    This paper describes a proposed set of guidelines for analyzing the energy savings achieved by a package of retrofits or an extensive rehabilitation of an existing home. It also describes certain field test and audit methods that can help establish accurate building system performance characteristics that are needed for a meaningful simulation of whole-house energy use. Several sets of default efficiency values have been developed for older appliances that cannot be easily tested and for which published specifications are not readily available. These proposed analysis procedures are documented more comprehensively in NREL Technical Report TP-550-38238.

    A conceptual design study for district heating of a 30-home subdivision located near the southeast extremity of the city of Elko, Nevada is presented. While a specific residential community was used in the study, the overall approach and methodologies are believed to be generally applicable for a large number of communities where low temperature geothermal fluid is available. The proposed district heating system utilizes moderate temperature, clean domestic water and existing community culinary water supply lines. The culinary water supply is heated by a moderate temperature geothermal source using a single heat exchanger at entry to the subdivision. The heated culinary water is then pumped to the houses in the community where energy is extracted by means of a water supplied heat pump. The use of heat pumps at the individual houses allows economic heating to result from supply of relatively cool water to the community, and this precludes the necessity of supplying objectionably hot water for normal household consumption use. Each heat pump unit is isolated from the consumptive water flow such that contamination of the water supply is avoided. The community water delivery system is modified to allow recirculation within the community, and very little rework of existing water lines is required. The entire system coefficient of performance (COP) for a typical year of heating is 3.36, exclusive of well pumping energy.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    This document provides a risk evaluation of the 100 and 200 Area retired, surplus facilities on the Hanford Site. Also included are the related data that were compiled by the risk evaluation team during investigations performed on the facilities. Results are the product of a major effort performed in fiscal year 1993 to produce qualitative information that characterizes certain risks associated with these facilities. The retired facilities investigated for this evaluation are located in the 100 and 200 Areas of the 1,450-km{sup 2} (570-mi{sup 2}) Hanford Site. The Hanford Site is a semiarid tract of land in southeastern Washington State. The nearest population center is Richland, Washington, (population 32,000) 30-km (20 mi) southeast of the 200 Area. During walkdown investigations of these facilities, data on real and potential hazards that threatened human health or safety or created potential environmental release issues were identified by the risk evaluation team. Using these findings, the team categorized the identified hazards by facility and evaluated the risk associated with each hazard. The factors contributing to each risk, and the consequence and likelihood of harm associated with each hazard also are included in this evaluation.

    Optical vortices arise as phase singularities of the light fields and are of central interest in modern optical physics. In this paper, some existence theorems are established for stationary vortex wave solutions of a general class of nonlinear Schr\\"{o}dinger equations. There are two types of results. The first type concerns the existence of positive-radial-profile solutions which are obtained through a constrained minimization approach. The second type addresses the existence of saddle-point solutions through a mountain-pass-theorem or min-max method so that the wave propagation constant may be arbitrarily prescribed in an open interval. Furthermore some explicit estimates for the lower bound and sign of the wave propagation constant with respect to the light beam power and vortex winding number are also derived for the first type solutions.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Community housing developers produce affordable housing and jobs for many residents of low-income neighborhoods through the rehabilitation of existing single and multi-family buildings. Typically operating as small, not-for-profits or community-based organizations, the vast numbers of community housing developers creates high coordinating costs of operating jointly to acquire the shared learning needed to implement new techniques, such as those involving energy efficiency. This paper presents a model of technology adoption that suggests that new profitable technologies will be adopted only with low probability and that strategic interaction between potential adopters further reduces the likelihood of adoption. These features result from the ability of potential adopters to postpone the bearing the costs of adoption of new technologies and their ability to share the knowledge of others who have adopted new technologies. These features are particularly characteristic of community housing developers.

    Risk from retired surplus facilities has always been assumed to be low at the Hanford Site as the facilities are inactive and have few potentials for causing an offsite hazardous material release. However,the fatal accident that occurred in the spring of 1992 in which an employee fell through a deteriorated roof at the 105-F Reactor Building has raised the possibility that retired facilities represent a greater risk than was originally assumed. Therefore, Westinghouse Hanford Company and the US Department of Energy management have determined that facility risk management strategies and programmatic plans should be reevaluated to assure risks are identified and appropriate corrective action plans are developed. To evaluate risk management strategies, accurate risk information about the current and projected condition of the facilities must be developed. This work procedure has been created to address the development of accurate and timely risk information. By using the evaluation results in this procedure, it will be possible to create a prioritized baseline for managing facility risk until all retired surplus facilities are demolished.

