    This paper describes a proposed set of guidelines for analyzing the energy savings achieved by a package of retrofits or an extensive rehabilitation of an existing home. It also describes certain field test and audit methods that can help establish accurate building system performance characteristics that are needed for a meaningful simulation of whole-house energy use. Several sets of default efficiency values have been developed for older appliances that cannot be easily tested and for which published specifications are not readily available. These proposed analysis procedures are documented more comprehensively in NREL Technical Report TP-550-38238.

    In December of 2009-10, King County Housing Authority (KCHA) implemented energy retrofit improvements in the Cascade multifamily community, located in Kent, Washington, which resulted in annual energy cost savings of 22%, improved comfort and air quality for residents, and increased durability of the units. This research effort involved significant coordination from stakeholders KCHA, WA State Department of Commerce, utility Puget Sound Energy, and Cascade tenants. This report focuses on the following three primary Building America research questions: 1. What are the modeled energy savings using DOE low income weatherization approved TREAT software? 2. How did the modeled energy savings compare with measured energy savings from aggregate utility billing analysis? 3. What is the Savings to Investment Ratio of the retrofit package after considering utility window incentives and KCHA capital improvement funding.

    Load-bearing brick-masonry multifamily buildings are prevalent in urban areas across much of the Northeast and mid-Atlantic. In most instances, these buildings are uninsulated unless they have been renovated within the past two decades. Affordable housing capital budgets typically limit what can be spent and energy improvements often take a back seat to basic capital improvements such as interior finish upgrades and basic repairs. The Consortium for Advanced Residential Buildings (CARB) is researching cost-effective solution packages for significant energy efficiency and indoor air-quality improvements in these urban buildings.

    Between December, 2009 and December, 2012 42 deep energy retrofit (DER) projects were completed through a pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. Thirty-seven of these projects were comprehensive retrofits while five were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. Building Science Corporation developed a consistent "package" of measures in terms of the performance targeted for major building components. Pre- and post-retrofit air leakage measurements were performed for each of the projects. Each project also reported information about project costs including identification of energy-related costs. Post-retrofit energy-use data was obtained for 29 of the DER projects, and was analyzed based on the net energy used by the DER project regardless of whether the energy was generated on site or delivered to the site. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average. Larger to medium sized homes that successful implement these retrofits can be expected to achieve source EUI that is comparable to Passive House targets for new construction. The community of DER projects show post-retrofit airtightness below 1.5 ACH50 to be eminently achievable.

    Expanding on previous research by PARR, this study compares measure packages installed during 800 Illinois Home Performance with ENERGY STAR® (IHP) residential retrofits to those recommended as cost-optimal by Building Energy Optimization (BEopt) modeling software. In previous research, cost-optimal measure packages were identified for 15 Chicagoland single family housing archetypes, called housing groups. In the present study, 800 IHP homes are first matched to one of these 15 housing groups, and then the average measures being installed in each housing group are modeled using BEopt to estimate energy savings. For most housing groups, the differences between recommended and installed measure packages is substantial. By comparing actual IHP retrofit measures to BEopt-recommended cost-optimal measures, missed savings opportunities are identified in some housing groups; also, valuable information is obtained regarding housing groups where IHP achieves greater savings than BEopt-modeled, cost-optimal recommendations.

