    Department of Energy`s Lawrence Livermore Laboratory`s once-vital nuclear weapons division is now in dire straits. The laboratory was established in 1952, during the titanic struggle over the hydrogen bomb, has grown steadily from $7 million to its peak of $1.1 billion in 1991. The future for key members of their most experienced weapons design team is uncertain. Over the past two years, Livermore`s operating budget has fallen by 12.5 percent or $127.6 million. Nearly 750 employees, 10 percent of the work force, accepted early retirement offers last year. Further budget cuts will force another 300 to 600 personnel out by the end of 1995. The future resides in the U.S. Congress.

    This document provides a risk evaluation of the 100 and 200 Area retired, surplus facilities on the Hanford Site. Also included are the related data that were compiled by the risk evaluation team during investigations performed on the facilities. Results are the product of a major effort performed in fiscal year 1993 to produce qualitative information that characterizes certain risks associated with these facilities. The retired facilities investigated for this evaluation are located in the 100 and 200 Areas of the 1,450-km{sup 2} (570-mi{sup 2}) Hanford Site. The Hanford Site is a semiarid tract of land in southeastern Washington State. The nearest population center is Richland, Washington, (population 32,000) 30-km (20 mi) southeast of the 200 Area. During walkdown investigations of these facilities, data on real and potential hazards that threatened human health or safety or created potential environmental release issues were identified by the risk evaluation team. Using these findings, the team categorized the identified hazards by facility and evaluated the risk associated with each hazard. The factors contributing to each risk, and the consequence and likelihood of harm associated with each hazard also are included in this evaluation.

    A five-year prospective study of 1,394 United States underground coal miners was undertaken to study the effects of respiratory impairment on the rate of early retirement with disability (ERD). Using a logistic regression analysis, ERD was found to be related to reported persistent phlegm after adjustment was made for other respiratory symptoms, respiratory function measurements, cigarette smoking, and some demographic characteristics. No prediction of ERD occurred for spirometrically determined measures of respiratory function. The data thus give limited support to the hypothesis that early retirement with disability in underground coal miners can be predicted prospectively by measures of respiratory symptoms.

    Risk from retired surplus facilities has always been assumed to be low at the Hanford Site as the facilities are inactive and have few potentials for causing an offsite hazardous material release. However,the fatal accident that occurred in the spring of 1992 in which an employee fell through a deteriorated roof at the 105-F Reactor Building has raised the possibility that retired facilities represent a greater risk than was originally assumed. Therefore, Westinghouse Hanford Company and the US Department of Energy management have determined that facility risk management strategies and programmatic plans should be reevaluated to assure risks are identified and appropriate corrective action plans are developed. To evaluate risk management strategies, accurate risk information about the current and projected condition of the facilities must be developed. This work procedure has been created to address the development of accurate and timely risk information. By using the evaluation results in this procedure, it will be possible to create a prioritized baseline for managing facility risk until all retired surplus facilities are demolished.

    Initial investigations conducted by the U.S. Department of Energy, Chicago Operations Office, and by Argonne National Laboratory used seismic refraction profiling, electrical resistivity depth sounding, conductivity profiling, magnetic gradiometry, and ground-penetrating radar to study environmental geophysics in the area of the Battelle West Jefferson site`s radiologically contaminated retired filter beds. The investigators used a combination of nonintrusive technologies and innovative drilling techniques to assess environmental risk at the filter beds and to improve understanding of the geology of the Big Darby Creek floodplain. The geophysical investigation, which showed that the preferred groundwater pathway is associated with a laterally extensive deposit of silty sand to sand that is less than 12 ft deep in the floodplain area, also guided the location of cone penetrometer test sites and piezometer installation. Cone penetrometer testing was useful for comparing continuous logging data with surface geophysical data in establishing correlations among unconsolidated materials.

