In Norway and Sweden a considerable number of households are actively using the market but very few households are active in Finland and Denmark.   2. Impacts of Western Area Power Administration`s power marketing alternatives on retail electricity rates and utility financial viability

    Changes in power contract terms for customers of Western`s Salt Lake City Area Office affect electricity rates for consumers of electric power in Arizona, Colorado, Nevada, New Mexico, Utah, and Wyoming. The impacts of electricity rate changes on consumers are studied by measuring impacts on the rates charged by individual utility systems, determining the average rates in regional areas, and conducting a detailed rate analysis of representative utility systems. The primary focus is an evaluation of the way retail electricity rates for Western`s preference customers vary with alternative pricing and power quantity commitment terms under Western`s long-term contracts to sell power (marketing programs). Retail rate impacts are emphasized because changes in the price of electricity are the most direct economic effect on businesses and residences arising from different Western contractual and operational policies. Retail rates are the mechanism by which changes in cost associated with Western`s contract terms are imposed on ultimate consumers, and rate changes determine the dollar level of payments for electric power incurred by the affected consumers. 41 figs., 9 tabs.

    This paper discusses (1) the market and technology outlook for flue gas desulfurization ({open_quotes}FGD{close_quotes}) systems, with particular emphasis on wet systems in North America and the implications of retail wheeling of electricity and emission allowances for the utility industry, and (2) implications for the utility industry of architect/engineering ({open_quotes}A/E{close_quotes}) firm tendencies to reduce greatly the FGD vendor`s scope of award. The paper concludes that (1) the FGD market will be modest domestically and robust offshore over the forecast period (5-10 years), although the utility industry`s response to federal and state air toxics rules and retail wheeling may eventually grow the FGD market domestically beyond that created by compliance with Phase II of the Clean Air Act`s Title IV acid rain program alone, (2) new designs are likely to follow trends established in the past few years, but will likely include advanced processes that use higher velocity and smaller space, and possibly multi-pollutant control to remain competitive, and (3) shrinking of the FGD vendor`s scope may have adverse implications for the utility end-user, while retail wheeling may increase third-party ownership of FGD technology

  8. Unbundling the retail gas market: Current activities and guidance for serving residential and small customers

    The restructuring of retail gas services has followed a typical pattern for previously heavily regulated industries: large customers are initially given rights to purchase unbundled services from different entities, with the same rights dispersed over time to smaller customers. For about ten years now industrial customers in most states have been able to {open_quotes}play the market{close_quotes}. Since the passage of the Federal Energy Regulatory Commission (FERC) Order 636 in 1992, interest has centered on expanding service unbundling to small retail customers, including residential customers. Importantly, the Order prohibited pipelines from providing bundled sales service. This is not surprising - in the telecommunications industry, for example, the unbundling of wholesale services was a strong stimulant for developing competition in the local exchange market. The push for small-customer service unbundling has derived from the basic but politically attractive idea that all retail customers should directly benefit from competitive forces in the natural gas industry. When one looks at the movement of prices since 1985, it is easy to see that large retail customers have enjoyed more favorable prices than other retail customers. For example, over the period 1985 to 1994 gas prices to industrial customers and electric utilities fell around 23 percent and 36 percent, respectively. In comparison, gas prices to residential customers increased by around 5 percent while gas prices to commercial customers decreased slightly by about 1 percent. This report examines various aspects of unbundling to small retail gas customers, with special emphasis on residential customers.

  16. Should utility incumbents be able to extend their brand name to competitive retail markets? An economic perspective

    As retail competition begins, at least for the short run, there should be policy restrictions on an incumbent utility`s ability to extend its brand to an affiliated marketer. However, a utility-affiliated marketer should be permitted to compete in a newly deregulated market using a generic or self-developed brand name. If extending a brand name from an incumbent utility to an affiliated marketer does in fact create real barriers to entry in the retail market, competition will be crippled in this market and consumers will suffer. More important, deregulation will appear to have failed in the electric power market--a consequence with effects reaching past the electricity industry to other industries considering deregulation as a viable policy choice. However, if real barriers to entry are not erected by this type of brand name extension, the industry may suffer from lower quality products, less service, and reduced innovation if policymakers prohibit brand name extension.

  18. Liberalization of the Japanese electricity market

    The Japanese electricity industry is shackled by more regulations than other domestic industries. Electricity liberalization, however, is one of the few areas in which discussion of deregulation has been making steady progress although the outcome of deregulation has become uncertain due to the turbulence of politics and bureaucratic resistance. This study examines the liberalization of the Japanese electricity market focusing on the characteristics of (1) entering the electricity generation business, (2) access to power companies` transmission facilities, (3) beginning an electricity retail business, and (4) reforming the electricity rating system. The article follows three themes. First, the background of the Japanese electricity liberalization can be explained from economic, political, and bureaucratic points of view. Second, international electricity price comparison should not only depend on exchange rates but should also take other factors into account. Finally, liberalization will increase fossil fuel consumption, which could have unwelcome consequences.

  19. The New Hampshire retail competition pilot program and the role of green marketing

    Most states in the US are involved in electric industry restructuring, from considering the pros and cons in regulatory dockets to implementing legislative mandates for full restructuring and retail access for all consumers. Several states and utilities have initiated pilot programs in which multiple suppliers or service providers may compete for business and some utility customers can choose among competing suppliers. The State of New Hampshire has been experimenting with a pilot program, mandated by the State Legislature in 1995 and implemented by the New Hampshire Public Utilities Commission (NHPUC), before it implements full retail access. Green marketing, an attempt to characterize the supplier or service provider as environmentally friendly without referring to the energy resource used to generate electricity, was used by several suppliers or service providers to attract customers. This appeal to environmental consumerism was moderately successful, but it raised a number of consumer protection and public policy issues. This issue brief examines the marketing methods used in New Hampshire and explores what green marketing might mean for the development of renewable energy generation. It also addresses the issues raised and their implications.

    The Organization of Midwest ISO States (OMS) launched the Midwest Demand Resource Initiative (MWDRI) in 2007 to identify barriers to deploying demand response (DR) resources in the Midwest Independent System Operator (MISO) region and develop policies to overcome them. The MWDRI stakeholders decided that a useful initial activity would be to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This additional detail could then be used to assess any"seams issues" affecting coordination and integration of retail DR resources with MISO's wholesale markets. Working with state regulatory agencies, we conducted a detailed survey of existing DR programs, dynamic pricing tariffs, and their features in MISO states. Utilities were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g., seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. This report describes the results of this comprehensive survey and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into organized wholesale markets. Survey responses from 37 MISO members and 4 non-members provided information on 141 DR programs and dynamic pricing tariffs with a peak load reduction potential of 4,727 MW of retail DR resource. Major findings of this study area:- About 72percent of available DR is from interruptible rate tariffs offered to large commercial and industrial customers, while direct load control (DLC) programs account for ~;;18percent.   1. Price-elastic demand in deregulated electricity markets

    The degree to which any deregulated market functions efficiently often depends on the ability of market agents to respond quickly to fluctuating conditions. Many restructured electricity markets, however, experience high prices caused by supply shortages and little demand-side response. We examine the implications for market operations when a risk-averse retailer's end-use consumers are allowed to perceive real-time variations in the electricity spot price. Using a market-equilibrium model, we find that price elasticity both increases the retailers revenue risk exposure and decreases the spot price. Since the latter induces the retailer to reduce forward electricity purchases, while the former has the opposite effect, the overall impact of price responsive demand on the relative magnitudes of its risk exposure and end-user price elasticity. Nevertheless, price elasticity decreases cumulative electricity consumption. By extending the analysis to allow for early settlement of demand, we find that forward stage end-user price responsiveness decreases the electricity forward price relative to the case with price-elastic demand only in real time. Moreover, we find that only if forward stage end-user demand is price elastic will the equilibrium electricity forward price be reduced.

