The IRG determined that its efforts would be best directed toward providing the DOE with recommendations concerning the MPC system design and development.     This report summarizes and comments on relevant solar energy market surveys and related studies to provide a basis for determining areas requiring additional research and possible policies and actions to aid in rapid adoption of solar technologies. Thirty-two studies are discussed. The first 19 studies directly assess the market for residential use of solar domestic hot water, space, and pool heating. Studies 20 and 21 inspect energy conservation surveys. Studies 22 and 23 examine the financial incentives and financial institutions in the expanding solar market. Study 24 considers energy and low-income people. Studies 25 and 26 assess market sizes for photovoltaic systems and wind machines. Studies 27 to 30 are not surveys per se, but represent secondary source and modeling efforts to gain understanding of the solar marketplace. Studies 31 and 32 present the Canadian perspective on the market feasibility of solar energy systems. Many of the studies contained flaws of concept and/or method to a degree that would bring into question the credibility of individual findings but, taken as an aggregrate, they provide a useful compendium of opinion about present and potential solar energy users.

    A meeting was held between DOE personnel and the BNFL team to review the proposed resolutions to DOE comments on the initial issue of the system specification and system design document for the Plutonium Stabilization and Packaging System. The objectives of this project are to design, fabricate, install, and start up a glovebox system for the safe repackaging of plutonium oxide and metal, with a requirement of a 50-year storage period. The areas discussed at the meeting were: nitrogen in can; moisture instrumentation; glovebox atmosphere; can marking-bar coding; weld quality; NFPA-101 references; inner can swabbing; ultimate storage environment; throughput; convenience can screw-top design; furnace/trays; authorization basis; compactor safety; schedule for DOE review actions; fire protection; criticality safety; applicable standards; approach to MC and A; homogeneous oxide; resistance welder power; and tray overfill. Revised resolutions were drafted and are presented.

    This report compares the energy use, oil use and emissions of electric vehicles (EVs) with those of conventional, gasoline-powered vehicles (CVs) over the total life cycle of the vehicles. The various stages included in the vehicles` life cycles include vehicle manufacture, fuel production, and vehicle operation. Disposal is not included. An inventory of the air emissions associated with each stage of the life cycle is estimated. Water pollutants and solid wastes are reported for individual processes, but no comprehensive inventory is developed. Volume IV includes copies of all the external peer review comments on the report distributed for review in July 1997.

I attended the meeting and gave the comments orally, but I wasn't able to finish because of the 3-minute time limit, so I'm sending them in written form (with a couple of very small revisions). I'd also like to say that I was disappointed to find that the meeting was poorly publicized, that very few members of the general public or the environmental community were present, and that there were no environmentalists or opponents of the proposed AIM pipeline expansion project among the formal speakers. I sincerely hope that future hearings will be more balanced, in keeping with this Administration's promise of transparent government that's responsive to the needs and concerns of its citizens.     The Fusion Energy Science Advisory Committee was asked to conduct a review of Fusion Materials Research Program (the Structural Materials portion of the Fusion Program) by Dr. Martha Krebs, Director of Energy Research for the Department of Energy. This request was motivated by the fact that significant changes have been made in the overall direction of the Fusion Program from one primarily focused on the milestones necessary to the construction of successively larger machines to one where the necessary scientific basis for an attractive fusion energy system is. better understood. It was in this context that the review of current scientific excellence and recommendations for future goals and balance within the Program was requested.

Unfortunately there is little relationship between water operations and power generation in decisions involving the Federal hydropower facilities located in California. Power is the lowest priority of the various project purposes met by the Federal projects and does not receive consideration in short term and long term planning. Water only flows through Federal power plants while it is being released by the dams to meet other project purposes.

    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

    This report contains the compilation of the 393 comments that were submitted during the review of the Advanced Conceptual Design Report for the Waste Receiving and Processing Facility Module 2A. The report was prepared by Raytheon Engineers and Constructors, Inc. of Englewood, Colorado for the United States Department of Energy. The review was performed by a variety of organizations identified in the report. The comments were addressed first by the Westinghouse cognizant engineers and then by the Raytheon cognizant engineers, and incorporated into the final issue of the Advanced Conceptual Design Report.

    To the Energy Review Task Force, I am a resident of Boston and also have property in Cummington, Mass. I am commenting specifically on a proposed gas pipeline by Kinder Morgan through the state of Massachusetts, but also generically on energy policy in New England. I am against building another gas pipeline in Massachusetts. The environmental and ecological risk of running a high pressure gas pipeline through conservation land, pristine nature, important water reservoirs, and residents farms and properties is great, and not where we as stewards of the earth should be putting our efforts. We should heed the findings that climate change is upon us and to the recommendations that we must curtail global warming emissions (like methane) and promote and support renewable energy. We should pay attention to recent independent findings that hydraulic fracturing has serious environmental problems, contributes to global warming, is harming water supplies, causes earthquakes, and is not a safe, secure, renewable method of obtaining energy. In summary, as leaders in environmental policy, we in New England should not be encouraging the production of fracked gas by building a conduit for that gas through our states. Laurel Greenberg

    Computer-based presentation systems enable the realization of effective and dynamic presentation styles that incorporate multiple media. Obvious examples are animated user interface agents which verbally comment on multimedia objects displayed on the screen while performing cross-media and cross-window pointing gestures. The design of such presentations must account for the temporal coordination of media output and the agent`s behavior. In this paper we describe a new presentation system which not only creates the multimedia objects to be presented, but also generates a script for presenting the material to the user. In our system, this script is forwarded to an animated presentation agent running the presentation. The paper details the kernel of the system which is a component for planning temporally coordinated multimedia.

