  2. Update on Transition to Ultra-Low-Sulfur Diesel Fuel (released in AEO2006)

    Reports and Publications (EIA)

    2006-01-01

On November 8, 2005, the Environmental Protection Agency (EPA) Administrator signed a direct final rule that will shift the retail compliance date for offering ultra-low sulfur diesel (ULSD) for highway use from September 1, 2006, to October 15, 2006. The change will allow more time for retail outlets and terminals to comply with the new 15 parts per million (ppm) sulfur standard, providing time for entities in the diesel fuel distribution system to flush higher sulfur fuel out of the system during the transition. Terminals will have until September 1, 2006, to complete their transitions to ULSD. The previous deadline was July 15, 2006.

  8. CALiPER Retail Lamps Study 3

    SciTech Connect (OSTI)

Royer, Michael P.; Beeson, Tracy A.

    2014-02-01

The CALiPER program first began investigating LED lamps sold at retail stores in 2010, purchasing 33 products from eight retailers and covering six product categories. The findings revealed a fragmented marketplace, with large disparities in performance of different products, accuracy of manufacturer claims, and offerings from different retail outlets. Although there were some good products, looking back many would not be considered viable competitors to other available options, with too little lumen output, not high enough efficacy, or poor color quality. CALiPER took another look in late 2011purchasing 38 products of five different types from nine retailers and the improvement was marked. Performance was up; retailer claims were more accurate; and the price per lumen and price per unit efficacy were down, although the price per product had not changed much. Nonetheless, there was still plenty of room for improvement, with the performance of LED lamps not yet reaching that of well-established classes of conventional lamps (e.g., 75 W incandescent A19 lamps). Since the second retail lamp study was published in early 2012, there has been substantial progress in all aspects of LED lamps available from retailers. To document this progress, CALiPER again purchased a sample of lamps from retail stores 46 products in total, focusing on A19, PAR30, and MR16 lamps but instead of a random sample, sought to select products to answer specific hypotheses about performance. These hypotheses focused on expanding ranges of LED equivalency, the accuracy of lifetime claims, efficacy and price trends, as well as changes to product designs. Among other results, key findings include: There are now very good LED options to compete with 60 W, 75 W, and 100 W incandescent A19 lamps, and 75 W halogen PAR30 lamps. MR16 lamps have shown less progress, but there are now acceptable alternatives to 35 W, 12 V halogen MR16 lamps and 50 W, 120 V halogen MR16 lamps for some applications. Other uses, such as in enclosed luminaires, may require more development. At the same price point, lamps purchased in 2013 tended to have higher output and slightly higher efficacy than in 2011 or 2010. Over 30% of the products purchased in 2013 exceeded the maximum efficacy measured in 2011 (71 lm/W), with the most efficacious product measured at 105 lm/W. There appears to be increasing consistency in color quality, with a vast majority of products having a CCT of 2700 K or 3000 K and a CRI between 80 and 85. There were also fewer poor performing products tested and more high-performing products available in 2013 than in previous years. The accuracy of equivalency and performance claims was better than in 2011, but remains a concern, with 43% of tested products failing to completely meet their equivalency claim and 20% of products failing to match the manufacturer’s performance data. Although progress has been substantial, on average LED lamps remain more expensive than other energy efficiency lighting technologies -- although some aspects can be superior. Although not universal to all product lines or all product types, the issue of insufficient lumen output from LED lamps is waning. Thus, manufacturers can focus on other issues, such as reducing cost, improving electrical/dimmer compatibility, eliminating flicker, or improving color quality. While these issues are not inherent to all products, they remain a concern for the broader market.

A method and matter of composition for controlling NO.sub.x emissions from existing diesel engines. The method is achieved by adding a small amount of material to the diesel fuel to decrease the amount of NO.sub.x produced during combustion. Specifically, small amounts, less than about 1%, of urea or a triazine compound (methylol melamines) are added to diesel fuel. Because urea and triazine compounds are generally insoluble in diesel fuel, microemulsion technology is used to suspend or dissolve the urea or triazine compound in the diesel fuel. A typical fuel formulation includes 5% t-butyl alcohol, 4.5% water, 0.5% urea or triazine compound, 9% oleic acid, and 1% ethanolamine. The subject invention provides improved emissions in heavy diesel engines without the need for major modifications.

  15. The calm before the storm. [Retail wheeling

    SciTech Connect (OSTI)

    Studness, C.M.