    This paper describes the function of Design Approval Primary Inspection Agencies (DAPIAs) and provides some insights into the design approval process for manufacturing housing units. DAPIAs play a key role in assuring that the designs for manufactured housing units are in compliance with HUD's Manufactured Housing Constructing and Safety Standards. There are five DAPIAs performing plan checks and design reviews for the manufacturing operating in the Pacific Northwest region. The costs to a manufacturer for DAPIA services ranges from $100 to $250 to approve modifications to existing designs and $700 to $1200 to approve a totally new design. Each DAPIA indicated that they would be willing to work with BPA in some way to assist manufacturers produce units which can achieve MCS levels. They would be available for energy design consultation on an informal basis. In addition they would be willing to consider formal certifications of MCS designs if BPA develops evaluation criteria which they can apply.

Research focuses on the modeled and measured energy usage of the first six phases of construction, and compares the energy usage of those phases to phase 7. Market-ready energy solutions were also evaluated to improve the efficiency of affordable housing for new and existing (built since 2001) affordable housing in the marine climate of Washington State.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    This book is based on an expert evaluation of nine existing and three proposed multifamily housing projects across the US. The existing buildings include three lowrise projects (three to four stories), six midrises (five to seven stories), and three highrise buildings (nine to thirty-nine stories). Two projects were designed and built in the late 1950's, two in the late 1960's, and five late in the ''energy-crisis'' of the 1970's. The existing projects range from municipally subsidized elderly housing, to HUD Section-8 suburban developments, to luxury urban highrise buildings. The three ''future'' buildings, designed by the NAHB research team, were based on trends anticipated in the multifamily industry by IREM and NAHB leaders, over the next five years. The key trends identified were: downsizing of units (by 10 to 20%); increased project size (in number of units), denser developments (more midrise and highrise projects), and increased amenities - all in the context of more affordable housing.

    The nonlinear evolution of resonantly driven systems, such as suprathermal particle driven modes in magnetically confined plasmas, is shown to strongly depend on the existence and nature of an underlying damping mechanism. When background resonant damping is present, subcritical states can take place. In particular, purely nonlinear steady-state regimes are found, whose destabilization threshold and saturation levels are calculated and validated using numerical simulations. This nonlinear behavior can be of relevance for acoustic modes in magnetically confined plasmas.

    In particular, without the greenhouse effect, essential features of the atmospheric temperature profile as a function of height cannot be described, i.e., the existence of the tropopause above which we see an almost isothermal temperature curve, whereas beneath it the temperature curve is nearly adiabatic. The relationship between the greenhouse effect and observed temperature curve is explained and the paper by Gerlich and Tscheuschner [arXiv:0707.1161] critically analyzed. Gerlich and Tscheuschner called for this discussion in their paper.

    Initial investigations conducted by the U.S. Department of Energy, Chicago Operations Office, and by Argonne National Laboratory used seismic refraction profiling, electrical resistivity depth sounding, conductivity profiling, magnetic gradiometry, and ground-penetrating radar to study environmental geophysics in the area of the Battelle West Jefferson site`s radiologically contaminated retired filter beds. The investigators used a combination of nonintrusive technologies and innovative drilling techniques to assess environmental risk at the filter beds and to improve understanding of the geology of the Big Darby Creek floodplain. The geophysical investigation, which showed that the preferred groundwater pathway is associated with a laterally extensive deposit of silty sand to sand that is less than 12 ft deep in the floodplain area, also guided the location of cone penetrometer test sites and piezometer installation. Cone penetrometer testing was useful for comparing continuous logging data with surface geophysical data in establishing correlations among unconsolidated materials.

