    The Institute for Regulatory Science (RS) and the American Society of Mechanical Engineers (ASME) jointly estab lished a peer-review program. As the program evolved, four types of review were established. A process for stakeholder participation in peer review eetings was also developed. While a committee established by the ASME provided oversight to the peer-review process, the RSI managed the day-to-day operations of peer review panels. In addition to the reports resulting from peer review of specific projects, several documents were prepared to facilitate the review process, all of which were widely distributed.

    MELCOR is a fully integrated, engineering-level computer code that models the progression of severe accidents in light water reactor nuclear power plants. The newest version of MELCOR is Version 1.8.1, July 1991. MELCOR development has reached the point that the United States Nuclear Regulatory Commission sponsored a broad technical review by recognized experts to determine or confirm the technical adequacy of the code for the serious and complex analyses it is expected to perform. For this purpose, an eight-member MELCOR Peer Review Committee was organized. The Committee has completed its review of the MELCOR code: the review process and findings of the MELCOR Peer Review Committee are documented in this report. The Committee has determined that recommendations in five areas are appropriate: (1) MELCOR numerics, (2) models missing from MELCOR Version 1.8.1, (3) existing MELCOR models needing revision, (4) the need for expanded MELCOR assessment, and (5) documentation.

    The CONTAIN code was developed by Sandia National Laboratories under the sponsorship of the US Nuclear Regulatory Commission (NRC) to provide integrated analyses of containment phenomena. It is used to predict nuclear reactor containment loads, radiological source terms, and associated physical phenomena for a range of accident conditions encompassing both design-basis and severe accidents. The code`s targeted applications include support for containment-related experimental programs, light water and advanced light water reactor plant analysis, and analytical support for resolution of specific technical issues such as direct containment heating. The NRC decided that a broad technical review of the code should be performed by technical experts to determine its overall technical adequacy. For this purpose, a six-member CONTAIN Peer Review Committee was organized and a peer review as conducted. While the review was in progress, the NRC issued a draft ``Revised Severe Accident Code Strategy`` that incorporated revised design objectives and targeted applications for the CONTAIN code. The committee continued its effort to develop findings relative to the original NRC statement of design objectives and targeted applications. The Committee determined some improvements are warranted and provided recommendations in five code-related areas: (1) documentation, (2) user guidance, (3) modeling capability, (4) code assessment, and (5) technical assessment.

    The Commercial Lighting Solutions (CLS) project directly supports the U.S. Department of Energy’s Commercial Building Energy Alliance efforts to design high performance buildings. CLS creates energy efficient best practice lighting designs for widespread use, and they are made available to users via an interactive webtool that both educates and guides the end user through the application of the Lighting Solutions. This report summarizes the peer review of the beta version of the CLS webtool, which contains retail box lighting solutions. The methodology for the peer review process included data collection (stakeholder input), analysis of the comments, and organization of the input into categories for prioritization of the comments against a set of criteria. Based on this process, recommendations were developed about which feedback should be addressed for the release of version 1.0 of the webtool at the Lightfair conference in New York City in May 2009. Due to the volume of data (~500 comments) the methodology for addressing the peer review comments was central to the success of the ultimate goal of improving the tool. The comments were first imported into a master spreadsheet, and then grouped and organized in several layers. Solutions to each comment were then rated by importance and feasibility to determine the practicality of resolving the concerns of the commenter in the short-term or long-term. The rating system was used as an analytical tool, but the results were viewed thoughtfully to ensure that they were not the sole the factor in determining which comments were recommended for near-term resolution. The report provides a list of the top ten most significant and relevant improvements that will be made within the webtool for version 1.0 as well as appendices containing the short-term priorities in additional detail. Peer review comments that are considered high priority by the reviewers and the CLS team but cannot be completed for Version 1.0 are listed as long-term recommendations.

    In 1993, the Government Performance and Results Act (GPRA, PL 103-62) was enacted. GPRA, which applies to all federal programs, has three components: strategic plans, annual performance plans, and metrics to show how well annual plans are being followed. As part of meeting the GRPA requirement in FY2000, a 14-member external peer review panel (the Garwin Committee) was convened on May 17-19, 2000 to review Sandia National Laboratories' Pulsed Power Programs as a component of the Performance Appraisal Process negotiated with the Department of Energy (DOE). The scope of the review included activities in inertial confinement fission (ICF), weapon physics, development of radiation sources for weapons effects simulation, x-ray radiography, basic research in high energy density physics (HEDP), and pulsed power technology research and development. In his charge to the committee, Jeffrey Quintenz, Director of Pulsed Power Sciences (1600) asked that the review be based on four criteria (1) quality of science, technology, and engineering, (2) programmatic performance, management, and planning, (3) relevance to national needs and agency missions, and (4) performance in the operation and construction of major research facilities. In addition, specific programmatic questions were posed by the director and by the DOE-Defense Programs (DP). The accompanying report, produced as a SAND document, is the report of the committee's findings.