    1993-05-15

The right to refuse retail wheeling requests is one of the cornerstones of a utility's monopoly power. Utilities have fought staunchly to preserve it, most recently in preventing retail wheeling from becoming an important issue in the congressional debate over deregulation; the Energy Policy Act of 1992 steered clear of it. For the present, the prohibition of retail wheeling gives utilities enormous power over the retail electric power market. The ability to refuse retail wheeling requests, of course, prevents retail customers from buying power from third parties. This enables a utility to sell retail customers all the power it can generate, at a price that covers its cost plus an allowed return-even if its price exceeds that of power available in the wholesale market. The denial of retail wheeling thus protects a utility's inefficiencies, whose price is ultimately shouldered onto customers through cost-plus electric rates. Allowing retail wheeling would remove the foundation for much of the current monopoly power that utilities enjoy. Third parties could sell power to a utility's retail customers, since the utility would be required to wheel it. Retail customers would be able to bypass the local distribution utility to buy power from the cheapest source available. Market forces would drive pricing rather than the cost-plus ratemaking process. A utility whose electric rates were above market would have to meet the competitive price or lose sales.

The goal of this experiment was to investigate and demonstrate the potential of diesel engines for hybrid electric vehicles (HEVs) in a fuel economy and emissions. The test set-up consisted of a diesel engine coupled to an electric motor driving a Continuously Variable Transmission (CVT). This hybrid drive is connected to a dynamometer and a DC electrical power source creating a vehicle context by combining advanced computer models and emulation techniques. The experiment focuses on the impact of the hybrid control strategy on fuel economy and emissions-in particular, nitrogen oxides (NO{sub x}) and particulate matter (PM). The same hardware and test procedure were used throughout the entire experiment to assess the impact of different control approaches.

  15. Ultra-Clean Diesel Fuel: U.S. Production and Distribution Capability

    SciTech Connect (OSTI)

    Hadder, G.R.

    2001-02-15

Diesel engines have potential for use in a large number of future vehicles in the US. However, to achieve this potential, proponents of diesel engine technologies must solve diesel's pollution problems, including objectionable levels of emissions of particulates and oxides of nitrogen. To meet emissions reduction goals, diesel fuel quality improvements could enable diesel engines with advanced aftertreatment systems to achieve the necessary emissions performance. The diesel fuel would most likely have to be reformulated to be as clean as low sulfur gasoline. This report examines the small- and large-market extremes for introduction of ultra-clean diesel fuel in the US and concludes that petroleum refinery and distribution systems could produce adequate low sulfur blendstocks to satisfy small markets for low sulfur (30 parts per million) light duty diesel fuel, and deliver that fuel to retail consumers with only modest changes. Initially, there could be poor economic returns on under-utilized infrastructure investments. Subsequent growth in the diesel fuel market could be inconsistent with U.S. refinery configurations and economics. As diesel fuel volumes grow, the manufacturing cost may increase, depending upon how hydrodesulfurization technologies develop, whether significantly greater volumes of the diesel pool have to be desulfurized, to what degree other properties like aromatic levels have to be changed, and whether competitive fuel production technologies become economic. Low sulfur (10 parts per million) and low aromatics (10 volume percent) diesel fuel for the total market could require desulfurization, dearomatization, and hydrogen production investments amounting to a third of current refinery market value. The refinery capital cost component alone would be 3 cents per gallon of diesel fuel. Outside of refineries, the gas-to-liquids (GTL) plant investment cost would be 3 to 6 cents per gallon. With total projected investments of $11.8 billion (6 to 9 cents per gallon) for the U.S. Gulf Coast alone, financing, engineering, and construction and material availability are major issues that must be addressed, for both refinery and GTL investments.

    2006-02-01

In support of the Department of Energy’s FreedomCAR and Vehicle Technology Program Office goal to minimize diesel engine idling and reduce the consumption of millions of gallons of diesel fuel consumed during heavy vehicle idling periods, the Idaho National Laboratory (INL) conducted tests to characterize diesel engine wear rates caused by extended periods of idling. INL idled two fleet buses equipped with Detroit Diesel Series 50 engines, each for 1,000 hours. Engine wear metals were characterized from weekly oil analysis samples and destructive filter analyses. Full-flow and the bypass filter cartridges were removed at four stages of the testing and sent to an oil analysis laboratory for destructive analysis to ascertain the metals captured in the filters and to establish wear rate trends. Weekly samples were sent to two independent oil analysis laboratories. Concurrent with the filter analysis, a comprehensive array of other laboratory tests ascertained the condition of the oil, wear particle types, and ferrous particles. Extensive ferrogram testing physically showed the concentration of iron particles and associated debris in the oil. The tests results did not show the dramatic results anticipated but did show wear trends. New West Technologies, LLC, a DOE support company, supplied technical support and data analysis throughout the idle test.