    This report outlines findings resulting from a U.S. Department of Energy Building America expert meeting to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting. IBACOS has embarked upon a research effort under the Building America Program to understand business impacts and change management strategies for HVAC companies. HVAC companies can implement these strategies in order to quickly transition from a 'traditional' heating and cooling contractor to a service provider for whole house energy upgrade contracting. Due to HVAC service contracts, which allow repeat interaction with homeowners, HVAC companies are ideally positioned in the marketplace to resolve homeowner comfort issues through whole house energy upgrades. There are essentially two primary ways to define the routes of transition for an HVAC contractor taking on whole house performance contracting: (1) Sub-contracting out the shell repair/upgrade work; and (2) Integrating the shell repair/upgrade work into their existing business. IBACOS held an Expert Meeting on the topic of Transitioning Traditional HVAC Contractors to Whole House Performance Contractors on March 29, 2011 in San Francisco, CA. The major objectives of the meeting were to: Review and validate the general business models for traditional HVAC companies and whole house energy upgrade companies Review preliminary findings on the differences between the structure of traditional HVAC Companies and whole house energy upgrade companies Seek industry input on how to structure information so it is relevant and useful for traditional HVAC contractors who are transitioning to becoming whole house energy upgrade contractors Seven industry experts identified by IBACOS participated in the session along with one representative from the National Renewable Energy Laboratory (NREL). The objective of the meeting was to validate the general operational profile of an integrated whole house performance contracting company and identify the most significant challenges facing a traditional HVAC contractor looking to transition to a whole house performance contractor. To facilitate the discussion, IBACOS divided the business operations profile of a typical integrated whole house performance contracting company (one that performs both HVAC and shell repair/upgrade work) into seven Operational Areas with more detailed Business Functions and Work Activities falling under each high-level Operational Area. The expert panel was asked to review the operational profile or 'map' of the Business Functions. The specific Work Activities within the Business Functions identified as potential transition barriers were rated by the group relative to the value in IBACOS creating guidance ensuring a successful transition and the relative difficulty in executing.

  4. Reducing Energy Use in Existing Homes by 30%: Learning From Home Performance with ENERGY STAR

    The improvement of existing homes in the United States can have a much greater impact on overall residential energy use than the construction of highly efficient new homes. There are over 130 million existing housing units in the U.S., while annually new construction represents less than two percent of the total supply (U.S. Census Bureau, 2013). Therefore, the existing housing stock presents a clear opportunity and responsibility for Building America (BA) to guide the remodeling and retrofit market toward higher performance existing homes. There are active programs designed to improve the energy performance of existing homes. Home Performance with ENERGY STAR (HPwES) is a market-rate program among them. BARA's research in this project verified that the New Jersey HPwES program is achieving savings in existing homes that meet or exceed BA's goal of 30%. Among the 17 HPwES projects with utility data included in this report, 15 have actual energy savings ranging from 24% to 46%. Further, two of the homes achieved that level of energy savings without the costly replacement of heating and cooling equipment, which indicates that less costly envelope packages could be offered to consumers unable to invest in more costly mechanical packages, potentially creating broader market impact.

    An energy-efficient design and construction checklist and information sheets on energy-efficient design and construction are two products being developed. These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The checklist presents simple and clear guidance on energy improvements that can be readily addressed now by most affordable housing providers. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics. The information sheets also identify benefits of recommended energy-efficiency measures and procedures including cost savings and impacts on health and comfort. This paper presents details on the checklist and information sheets and discusses their use in two affordable housing projects.

    Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.

    This report has examined the role of manufactured housing in the housing market, the energy impacts of three manufactured housing standards and three site-built standards in 13 cities, and the economic impacts of those standards in 6 cities. The three standards applied to manufactured housing are the HUD Title VI standard (Manufactured Housing Construction and Safety Standards, or MHCSS), the Hud Title II-E standard, and the existing FmHA Title V standard. Those applied to site-built homes are the HUD Minimum Property Standards (MPS), the ASHRAE 90A-80 standard, and the FmHA Title V standard. Based on energy consumption alone, these analyses show that the FmHA Title V standard is the most stringent standard for both housing types (a single-section menufactured home and a single-story detached ''ranch house''). The HUD Title VI standard is the least stringent for manufactured homes, while the HUD Minimum Property Standards are the least stringent for site-built homes. Cost-effectiveness comparisons required by the Act were made for the two prototypical homes. Results of this preliminary economic analysis indicate that none of the site-built standards reflect minimum life-cycle cost as a basic criterion of their development. For manufactured homes, both the FmHA standard and the HUD Title II-E standard reduce life-cycle cost and effect positive first-year cash flows in all cities analyzed when electric resistance heating is assumed. When natural gas heating is used, both standards pass the life-cycle cost test in all cities, but the FmHA standard fails the cash flow test in all but one city. However, in the worst case, net monthly expenditures in the first year are increased by less than $9.