    Deposition of crystallographic structures should be concurrent with or prior to manuscript submission for peer review, enabling validation and increasing reliability of the PDB. Most of the macromolecular structures in the Protein Data Bank (PDB), which are used daily by thousands of educators and scientists alike, are determined by X-ray crystallography. It was examined whether the crystallographic models and data were deposited to the PDB at the same time as the publications that describe them were submitted for peer review. This condition is necessary to ensure pre-publication validation and the quality of the PDB public archive. It was found that a significant proportion of PDB entries were submitted to the PDB after peer review of the corresponding publication started, and many were only submitted after peer review had ended. It is argued that clear description of journal policies and effective policing is important for pre-publication validation, which is key in ensuring the quality of the PDB and of peer-reviewed literature.

    The Commercial Lighting Solutions (CLS) project directly supports the U.S. Department of Energy’s Commercial Building Energy Alliance efforts to design high performance buildings. CLS creates energy efficient best practice lighting designs for widespread use, and they are made available to users via an interactive webtool that both educates and guides the end user through the application of the Lighting Solutions. This report summarizes the peer review of the CLS webtool for offices. The methodology for the peer review process included data collection (stakeholder input), analysis of the comments, and organization of the input into categories for prioritization of the comments against a set of criteria. Based on this process, recommendations were developed for the release of version 2.0 of the webtool at the Lightfair conference in Las Vegas in May 2010. The report provides a list of the top ten most significant and relevant improvements that will be made within the webtool for version 2.0 as well as appendices containing the comments and short-term priorities in additional detail. Peer review comments that are considered high priority by the reviewers and the CLS team but cannot be completed for Version 2.0 are listed as long-term recommendations.

    LLNL is a participant of California's Advanced Energy Pathways (AEP) team funded by DOE (NETL). At the AEP technical review meeting on November 9, 2006. The AB 1007 FFCA team (Appendix A) requested LLNL participate in a peer review of the FFCA reports. The primary contact at the CEC was McKinley Addy.     The Nuclear Regulatory Commission (NRC) Standardized Plant Analysis Risk (SPAR) Models underwent a Peer Review using ASME PRA standard (Addendum C) as endorsed by NRC in Regulatory Guide (RG) 1.200. The review was performed by a mix of industry probabilistic risk analysis (PRA) experts and NRC PRA experts. Representative SPAR models, one PWR and one BWR, were reviewed against Capability Category I of the ASME PRA standard. Capability Category I was selected as the basis for review due to the specific uses/applications of the SPAR models. The BWR SPAR model was reviewed against 331 ASME PRA Standard Supporting Requirements; however, based on the Capability Category I level of review and the absence of internal flooding and containment performance (LERF) logic only 216 requirements were determined to be applicable. Based on the review, the BWR SPAR model met 139 of the 216 supporting requirements. The review also generated 200 findings or suggestions. Of these 200 findings and suggestions 142 were findings and 58 were suggestions. The PWR SPAR model was also evaluated against the same 331 ASME PRA Standard Supporting Requirements. Of these requirements only 215 were deemed appropriate for the review (for the same reason as noted for the BWR). The PWR review determined that 125 of the 215 supporting requirements met Capability Category I or greater. The review identified 101 findings or suggestions (76 findings and 25 suggestions). These findings or suggestions were developed to identify areas where SPAR models could be enhanced. A process to prioritize and incorporate the findings/suggestions supporting requirements into the SPAR models is being developed. The prioritization process focuses on those findings that will enhance the accuracy, completeness and usability of the SPAR models.