  19. DIESEL FUEL LUBRICATION

    SciTech Connect (OSTI)

    Qu, Jun [ORNL

    2012-01-01

The diesel fuel injector and pump systems contain many sliding interfaces that rely for lubrication upon the fuels. The combination of the poor fuel lubricity and extremely tight geometric clearance between the plunger and bore makes the diesel fuel injector vulnerable to scuffing damage that severely limits the engine life. In order to meet the upcoming stricter diesel emission regulations and higher engine efficiency requirements, further fuel refinements that will result in even lower fuel lubricity due to the removal of essential lubricating compounds, more stringent operation conditions, and tighter geometric clearances are needed. These are expected to increase the scuffing and wear vulnerability of the diesel fuel injection and pump systems. In this chapter, two approaches are discussed to address this issue: (1) increasing fuel lubricity by introducing effective lubricity additives or alternative fuels, such as biodiesel, and (2) improving the fuel injector scuffing-resistance by using advanced materials and/or surface engineering processes. The developing status of the fuel modification approach is reviewed to cover topics including fuel lubricity origins, lubricity improvers, alternative fuels, and standard fuel lubricity tests. The discussion of the materials approach is focused on the methodology development for detection of the onset of scuffing and evaluation of the material scuffing characteristics.

The overall objective of this project is to explore a new desulfurization system concept, which consists of efficient separation of the refractory sulfur compounds from diesel fuel by selective adsorption, and effective hydrodesulfurization of the concentrated fraction of the refractory sulfur compounds in diesel fuels. Our approaches focused on (1) selecting and developing new adsorbents for selective adsorption of sulfur or sulfur compounds in commercial diesel fuel; (2) conducting the adsorption desulfurization of model fuels and real diesel fuels by the selective-adsorption-for-removing-sulfur (PSUSARS) process over various developed adsorbents, and examining the adsorptive desulfurization performance of various adsorbents; (3) developing and evaluating the regeneration methods for various spent adsorbent; (4) developing new catalysts for hydrodesulfurization of the refractory sulfur existing in the commercial diesel fuel; (5) on the basis of the fundamental understanding of the adsorptive performance and regeneration natures of the adsorbents, further confirming and improving the conceptual design of the novel PSU-SARS process for deep desulfurization of diesel fuel Three types of adsorbents, the metal-chloride-based adsorbents, the activated nickel-based adsorbents and the metal-sulfide-based adsorbents, have been developed for selective adsorption desulfurization of liquid hydrocarbons. All of three types of the adsorbents exhibit the significant selectivity for sulfur compounds, including alkyl dibenzothiophenes (DBTs), in diesel fuel. Adsorption desulfurization of real diesel fuels (regular diesel fuel (DF), S: 325 ppmw; low sulfur diesel fuel (LSD-I), S: 47 ppmw) over the nickel-based adsorbents (A-2 and A-5) has been conducted at different conditions by using a flowing system. The adsorption capacity of DF over A-2 corresponding to an outlet sulfur level of 30 ppmw is 2.8 mg-S/g-A. The adsorption capacity of LSD-I over A-5 corresponding to the break-through point at 5.0 ppmw sulfur level is 0.35 mg-S/g-A. The spent A-5 can be regenerated by using H2 gas at a flowing rate of 40-50 ml/min, 500 C, and ambient pressure. Adsorption desulfurization of model diesel fuels over metal-sulfide-based adsorbents (A-6-1 and A-6-2) has been conducted at different temperatures to examine the capacity and selectivity of the adsorbents. A regeneration method for the spent metal-sulfide-based adsorbents has been developed. The spent A-6-1 can be easily regenerated by washing the spent adsorbent with a polar solvent followed by heating the adsorbent bed to remove the remainder solvent. Almost all adsorption capacity of the fresh A-6-1 can be recovered after the regeneration. On the other hand, a MCM-41-supported HDS catalyst was developed for deep desulfurization of the refractory sulfur compounds. The results show that the developed MCM-41-supported catalyst demonstrates consistently higher activity for the HDS of the refractory dibenzothiophenic sulfur compounds than the commercial catalyst. On the basis of the fundamental understanding of the adsorptive performance and regeneration natures of the adsorbents, the conceptual design of the novel PSU-SARS process for deep desulfurization of diesel fuel is confirmed and improved further.

