the Hanford Site and its immediate environs. This information is intended for use in preparing Site-related NEPA documentation. Chapter 4.0 summarizes up-to-date information on climate and meteorology, geology and hydrology, ecology, history and archaeology, socioeconomics, land use, and noise levels prepared by Pacific Northwest Laboratory (PNL) staff. More detailed data are available from reference sources cited or from the authors; Chapter 5.0 has been significantly updated from the fifth revision. It describes models, including their principal underlying assumptions, that are to be used in simulating realized or potential impacts from nuclear materials at the Hanford Site. Included are models of radionuclide transport in groundwater and atmospheric pathways, and of radiation dose to populations via all known pathways from known initial conditions; The updated Chapter 6.0 provides the preparer with the federal and state regulations, DOE orders and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site, following the structure of Chapter 4.0.     The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) aspects of nuclear plants. NUREG-0800 (Standard Review Plan), Chapter 18, ''Human Factors Engineering,'' is the principal NRC staff guidance document. Two main documents provide the review criteria to support the evaluations. The HFE Program Review Model (NUREG-0711) addresses the design process from planning to verification and validation to design implementation. The Human-System Interface Design Review Guidelines (NUREG-0700) provides the guidelines for the review of the HFE aspects of human-system interface technology, such as alarms, information systems, controls, and control room design. Since these documents were published in 1994 and 1996 respectively, they have been used by NRC staff, contractors, nuclear industry organizations, as well as by numerous organizations outside the nuclear industry. Using feedback from users and NRC research conducted in recent years, both documents have been revised and updated. This was done to ensure that they remain state-of-the-art evaluation tools for changing nuclear industry issues and emerging technologies. This paper describes the methodology used to revise and update the documents and summarizes the changes made to each and their current contents.     International Coal Refining Company (ICRC), in cooperation with the Commonwealth of Kentucky has contracted with the United States Department of Energy (DOE) to design, build and operate a first-of-its-kind plant demonstrating the economic, environmental, socioeconomic and technical feasibility of the direct coal liquefaction process known as SRC-I. ICRC has made a massive commitment of time and expertise to design processes, plan and formulate policy, schedules, costs and technical drawings for all plant systems. These fully integrated plans comprise the Project Baseline and are the basis for all future detailed engineering, plant construction, operation, and other work set forth in the contract between ICRC and the DOE. Volumes I and II of the accompanying documents constitute the updated Project Baseline for the SRC-I two-stage liquefaction plant. International Coal Refining Company believes this versatile plant design incorporates the most advanced coal liquefaction system available in the synthetic fuels field. SRC-I two-stage liquefaction, as developed by ICRC, is the way of the future in coal liquefaction because of its product slate flexibility, high process thermal efficiency, and low consumption of hydrogen. The SRC-I Project Baseline design also has made important state-of-the-art advances in areas such as environmental control systems. Because of a lack of funding, the DOE has curtailed the total project effort without specifying a definite renewal date. This precludes the development of revised accurate and meaningful schedules and, hence, escalated project costs. ICRC has revised and updated the original Design Baseline to include in the technical documentation all of the approved but previously non-incorporated Category B and C and new Post-Baseline Engineering Change Proposals.

This year's report is the thirteenth revision of the original document published in 1988 and is (until replaced by the fourteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (Weiss) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology, geology, hydrology, ecology, cultural, archaeological, and historical resources, socioeconomics, occupational safety, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to the NEPA documents prepared for Hanford Site activities.

This information is intended for use in preparing Chapters 4 and 6 in Hanford Site-related NEPA documents. Chapter 4 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, historical, archaeological and cultural resources, socioeconomics, and noise. Chapter 6 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. The following sections were updated in this revision: climate and meteorology; ecology (threatened and endangered species section only); historical; archaeological and cultural resources; and all of chapter 6. No conclusions or recommendations are given in this report. Rather, it is a compilation of information on the Hanford Site environment that can be used directly by Site contractors. This information can also be used by any interested individual seeking baseline data on the hanford Site and its past activities by which to evaluate projected activities and their impacts.