    This Closure Report (CR) presents information supporting closure of the 92-Acre Area, which includes Corrective Action Unit (CAU) 111, 'Area 5 WMD Retired Mixed Waste Pits.' This CR provides documentation supporting the completed corrective actions and confirmation that the closure objectives were met. This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) (FFACO, 1996 [as amended March 2010]). Closure activities began in January 2011 and were completed in January 2012. Closure activities were conducted according to Revision 1 of the Corrective Action Decision Document/Corrective Action Plan (CADD/CAP) for the 92-Acre Area and CAU 111 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office [NNSA/NSO], 2010). The following closure activities were performed: (1) Construct an engineered evapotranspiration cover over the boreholes, trenches, and pits in the 92-Acre Area; (2) Install use restriction (UR) warning signs, concrete monuments, and subsidence survey monuments; and (3) Establish vegetation on the covers. UR documentation is included as Appendix C of this report. The post-closure plan is presented in detail in Revision 1 of the CADD/CAP for the 92-Acre Area and CAU 111, and the requirements are summarized in Section 5.2 of this document. When the next request for modification of Resource Conservation and Recovery Act Permit NEV HW0101 is submitted to the Nevada Division of Environmental Protection (NDEP), the requirements for post-closure monitoring of the 92-Acre Area will be included. NNSA/NSO requests the following: (1) A Notice of Completion from NDEP to NNSA/NSO for closure of CAU 111; and (2) The transfer of CAU 111 from Appendix III to Appendix IV, Closed Corrective Action Units, of the FFACO.

The 92-Acre Area includes Corrective Action Unit (CAU) 111, 'Area 5 WMD Retired Mixed Waste Pits.' Data Quality Objectives (DQOs) were developed for the 92-Acre Area, which includes CAU 111. The result of the DQO process was that the 92-Acre Area is sufficiently characterized to provide the input data necessary to evaluate corrective action alternatives (CAAs) without the collection of additional data. The DQOs are included as Appendix A of this document. This CADD/CAP identifies and provides the rationale for the recommended CAA for the 92-Acre Area, provides the plan for implementing the CAA, and details the post-closure plan. When approved, this CADD/CAP will supersede the existing Pit 3 (P03) Closure Plan, which was developed in accordance with Title 40 Code of Federal Regulations (CFR) Part 265, 'Interim Status Standards for Owners and Operators of Hazardous Waste Treatment, Storage, and Disposal Facilities.' This document will also serve as the Closure Plan and the Post-Closure Plan, which are required by 40 CFR 265, for the 92-Acre Area. After closure activities are complete, a request for the modification of the Resource Conservation and Recovery Act Permit that governs waste management activities at the NNSS will be submitted to the Nevada Division of Environmental Protection to incorporate the requirements for post-closure monitoring. Four CAAs, ranging from No Further Action to Clean Closure, were evaluated for the 92-Acre Area. The CAAs were evaluated on technical merit focusing on performance, reliability, feasibility, safety, and cost. Based on the evaluation of the data used to develop the conceptual site model; a review of past, current, and future operations at the site; and the detailed and comparative analysis of the potential CAAs, Closure in Place with Administrative Controls is the preferred CAA for the 92-Acre Area.     This project was conducted to evaluate buildings and facilities remaining in the Washington Closure Hanford (WCH) deactivation, decontamination, decommissioning, and demolition schedule for bat roost sites. The project began in spring of 2009 and was concluded in spring of 2011. A total of 196 buildings and facilities were evaluated for the presence of bat roosting sites. The schedule for the project was prioritized to accommodate the demolition schedule. As the surveys were completed, the results were provided to the project managers to facilitate planning and project completion. The surveys took place in the 300 Area, 400 Area, 100-H, 100-D, 100-N, and 100-B/C Area. This report is the culmination of all the bat surveys and summarizes the findings by area and includes recommended mitigation actions where bat roosts were found.

