    The revised EIA regulations implemented on 3 July 2006 focused attention on the question of EIA effectiveness in South Africa. EIR quality review is one of the quality control functions contributing to EIA effectiveness within any EIA system, therefore the EIR quality review package developed by Lee and Colley was adapted and used to review the quality of a sample of 28 EIRs in the North West province of South Africa. Overall, 86% of the reports achieved satisfactory grades, with the descriptive and presentational elements of the EIRs more satisfactorily addressed, and the analytical components such as impact significance, addressed to a less satisfactory degree. EIR quality appears to be on par with international standards, but there are areas of distinct weakness. Further research is required to optimise quality review, and to reveal whether the new regulations have succeeded in addressing these weaknesses and made positive contributions to EIR quality, as a component of EIA effectiveness in South Africa.

    It is proposed that environmental professionals consider adding early community consultation to the other activities they engage in when making an environmental impact assessment. When all parties affected by a proposed project are involved in preliminary planning, problems can be defined and mutually acceptable alternatives developed that go a long way toward making a project politically as well as economically feasible. The Environmental Impact Review (EIR) that is then prepared for the modified project would be much less subject to pressures to slant the data to meet the demands of certain interest groups, freeing professionals to do their work as they know it ought to be done. Such a process would also greatly increase the chances that the recommendations of the EIR would be implemented, rather than overlooked. Ways to design an early community involvement process are illustrated by two case studies.

    This standard review plan describes the procedures used by NRC staff to implement the antitrust review and enforcement provisions in Sections 105 and 186 of the Atomic Energy Act of 1954, as amended (the Act), and replaces NUREG-0970. These procedures are principally derived from the Commission`s Rules and Regulations in 10 CFR Sections 2.101, 2.102, Part 2-Appendix A, Section X, 50.33a, 50.80, 50.90, and 52.77. These procedures set forth the steps and criteria the staff uses in antitrust reviews of construction permit applications, operating license applications, combined construction permit/operating license applications, combined construction permit/operating license applications, and applications for approval of the transfer of construction permits, operating licenses, and combined licenses. In addition, the procedures describe how the staff enforces compliance with antitrust conditions appended to licenses.

  3. Peer Review of NRC Standardized Plant Analysis Risk Models

    The Nuclear Regulatory Commission (NRC) Standardized Plant Analysis Risk (SPAR) Models underwent a Peer Review using ASME PRA standard (Addendum C) as endorsed by NRC in Regulatory Guide (RG) 1.200. The review was performed by a mix of industry probabilistic risk analysis (PRA) experts and NRC PRA experts. Representative SPAR models, one PWR and one BWR, were reviewed against Capability Category I of the ASME PRA standard. Capability Category I was selected as the basis for review due to the specific uses/applications of the SPAR models. The BWR SPAR model was reviewed against 331 ASME PRA Standard Supporting Requirements; however, based on the Capability Category I level of review and the absence of internal flooding and containment performance (LERF) logic only 216 requirements were determined to be applicable. Based on the review, the BWR SPAR model met 139 of the 216 supporting requirements. The review also generated 200 findings or suggestions. Of these 200 findings and suggestions 142 were findings and 58 were suggestions. The PWR SPAR model was also evaluated against the same 331 ASME PRA Standard Supporting Requirements. Of these requirements only 215 were deemed appropriate for the review (for the same reason as noted for the BWR). The PWR review determined that 125 of the 215 supporting requirements met Capability Category I or greater. The review identified 101 findings or suggestions (76 findings and 25 suggestions). These findings or suggestions were developed to identify areas where SPAR models could be enhanced. A process to prioritize and incorporate the findings/suggestions supporting requirements into the SPAR models is being developed. The prioritization process focuses on those findings that will enhance the accuracy, completeness and usability of the SPAR models.