  16. Off-Highway Gasoline Consuption Estimation Models Used in the Federal Highway Administration Attribution Process: 2008 Updates

    This report is designed to document the analysis process and estimation models currently used by the Federal Highway Administration (FHWA) to estimate the off-highway gasoline consumption and public sector fuel consumption. An overview of the entire FHWA attribution process is provided along with specifics related to the latest update (2008) on the Off-Highway Gasoline Use Model and the Public Use of Gasoline Model. The Off-Highway Gasoline Use Model is made up of five individual modules, one for each of the off-highway categories: agricultural, industrial and commercial, construction, aviation, and marine. This 2008 update of the off-highway models was the second major update (the first model update was conducted during 2002-2003) after they were originally developed in mid-1990. The agricultural model methodology, specifically, underwent a significant revision because of changes in data availability since 2003. Some revision to the model was necessary due to removal of certain data elements used in the original estimation method. The revised agricultural model also made use of some newly available information, published by the data source agency in recent years. The other model methodologies were not drastically changed, though many data elements were updated to improve the accuracy of these models. Note that components in the Public Use of Gasoline Model were not updated in 2008. A major challenge in updating estimation methods applied by the public-use model is that they would have to rely on significant new data collection efforts. In addition, due to resource limitation, several components of the models (both off-highway and public-us models) that utilized regression modeling approaches were not recalibrated under the 2008 study. An investigation of the Environmental Protection Agency's NONROAD2005 model was also carried out under the 2008 model update. Results generated from the NONROAD2005 model were analyzed, examined, and compared, to the extent that is possible on the overall totals, to the current FHWA estimates. Because NONROAD2005 model was designed for emission estimation purposes (i.e., not for measuring fuel consumption), it covers different equipment populations from those the FHWA models were based on. Thus, a direct comparison generally was not possible in most sectors. As a result, NONROAD2005 data were not used in the 2008 update of the FHWA off-highway models. The quality of fuel use estimates directly affect the data quality in many tables published in the Highway Statistics. Although updates have been made to the Off-Highway Gasoline Use Model and the Public Use Gasoline Model, some challenges remain due to aging model equations and discontinuation of data sources.

In reference to Policy Flash 2010-05, the subject Acquisition Guide Chapter has been updated to prescribe Department of Energy implementing procedures pursuant to changes to Federal Acquisition Regulation 6.302-2 which now limits the length of contracts awarded noncompetitively under unusual and compelling urgency circumstances to the minimum contract period necessary to meet the requirements, and no longer than one year, unless the head of the agency determines that exceptional circumstances apply. Chapter 8 of the SRP provides guidance related to the review of station electrical distribution systems described by the applicant in its Design Control Document (DCD) or Safety Analysis Report (SAR). As part of the 2006-2007 SAR update, all sections in this Chapter (8.1, 8.2, 8.3.1, 8.3.2, Appendix 8A, and Appendix 8B) were revised to incorporate new analyses, design approaches, and the lessons learned from the review of the AP 1000 design certification and to assure consistency with the draft Regulatory Guide DG-1145, ''Combined License Applications for Nuclear Power Plants (LWR Edition)''.

    Energy efficiency requirements were developed for manufactured (mobile) homes, which are regulated by the U.S. Department of Housing and Urban Development (HUD). A life-cycle cost analysis from the homeowner's perspective was used to establish parameters for a least-cost home in a large number of cities. Economic, financial, and energy-efficiency measures for the life-cycle cost analysis were selected. The resulting energy-efficiency levels were aggregated to the existing HUD zones and expressed as a maximum overall home U-value (thermal transmittance) requirement for the building envelope. The proposed revised standard's costs, benefits, and net value to the consumer were quantified. This analysis updates a similar effort completed in 1992, which was the basis for the existing HUD code Uo requirements.

  8. Revisions to ANSI Z136.1-2007 : safe use of lasers.

    The parent document and cornerstone of the Z136 series of laser safety standards, the revised ANSI Z136.1 (2007) provides guidance for the safe use of lasers and laser systems by defining control measures for each of the four laser classes. As a result of advances in laser devices and applications, new guidelines have been incorporated into this 2007 revision. The new revision should be obtained by all laser end users and is a must for users of class 3B and 4 lasers as it renders all previous editions obsolete. Since the ANSI Z136.1 standard is the foundation of laser safety programs for industrial, military, medical, and educational applications nationwide, revisions to the previous version can and will affect the training and practice of laser safety in these environments. Changes to the previous version include the addition of new laser hazard classification definitions, new requirements for refresher training, and changes to medical surveillance requirements. The ANSI Z136.1 (2007) standard provides an updated and thorough set of guidelines for implementing a safe laser program. In addition to these changes, the standard covers laser safety program provisions including the duties and responsibilities of the LSO, non-beam hazards, administrative/engineering control measures, definitions, optical density, nominal hazard zone (NHZ), MPEs, accessible emission limit (AEL), bioeffects, standard operating procedures (SOPs), and example calculations.

