    This report documents data used in the development of revised energy conservation standards for manufactured housing. The approach used in developing the proposed standard revision is a cost-benefit analysis in which the costs of energy conservation measures (ECM) are balanced against the benefits of energy savings. The analysis used to develop the recommendations for revision of the US Department of Housing and Urban Development (HUD) energy conservation standards for manufactured housing requires information on specific ECMs. This technical support document contains the data from two of the three surveys that were used primarily to characterize the available ECMs and their associated costs. The analyses of these data are provided in separate reports. 5 refs.

    At the NRC?s request, ORAU conducted confirmatory surveys of the FNR during the period of December 4 through 6, 2012. The survey activities included visual inspections and measurement and sampling activities. Confirmatory activities also included the review and assessment of UM?s project documentation and methodologies. Surface scans identified elevated activity in two areas. The first area was on a wall outside of Room 3103 and the second area was in the southwest section on the first floor. The first area was remediated to background levels. However, the second area was due to gamma shine from a neighboring source storage area. A retrospective analysis of UM?s FSS data shows that for the SUs investigated by the ORAU survey team, UM met the survey requirements set forth in the FSSP. The total mean surface activity values were directly compared with the mean total surface activity reported by UM. Mean surface activity values determined by UM were within two standard deviations of the mean determined by ORAU. Additionally, all surface activity values were less than the corresponding gross beta DCGL{sub W}. Laboratory analysis of the soil showed that COC concentrations were less than the respective DCGL{sub W} values. For the inter-lab comparison, the DER was above 3 for only one sample. However, since the sum of fractions for each of the soil samples was below 1, thus none of the samples would fail to meet release guidelines. Based on the findings of the side-by-side direct measurements, and after discussion with the NRC and ORAU, UM decided to use a more appropriate source efficiency in their direct measurement calculations and changed their source efficiency from 0.37 to 0.25.

    Spitzer/IRAC selection is a powerful tool for identifying luminous active galactic nuclei (AGNs). For deep IRAC data, however, the AGN selection wedges currently in use are heavily contaminated by star-forming galaxies, especially at high redshift. Using the large samples of luminous AGNs and high-redshift star-forming galaxies in COSMOS, we redefine the AGN selection criteria for use in deep IRAC surveys. The new IRAC criteria are designed to be both highly complete and reliable, and incorporate the best aspects of the current AGN selection wedges and of infrared power-law selection while excluding high-redshift star-forming galaxies selected via the BzK, distant red galaxy, Lyman-break galaxy, and submillimeter galaxy criteria. At QSO luminosities of log L{sub 2-10keV}(erg s{sup -1}) {>=}44, the new IRAC criteria recover 75% of the hard X-ray and IRAC-detected XMM-COSMOS sample, yet only 38% of the IRAC AGN candidates have X-ray counterparts, a fraction that rises to 52% in regions with Chandra exposures of 50-160 ks. X-ray stacking of the individually X-ray non-detected AGN candidates leads to a hard X-ray signal indicative of heavily obscured to mildly Compton-thick obscuration (log N{sub H} (cm{sup -2}) = 23.5 {+-} 0.4). While IRAC selection recovers a substantial fraction of luminous unobscured and obscured AGNs, it is incomplete to low-luminosity and host-dominated AGNs.

    The objectives of the confirmatory activities were to provide independent contractor field data reviews and to generate independent radiological data for use by the NRC in evaluating the adequacy and accuracy of the contractor's procedures and FSS results. ORAU reviewed ABB CE's decommissioning plan, final status survey plan, and the applicable soil DCGLs, which were developed based on an NRC-approved radiation dose assessment. The surveys included gamma surface scans, gamma direct measurements, and soil sampling.

    ) site visit to Fermi 1 in November 2010. The survey was strategically planned during a Unit 2 (Fermi 2) outage to take advantage of decreased radiation levels that were observed and attributed to Fermi 2 from the operating unit during the first site visit. However, during the second visit there were elevated radiation levels observed and attributed to the partially dismantled Fermi 1 reactor vessel and a waste storage box located on the 3rd floor of the Fermi 1 Turbine Building. Confirmatory surveys (unshielded) performed directly in the line of sight of these areas were affected. The objective of the confirmatory survey was to verify that the final radiological conditions were accurately and adequately described in Final Status Survey (FSS) documentation, relative to the established release criteria. This objective was achieved by performing document reviews, as well as independent measurements and sampling. Specifically, documentation of the planning, implementation, and results of the FSS were evaluated; side-by-side FSS measurement and source comparisons were performed; site areas were evaluated relative to appropriate FSS classification; and areas were assessed for residual, undocumented contamination.