    Increasingly nuclear power plant procedures, such as emergency operating procedures, are being presented in computer form with functionality to support operator use and management of the procedures. The U.S. Nuclear Regulatory Commission (NRC) currently has guidance for the review of computer-based procedures (CBPs); however, there remain CBP functions and human performance issues for which up-to-date guidance is lacking. The Institute of Electrical and Electronics Engineers (IEEE) has initiated a standard development effort to address the human factors engineering (HFE) aspects of CBP systems. When completed, it may provide guidance to supplement the NRC staff's review criteria. The purpose of our study was to evaluate the suitability of the IEEE Standard for use in the NRC's HFE safety reviews of CBP systems and to ensure that the guidance meets the NRC's standard for scientific and engineering rigor used in its own guidance development efforts. We established the following criteria with which to evaluate the Standard: (1) it should meet an existing need of NRC reviewers, (2) it should be based in sound HFE principles, (3) it should be thoroughly peer-reviewed, and (4) it should address CBP-related human performance issues identified in the literature. This report describes the methodology we used to evaluate each criterion. Our evaluation concluded that the Standard generally does meet these criteria, however several areas were identified for which additional clarifications are needed. Thus consideration of the Standard's use by the NRC is supported. The standard evaluation methodology developed in this study can be generally applied to the review of other HFE standards being considered for possible use or endorsement by the NRC.

Chapter 8 of the SRP provides guidance related to the review of station electrical distribution systems described by the applicant in its Design Control Document (DCD) or Safety Analysis Report (SAR). As part of the 2006-2007 SAR update, all sections in this Chapter (8.1, 8.2, 8.3.1, 8.3.2, Appendix 8A, and Appendix 8B) were revised to incorporate new analyses, design approaches, and the lessons learned from the review of the AP 1000 design certification and to assure consistency with the draft Regulatory Guide DG-1145, ''Combined License Applications for Nuclear Power Plants (LWR Edition)''.

The comparisons were performed by Battelle Pacific Northwest Laboratories in support of the NRC`s Standard Review Plan Update and Development Program. Significant changes to the standards, from the cited version to the latest version, are described and discussed in a tabular format for each standard. Recommendations for updating each citation in the Standard Review Plan are presented. Technical considerations and suggested changes are included for related regulatory documents (i.e., Regulatory Guides and the Code of Federal Regulations) citing the standard.     The US Department of Energy (DOE) is involved in numerous geothermal research, development, demonstration, and loan guaranty projects in the State of California. These projects often require the preparation of both an Environmental Impact Report (EIR), as required by California Environmental Quality Act (CEQA), and an Environmental Assessment (EA) or Impact Statement (EIS) as required under NEPA. DOE adoption or utilization of information contained in EIR's to meet that agency's NEPA requirements and thereby reduce duplication of effort is dependent on four critical issues: (1) the scope of the proposed action analyzed, (2) the completeness of treatment of environmental issues, (3) the level of DOE involvement in EIR preparation, and (4) the timing of DOE involvement in EIR preparation. At this time, several constraints prevent the integration of the DOE Loan Guaranty and CEQA environmental review and documentation processes. First, the time required to complete an EIR (up to 2 years in some cases) is not compatible with DOE's goal of processing loan guaranty applications within a 4 month period. Second, the CEQA process is usually initiated and completed prior to DOE's involvement in the project. Therefore, DOE often has no role in document preparation and must verify the content of an EIR before adopting or using that document and often must prepare a separate DOE EA even though an EIR exists.

    This project placed an experienced technology entrepreneur at Oak Ridge National Lab, one of DOE's premier laboratories undertaking cutting edge research in a variety of fields, including energy technologies. With the goal of accelerating the commercialization of advanced energy technologies, the task was to review available technologies at the lab and identify those that qualify for licensing and commercialization by a private startup company, backed by private venture capital. During the project, more than 1,500 inventions filed at the lab were reviewed over a 1 year period; a successively smaller number was selected for more detailed review, ultimately resulting in five, and then 1 technology, being reviewed for immediate commercialization. The chosen technology, consisting in computational chemistry based approached to optimization of enzymes, was tested in lab experiments, paid for by funds raised by ORNL for the purpose of proving out the effectiveness of the technology and readiness for commercialization. The experiments proved out that the technology worked however it's performance proved not yet mature enough to qualify for private venture capital funded commercialization in a high tech startup. As a consequence, the project did not result in a new startup company being formed, as originally intended.