  6. Impact of residential PV adoption on Retail Electricity Rates

    The price of electricity supplied from home rooftop photo voltaic (PV) solar cells has fallen below the retail price of grid electricity in some areas. A number of residential households have an economic incentive to install rooftop PV systems and reduce their purchases of electricity from the grid. A significant portion of the costs incurred by utility companies are fixed costs which must be recovered even as consumption falls. Electricity rates must increase in order for utility companies to recover fixed costs from shrinking sales bases. Increasing rates will, in turn, result in even more economic incentives for customers to adopt rooftop PV. In this paper, we model this feedback between PV adoption and electricity rates and study its impact on future PV penetration and net-metering costs. We find that the most important parameter that determines whether this feedback has an effect is the fraction of customers who adopt PV in any year based solely on the money saved by doing so in that year, independent of the uncertainties of future years. These uncertainties include possible changes in rate structures such as the introduction of connection charges, the possibility of PV prices dropping significantly in the future, possible changes in tax incentives, and confidence in the reliability and maintainability of PV.   8. Electricity Bill Savings from Residential Photovoltaic Systems: Sensitivities to Changes in Future Electricity Market Conditions

    This scoping study investigates the impact of, and interactions among, three key sources of uncertainty in the future value of bill savings from customer-sited PV, focusing in particular on residential customers. These three sources of uncertainty are: changes to electricity market conditions that would affect retail electricity prices, changes to the types of retail rate structures available to residential customers with PV, and shifts away from standard net-metering toward other compensation mechanisms for residential PV. We investigate the impact of a range of electricity market scenarios on retail electricity prices and rate structures, and the resulting effects on the value of bill savings from PV. The scenarios include various levels of renewable and solar energy deployment, high and low natural gas prices, the possible introduction of carbon pricing, and greater or lesser reliance on utility-scale storage and demand response. We examine the bill savings from PV with time-invariant, flat residential retail rates, as well as with time-varying retail rates, including time-of-use (TOU) rates and real-time pricing (RTP). In addition, we explore a flat rate with increasing-block pricing (IBP). We evaluate the bill savings from PV with net metering, as currently allowed in many states, as well as scenarios with hourly netting, a partial form of net metering. This scoping study is the first known effort to evaluate these types of interactions in a reasonably comprehensive fashion, though by no means have we considered every possible change to electricity market conditions, retail rate structures, or PV compensation mechanisms. It focuses solely on the private value of bill savings for residential PV and does not seek to quantify the broader social or economic cost or value of solar electricity.     Turkey's growing power market has attracted investors and project developers for over a decade, yet their plans have been dashed by unexpected political or financial crises or, worse, obstructed by a lengthy bureaucratic approval process. Now, with a more transparent retail electricity market, government regulators and investors are bullish on Turkey. Is Turkey ready to turn the power on? This report closely examine Turkey's plans to create a power infrastructure capable of providing the reliable electricity supplies necessary for sustained economic growth. It was compiled with on-the-ground research and extensive interview with key industrial and political figures. Today, hard coal and lignite account for 21% of Turkey's electricity generation and gas-fired plants account for 50%. The Alfin Elbistan-B lignite-fired plant has attracted criticism for its lack of desulfurization units and ash dam facilities that have tarnished the industry's image. A 1,100 MW hard-coal fired plant using supercritical technology is under construction. 9 figs., 1 tab.

    The right to refuse retail wheeling requests is one of the cornerstones of a utility's monopoly power. Utilities have fought staunchly to preserve it, most recently in preventing retail wheeling from becoming an important issue in the congressional debate over deregulation; the Energy Policy Act of 1992 steered clear of it. For the present, the prohibition of retail wheeling gives utilities enormous power over the retail electric power market. The ability to refuse retail wheeling requests, of course, prevents retail customers from buying power from third parties. This enables a utility to sell retail customers all the power it can generate, at a price that covers its cost plus an allowed return-even if its price exceeds that of power available in the wholesale market. The denial of retail wheeling thus protects a utility's inefficiencies, whose price is ultimately shouldered onto customers through cost-plus electric rates. Allowing retail wheeling would remove the foundation for much of the current monopoly power that utilities enjoy. Third parties could sell power to a utility's retail customers, since the utility would be required to wheel it. Retail customers would be able to bypass the local distribution utility to buy power from the cheapest source available. Market forces would drive pricing rather than the cost-plus ratemaking process. A utility whose electric rates were above market would have to meet the competitive price or lose sales.

Chapter 2 describes the ``industrial organization`` approach used to analyze the electric power market. Industrial organization emphasizes specific market performance criteria, and the impact of market structure and behavior on performance. Chapter 3 identifies the participants in the electric power market, grouped primarily into regulated producers, unregulated producers, and consumers. Chapter 4 describes the varieties of electric power competition, organized along two dimensions: producer competition and consumer competition.     Liberalization and restructuring of electricity markets are leading to a globalization of the industry. The electricity sector is moving from state dominance to private participation, from monopoly structures to competition. Greenfield investments in generation capacity are increasingly dominated by private operators; 53% of the 780 GW global capacity additions needed by 2007 will be independent power facilities. Existing power generation assets are changing hands, either through privatization or utility divestitures; 250 GW of capacity is expected to be privatized by 2007 and 310 GW of utility spin-offs are anticipated in the US. The structure of the industry will evolve from fragmentation, with many players operating in national markets, to a few global players operating across borders.

    Demand response has grown to be a part of the repertoire of resources used by utilities to manage the balance between generation and load. In recent years, advances in communications and control technology have enabled utilities to consider continuously controlling demand response to meet generation, rather than the other way around. This paper discusses the economic applications of a general method for load resource analysis that parallels the approach used to analyze generation resources and uses the method to examine the results of the US Department of Energys Olympic Peninsula Demonstration Testbed. A market-based closed-loop system of controllable assets is discussed with necessary and sufficient conditions on system controllability, observability and stability derived.

    Both hydrogen and plug-in electric vehicles offer significant social benefits to enhance energy security and reduce criteria and greenhouse gas emissions from the transportation sector. However, the rollout of electric vehicle supply equipment (EVSE) and hydrogen retail stations (HRS) requires substantial investments with high risks due to many uncertainties. We compare retail infrastructure costs on a common basis - cost per mile, assuming fueling service to 10% of all light-duty vehicles in a typical 1.5 million person city in 2025. Our analysis considers three HRS sizes, four distinct types of EVSE and two distinct EVSE scenarios. EVSE station costs, including equipment and installation, are assumed to be 15% less than today's costs. We find that levelized retail capital costs per mile are essentially indistinguishable given the uncertainty and variability around input assumptions. Total fuel costs per mile for battery electric vehicle (BEV) and plug-in hybrid vehicle (PHEV) are, respectively, 21% lower and 13% lower than that for hydrogen fuel cell electric vehicle (FCEV) under the home-dominant scenario. Including fuel economies and vehicle costs makes FCEVs and BEVs comparable in terms of costs per mile, and PHEVs are about 10% less than FCEVs and BEVs. To account for geographic variability in energy prices and hydrogen delivery costs, we use the Scenario Evaluation, Regionalization and Analysis (SERA) model and confirm the aforementioned estimate of cost per mile, nationally averaged, but see a 15% variability in regional costs of FCEVs and a 5% variability in regional costs for BEVs.

    Demand for affordable, reliable, domestically sourced, and low-carbon electricity is on the rise. This growing demand is driven in part by evolving public policy priorities, especially reducing the health and environmental impacts of electricity service and expanding energy access to under-served customers. Consequently, variable renewable energy resources comprise an increasing share ofelectricity generation globally. At the same time, new opportunities for addressing the variability of renewables are being strengthened through advances in smart grids, communications, and technologies that enable dispatchable demand response and distributed generation to extend to the mass market. A key challenge of merging these opportunities is market design -- determining how to createincentives and compensate providers justly for attributes and performance that ensure a reliable and secure grid -- in a context that fully realizes the potential of a broad array of sources of flexibility in both the wholesale power and retail markets. This report reviews the suite of wholesale power market designs in use and under consideration to ensure adequacy, security, and flexibilityin a landscape of significant variable renewable energy. It also examines considerations needed to ensure that wholesale market designs are inclusive of emerging technologies, such as demand response, distributed generation, and storage.

    In New York State, the default electricity pricing for large customers is Mandatory Hourly Pricing (MHP), which is charged based on zonal day-ahead market price for energy. With MHP, retail customers can adjust their building load to an economically optimal level according to hourly electricity prices. Yet, many customers seek alternative pricing options such as fixed rates through retail access for their electricity supply. Open Automated Demand Response (OpenADR) is an XML (eXtensible Markup Language) based information exchange model that communicates price and reliability information. It allows customers to evaluate hourly prices and provide demand response in an automated fashion to minimize electricity costs. This document shows how OpenADR can support MHP and facilitate price responsive demand for large commercial customers in New York City.

One option includes using agent-based modeling frameworks. This paper discusses how key elements of current and future wholesale power markets can be modeled using an agent-based approach and how this approach may become a useful paradigm that researchers can employ when studying and planning for power systems of the future.