    This report presents the results of a fully documented peer review of DOE/RW-0184, Rev. 1, ``Characteristics of Potential Repository Wastes``. The peer review was chaired and administered by oak Ridge National Laboratory (ORNL) for the Department of Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM) and was conducted in accordance with OCRWM QA procedure QAAP 3.3 ``Peer Review`` for the purpose of quailing the document for use in OCRWM quality-affecting work. The peer reviewers selected represent a wide range of experience and knowledge particularly suitable for evaluating the subject matter. A total of 596 formal comments were documented by the seven peer review panels, and all were successfully resolved. The peers reached the conclusion that DOE/RW-0184, Rev. 1, is quality determined and suitable for use in quality-affecting work.

    VICTORIA is a mechanistic computer code designed to analyze fission product behavior within a nuclear reactor coolant system (RCS) during a severe accident. It provides detailed predictions of the release of radioactive and nonradioactive materials from the reactor core and transport and deposition of these materials within the RCS. A summary of the results and recommendations of an independent peer review of VICTORIA by the US Nuclear Regulatory Commission (NRC) is presented, along with recent applications of the code. The latter include analyses of a temperature-induced steam generator tube rupture sequence and post-test analyses of the Phebus FPT-1 test. The next planned Phebus test, FTP-4, will focus on fission product releases from a rubble bed, especially those of the less-volatile elements, and on the speciation of the released elements. Pretest analyses using VICTORIA to estimate the magnitude and timing of releases are presented. The predicted release of uranium is a matter of particular importance because of concern about filter plugging during the test.

    In May of 1998, a technical basis and implementation guidelines document for A Technique for Human Event Analysis (ATHEANA) was issued as a draft report for public comment (NUREG-1624). In conjunction with the release of draft NUREG- 1624, a peer review of the new human reliability analysis method its documentation and the results of an initial test of the method was held over a two-day period in June 1998 in Seattle, Washington. Four internationally known and respected experts in HK4 or probabilistic risk assessment were selected to serve as the peer reviewers. In addition, approximately 20 other individuals with an interest in HRA and ATHEANA also attended the peer and were invited to provide comments. The peer review team was asked to comment on any aspect of the method or the report in which improvements could be made and to discuss its strengths and weaknesses. They were asked to focus on two major aspects: Are the basic premises of ATHEANA on solid ground and is the conceptual basis adequate? Is the ATHEANA implementation process adequate given the description of the intended users in the documentation? The four peer reviewers asked questions and provided oral comments during the peer review meeting and provided written comments approximately two weeks after the completion of the meeting. This paper discusses their major comments.

    Prompted by a $10 million Congressional allocation to identify supplemental actions to protect the Columbia River from groundwater contamination beneath the Hanford Reservation, the U. S. Department of Energy (DOE) Environmental Management (EM) Office of Clean-up Technology identified twenty-three potential technical projects and then down-selected ten of these for further evaluation. An independent expert peer review was conducted for the ten down-selected proposals. The review panel consisted of twenty-three recognized subject matter experts that broadly represented academia, industry, and federal laboratories. Of the initial ten proposals reviewed, one was given unconditional support, six were given conditional support, and three were not supported as proposed. Three additional proposals were then submitted by DOE for review--these proposals were structured, in part, to respond to the initial round of technical peer review comments. Peer reviews of these additional proposals provided conditional support. For those proposals that received conditional support, DOE requested specific implementation and work plans and assessed whether the plans adequately addressed the technical conditions identified by the review panel. The final list of technology proposals receiving support, or conditional support, primarily focused on understanding and reducing the potential impacts of uranium, chromium, and strontium from facilities adjacent to the Columbia River, with a secondary focus on understanding and limiting the future Columbia River impacts from the large carbon tetrachloride groundwater plume underlying and downgradient of the Hanford Central Plateau facilities. The results and recommendations of the peer reviews informed the final DOE project selections and supported implementation of the selected projects to protect the Columbia River and address groundwater contamination at Hanford.