    Under this project, Newport Partners (as part of the BA-PIRC research team) evaluated the installation, measured performance, and cost-effectiveness of efficiency upgrade measures for a tenant-in-place DER at the Bay Ridge multifamily (MF) development in Annapolis, Maryland. The design and construction phase of the Bay Ridge project was completed in August 2012. This report summarizes system commissioning, short-term test results, utility bill data analysis, and analysis of real-time data collected over a one-year period after the retrofit was complete. The Bay Ridge project is comprised of a "base scope" retrofit which was estimated to achieve a 30%+ savings (relative to pre-retrofit) on 186 apartments, and a "DER scope" which was estimated to achieve 50% savings (relative to pre-retrofit) on a 12-unit building. The base scope was applied to the entire apartment complex, except for one 12-unit building which underwent the DER scope. A wide range of efficiency measures was applied to pursue this savings target for the DER building, including improvements/replacements of mechanical equipment and distribution systems, appliances, lighting and lighting controls, the building envelope, hot water conservation measures, and resident education. The results of this research build upon the current body of knowledge of multifamily retrofits. Towards this end, the research team has collected and generated data on the selection of measures, their estimated performance, their measured performance, and risk factors and their impact on potential measures.

    The Greening the Capitol initiative was launched in March, 2007 with the threefold goals of making the U.S. House of Representatives: 1) carbon neutral within 18 months, 2) reducing energy use by 50percent in ten years, and 3) becoming a model of sustainable operations. We report on the recommendations to meet these goals, looking at the targets of opportunity at the Capitol Power Plant, the existing buildings, and the overall operations of the complex. Our findings have shown that these goals are achievable, and that through an integrated approach the savings in carbon and energy can be met. Specific examples include the lighting retrofits in the House offices, parking areas, and the Capitol dome; the retrofits to the HVAC systems and controls, including duct sealing, improving the efficiency of the energy and water use in the food service areas; and improved operations of the steam and chilled water distribution system. A key aspect has been better tracking and feedback to the building operators of the actual energy consumption. We report on the technical opportunities presented by these historic and symbolic buildings in becoming models of sustainability.

    Recent U.S. Environmental Protection Agency emissions regulations have resulted in lower emissions of particulate matter and oxides of nitrogen from heavy-duty diesel trucks. To accelerate fleet turnover the State of California in 2008 along with the Ports of Los Angeles and Long Beach (San Pedro Bay Ports) in 2006 passed regulations establishing timelines forcing the retirement of older diesel trucks. On-road emissions measurements of heavy-duty diesel trucks were collected over a three-year period, beginning in 2008, at a Port of Los Angeles location and an inland weigh station on the Riverside freeway (CA SR91). At the Port location the mean fleet age decreased from 12.7 years in April of 2008 to 2.5 years in May of 2010 with significant reductions in carbon monoxide (30%), oxides of nitrogen (48%) and infrared opacity (a measure of particulate matter, 54%). We also observed a 20-fold increase in ammonia emissions as a result of new, stoichiometrically combusted, liquefied natural gas powered trucks. These results compare with changes at our inland site where the average ages were 7.9 years in April of 2008 and 8.3 years in April of 2010, with only small reductions in oxides of nitrogen (10%) being statistically significant. Both locations have experienced significant increases in nitrogen dioxide emissions from new trucks equipped with diesel particle filters; raising the mean nitrogen dioxide to oxides of nitrogen ratios from less than 10% to more than 30% at the Riverside freeway location.

    This project report details activities and results of the 'Market Characterization' project undertaken by the Cost Effective Energy Retrofit (CEER) team targeted toward the DOE goal of achieving 30%-50% reduction in existing building energy use. CEER consists of members from the Dow Chemical Company, Michigan State University, Ferris State University and Habitat for Humanity Kent County. The purpose of this market characterization project was to identify housing archetypes which are dominant within Great Lakes region and therefore offer significant potential for energy-efficient retrofit research and implementation due to the substantial number of homes possessing similar characteristics. Understanding the characteristics of housing groups referred to as 'archetypes' by vintage, style, and construction characteristics can allow research teams to focus their retrofit research and develop prescriptive solutions for those structure types which are prevalent and offer high potential uptake within a region or market. Key research activities included; literature review, statistical analysis of national and regional data of the American Housing Survey (AHS) collected by the U.S. Census Bureau, analysis of Michigan specific data, development of a housing taxonomy of architectural styles, case studies of two local markets (i.e., Ann Arbor and Grand Rapids in Michigan) and development of a suggested framework (or process) for characterizing local markets. In order to gain a high level perspective, national and regional data from the U.S. Census Bureau was analyzed using cross tabulations, multiple regression models, and logistic regression to characterize the housing stock and determine dominant house types using 21 variables.