The papers in this volume deal in the main with the two most common forms of aftertreatment technology. The first is the trap oxidizer, which is a system for trapping and filtering the particulate matter from the exhaust gas and periodically removing it by thermal oxidation. This process is commonly known as regeneration. The second is the diesel oxidation catalyst. Similar in many ways to the flow through a converter in passenger cars, it oxidizes the soluble organic fraction of the diesel exhaust as well as gaseous hydrocarbons and carbon monoxide. This catalyst is being used in production volumes in heavy duty trucks in the US beginning in 1994. Several papers in this volume deal with the development experience of this converter application. There also is included a series of papers by trap and filter manufacturers dealing with improved materials, making their devices more durable. Papers have been processed separately for inclusion on the data base.

  17. Retail wheeling: Is this revolution necessary?

    1994-12-31

As of a former state regulator and a once enthusiastic practitioner of public utility law, I find it fascinating to see the latest nostrum to burst on the electric utility scene: retail wheeling. Wheeling became a personal interest in the Texas interconnection fight of the late seventies and may have led to the interconnection and wheeling provision of the Public Utilities Regulatory Policies Act (PURPA). Retail wheeling contemplates that every electric power customer should be given an opportunity to seek out the lowest cost source of power wherever it can be found. As a practical matter, the drums for retail wheeling are presently being beaten by large industrial users, who believe that they have the capability to find low cost sources and to make advantageous commercial arrangements to acquire electricity. Large industrials have long been fighting the utilities for cheaper electricity, frequently using the threat of self-generation and cogeneration.

A project to convert various biomass materials to diesel type transportation fuel compatible with current engine designs and the existing distribution system is described. A continuous thermochemical indirect liquefaction approach is used. The system consists of a circulating solid fluidized bed gasification system to produce a synthesis gas containing olefins, hydrogen and carbon monoxide followed by a catalytic liquefaction step to convert the synthesis gas to liquid hydrocarbon fuel. The major emphasis on the project at the present time is to maximize product yield. A level of 60 gals of diesel type fuel per ton of feedstock (dry, ash free basis) is expected. Numerous materials have been processed through the conversion system without any significant change in product quality (essentially C/sub 7/-C/sub 17/ paraffinic hydrocarbons with cetane indicies of 50+). Other tasks in progress include factor studies, process simplification, process control and scale-up to a 10 ton/day Engineering Test Facility. 18 references, 4 figures, 9 tables.

    2013-07-01

Nuclear energy could potentially be utilized in hybrid energy systems to produce synthetic fuels and feedstocks from indigenous carbon sources such as coal and biomass. First generation nuclear hybrid energy system (NHES) technology will most likely be based on conventional light water reactors (LWRs). However, these LWRs provide thermal energy at temperatures of approximately 300°C, while the desired temperatures for many chemical processes are much higher. In order to realize the benefits of nuclear hybrid energy systems with the current LWR reactor fleets, selection and development of a complimentary temperature upgrading technology is necessary. This paper provides an initial assessment of technologies that may be well suited toward LWR outlet temperature upgrading for powering elevated temperature industrial and chemical processes during periods of off-peak power demand. Chemical heat transformers (CHTs) are a technology with the potential to meet LWR temperature upgrading requirements for NHESs. CHTs utilize chemical heat of reaction to change the temperature at which selected heat sources supply or consume thermal energy. CHTs could directly utilize LWR heat output without intermediate mechanical or electrical power conversion operations and the associated thermodynamic losses. CHT thermal characteristics are determined by selection of the chemical working pair and operating conditions. This paper discusses the chemical working pairs applicable to LWR outlet temperature upgrading and the CHT operating conditions required for providing process heat in NHES applications.

    SciTech Connect (OSTI)

    Robert Wilson

    2006-10-31

A Clean Coal Diesel project was undertaken to demonstrate a new Clean Coal Technology that offers technical, economic and environmental advantages over conventional power generating methods. This innovative technology (developed to the prototype stage in an earlier DOE project completed in 1992) enables utilization of pre-processed clean coal fuel in large-bore, medium-speed, diesel engines. The diesel engines are conventional modern engines in many respects, except they are specially fitted with hardened parts to be compatible with the traces of abrasive ash in the coal-slurry fuel. Industrial and Municipal power generating applications in the 10 to 100 megawatt size range are the target applications. There are hundreds of such reciprocating engine power-plants operating throughout the world today on natural gas and/or heavy fuel oil.

