    The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodic update and improvement of the guidance to ensure that it remains a state-of-the-art design evaluation tool. To this end, the NRC is updating its guidance to stay current with recent research on human performance, advances in HFE methods and tools, and new technology being employed in plant and control room design. NUREG-0711 is the first document to be addressed. We present the methodology used to update NUREG-0711 and summarize the main changes made. Finally, we discuss the current status of the update program and the future plans.

    In 1980 the multilevel multichannel R-matrix code SAMMY was released for use in analysis of neutron data at the Oak Ridge Electron Linear Accelerator. Since that time, SAMMY has undergone significant modifications: user-friendly options have been incorporated to streamline common operations and to protect a run from common user errors; the Reich-Moore formalism has been extended to include an optional logarithmic parameterization of the external R-matrix, for which any or all parameters may be varied; the ability to vary sample thickness, effective temperature, matching radius, and/or resolution-broadening parameters has been incorporated; to avoid loss of information (i.e., computer round-off errors) between runs, the ''covariance file'' now includes precise values for all variables; and unused but correlated variables may be included in the analysis. Because of these and earlier changes, the 1980 SAMMY manual is now hopelessly obsolete. This report is intended to be complete documentation for the current version of SAMMY. Its publication in looseleaf form will permit updates to the manual to be made concurrently with updates to the code itself, thus eliminating most of the time lag between update and documentation. 28 refs., 54 tabs.

    This ninth revision of the Hanford Site National Environmental Policy Act (NEPA) Characterization presents current environmental data regarding the hanford Site and its immediate environs. This information is intended for use in preparing Chapters 4 and 6 in Hanford Site-related NEPA documents. Chapter 4.0 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, cultural, archaeological and historical resources, socioeconomics, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. Not all of the sections have been updated for this revision.     The enclosed pages are Amendment 21 of the N Reactor Updated Safety Analysis Report (NUSAR). NUSAR, formerly UNI-M-90, was revised by 18 amendments that were issued by UNC Nuclear Industries, the contractor previously responsible for N Reactor operations. As of June 1987, Westinghouse Hanford Company (WHC) acquired the operations and engineering contract for N Reactor and other facilities at Hanford. The document number for NUSAR then became WHC-SP-0297. The first revision was issued by WHC as Amendment 19, prepared originally by UNC. Summaries of each of the amendments are included in NUSAR Section 1.1.

This OFPP Memorandum requires that agencies implement the revised FAC-COR certifications effective January 1, 2012.

    A computer code, SARP (Safeguards Accounting and Reports Program) which will generate and maintain at-facility safeguards accounting records, and generate IAEA safeguards reports based on accounting data input by the user, was completed in 1990 by the Safeguards, Safety, and Nonproliferation Division (formerly the Technical Support Organization) at Brookhaven National Laboratory as a task under the US Program of Technical Support to IAEA safeguards. The code was based on a State System of Accounting for and Control of Nuclear Material (SSAC) for off-load refueled power reactor facilities, with model facility and safeguards accounting regime as described in IAEA Safeguards Publication STR-165. Since 1990, improvements in computing capabilities and comments and suggestions from users engendered revision of the original code. The result is an updated, revised version called SARP-II which is discussed in this report.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     This report revises and updates the 1974 report by W. C. Martin and W. L. Wagner, Biological Survey of Kirtland Air Force Base (East). The biological communities of Kirtland Air Force Base (KAFB) are described with respect to the Biome classification system of Brown (1982), and a standardized system of habitat types is proposed based on biome and soil type. The potential occurrence of state or federally endangered species is discussed. No species listed as endangered or threatened is known to occur on KAFB, although five are identified as potentially occurring. Updated lists of amphibians, reptiles, breeding birds, mammals, and plants are presented. 18 refs., 3 figs., 8 tabs.

Chapter 4.0 summarizes up-to-date information on climate and meteorology, geology, hydrology, environmental monitoring, ecology, history and archaeology, socioeconomics, land use, and noise levels prepared by Pacific Northwest Laboratory (PNL) staff. More detailed data are available from reference sources cited or from the authors. Chapter 5.0 was not updated from the sixth revision (1994). It describes models, including their principal underlying assumptions, that are to be used in simulating realized or potential impacts from nuclear materials at the Hanford Site. The updated Chapter 6.0 provides the preparer with the federal and state regulations, DOE Orders and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site, following the structure of Chapter 4.0.     The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) aspects of nuclear plants. NUREG-0800 (Standard Review Plan), Chapter 18, ''Human Factors Engineering,'' is the principal NRC staff guidance document. Two main documents provide the review criteria to support the evaluations. The HFE Program Review Model (NUREG-0711) addresses the design process from planning to verification and validation to design implementation. The Human-System Interface Design Review Guidelines (NUREG-0700) provides the guidelines for the review of the HFE aspects of human-system interface technology, such as alarms, information systems, controls, and control room design. Since these documents were published in 1994 and 1996 respectively, they have been used by NRC staff, contractors, nuclear industry organizations, as well as by numerous organizations outside the nuclear industry. Using feedback from users and NRC research conducted in recent years, both documents have been revised and updated. This was done to ensure that they remain state-of-the-art evaluation tools for changing nuclear industry issues and emerging technologies. This paper describes the methodology used to revise and update the documents and summarizes the changes made to each and their current contents.     International Coal Refining Company (ICRC), in cooperation with the Commonwealth of Kentucky has contracted with the United States Department of Energy (DOE) to design, build and operate a first-of-its-kind plant demonstrating the economic, environmental, socioeconomic and technical feasibility of the direct coal liquefaction process known as SRC-I. ICRC has made a massive commitment of time and expertise to design processes, plan and formulate policy, schedules, costs and technical drawings for all plant systems. These fully integrated plans comprise the Project Baseline and are the basis for all future detailed engineering, plant construction, operation, and other work set forth in the contract between ICRC and the DOE. Volumes I and II of the accompanying documents constitute the updated Project Baseline for the SRC-I two-stage liquefaction plant. International Coal Refining Company believes this versatile plant design incorporates the most advanced coal liquefaction system available in the synthetic fuels field. SRC-I two-stage liquefaction, as developed by ICRC, is the way of the future in coal liquefaction because of its product slate flexibility, high process thermal efficiency, and low consumption of hydrogen. The SRC-I Project Baseline design also has made important state-of-the-art advances in areas such as environmental control systems. Because of a lack of funding, the DOE has curtailed the total project effort without specifying a definite renewal date. This precludes the development of revised accurate and meaningful schedules and, hence, escalated project costs. ICRC has revised and updated the original Design Baseline to include in the technical documentation all of the approved but previously non-incorporated Category B and C and new Post-Baseline Engineering Change Proposals.