    The Warren-Alquist Act of 1974 requires the California Energy Commission to adopt and periodically update energy-conservation standards for new residential buildings. The Act also requires the CEC to adopt performance standards for new buildings. With increased energy costs, the CEC staff proposed to update the current energy-conservation standards and they are a hybrid of performance and prescriptive requirements. The proposed standards do not cover hotels, motels, or buildings over 3 stories high. The purpose of an environmental impact report (EIR) is to provide public agencies and the public in general with detailed information about the effects a proposed project is likely to have on the environment, to list ways in which the significant effects of such a project might be minimized, and to indicate alternatives to the project. The contents of this Draft EIR includes: a project description; a description of the environmental setting, impacts, and mitigation measures; a discussion of alternatives; and an indication of growth-inducing impacts. The Draft EIR discusses both environmental and socio-economic impacts of the proposed standards compared to both the current standards and the pre-1975 practices. (MCW)

    The importance and need for full compliant implementation of NIMS nationwide was clearly demonstrated during the Hurricane Katrina event, which was clearly expressed in Secretary Chertoff's October 4, 2005 letter addressed to the State's governors. It states, ''Hurricane Katrina was a stark reminder of how critical it is for our nation to approach incident management in a coordinated, consistent, and efficient manner. We must be able to come together, at all levels of government, to prevent, prepare for, respond to, and recover from any emergency or disaster. Our operations must be seamless and based on common incident management doctrine, because the challenges we face as a nation are far greater than capabilities of any one jurisdiction.'' The NIMS is a system/architecture for organizing response on a ''national'' level. It incorporations ICS as a main component of that structure (i.e., it institutionalizes ICS in NIMS). In a paper published on the NIMS Website, the following statements were made: ''NIMS represents a core set of doctrine, principles, terminology, and organizational processes to enable effective, efficient and collaborative incident management at all levels. To provide the framework for interoperability and compatibility, the NIMS is based on a balance between flexibility and standardization.'' Thus the NIC is challenged with the need to adopt quality SDO generated standards to support NIMS compliance, but in doing so maintain the flexibility necessary so that response operations can be tailored for the specific jurisdictional and geographical needs across the nation. In support of this large and complex challenge facing the NIC, the Pacific Northwest National Laboratory (PNNL) was asked to provide technical support to the NIC, through their DHS Science and Technology ?     In an effort to locate potential law enforcement-related standards that support incident management, a team from the Pacific Northwest National Laboratory (PNNL) contacted representatives from the National Institute of Standards-Office of Law Enforcement Standards (NIST-OLES), National Institute of Justice (NIJ), Federal Bureau of Investigation (FBI), Secret Service, ASTM International committees that have a law enforcement focus, and a variety of individuals from local and regional law enforcement organizations. Discussions were held with various state and local law enforcement organizations. The NIJ has published several specific equipment-related law enforcement standards that were included in the review, but it appears that law enforcement program and process-type standards are developed principally by organizations that operate at the state and local level. Input is provided from state regulations and codes and from external non-government organizations (NGOs) that provide national standards. The standards that are adopted from external organizations or developed independently by state authorities are available for use by local law enforcement agencies on a voluntary basis. The extent to which they are used depends on the respective jurisdictions involved. In some instances, use of state and local disseminated standards is mandatory, but in most cases, use is voluntary. Usually, the extent to which these standards are used appears to depend on whether or not jurisdictions receive certification from a “governing” entity due to their use and compliance with the standards. In some cases, these certification-based standards are used in principal but without certification or other compliance monitoring. In general, these standards appear to be routinely used for qualification, selection for employment, and training.   11. International Review of the Development and Implementation of Energy Efficiency Standards and Labeling Programs

