    This conference was organized to study and analyze the role of simulation, analysis, modeling, and exercises in the history of NATO policy. The premise was not that the results of past studies will apply to future policy, but rather that understanding what influenced the decision process -- and how -- would be of value. The structure of the conference was built around discussion panels. The panels were augmented by a series of papers and presentations focusing on particular TNF events, issues, studies, or exercises. The conference proceedings consist of three volumes. Volume 1 contains the conference introduction, agenda, biographical sketches of principal participants, and analytical summary of the presentations and panels. This volume contains a short introduction and the papers and presentations from the conference. Volume 3 contains selected papers by Brig. Gen. Robert C. Richardson III (Ret.). Individual papers in this volume were abstracted and indexed for the database.

    On January 1, 2014, editorial leadership of Medical Physics passed from esteemed long-time Editor Bill Hendee to a collective editorial group composed of the three presenters listed above. In this presentation, we would like to outline our vision for the future of Medical Physics and review recent work-in-progress initiatives to implement this vision. Finally, we will close with guidance to authors on how to write a good Medical Physics paper. Vision for Medical Physics and current initiatives: Jeff Williamson, Editor-in-Chief We cannot improve on Dr. Hendee's succinct vision statement to continue the Journal's tradition of publishing the very best science that propels our discipline forward and improves our contribution to patient care. More concretely, the Journal should be s the preeminent forum for electronic exchange of cutting edge medical physics science. We seek to identify the best contributions in (a) high impact clinical physics innovations; (b) clinical translation and validation of basic science innovations; or (c) cutting edge basic science developments with potential for patient care improvements. Among the challenges and opportunities we face are: are electronic-only and open access publishing; trends towards more interactive, social-media based scientific communities; and diversification of the medical physics research, authorship, and readership domains, including clinical applications quite foreign to core ABR clinical competencies. To address these issues over the next 3 years, we have reduced the size of our Editorial Board and focused its efforts on improving the Journal's impact through 4 working groups (WGs): WG-1: Review process quality and selectivity Creation of 120 member Board of Associate Editors to improve review uniformity by placing Ms. management in fewer hands New reviewer guidelines and templates Answer: what is the scope of medical physics research? Recursive taxonomy for tagging review expertise and article contents WG-2 Improving reader experience Redesigning http://MedPhys.org to host interactive features and gateway to electronic issue archive Experimentation with interactive features beginning with Point/Counterpoint Data mining and Journal quality evaluation Find out who are audiences are Identify characteristics of high impact articles Measure effectiveness of innovations Outreach to related communities Special issues presenting high-impact work in designated subcommunities Addressing the needs of new research constituencies: engineers, biophysicists, clinicians Guidelines and templates for reviewers and associate editors: Shiva Das, Therapy Physics Editor We will discuss the Med. Phys. review process and a new initiative to create review templates that attempts to address current shortcomings. Template design is informed by the literature on of the review process effectiveness and practices of other journals. Its goals are to provide authors more constructive criticism to improve the manuscript; quantifying perceived importance and potential impact; and providing structured sections that prompt the reviewer to addresses important technical and editorial elements. While the template is recommended to be used, reviewers could alternatively enter their comments in the older free-form style. The expectations of the template are that it will enable consistently thorough, high quality reviews that accurately separate acceptable vs. substandard submissions but continue our tradition of helping authors to enhance papers with high potential. Ultimately, the goal is to reduce variability and subjectivity in the peer-review process, in turn leading to articles with higher research and clinical impact. We will also discuss interesting perspectives from several journals on aspects of the peer-review process such as public input via comments, influence of author-suggested reviewers, and bias in reviewer selection. Writing good scientific papers and responding to critiques: Mitch Goodsitt, Imaging Physics Editor The essential components of the abstract, introduction, methods, discussion and conclusion sections, as well as the desired writing style and style of the figures and tables will be reviewed. Publishable Medical Physics Ms. must include a clear and concise statement of the novelty and clinical and/or scientific importance of their work. Examples of novelty include: new technical solution to an important clinical problem; new generalizable knowledge; or first demonstration that an existing engineering solution solves a clinical problem. Authors must also include: sufficient background information and rationale; enough detail that the work can be reproduced by others; sufficient statistical analysis to refute or validate their hypothesis, how it compares to; is distinct from, and improves upon others' work; and the limitations of their study. When the authors receive critiques from the referees and associate editor, the authors should provide a detailed point-bypoint response to each comment. We now ask that the authors' rebuttal include the text of the original criticism, the authors' response, and the modified text along with the line numbers in the revised article. We also ask that the new text be highlighted in a different font color in the revised submission. These changes and others will be discussed. Their purpose is to facilitate the review process.