The guidance provided in this manual is one methodology to implement the requirements given in Title 10 Code of Federal Regulations Part 835 (10 CFR 835) and the DOE Radiological Control Manual. Information given in this manual is also intended to provide demonstration of compliance to specific requirements in 10 CFR 835.     The Defense Land Fallout Interpretive Code (DELFIC) was originally released in 1968 as a tool for modeling fallout patterns and for predicting exposure rates. Despite the continual advancement of knowledge of fission yields, decay behavior of fission products, and biological dosimetry, the decay data and logic of DELFIC have remained mostly unchanged since inception. Additionally, previous code revisions caused a loss of conservation of radioactive nuclides. In this report, a new revision of the decay database and the Particle Activity Module is introduced and explained. The database upgrades discussed are replacement of the fission yields with ENDF/B-VII data as formatted in the Oak Ridge Isotope Generation (ORIGEN) code, revised decay constants, revised exposure rate multipliers, revised decay modes and branching ratios, and revised boiling point data. Included decay logic upgrades represent a correction of a flaw in the treatment of the fission yields, extension of the logic to include more complex decay modes, conservation of nuclides (including stable nuclides) at all times, and conversion of key variables to double precision for nuclide conservation. Finally, recommended future work is discussed with an emphasis on completion of the overall radiation physics upgrade, particularly for dosimetry, induced activity, decay of the actinides, and fractionation.

The biological communities of Kirtland Air Force Base (KAFB) are described with respect to the Biome classification system of Brown (1982), and a standardized system of habitat types is proposed based on biome and soil type. The potential occurrence of state or federally endangered species is discussed. No species listed as endangered or threatened is known to occur on KAFB, although five are identified as potentially occurring. A nationwide insulation cost survey was made by polling insulation contractors and builders, and the results are reported here.     -actuated functions to be controlled by an onboard computer. The computer-controlled Speedrower was developed at Carnegie Mellon University to automate agricultural harvesting. Harvesting tasks require the vehicle to cover a field using minimally overlapping rows at slow speeds in a similar manner to geophysical data acquisition. The Speedrower had demonstrated its ability to perform as it had already logged hundreds of acres of autonomous harvesting. This project is the first use of autonomous robotic technology on a large-scale for geophysical surveying.

    Criticality accidents and the characteristics of prompt power excursions are discussed. Sixty accidental power excursions are reviewed. Sufficient detail is provided to enable the reader to understand the physical situation, the chemistry and material flow, and when available the administrative setting leading up to the time of the accident. Information on the power history, energy release, consequences, and causes are also included when available. For those accidents that occurred in process plants, two new sections have been included in this revision. The first is an analysis and summary of the physical and neutronic features of the chain reacting systems. The second is a compilation of observations and lessons learned. Excursions associated with large power reactors are not included in this report.

    This directory (NUREG/BR-0088, Revision 7) lists local public document rooms (LPDRs) for commercial nuclear power plants with operating or possession-only licenses or under construction, plus the LPDRs for potential high-level radioactive waste repository sites, gaseous diffusion plants, certain fuel cycle facilities, certain low-level waste disposal facilities, and any temporary LPDRs established for the duration of licensing proceedings. In some instances, the LPDR libraries maintain document collections for more than one licensed facility. The library staff members listed are the persons most familiar with the LPDR collections. Reference librarians in the NRC Headquarters Public Document Room (PDR) are also available to assist the public in locating NRC documents.