The guidance provided in this manual is one methodology to implement the requirements given in Title 10 Code of Federal Regulations Part 835 (10 CFR 835) and the DOE Radiological Control Manual. Information given in this manual is also intended to provide demonstration of compliance to specific requirements in 10 CFR 835. The LBNL RCM (Publication 3113) and LBNL Health and Safety Manual Publication-3000 form the technical basis for the LBNL RPP and will be revised as necessary to ensure that current requirements from Rules and Orders are represented.     The Department of Energy's (DOE's) Generation IV Nuclear Energy Systems Program will address the research and development (R&D) necessary to support next-generation nuclear energy systems. Such R&D will be guided by the technology roadmap developed for the Generation IV International Forum (GIF) over two years with the participation of over 100 experts from the GIF countries. The roadmap evaluated over 100 future systems proposed by researchers around the world. The scope of the R&D described in the roadmap covers the six most promising Generation IV systems. The effort ended in December 2002 with the issue of the final Generation IV Technology Roadmap [1.1]. The six most promising systems identified for next generation nuclear energy are described within the roadmap. Two employ a thermal neutron spectrum with coolants and temperatures that enable hydrogen or electricity production with high efficiency (the Supercritical Water Reactor - SCWR and the Very High Temperature Reactor - VHTR). Three employ a fast neutron spectrum to enable more effective management of actinides through recycling of most components in the discharged fuel (the Gas-cooled Fast Reactor - GFR, the Lead-cooled Fast Reactor - LFR, and the Sodium-cooled Fast Reactor - SFR). The Molten Salt Reactor (MSR) employs a circulating liquid fuel mixture that offers considerable flexibility for recycling actinides, and may provide an alternative to accelerator-driven systems. A few major technologies have been recognized by DOE as necessary to enable the deployment of the next generation of advanced nuclear reactors, including the development and qualification of the structural materials needed to ensure their safe and reliable operation. Accordingly, DOE has identified materials as one of the focus areas for Gen IV technology development.

    The U.S. Nuclear Regulatory Commission (NRC) reviews and evaluates the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodic update and improvement of these guidance documents to ensure that they remain state-of-the-art design evaluation tools. Thus, the NRC has initiated a project with BNL to update the NRC guidance to remain current with recent research on human performance, advances in HFE methods and tools, and new technology. INL supported Brookhaven National Lab (BNL) to update the detailed HFE review criteria contained in NUREG-0711 and NUREG-0700 based on (1) feedback obtained from end users, (2) the results of NRC research and development efforts supporting the NRC staff’s HFE safety reviews, and (3) other material the project staff identify as applicable to the update effort. INL submitted comments on development plans and sections of NUREGs 0800, 0711, and 0700. The contractor prepared the report attached here as the deliverable for this work.

  17. Special Analysis: Revision of Saltstone Vault 4 Disposal Limits (U)

    New disposal limits have been computed for Vault 4 of the Saltstone Disposal Facility based on several revisions to the models in the existing Performance Assessment and the Special Analysis issued in 2002. The most important changes are the use of a more rigorous groundwater flow and transport model, and consideration of radon emanation. Other revisions include refinement of the aquifer mesh to more accurately model the footprint of the vault, a new plutonium chemistry model accounting for the different transport properties of oxidation states III/IV and V/VI, use of variable infiltration rates to simulate degradation of the closure system, explicit calculation of gaseous releases and consideration of the effects of settlement and seismic activity on the vault structure. The disposal limits have been compared with the projected total inventory expected to be disposed in Vault 4. The resulting sum-of-fractions of the 1000-year disposal limits is 0.2, which indicates that the performance objectives and requirements of DOE 435.1 will not be exceeded. This SA has not altered the conceptual model (i.e., migration of radionuclides from the Saltstone waste form and Vault 4 to the environment via the processes of diffusion and advection) of the Saltstone PA (MMES 1992) nor has it altered the conclusions of the PA (i.e., disposal of the proposed waste in the SDF will meet DOE performance measures). Thus a PA revision is not required and this SA serves to update the disposal limits for Vault 4. In addition, projected doses have been calculated for comparison with the performance objectives laid out in 10 CFR 61. These doses are 0.05 mrem/year to a member of the public and 21.5 mrem/year to an inadvertent intruder in the resident scenario over a 10,000-year time-frame, which demonstrates that the 10 CFR 61 performance objectives will not be exceeded. This SA supplements the Saltstone PA and supersedes the two previous SAs (Cook et al. 2002; Cook and Kaplan 2003).