    The substantial increase in deployment of customer-sited solar photovoltaics (PV) in the United States has been driven by a combination of steeply declining costs, financing innovations, and supportive policies. Among those supportive policies is net metering, which in most states effectively allows customers to receive compensation for distributed PV generation at the full retail electricity price. The current design of retail electricity rates and the presence of net metering have elicited concerns that the possible under-recovery of fixed utility costs from PV system owners may lead to a feedback loop of increasing retail prices that accelerate PV adoption and further rate increases. However, a separate and opposing feedback loop could offset this effect: increased PV deployment may lead to a shift in the timing of peak-period electricity prices that could reduce the bill savings received under net metering where time-varying retail electricity rates are used, thereby dampening further PV adoption. In this paper, we examine the impacts of these two competing feedback dynamics on U.S. distributed PV deployment through 2050 for both residential and commercial customers, across states. Our results indicate that, at the aggregate national level, the two feedback effects nearly offset one another and therefore produce a modest net effect, although their magnitude and direction vary by customer segment and by state. We also model aggregate PV deployment trends under various rate designs and net-metering rules, accounting for feedback dynamics. Our results demonstrate that future adoption of distributed PV is highly sensitive to retail rate structures. Whereas flat, time-invariant rates with net metering lead to higher aggregate national deployment levels than the current mix of rate structures (+5% in 2050), rate structures with higher monthly fixed customer charges or PV compensation at levels lower than the full retail rate can dramatically erode aggregate customer

    In 2010, the NEA in conjunction with the International Energy Agency produced an analysis of the Projected Costs of Electricity for almost 200 power plants, covering nuclear, fossil fuel and renewable electricity generation. That analysis used lifetime costs to consider the merits of each technology. However, the lifetime cost analysis is less applicable in liberalised markets and does not look specifically at the viewpoint of the private investor. A follow-up NEA assessment of the competitiveness of nuclear energy against coal- and gas-fired generation under carbon pricing has considered just this question. The economic competition in electricity markets is today between nuclear energy and gas-fired power generation, with coal-fired power generation not being competitive as soon as even modest carbon pricing is introduced. Whether nuclear energy or natural gas comes out ahead in their competition depends on a number of assumptions, which, while all entirely reasonable, yield very different outcomes. The analysis in this study has been developed on the basis of daily data from European power markets over the last five-year period. Three different methodologies, a Profit Analysis looking at historic returns over the past five years, an Investment Analysis projecting the conditions of the past five years over the lifetime of plants and a Carbon Tax Analysis (differentiating the Investment Analysis for different carbon prices) look at the issue of competitiveness from different angles. They show that the competitiveness of nuclear energy depends on a number of variables which in different configurations determine whether electricity produced from nuclear power or from CCGTs generates higher profits for its investors. These are overnight costs, financing costs, gas prices, carbon prices, profit margins (or mark-ups), the amount of coal with carbon capture and electricity prices.     The availability of retail stations can be a significant barrier to the adoption of alternative fuel light-duty vehicles in household markets. This is especially the case during early market growth when retail stations are likely to be sparse and when vehicles are dedicated in the sense that they can only be fuelled with a new alternative fuel. For some bi-fuel vehicles, which can also fuel with conventional gasoline or diesel, limited availability will not necessarily limit vehicle sales but can limit fuel use. The impact of limited availability on vehicle purchase decisions is largely a function of geographic coverage and consumer perception. In this paper we review previous attempts to quantify the value of availability and present results from two studies that rely upon distinct methodologies. The first study relies upon stated preference data from a discrete choice survey and the second relies upon a station clustering algorithm and a rational actor value of time framework. Results from the two studies provide an estimate of the discrepancy between stated preference cost penalties and a lower bound on potential revealed cost penalties.

    This report documents the National Energy Modeling System Electricity Fuel Dispatch Submodule (EFD), a submodule of the Electricity Market Module (EMM) as it was used for EIA`s Annual Energy Outlook 1997. It replaces previous documentation dated March 1994 and subsequent yearly update revisions. The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. This document serves four purposes. First, it is a reference document providing a detailed description of the model for reviewers and potential users of the EFD including energy experts at the Energy Information Administration (EIA), other Federal agencies, state energy agencies, private firms such as utilities and consulting firms, and non-profit groups such as consumer and environmental groups. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its statistical and forecast reports. Third, it facilitates continuity in model development by providing documentation which details model enhancements that were undertaken for AE097 and since the previous documentation. Last, because the major use of the EFD is to develop forecasts, this documentation explains the calculations, major inputs and assumptions which were used to generate the AE097.

    The purpose of this presentation is to provide an in-depth discussion of the possible evolution of unbundling of services in a competitive environment. The author discusses unbundling from both a technical/engineering and an economic perspective. The main thrust of the talk is threefold: (a) that in the long run the potential for unbundling of services is extremely large from an engineering perspective; (b) that the form of the initial industry structure will have an important impact on the extent of service unbundling; and (c) that unbundling of wholesale related services is where most of the initial demand will be. (A) Engineering Perspectives on Unbundling: A large proportion of ancillary services can be provided in a competitive framework with current technologies. The author discusses those that current technologies may not facilitate such a decentralized approach. (B) The relation between unbundling and industry structure: Not all industry structures provide the same incentives for the independent service operator (ISO) to unbundle its services. Direct access provides incentives to suppliers to provide ancillary services to its own customers. Such incentive is limited by more centralized organizational modes. (C) Different Demand for Wholesale and Retail Unbundling: Lessons from other sectors: The experience with unbundling in telecommunications is illuminating. Wholesale unbundling, when allowed, has turned out to be a key component of competition. Retail unbundling is limited by customer sophistication. Indeed, retail unbundling will evolve in waves: initially retail customers will demand bundled services, as complexity of services may overwhelm customer sophistication. As customer sophistication increases and technology improves, the demand for partial unbundling increases providing opportunities for speicialized firms to provide partially unbundled services.

  1. The great ``retail wheeling`` illusion, and more productive energy futures

    This paper sets out the reasons why many environmental and public interest organizations oppose retail wheeling. Cavanagh argues that retail wheeling would destroy incentives for energy efficiency improvements and renewable energy generation--benefits that reduce long-term energy service costs to society as a whole. The current debate over the competitive restructuring of the electric power industry is critical from both economic and environmental perspectives. All attempts to introduce broad-scale retail wheeling in the United States have failed; instead, state regulators are choosing a path that emphasizes competition and choice, but acknowledges fundamental differences between wholesale and retail markets. Given the physical laws governing the movement of power over centrally controlled grids, the choice offered to customers through retail wheeling of electricity is a fiction -- a re-allocation of costs is all that is really possible. Everyone wants to be able to claim the cheapest electricity on the system; unfortunately, there is not enough to go around. By endorsing the fiction of retail wheeling for certain types of customers, regulators would be recasting the retail electricity business as a kind of commodity exchange. That would reward suppliers who could minimize near-term unit costs of electricity while simultaneously destroying incentives for many investments, including cost-effective energy efficiency improvements and renewable energy generation, that reduce long-term energy service costs to society as a whole. This result, which has been analogized unpersuasively to trends in telecommunications and natural gas regulation, is neither desirable nor inevitable. States should go on saying no to retail wheeling in order to be able to create something better: regulatory reforms that align utility and societal interests in pursuing a least-cost energy future. An appendix contains notes on some recent Retail Wheeling Campaigns.

In this article, the author provides a legal and economic introduction to what the antitrust community means by market power and offers a primer on why market power is so central an issue in the electricity industry. Finally and most importantly, he offers comments on the institutional contexts of market power, exploring a process which he calls Shermanization that helps explain the institutional aspect of moving from regulation to competition and holds implications for where oversight should reside during this complex transition.

    There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

    California's restructured electricity markets opened on 1 April 1998. The former investor-owned utilities were functionally divided into generation, transmission, and distribution activities, all of their gas-fired generating capacity was divested, and the retail market was opened to competition. To ensure that small customers shared in the expected benefit of lower prices, the enabling legislation mandated a 10% rate cut for all customers, which was implemented in a simplistic way that fossilized 1996 tariff structures. Rising fuel and environmental compliance costs, together with a reduced ability to import electricity, numerous plant outages, and exercise of market power by generators drove up wholesale electricity prices steeply in 2000, while retail tariffs remained unchanged. One of the distribution/supply companies entered bankruptcy in April 2001, and another was insolvent. During this period, two sets of interruptible load programs were in place, longstanding ones organized as special tariffs by the distribution/supply companies and hastily established ones run directly by the California Independent System Operator (CAISO). The distribution/supply company programs were effective at reducing load during the summer of 2000, but because of the high frequency of outages required by a system on the brink of failure, customer response declined and many left the tariff. The CAISO programs failed to attract enough participation to make a significant difference to the California supply demand imbalance. The poor performance of direct load participation in California's markets reinforces the argument for accurate pricing of electricity as a stimulus to energy efficiency investment and as a constraint on market volatility.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    In this paper, an agent-based modeling and simulation (ABMS) approach is used to model the German wholesale electricity market. The spot market prices in the European Energy Exchange (EEX) are studied as the wholesale market prices. Each participant in the market is modeled as an individual rationality-bounded agent whose objective is to maximize its own profit. By simulating the market clearing process, the interaction among agents is captured. The market clearing price formed by agentspsila production cost bidding is regarded as the reference marginal cost. The gap between the marginal cost and the real market price is measured as an indicator of possible market power exertion. Various bidding strategies such as physical withholding and economic withholding can be simulated to represent strategic bidding behaviors of the market participants. The preliminary simulation results show that some generation companies (GenCos) are in the position of exerting market power by strategic bidding.