    Groundwater monitoring at the Nevada Test Site (NTS) is conducted to detect the presence of radionuclides produced by underground nuclear testing and to verify the quality and safety of groundwater supplies as required by the State of Nevada and federal regulations, and by U.S. Department of Energy (DOE) Orders. Groundwater is monitored at water-supply wells and at other boreholes and wells not specifically designed or located for traditional groundwater monitoring objectives. Different groundwater monitoring programs at the NTS are conducted by several DOE Nevada Operations Office (DOE/NV) contractors. Presently, these individual groundwater monitoring programs have not been assessed or administered under a comprehensive planning approach. Redundancy exists among the programs in both the sampling locations and the constituents analyzed. Also, sampling for certain radionuclides is conducted more frequently than required. The purpose of this report is to review the existing NTS groundwater monitoring programs and make recommendations for modifying the programs so a coordinated, streamlined, and comprehensive monitoring effort may be achieved by DOE/NV. This review will be accomplished in several steps. These include: summarizing the present knowledge of the hydrogeology of the NTS and the potential radionuclide source areas for groundwater contamination; reviewing the existing groundwater monitoring programs at the NTS; examining the rationale for monitoring and the constituents analyzed; reviewing the analytical methods used to quantify tritium activity; discussing monitoring network design criteria; and synthesizing the information presented and making recommendations based on the synthesis. This scope of work was requested by the DOE/NV Hydrologic Resources Management Program (HRMP) and satisfies the 1993 (fiscal year) HRMP Groundwater Monitoring Program Review task.

    This research provides a systematic review and harmonization of the life cycle assessment (LCA) literature of electricity generated from conventionally produced natural gas. We focus on estimates of greenhouse gases (GHGs) emitted in the life cycle of electricity generation from conventionally produced natural gas in combustion turbines (NGCT) and combined-cycle (NGCC) systems. A process we term "harmonization" was employed to align several common system performance parameters and assumptions to better allow for cross-study comparisons, with the goal of clarifying central tendency and reducing variability in estimates of life cycle GHG emissions. This presentation summarizes preliminary results.

    The DOE Office of Civilian Radioactive Waste Management (OCRWM) tasked Oak Ridge Institute for Science and Education (ORISE) with providing an independent expert review of the documented model and prediction results for net infiltration of water into the unsaturated zone at Yucca Mountain. The specific purpose of the model, as documented in the report MDL-NBS-HS-000023, Rev. 01, is “to provide a spatial representation, including epistemic and aleatory uncertainty, of the predicted mean annual net infiltration at the Yucca Mountain site ...” (p. 1-1) The expert review panel assembled by ORISE concluded that the model report does not provide a technically credible spatial representation of net infiltration at Yucca Mountain. Specifically, the ORISE Review Panel found that: • A critical lack of site-specific meteorological, surface, and subsurface information prevents verification of (i) the net infiltration estimates, (ii) the uncertainty estimates of parameters caused by their spatial variability, and (iii) the assumptions used by the modelers (ranges and distributions) for the characterization of parameters. The paucity of site-specific data used by the modeling team for model implementation and validation is a major deficiency in this effort. • The model does not incorporate at least one potentially important hydrologic process. Subsurface lateral flow is not accounted for by the model, and the assumption that the effect of subsurface lateral flow is negligible is not adequately justified. This issue is especially critical for the wetter climate periods. This omission may be one reason the model results appear to underestimate net infiltration beneath wash environments and therefore imprecisely represent the spatial variability of net infiltration. • While the model uses assumptions consistently, such as uniform soil depths and a constant vegetation rooting depth, such assumptions may not be appropriate for this net infiltration simulation because they oversimplify a complex landscape and associated hydrologic processes, especially since the model assumptions have not been adequately corroborated by field and laboratory observations at Yucca Mountain.

