    This is the first of a series of reports on utility mergers and acquisitions published by NRRI; because it was completed Nov. 1996, it does not cover FERC Order 592 (policy statement on merger policy under Federal Power Act). Since cost-benefit analyses are expensive, state regulators need guidelines that efficiently streamline the review process for mergers and acquisitions. Purpose of this paper is to suggest such guidelines; they are applicable only to mergers and acquisitions of vertically integrated electric utilities or combination electric/gas utilities.

    In this article, the author reviews FERC's current procedures for undertaking competitive analysis. The current procedure for evaluating the competitive impact of transactions in the electric utility industry is described in Order 592, in particular Appendix A. These procedures effectively revised criteria that had been laid out in Commonwealth Edison and brought its merger policy in line with the EPAct and the provisions of Order 888. Order 592 was an attempt to provide more certainty and expedition in handling mergers. It established three criteria that had to be satisfied for a merger to be approved: Post-merger market power must be within acceptable thresholds or be satisfactorily mitigated, acceptable customer protections must be in place (to ensure that rates will not go up as a result of increased costs) and any adverse effect on regulation must be addressed. FERC states that its Order 592 Merger Policy Statement is based upon the Horizontal Merger Guidelines issued jointly by the Federal Trade Commission and the Antitrust Division Department of Justice (FTC/DOJ Merger Guidelines). While it borrows much of the language and basic concepts of the Merger Guidelines, FERC's procedures have been criticized as not following the methodology closely enough, leaving open the possibility of mistakes in market definition.

    This dissertation examines the nature of government business relations, as perceived by the owners and managers of the Sun Oil Company, a large integrated oil and gas producer, transporter, refiner, and marketer. Sun has had a long and profitable career in the oil industry, success which came despite a complex, often bitter relationship with government in its regulatory and antitrust capacity. The founding Pew family has historically been quite outspoken in its opposition to what they perceived to be the government's chronic, unwelcome intrusion into the affairs of business. Sun's almost one hundred year history can be readily divided into two distinct phases. The first, the period from 1938-1947, could best be characterized as the time when Sun Company officials fought bitterly against what they thought to be excessive government domination over their industry, fearing either the government's outright takeover, or its imposition of burdensome restrictions. After freeing themselves from the government's oppression, Sun management then set out to build a growing, profitable oil concern. From 1938 to the present, Sun has undertaken several transactions that have established the firm as a highly successful petroleum company, including a merger, an aborted takeover, and a successful acquisition. Sun's survival in an endeavor where many perish, either purchased or driven out, provides the focus of this dissertation.

    Mammography is a very well-established imaging modality for the early detection and diagnosis of breast cancer. However, since the introduction of digital imaging to the realm of radiology, more advanced, and especially tomographic imaging methods have been made possible. One of these methods, breast tomosynthesis, has finally been introduced to the clinic for routine everyday use, with potential to in the future replace mammography for screening for breast cancer. In this two part paper, the extensive research performed during the development of breast tomosynthesis is reviewed, with a focus on the research addressing the medical physics aspects of this imaging modality. This first paper will review the research performed on the issues relevant to the image acquisition process, including system design, optimization of geometry and technique, x-ray scatter, and radiation dose. The companion to this paper will review all other aspects of breast tomosynthesis imaging, including the reconstruction process.

    Dramatic changes in the coal industry itself, the transportation industries that service it, and the electrical generation industry which it supplies, draw into serious question certain fundamental premises on which the antitrust enforcement agencies have based their review of proposed coal mergers. Recognition of these changes, and the new reality that has resulted, suggests that future mergers in the coal industry are unlikely to raise significant anti-competitive concerns, and that a more relaxed scrutiny of such mergers is warranted.

  16. Electric mergers: Transmission pricing, market size, and effects on competition

    The prospect of deregulation has introducted a wave of mergers among electric utilities. Most of these mergers would fail an antitrust review because, by combining generation assets of interconnected utilities, they have substantially reduced potential competition in generation. In fact, one can predict that most mergers of utilities that operate within the same power pool or reliability region will be anticompetitive, even if they are not interconnected. Using an antitrust analysis, this article illustrates the potential anticompetitive effects of mergers between interconnected utilities. It concludes that the relevant geographic market will be an area in which a single, area-wide transmission price is charged. Moreover, it concludes that this area and, hence, the relevant market will likely span an area no larger than the Mid-American Interconnected Network or the Virginia/Carolina subregion of the Southeastern Reliability Council. Assuming markets of this size, the data on resulting concentration will show severe consequences for mergers of the sort that were announced in 1995 and 1996.

    The Justice Department`s Guidelines don`t tell us very much about today`s (or tomorrow`s) electric market. However many electric utilities remain after this merger wave, competition will be forever changed. Earlier this year, the Federal Energy Regulatory Commission (FERC) issued a Notice of Inquiry (NOI) on merger policy, seeking advice on how to adapt old practices to a changing industry. Then, in July, it voted 3-2 to require a hearing on the proposed merger of Baltimore Gas & Electric and Potomac Electric Power. The majority expressed concern that applicants had defined relevant markets too broadly and inferred competition where market power might exist. The dissenting commissioners favored approval without hearing, noting that no intervenors had presented substantive claims that the merger would increase market power. Whether or not the FERC proceeds to a more activist policy on mergers, it must reevaluate the methods it uses to determine their effects on competition.

    We employ a high-resolution LCDM N-body simulation to present merger rate predictions for dark matter halos and investigate how common merger-related observables for galaxies - such as close pair counts, starburst counts, and the morphologically disturbed fraction - likely scale with luminosity, stellar mass, merger mass ratio, and redshift from z = 0 to z = 4. We provide a simple 'universal' fitting formula that describes our derived merger rates for dark matter halos a function of dark halo mass, merger mass ratio, and redshift, and go on to predict galaxy merger rates using number density-matching to associate halos with galaxies. For example, we find that the instantaneous merger rate of m/M > 0.3 mass ratio events into typical L {approx}> fL{sub *} galaxies follows the simple relation dN/dt {approx_equal} 0.03(1+f)Gyr{sup -1} (1+z){sup 2.1}. Despite the rapid increase in merger rate with redshift, only a small fraction of > 0.4L{sub *} high-redshift galaxies ({approx} 3% at z = 2) should have experienced a major merger (m/M > 0.3) in the very recent past (t < 100 Myr). This suggests that short-lived, merger-induced bursts of star formation should not contribute significantly to the global star formation rate at early times, in agreement with observational indications. In contrast, a fairly high fraction ({approx} 20%) of those z = 2 galaxies should have experienced a morphologically transformative merger within a virial dynamical time. We compare our results to observational merger rate estimates from both morphological indicators and pair-fraction based determinations between z = 0-2 and show that they are consistent with our predictions. However, we emphasize that great care must be made in these comparisons because the predicted observables depend very sensitively on galaxy luminosity, redshift, overall mass ratio, and uncertain relaxation timescales for merger remnants. We show that the majority of bright galaxies at z = 3 should have undergone a major

    For the first time, we study the eastern nucleus in greater detail and search for the more extended emission in the molecular gas in different CO line transitions of the famous ultraluminous infrared galaxy (ULIRG) Arp 220. Furthermore, we present a model of the merger in Arp 220 on large scales with the help of the CO data and an optical and near-infrared composite Hubble Space Telescope image of the prototypical ULIRG. Using the Plateau de Bure interferometer (PdBI), we obtained CO (2-1) and (1-0) data at wavelengths of 1 and 3 mm in 1994, 1996, 1997, and 2006 at different beam sizes and spatial resolutions. The simulations of the merger in Arp 220 were performed with the Identikit modeling tool. The model parameters that describe the galaxy merger best give a mass ratio of 1:2 and result in a merger of {approx}6 Multiplication-Sign 10{sup 8} yr. The low-resolution CO (1-0) PdBI observations suggest that there are indications for emission {approx}10'' toward the south, as well as to the north and to the west of the two nuclei.