Contributions made by architect Frank Lloyd Wright are discussed and reviewed. Contemporary persons, mostly designers, who contribute from their experiences with underground structures are Andy Davis; Rob Roy; Malcolm Wells; John Barnard, Jr.; Jeff Sikora; and Don Metz. A case study to select the site, design, and prepare to construct Earthtech 6 is described. Information is given in appendices on earth-protected buildings and existing basements; financing earth-sheltered housing; heating-load calculations and life-cycle costing; and designer names and addresses.     This document provides a risk evaluation of the 100 and 200 Area retired, surplus facilities on the Hanford Site. Also included are the related data that were compiled by the risk evaluation team during investigations performed on the facilities. Results are the product of a major effort performed in fiscal year 1993 to produce qualitative information that characterizes certain risks associated with these facilities. The retired facilities investigated for this evaluation are located in the 100 and 200 Areas of the 1,450-km{sup 2} (570-mi{sup 2}) Hanford Site. The Hanford Site is a semiarid tract of land in southeastern Washington State. The nearest population center is Richland, Washington, (population 32,000) 30-km (20 mi) southeast of the 200 Area. During walkdown investigations of these facilities, data on real and potential hazards that threatened human health or safety or created potential environmental release issues were identified by the risk evaluation team. Using these findings, the team categorized the identified hazards by facility and evaluated the risk associated with each hazard. The factors contributing to each risk, and the consequence and likelihood of harm associated with each hazard also are included in this evaluation.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    The existence of baryon-baryon bound states in the strangeness sector is examined in the framework of SU(3) chiral effective field theory. Specifically, the role of SU(3) symmetry breaking contact terms that arise at next-to-leading order in the employed Weinberg power counting scheme is explored. We focus on the 1S0 partial wave and on baryon-baryon channels with maximal isospin since in this case there are only two independent SU(3) symmetry breaking contact terms. At the same time, those are the channels where most of the bound states have been predicted in the past. Utilizing $pp$ phase shifts and $\\Sigma^+ p$ cross section data allows us to pin down one of the SU(3) symmetry breaking contact terms and a clear indication for the decrease of attraction when going from the NN system to strangeness S=-2 is found, which rules out a bound state for $\\Sigma\\Sigma$ with isospin I=2. Assuming that the trend observed for S=0 to S=-2 is not reversed when going to $\\Xi\\Sigma$ and $\\Xi\\Xi$ makes also bound states in those systems rather unlikely.

    Residential buildings are a key driver of energy consumption and also impact transportation and land-use. Energy consumption in the residential sector accounts for one-fifth of total U.S. energy consumption and energy-related CO? emissions, with floor space a major driver of building energy demands. In this work a consistent, vintage-disaggregated, annual long-term series of U.S. housing stock and residential floor space for 1891–2010 is presented. An attempt was made to minimize the effects of the incompleteness and inconsistencies present in the national housing survey data. Over the 1891–2010 period, floor space increased almost tenfold, from approximately 24,700 to 235,150 million square feet, corresponding to a doubling of floor space per capita from approximately 400 to 800 square feet. While population increased five times over the period, a 50% decrease in household size contributed towards a tenfold increase in the number of housing units and floor space, while average floor space per unit remains surprisingly constant, as a result of housing retirement dynamics. In the last 30 years, however, these trends appear to be changing, as household size shows signs of leveling off, or even increasing again, while average floor space per unit has been increasing. GDP and total floor space show a remarkably constant growth trend over the period and total residential sector primary energy consumption and floor space show a similar growth trend over the last 60 years, decoupling only within the last decade.

    In December 1999, the U.S. Department of Housing and Urban Development (HUD) entered into an Interagency Agreement (IAA) with the U.S. Department of Energy (DOE) and its Rebuild America Program to promote conservation and reduce utility costs in public housing through forums, research, demonstration, and evaluation. The IAA was effectively implemented from November 2000 to December 2002. Under the IAA, Rebuild America established 31 new partnerships with public housing authorities, started 6 new partnerships with organizations that focus on public housing, and initiated new projects with 6 existing Rebuild America public housing partnerships. These 43 partnerships directly involved 51 public housing authorities in 77 energy-related projects (several of the 43 partnerships involved multiple housing authorities and projects). Rebuild America assistance on these projects encompassed a wide range of activities, including planning assistance on energy management and capital investment, reviews of utility consumption and metering options, assistance in implementing HUD's energy incentives, design reviews and energy analyses, and assistance in the development of energy projects and resident programs. In addition, Rebuild America made presentations to housing authorities on energy efficiency opportunities and solutions and provided energy training on selected topics at 23 conferences and workshops that impacted many more housing authorities. This report provides an overview of the accomplishments achieved under the IAA; describes the 77 projects that have been completed, are under way, or are planned; and summarizes the presentations and training provided.

The design and construction phase of the Bay Ridge project was completed in August 2012. This case study summarizes system commissioning, short-term test results, utility bill data analysis, and analysis of real-time data collected over a one-year period after the retrofit was complete.