    Many developing countries are initiating power sector reforms to stimulate private investment, increase operation and management efficiencies, and recover the full costs of power. Reforms may include unbundling generation, transmission, distribution and retail services; commercial management; competition; and private ownership. This paper draws upon six country case studies--Argentina, Chile, New Zealand, Norway, the United Kingdom, and the US--to identify major models of power reforms and their implications for energy efficiency--both positive and negative. There are both structural and institutional features of reform that may discourage commercial offerings of end-use efficiency services. Valuable lessons are discussed regarding what reforms and policies have worked to promote energy efficiency and which have not. Several models are offered for how developing countries can promote energy efficiency under some of the more common forms of power sector restructuring. Conclusions and recommendations are directed at key decision-makers in developing countries contemplating power sector reforms.

    This article reports that though battery technology is currently limiting the growth of EVs, the search for improvements is spurring innovative engineering developments. As battery makers, automakers, national laboratories, and others continue their search for a practical source of electric power that will make electric vehicles (EVs) more viable, engineers worldwide are making progress in other areas of EV development. Vector control, for example, enables better regulation of motor torque and speed; composite and aluminum parts reduce the vehicle`s weight, which in turn reduces the load on the motor and battery; and flywheel energy storage systems, supercapacitors, regenerative brake systems, and hybrid/electric drive trains increase range and acceleration. Despite efforts to develop an electric vehicle from the ground up, most of the early EVs to be sold in the United States will likely be converted from gasoline-powered vehicles. Chrysler Corp., for example, is expected to sell electric versions of its minivans and build them on the same assembly line as its gasoline-powered vehicles to reduce costs. The pace of engineering development in this field is fast and furious. Indeed, it is virtually impossible to monitor all emerging EV technology. To meet their quotas, the major automakers may even consider buying credits from smaller, innovative EV manufacturers. But whatever stopgap measures vehicle makers take, technology development will be the driving force behind long-term EV growth.

  6. Learning Based Bidding Strategy for HVAC Systems in Double Auction Retail Energy Markets

    In this paper, a bidding strategy is proposed using reinforcement learning for HVAC systems in a double auction market. The bidding strategy does not require a specific model-based representation of behavior, i.e., a functional form to translate indoor house temperatures into bid prices. The results from reinforcement learning based approach are compared with the HVAC bidding approach used in the AEP gridSMART® smart grid demonstration project and it is shown that the model-free (learning based) approach tracks well the results from the model-based behavior. Successful use of model-free approaches to represent device-level economic behavior may help develop similar approaches to represent behavior of more complex devices or groups of diverse devices, such as in a building. Distributed control requires an understanding of decision making processes of intelligent agents so that appropriate mechanisms may be developed to control and coordinate their responses, and model-free approaches to represent behavior will be extremely useful in that quest.

    The paper presents results of a recent IAEA study to assess the market potential for non-electric applications of nuclear energy in the near (before 2020) and long term (2020-2050). The applications covered are district heating, desalination, industrial heat supply, ship propulsion, energy supply for spacecraft, and, to a lesser extent, 'innovative' applications such as hydrogen production, coal gasification, etc. While technical details are covered only briefly, emphasis is placed on economics and other factors that may promote or hinder the penetration of nuclear options in the markets for non-electric energy services. The study makes a distinction between the market size (demand for a given service) and the market potential for nuclear penetration (which may be smaller because of technical or non-technical constraints). Near-term nuclear prospects are assessed on the basis of on-going projects in the final stages of design or under construction. For the long term, use has been made of a qualitative scale ranging from 0 to 2 for five critical areas: market structure, demand pressure, technical basis, economic competitiveness, and public acceptance. The paper presents the resulting evaluation of long-term prospects for nuclear energy entering into non-electric markets. (authors)

    In a deregulated, unbundled market, capacity has value separate from energy. The exact price will reflect the cost of a gas-fired combustion turbine. Energy values alone will not suffice to estimate the firm price for electric power. The lack of quotable, unbundled capacity prices creates uncertainty, especially given the direction taken by the Federal Energy Regulatory Commission in its March 1995 Notice of Proposed Rulemaking on stranded investment and open-access electric transmission.     The purpose of this report is to define the objectives of the model, describe its basic approach, and provide detail on how it works. The EFP is a regulatory accounting model that projects electricity prices. The model first solves for revenue requirements by building up a rate base, calculating a return on rate base, and adding the allowed expenses. Average revenues (prices) are calculated based on assumptions regarding regulator lag and customer cost allocation methods. The model then solves for the internal cash flow and analyzes the need for external financing to meet necessary capital expenditures. Finally, the EFP builds up the financial statements. The EFP is used in conjunction with the National Energy Modeling System (NEMS). Inputs to the EFP include the forecast generating capacity expansion plans, operating costs, regulator environment, and financial data. The outputs include forecasts of income statements, balance sheets, revenue requirements, and electricity prices.

    Recent electricity price spikes are painful reminders of the value that meaningful demand-side responses could bring to the restructuring US electricity system. Review of the aggregate offers made by suppliers confirms that even a modest increase in demand elasticity could dramatically reduce these extremes in price volatility. There is a strong need for dramatically increased customer participation in these markets to enhance system reliability and reduce price volatility. Indeed, allowing customers to manage their loads in response to system conditions might be thought of as the ultimate reliability resource. Most would agree that meaningful demand-side responses to price are the hallmark of a well-functioning competitive market [1]. Yet, in today's markets for electricity, little or no such response is evident. The reason is simple: customers currently do not experience directly the time-varying costs of their consumption decisions. Consequently, they have no incentive to modify these decisions in ways that might enhance system reliability or improve the efficiency of the markets in which electricity is traded. Increased customer participation is a necessary step in the evolution toward more efficient markets for electricity and ancillary services. This scoping report provides a three-part assessment of the current status of efforts to enhance the ability of customer's load to participate in competitive markets with a specific focus on the role of customer loads in enhancing electricity system reliability. First, this report considers the definitions of electricity-reliability-enhancing ancillary services (Section 2) and a preliminary assessment of the ability of customer's loads to provide these services.     Buildings account for 40% of primary energy consumption in the United States (residential 22%; commercial 18%). Most (70% residential and 79% commercial) is used as electricity. Thus, almost 30% of U.S. primary energy is used to provide electricity to buildings. Plug loads play an increasingly critical role in reducing energy use in new buildings (because of their increased efficiency requirements), and in existing buildings (as a significant energy savings opportunity). If all installed commercial building miscellaneous electrical loads (CMELs) were replaced with energy-efficient equipment, a potential annual energy saving of 175 TWh, or 35% of the 504 TWh annual energy use devoted to MELs, could be achieved. This energy saving is equivalent to the annual energy production of 14 average-sized nuclear power plants. To meet DOE's long-term goals of reducing commercial building energy use and carbon emissions, the energy efficiency community must better understand the components and drivers of CMEL energy use, and develop effective reduction strategies. These goals can be facilitated through improved data collection and monitoring methodologies, and evaluation of CMELs energy-saving techniques.

    With the tendency for vertical disintegration of control and/or ownership of assets within the industry, however, properly defining the relevant product in horizontal competition at each stage of production, transmission, distribution, and marketing assumes increasing importance. There is every reason to expect that market power issues and antitrust concerns will arise in each of the five dimensions outlined above. In each case, the author believes the framework will continue to be properly measuring market shares and concentration for carefully defined product and geographic markets as a basis for making informed judgments about market power concerns. The modeling of industry demand, supply, and competitive interactions certainly helps to inform this process by testing the proper scopes of product and geographic markets and of the economic significance of productive assets in the market defined. Modeling should also help the screening process where the issue is possible market power in markets being restructured for retail competition.

    The purpose of this report is to document the updates to the Electricity Financial Pricing Module (EFP) to reflect the rate impacts of nuclear decommissioning. The EFP is part of the National Energy Modeling System (NEMS). The updates to the EFP related to nuclear decommissioning include both changes to the underlying data base and the methodology. Nuclear decommissioning refers to the activities performed to take a nuclear plant permanently out of service. The costs of nuclear decommissioning are substantial and uncertain. The recovery of these costs from ratepayers is to occur over the operating life of the nuclear plant. Utilities are obligated to make estimates of the nuclear decommissioning cost every few years. Given this estimate, utilities are to assess a charge upon ratepayers, such that over the operating life of the plant they collect sufficient funds to pay for the decommissioning. However, cost estimates for decommissioning have been increasing and it appears that utilities have not been collecting adequate funds to date. In addition, there is a real risk that many nuclear plants may be closed earlier than originally planned, further exacerbating the under collection problem. The updates performed in this project provide the EFP with the capability to analyze these issues. The remainder of this document is divided into two discussions: (1) Nuclear Decommissioning Data Base, and (2) Methodology. Appendix A contains the actual data base developed during the project.