    The purpose of this paper is to develop and document a proposed position on the performance of independent peer reviews on selected design and analysis components of the Title 1 [Preliminary] and Title 2 [Final] design phases of the Multi-Function Waste Tank Facility [MWTF] project. An independent, third-party peer review is defined as a documented critical review of documents, data, designs, design inputs, tests, calculations, or related materials. The peer review should be conducted by persons independent of those who performed the work, but who are technically qualified to perform the original work. The peer review is used to assess the validity of assumptions and functional requirements, to assess the appropriateness and logic of selected methodologies and design inputs, and to verify calculations, analyses and computer software. The peer review can be conducted at the end of the design activity, at specific stages of the design process, or continuously and concurrently with the design activity. This latter method is often referred to as ``Continuous Peer Review.``

    Recommendations for revising the Fluor Technology, Inc., draft position paper entitled Evaluation of Waste Emplacement Mode and the final report entitled Waste Package/Repository Impact Study include: reevaluate the relative rankings for the various emplacement modes; delete the following want objectives: maximize ability to locate the package horizon because sufficient flexibility exists to locate rooms in the relatively clean San Andres Unit 4 Salt and maximize far-field geologic integrity during retrieval because by definition the far field will be unaffected by thermal and stress perturbations caused by remining; give greater emphasis to want objectives regarding cost and use of present technology; delete the following statements from pages 1-1 and 1-2 of the draft position paper: ''No thought or study was given to the impacts of this configuration (vertical emplacement) on repository construction or short and long-term performance of the site'' and ''Subsequent salt repository designs adopted the vertical emplacement configuration as the accepted method without further evaluation.''; delete App. E and lines 8-17 of page 1-4 of the draft position paper because they are inappropriate; adopt a formal decision-analysis procedure for the 17 identified emplacement modes; revise App. F of the impact study to more accurately reflect current technology; consider designing the underground layout to take advantage of stress-relief techniques; consider eliminating reference to fuel assemblies <10 yr ''out-of-reactor''; model the temperature distribution, assuming that the repository is constructed in an infinitely large salt body; state that the results of creep analyses must be considered tentative until they can be validated by in situ measurements; and reevaluate the peak radial stresses on the waste package so that the calculated stress conditions more closely approximate expected in situ conditions.

    The electrochemical potential of cathode materials defines the positive side of the terminal voltage of a battery. Traditionally, cathode materials are the energy-limiting or voltage-limiting electrode. One of the first electrochemical batteries, the voltaic pile invented by Alessandro Volta in 1800 (Phil. Trans. Roy. Soc. 90, 403 431) had a copper-zinc galvanic element with a terminal voltage of 0.76 V. Since then, the research community has increased capacity and voltage for primary (nonrechargeable) batteries and round-trip efficiency for secondary (rechargeable) batteries. Successful secondary batteries have been the lead acid with a lead oxide cathode and a terminal voltage of 2.1 V and later the NiCd with a nickel(III) oxide hydroxide cathode and a 1.2 V terminal voltage. The relatively low voltage of those aqueous systems and the low round-trip efficiency due to activation energies in the conversion reactions limited their use. In 1976, Wittingham (J. Electrochem. Soc., 123, 315) and Besenhard (J Power Sources 1(3), 267) finally enabled highly reversible redox reactions by intercalation of lithium ions instead of by chemical conversion. In 1980, Goodenough and Mizushima (Mater. Res. Bull. 15, 783 789) demonstrated a high-energy and high-power LiCoO2 cathode, allowing for an increase of terminal voltage far beyond 3 V. Over the past four decades, the international research community has further developed cathode materials of many varieties. Current state-of-the-art cathodes demonstrate voltages beyond any known electrolyte stability window, bringing electrolyte research once again to the forefront of battery research.

    What possesses someone to volunteer and go through hoops and red tape to make a presentation at a conference? For that matter, why does anyone ever present anything to anyone? Actually, presentations are a fact of life and there are many reasons for doing a presentation and doing it well. New and existing staff need training and orientation to the way things are done here. Handing all of them a manual and hoping they read it is pretty much a waste of paper. On the other hand, an effective, entertaining and upbeat presentation on the relevant topics is more likely to stick with those people. They will even have a name and face to remember and seek out when they have an issue on or with that topic. This can be a very effective beginning for networking with new peers. The presenter is seen as knowledgeable, as a source of information on company topics and possibly evaluated as a potential mentor or future manager. Project staff and/or peers benefit from clear, concise, presentations of topical knowledge. This is one way that a group working on various aspects of the same project or program can stay in touch and in step with each other. Most importantly, presentations may be the best or only door into the minds (and budgets) of management and customers. These presentations are a wonderful opportunity to address legal and compliance issues, budget, staffing, and services. Here is a chance, maybe the only one, to demonstrate and explain the wonderfulness of a program and the benefit they get by using the services offered most effectively. An interactive presentation on legal and compliance issues can be an effective tool in helping customers and/or management make good risk management decisions.