    Appliance energy efficiency standards and labeling (S&L) programs have been important policy tools for regulating the efficiency of energy-using products for over 40 years and continue to expand in terms of geographic and product coverage. The most common S&L programs include mandatory minimum energy performance standards (MEPS) that seek to push the market for efficient products, and energy information and endorsement labels that seek to pull the market. This study seeks to review and compare some of the earliest and most well-developed S&L programs in three countries and one region: the U.S. MEPS and ENERGY STAR, Australia MEPS and Energy Label, European Union MEPS and Ecodesign requirements and Energy Label and Japanese Top Runner programs. For each program, key elements of S&L programs are evaluated and comparative analyses across the programs undertaken to identify best practice examples of individual elements as well as cross-cutting factors for success and lessons learned in international S&L program development and implementation. The international review and comparative analysis identified several overarching themes and highlighted some common factors behind successful program elements. First, standard-setting and programmatic implementation can benefit significantly from a legal framework that stipulates a specific timeline or schedule for standard-setting and revision, product coverage and legal sanctions for non-compliance. Second, the different MEPS programs revealed similarities in targeting efficiency gains that are technically feasible and economically justified as the principle for choosing a standard level, in many cases at a level that no product on the current market could reach. Third, detailed survey data such as the U.S. Residential Energy Consumption Survey (RECS) and rigorous analyses provide a strong foundation for standard-setting while incorporating the participation of different groups of stakeholders further strengthen the process

    The Environmental Protection Agency`s proposed rule for the management and disposal of high-level waste (Draft Standard, 40 CFR 191) was reviewed and analyzed using the risk assessment methodology developed at Sandia National Laboratories. The methodology was exercised on hypothetical repository systems in basalt, bedded salt, and tuff. Among the issues addressed were achievability, release limits, uncertainty, and compliance. The proposed release limits were also analyzed in terms of their relationship to the health effects. The uncertainty in the input parameters of the deterministic models was taken into account in calculating releases to the accessible environment. Extensions to an existing compliance-assessment methodology are suggested that would allow one to incorporate the uncertainty associated with the frequency of occurrence of scenarios. The results indicate that, in general, the standards are achievable and the release limits are sufficiently conservative. 23 references, 6 figures, 3 tables.

    This Standard Review Plan (SRP), Application of Engineering and Technical Requirements for DOE Nuclear Facilities, was developed by the Chief of Nuclear Safety (CNS)1, Office of the Under Secretary for Nuclear Security, to help strengthen the technical rigor of line management oversight and federal monitoring of DOE nuclear facilities. This SRP (hereafter refers to as the Engineering SRP) provides consistent review guidance to assure that engineering and technical requirements are appropriately applied for the design, operations and disposition2 of DOE nuclear facilities. It is one of a series of three SRPs developed by the CNS. The other two SRPs address: 1) nuclear safety basis program review; and 2) application of requirements of DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets, and DOE-STD-1189, Integration of Safety into the Design Process, for DOE Critical Decision (CD) review and approval. These SRPs may be revised in the future to reflect changes in the DOE requirements, lessons learned, and experience/insights from nuclear facility design, operations, and disposition.

    More than half of U.S. states have renewable portfolio standards (RPS) in place and have collectively deployed approximately 46,000 MW of new renewable energy capacity through year-end 2012. Most of these policies have five or more years of implementation experience, enabling an assessment of their costs and benefits. Understanding RPS benefits and costs is essential for policymakers evaluating existing RPS policies, assessing the need for modifications, and considering new policies. A key aspect of this study is the comprehensive review of existing RPS cost and benefit estimates, in addition to an examination of the variety of methods used to calculate such estimates. Based on available data and estimates reported by utilities and regulators, this study summarizes RPS costs to date. The study considers how those costs may evolve going forward, given scheduled increases in RPS targets and cost containment mechanisms incorporated into existing policies. The report also summarizes RPS benefits estimates, based on published studies for individual states, and discusses key methodological considerations.

    The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all sites. On September 24, 1987, the EPA published proposed standards in response to the remand. This Summary Report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project as well as a discussion of the DOE`s position on the proposed standards. This report is accompanied by a detailed Technical Report and Appendices which provide supporting information and analyses. This Summary Report results from a study undertaken to: determine the impact of the proposed standards on the UMTRA Project; and recommend provisions for the implementation of the final standards that will minimize adverse impact to the conduct of the UMTRA Project while ensuring protection of human health and the environment. Specifically, the following were considered: the flexibility of the proposed standards; interpretations of the proposed standards; the extent of aquifer restoration that may be required to implement the proposed standards at each site; the costs of aquifer restoration; and design changes necessary to meet the standards.

    Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    Brookhaven National Laboratory (BNL) has participated in the review of the GESSAR II Standard Boiling Water Reactor (BWR) Plant probabilistic risk assessment (PRA). One major objective of this review was to utilize the PRA as a tool for investigation of the relative benefits available for incorporation of various proposed modifications to the baseline design. This paper presents the findings of the BNL review and assessment of the impact upon core damage frequency from two suggested design modifications. This work was restricted to consideration of interal events only. Review results indicated that the point estimate core damage frequency of the GESSAR II plant is equal to 2.2 x 10/sup -5//reactor-year for a plant site located within the Mid-Atlantic Area Council Grid (MAAC) and 3.8 x 10/sup -5//reactor-year if the national average loss of offsite power initiator frequency is used.

  19. Contributed Review: Absolute spectral radiance calibration of fiber-optic shock-temperature pyrometers using a coiled-coil irradiance standard lamp

    We describe an accurate and precise calibration procedure for multichannel optical pyrometers such as the 6-channel, 3-ns temporal resolution instrument used in the Caltech experimental geophysics laboratory. We begin with a review of calibration sources for shock temperatures in the 3000-30 000 K range. High-power, coiled tungsten halogen standards of spectral irradiance appear to be the only practical alternative to NIST-traceable tungsten ribbon lamps, which are no longer available with large enough calibrated area. However, non-uniform radiance complicates the use of such coiled lamps for reliable and reproducible calibration of pyrometers that employ imaging or relay optics. Careful analysis of documented methods of shock pyrometer calibration to coiled irradiance standard lamps shows that only one technique, not directly applicable in our case, is free of major radiometric errors. We provide a detailed description of the modified Caltech pyrometer instrument and a procedure for its absolute spectral radiance calibration, accurate to ±5%. We employ a designated central area of a 0.7× demagnified image of a coiled-coil tungsten halogen lamp filament, cross-calibrated against a NIST-traceable tungsten ribbon lamp. We give the results of the cross-calibration along with descriptions of the optical arrangement, data acquisition, and processing. We describe a procedure to characterize the difference between the static and dynamic response of amplified photodetectors, allowing time-dependent photodiode correction factors for spectral radiance histories from shock experiments. We validate correct operation of the modified Caltech pyrometer with actual shock temperature experiments on single-crystal NaCl and MgO and obtain very good agreement with the literature data for these substances. We conclude with a summary of the most essential requirements for error-free calibration of a fiber-optic shock-temperature pyrometer using a high-power coiled tungsten halogen

    This paper presents an overview of the ozone human exposure and health risk analyses developed under sponsorship of the U.S. Environmental Protection Agency (EPA). These analyses are being used in the current review of the national ambient air quality standards (NAAQS) for ozone. The analyses consist of three principal steps: (1) estimating short-term ozone exposure for particular populations (exposure model); (2) estimating population response to exposures or concentrations (exposure-response or concentration-response models); and (3) integrating concentrations or exposure with concentration-response or exposure-response models to produce overall risk estimates (risk model). The exposure model, called the probabilistic NAAQS exposure model for ozone (pNEM/03), incorporates the following factors: hourly ambient ozone concentrations; spatial distribution of concentrations; ventilation state of individuals at time of exposure; and movement of people through various microenvironments (e.g., outdoors, indoors, inside a vehicle) of varying air quality. Exposure estimates are represented by probability distributions. Exposure-response relationships have been developed for several respiratory symptom and lung function health effects, based on the results of controlled human exposure studies. These relationships also are probabilistic and reflect uncertainties associated with sample size and variability of response among subjects. The analyses also provide estimates of excess hospital admissions in the New York City area based on results from an epidemiology study. Overall risk results for selected health endpoints and recently analyzed air quality scenarios associated with alternative 8-hour NAAQS and the current 1-hour standard for outdoor children are used to illustrate application of the methodology.