    An external peer review was conducted to review the groundwater models used in the corrective action investigation stage of the Underground Test Area (UGTA) subproject to forecast zones of potential contamination in 1,000 years for the Frenchman Flat area. The goal of the external peer review was to provide technical evaluation of the studies and to assist in assessing the readiness of the UGTA subproject to progress to monitoring activities for further model evaluation. The external peer review team consisted of six independent technical experts with expertise in geology, hydrogeology,'''groundwater modeling, and radiochemistry. The peer review team was tasked with addressing the following questions: 1. Are the modeling approaches, assumptions, and model results for Frenchman Flat consistent with the use of modeling studies as a decision tool for resolution of environmental and regulatory requirements? 2. Do the modeling results adequately account for uncertainty in models of flow and transport in the Frenchman Flat hydrological setting? a. Are the models of sufficient scale/resolution to adequately predict contaminant transport in the Frenchman Flat setting? b. Have all key processes been included in the model? c. Are the methods used to forecast contaminant boundaries from the transport modeling studies reasonable and appropriate? d. Are the assessments of uncertainty technically sound and consistent with state-of-the-art approaches currently used in the hydrological sciences? 3. Are the datasets and modeling results adequate for a transition to Corrective Action Unit monitoring studies—the next stage in the UGTA strategy for Frenchman Flat? The peer review team is of the opinion that, with some limitations, the modeling approaches, assumptions, and model results are consistent with the use of modeling studies for resolution of environmental and regulatory requirements. The peer review team further finds that the modeling studies have accounted for uncertainty in models of flow and transport in the Frenchman Flat except for a few deficiencies described in the report. Finally, the peer review team concludes that the UGTA subproject has explored a wide range of variations in assumptions, methods, and data, and should proceed to the next stage with an emphasis on monitoring studies. The corrective action strategy, as described in the Federal Facility Agreement and Consent Order, states that the groundwater flow and transport models for each corrective action unit will consider, at a minimum, the following: • Alternative hydrostratigraphic framework models of the modeling domain. • Uncertainty in the radiological and hydrological source terms. • Alternative models of recharge. • Alternative boundary conditions and groundwater flows. • Multiple permissive sets of calibrated flow models. • Probabilistic simulations of transport using plausible sets of alternative framework and recharge models, and boundary and groundwater flows from calibrated flow models. • Ensembles of forecasts of contaminant boundaries. • Sensitivity and uncertainty analyses of model outputs. The peer review team finds that these minimum requirements have been met. While the groundwater modeling and uncertainty analyses have been quite detailed, the peer review team has identified several modeling-related issues that should be addressed in the next phase of the corrective action activities: • Evaluating and using water-level gradients from the pilot wells at the Area 5 Radioactive Waste Management Site in model calibration. • Re-evaluating the use of geochemical age-dating data to constrain model calibrations. • Developing water budgets for the alluvial and upper volcanic aquifer systems in Frenchman Flat. • Considering modeling approaches in which calculated groundwater flow directions near the water table are not predetermined by model boundary conditions and areas of recharge, all of which are very uncertain. • Evaluating local-scale variations in hydraulic conductivity on the calculated contaminant boundaries. • Evaluat

    In May of 1998, a technical basis and implementation guidelines document for A Technique for Human Event Analysis (ATHEANA) was issued as a draft report for public comment (NUREG-1624). In conjunction with the release of the draft NUREG, a paper review of the method, its documentation, and the results of an initial test of the method was held over a two-day period in Seattle, Washington, in June of 1998. Four internationally-known and respected experts in human reliability analysis (HRA) were selected to serve as the peer reviewers and were paid for their services. In addition, approximately 20 other individuals with an interest in HRA and ATHEANA also attended the peer review meeting and were invited to provide comments. The peer review team was asked to comment on any aspect of the method or the report in which improvements could be made and to discuss its strengths and weaknesses. All of the reviewers thought the ATEANA method had made significant contributions to the field of PRA/HRA, in particular by addressing the most important open questions and issues in HRA, by attempting to develop an integrated approach, and by developing a framework capable of identifying types of unsafe actions that generally have not been considered using existing methods. The reviewers had many concerns about specific aspects of the methodology and made many recommendations for ways to improve and extend the method, and to make its application more cost effective and useful to PRA in general. Details of the reviewers` comments and the ATHEANA team`s responses to specific criticisms will be discussed.

    An independent technical review (peer review) was conducted during the period of September 15--17, 1992. The review was conducted by C. Warren Ankerberg (Geraghty and Miller, Inc., Tampa, Florida) and Don Messinger (Roy F. Weston, Inc., West Chester, Pennsylvania). The review was held at Jacobs Engineering in Albuquerque, New Mexico, and at the Shiprock, New Mexico, site. The peer review included a review of written documentation [water sampling standard operating procedures (SOP)], an inspection of technical reports and other deliverables, a review of staff qualifications and training, and a field visit to evaluate the compliance of field procedures with SOPS. Upon completion of the peer review, each reviewer independently prepared a report of findings from the review. The reports listed findings and recommended actions. This document responds to the observations, comments, and recommendations submitted by Don Messinger following his review. The format of this document is to present the findings and recommendations verbatim from Mr. Messinger`s report, followed by responses from the UMTRA Project staff. Included in the responses from the UMTRA Project staff are recommended changes in SOPs and strategies for implementing the charges.