    We present dynamical models of four interacting systems: NGC 5257/8, The Mice, the Antennae, and NGC 2623. The parameter space of the encounters are constrained using the Identikit model-matching and visualization tool. Identikit utilizes hybrid N-body and test particle simulations to enable rapid exploration of the parameter space of galaxy mergers. The Identikit-derived matches of these systems are reproduced with self-consistent collisionless simulations which show very similar results. The models generally reproduce the observed morphology and H I kinematics of the tidal tails in these systems with reasonable properties inferred for the progenitor galaxies. The models presented here are the first to appear in the literature for NGC 5257/8 and NGC 2623, and The Mice and the Antennae are compared with previously published models. Based on the assumed mass model and our derived initial conditions, the models indicate that the four systems are currently being viewed 175-260 Myr after first passage and cover a wide range of merger stages. In some instances there are mismatches between the models and the data (e.g., in the length of a tail); these are likely due to our adoption of a single mass model for all galaxies. Despite the use of a single mass model, these results demonstrate the utility of Identikit in constraining the parameter space for galaxy mergers when applied to real data.

    We present a 250 ks Chandra observation of the cluster merger A2034 with the aim of understanding the nature of a sharp edge previously characterized as a cold front. The new data reveal that the edge is coherent over a larger opening angle and is significantly more bow-shock-shaped than previously thought. Within ?27 about the axis of symmetry of the edge, the density, temperature, and pressure drop abruptly by factors of 1.83{sub ?0.08}{sup +0.09}, 1.85{sub ?0.41}{sup +0.41}, and 3.4{sub ?0.7}{sup +0.8}, respectively. This is inconsistent with the pressure equilibrium expected of a cold front and we conclude that the edge is a shock front. We measure a Mach number M=1.59{sub ?0.07}{sup +0.06} and corresponding shock velocity v {sub shock} ? 2057 km s{sup 1}. Using spectra collected at the MMT with the Hectospec multi-object spectrograph, we identify 328 spectroscopically confirmed cluster members. Significantly, we find a local peak in the projected galaxy density associated with a bright cluster galaxy that is located just ahead of the nose of the shock. The data are consistent with a merger viewed within ?23 of the plane of the sky. The merging subclusters are now moving apart along a north-south axis approximately 0.3 Gyr after a small impact parameter core passage. The gas core of the secondary subcluster, which was driving the shock, appears to have been disrupted by the merger. Without a driving 'piston,' we speculate that the shock is dying. Finally, we propose that the diffuse radio emission near the shock is due to the revival of pre-existing radio plasma that has been overrun by the shock.

    In evaluating mergers, FERC should adopt the approach of the federal antitrust agencies to prevent firms from gaining and exercising market power. Doing so will require changes in everything from how FERC defines product and geographic markets, and how market concentration, entry conditions and cost saving are evaluated, to how discovery is conducted - in short, to virtually every aspect of how FERC reaches a merger decision. Reliance on competition to benefit consumers carries with it the necessity to preserve competition that is threatened by mergers or other structural changes. Faced with numerous mergers of large and medium-size electric utilities and the expectation of more to come, in January 1996 the Federal Energy Regulatory Commission requested comments on how it should evaluate mergers. This paper addresses that need. Section I explains how FERC and the federal antitrust agencies have responded to the competitive issues raised by utility mergers during the past decade. Section II introduces the analytical approach used by the antitrust agencies to evaluate mergers. Section III highlights features of the electric power industry that make analysis of market power unusually complex. Section IV evaluates FERC`s past reliance on comparable open access transmission as a sufficient remedy for competitive concerns relating to the availability, reliability and pricing of transmission service. Section V suggests changes to FERC`s merger policy that would make it consistent with antitrust principles and FERC`s public interest responsibilities. The final section draws conclusions.

    Many close stellar binaries are accompanied by a faraway star. The 'eccentric Kozai-Lidov' (EKL) mechanism can cause dramatic inclination and eccentricity fluctuations, resulting in tidal tightening of inner binaries of triple stars. We run a large set of Monte Carlo simulations, including the secular evolution of the orbits, general relativistic precession, and tides, and we determine the semimajor axis, eccentricity, inclination, and spin-orbit angle distributions of the final configurations. We find that the efficiency of forming tight binaries (? 16 days) when taking the EKL mechanism into account is ?21%, and about 4% of all simulated systems ended up in a merger event. These merger events can lead to the formation of blue stragglers. Furthermore, we find that the spin-orbit angle distribution of the inner binaries carries a signature of the initial setup of the system; thus, observations can be used to disentangle close binaries' birth configuration. The resulting inner and outer final orbits' period distributions and their estimated fraction suggest that secular dynamics may be a significant channel for the formation of close binaries in triples and even blue stragglers.

    Although truly new technology is not required for successful acquisition of seismic data in deep Gulf of Mexico waters, it is helpful to review some basic aspects of these seismic surveys. Additionally, such surveys are likely to see early use of some emerging new technology which can improve data quality. Because such items as depth imaging, borehole seismic, 4-D and marine 3-component recording were mentioned in the May 1996 issue of World Oil, they are not discussed again here. However, these technologies will also play some role in the deepwater seismic activities. What is covered in this paper are some new considerations for: (1) longer data records needed in deeper water, (2) some pros and cons of very long steamer use, and (3) two new commercial systems for quantifying data quality.

    Neutron star (binary neutron star and neutron star - black hole) mergers are believed to produce short-duration gamma-ray bursts. They are also believed to be the dominant source of gravitational waves to be detected by the advanced LIGO and the dominant source of the heavy r-process elements in the universe. Whether or not these mergers produce short-duration GRBs depends sensitively on the fate of the core of the remnant (whether, and how quickly, it forms a black hole). In this paper, we combine the results of merger calculations and equation of state studies to determine the fate of the coresmore » of neutron star mergers. Using population studies, we can determine the distribution of these fates to compare to observations. We find that black hole cores form quickly only for equations of state that predict maximum non-rotating neutron star masses below 2.3-2.4 solar masses. If quick black hole formation is essential in producing gamma-ray bursts, LIGO observed rates compared to GRB rates could be used to constrain the equation of state for dense nuclear matter.« less

    Using the VIMOS integral field unit (IFU) spectrograph on the Very Large Telescope, we have spatially mapped the kinematic properties of 10 nearby brightest cluster galaxies (BCGs) and 4 BCG companion galaxies located within a redshift of z = 0.1. In the hierarchical formation model, these massive galaxies (10{sup 10.5} M {sub ☉} < M {sub dyn} < 10{sup 11.9} M {sub ☉}) are expected to undergo more mergers than lower mass galaxies, and simulations show that dry minor mergers can remove angular momentum. We test whether BCGs have low angular momenta by using the λ {sub Re} parameter developed by the SAURON and ATLAS{sup 3D} teams and combine our kinematics with Sloan Digital Sky Survey photometry to analyze the BCGs' merger status. We find that 30% (3/10) of the BCGs and 100% of the companion galaxies (4/4) are fast rotators as defined by the ATLAS{sup 3D} criteria. Our fastest rotating BCG has a λ {sub Re} = 0.35 ± 0.05. We increase the number of BCGs analyzed from 1 in the combined SAURON and ATLAS{sup 3D} surveys to 11 BCGs total and find that above M {sub dyn} ∼ 11.5 M {sub ☉}, virtually all galaxies, regardless of environment, are slow rotators. To search for signs of recent merging, we analyze the photometry of each system and use the G – M {sub 20} selection criteria to identify mergers. We find that 40% ± 20% of our BCGs are currently undergoing or have recently undergone a merger (within 0.2 Gyr). Surprisingly, we find no correlation between galaxies with high angular momentum and morphological signatures of merging.