    In an effort to reduce rising energy costs, the Department of Housing and Urban Development (HUD) has strongly urged local public housing authorities (PHAs) to improve the energy efficiency of their building stock. In this study, the authors examine the relative impact on HUD and PHAs of four retrofit financing strategies used by two local housing authorities. They find that the existing Performance Funding System (PFS) regulations tend to discourage PHAs from actively pursuing cost-effective investments that improve the energy efficiency of their housing projects. The authors' results indicate that HUD policies distribute the dollar savings from conservation retrofits in such a way that HUD receives substantial benefits, while local public housing authorities get few benefits. In fact, PHAs can lose money, even in cases where there are significant energy savings and payback periods of less than three years. The authors tested several alternatives to the current regulations and found that the best way to encourage PHAs to conserve is for HUD to reimburse them for new maintenance and capital costs of the conservation retrofits.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    In the fall of 2010, a multiyear pilot energy efficiency retrofit project was undertaken by Greenbelt Homes, Inc., (GHI) a 1,566 home cooperative of circa 1930 and 1940 homes in Greenbelt, Maryland. GHI established this pilot project to serve as a basis for decision making for the rollout of a community-wide upgrade program that will incorporate energy efficiency improvements to the building envelope and mechanical equipment. With the community upgrade fully funded by the cooperative through their membership without outside subsidies, this project presents a unique opportunity to evaluate and prioritize the wide range of benefits of high-performance retrofits based on member experience with and acceptance of the retrofit measures implemented during the pilot project. Addressing the complex interactions between benefits, trade-offs, construction methods, project management implications, realistic upfront costs, financing, and other considerations, serves as a case study for energy retrofit projects that include high-performance technologies based on the long-term value to the homeowner. The pilot project focused on identifying the added costs and energy-savings benefits of improvements. Phase 1—baseline evaluation for a representative set of 28 homes sited in seven buildings; Phase 2—installation of the building envelope improvements and continued monitoring of the energy consumption for the heating season; Phase 3—energy simulations supporting recommendations for HVAC and water heating upgrades.

    Community-scale energy modeling and testing are useful for determining energy conservation measures that will effectively reduce energy use. To that end, IBACOS analyzed pre-retrofit daily utility data to sort homes by energy consumption, allowing for better targeting of homes for physical audits. Following ASHRAE Guideline 14 normalization procedures, electricity consumption of 1,166 all-electric, production-built homes was modeled. The homes were in two communities: one built in the 1970s and the other in the mid-2000s.

    As part of a US Department of Energy (DOE) program on multifamily retrofit performance, Lawrence Berkeley Laboratory initiated an effort to learn what is known about energy use and conservation in the public housing sector. This report provides a summary of that information including a profile of the existing data on energy use patterns and conservation potential in public housing drawn from two major reports, from a survey of 40 large public housing authorities, from a 1983 Conference, and from contacts with various HUD staff. It presents the physical characteristics of existing public housing buildings, their energy use patterns, and the potential for conservation. Also described are technical, informational, economic, behavioral, and institutional barriers that hinder the efforts of local housing authorities and HUD to promote energy conservation. We identify a set of research topics that can help overcome existing barriers. For each topic, a brief research agenda, for pursuit by DOE over the next few years, is developed. Studies have been initiated on four of the areas (reported elsewhere) including analyses of baseline energy use, retrofit performance, conservation investments, and the monitoring of solar hot water retrofits at one San Francisco housing project.

    Residential buildings are a key driver of energy consumption and also impact transportation and land-use. Energy consumption in the residential sector accounts for one-fifth of total U.S. energy consumption and energy-related CO? emissions, with floor space a major driver of building energy demands. In this work a consistent, vintage-disaggregated, annual long-term series of U.S. housing stock and residential floor space for 1891–2010 is presented. An attempt was made to minimize the effects of the incompleteness and inconsistencies present in the national housing survey data. Over the 1891–2010 period, floor space increased almost tenfold, from approximately 24,700 to 235,150 million squaremore »feet, corresponding to a doubling of floor space per capita from approximately 400 to 800 square feet. While population increased five times over the period, a 50% decrease in household size contributed towards a tenfold increase in the number of housing units and floor space, while average floor space per unit remains surprisingly constant, as a result of housing retirement dynamics. In the last 30 years, however, these trends appear to be changing, as household size shows signs of leveling off, or even increasing again, while average floor space per unit has been increasing. GDP and total floor space show a remarkably constant growth trend over the period and total residential sector primary energy consumption and floor space show a similar growth trend over the last 60 years, decoupling only within the last decade.« less