    Real-time pricing (RTP) has been advocated as an economically efficient means to send price signals to customers to promote demand response (DR) (Borenstein 2002, Borenstein 2005, Ruff 2002). However, limited information exists that can be used to judge how effectively RTP actually induces DR, particularly in the context of restructured electricity markets. This report describes the second phase of a study of how large, non-residential customers' adapted to default-service day-ahead hourly pricing. The customers are located in upstate New York and served under Niagara Mohawk, A National Grid Company (NMPC)'s SC-3A rate class. The SC-3A tariff is a type of RTP that provides firm, day-ahead notice of hourly varying prices indexed to New York Independent System Operator (NYISO) day-ahead market prices. The study was funded by the California Energy Commission (CEC)'s PIER program through the Demand Response Research Center (DRRC). NMPC's is the first and longest-running default-service RTP tariff implemented in the context of retail competition. The mix of NMPC's large customers exposed to day-ahead hourly prices is roughly 30% industrial, 25% commercial and 45% institutional. They have faced periods of high prices during the study period (2000-2004), thereby providing an opportunity to assess their response to volatile hourly prices. The nature of the SC-3A default service attracted competitive retailers offering a wide array of pricing and hedging options, and customers could also participate in demand response programs implemented by NYISO. The first phase of this study examined SC-3A customers' satisfaction, hedging choices and price response through in-depth customer market research and a Constant Elasticity of Substitution (CES) demand model (Goldman et al. 2004). This second phase was undertaken to answer questions that remained unresolved and to quantify price response to a higher level of granularity. We accomplished these objectives with a second customer

    Electricity is a vital part of our daily life; therefore it is important to avoid irregularities such as the California Electricity Crisis of 2000 and 2001. In this work, we seek to predict anomalies using advanced machine learning algorithms. These algorithms are effective, but computationally expensive, especially if we plan to apply them on hourly electricity market data covering a number of years. To address this challenge, we significantly accelerate the computation of the Gaussian Process (GP) for time series data. In the context of a Change Point Detection (CPD) algorithm, we reduce its computational complexity from O($n^{5}$) to O($n^{2}$). Our efficient algorithm makes it possible to compute the Change Points using the hourly price data from the California Electricity Crisis. By comparing the detected Change Points with known events, we show that the Change Point Detection algorithm is indeed effective in detecting signals preceding major events.

    The electric power industry has undergone a variety of experiments with greater reliance on market forces. A common theme is the liberalization of entry restrictions and the elimination or reduction of profit regulation. In the United States and the United Kingdom, the reliance on market forces has manifested itself via liberalized entry, competive bidding for long-term bulk power supplies, and a reduction in the use of rate-of-return regulation at the wholesale level. A sample of power purchase contracts for 26 independent power facilities is used as the basis of this assessment. Contracts were executed between 1987-94. The authors describe qualitative features of the contracts and standardize the price formulas. Because of residual price variation and an indication that buyer willingness-to-pay is highly correlated with price, the authors conclude that bulk power sold by independent power producers is a heterogeneous product, and evidence for competition in market prices is weak. 24 refs., 6 tabs.

    The prospect of deregulation has introducted a wave of mergers among electric utilities. Most of these mergers would fail an antitrust review because, by combining generation assets of interconnected utilities, they have substantially reduced potential competition in generation. In fact, one can predict that most mergers of utilities that operate within the same power pool or reliability region will be anticompetitive, even if they are not interconnected. Using an antitrust analysis, this article illustrates the potential anticompetitive effects of mergers between interconnected utilities. It concludes that the relevant geographic market will be an area in which a single, area-wide transmission price is charged.     This technical memorandum describes an analysis of regional economic impacts resulting from changes in retail electricity rates due to six power marketing programs proposed by Western Area Power Administration (Western). Regional economic impacts of changes in rates are estimated in terms of five key regional economic variables: population, gross regional product, disposable income, employment, and household income. The REMI (Regional Impact Models, Inc.) and IMPLAN (Impact Analysis for Planning) models simulate economic impacts in nine subregions in the area in which Western power is sold for the years 1993, 2000, and 2008. Estimates show that impacts on aggregate economic activity in any of the subregions or years would be minimal for three reasons. First, the utilities that buy power from Western sell only a relatively small proportion of the total electricity sold in any of the subregions. Second, reliance of Western customers on Western power is fairly low in each subregion. Finally, electricity is not a significant input cost for any industry or for households in any subregion.

    Ancillary services are those functions performed by the equipment and people that generate, control, and transmit electricity in support of the basic services of generating capacity, energy supply, and power delivery. The Federal Energy Regulatory Commission (FERC) defined such services as those `necessary to support the transmission of electric power from seller to purchaser given the obligations of control areas and transmitting utilities within those control areas to maintain reliable operations of the interconnected transmission system.` The nationwide cost of ancillary services is about $12 billion a year, roughly 10% of the cost of the energy commodity. More important than the cost, however, is the necessity of these services for bulk-power reliability and for the support of commercial transactions. FERC`s landmark Order 888 included a pro forma tariff with provision for six key ancillary services. The Interconnected Operations Services Working Group identified another six services that it felt were essential to the operation of bulk-power systems. Several groups throughput the United States have created or are forming independent system operators, which will be responsible for reliability and commerce. To date, the electricity industry (including traditional vertically integrated utilities, distribution utilities, power markets and brokers, customers, and state and federal regulators) has paid insufficient attention to these services. Although the industry had made substantial progress in identifying and defining the key services, much remains to be doe to specify methods to measure the production, delivery, and consumption of these services; to identify the costs and cost-allocation factors for these services; and to develop market and operating rules for their provision and pricing.     Meaningful competition in electric energy will be achieved only if roadblocks to operation of competitive markets at the federal and state levels are removed. The Schaefer bill has stimulated helpful activity among the states, but it adds impediments as it removes them and would frustrate the functioning of open markets. The movement away from government regulation of the electric power industry is a worldwide phenomenon, which, increasingly, is being driven by technological factors that are conducive to competition. Electricity markets have increased in size, bringing in new competitors and reducing concentration. Moreover, the development of low-cost, small-scale generation technologies makes entry easy and the exercise of market power difficult. Thus, the electricity market is ready for real deregulation. The introduction of competition into this market offers the promise of billions of dollars annually in economic benefits for electricity consumers.

    Energy trading in a competitive electricity market can be modeled as a two-level optimization. At the top level a Centralized Economic Dispatch (CED) uses a priority list method to solve the fundamental problem of reliable market clearing with price discovery. The lower level consists of a set of Decentralized Bidding (DB) subproblems. The DB model uses a self-unit scheduling simulator based on parametric dynamic programming to produce hourly bid curves for the central dispatch coordinator. Unit operating constraints and costs such as the unit minimum-up and minimum-down times, ramp rates, and the unit start-up, no-load and sunk capital costs are internalized in the bid curves through the simulator. A special algorithm is presented to solve the revenue adequacy problem for marginal units. Both CED and DB models are based on the revenue maximization in contrast with the cost minimization criteria used in the conventional Unit Commitment (UC). The proposed method has been tested in a study case and some interesting results have been demonstrated.

At the same price point, lamps purchased in 2013 tended to have higher output and slightly higher efficacy than in 2011 or 2010. Over 30% of the products purchased in 2013 exceeded the maximum efficacy measured in 2011 (71 lm/W), with the most efficacious product measured at 105 lm/W. There appears to be increasing consistency in color quality, with a vast majority of products having a CCT of 2700 K or 3000 K and a CRI between 80 and 85. There were also fewer poor performing products tested and more high-performing products available in 2013 than in previous years. The accuracy of equivalency and performance claims was better than in 2011, but remains a concern, with 43% of tested products failing to completely meet their equivalency claim and 20% of products failing to match the manufacturer’s performance data. Although progress has been substantial, on average LED lamps remain more expensive than other energy efficiency lighting technologies -- although some aspects can be superior. Although not universal to all product lines or all product types, the issue of insufficient lumen output from LED lamps is waning. Thus, manufacturers can focus on other issues, such as reducing cost, improving electrical/dimmer compatibility, eliminating flicker, or improving color quality. While these issues are not inherent to all products, they remain a concern for the broader market.

    To achieve a sizable and self-sustaining market for grid-connected, customer-sited photovoltaic (PV) systems, solar will likely need to be competitive with retail electricity rates. In this report, we examine the impact of retail rate design on the economic value of commercial PV systems in California. Using 15-minute interval building load and PV production data from 24 actual commercial PV installations, we compare the value of the bill savings across 20 commercial customer retail rates currently offered in the state. We find that the specifics of the rate structure, combined with the characteristics of the customer’s underlying load and the size of the PV system, can have a substantial impact on the customer-economics of commercial PV systems.