    Mergers are a common phenomenon in hierarchical structure formation, especially for massive galaxies and clusters, but their importance for dwarf galaxies in the Local Group remains poorly understood. We investigate the frequency of major mergers between dwarf galaxies in the Local Group using the ELVIS suite of cosmological zoom-in dissipationless simulations of Milky Way- and M31-like host halos. We find that ?10% of satellite dwarf galaxies with M {sub star} > 10{sup 6} M {sub ?} that are within the host virial radius experienced a major merger of stellar mass ratio closer than 0.1 since z = 1, with a lower fraction for lower mass dwarf galaxies. Recent merger remnants are biased toward larger radial distance and more recent virial infall times, because most recent mergers occurred shortly before crossing within the virial radius of the host halo. Satellite-satellite mergers also occur within the host halo after virial infall, catalyzed by the large fraction of dwarf galaxies that fell in as part of a group. The merger fraction doubles for dwarf galaxies outside of the host virial radius, so the most distant dwarf galaxies in the Local Group are the most likely to have experienced a recent major merger. We discuss the implications of these results on observable dwarf merger remnants, their star formation histories, the gas content of mergers, and massive black holes in dwarf galaxies.

  13. Intermediate-age globular clusters in four galaxy merger remnants

    We present the results of combining Hubble Space Telescope optical photometry with ground-based K{sub s} -band photometry from the Gemini imagers NIRI and FLAMINGOS-I to study the globular cluster (GC) populations in four early-type galaxies that are candidate remnants of recent mergers (NGC 1700, NGC 2865, NGC 4382, and NGC 7727). These galaxies were chosen based on their blue colors and fine structure, such as shells and ripples that are indicative of past interactions. We fit the combined VIK{sub s} GC data with simple toy models of mixed cluster populations that contain three subpopulations of different age and metallicity. The fits, done via chi-squared mapping of the parameter space, yield clear evidence for the presence of intermediate-age clusters in each galaxy. We find that the ages of ∼1-2 Gyr for these GC subpopulations are consistent with the previously estimated merger ages for the host galaxies.

    Evidence suggests that the direct progenitor stars of some core-collapse supernovae (CCSNe) are luminous blue variables (LBVs), perhaps including some Type II 'superluminous supernovae' (SLSNe). We examine models in which massive stars gain mass soon after the end of core hydrogen burning. These are mainly intended to represent mergers following a brief contact phase during early Case B mass transfer, but may also represent stars which gain mass in the Hertzsprung Gap or extremely late during the main-sequence phase for other reasons. The post-accretion stars spend their core helium-burning phase as blue supergiants (BSGs), and many examples are consistent with being LBVs at the time of core collapse. Other examples are yellow supergiants at explosion. We also investigate whether such post-accretion stars may explode successfully after core collapse. The final core properties of post-accretion models are broadly similar to those of single stars with the same initial mass as the pre-merger primary star. More surprisingly, when early Case B accretion does affect the final core properties, the effect appears likely to favor a successful SN explosion, i.e., to make the core properties more like those of a lower-mass single star. However, the detailed structures of these cores sometimes display qualitative differences to any single-star model we have calculated. The rate of appropriate binary mergers may match the rate of SNe with immediate LBV progenitors; for moderately optimistic assumptions we estimate that the progenitor birthrate is ?1% of the CCSN rate.

    A data acquisition circuit for a particle detection system that allows for time tagging of particles detected by the system. The particle detection system screens out background noise and discriminate between hits from scattered and unscattered particles. The detection system can also be adapted to detect a wide variety of particle types. The detection system utilizes a particle detection pixel array, each pixel containing a back-biased PIN diode, and a data acquisition pixel array. Each pixel in the particle detection pixel array is in electrical contact with a pixel in the data acquisition pixel array. In response to a particle hit, the affected PIN diodes generate a current, which is detected by the corresponding data acquisition pixels. This current is integrated to produce a voltage across a capacitor, the voltage being related to the amount of energy deposited in the pixel by the particle. The current is also used to trigger a read of the pixel hit by the particle.

    The frequently observed association between giant radio halos (RHs) and merging galaxy clusters has driven present theoretical models of non-thermal emission from galaxy clusters, which are based on the idea that the energy dissipated during cluster-cluster mergers could power the formation of RHs. To quantitatively test the merger-halo connection, we present the first statistical study based on deep radio data and X-ray observations of a complete X-ray-selected sample of galaxy clusters with X-ray luminosity {>=}5 x 10{sup 44} erg s{sup -1} and redshift 0.2 {<=} z {<=} 0.32. Using several methods to characterize cluster substructures, namely, the power ratios, centroid shift, and X-ray brightness concentration parameter, we show that clusters with and without RH can be quantitatively differentiated in terms of their dynamical properties. In particular, we confirm that RHs are associated with dynamically disturbed clusters and clusters without RH are more 'relaxed', with only a couple of exceptions where a disturbed cluster does not exhibit a halo.

    We present results from Chandra and XMM-Newton observations of Abell 98 (A98), a galaxy cluster with three major components: a relatively bright subcluster to the north (A98N), a disturbed subcluster to the south (A98S), and a fainter subcluster to the far south (A98SS). We find evidence for surface brightness and temperature asymmetries in A98N consistent with a shock-heated region to the south, which could be created by an early stage merger between A98N and A98S. Deeper observations are required to confirm this result. We also find that A98S has an asymmetric core temperature structure, likely due to a separate ongoing merger. Evidence for this is also seen in optical data. A98S hosts a wide-angle tail radio source powered by a central active galactic nucleus (AGN). We find evidence for a cavity in the intracluster medium that has been evacuated by one of the radio lobes, suggesting that AGN feedback is operating in this system. Examples of cavities in non-cool core clusters are relatively rare. The three subclusters lie along a line in projection, suggesting the presence of a large-scale filament. We observe emission along the filament between A98N and A98S, and a surface brightness profile shows emission consistent with the overlap of the subcluster extended gas halos. We find the temperature of this region is consistent with the temperature of the gas at similar radii outside this bridge region. Lastly, we examine the cluster dynamics using optical data. We conclude A98N and A98S are likely bound to one another with a 67% probability, while A98S and A98SS are not bound at a high level of significance.