    Fifteen samples recovered from the lower head of the Three Mile Island (TMI) Unit 2 nuclear reactor pressure vessel were subjected to detailed metallurgical examinations by the Idaho National Engineering Laboratory (INEL), with supporting work carried out by Argonne National Laboratory (ANL) and several of the European participants. These examinations determined that a portion of the lower head, a so-called elliptical ``hot spot`` measuring {approx}0.8 {times} 1 m, reached temperatures as high as 1100{degrees}C during the accident and cooled from these temperatures at {approx}10--100{degrees}C/min. The remainder of the lower head was found to have remained below the ferrite-toaustenite transformation temperature of 727{degrees}C during the accident. Because of the significance of these results and their importance to the overall analysis of the TMI accident, a panel of three outside peer reviewers, Dr. Robert W. Bohl, Mr. Richard G. Gaydos, and Mr. George F. Vander Voort, was formed to conduct an independent review of the metallurgical analyses. After a thorough review of the previous analyses and examination of photo-micrographs and actual lower head specimens, the panel determined that the conclusions resulting from the INEL study were fundamentally correct. In particular, the panel reaffirmed that four lower head samples attained temperatures as high as 1100{degrees}C, and perhaps as high as 1150--1200{degrees}C in one case, during the accident. They concluded that these samples subsequently cooled at a rate of {approx}50--125{degrees}C/min in the temperature range of 600--400{degrees}C, in good agreement with the original analysis. The reviewers also agreed that the remainder of the lower head samples had not exceeded the ferrite-to-austenite transformation temperature during the accident and suggested several refinements and alternative procedures that could have been employed in the original analysis.

    At the request of the Office of Independent Technical Review for the U.S. Department of Energy (DOE), Uranium Mill Tailings Remedial Action (UMTRA) Project, an independent technical review (peer review) was conducted during the period of September 15-17, 1992. The review was conducted by C. Warren Ankerberg (Geraghty & Miller, Inc., Tampa, Florida) and Don Messinger (Roy F. Weston, Inc., West Chester, Pennsylvania). The peer review included a review of written documentation [water sampling standard operating procedures (SOP)], an inspection of technical reports and other deliverables, a review of staff qualifications and training, and a field visit to evaluate the compliance of field procedures with SOPs. The approach of the peer reviewers was to verify that the program meets the following criteria: Reported results are traceable to and consistent with recorded data. The basic assumptions and acceptance criteria are valid. Data are traceable to their origin and to reported analytical results. The procedures employed are consistent both internally and externally with written SOPs and regulatory guidelines. Inferences and conclusions are soundly based. The procedures and/or reports generated present work that satisfies the local, state and/or Federal regulatory requirements as applicable. The approach is consistent with industry standards and/or state-of-the-art technology, as practical. The data generated by activities are legally defensible and technically sound. UMTRA staff are adequately trained and qualified for the work. This document is a response to the observations, comments, and recommendations submitted by C. Warren Ankerberg following his review. The format of this document is to present the findings and recommendations verbatim from Mr. Ankerberg`s report, followed by responses from the UMTRA Project staff. Included in the responses from the UMTRA Project staff are recommended changes in SOPs and strategies for implementing the changes.

    The Engineering Sciences Center at Sandia National Laboratories provided an independent peer review of the structural analysis supporting the National Transportation Safety Board investigation of the August 1, 2007 collapse of the I-35W Bridge in Minneapolis. The purpose of the review was to provide an impartial critique of the analysis approach, assumptions, solution techniques, and conclusions. Subsequent to reviewing numerous supporting documents, a SNL team of staff and management visited NTSB to participate in analysis briefings, discussions with investigators, and examination of critical elements of the bridge wreckage. This report summarizes the opinion of the review team that the NTSB analysis effort was appropriate and provides compelling supporting evidence for the NTSB probable cause conclusion.