It is in a Landmark District and designed by the architectural firm of Henry George Greene, AIA of Scarsdale, NY (project architect, David Wasserman). The 20,000-square foot building of five floors above ground and two below, will illustrate how energy-savings technology and environmentally sensitive construction methods can be economical. The heating and cooling system, including refrigeration requirements for the freezers and refrigerators in the commercial kitchen, will be provided by geothermal heat pumps using standing column wells. The facility is the first building on the island of Manhattan to feature geothermal heating and cooling. The mechanical system has been the assistance of Carl Orio`s firm of Water & Energy Systems corporation of Atkinson, New Hampshire. The two 1550-foot standing column wells were drilled by John Barnes of Flushing, NY.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    Additional instrumentation was added to the Balcomb solar house for a six-week period and up to 85 channels were recorded hourly. Some new findings based on an evaluation of these data are presented. (1) The thermal comfort characteristics of four rooms are documented. (2) Relative humidity in the living room varies from 30 to 50%; these data are used to infer an evaporation rate in the house of about 25 kg of water/day. The evaporation rate correlates reasonably well with greenhouse temperature. (3) Heat storage in the greenhouse floor is estimated at about 0.30 kWh/day-m/sup 2/ based on temperatures measured at four depths. (4) Several thermal characteristics of the rock bed are deduced but it is evident that the heat flow is not yet completely understood.

    This article for HomeEnergy Magazine, a trade magazine on energy efficient home construction, retrofitting, remodeling, and research, describes retrofit projects by Grupe Homes of Sacramento, California, a production builder who has worked with DOE's Building America program on energy-efficient home demonstration projects. In this project, The article is a case study of Grupe's decision to enter the energy efficient remodeling market when new home sales lagged due to the economic slowdown starting in late 2007. The article also describes an energy-efficient retrofit of of a 22-year-old, 3-bedroom home in California’s Central Valley done in 2009 by Grupe. The home is Grupe's first retrofit and was done according to the criteria of Home Performance with ENERGY STAR, a national program from the EPA and DOE that promotes a comprehensive, whole-house approach to making energy-efficiency improvements. Grupe's staff were trained through the California Building Performance Contractors Association and passed the Building Performance Institute test to learn how to conduct extensive energy audits of existing houses as well to perform the energy efficient retrofits. In the retrofit home, they did extensive air sealing, replaced and added insulation, and replaced inefficient HVAC equipment and leaky can lights. They cut air leakage from 2478 to 1115 cfm 50, a 55% reduction. A Building America case study on this project was distributed at the EEBA (Energy and Environmental Building Alliance) Annual Conference in Denver, Colorado, Sept 28-30, 2009. The Home Energy article was published in the March/April 2010 issue.

    Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

    Chimera states, representing a spontaneous break-up of a population of identical oscillators that are identically coupled, into sub-populations displaying synchronized and desynchronized behavior, have traditionally been found to exist in weakly coupled systems and with some form of nonlocal coupling between the oscillators. Here we show that neither the weak-coupling approximation nor nonlocal coupling are essential conditions for their existence. We obtain for the first time amplitude-mediated chimera states in a system of globally coupled complex Ginzburg-Landau oscillators. We delineate the dynamical origins for the formation of such states from a bifurcation analysis of a reduced model equation and also discuss the practical implications of our discovery of this broader class of chimera states.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

  3. What is a low-energy house and who cares?

    Most energy analysts view low-energy houses as good things, yet differ in their expectations of what exactly a low energy house is. There are two intertwining threads to this report. The first is an evaluation of 50 buildings that have been claimed to be low-energy residences, for which monitored energy performance data have been collected. These data represent the preliminary effort in the ongoing update of the Buildings Energy-Use Compilation and Analysis (BECA) data base for new residences. The second thread concerns the definition of a low-energy house. After the elements of a definition are presented, their implications for actors involved in providing housing are identified. Several more tractable definitions are applied to the houses in this compilation. The outcomes illustrate ways in which different interests are served by various definitions. Different definitions can yield very different energy rankings. No single definition of a low-energy house is universally applicable.