  16. Clean Diesel Component Improvement Program

    SciTech Connect (OSTI)

    2005-06-30

The research conducted in this program significantly increased the knowledge and understanding in the fields of plasma physics and chemistry in diesel exhaust, the performance and characteristics of multifunctional catalysts in diesel exhaust, and the complexities of controlling a combination of such systems to remove NOx. Initially this program was designed to use an in-line plasma system (know as a plasma assisted catalyst system or PAC) to convert NO {yields} NO{sub 2}, a more catalytically active form of nitrogen oxides, and to crack hydrocarbons (diesel fuel in particular) into active species. The NO{sub 2} and the cracked hydrocarbons were then flowed over an in-line ceramic NOx catalyst that removed NO{sub 2} from the diesel exhaust. Even though the PAC system performed well technically and was able to remove over 95% of NOx from diesel exhaust the plasma component proved not to be practical or commercially feasible. The lack of practical and commercial viability was due to high unit costs and lack of robustness. The plasma system and its function was replaced in the NOx removal process by a cracking reforming catalyst that converted diesel fuel to a highly active reductant for NOx over a downstream ceramic NOx catalyst. This system was designated the ceramic catalyst system (CCS). It was also determined that NO conversion to NO{sub 2} was not required to achieve high levels of NOx reduction over ceramic NOx catalyst if that catalyst was properly formulated and the cracking reforming produced a reductant optimized for that NOx catalyst formulation. This system has demonstrated 92% NOx reduction in a diesel exhaust slipstream and 65% NOx reduction from the full exhaust of a 165 hp diesel engine using the FTP cycle. Although this system needs additional development to be commercial, it is simple, cost effective (does not use precious metals), sulfur tolerant, operates at high space velocities, does not require a second fluid be supplied as a reductant, has low parasitic loss of 2-3% and achieves high levels of NOx reduction. This project benefits the public by providing a simple low-cost technology to remove NOx pollutants from the exhaust of almost any combustion source. The reduction of NOx emissions emitted into the troposphere provides well documented improvement in health for the majority of United States citizens. The emissions reduction produced by this technology helps remove the environmental constraints to economic growth.

Present federal tax incentives apply to certain types of biomass-derived diesel fuels, which in energy policy and tax laws are described either as renewable diesel or biodiesel. To understand the distinctions between these diesel types it is necessary to understand the technologies used to produce them and the properties of the resulting products. This fact sheet contains definitions of renewable and biodiesel and discusses the processes used to convert biomass to diesel fuel and the properties of biodiesel and renewable diesel fuels.

In this study we identify components of a typical biodiesel fuel and estimate both their individual and mixed thermo-physical and transport properties. We then use the estimated mixture properties in computational simulations to gauge the extent to which combustion is modified when biodiesel is substituted for conventional diesel fuel. Our simulation studies included both regular diesel combustion (DI) and premixed charge compression ignition (PCCI). Preliminary results indicate that biodiesel ignition is significantly delayed due to slower liquid evaporation, with the effects being more pronounced for DI than PCCI. The lower vapor pressure and higher liquid heat capacity of biodiesel are two key contributors to this slower rate of evaporation. Other physical properties are more similar between the two fuels, and their impacts are not clearly evident in the present study. Future studies of diesel combustion sensitivity to both physical and chemical properties of biodiesel are suggested.

  19. The effect of diesel injection timing on a turbocharged diesel engine fumigated with ethanol

    SciTech Connect (OSTI)

    Schroeder, A.R.; Savage, L.D.; White, R.A.; Sorenson, S.C.

    1988-01-01

A study has been done to determine the effect of changes in diesel injection timing on engine performance using a multicylinder, turbocharged diesel engine fumigated with ethanol. Tests at half load with engine speeds of 2000 and 2400 rpm indicated that a 4% increase in thermal efficiency could be obtained by advancing the diesel injection timing from 18 to 29/sup 0/BTDC. The effect of changes in diesel timing was much more pronounced at 2400 rpm. Advancing the diesel timing decreased CO and unburned HC levels significantly. The increase in NO levels due to advances in diesel timing was offset by the decrease in NO due to ethanol addition.

  11. The great ``retail wheeling`` illusion, and more productive energy futures

    SciTech Connect (OSTI)

    Cavanagh, R.