  2. PREDICTING MERGER-INDUCED GAS MOTIONS IN ?CDM GALAXY CLUSTERS

    In the hierarchical structure formation model, clusters of galaxies form through a sequence of mergers and continuous mass accretion, which generate significant random gas motions especially in their outskirts where material is actively accreting. Non-thermal pressure provided by the internal gas motions affects the thermodynamic structure of the X-ray emitting intracluster plasma and introduces biases in the physical interpretation of X-ray and Sunyaev-Zeldovich effect observations. However, we know very little about the nature of gas motions in galaxy clusters. The ASTRO-H X-ray mission, scheduled to launch in 2015, will have a calorimeter capable of measuring gas motions in galaxy clusters at the level of ?< 100 km s{sup 1}. In this work, we predict the level of merger-induced gas motions expected in the ?CDM model using hydrodynamical simulations of galaxy cluster formation. We show that the gas velocity dispersion is larger in more massive clusters, but exhibits a large scatter. We show that systems with large gas motions are morphologically disturbed, while early forming, relaxed groups show a smaller level of gas motions. By analyzing mock ASTRO-H observations of simulated clusters, we show that such observations can accurately measure the gas velocity dispersion out to the outskirts of nearby relaxed galaxy clusters. ASTRO-H analysis of merging clusters, on the other hand, requires multi-component spectral fitting and enables unique studies of substructures in galaxy clusters by measuring both the peculiar velocities and the velocity dispersion of gas within individual sub-clusters.

  15. GAS-RICH MERGERS IN LCDM: DISK SURVIVABILITY AND THE BARYONIC ASSEMBLY OF GALAXIES

    We use N-body simulations and observationally normalized relations between dark matter halo mass, stellar mass, and cold gas mass to derive robust expectations about the baryonic content of major mergers out to redshift z {approx} 2. First, we find that the majority of major mergers (m/M>0.3) experienced by the Milky Way size dark matter halos should have been gas-rich, and that gas-rich mergers are increasingly common at high redshifts. Though the frequency of major mergers into galaxy halos in our simulations greatly exceeds the observed early-type galaxy fraction, the frequency of gas-poor major mergers is consistent with the observed fraction of bulge-dominated galaxies across the halo mass range M{sub DM} {approx} 10{sup 11}-10{sup 13} M{sub sun}. These results lend support to the conjecture that mergers with high-baryonic gas fractions play an important role in building and/or preserving disk galaxies in the universe. Second, we find that there is a transition mass below which a galaxy's past major mergers were primarily gas-rich and above which they were gas-poor. The associated stellar mass scale corresponds closely to that marking the observed bimodal division between blue, star-forming, disk-dominated systems and red, bulge-dominated systems with old populations. Finally, we find that the overall fraction of a galaxy's cold baryons deposited directly via major mergers is significant. Approximately {approx}20%-30% of the cold baryonic material in M{sub star} {approx} 10{sup 10.5} M{sub sun} (M{sub DM} {approx} 10{sup 12} M{sub sun}) galaxies is accreted as cold gas or stars via major mergers since z = 2, with most of this accretion in the form of cold gas. For more massive galaxies with M{sub star} {approx} 10{sup 11} M{sub sun} (M {sub DM} {approx} 10{sup 13} M{sub sun}), the fraction of baryons amassed in mergers since z = 2 is even higher, {approx}40%, but most of these accreted baryons are delivered directly in the form of stars.   1. Impact of mergers on LISA parameter estimation for nonspinning black hole binaries

    We investigate the precision with which the parameters describing the characteristics and location of nonspinning black hole binaries can be measured with the Laser Interferometer Space Antenna (LISA). By using complete waveforms including the inspiral, merger, and ringdown portions of the signals, we find that LISA will have far greater precision than previous estimates for nonspinning mergers that ignored the merger and ringdown. Our analysis covers nonspinning waveforms with moderate mass ratios, q{>=}1/10, and total masses 10{sup 5} < or approx. M/M{sub {center_dot}}< or approx. 10{sup 7}. We compare the parameter uncertainties using the Fisher-matrix formalism, and establish the significance of mass asymmetry and higher-order content to the predicted parameter uncertainties resulting from inclusion of the merger. In real-time observations, the later parts of the signal lead to significant improvements in sky-position precision in the last hours and even the final minutes of observation. For comparable-mass systems with total mass M/M{sub {center_dot}{approx}1}0{sup 6}, we find that the increased precision resulting from including the merger is comparable to the increase in signal-to-noise ratio. For the most precise systems under investigation, half can be localized to within O(10 arcmin), and 10% can be localized to within O(1 arcmin).

    Major mergers and interactions between gas-rich galaxies with comparable masses are thought to be the main triggers of starburst. In this work, we study, for a large stellar mass range, the interaction rate of the starburst galaxies in the local universe. We focus independently on central and satellite star forming galaxies extracted from the Sloan Digital Sky Survey. Here the starburst galaxies are selected in the star formation rate (SFR) stellar mass plane with SFRs five times larger than the median value found for ''star forming'' galaxies of the same stellar mass. Through visual inspection of their images together with close companions determined using spectroscopic redshifts, we find that ?50% of the ''starburst'' populations show evident merger features, i.e., tidal tails, bridges between galaxies, double cores, and close companions. In contrast, in the control sample we selected from the normal star forming galaxies, only ?19% of galaxies are associated with evident mergers. The interaction rates may increase by ?5% for the starburst sample and 2% for the control sample if close companions determined using photometric redshifts are considered. The contrast of the merger rate between the two samples strengthens the hypothesis that mergers and interactions are indeed the main causes of starburst.

    This project involved support for Lou Costrell and myself in the development of IEEE and IEC standards for nuclear counting and data acquisition systems. Over the years, as a result of this support, Lou and I were able to attend standards meetings of IEEE and IEC, which led directly to the publication of many standards for NIM systems, FastBus and CAMAC. We also chaired several writing committees as well as ANSI N42 (Nuclear instrumentation), IEEE NIM (NIM standard), IEEE NID (NPSS nuclear instruments and detector) and IEC TC45 WG9 (Nuclear instrumentation). Through this support we were able to assure that the interests of the US and DOE were expressed and implemented in the various standards.

  7. MERGER SYSTEM OPTIMIZATION IN BNL HIGH CURRENT R&D ERL

    A super-conducting RF R&D Energy recovery linac (ERL) is under construction at Brookhaven National Laboratory (BNL). This ERL will be used as a test facility to study issues relevant to high-current, high-brightness beams. One of the goals is to demonstrate an electron beam with high charge per bunch ({approx}5 nC) and extremely low normalized emittance ({approx}5 mm-mrad) at an energy of 20 MeV. In contrast with operational high-brightness linear electron accelerators, all presently operating ERLs have order of magnitude larger emittances for the same charge per bunch. One reason for this emittance growth is that the merger system mixes transverse and longitudinal degrees of freedom, and consequently violates emittance compensation conditions. A merger system based on zigzag scheme resolves this problem. In this paper we discuss performance of the present design of the BNL R&D ERL injector with a zigzag merger.