    The restructuring of regional and national electricity markets in the U.S. and around the world has been accompanied by numerous problems, including generation capacity shortages, transmission congestion, wholesale price volatility, and reduced system reliability. These problems have created new opportunities for technologies and business approaches that allow load serving entities and other aggregators to control and manage the load patterns of wholesale and retail end-users they serve. Demand Response Programs, once called Load Management, have re-emerged as an important element in the fine-tuning of newly restructured electricity markets. During the summers of 1999 and 2001 they played a vital role in stabilizing wholesale markets and providing a hedge against generation shortfalls throughout the U.S.A. Demand Response Programs include ''traditional'' capacity reservation and interruptible/curtailable rates programs as well as voluntary demand bidding programs offered by either Load Serving Entities (LSEs) or regional Independent System Operators (ISOs). The Lawrence Berkeley National Lab (LBNL) has been monitoring the development of new types of Demand Response Programs both in the U.S. and around the world. This paper provides a survey and overview of the technologies and program designs that make up these emerging and important new programs.

    Under Europe`s recent Directive on competition in electricity, Member States retain immense autonomy to set the competitive agenda within their borders. The result may well be a distinctly skewed - and far from open - trade in electricity, and little opportunity for even large customers to make a meaningful choice of suppliers. The final adoption last year by The European Council - effectively the legislative body of the European Community - of a regulatory measure requiring gradual liberalization of Europe`s electricity market is an event of more symbolic than real significance. During the seven years it has taken to negotiate and compromise upon a suitable legal framework for electricity market liberalization, the European market itself has moved on. Effective implementation of the newly adopted framework rules is unlikely to be a real catalyst for change in its own right, although it could still be an important force in shaping the direction of liberalization programs already underway at the national level. This article will examine the state of electricity market liberalization in what is now known as the European Union - the loose quasi-federal structure which subsists between the 15 Member States of the European Community (EC). It will focus in part upon the provisions of the new EC Directive on the creation of a single market for electricity, and in part upon the complex changes which are gradually transforming the European electricity market.

    As of a former state regulator and a once enthusiastic practitioner of public utility law, I find it fascinating to see the latest nostrum to burst on the electric utility scene: retail wheeling. Wheeling became a personal interest in the Texas interconnection fight of the late seventies and may have led to the interconnection and wheeling provision of the Public Utilities Regulatory Policies Act (PURPA). Retail wheeling contemplates that every electric power customer should be given an opportunity to seek out the lowest cost source of power wherever it can be found. As a practical matter, the drums for retail wheeling are presently being beaten by large industrial users, who believe that they have the capability to find low cost sources and to make advantageous commercial arrangements to acquire electricity. Large industrials have long been fighting the utilities for cheaper electricity, frequently using the threat of self-generation and cogeneration.

    Chao and Peck (1996) introduce a new approach to the design of an efficient market that explicitly incorporates these externalities so that market efficiency can be restored. The main idea is the introduction of tradable transmission capacity rights that closely match physical power flows and a trading rule that codifies the effects of power transfers on power flows and transmission losses throughout the network in a way that is consistent with the physical laws. The trading rule specifies the transmission capacity rights and transmission loss compensation required for electricity transactions. It is demonstrated that the market mechanism will produce an efficient allocation in equilibrium, and a dynamic trading process that involves electricity trading and transmission bidding will converge to a market equilibrium in a stable manner. 11 refs., 6 figs., 5 tabs.

    In this paper, we present details of integrating an agent-based model, Electricity Market Complex Adaptive System (EMCAS) with a hydro-thermal coordination model, VALORAGUA. EMCAS provides a framework for simulating deregulated markets with flexible regulatory structure along with bidding strategies for supply offers and demand bids. VALORAGUA provides longer-term operation plans by optimizing hydro and thermal power plant operation for the entire year. In addition, EMCAS uses the price forecasts and weekly hydro schedules from VALORAGUA to provide intra-week hydro plant optimization for hourly supply offers. The integrated model is then applied to the Iberian electricity market which includes about 111 thermal plants and 38 hydro power plants. We then analyze the impact of hydro plant supply offers on the market prices and ways to minimize the Gencospsila exposure to price risk.

    The most common form of utility- sized energy storage system is the pumped storage hydro system. Originally, these types of storage systems were economically viable simply because they displace more expensive generating units. However, over time, as those expensive units became more efficient and costs declined, pumped hydro storage units no longer have the operational edge. As a result, in the current electricity market environment, pumped storage hydro plants are struggling. To offset this phenomenon, certain market modifications should be addressed. This paper will introduce some of the challenges faced by pumped storage hydro plants in today's markets and purpose some solutions to those problems.

    Voluntary consumer decisions to purchase electricity supplied from renewable energy sources represent a powerful market support mechanism for renewable energy development. Beginning in the early 1990s, a small number of U.S. utilities began offering''green power'' options to their customers. Since then, these products have become more prevalent both from utilities and in states that have introduced competition into their retail electricity markets. Today, nearly 50% of all U.S. consumers have an option to purchase some type of green power product from a retail electricity provider. Currently, more than 350 investor-owned utilities, rural electric cooperatives, and other publicly owned utilities in 33 states offer green power programs. This report provides an overview of green power marketing activity in the United States. It describes green power product offerings, consumer response, and recent industry trends. The three distinct markets for green power are discussed in turn.

    The electrical power industry is facing the prospect of integrating a significant addition of variable generation technologies in the next several decades, primarily from wind and solar facilities. Overall, transmission and generation reserve levels are decreasing and power system infrastructure in general is aging. To maintain grid reliability modernization and expansion of the power system as well as more optimized use of existing resources will be required. Conventional and pumped storage hydroelectric facilities can provide an increasingly significant contribution to power system reliability by providing energy, capacity and other ancillary services. However, the potential role of hydroelectric power will be affected by another transition that the industry currently experiences - the evolution and expansion of electricity markets. This evolution to market-based acquisition of generation resources and grid management is taking place in a heterogeneous manner. Some North American regions are moving toward full-featured markets while other regions operate without formal markets. Yet other U.S. regions are partially evolved. This report examines the current structure of electric industry acquisition of energy and ancillary services in different regions organized along different structures, reports on the current role of hydroelectric facilities in various regions, and attempts to identify features of market and scheduling areas that either promote or thwart the increased role that hydroelectric power can play in the future. This report is part of a larger effort led by the Electric Power Research Institute with purpose of examining the potential for hydroelectric facilities to play a greater role in balancing the grid in an era of greater penetration of variable renewable energy technologies.     The Plug-in Hybrid electric Vehicle (PHEV) Market Introduction Study Final Report identified a range of policies, incentives and regulations designed to enhance the probability of success in commercializing PHEVs as they enter the automotive marketplace starting in 2010. The objective of the comprehensive PHEV Value Proposition study, which encompasses the PHEV Market Introduction Study, is to better understand the value proposition that PHEVs (as well as other plug-in electric vehicle platforms - PEVs) provide to the auto companies themselves, to the consumer and to the public at large as represented by the government and its public policies. In this report we use the more inclusive term PEVs, to include PHEVs, BEVs (battery electric vehicles that operate only on battery) and EREVs (extended range electric vehicles that combine battery electric vehicles with an internal combustion engine that charges the battery as needed). The objective of Taratec's contribution to Phase 2 of the PHEV Value Proposition Study is to develop a clear understanding of the benefits of PEVs to three stakeholders - auto original equipment manufacturers (OEMs), utilities, and the government - and of the technical and commercial challenges and risks to be overcome in order to achieve commercial success for these vehicles. The goal is to understand the technical and commercial challenges in moving from the 'early adopters' at the point of market introduction of these vehicles to a 'sustainable' mainstream market in which PEVs and other PEVs represent a normal, commercially available and attractive vehicle to the mainstream consumer. For the purpose of this study, that sustainable market is assumed to be in place in the 2030 timeframe. The principal focus of the study is to better understand the technical and commercial challenges in the transition from early adopters to a sustainable mainstream consumer market.   1. Plug-In Hybrid Electric Vehicle Market Introduction Study: Final Report

    Oak Ridge National Laboratory (ORNL), Sentech, Inc., Pacific Northwest National Laboratory (PNNL)/University of Michigan Transportation Research Institute (UMTRI), and the U.S. Department of Energy (DOE) have conducted a Plug-in Hybrid Electric Vehicle (PHEV) Market Introduction Study to identify and assess the effect of potential policies, regulations, and temporary incentives as key enablers for a successful market debut. The timeframe over which market-stimulating incentives would be implemented - and the timeframe over which they would be phased out - are suggested. Possible sources of revenue to help fund these mechanisms are also presented. In addition, pinch points likely to emerge during market growth are identified and proposed solutions presented. Finally, modeling results from ORNL's Market Acceptance of Advanced Automotive Technologies (MA3T) Model and UMTRI's Virtual AutoMotive MarketPlace (VAMMP) Model were used to quantify the expected effectiveness of the proposed policies and to recommend a consensus strategy aimed at transitioning what begins as a niche industry into a thriving and sustainable market by 2030. The primary objective of the PHEV Market Introduction Study is to identify the most effective means for accelerating the commercialization of PHEVs in order to support national energy and economic goals. Ideally, these mechanisms would maximize PHEV sales while minimizing federal expenditures. To develop a robust market acceleration program, incentives and policies must be examined in light of: (1) clarity and transparency of the market signals they send to the consumer; (2) expenditures and resources needed to support them; (3) expected impacts on the market for PHEVs; (4) incentives that are compatible and/or supportive of each other; (5) complexity of institutional and regulatory coordination needed; and (6) sources of funding.