    The peer review team commends the Navarro-Intera, LLC (N-I), team for its efforts in using limited data to model the fate of radionuclides in groundwater at Yucca Flat. Recognizing the key uncertainties and related recommendations discussed in Section 6.0 of this report, the peer review team has concluded that U.S. Department of Energy (DOE) is ready for a transition to model evaluation studies in the corrective action decision document (CADD)/corrective action plan (CAP) stage. The DOE, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) clarified the charge to the peer review team in a letter dated October 9, 2014, from Bill R. Wilborn, NNSA/NFO Underground Test Area (UGTA) Activity Lead, to Sam J. Marutzky, N-I UGTA Project Manager: “The model and supporting information should be sufficiently complete that the key uncertainties can be adequately identified such that they can be addressed by appropriate model evaluation studies. The model evaluation studies may include data collection and model refinements conducted during the CADD/CAP stage. One major input to identifying ‘key uncertainties’ is the detailed peer review provided by independent qualified peers.” The key uncertainties that the peer review team recognized and potential concerns associated with each are outlined in Section 6.0, along with recommendations corresponding to each uncertainty. The uncertainties, concerns, and recommendations are summarized in Table ES-1. The number associated with each concern refers to the section in this report where the concern is discussed in detail.

    This report compares the energy use, oil use and emissions of electric vehicles (EVs) with those of conventional, gasoline-powered vehicles (CVs) over the total life cycle of the vehicles. The various stages included in the vehicles` life cycles include vehicle manufacture, fuel production, and vehicle operation. Disposal is not included. An inventory of the air emissions associated with each stage of the life cycle is estimated. Water pollutants and solid wastes are reported for individual processes, but no comprehensive inventory is developed. Volume IV includes copies of all the external peer review comments on the report distributed for review in July 1997.

    This document provides the findings from a peer review of the Oak Ridge National Laboratory (ORNL) Hightower 2000 study, which set forth a strategy for characterization of low levels of radioactive contaminants in depleted uranium hexafluoride (DUF{sub 6}) cylinders at the Oak Ridge, Paducah, and Portsmouth gaseous diffusion plants. The information from that study will be used in a DOE-issued request for proposal (RFP) for conversion services from the private sector, to assist vendors in reducing costs associated with contingencies relating to handling this DUF{sub 6} with elevated transuranics (TRUs) and technetium (Tc). The Hightower study developed a general strategy for DUF{sub 6} sampling and analysis in accordance with their task but also recommended the following courses of action: (a) Collect and analyze liquid samples from the two identified Paducah Gaseous Diffusion Plant (PGDP) feed cylinders, feed the DUF{sub 6} into the cascades, and conduct an analysis on the resulting heels by washing and analyzing the wash rinsate; (b) Characterize the cylinder coatings to determine the extent and levels of polychlorinated biphenyl (PCB) contamination; and (c) Verify the characterization of the cylinder inventory's compliance with Department of Transportation (DOT) regulations and the American Society of Mechanical Engineers (ASME) pressure vessel code In addition to the above recommendations, the study also concluded that additional characterization is not likely to result in lower bids by prospective vendors, and that direct sampling of many older tails cylinders may be impractical.

    The purpose of the Peer Review Panel was to provide an independent review by experts in nuclear waste processing and materials on the adequacy of the existing data base for the iron-enriched basalt waste form developed by EG and G Idaho, and to evaluate the broad range of proposed applications for this waste form. It was not the purpose of this review to specifically rank iron-enriched basalt against other nuclear waste forms. It was the concensus of the Peer Review Panel that the concept, experimental research, and identification of potential applications of the iron-enriched basalt waste form were of high quality. Iron-enriched basalt is a primarily ceramic waste form with a residual glass phase. It has a broad range of composition, permitting the incorporation of a wide variety of nuclear wastes. The product has good mechanical strength and produces very low quantities of respirable particles under impact conditions. Matrix dissolution rates under neutral pH conditions are comparable to or lower than those of borosilicate glass. In the area of waste form characterization, the Panel recommended additional static and dynamic leaching tests as a function of pH and CO/sub 2/ in solution, and in brine solutions of varying composition. The panel also recommended that unprocessed transuranic (TRU) wastes be subjected to leach tests. Large-scale iron-enriched basalt castings in which the grain growth was uncontrolled have been observed to be less durable than controlled-grain-growth laboratory-scale castings. Therefore, the Panel also recommended leaching tests as a function of microstructure to determine ranges of acceptable microstructure. In the area of the IEB production process, the Panel recommended a variety of laboratory-scale and pilot plant-scale research.