    The purpose of this report is to present the preliminary findings made during the Environmental Survey, conducted May 11 through 22, 1987, at the United States Department of Energy (DOE) Pinellas Plant in Largo, Florida. As a Preliminary Report, the contents are subject to revisions, which will be made in a forthcoming Interim Report, based on Albuquerque Operations Office review and comments on technical accuracy, the results of the sampling and analyses, and other information that may come to the Survey team's attention prior to issuance of the Interim Report. The Pinellas Plant is currently operated for DOE by the General Electric Company-Neutron Devices Department (GENDD). The Pinellas Survey is part of the larger DOE-wide Environmental Survey effort announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems are areas of environmental risk at DOE facilities and to rank them on a DOE-wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct these problems. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices. Such incidents and/or management practices will, however, be used in the Survey as a means of identifying existing and potential environmental problems. 55 refs., 37 figs., 37 tabs.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Sandia National Laboratories conducted August 17 through September 4, 1987. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with Sandia National Laboratories-Albuquerque (SNLA). The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual.     NUREG/CR-6204 is a collection of questions and answers that were originally issued in seven sets and which pertain to revised 10 CFR Part 20. The questions came from both outside and within the NRC. The answers were compiled and provided by NRC staff within the offices of Nuclear Reactor Regulation, Nuclear Material Safety and Safeguards, Nuclear Regulatory Research, the Office of State Programs, and the five regional offices. Although all of the questions and answers have been reviewed by attorneys in the NRC Office of the General Counsel, they do not constitute official legal interpretations relevant to revised 10 CFR Part 20. The questions and answers do, however, reflect NRC staff decisions and technical options on aspects of the revised 10 CFR Part 20 regulatory requirements.     Title 44 US Code, ``Public Printing and Documents,`` regulations issued by the General Service Administration (GSA) in 41 CFR Chapter 101, Subchapter B, ``Management and Use of Information and Records,`` and regulations issued by the National Archives and Records Administration (NARA) in 36 CFR Chapter 12, Subchapter B, ``Records Management,`` require each agency to prepare and issue a comprehensive records disposition schedule that contains the NARA approved records disposition schedules for records unique to the agency and contains the NARA`s General Records Schedules for records common to several or all agencies. The approved records disposition schedules specify the appropriate duration of retention and the final disposition for records created or maintained by the NRC. NUREG-0910, Rev. 3, contains ``NRC`s Comprehensive Records Disposition Schedule,`` and the original authorized approved citation numbers issued by NARA. Rev. 3 incorporates NARA approved changes and additions to the NRC schedules that have been implemented since the last revision dated March, 1992, reflects recent organizational changes implemented at the NRC, and includes the latest version of NARA`s General Records Schedule (dated August 1995).

Several alternative waste forms were evaluated in terms of product quality and reliability of fabrication. This evaluation led to a decision to build the Defense Waste Processing Facility (DWPF) at SRS to convert the easily dispersed liquid waste to borosilicate glass. In accordance with the NEPA (National Environmental Policy Act) process, an Environmental Impact Statement was prepared for the facility, as well as an Environmental Assessment of the alternative waste forms, and issuance of a Record of Decision (in December, 1982) on the waste form. The Department of Energy, recognizing that start-up of the DWPF would considerably precede licensing of a repository, instituted a Waste Acceptance Process to ensure that these canistered waste forms would be acceptable for eventual disposal at a federal repository. This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material.     US Department of Energy Headquarters initiated efforts to revise DOE Order 5820.2A, ``Radioactive Waste Management``. The purpose of the revision is to enhance DOE waste management requirements, reflect new DOE organizational responsibilities, and consolidate requirements for management of all waste, under the responsibility of Environmental Restoration and Waste Management, into a single order. This paper discusses the revision philosophy, objectives of the revision, and strategy for the revision. Issues being considered for inclusion in the revision and recommended methods of resolving each issue are also discussed.

  2. Revised accident source terms for light-water reactors

    This paper presents revised accident source terms for light-water reactors incorporating the severe accident research insights gained in this area over the last 15 years. Current LWR reactor accident source terms used for licensing date from 1962 and are contained in Regulatory Guides 1.3 and 1.4. These specify that 100% of the core inventory of noble gases and 25% of the iodine fission products are assumed to be instantaneously available for release from the containment. The chemical form of the iodine fission products is also assumed to be predominantly elemental iodine. These assumptions have strongly affected present nuclear air cleaning requirements by emphasizing rapid actuation of spray systems and filtration systems optimized to retain elemental iodine. A proposed revision of reactor accident source terms and some im implications for nuclear air cleaning requirements was presented at the 22nd DOE/NRC Nuclear Air Cleaning Conference. A draft report was issued by the NRC for comment in July 1992. Extensive comments were received, with the most significant comments involving (a) release fractions for both volatile and non-volatile species in the early in-vessel release phase, (b) gap release fractions of the noble gases, iodine and cesium, and (c) the timing and duration for the release phases. The final source term report is expected to be issued in late 1994. Although the revised source terms are intended primarily for future plants, current nuclear power plants may request use of revised accident source term insights as well in licensing. This paper emphasizes additional information obtained since the 22nd Conference, including studies on fission product removal mechanisms, results obtained from improved severe accident code calculations and resolution of major comments, and their impact upon the revised accident source terms. Revised accident source terms for both BWRS and PWRS are presented.