    The objectives of this study were to evaluate the use of mixed waste paper for the production of ethanol fuels and to review the available conversion technologies, and assess developmental status, current and future cost of production and economics, and the market potential. This report is based on the results of literature reviews, telephone conversations, and interviews. Mixed waste paper samples from residential and commercial recycling programs and pulp mill sludge provided by Weyerhauser were analyzed to determine the potential ethanol yields. The markets for ethanol fuel and the economics of converting paper into ethanol were investigated.

    The scientific case for a Deep Underground Science and Engineering Laboratory [DUSEL] located at the Homestake mine in Lead, South Dakota is exceptional. The site of this future laboratory already claims a discovery for the detection of solar neutrinos, leading to a Nobel Prize for Ray Davis. Moreover this work provided the first step to our present understanding of solar neutrino oscillations and a chink in the armor of the Standard Model of particle physics. We now know, from several experiments located in deep underground experimental laboratories around the world, that neutrinos have mass and even more importantly this mass appears to fit into the framework of theories which unify all the known forces of nature, i.e. the strong, weak, electromagnetic and gravitational. Similarly, DUSEL can forge forward in the discovery of new realms of nature, housing six fundamental experiments that will test the frontiers of our knowledge: (1) Searching for nucleon decay (the decay of protons and neutrons predicted by grand unified theories of nature); (2) Searching for neutrino oscillations and CP violation by detecting neutrinos produced at a neutrino source (possibly located at Brookhaven National Laboratory and/or Fermi National Laboratory); (3) Searching for astrophysical neutrinos originating from the sun, from cosmic rays hitting the upper atmosphere or from other astrophysical sources, such a supernovae; (4) Searching for dark matter particles (the type of matter which does not interact electromagnetically, yet provides 24% of the mass of the Universe); (5) Looking for the rare process known as neutrino-less double beta decay which is predicted by most theories of neutrino mass and allows two neutrons in a nucleus to spontaneously change into two protons and two electrons; and (6) Searching for the rare process of neutron- anti-neutron oscillations, which would establish violation of baryon number symmetry. A large megaton water Cherenkov detector for neutrinos and nucleon decay, located in DUSEL and roughly 20 times the size of current detectors, can perform the first three of these experiments. The last 3 can utilize the unique environment afforded by DUSEL to perform the most sensitive tests to date. Any one of these experiments can greatly increase our knowledge of nature. The Deep Underground Science and Engineering Laboratory (DUSEL), with a Large Megaton Size Detector, is desperately needed to address a set of fundamental issues in particle and astrophysics.

    The primary markets for recycled office paper are tissue mills, printing and writing paper, and paperboard packaging. Other uses include exports and newsprint. As recently as 1990, more than half of recovered office paper was exported, primarily to paper mills in Pacific Rim countries. This decade has seen an increase in the number of mills using deinked market pulp made from office paper. North American capacity to produce deinked market pulp skyrocketed in the first half of this decade. However, oversupply in the end markets for office paper led to financial problems and shutdown for several of these new mills.

    Of the 19 presentations at this seminar, covering coal, uranium, oil, and gas issues as well as related EPRI research projects, eleven papers are published in this volume. Nine of the papers primarily address coal-market analysis, coal transportation, and uranium supply. Two additional papers provide an evaluation and perspective on the art and use of coal-supply forecasting models and on the relationship between coal and oil prices. The authors are energy analysts and EPRI research contractors from academia, the consulting profession, and the coal industry. A separate abstract was prepared for each of the 11 papers.

    Papers based biosensors such as lateral flow test strips and paper-based microfluidic devices (or paperfluidics) are inexpensive, rapid, flexible, and easy-to-use analytical tools. An apparent trend in their detection is to interpret sensing results from qualitative assessment to quantitative determination. Electrochemical detection plays an important role in quantification. This review focuses on electrochemical (EC) detection enabled biosensors. The first part provides detailed examples in paper test strips. The second part gives an overview of paperfluidics engaging EC detections. The outlook and recommendation of future directions of EC enabled biosensors are discussed in the end.