    The Defense Land Fallout Interpretive Code (DELFIC) was originally released in 1968 as a tool for modeling fallout patterns and for predicting exposure rates. Despite the continual advancement of knowledge of fission yields, decay behavior of fission products, and biological dosimetry, the decay data and logic of DELFIC have remained mostly unchanged since inception. Additionally, previous code revisions caused a loss of conservation of radioactive nuclides. In this report, a new revision of the decay database and the Particle Activity Module is introduced and explained. The database upgrades discussed are replacement of the fission yields with ENDF/B-VII data as formatted in the Oak Ridge Isotope Generation (ORIGEN) code, revised decay constants, revised exposure rate multipliers, revised decay modes and branching ratios, and revised boiling point data. Included decay logic upgrades represent a correction of a flaw in the treatment of the fission yields, extension of the logic to include more complex decay modes, conservation of nuclides (including stable nuclides) at all times, and conversion of key variables to double precision for nuclide conservation. Finally, recommended future work is discussed with an emphasis on completion of the overall radiation physics upgrade, particularly for dosimetry, induced activity, decay of the actinides, and fractionation.

    The United States Enrichment Corporation (USEC) is continuing the policy of the US Department of Energy (DOE) and its predecessor agencies in sharing with the nuclear industry their experience in the area of uranium hexafluoride (UF{sub 6}) shipping containers and handling procedures. The USEC has reviewed Revision 6 or ORO-651 and is issuing this new edition to assure that the document includes the most recent information on UF{sub 6} handling procedures and reflects the policies of the USEC. This manual updates the material contained in earlier issues. It covers the essential aspects of UF{sub 6} handling, cylinder filling and emptying, general principles of weighing and sampling, shipping, and the use of protective overpacks. The physical and chemical properties of UF{sub 6} are also described. The procedures and systems described for safe handling of UF{sub 6} presented in this document have been developed and evaluated during more than 40 years of handling vast quantities of UF{sub 6}. With proper consideration for its nuclear properties, UF{sub 6} may be safely handled in essentially the same manner as any other corrosive and/or toxic chemical.

    This report lists the Hanford specific files (Table 1) that make up the Hanford Site Technical Baseline Database. Table 2 includes the delta files that delineate the differences between this revision and revision 0 of the Hanford Site Technical Baseline Database. This information is being managed and maintained on the Hanford RDD-100 System, which uses the capabilities of RDD-100, a systems engineering software system of Ascent Logic Corporation (ALC). This revision of the Hanford Site Technical Baseline Database uses RDD-100 version 3.0.2.2 (see Table 3). Directories reflect those controlled by the Hanford RDD-100 System Administrator. Table 4 provides information regarding the platform. A cassette tape containing the Hanford Site Technical Baseline Database is available.

The development and implementation of an operating permits program must balance air pollution control requirements with the ability of a source to meet changing market demands.     This revision of the Civilian Radioactive Waste Management Program Plan describes the objectives of the Civilian Radioactive Waste management Program (Program) as prescribed by legislative mandate, and the technical achievements, schedule, and costs planned to complete these objectives. The Plan provides Program participants and stakeholders with an updated description of Program activities and milestones for fiscal years (FY) 1998 to 2003. It describes the steps the Program will undertake to provide a viability assessment of the Yucca Mountain site in 1998; prepare the Secretary of Energy`s site recommendation to the President in 2001, if the site is found to be suitable for development as a repository; and submit a license application to the Nuclear Regulatory Commission in 2002 for authorization to construct a repository. The Program`s ultimate challenge is to provide adequate assurance to society that an operating geologic repository at a specific site meets the required standards of safety.   10. Revision of the Energy-Efficiency Requirements in the Manufactured Home Construction and Safety Standards

    Energy-efficiency requirements were developed for manufactured (mobile) homes, which are regulated by the U.S. Department of Housing and Urban Development. A life-cycle cost analysis from the homeowner's perspective was used to establish parameters for a least-cost home in a large number of cities. Economic, financial, and energy-efficiency measures for the life-cycle cost analysis were selected and documented. The resulting energy-efficiency levels were aggregated to zones that were expressed as a maximum overall home U-factor (thermal transmittance) requirement for the building envelope. The proposed revised standard's costs, benefits, and net value to the consumer were quantified. This analysis updates a similar effort completed in 1992, which was the basis for the existing HUD code overall U-factor requirement.