The net-zero energy home: Scientists are working to make tomorrow's homes more than just energy efficient -- they want them to be zero energy. Iain Walker, a scientist in the Lab's Energy Performance of Buildings Group, will discuss what it takes to develop net-zero energy houses that generate as much energy as they use through highly aggressive energy efficiency and on-site renewable energy generation. Talking back to the grid: Imagine programming your house to use less energy if the electricity grid is full or price are high. Mary Ann Piette, deputy director of Berkeley Lab's building technology department and director of the Lab's Demand Response Research Center, will discuss how new technologies are enabling buildings to listen to the grid and automatically change their thermostat settings or lighting loads, among other demands, in response to fluctuating electricity prices. The networked (and energy efficient) house: In the future, your home's lights, climate control devices, computers, windows, and appliances could be controlled via a sophisticated digital network. If it's plugged in, it'll be connected. Bruce Nordman, an energy scientist in Berkeley Lab's Energy End-Use Forecasting group, will discuss how he and other scientists are working to ensure these networks help homeowners save energy.

This Interim Construction Quality Assurance (CQA) Report is for the 92-Acre Evapotranspiration Cover, Area 5 Waste Management Division (WMD) Retired Mixed Waste Pits, Nevada National Security Site, Nevada for the period of January 20, 2011 to May 12, 2011. Construction was approved by the Nevada Division of Environmental Protection (NDEP) under the Approval of Corrective Action Decision Document/Corrective Action Plan (CADD/CAP) for Corrective Action Unit (CAU) 111: Area 5 WMD Retired Mixed Waste Pits, Nevada National Security Site, Nevada, on January 6, 2011, pursuant to Subpart XII.8a of the Federal Facility Agreement and Consent Order. The project is located in Area 5 of the Radioactive Waste Management Complex (RWMC) at the Nevada National Security Site (NNSS), formerly known as the Nevada Test Site, located in southern Nevada, approximately 65 miles northwest of Las Vegas, Nevada, in Nye County. The project site, in Area 5, is located in a topographically closed basin approximately 14 additional miles north of Mercury Nevada, in the north-central part of Frenchman Flat. The Area 5 RWMS uses engineered shallow-land burial cells to dispose of packaged waste. The 92-Acre Area encompasses the southern portion of the Area 5 RWMS, which has been designated for the first final closure operations. This area contains 13 Greater Confinement Disposal (GCD) boreholes, 16 narrow trenches, and 9 broader pits. With the exception of two active pits (P03 and P06), all trenches and pits in the 92-Acre Area had operational covers approximately 2.4 meters thick, at a minimum, in most areas when this project began. The units within the 92-Acre Area are grouped into the following six informal categories based on physical location, waste types and regulatory requirements: (1) Pit 3 Mixed Waste Disposal Unit (MWDU); (2) Corrective Action Unit (CAU) 111; (3) CAU 207; (4) Low-level waste disposal units; (5) Asbestiform low-level waste disposal units; and (6) One transuranic (TRU) waste trench.

    In particular, without the greenhouse effect, essential features of the atmospheric temperature profile as a function of height cannot be described, i.e., the existence of the tropopause above which we see an almost isothermal temperature curve, whereas beneath it the temperature curve is nearly adiabatic. The relationship between the greenhouse effect and observed temperature curve is explained and the paper by Gerlich and Tscheuschner [arXiv:0707.1161] critically analyzed. Gerlich and Tscheuschner called for this discussion in their paper.

    The improvement of existing homes in the United States can have a much greater impact on overall residential energy use than the construction of highly efficient new homes. There are over 130 million existing housing units in the U.S., while annually new construction represents less than two percent of the total supply (U.S. Census Bureau, 2013). Therefore, the existing housing stock presents a clear opportunity and responsibility for Building America (BA) to guide the remodeling and retrofit market toward higher performance existing homes. There are active programs designed to improve the energy performance of existing homes. Home Performance with ENERGY STAR (HPwES) is a market-rate program among them. BARA's research in this project verified that the New Jersey HPwES program is achieving savings in existing homes that meet or exceed BA's goal of 30%. Among the 17 HPwES projects with utility data included in this report, 15 have actual energy savings ranging from 24% to 46%. Further, two of the homes achieved that level of energy savings without the costly replacement of heating and cooling equipment, which indicates that less costly envelope packages could be offered to consumers unable to invest in more costly mechanical packages, potentially creating broader market impact.