    Purpose: To review IGRT credentialing experience and unexpected technical issues encountered in connection with advanced radiotherapy technologies as implemented in RTOG clinical trials. To update IGRT credentialing procedures with the aim of improving the quality of the process, and to increase the proportion of IGRT credentialing compliance. To develop a living disease site-specific IGRT encyclopedia. Methods: Numerous technical issues were encountered during the IGRT credentialing process. The criteria used for credentialing review were based on: image quality; anatomy included in fused data sets and shift results. Credentialing requirements have been updated according to the AAPM task group reports for IGRT to ensure that all required technical items are included in the quality review process. Implementation instructions have been updated and expanded for recent protocols. Results: Technical issues observed during the credentialing review process include, but are not limited to: poor quality images; inadequate image acquisition region; poor data quality; shifts larger than acceptable; no soft tissue surrogate. The updated IGRT credentialing process will address these issues and will also include the technical items required from AAPM: TG 104; TG 142 and TG 179 reports. An instruction manual has been developed describing a remote credentialing method for reviewers. Submission requirements are updated, including images/documents as well as facility questionnaire. The review report now includes summary of the review process and the parameters that reviewers check. We have reached consensus on the minimum IGRT technical requirement for a number of disease sites. RTOG 1311(NRG-BR002A Phase 1 Study of Stereotactic Body Radiotherapy (SBRT) for the Treatment of Multiple Metastases) is an example, here; the protocol specified the minimum requirement for each anatomical sites (with/without fiducials).     Terminological requirements in information management was but one of the principal themes of the 2nd Congress on Terminology and Knowledge Engineering. The traveler represented the American Society for Testing and Materials' Committee on Terminology, of which he is the Chair. The traveler's invited workshop emphasized terminology standardization requirements in databases of material properties as well as practical terminology standardizing methods. The congress included six workshops in addition to approximately 82 lectures and papers from terminologists, artificial intelligence practitioners, and subject specialists from 18 countries. There were approximately 292 registrants from 33 countries who participated in the congress. The congress topics were broad. Examples were the increasing use of International Standards Organization (ISO) Standards in legislated systems such as the USSR Automated Data Bank of Standardized Terminology, the enhanced Physics Training Program based on terminology standardization in Physics in the Chinese province of Inner Mongolia, and the technical concept dictionary being developed at the Japan Electronic Dictionary Research Institute, which is considered to be the key to advanced artificial intelligence applications. The more usual roles of terminology work in the areas of machine translation. indexing protocols, knowledge theory, and data transfer in several subject specialties were also addressed, along with numerous special language terminology areas.

    DOE's Building America Program is a research and development program to improve the energy performance of new and existing homes. The ultimate goal of the Building America Program is to achieve examples of cost-effective, energy efficient solutions for all U.S. climate zones. Periodic maintenance of an ANSI standard by review of the entire document and action to revise or reaffirm it on a schedule not to exceed five years is required by ANSI. In compliance, a consensus group has once again been formed and the National Green Building Standard is currently being reviewed to comply with the periodic maintenance requirement of an ANSI standard.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    Here, a new ANSI standard titled “Thyroid Phantom Used in Occupational Monitoring” (Health Physics Society 2014) has been published. The standard establishes the criteria for acceptable design, fabrication, or modeling of a phantom suitable for calibrating in vivo monitoring systems to measure photon-emitting radionuclides deposited in the thyroid. The current thyroid phantom standard was drafted in 1973 (ANSI N44.3-1973), last reviewed in 1984, and a revision of the standard to cover a more modern approach was deemed warranted.

    In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

    A standard laboratory module for automatically producing a solution of cominants from a soil sample. A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample. An aspirator tube, connected to a vacuum, draws the upper layer of solution from the beaker through a filter and into another beaker. This beaker can thereafter be removed for analysis of the solution. The standard laboratory module encloses an embedded controller providing process control, status feedback information and maintenance procedures for the equipment and operations within the standard laboratory module.