    During the past sixty years when electric power has been a pervasively regulated industry, no comparable epidemic of mergers or related consolidations has broken out. There have been a few sporadic efforts at merger, but nothing like the present phenomenon. While pervasively regulated, electric utilities apparently saw little advantage in merger. They also probably correctly thought that their regulators, especially the state regulators, would not view merger activities with great favor. But above all, the utilities did not perceive the risk-the risk of bankruptcy-that deregulation has brought. Before the energy crisis of the 1970`s, the most significant risk encountered by the investor-owned electric utility industry was of a government take-over in the 1930`s or of the encroachment of public power at various times and places. Otherwise, the industry led a blissful life of guaranteed franchises, ever-expanding revenues, ever-declining costs and cost-plus regulation. In the 1970`s and 1980`s came the agonies of inflation, fuel shortages, cost overruns and plant disallowances. For the most part, however, the regulators saw to it that the industry continued to recover its costs, after a fashion. With competition only a gleam in professorial eyes, only a few mergers were announced and consummated. The floodgates opened with passage of the Energy Policy Act of 1992. Competition, centered on the generation segment of the classic trio of generation, transmission and distribution, loomed larger and larger. And with competition in generation came bedeviling risk. For with deregulation, the government presumably will cease to be concerned that the generating parts of the industry recover their costs. The electricity business thus has lost its oldest friend. Where there was once manageable or at least calculable risk, there is now formidable fear of the unknown and the potentially disastrous. 109 refs.

  18. Gravitational waves and stalled satellites from massive galaxy mergers at z ? 1

    We present a model for merger-driven evolution of the mass function for massive galaxies and their central supermassive black holes at late times. We discuss the current observational evidence in favor of merger-driven massive galaxy evolution during this epoch, and demonstrate that the observed evolution of the mass function can be reproduced by evolving an initial mass function under the assumption of negligible star formation. We calculate the stochastic gravitational wave signal from the resulting black hole binary mergers in the low redshift universe (z ? 1) implied by this model, and find that this population has a signal-to-noise ratio 2 to 5 larger than previous estimates for pulsar timing arrays, with a (2?, 3?) lower limit within this model of h{sub c}(f = 1 yr{sup 1}) = (1.1 10{sup 15}, 6.8 10{sup 16}). The strength of this signal is sufficient to make it detectable with high probability under conservative assumptions within the next several years. A principle reason that this result is larger than previous estimates is our use of a recent recalibration of the black hole-stellar mass correlation for the brightest cluster galaxies, which increases our estimate by a factor of ?2 relative to past results. For cases where a galaxy merger fails to lead to a black hole merger, we estimate the probability for a given number of satellite black holes to remain within a massive host galaxy, and interpret the result in light of ULX observations. We find that in rare cases, wandering supermassive black holes may be bright enough to appear as ULXs.

    The purpose of this paper is to analyze if and how the standard methodology of antitrust analysis should be modified to reflect the importance of R and D and innovation as competitive forces and engines of economic progress. Focus is on such R and D - intensive business combinations as research joint ventures (RJVs) and horizontal mergers in high-technology industries. The authors do not propose a complete set of guidelines for the assessment of such combinations. They present an economic model of RJVs and high-technology mergers that might serve as an analytical underpinning for such guidelines. One conclusion of the analysis is that RJVs ought to be accorded special treatment under the antitrust laws. This special treatment should entail an explicit recognition that RJVs will be scrutinized under the rule of reason, according to guidelines specific to this purpose.

    The Bagless Transfer System Welder Data Acquisition Software (BTS DAS) was developed by SRTC to replace a strip chart recorder that has been in place since the design of the BTS. During the welding process, critical weld parameters such as weld current and voltage, can give valuable information about the weld. In the past, weld data from the TID welding process, has been monitored using strip chart recorders. The data from the weld process, recordedmore » on the strip chart recorder traces, are reviewed to analyze the weld. The BTS DAS improves this technology by digitizing the weld data which allows for automation of the analysis process. Also, the data files are now stored digitally as well as a hard copy printout, so they can be reanalyzed if needed. The BTS DAS performs the necessary functions to perform the data acquisition functions during the BTS Welding Process. It is important to monitor the critical weld parameters, current and voltage, during a weld as they can be used to set acceptance criteria for weld acceptance. The software monitors and records the weld current, voltage, and RPM data. The welder DAS is a passive device and does not control the welder. The BTS control system interfaces directly with the welder and the BTS DAS. Digital handshaking is used between the BTS DAS and the BTS control system to ensure that the DAS is ready to weld prior to allowing the operator to initiate the welding process.« less

  8. A CLOSE-PAIR ANALYSIS OF DAMP MERGERS AT INTERMEDIATE REDSHIFTS

    We have studied the kinematics of {approx}2800 candidate close-pair galaxies at 0.1 < z < 1.2 identified from the Canada-France-Hawaii Telescope Legacy Survey fields. Spectra of these systems were obtained using spectrometers on the 6.5 m Magellan and 5 m Hale telescopes. These data allow us to constrain the rate of dry mergers at intermediate redshifts and to test the 'hot halo' model for quenching of star formation. Using virial radii estimated from the correlation between dynamical and stellar masses published by Leauthaud et al., we find that around 1/5 of our candidate pairs are likely to share a common dark matter halo (our metric for close physical association). These pairs are divided into red-red, blue-red, and blue-blue systems using the rest-frame colors classification method introduced in Chou et al.. Galaxies classified as red in our sample have very low star formation rates, but they need not be totally quiescent, and hence we refer to them as 'damp', rather than 'dry', systems. After correcting for known selection effects, the fraction of blue-blue pairs is significantly greater than that of red-red and blue-red pairs. Red-red pairs are almost entirely absent from our sample, suggesting that damp mergers are rare at z {approx} 0.5. Our data support models with a short merging timescale (<0.5 Gyr) in which star formation is enhanced in the early phase of mergers, but quenched in the late phase. Hot halo models may explain this behavior, but only if virial shocks that heat gas are inefficient until major mergers are nearly complete.

  9. A GRAVITATIONAL DOUBLE-SCATTERING MECHANISM FOR GENERATING HIGH-VELOCITY OBJECTS DURING HALO MERGERS

    We present a dynamical model that describes how halo particles can receive a significant energy kick from the merger between their own host halo and a target halo. This could provide a possible explanation for some high-velocity objects, including extended systems like globular clusters (GCs). In the model we especially introduce a double-scattering mechanism, where a halo particle receives a significant part of its total energy kick by first undergoing a gravitational deflection by the target halo and subsequently by its original host halo. This generates an energy kick that is due to the relative velocity between the halos during the deflections. We derive analytically the total kick energy of the particle, which is composed of energy from the double-scattering mechanism and tidal fields, as a function of its position in its original host halo just before merger. In the case of a 1:10 merger, we find that the presented mechanisms can easily generate particles with a velocity approximately two times the virial velocity of the target halo. This motivates us to suggest that the high velocity of the recently discovered GC HVGC-1 can be explained by a head-on halo merger. Finally, we illustrate the orbital evolution of high-velocity particles outside the virial sphere of the target halo by solving the equation of motion in an expanding universe. We find a sweet spot around a scale factor of 0.3-0.5 for ejecting particles into large orbits, which can easily reach beyond approximately five virial radii.