  2. Building America Expert Meeting Report: Transitioning Traditional HVAC Contractors to Whole House Performance Contractors

    This report outlines findings resulting from a U.S. Department of Energy Building America expert meeting to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting. IBACOS has embarked upon a research effort under the Building America Program to understand business impacts and change management strategies for HVAC companies. HVAC companies can implement these strategies in order to quickly transition from a 'traditional' heating and cooling contractor to a service provider for whole house energy upgrade contracting. Due to HVAC service contracts, which allow repeat interaction with homeowners, HVAC companies are ideally positioned in the marketplace to resolve homeowner comfort issues through whole house energy upgrades. There are essentially two primary ways to define the routes of transition for an HVAC contractor taking on whole house performance contracting: (1) Sub-contracting out the shell repair/upgrade work; and (2) Integrating the shell repair/upgrade work into their existing business. IBACOS held an Expert Meeting on the topic of Transitioning Traditional HVAC Contractors to Whole House Performance Contractors on March 29, 2011 in San Francisco, CA. The major objectives of the meeting were to: Review and validate the general business models for traditional HVAC companies and whole house energy upgrade companies Review preliminary findings on the differences between the structure of traditional HVAC Companies and whole house energy upgrade companies Seek industry input on how to structure information so it is relevant and useful for traditional HVAC contractors who are transitioning to becoming whole house energy upgrade contractors Seven industry experts identified by IBACOS participated in the session along with one representative from the National Renewable Energy Laboratory (NREL). The objective of the meeting was to validate the general operational profile of an integrated whole house performance contracting company and identify the most significant challenges facing a traditional HVAC contractor looking to transition to a whole house performance contractor. To facilitate the discussion, IBACOS divided the business operations profile of a typical integrated whole house performance contracting company (one that performs both HVAC and shell repair/upgrade work) into seven Operational Areas with more detailed Business Functions and Work Activities falling under each high-level Operational Area. The expert panel was asked to review the operational profile or 'map' of the Business Functions. The specific Work Activities within the Business Functions identified as potential transition barriers were rated by the group relative to the value in IBACOS creating guidance ensuring a successful transition and the relative difficulty in executing.

After dramatic energy, aesthetic, and health and safety improvements are made, homes are rented or sold to qualified residents.   6. Emission Changes Resulting from the San Pedro Bay, California Ports Truck Retirement Program

    Recent U.S. Environmental Protection Agency emissions regulations have resulted in lower emissions of particulate matter and oxides of nitrogen from heavy-duty diesel trucks. To accelerate fleet turnover the State of California in 2008 along with the Ports of Los Angeles and Long Beach (San Pedro Bay Ports) in 2006 passed regulations establishing timelines forcing the retirement of older diesel trucks. On-road emissions measurements of heavy-duty diesel trucks were collected over a three-year period, beginning in 2008, at a Port of Los Angeles location and an inland weigh station on the Riverside freeway (CA SR91). At the Port location the mean fleet age decreased from 12.7 years in April of 2008 to 2.5 years in May of 2010 with significant reductions in carbon monoxide (30%), oxides of nitrogen (48%) and infrared opacity (a measure of particulate matter, 54%). We also observed a 20-fold increase in ammonia emissions as a result of new, stoichiometrically combusted, liquefied natural gas powered trucks. These results compare with changes at our inland site where the average ages were 7.9 years in April of 2008 and 8.3 years in April of 2010, with only small reductions in oxides of nitrogen (10%) being statistically significant. Both locations have experienced significant increases in nitrogen dioxide emissions from new trucks equipped with diesel particle filters; raising the mean nitrogen dioxide to oxides of nitrogen ratios from less than 10% to more than 30% at the Riverside freeway location.