    The Clinton administration has changed its U.S. energy tax proposal to remove some objection voiced by industry and consumers. The Treasury Department's revised plan will still tax oil products at double the rate of other types of energy except for home heating oil, which now is to be taxed at the lower rate for natural gas.     The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodic update and improvement of the guidance to ensure that it remains a state-of-the-art design evaluation tool. To this end, the NRC is updating its guidance to stay current with recent research on human performance, advances in HFE methods and tools, and new technology being employed in plant and control room design. NUREG-0711 is the first document to be addressed. We present the methodology used to update NUREG-0711 and summarize the main changes made. Finally, we discuss the current status of the update program and the future plans.

    A computer code, SARP (Safeguards Accounting and Reports Program) which will generate and maintain at-facility safeguards accounting records, and generate IAEA safeguards reports based on accounting data input by the user, was completed in 1990 by the Safeguards, Safety, and Nonproliferation Division (formerly the Technical Support Organization) at Brookhaven National Laboratory as a task under the US Program of Technical Support to IAEA safeguards. The code was based on a State System of Accounting for and Control of Nuclear Material (SSAC) for off-load refueled power reactor facilities, with model facility and safeguards accounting regime as described in IAEA Safeguards Publication STR-165. Since 1990, improvements in computing capabilities and comments and suggestions from users engendered revision of the original code. The result is an updated, revised version called SARP-II which is discussed in this report.

    This ninth revision of the Hanford Site National Environmental Policy Act (NEPA) Characterization presents current environmental data regarding the hanford Site and its immediate environs. This information is intended for use in preparing Chapters 4 and 6 in Hanford Site-related NEPA documents. Chapter 4.0 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, cultural, archaeological and historical resources, socioeconomics, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. Not all of the sections have been updated for this revision. The following lists the updated sections: climate and meteorology; ecology (threatened and endangered species section only); culture, archaeological, and historical resources; socioeconomics; all of Chapter 6.

    This letter report outlines a methodology and provides resource information for the Deep Borehole Emplacement Mode Hazard Analysis (DBEMHA). The main purpose is identify the accident hazards and accident event sequences associated with the two emplacement mode options (wireline or drillstring), to outline a methodology for computing accident probabilities and frequencies, and to point to available databases on the nature and frequency of accidents typically associated with standard borehole drilling and nuclear handling operations. Risk mitigation and prevention measures, which have been incorporated into the two emplacement designs (see Cochran and Hardin 2015), are also discussed. A key intent of this report is to provide background information to brief subject matter experts involved in the Emplacement Mode Design Study. [Note: Revision 0 of this report is concentrated more on the wireline emplacement mode. It is expected that Revision 1 will contain further development of the preliminary fault and event trees for the drill string emplacement mode.

The Complex consists of 2736-Z Building (plutonium storage vault), 2736-ZA Building (vault ventilation equipment building), and 2736-ZB Building (shipping/receiving, repackaging activities). The existing equipment structurally qualified in this report are the metal storage racks for 7 inch and lard cans in room 2 of Building 2736-Z; the cubicles, can holders and pedestals in rooms 1, 3, and 4 of Building 2736-Z; the ventilation duct including exhaust fans/motors, emergency diesel generator, and HEPA filter housing in Building 2736-ZA; the repackaging glovebox in Building 2736-ZB; and the interface duct between Buildings 2736-Z and 2736-ZA.

    In anticipation of the possible collision between a circumstellar disk and the secondary star in the highly eccentric binary system {delta} Scorpii, high angular resolution interferometric observations have been acquired, aimed at revising the binary parameters. The Navy Prototype Optical Interferometer was used to spatially resolve the binary components in 2000 and over a period between 2005 and 2010. The interferometric observations are used to obtain the angular separations and orientations of the two stellar components at all epochs for which data have been obtained, including 2005 and 2006, for which, based on previous studies, there was some uncertainty as to if the signature of binarity can be clearly detected. The results of this study represent the most complete and accurate coverage of the binary orbit of this system to date and allow for the revised timing of the upcoming periastron passage that will occur in 2011 to be obtained.

    The objective of this survey was to obtain user feedback to, among other things, determine how to organize the exponentially growing data within the Atmospheric Radiation Measurement (ARM) Climate Research Facility, and identify users’ preferred data analysis system. The survey findings appear to have met this objective, having received approximately 300 responses that give insight into the type of work users perform, usage of the data, percentage of data analysis users might perform on an ARM-hosted computing resource, downloading volume level where users begin having reservations, opinion about usage if given more powerful computing resources (including ability to manipulate data), types of tools that would be most beneficial to them, preferred programming language and data analysis system, level of importance for certain types of capabilities, and finally, level of interest in participating in a code-sharing community.

    The Sloan Digital Sky Survey will produce a detailed digital photometric map of half the northern sky to about 23 magnitude using a special purpose wide field 2.5 meter telescope.