    To help guide its future data collection efforts, The DOE GTO funded a data gap analysis in FY2012 to identify high potential hydrothermal areas where critical data are needed. This analysis was updated in FY2013 and the resulting datasets are represented by this metadata. The original process was published in FY 2012 and is available here: https://pangea.stanford.edu/ERE/db/GeoConf/papers/SGW/2013/Esposito.pdf Though there are many types of data that can be used for hydrothermal exploration, five types of exploration data were targeted for this analysis. These data types were selected for their regional reconnaissance potential, and include many of the primary exploration techniques currently used by the geothermal industry. The data types include: 1. well data 2. geologic maps 3. fault maps 4. geochemistry data 5. geophysical data To determine data coverage, metadata for exploration data (including data type, data status, and coverage information) were collected and catalogued from nodes on the National Geothermal Data System (NGDS). It is the intention of this analysis that the data be updated from this source in a semi-automated fashion as new datasets are added to the NGDS nodes. In addition to this upload, an online tool was developed to allow all geothermal data providers to access this assessment and to directly add metadata themselves and view the results of the analysis via maps of data coverage in Geothermal Prospector (http://maps.nrel.gov/gt_prospector). A grid of the contiguous U.S. was created with 88,000 10-km by 10-km grid cells, and each cell was populated with the status of data availability corresponding to the five data types. Using these five data coverage maps and the USGS Resource Potential Map, sites were identified for future data collection efforts. These sites signify both that the USGS has indicated high favorability of occurrence of geothermal resources and that data gaps exist. The uploaded data are contained in two data files for each data category. The first file contains the grid and is in the SHP file format (shape file.) Each populated grid cell represents a 10k area within which data is known to exist. The second file is a CSV (comma separated value) file that contains all of the individual layers that intersected with the grid. This CSV can be joined with the map to retrieve a list of datasets that are available at any given site. The attributes in the CSV include: 1. grid_id : The id of the grid cell that the data intersects with 2. title: This represents the name of the WFS service that intersected with this grid cell 3. abstract: This represents the description of the WFS service that intersected with this grid cell 4. gap_type: This represents the category of data availability that these data fall within. As the current processing is pulling data from NGDS, this category universally represents data that are available in the NGDS and are ready for acquisition for analytic purposes. 5. proprietary_type: Whether the data are considered proprietary 6. service_type: The type of service 7. base_url: The service URL

  4. Lessons Learned in the Update of a Safety Limit for the High Flux Isotope Reactor

    A recent unreviewed safety question (USQ) regarding a portion of the High Flux Isotope Reactor (HFIR) transient decay heat removal analysis focused on applicability of a heat transfer correlation at the low flow end of reactor operations. During resolution of this issue, review of the correlations used to establish the safety limit (SL) on reactor flux-to-flow ratio revealed the need to change the magnitude of the SL at the low flow end of reactor operations and the need to update the hot spot fuel damage criteria to incorporate current knowledge involving parallel channel flow stability. Because of the original safety design strategy for the reactor, resolution of the issues for the flux-to-flow ratio involved reevaluation of all key process variable SLs and limiting control settings (LCSs) using the current version of the heat transfer analysis code for the reactor. Goals of the work involved updating and upgrading the SL analysis where necessary, while preserving the safety design strategy for the reactor. Changes made include revisions to the safety design criteria at low flows to address the USQ, update of the process- and analysis input-variable uncertainty considerations, and upgrade of the safety design criteria at high flow. The challenges faced during update/upgrade of this SL and LCS are typical of the problems found in the integration of safety into the design process for a complex facility. In particular, the problems addressed in the area of instrument uncertainties provide valuable lessons learned for establishment and configuration control of SLs for large facilities.