    As the Building America Program has grown to include a large and diverse cross section of the home building industry, accurate and consistent analysis techniques have become more important to help all program partners as they perform design tradeoffs and calculate energy savings for prototype houses built as part of the program. This document illustrates some of the analysis concepts proven effective and reliable for analyzing the transient energy usage of advanced energy systems as well as entire houses. The analysis procedure described here provides a starting point for calculating energy savings of a prototype house relative to two base cases: builder standard practice and regional standard practice. Also provides building simulation analysis to calculate annual energy savings based on side-by-side short-term field testing of a prototype house.

    A housing is disclosed for the containment of instrumentation in a high pressure fluid environment that consists of a metallic endcap and ceramic cylinder bonded together. The improvement comprises a structure which results in the improved sealing of said housing as the fluid pressure increases. The cylindrical ceramic tube and endcap are dimensioned such that mechanical failure does not occur when exposed to the desired external operating pressures which includes up to 36,000 feet of water.     The Greenbuilt house is a 1980's era house in the Sacramento area that was a prominent part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration Program. The house underwent an extensive remodel, aimed at improving overall energy efficiency with a goal of reducing the home's energy use by 50%. NREL researchers performed a number of tests on the major systems touched by the retrofit to ensure they were working as planned. Additionally, SMUD rented the house from Greenbuilt Construction for a year to allow NREL to perform a number of tests on the cooling system and the water heating system. The goal of the space conditioning tests was to find the best ways to cut cooling loads and shift the summer peak. The water heating system, comprised of an add-on heat pump water heater and an integrated collector-storage solar water heater, was operated with a number of different draw profiles to see how varying hot water draw volume and schedule affected the performance of the system as a whole. All the experiments were performed with the house empty, with a simulated occupancy schedule running in the house to mimic the load imposed by real occupants.

    This report has examined the role of manufactured housing in the housing market, the energy impacts of three manufactured housing standards and three site-built standards in 13 cities, and the economic impacts of those standards in 6 cities. The three standards applied to manufactured housing are the HUD Title VI standard (Manufactured Housing Construction and Safety Standards, or MHCSS), the Hud Title II-E standard, and the existing FmHA Title V standard. Those applied to site-built homes are the HUD Minimum Property Standards (MPS), the ASHRAE 90A-80 standard, and the FmHA Title V standard. Based on energy consumption alone, these analyses show that the FmHA Title V standard is the most stringent standard for both housing types (a single-section menufactured home and a single-story detached ''ranch house''). The HUD Title VI standard is the least stringent for manufactured homes, while the HUD Minimum Property Standards are the least stringent for site-built homes. Cost-effectiveness comparisons required by the Act were made for the two prototypical homes. Results of this preliminary economic analysis indicate that none of the site-built standards reflect minimum life-cycle cost as a basic criterion of their development. For manufactured homes, both the FmHA standard and the HUD Title II-E standard reduce life-cycle cost and effect positive first-year cash flows in all cities analyzed when electric resistance heating is assumed. When natural gas heating is used, both standards pass the life-cycle cost test in all cities, but the FmHA standard fails the cash flow test in all but one city. However, in the worst case, net monthly expenditures in the first year are increased by less than $9.

    Under this project, Newport Partners (as part of the BA-PIRC research team) evaluated the installation, measured performance, and cost-effectiveness of efficiency upgrade measures for a tenant-in-place DER at the Bay Ridge multifamily (MF) development in Annapolis, Maryland. The design and construction phase of the Bay Ridge project was completed in August 2012. This report summarizes system commissioning, short-term test results, utility bill data analysis, and analysis of real-time data collected over a one-year period after the retrofit was complete. The Bay Ridge project is comprised of a "base scope" retrofit which was estimated to achieve a 30%+ savings (relative to pre-retrofit) on 186 apartments, and a "DER scope" which was estimated to achieve 50% savings (relative to pre-retrofit) on a 12-unit building. The base scope was applied to the entire apartment complex, except for one 12-unit building which underwent the DER scope. A wide range of efficiency measures was applied to pursue this savings target for the DER building, including improvements/replacements of mechanical equipment and distribution systems, appliances, lighting and lighting controls, the building envelope, hot water conservation measures, and resident education. The results of this research build upon the current body of knowledge of multifamily retrofits. Towards this end, the research team has collected and generated data on the selection of measures, their estimated performance, their measured performance, and risk factors and their impact on potential measures.