    The US Department of Energy`s (DOE) Office of Environmental Management (EM) Office of Science and Technology (OST) has conducted studies of integrated thermal treatment systems and integrated nonthermal treatment systems (INTS) for treating contact handled, alpha and non-alpha mixed low level radioactive waste (MLLW). The MLLW in the DOE complex consists of a wide variety of organic and inorganic solids and liquids contaminated with radioactive substances. Treatment systems are needed to destroy organic material and stabilize residues prior to land disposal. In May 1996 the Deputy Assistant Secretary for OST appointed an Independent Peer Review Panel to: (1) review and comment on the INTS Study; (2) make recommendations on the most promising thermal and nonthermal treatment systems; (3) make recommendations on research and development necessary to prove the performance of nonthermal and thermal technologies; and (4) review and comment on the preliminary draft of the ITTS/INTS Comparison Report. This report presents the primary conclusions and recommendations based on the review of the INTS study and the comparison report. System selection, overviews, comparisons, cost estimations and sensitivity analyses, and recommended R and D engineering needs are then described and discussed.

    The US Department of Energy (DOE) Yucca mountain Site Characterization Project Office (YMPO) assigned Science Applications International Corporation (SAIC), the Technical and Management Support Services (T&MSS) contractor to the YmPo, the task of conducting an Early Site Suitability Evaluation (ESSE) of the Yucca mountain site as a potential site for a high-level radioactive waste repository. First, the assignment called for the development of a method to evaluate a single site against the DOE General Guidelines for Recommendation of Sites for Nuclear Waste Repositories, 10 CFR Part 960. Then, using this method, an evaluation team, the ESSE Core Team, of senior YMP scientists, engineers, and technical experts, evaluated new information obtained about the site since publication of the final Environmental Assessment (DOE, 1986) to determine if new suitability/unsuitability findings could be recommended. Finally, the Core Team identified further information and analyses needed to make final determinations for each of the guidelines. As part of the task, an independent peer review of the ESSE report has been conducted. Expertise was solicited that covered the entire spectrum of siting guidelines in 10 CFR Part 960 in order to provide a complete, in-depth critical review of the data evaluated and cited in the ESSE report, the methods used to evaluate the data, and the conclusions and recommendations offered by the report. Fourteen nationally recognized technical experts (Table 2) served on the Peer Review Panel. The comments from the Panel and the responses prepared by the ESSE Core Team, documented on formal Comment Response Forms, constitute the body of this document.

    This volume of the LLE Review, covering the period October-December 1991, contains articles on the analysis of argon-filled target experiments, and a theoretical analysis of the impact of nonlocal heat transport in laser filamentation in plasmas. In the Advanced Technology section there is an article on mechanisms that affect thin-film conductivity, and a report on the gain characteristics of the 20-cm SSA prototype amplifier to be used in the OMEGA Upgrade. Finally, the activities of the National Laser Users Facility and the GDL and OMEGA laser facilities are summarized. Highlights of the research reported in this issue are: argon radiation from argon-filled, polymer-shell targets is used as a core-temperature diagnostic and density diagnostic of the surrounding region in a regime where the argon line radiation is strongly absorbed. A theoretical analysis of the impact of nonlocal heat transport on laser filamentation in plasmas is developed. The resulting model is compared with experimental observations and the implications for ICF are discussed. A study of thermal conductivity in thin films seeks to identify mechanisms that result in degradation of thin-film conductivity. Identifying these mechanisms can lead to changes in the thin-film manufacture that will improve their resistance to laser damage.

    This issue of the PETC Review is devoted to explaining how the private sector can do business with DOE-and with PETC in particular-and how DOE works with academia, industry, and state and local groups to accomplish objectives of mutual interest. Over the past several years, the notion of cost-sharing'' has been receiving increased attention. Indeed, cost-shared RD D is becoming the norm, not only within DOE but also among other government agencies, including the Department of Defense. It may surprise some of our readership to learn that RD D cost-sharing is not a new government policy. In fact, it has been part of the DOE Acquisition Regulations from their inception in 1977. In lay terms, cost participation, a general kind of cost-sharing, is required for RD D efforts in which the non-Federal participant's goal is commercialization or in situations for which it is reasonable to expect that economic benefits will accrue to the participant as a result of the work. The policy is quite flexible and states that the degree of non-DOEcost participation depends on a number of factors, including the nature of the work performed and the extent of the project risk. As competition for RD D funds increases, it is to be expected that cost-sharing requirements for development, and even for basic research, will increase. Nevertheless, we think that Federal support of RD D will continue to be necessary to maintain this country's leadership in science, technology, industry, and living standards.