    The Greenbuilt house, is an all-electric, 1980's era home in the eastern Sacramento suburb of Fair Oaks that was retrofit by Greenbuilt Construction as part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration (EERD) Program. The project was a joint effort between the design-build team at Greenbuilt Construction, led by Jim Bayless, SMUD and their project manager Mike Keesee, and the National Renewable Energy Laboratory (NREL). The goal of the Energy Efficient Remodel Demonstration program is to work with local builders to renovate homes with cost-effective energy efficient retrofit measures. The homes remodeled under the EERD program are intended to showcase energy efficient retrofit options for homeowners and other builders. The Greenbuilt house is one of five EERD projects that NREL has supported. NREL's main role in these projects is to provide energy analysis and to monitor the home's performance after the retrofit to verify that the energy consumption is in line with the modeling predictions.     President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

    The Energetic X-ray Imaging Survey Telescope (EXIST) is a proposed next generation multi-wavelength survey mission. The primary instrument is a High Energy telescope (HET) that conducts the deepest survey for Gamma-ray Bursts (GRBs), obscured-accreting and dormant Supermassive Black Holes and Transients of all varieties for immediate followup studies by the two secondary instruments: a Soft X-ray Imager (SXI) and an Optical/Infrared Telescope (IRT). EXIST will explore the early Universe using high redshift GRBs as cosmic probes and survey black holes on all scales. The HET is a coded aperture telescope employing a large array of imaging CZT detectors (4.5 m^2, 0.6 mm pixel) and a hybrid Tungsten mask.     Considerable engineering effort and expertise are expended for materials selection at refining and petrochemical facilities. However, the benefits of this effort are undermined if there is an inadvertent material substitution during construction. Although procedures have always been in place to reduce the chance of such substitutions, it is known that these errors have occurred. Accordingly, over the years the industry has periodically reviewed and improved quality control in this effort. However, many older facilities that did not benefit from today`s procedures are still in operation. As a consequence, some companies have conducted positive material identification (PMI) verification of existing equipment. This process is further complicated by the fact that the most susceptible components are typically insulated and must be located. Once located, accessibility and operating temperatures are complicating issues. This paper describes prioritization issues and hardware tradeoffs for conducting a PMI verification program.

    Thin superconducting films are predicted to be highly reflective mirrors for gravitational waves at microwave frequencies. The quantum mechanical non-localizability of the negatively charged Cooper pairs, which is protected from the localizing effect of decoherence by an energy gap, causes the pairs to undergo non-picturable, non-geodesic motion in the presence of a gravitational wave. This non-geodesic motion, which is accelerated motion through space, leads to the existence of mass and charge supercurrents inside the superconducting film. On the other hand, the decoherence-induced localizability of the positively charged ions in the lattice causes them to undergo picturable, geodesic motion as they are carried along with space in the presence of the same gravitational wave. The resulting separation of charges leads to a virtual plasma excitation within the film that enormously enhances its interaction with the wave, relative to that of a neutral superfluid or any normal matter. The existence of strong mass supercurrents within a superconducting film in the presence of a gravitational wave, dubbed the "Heisenberg-Coulomb effect," implies the specular reflection of a gravitational microwave from a film whose thickness is much less than the London penetration depth of the material, in close analogy with the electromagnetic case. The argument is developed by allowing classical gravitational fields, which obey Maxwell-like equations, to interact with quantum matter, which is described using the BCS and Ginzburg-Landau theories of superconductivity, as well as a collisionless plasma model. Several possible experimental tests of these ideas, including mesoscopic ones, are presented alongside comments on the broader theoretical implications of the central hypothesis.

    Even builders who are relatively new to energy-efficient construction can consistently reach a target whole house airtightness of 1.5 air changes per hour at 50 Pascals (ACH50) with high R-value enclosures that use a hybrid insulation approach. The City of Wyandotte, Michigan, started a construction program in 2010 to build affordable, energy-efficient homes on lots in existing neighborhoods. A goal of the program was to engage local builders in energy-efficient construction and be able to deliver the new houses for less than $100/ft2. By the end of 2012, approximately 25 new houses were built by five local builders under this program. To help builders consistently achieve the airtightness target, a local architect worked with researchers from Building Science Corporation, a U.S. Department of Energy Building America team, to develop a technology specification with several key pieces. A high R-value wall and roof assembly made use of 2 ?6 advanced framing and a hybrid insulation approach that included insulating sheathing to control thermal bridging and closed cell spray polyurethane foam insulation (ccSPF) for its airtightness and vapor control benefits. This approach allows the air barrier to be completed and tested before any finishing work occurs, ensuring that problems are spotted and corrected early in the construction process.