    Here we discuss, temporal total internal reflection (TIR), in analogy to the conventional TIR of an optical beam at a dielectric interface, is the total reflection of an optical pulse inside a dispersive medium at a temporal boundary across which the refractive index changes. A pair of such boundaries separated in time acts as the temporal analog of planar dielectric waveguides. We study the propagation of optical pulses inside such temporal waveguides, both analytically and numerically, and show that the waveguide supports a finite number of temporal modes. We also discuss how a single-mode temporal waveguide can be created inmore » practice. In contrast with the spatial case, the confinement can occur even when the central region has a lower refractive index.« less

Most of the semantic graphs used in these applications are assumed to be static pieces of information, meaning temporal evolution of concepts and relationships are not taken into account. Guided by the need for more advanced semantic graph queries involving temporal concepts, this paper surveys the existing work involving temporal representations in semantic graphs.

    The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking to establish radiological criteria for site cleanup and decommissioning of NRC-licensed facilities. Open public meetings were held during 1993 in Chicago, IL, San Francisco, CA, Boston, MA, Dallas, TX, Philadelphia, PA, Atlanta, GA, and Washington, DC. Interested parties were invited to provide input on the rulemaking issues before the NRC staff develops a draft proposed rule. This report summarizes 3,635 comments categorized from transcripts of the seven workshops and 1,677 comments from 100 NRC docketed letters from individuals and organizations. No analysis or response to the comments is included. The comments reflect a broad spectrum of viewpoints on the issues related to radiological criteria for site cleanup and decommissioning. The NRC also held public meetings on the scope of the Generic Environmental Impact Statement (GEIS) during July 1993. The GEIS meetings were held in Washington, DC., San Francisco, CA, Oklahoma City, OK, and Cleveland, OH. Related comments from these meetings were reviewed and comments which differed substantially from those from the workshops are also summarized in the body of the report. A summary of the comments from the GEIS scoping meetings is included as an Appendix.

    TSAR2.3 (Temporal Scattering and Response) is a finite-difference time-domain electromagnetics code suite. TSAR2.3 is a software package for simulating the interactions of electromagnetic waves with linear materials through the use of the finite-difference time-domain method. The code suite contains grid generation, grid verification, input-file creation and post-processing utilities. The physics package, written in Fortran 77, can be pre-processed to run on many different architectures including Cray, Vax and many Unix workstations. Tools are provided tomore » easily port the code to new computers. The physics package is an efficient, flexible electromagnetic simulator. A body under study can be represented as a three-dimensional grid of materials with arbitrary linear properties. This grid can be simulated in a number of ways including incident plane waves, dipoles, and arbitrary incident fields. The grid can be terminated with numerous boundary conditions including free-space radiation, electric conductor, or magnetic conductor.     To the Quadrennial Energy Review Task Force and Energy Policy Systems Analysis Staff: We are unable to attend today's public meeting in Hartford, CT. With only four working days advanced notice of this event we find it difficult to believe that any real effort has been made on your part to reach out to the public for their input. Be that as it may, we want to take this opportunity to comment on the very subject of this meeting. The only true energy related "Infrastructure constraints" we are aware of here in New England are those experienced by corporate entities who seek to export our precious resources to other nations for profit. This, of course, is not at all in the public's interest. Certainly you recall all the efforts our goverment put into establishing "Energy Independence"? That phrase has, and continues to be the watchword heard throughout our nation. Why now, when so-called "Energy Independence" has yet to be established, would we choose to enable private corporations to export gas and oil to other countries at our expense? Further, why is it that corporations and their supporters in government are not actively seeking to repair the massive and dangerous leaks in our existing pipelines? How can corporations and government agencies who reportedly oversee energy corporations even consider building new pipelines when the existing ones are in so need of repair? With this in mind, the only "constraints" we are aware of are the lack of constraints on energy corporations run amok, forever seeking more profits at the expense of the public good. Please recall your mission: "The mission of the Energy Department is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions."   18. Uranium Leasing Program Draft Programmatic EIS Issued for Public Comment

    DOE has issued the Draft Uranium Leasing Program Programmatic Environmental Impact Statement (ULP PEIS)(DOE/EIS-0472D) for public review and comment. The public comment period ends May 16, 2013. Under the Uranium Leasing Program, the DOE Office of Legacy Management administers 31 tracts of land in Mesa, Montrose, and San Miguel counties that are leased to private entities to mine uranium and vanadium. The program covers an area of approximately 25,000 acres. No mining operations are active on the ULP lands at this time. DOE is preparing the ULP PEIS to analyze the reasonably foreseeable potential environmental impacts, including the site-specific and cumulative impacts, of the range of selected alternatives for managing the program.

MISO also presented to DOE on the QER at the Newark, NJ public session held on September 8, 2014. MISO appreciates that opportunity.