  9. Updated NGNP Fuel Acquisition Strategy

    A Next Generation Nuclear Plant (NGNP) fuel acquisition strategy was first established in 2007. In that report, a detailed technical assessment of potential fuel vendors for the first core of NGNP was conducted by an independent group of international experts based on input from the three major reactor vendor teams. Part of the assessment included an evaluation of the credibility of each option, along with a cost and schedule to implement each strategy compared with the schedule and throughput needs of the NGNP project. While credible options were identified based on the conditions in place at the time, many changes in the assumptions underlying the strategy and in externalities that have occurred in the interim requiring that the options be re-evaluated. This document presents an update to that strategy based on current capabilities for fuel fabrication as well as fuel performance and qualification testing worldwide. In light of the recent Pebble Bed Modular Reactor (PBMR) project closure, the Advanced Gas Reactor (AGR) fuel development and qualification program needs to support both pebble and prismatic options under the NGNP project. A number of assumptions were established that formed a context for the evaluation. Of these, the most important are: Based on logistics associated with the on-going engineering design activities, vendor teams would start preliminary design in October 2012 and complete in May 2014. A decision on reactor type will be made following preliminary design, with the decision process assumed to be completed in January 2015. Thus, no fuel decision (pebble or prismatic) will be made in the near term. Activities necessary for both pebble and prismatic fuel qualification will be conducted in parallel until a fuel form selection is made. As such, process development, fuel fabrication, irradiation, and testing for pebble and prismatic options should not negatively influence each other during the period prior to a decision on reactor type. Additional funding will be made available beginning in fiscal year (FY) 2012 to support pebble bed fuel fabrication process development and fuel testing while maintaining the prismatic fuel schedule. Options for fuel fabrication for prismatic and pebble bed were evaluated based on the credibility of each option, along with a cost and schedule to implement each strategy. The sole prismatic option is Babcock and Wilcox (B&W) producing uranium oxycarbide (UCO) tristructural-isotropic (TRISO) fuel particles in compacts. This option finishes in the middle of 2022 . Options for the pebble bed are Nuclear Fuel Industries (NFI) in Japan producing uranium dioxide (UO2) TRISO fuel particles, and/or B&W producing UCO or UO2 TRISO fuel particles. All pebble options finish in mid to late 2022.

  10. Development of an energy-use estimation methodology for the revised Navy Manual MO-303

    The U.S. Navy commissioned Pacific Northwest Laboratory (PNL) to revise and/or update the Navy Utilities Targets Manual, NAVFAC MO-303 (U.S. Navy 1972b). The purpose of the project was to produce a current, applicable, and easy-to-use version of the manual for use by energy and facility engineers and staff at all Navy Public Works Centers (PWCs), Public Works Departments (PWDs), Engineering Field Divisions (EFDs), and other related organizations. The revision of the MO-303 manual involved developing a methodology for estimating energy consumption in buildings and ships. This methodology can account for, and equitably allocate, energy consumption within Navy installations. The analyses used to develop this methodology included developing end-use intensities (EUIs) from a vast collection of Navy base metering and billing data. A statistical analysis of the metering data, weather data, and building energy-use characteristics was used to develop appropriate EUI values for use at all Navy bases. A complete Navy base energy reconciliation process was also created for use in allocating all known energy consumption. Initial attempts to use total Navy base consumption values did not produce usable results. A parallel effort using individual building consumption data provided an estimating method that incorporated weather effects. This method produced a set of building EUI values and weather adjustments for use in estimating building energy use. A method of reconciling total site energy consumption was developed based on a {open_quotes}zero-sum{close_quotes} principle. This method provides a way to account for all energy use and apportion part or all of it to buildings and other energy uses when actual consumption is not known. The entire text of the manual was also revised to present a more easily read understood and usable document.

    A recent implementation of ENDF/B-VII. independent fission product yields and nuclear decay data identified inconsistencies in the data caused by the use of updated nuclear scheme in the decay sub-library that is not reflected in legacy fission product yield data. Recent changes in the decay data sub-library, particularly the delayed neutron branching fractions, result in calculated fission product concentrations that are incompatible with the cumulative fission yields in the library, and also with experimental measurements. A comprehensive set of independent fission product yields was generated for thermal and fission spectrum neutron induced fission for 235,238U and 239,241Pu in order to provide a preliminary assessment of the updated fission product yield data consistency. These updated independent fission product yields were utilized in the ORIGEN code to evaluate the calculated fission product inventories with experimentally measured inventories, with particular attention given to the noble gases. An important outcome of this work is the development of fission product yield covariance data necessary for fission product uncertainty quantification. The evaluation methodology combines a sequential Bayesian method to guarantee consistency between independent and cumulative yields along with the physical constraints on the independent yields. This work was motivated to improve the performance of the ENDF/B-VII.1 library in the case of stable and long-lived cumulative yields due to the inconsistency of ENDF/B-VII.1 fission p;roduct yield and decay data sub-libraries. The revised fission product yields and the new covariance data are proposed as a revision to the fission yield data currently in ENDF/B-VII.1.