    The Greening the Capitol initiative was launched in March, 2007 with the threefold goals of making the U.S. House of Representatives: 1) carbon neutral within 18 months, 2) reducing energy use by 50percent in ten years, and 3) becoming a model of sustainable operations. We report on the recommendations to meet these goals, looking at the targets of opportunity at the Capitol Power Plant, the existing buildings, and the overall operations of the complex. Our findings have shown that these goals are achievable, and that through an integrated approach the savings in carbon and energy can be met. Specific examples include the lighting retrofits in the House offices, parking areas, and the Capitol dome; the retrofits to the HVAC systems and controls, including duct sealing, improving the efficiency of the energy and water use in the food service areas; and improved operations of the steam and chilled water distribution system. A key aspect has been better tracking and feedback to the building operators of the actual energy consumption. We report on the technical opportunities presented by these historic and symbolic buildings in becoming models of sustainability.

    The overall objective of the on-going analytical efforts was to develop in-house expertise and analytical capability for the analysis of coal and coal-derived products in support of SRC-I process technology. The approach taken and work accomplished involved: identification of test methods and associated equipment; review and implementation of analytical facility plan; evaluation of existing instrumentation; evaluation and purchase of new instruments; training of laboratory personnel; validation or development of analytical methods; development of standard product work-up methods; and development of analytical protocol for detailed characterization of SRC-I solid and liquid products. Expertise in analytical chemistry was developed by organizing historical knowledge and assimilating new knowledge as it became available from inside and outside research facilities and the chemical literature. The data were then used to define analytical methods, instrumentation, space, staff needed to create a functional coal analysis laboratory. This report summarizes the direction and progress of the analytical development efforts during the period 1974 to 1980. 2 references, 5 figures.

    In the fall of 2010, a multiyear pilot energy efficiency retrofit project was undertaken by Greenbelt Homes, Inc, (GHI) a 1,566 home cooperative of circa 1930 and 1940 homes in Greenbelt, Maryland. GHI established this pilot project to serve as a basis for decision making for the rollout of a decade-long community-wide upgrade program that will incorporate energy efficiency improvements to the building envelope and mechanical equipment. With the community upgrade fully funded by the cooperative through their membership without outside subsidies, this project presents a unique opportunity to evaluate and prioritize the wide-range of benefits of high-performance retrofits based on member experience with and acceptance of the retrofit measures implemented during the pilot project. Addressing the complex interactions between benefits, trade-offs, construction methods, project management implications, realistic upfront costs, financing, and other considerations, serves as a case study for energy retrofit projects to include high-performance technologies based on the long-term value to the homeowner. The pilot project focused on identifying the added costs and energy savings benefits of improvements. Phase 1: baseline evaluation for a representative set of 28 homes sited in seven buildings; Phase 2: installation of the building envelope improvements and continued monitoring of the energy consumption for the heating season and energy simulations supporting recommendations for HVAC and water heating upgrades to be implemented in Phase 3.

    This project report details activities and results of the 'Market Characterization' project undertaken by the Cost Effective Energy Retrofit (CEER) team targeted toward the DOE goal of achieving 30%-50% reduction in existing building energy use. CEER consists of members from the Dow Chemical Company, Michigan State University, Ferris State University and Habitat for Humanity Kent County. The purpose of this market characterization project was to identify housing archetypes which are dominant within Great Lakes region and therefore offer significant potential for energy-efficient retrofit research and implementation due to the substantial number of homes possessing similar characteristics. Understanding the characteristics of housing groups referred to as 'archetypes' by vintage, style, and construction characteristics can allow research teams to focus their retrofit research and develop prescriptive solutions for those structure types which are prevalent and offer high potential uptake within a region or market. Key research activities included; literature review, statistical analysis of national and regional data of the American Housing Survey (AHS) collected by the U.S. Census Bureau, analysis of Michigan specific data, development of a housing taxonomy of architectural styles, case studies of two local markets (i.e., Ann Arbor and Grand Rapids in Michigan) and development of a suggested framework (or process) for characterizing local markets. In order to gain a high level perspective, national and regional data from the U.S. Census Bureau was analyzed using cross tabulations, multiple regression models, and logistic regression to characterize the housing stock and determine dominant house types using 21 variables.