    Doppler surveys have shown that the occurrence rate of Jupiter-mass planets appears to increase as a function of stellar mass. However, this result depends on the ability to accurately measure the masses of evolved stars. Recently, Lloyd called into question the masses of subgiant stars targeted by Doppler surveys. Lloyd argues that very few observable subgiants have masses greater than 1.5 M {sub Sun }, and that most of them have masses in the range 1.0-1.2 M {sub Sun }. To investigate this claim, we use Galactic stellar population models to generate an all-sky distribution of stars. We incorporate the effects that make massive subgiants less numerous, such as the initial mass function and differences in stellar evolution timescales. We find that these effects lead to negligibly small systematic errors in stellar mass estimates, in contrast to the Almost-Equal-To 50% errors predicted by Lloyd. Additionally, our simulated target sample does in fact include a significant fraction of stars with masses greater than 1.5 M {sub Sun }, primarily because the inclusion of an apparent magnitude limit results in a Malmquist-like bias toward more massive stars, in contrast to the volume-limited simulations of Lloyd. The magnitude limit shifts the mean of our simulated distribution toward higher masses and results in a relatively smaller number of evolved stars with masses in the range 1.0-1.2 M {sub Sun }. We conclude that, within the context of our present-day understanding of stellar structure and evolution, many of the subgiants observed in Doppler surveys are indeed as massive as main-sequence A stars.

The decision for the final closure of the 318,000 square foot 105-P Reactor was determined to be in situ decommissioning (ISD). ISD is an acceptable and cost effective alternative to off-site disposal for the reactor building, which will allow for consolidation of remedial action wastes generated from other cleanup activities within the P Area. ISD is considered protective by the regulators, U. S. Environmental Protection Agency (US EPA) and the South Carolina Department of Health and Environmental Control (SCDHEC), public and stakeholders as waste materials are stabilized/immobilized, and radioactivity is allowed to naturally decay, thus preventing future exposure to the environment. Stakeholder buy-in was critical in the upfront planning in order to achieve this monumental final decision. Numerous public meetings and workshops were held in two different states (covering a 200 mile radius) with stakeholder and SRS Citizens Advisory Board participation. These meetings were conducted over an eight month period as the end state decision making progressed. Information provided to the public evolved from workshop to workshop as data became available and public input from the public meetings were gathered. ISD is being considered for the balance of the four SRS reactors and other hardened facilities such as the chemical Separation Facilities (canyons).

    We report radial velocity (RV) measurements of the G-type subgiants 24 Sextanis (= HD 90043) and HD 200964. Both are massive, evolved stars that exhibit periodic variations due to the presence of a pair of Jovian planets. Photometric monitoring with the T12 0.80 m APT at Fairborn Observatory demonstrates both stars to be constant in brightness to {<=}0.002 mag, thus strengthening the planetary interpretation of the RV variations. Based on our dynamical analysis of the RV time series, 24 Sex b, c have orbital periods of 452.8 days and 883.0 days, corresponding to semimajor axes 1.333 AU and 2.08 AU, and minimum masses 1.99 M{sub Jup} and 0.86 M{sub Jup}, assuming a stellar mass M{sub *}= 1.54 M{sub sun}. HD 200964 b, c have orbital periods of 613.8 days and 825.0 days, corresponding to semimajor axes 1.601 AU and 1.95 AU, and minimum masses 1.99 M{sub Jup} and 0.90 M{sub Jup}, assuming M{sub *}= 1.44 M{sub sun}. We also carry out dynamical simulations to properly account for gravitational interactions between the planets. Most, if not all, of the dynamically stable solutions include crossing orbits, suggesting that each system is locked in a mean-motion resonance that prevents close encounters and provides long-term stability. The planets in the 24 Sex system likely have a period ratio near 2:1, while the HD 200964 system is even more tightly packed with a period ratio close to 4:3. However, we caution that further RV observations and more detailed dynamical modeling will be required to provide definitive and unique orbital solutions for both cases, and to determine whether the two systems are truly resonant.