    This technical memorandum estimates the effects of alternative contractual commitments that may be initiated by the Western Area Power Administration`s Salt Lake City Area Office. It also studies hydropower operational restrictions at the Salt Lake City Area Integrated Projects in combination with these alternatives. Power marketing and hydropower operational effects are estimated in support of Western`s Electric Power Marketing Environmental Impact Statement (EIS). Electricity production and capacity expansion for utility systems that will be directly affected by alternatives specified in the EIS are simulated. Cost estimates are presented by utility type and for various activities such as capacity expansion, generation, long-term firm purchases and sales, fixed operation and maintenance expenses, and spot market activities. Operational changes at hydropower facilities are also investigated.

    The Electricity Market Module (EMM) is the electricity supply component of the National Energy Modeling System (NEMS). The EMM represents the generation, transmission, and pricing of electricity. It consists of four submodules: the Electricity Capacity Planning (ECP) Submodule, the Electricity Fuel Dispatch (EFD) Submodule, the Electricity Finance and Pricing (EFP) Submodule, and the Load and Demand-Side Management (LDSM) Submodule. For the Annual Energy Outlook 1998 (AEO98), the EMM has been modified to represent Renewable Portfolio Standards (RPS), which are included in many of the Federal and state proposals for deregulating the electric power industry. A RPS specifies that electricity suppliers must produce a minimum level of generation using renewable technologies. Producers with insufficient renewable generating capacity can either build new plants or purchase {open_quotes}credits{close_quotes} from other suppliers with excess renewable generation. The representation of a RPS involves revisions to the ECP, EFD, and the EFP. The ECP projects capacity additions required to meet the minimum renewable generation levels in future years. The EFD determines the sales and purchases of renewable credits for the current year. The EFP incorporates the cost of building capacity and trading credits into the price of electricity.

  5. Next-generation building energy management systems and implications for electricity markets.

    The U.S. national electric grid is facing significant changes due to aggressive federal and state targets to decrease emissions while improving grid efficiency and reliability. Additional challenges include supply/demand imbalances, transmission constraints, and aging infrastructure. A significant number of technologies are emerging under this environment including renewable generation, distributed storage, and energy management systems. In this paper, we claim that predictive energy management systems can play a significant role in achieving federal and state targets. These systems can merge sensor data and predictive statistical models, thereby allowing for a more proactive modulation of building energy usage as external weather and market signals change. A key observation is that these predictive capabilities, coupled with the fast responsiveness of air handling units and storage devices, can enable participation in several markets such as the day-ahead and real-time pricing markets, demand and reserves markets, and ancillary services markets. Participation in these markets has implications for both market prices and reliability and can help balance the integration of intermittent renewable resources. In addition, these emerging predictive energy management systems are inexpensive and easy to deploy, allowing for broad building participation in utility centric programs.

  6. A premium price electricity market for the emerging biomass industry in the UK

    The Non-Fossil Fuel Obligation (NFFO) is the means by which the UK Government creates an initial market for renewable sources of electricity. For the first time the third round of the competition for NFFO contracts included a band for {open_quote}energy crops and agricultural and forestry wastes{close_quote}. The NFFO Order which obliges the Regional Electricity Companies (RECs) in England and Wales to contract for a specified electricity generating capacity from renewable resources was made in December 1994. It required 19.06 MW of wood gasification capacity and 103.81 MW from other energy crops and agricultural and forestry wastes. The purpose of these Orders is to create an initial market so that in the not too distant future the most promising renewables can compete without financial support. This paper describes how these projects are expected to contribute to this policy. It also considers how the policy objective of convergence under successive Orders between the price paid under the NFFO and the market price for electricity might be accomplished.

    Simply stated, a price squeeze occurs when a firm with monopoly power on the primary, or wholesale, level engages in a prolonged price increase that drives competitors out of the secondary, or retail level, and thereby extends its monopoly power to the secondary market. A price squeeze will not be found, however, for any short-term exercise in market power. Rather, because anticompetitive effects of a price squeeze are indirect, the price squeeze must last long enough and be severe enough to produce effects on actual or potential competition in the secondary market. In regulated electric industries, a price squeeze claim usually arises from the complex relationship between the supplier, the wholesale customer, the retail customer, and the federal and state regulators. The supplier sells electric power to both wholesale and retail customers. Wholesale transactions are regulated by federal regulators, and retail transactions are regulated at the state level. The wholesale customers in turn sell power to their retail customers. Over the last several years, there have been substantial developments in the application of the price squeeze doctrine to fully-regulated electric utilities. This article will examine the current developments in this area, and attempt to highlight the burdens potential litigants, both plaintiffs and defendants, must overcome to succeed.

    All mergers affect competition, some by creating superior competitors and others by creating potential monopolists. The Antitrust Improvements Act of 1976 requires prescreening of proposed mergers to identify those that are likely to affect competition adversely. To implement that law, the US Department of Justice`s merger guidelines contain prescreening procedures that attempt a compromise between theoretical rigor, limited data, expeditious processing and consistency. This article discusses the following topics: the guidelines and their relevence, the problems encountered in applying them to electricity markets; FERC`s merger policy and deemphasizing antitrust markets for capacity and energy; critique of capacity and energy markets; general considerations of antitrust activism; general conclusions on the relationship between regulation and antitrust.

  19. The Impact of Energy Efficiency and Demand Response Programs on the U.S. Electricity Market

    This study analyzes the impact of the energy efficiency (EE) and demand response (DR) programs on the grid and the consequent level of production. Changes in demand caused by EE and DR programs affect not only the dispatch of existing plants and new generation technologies, the retirements of old plants, and the finances of the market. To find the new equilibrium in the market, we use the Oak Ridge Competitive Electricity Dispatch Model (ORCED) developed to simulate the operations and costs of regional power markets depending on various factors including fuel prices, initial mix of generation capacity, and customer response to electricity prices. In ORCED, over 19,000 plant units in the nation are aggregated into up to 200 plant groups per region. Then, ORCED dispatches the power plant groups in each region to meet the electricity demands for a given year up to 2035. In our analysis, we show various demand, supply, and dispatch patterns affected by EE and DR programs across regions.

    The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year. This article examines the functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery.

    Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will develop. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source free of greenhouse gases emissions. In the early 1990s, a small number of U.S. utilities began offering 'green power' options to their customers. Since then, these products have become more prevalent, both from traditional utilities and from renewable energy marketers operating in states that have introduced competition into their retail electricity markets or offering renewable energy certificates (RECs) online. Today, more than half of all U.S. electricity customers have an option to purchase some type of green power product directly from a retail electricity provider, while all consumers have the option to purchase RECs. This report documents green power marketing activities and trends in the United States including utility green pricing programs offered in regulated electricity markets; green power marketing activity in competitive electricity markets, as well as green power sold to voluntary purchasers in the form of RECs; and renewable energy sold as greenhouse gas offsets in the United States.     Section 1 of this report provides a background about the DOE High Performance Power Systems (HIPPS) program. There are two kinds of HIPPS cycles under development. One team is led by the Foster Wheeler Development Corporation, the other team is led by the United Technologies Research Center. These cycles are described. Section 2 summarizes the feedback from the survey of the repowering needs of ten electric utility companies. The survey verified that the utility company planners favor a repowering for a first-of-a-kind demonstration of a new technology rather than an all-new-site application. These planners list the major factor in considering a unit as a repowering candidate as plant age: they identify plants built between 1955 and 1965 as the most likely candidates. Other important factors include the following: the need to reduce operating costs; the need to perform major maintenance/replacement of the boiler; and the need to reduce emissions. Section 3 reports the results of the market assessment. Using the size and age preferences identified in the survey, a market assessment was conducted (with the aid of a power plant data base) to estimate the number and characteristics of US generating units which constitute the current, primary potential market for coal-based repowering. Nearly 250 units in the US meet the criteria determined to be the potential repowering market.