    Since structure in the universe forms in a bottom-up fashion, with smaller structures merging to form larger ones, modeling the merging process in detail is crucial to our understanding of cosmology. At the current epoch, we observe clusters of galaxies undergoing mergers. It is seen that the two major components of galaxy clusters, the hot intracluster gas and the dark matter, behave very differently during the course of a merger. Using the N-body and hydrodynamics capabilities in the FLASH code, we have simulated a suite of representative galaxy cluster mergers, including the dynamics of both the dark matter, which is collisionless, and the gas, which has the properties of a fluid. 3-D visualizations such as these demonstrate clearly the different behavior of these two components over time.     Merging carbon-oxygen (CO) white dwarfs are a promising progenitor system for Type Ia supernovae (SNe Ia), but the underlying physics and timing of the detonation are still debated. If an explosion occurs after the secondary star is fully disrupted, the exploding primary will expand into a dense CO medium that may still have a disk-like structure. This interaction will decelerate and distort the ejecta. Here we carry out multidimensional simulations of 'tamped' SN Ia models, using both particle and grid-based codes to study the merger and explosion dynamics and a radiative transfer code to calculate synthetic spectra and light curves. We find that post-merger explosions exhibit an hourglass-shaped asymmetry, leading to strong variations in the light curves with viewing angle. The two most important factors affecting the outcome are the scale height of the disk, which depends sensitively on the binary mass ratio, and the total {sup 56}Ni yield, which is governed by the central density of the remnant core. The synthetic broadband light curves rise and decline very slowly, and the spectra generally look peculiar, with weak features from intermediate mass elements but relatively strong carbon absorption. We also consider the effects of the viscous evolution of the remnant and show that a longer time delay between merger and explosion probably leads to larger {sup 56}Ni yields and more symmetrical remnants. We discuss the relevance of this class of aspherical 'tamped' SN Ia for explaining the class of 'super-Chandrasekhar' SN Ia.

  12. CHEMICAL SIGNATURE OF A MAJOR MERGER IN THE EARLY FORMATION OF THE SMALL MAGELLANIC CLOUD

    The formation history of the Small Magellanic Cloud (SMC) is unraveled based on the results of our new chemical evolution models constructed for the SMC, highlighting the observed anomaly in the age-metallicity relation for star clusters in the SMC. We first propose that evidence of a major merger is imprinted in the age-metallicity relation as a dip in [Fe/H]. Our models predict that the major merger with a mass ratio of 1:1 to 1:4 occurred at {approx}7.5 Gyr ago, with a good reproduction of the abundance distribution function of field stars in the SMC. Furthermore, our models predict a relatively large scatter in [Mg/Fe] for -1.4 {<=} [Fe/H] {<=} -1.1 as a reflection of a looping feature resulting from the temporally inverse progress of chemical enrichment, which can be tested against future observational results. Given that the observed velocity dispersion ({approx}30 km s{sup -1}) of the SMC is much smaller than that ({approx}160 km s{sup -1}) of the Galactic halo, our finding strongly implies that the predicted merger event happened in a small group environment that was far from the Galaxy and contained a number of small gas-rich dwarfs comparable to the SMC. This theoretical view is extensively discussed in the framework that considers a connection with the formation history of the Large Magellanic Cloud.

    We derive constraints on the time-averaged event rate of neutron star-black hole (NS-BH) mergers by using estimates of the population-integrated production of heavy rapid neutron-capture (r-process) elements with nuclear mass numbers A > 140 by such events in comparison to the Galactic repository of these chemical species. Our estimates are based on relativistic hydrodynamical simulations convolved with theoretical predictions of the binary population. This allows us to determine a strict upper limit of the average NS-BH merger rate of ?6 10{sup 5} per year. We quantify the uncertainties of this estimate to be within factors of a few mostly because of the unknown BH spin distribution of such systems, the uncertain equation of state of NS matter, and possible errors in the Galactic content of r-process material. Our approach implies a correlation between the merger rates of NS-BH binaries and of double NS systems. Predictions of the detection rate of gravitational-wave signals from such compact object binaries by Advanced LIGO and Advanced Virgo on the optimistic side are incompatible with the constraints set by our analysis.

  14. The incidence of stellar mergers and mass gainers among massive stars

    Because the majority of massive stars are born as members of close binary systems, populations of massive main-sequence stars contain stellar mergers and products of binary mass transfer. We simulate populations of massive stars accounting for all major binary evolution effects based on the most recent binary parameter statistics and extensively evaluate the effect of model uncertainties. Assuming constant star formation, we find that 8{sub −4}{sup +9}% of a sample of early-type stars are the products of a merger resulting from a close binary system. In total we find that 30{sub −15}{sup +10}% of massive main-sequence stars are the products of binary interaction. We show that the commonly adopted approach to minimize the effects of binaries on an observed sample by excluding systems detected as binaries through radial velocity campaigns can be counterproductive. Systems with significant radial velocity variations are mostly pre-interaction systems. Excluding them substantially enhances the relative incidence of mergers and binary products in the non-radial velocity variable sample. This poses a challenge for testing single stellar evolutionary models. It also raises the question of whether certain peculiar classes of stars, such as magnetic O stars, are the result of binary interaction and it emphasizes the need to further study the effect of binarity on the diagnostics that are used to derive the fundamental properties (star-formation history, initial mass function, mass-to-light ratio) of stellar populations nearby and at high redshift.

    Using Hubble Space Telescope/WFC3 imaging taken as part of the Cosmic Assembly Near-infrared Deep Extragalactic Legacy Survey, we examine the role that major galaxy mergers play in triggering active galactic nucleus (AGN) activity at z {approx} 2. Our sample consists of 72 moderate-luminosity (L{sub X} {approx} 10{sup 42-44} erg s{sup -1}) AGNs at 1.5 < z < 2.5 that are selected using the 4 Ms Chandra observations in the Chandra Deep Field South, the deepest X-ray observations to date. Employing visual classifications, we have analyzed the rest-frame optical morphologies of the AGN host galaxies and compared them to a mass-matched control sample of 216 non-active galaxies at the same redshift. We find that most of the AGNs reside in disk galaxies (51.4{sup +5.8}{sub -5.9}%), while a smaller percentage are found in spheroids (27.8{sup +5.8}{sub -4.6}%). Roughly 16.7{sup +5.3}{sub -3.5}% of the AGN hosts have highly disturbed morphologies and appear to be involved in a major merger or interaction, while most of the hosts (55.6{sup +5.6}{sub -5.9}%) appear relatively relaxed and undisturbed. These fractions are statistically consistent with the fraction of control galaxies that show similar morphological disturbances. These results suggest that the hosts of moderate-luminosity AGNs are no more likely to be involved in an ongoing merger or interaction relative to non-active galaxies of similar mass at z {approx} 2. The high disk fraction observed among the AGN hosts also appears to be at odds with predictions that merger-driven accretion should be the dominant AGN fueling mode at z {approx} 2, even at moderate X-ray luminosities. Although we cannot rule out that minor mergers are responsible for triggering these systems, the presence of a large population of relatively undisturbed disk-like hosts suggests that the stochastic accretion of gas plays a greater role in fueling AGN activity at z {approx} 2 than previously thought.