    While there is general agreement that demand response (DR) is a valued component in a utility resource plan, there is a lack of consensus regarding how to value DR. Establishing the value of DR is a prerequisite to determining how much and what types of DR should be implemented, to which customers DR should be targeted, and a key determinant that drives the development of economically viable DR consumer technology. Most approaches for quantifying the value of DR focus on changes in utility system revenue requirements based on resource plans with and without DR. This ''utility centric'' approach does not assign any value to DR impacts that lower energy and capacity prices, improve reliability, lower system and network operating costs, produce better air quality, and provide improved customer choice and control. Proper valuation of these benefits requires a different basis for monetization. The review concludes that no single methodology today adequately captures the wide range of benefits and value potentially attributed to DR. To provide a more comprehensive valuation approach, current methods such as the Standard Practice Method (SPM) will most likely have to be supplemented with one or more alternative benefit-valuation approaches. This report provides an updated perspective on the DR valuation framework. It includes an introduction and four chapters that address the key elements of demand response valuation, a comprehensive literature review, and specific research recommendations.

    This report presents a synopsis of the presentations made at the two-day workshop conducted in Portland, Oregon, on August 12 and 13, 1993, for the Advanced Industrial Concepts division (AICD) of the US Department of Energy (DOE) Office of Industrial Technologies (OIT) and DOE national laboratory representatives from the pulp and paper industry. The information from the presentations is supplemented by additional statistics, as appropriate. The workshop objectives were (1) to develop a strategy and framework for collaboration between the pulp and paper industries and DOE`s national laboratories, (2) to identify major challenges to pulp and paper industry modernization, and (3) to identify research objectives for DOE national laboratories to improve materials and process technology in pulp and paper mills. Prior to the workshop, participants had the opportunity to tour paper mills and gain familiarity with pulp and paper processing methods. During the workshop, research needs for materials and processing that were identified at earlier AICD workshops were reviewed. Major problems of the pulp and paper industry were addressed, and ways in which DOE national laboratories are interacting with other industries to foster innovation and solve problems were presented. As a result of this and other workshops, a Pulp Paper Mill of the future strategy is being developed to address challenges identified in these proceedings. Continued efforts are expected by AICD to match candidate materials and processes from DOE national laboratories with the technology needs of pulp and paper mills.

    Photorefractive interferometers have been employed for the detection of ultrasound in metals and composites since 1991 [14]. Instances of laser-generated ultrasound and laser-based detection in paper were reported in 1996 [5]. More recently, bismuth silicon oxide (BSO) photorefractive interferometers were adapted to detect ultrasound in paper [6]. In this article we discuss BSO and GaAs photorefractive detection of ultrasound on different paper grades and present the resulting waveforms. Compared to contact piezoelectric transducer methods, laser interferometry offers signifcant advantages. One of these is that it is a noncontact technique. This is especially important for on-line application to lightweight papers which could be marked or damaged by contact transducers. Broadband ultrasonic laser generation matched with the broadband sensitivity of laser interferometers is another beneft. This is important for obtaining narrow pulses in nondispersive time-of-fight determinations and for measuring the phase velocity of dispersive modes over a wide frequency band. Also, laser ultrasonic techniques provide a measure of bending stiffness through the analysis of low frequency A0 waves.

    This white paper has been prepared to document the approach to develop strategies to address Idaho National Engineering and Environmental Laboratory (INEEL) science and technology needs/uncertainties to support completion of INEEL Idaho Completion Project (Environmental Management [EM]) projects against the 2012 plan. Important Idaho Completion Project remediation and clean-up projects include the 2008 OU 10-08 Record of Decision, completion of EM by 2012, Idaho Nuclear Technology and Engineering Center Tanks, INEEL CERCLA Disposal Facility, and the Radioactive Waste Management Complex. The objective of this effort was to develop prioritized operational needs and uncertainties that would assist Operations in remediation and clean-up efforts at the INEEL and develop a proposed path forward for the development of science strategies to address these prioritized needs. Fifteen needs/uncertainties were selected to develop an initial approach to science strategies. For each of the 15 needs/uncertainties, a detailed definition was developed. This included extracting information from the past interviews with Operations personnel to provide a detailed description of the need/uncertainty. For each of the 15 prioritized research and development needs, a search was performed to identify the state of the associated knowledge. The knowledge search was performed primarily evaluating ongoing research. The ongoing research reviewed included Environmental Systems Research Analysis, Environmental Management Science Program, Laboratory Directed Research and Development, Inland Northwest Research Alliance, United States Geological Survey, and ongoing Operations supported projects. Results of the knowledge search are documented as part of this document.