    A new regulation framework has been established for the Brazilian electric energy market by a law put into effect on March 15,2004. The main overall goals of this new regulation are: to allow the lowest possible tariffs for end users, while providing the necessary economic incentives for the operation of present installations (generating plants, transmission lines, distribution networks) and the expansion of the system; long-term planning of the extension of the installations required to meet the demand growth; separation of the generation, transmission and distribution activities by allocating them into different companies; new contracts between generating and distribution companies must result from bidding processes based on lowest-tariff criteria; and energy from new generating units required to meet the demand growth must be contracted by all distributing companies integrated to the National Interconnected Grid, in individual amounts proportional to their respective markets.

    Four California industrial plants have cut their electricity bills up to 16% by shifting from the traditional time-of-use rates to an experimental real-time program (RTP) that varies prices hourly. The users receive a price schedule reflecting changing generating costs one day in advance to encourage them to increase power consumption during the cheapest time periods. Savings during the pilot program range between $11,000 and $32,000 per customer. The hourly cost breakdown encourages consumption during the night and early morning. The signalling system could be expanded to cogenerators and independent small power producers. If an electricity spot market develops, forecasters think a place on the stock exchanges for future-delivery contracts could develop in the future.

    Achieving the Department of Energy target of an 80% reduction in greenhouse gas emissions by 2050 depends on transportation-related strategies combining technology innovation, market adoption, and changes in consumer behavior. This study examines expanding low-carbon transportation fuel infrastructure to achieve deep GHG emissions reductions, with an emphasis on fuel production facilities and retail components serving light-duty vehicles. Three distinct low-carbon fuel supply scenarios are examined: Portfolio: Successful deployment of a range of advanced vehicle and fuel technologies; Combustion: Market dominance by hybridized internal combustion engine vehicles fueled by advanced biofuels and natural gas; Electrification: Market dominance by electric drive vehicles in the LDV sector, including battery electric, plug-in hybrid, and fuel cell vehicles, that are fueled by low-carbon electricity and hydrogen. A range of possible low-carbon fuel demand outcomes are explored in terms of the scale and scope of infrastructure expansion requirements and evaluated based on fuel costs, energy resource utilization, fuel production infrastructure expansion, and retail infrastructure expansion for LDVs. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored transportation-related strategies for abating GHGs and reducing petroleum dependence.

    Policymakers have increasingly recognized the structural impediments to effective competition in electricity markets, which has resulted in a renewed emphasis on the need for careful market design and market monitoring in wholesale and retail electricity markets. In this study, we review the market monitoring activities of four Independent System Operators in the United States, focusing on such topics as the organization of an independent market monitoring unit (MMU), the role and value of external market monitors, performance metrics and indices to aid in market analysis, issues associated with access to confidential market data, and market mitigation and investigation authority. There is consensus across the four ISOs that market monitoring must be organizationally independent from market participants and that ISOs should have authority to apply some degree of corrective actions on the market, though scope and implementation differ across the ISOs. Likewise, current practices regarding access to confidential market data by state energy regulators varies somewhat by ISO. Drawing on our interviews and research, we present five examples that illustrate the impact and potential contribution of ISO market monitoring activities to enhance functioning of wholesale electricity markets. We also discuss several key policy and implementation issues that Western state policymakers and regulators should consider as market monitoring activities evolve in the West.

    Superconducting magnetic energy storage (SMES) is an emerging technology with features that are potentially attractive in electric utility applications. This study evaluates the potential for SMES technology in the generation, transmission, distribution, and use of electric energy; the time frame of the assessment is through the year 2030. Comparisons are made with other technology options, including both commercially available and advanced systems such as various peaking generation technologies, transmission stability improvement technologies, and power quality enhancement devices. The methodology used for this study focused on the needs of the market place, the capabilities of S and the characteristics of the competing technologies. There is widespread interest within utilities for the development of SMES technology, but there is no general consensus regarding the most attractive size. Considerable uncertainty exists regarding the eventual costs and benefits of commercial SMES systems, but general trends have been developed based on current industry knowledge. Results of this analysis indicate that as storage capacity increases, cost increases at a rate faster than benefits. Transmission system applications requiring dynamic storage appear to have the most attractive economics. Customer service applications may be economic in the near term, but improved ride-through capability of end-use equipment may limit the size of this market over time. Other applications requiring greater storage capacity appear to be only marginally economic at best.

    The Salt Lake City Area Office of the Western Area Power Administration (Western) markets electricity produced at hydroelectric facilities operated by the Bureau of Reclamation. The facilities are known collectively as the Salt Lake City Area Integrated Projects (SLCA/IP) and include dams equipped for power generation on the Green, Gunnison, Rio Grande, and Colorado rivers and on Deer and Plateau creeks in the states of Wyoming, Utah, Colorado, Arizona, and New Mexico. Of these facilities, only the Glen Canyon Unit, the Flaming Gorge Unit, and the Aspinall Unit (which includes Blue Mesa, Morrow Point, and Crystal dams) are influenced by Western`s power scheduling and transmission decisions. The EIS alternatives, called commitment-level alternatives, reflect combinations of capacity and energy that would feasibly and reasonably fulfill Western`s firm power marketing responsibilities, needs, and statutory obligations. The viability of these alternatives relates directly to the combination of generation capability of the SLCA/IP with energy purchases and interchange. The economic and natural resource assessments in this environmental impact statement (EIS) include an analysis of commitment-level alternatives. Impacts of the no-action altemative are also assessed. Supply options, which include combinations of electrical power purchases and hydropower operational scenarios reflecting different operations of the dams, are also assessed. The EIS evaluates the impacts of these scenarios relative to socioeconomics, air resources, water resources, ecological resources, cultural resources, land use, recreation, and visual resources.

    Residential photovoltaic (PV) systems in the US are often compensated at the customer's underlying retail electricity rate through net metering. There is growing interest in understanding how potential changes in rates may impact the value of bill savings from PV. This article uses a production cost and capacity expansion model to project California hourly wholesale electricity market prices under a reference scenario and a 33% renewables scenario. Second, based on the wholesale electricity market prices generated by the model, the article develops retail rates (i.e., flat, time-of-use, and real-time pricing) for each future scenario based on standard retail rate design principles. Finally, based on these retail rates, the bill savings from PV are estimated for 226 California residential customers under two types of net metering, for each scenario. The article finds that high renewable penetrations can drive substantial changes in residential retail rates and that these changes, together with variations in retail rate structures and PV compensation mechanisms, interact to place substantial uncertainty on the future value of bill savings from residential PV.

    In this article, the author reviews FERC's current procedures for undertaking competitive analysis. The current procedure for evaluating the competitive impact of transactions in the electric utility industry is described in Order 592, in particular Appendix A. These procedures effectively revised criteria that had been laid out in Commonwealth Edison and brought its merger policy in line with the EPAct and the provisions of Order 888. Order 592 was an attempt to provide more certainty and expedition in handling mergers. It established three criteria that had to be satisfied for a merger to be approved: Post-merger market power must be within acceptable thresholds or be satisfactorily mitigated, acceptable customer protections must be in place (to ensure that rates will not go up as a result of increased costs) and any adverse effect on regulation must be addressed. FERC states that its Order 592 Merger Policy Statement is based upon the Horizontal Merger Guidelines issued jointly by the Federal Trade Commission and the Antitrust Division Department of Justice (FTC/DOJ Merger Guidelines). While it borrows much of the language and basic concepts of the Merger Guidelines, FERC's procedures have been criticized as not following the methodology closely enough, leaving open the possibility of mistakes in market definition.

    Despite the current adequacy of the generation and transmission system in Illinois, there is concern that the uncertainties of electricity restructuring warrant a more detailed analysis to determine if there might be pitfalls that have not been identified under current conditions. The problems experienced elsewhere in the country emphasize the need for an evaluation of how Illinois might fare under a restructured electricity market. The Illinois Commerce Commission (ICC) commissioned this study to be undertaken as a joint effort by the University of Illinois at Urbana-Champaign and Argonne National Laboratory to evaluate the Illinois situation in the 2007 period when restructuring is scheduled to be fully implemented in the State. The purpose of this study is to make an initial determination if the transmission system in Illinois and the surrounding region would be able to support a competitive electricity market, would allow for effective competition to keep prices in check, and would allow for new market participants to effectively compete for market share. The study seeks to identify conditions that could reasonably be expected to occur that would enable a company to exercise market power in one or more portions of the State and thereby create undue pressure on the prices charged to customers and/or inhibit new market participants from entering the market. The term 'market power' has many different definitions, and there is no universal agreement on how to measure it. For the purposes of this study, the term is defined as the ability to raise prices and increase profitability by unilateral action. A more complete definition is provided later. With this definition, the central question of this analysis becomes: 'Can a company, acting on its own, raise electricity prices and increase its profits?' It should be noted that the intent of the study is not to predict whether or not such market power would be exercised by any company. Rather, it is designed to determine