    We investigate systematically the dynamical mass ejection, r-process nucleosynthesis, and properties of electromagnetic counterparts of neutron-star (NS) mergers in dependence on the uncertain properties of the nuclear equation of state (EOS) by employing 40 representative, microphysical high-density EOSs in relativistic, hydrodynamical simulations. The crucial parameter determining the ejecta mass is the radius R{sub 1.35} of a 1.35 M{sub Sun} NS. NSs with smaller R{sub 1.35} (''soft'' EOS) eject systematically higher masses. These range from {approx}10{sup -3} M{sub Sun} to {approx}10{sup -2} M{sub Sun} for 1.35-1.35 M{sub Sun} binaries and from {approx}5 Multiplication-Sign 10{sup -3} M{sub Sun} to {approx}2 Multiplication-Sign 10{sup -2} M{sub Sun} for 1.2-1.5 M{sub Sun} systems (with kinetic energies between {approx}5 Multiplication-Sign 10{sup 49} erg and 10{sup 51} erg). Correspondingly, the bolometric peak luminosities of the optical transients of symmetric (asymmetric) mergers vary between 3 Multiplication-Sign 10{sup 41} erg s{sup -1} and 14 Multiplication-Sign 10{sup 41} erg s{sup -1} (9 Multiplication-Sign 10{sup 41} erg s{sup -1} and 14.5 Multiplication-Sign 10{sup 41} erg s{sup -1}) on timescales between {approx}2 hr and {approx}12 hr. If these signals with absolute bolometric magnitudes from -15.0 to -16.7 are measured, the tight correlation of their properties with those of the merging NSs might provide valuable constraints on the high-density EOS. The r-process nucleosynthesis exhibits a remarkable robustness independent of the EOS, producing a nearly solar abundance pattern above mass number 130. By the r-process content of the Galaxy and the average production per event the Galactic merger rate is limited to 4 Multiplication-Sign 10{sup -5} yr{sup -1} (4 Multiplication-Sign 10{sup -4} yr{sup -1}) for a soft (stiff) NS EOS, if NS mergers are the main source of heavy r-nuclei.     Jefferson Lab's Continuous Electron Beam Accelerator Facility (CEBAF) occasionally experiences fast intermittent beam instabilities that are difficult to isolate and result in downtime. The Distributed Data Acquisition (Dist DAQ) system is being developed to detect and quickly locate such instabilities. It will consist of multiple Ethernet based data acquisition chassis distributed throughout the seven-eights of a mile CEBAF site. Each chassis will monitor various control system signals that are only available locally and/or monitored by systems with small bandwidths that cannot identify fast transients. The chassis will collect data at rates up to 40 Msps in circular buffers that can be frozen and unrolled after an event trigger. These triggers will be derived from signals such as periodic timers or accelerator faults and be distributed via a custom fiber optic event trigger network. This triggering scheme will allow all the data acquisition chassis to be triggered simultaneously and provide a snapshot of relevant CEBAF control signals. The data will then be automatically analyzed for frequency content and transients to determine if and where instabilities exist.

    The Outer Can Welder Data Acquisition Software (OCWDAS) was originally developed by SRTC for use at Hanford to assist in the storage of their excess plutonium in the DOE standard 3013 containers until it can be properly dispositioned using one of the approved DOE methods. After Hanford OCWDAS software was the starting point for the new version developed for FB-Line. New graphical display formats and features were added to this software to make it moremore » robust and operator friendly. Several hardware changes were also made at this time and the software was modified to accommodate these as well. During the welding process, critical weld parameters such as weld current and voltage, can give valuable information about the weld. In the past, weld data from the TIG welding process, such as the bagless transfer system in FB-Line, has been monitored using strip chart recorders. The data from the weld process, recorded on the strip chart recorder traces, are reviewed to analyze the weld. The OCWDAS improves this technology by digitizing the weld data which allows for automation of the analysis process. The OCWDAS performs the necessary functions to perform the data acquisition functions during the 3013 Outer Can Welding Process. It is important to monitor the critical weld parameters, current and voltage, during a weld as they can be used to set acceptance criteria for weld acceptance. The software monitors and records the weld current, voltage, and RPM data. It also records the absolute position of the weld head during the weld process from a quadrature encoder. Digital handshaking between the AMI Welding unit and the OCWDAS ensure that both systems are operational and ready prior to the weld initiation taking place.« less

  19. Compact binary mergers as the origin of r-process elements in the Galactic halo

    Compact binary mergers (of double neutron star and black hole-neutron star systems) are suggested to be the major site of the r-process elements in the Galaxy by recent hydrodynamical and nucleosynthesis studies. It has been pointed out, however, that estimated long lifetimes of compact binaries are in conflict with the presence of r-process-enhanced stars at the metallicity [Fe/H] ? ?3. To resolve this problem, we examine the role of compact binary mergers in the early Galactic chemical evolution on the assumption that our Galactic halo was formed from merging sub-halos. The chemical evolutions are modeled for sub-halos with their total stellar masses between 10{sup 4}M{sub ?} and 2 10{sup 8}M{sub ?}. The lifetimes of compact binaries are assumed to be 100 Myr (95%) and 1 Myr (5%) according to recent binary population synthesis studies. We find that the r-process abundances (relative to iron; [r/Fe]) start increasing at [Fe/H] ? ?3 if the star formation rates are smaller for less massive sub-halos. Our models also suggest that the star-to-star scatter of [r/Fe]'s observed in Galactic halo stars can be interpreted as a consequence of greater gas outflow rates for less massive sub-halos. In addition, the sub-solar [r/Fe]'s (observed as [Ba/Fe] ? ?1.5 for [Fe/H] < ?3) are explained by the contribution from the short-lived (? 1 Myr) binaries. Our result indicates, therefore, that compact binary mergers can be potentially the origin of the r-process elements throughout the Galactic history.

  20. PRODUCTION OF ALL THE r-PROCESS NUCLIDES IN THE DYNAMICAL EJECTA OF NEUTRON STAR MERGERS

    Recent studies suggest that binary neutron star (NS-NS) mergers robustly produce heavy r-process nuclei above the atomic mass number A ? 130 because their ejecta consist of almost pure neutrons (electron fraction of Y {sub e} < 0.1). However, the production of a small amount of the lighter r-process nuclei (A ? 90-120) conflicts with the spectroscopic results of r-process-enhanced Galactic halo stars. We present, for the first time, the result of nucleosynthesis calculations based on the fully general relativistic simulation of a NS-NS merger with approximate neutrino transport. It is found that the bulk of the dynamical ejecta are appreciably shock-heated and neutrino processed, resulting in a wide range of Y {sub e} (?0.09-0.45). The mass-averaged abundance distribution of calculated nucleosynthesis yields is in reasonable agreement with the full-mass range (A ? 90-240) of the solar r-process curve. This implies, if our model is representative of such events, that the dynamical ejecta of NS-NS mergers could be the origin of the Galactic r-process nuclei. Our result also shows that radioactive heating after ?1 day from the merging, which gives rise to r-process-powered transient emission, is dominated by the ?-decays of several species close to stability with precisely measured half-lives. This implies that the total radioactive heating rate for such an event can be well constrained within about a factor of two if the ejected material has a solar-like r-process pattern.

    Offset active galactic nuclei (AGNs) are AGNs that are in ongoing galaxy mergers, which produce kinematic offsets in the AGNs relative to their host galaxies. Offset AGNs are also close relatives of dual AGNs. We conduct a systematic search for offset AGNs in the Sloan Digital Sky Survey by selecting AGN emission lines that exhibit statistically significant line-of-sight velocity offsets relative to systemic. From a parent sample of 18,314 Type 2 AGNs at z < 0.21, we identify 351 offset AGN candidates with velocity offsets of 50 km s{sup 1} < |?v| < 410 km s{sup 1}. When we account for projection effects in the observed velocities, we estimate that 4%-8% of AGNs are offset AGNs. We designed our selection criteria to bypass velocity offsets produced by rotating gas disks, AGN outflows, and gravitational recoil of supermassive black holes, but follow-up observations are still required to confirm our candidates as offset AGNs. We find that the fraction of AGNs that are offset candidates increases with AGN bolometric luminosity, from 0.7% to 6% over the luminosity range 43 < log (L{sub bol}) [erg s{sup 1}] <46. If these candidates are shown to be bona fide offset AGNs, then this would be direct observational evidence that galaxy mergers preferentially trigger high-luminosity AGNs. Finally, we find that the fraction of AGNs that are offset AGN candidates increases from 1.9% at z = 0.1 to 32% at z = 0.7, in step with the growth in the galaxy merger fraction over the same redshift range.

    Binary neutron star (NS) mergers are among the most promising sources of gravitational waves (GWs), as well as candidate progenitors for short gamma-ray bursts (SGRBs). Depending on the total initial mass of the system and the NS equation of state (EOS), the post-merger phase can be characterized by a prompt collapse to a black hole or by the formation of a supramassive NS, or even a stable NS. In the latter cases of post-merger NS (PMNS) formation, magnetic field amplification during the merger will produce a magnetar and induce a mass quadrupole moment in the newly formed NS. If the timescale for orthogonalization of the magnetic symmetry axis with the spin axis is smaller than the spindown time, the NS will radiate its spin down energy primarily via GWs. Here we study this scenario for the various outcomes of NS formation: we generalize the set of equilibrium states for a twisted torus magnetic configuration to include solutions that, for the same external dipolar field, carry a larger magnetic energy reservoir; we hence compute the magnetic ellipticity for such configurations, and the corresponding strength of the expected GW signal as a function of the relative magnitude of the dipolar and toroidal field components. The relative number of GW detections from PMNSs and from binary NSs is a very strong function of the NS EOS, being higher (?1%) for the stiffest EOSs and negligibly small for the softest ones. For intermediate-stiffness EOSs, such as the n = 4/7 polytrope recently used by Giacomazzo and Perna or the GM1 used by Lasky etal., the relative fraction is ?0.3%; correspondingly, we estimate a GW detection rate from stable PMNSs of ?0.1-1yr{sup 1} with advanced detectors, and of ?100-1000yr{sup 1} with detectors of third generation such as the Einstein Telescope. Measurement of such GW signals would provide constraints on the NS EOS and, in connection with an SGRB, on the nature of the binary progenitors giving rise to these events.

    Almost half of heavy nuclei beyond iron are considered to be produced by rapid neutron capture process (r-process). This process occurs in the neutron-rich environment such as core-collapse supernovae or neutron star mergers, but the main production site is still unknown. In the r-process of neutron star mergers, nuclear fission reactions play an important role. Also beta-decay half-lives of magic nuclei are crucial for the r-process. We have carried out r-process nucleosynthesis calculations based upon new theoretical estimates of fission fragment distributions and new beta-decay half-lives for N=82 nuclei measured at RIBF-RIKEN. We investigate the effect of nuclear fission on abundance patterns in the matter ejected from neutron star mergers with two different fission fragment mass distributions. We also discuss how the new experimental beta-decay half-lives affect the r-process.

    If double neutron star mergers leave behind a massive magnetar rather than a black hole, then a bright early afterglow can follow the gravitational wave burst (GWB) even if there is no short gamma-ray burst (SGRB)-GWB association or if there is an association but the SGRB does not beam toward Earth. Besides directly dissipating the proto-magnetar wind, as suggested by Zhang, here we suggest that the magnetar wind could push the ejecta launched during the merger process and, under certain conditions, would reach a relativistic speed. Such a magnetar-powered ejecta, when interacting with the ambient medium, would develop a bright broadband afterglow due to synchrotron radiation. We study this physical scenario in detail and present the predicted X-ray, optical, and radio light curves for a range of magnetar and ejecta parameters. We show that the X-ray and optical light curves usually peak around the magnetar spin-down timescale ({approx}10{sup 3}-10{sup 5} s), reaching brightnesses readily detectable by wide-field X-ray and optical telescopes, and remain detectable for an extended period. The radio afterglow peaks later, but is much brighter than the case without a magnetar energy injection. Therefore, such bright broadband afterglows, if detected and combined with GWBs in the future, would be a probe of massive millisecond magnetars and stiff equations of state for nuclear matter.

  10. A MINOR MERGER CAUGHT IN THE ACT OF FUELING THE ACTIVE GALACTIC NUCLEUS IN Mrk 509

    In recent observations by the Hubble Space Telescope (HST) as part of a campaign to discover locations and kinematics of AGN outflows, we found that Mrk 509 contains a 3'' (∼2100 pc) linear filament in its central region. Visible in both optical continuum and [O III] imaging, this feature resembles a ''check mark'' of several knots of emission that travel northwest to southeast before jutting toward the nucleus from the southwest. Space Telescope Imaging Spectrograph (STIS/HST) observations along the inner portion of the filament reveal redshifted velocities, indicating that the filament is inflowing. We present further observations of the nucleus in Mrk 509 using the Gemini Near-Infrared Integral Field Spectrograph, from which we conclude that this structure cannot be related to previously studied, typical narrow line region outflows and instead embodies the remains of an ongoing minor merger with a gas-rich dwarf galaxy, therefore providing a great opportunity to study the fueling of an AGN by a minor merger in progress.

  11. A DOUBLE NEUTRON STAR MERGER ORIGIN FOR THE COSMOLOGICAL RELATIVISTIC FADING SOURCE PTF11agg?

    The Palomar Transient Factory (PTF) team recently reported the discovery of a rapidly fading optical transient source, PTF11agg. A long-lived scintillating radio counterpart was identified, but the search for a high-energy counterpart showed negative results. The PTF team speculated that PTF11agg may represent a new class of relativistic outbursts. Here we suggest that a neutron star (NS)-NS merger system with a supra-massive magnetar central engine could be a possible source to power such a transient, if our line of sight is not on the jet axis direction of the system. These systems are also top candidates for gravitational wave sources to be detected in the advanced LIGO/Virgo era. We find that the PTF11agg data could be explained well with such a model, suggesting that at least some gravitational wave bursts due to NS-NS mergers may be associated with such a bright electromagnetic counterpart without a γ-ray trigger.

    This report summarizes technical progress achieved during the cooperative research agreement between Honeywell and U.S. Department of Energy to develop a high-temperature Re-configurable Processor for Data Acquisition (RPDA). The RPDA development has incorporated multiple high-temperature (225C) electronic components within a compact co-fired ceramic Multi-Chip-Module (MCM) package. This assembly is suitable for use in down-hole oil and gas applications. The RPDA module is programmable to support a wide range of functionality. Specifically this project has demonstrated functional integrity of the RPDA package and internal components, as well as functional integrity of the RPDA configured to operate as a Multi-Channel Data Acquisition Controller. This report reviews the design considerations, electrical hardware design, MCM package design, considerations for manufacturing assembly, test and screening, and results from prototype assembly and characterization testing.