    1994-12-31

This paper sets out the reasons why many environmental and public interest organizations oppose retail wheeling. Cavanagh argues that retail wheeling would destroy incentives for energy efficiency improvements and renewable energy generation--benefits that reduce long-term energy service costs to society as a whole. The current debate over the competitive restructuring of the electric power industry is critical from both economic and environmental perspectives. All attempts to introduce broad-scale retail wheeling in the United States have failed; instead, state regulators are choosing a path that emphasizes competition and choice, but acknowledges fundamental differences between wholesale and retail markets. Given the physical laws governing the movement of power over centrally controlled grids, the choice offered to customers through retail wheeling of electricity is a fiction -- a re-allocation of costs is all that is really possible. Everyone wants to be able to claim the cheapest electricity on the system; unfortunately, there is not enough to go around. By endorsing the fiction of retail wheeling for certain types of customers, regulators would be recasting the retail electricity business as a kind of commodity exchange. That would reward suppliers who could minimize near-term unit costs of electricity while simultaneously destroying incentives for many investments, including cost-effective energy efficiency improvements and renewable energy generation, that reduce long-term energy service costs to society as a whole. This result, which has been analogized unpersuasively to trends in telecommunications and natural gas regulation, is neither desirable nor inevitable. States should go on saying no to retail wheeling in order to be able to create something better: regulatory reforms that align utility and societal interests in pursuing a least-cost energy future. An appendix contains notes on some recent Retail Wheeling Campaigns.

A diesel engine having staged injection for using lower cetane number fuels than No. 2 diesel fuel. The engine includes a main fuel injector and a pilot fuel injector. Pilot and main fuel may be the same fuel. The pilot injector injects from five to fifteen percent of the total fuel at timings from 20.degree. to 180.degree. BTDC depending upon the quantity of pilot fuel injected, the fuel cetane number and speed and load. The pilot fuel injector is directed toward the centerline of the diesel cylinder and at an angle toward the top of the piston, avoiding the walls of the cylinder. Stratification of the early injected pilot fuel is needed to reduce the fuel-air mixing rate, prevent loss of pilot fuel to quench zones, and keep the fuel-air mixture from becoming too fuel lean to become effective. In one embodiment, the pilot fuel injector includes a single hole for injection of the fuel and is directed at approximately 48.degree. below the head of the cylinder.

    2003-03-01

This paper reviews the experience with retail choice of non-residential electricity customers during the period from early 1998 through the first few months of 2000. Key findings include: (1) customers in California received a significantly smaller discount from utility tariffs than customers in other competitive markets; (2) this sample of large commercial/industrial customers believed they were benefiting significantly more from commodity savings from contracts with retail electricity service providers (RESP) than from value-added services; and,(3) market rules appear to be critical to customer experiences with retail competition, yet the relationship between market rules and market development is inadequately understood.

  7. Consumer Convenience and the Availability of Retail Stations as a Market Barrier for Alternative Fuel Vehicles: Preprint

    SciTech Connect (OSTI)

    Melaina, M.; Bremson, J.; Solo, K.

    2013-01-01

The availability of retail stations can be a significant barrier to the adoption of alternative fuel light-duty vehicles in household markets. This is especially the case during early market growth when retail stations are likely to be sparse and when vehicles are dedicated in the sense that they can only be fuelled with a new alternative fuel. For some bi-fuel vehicles, which can also fuel with conventional gasoline or diesel, limited availability will not necessarily limit vehicle sales but can limit fuel use. The impact of limited availability on vehicle purchase decisions is largely a function of geographic coverage and consumer perception. In this paper we review previous attempts to quantify the value of availability and present results from two studies that rely upon distinct methodologies. The first study relies upon stated preference data from a discrete choice survey and the second relies upon a station clustering algorithm and a rational actor value of time framework. Results from the two studies provide an estimate of the discrepancy between stated preference cost penalties and a lower bound on potential revealed cost penalties.

    2013-04-01

Plug and process loads (PPLs) in commercial buildings account for almost 5% of U.S. primary energy consumption. Minimizing these loads is a primary challenge in the design and operation of an energy-efficient building. PPLs are not related to general lighting, heating, ventilation, cooling, and water heating, and typically do not provide comfort to the occupants. They use an increasingly large fraction of the building energy use pie because the number and variety of electrical devices have increased along with building system efficiency. Reducing PPLs is difficult because energy efficiency opportunities and the equipment needed to address PPL energy use in retail spaces are poorly understood.

    1989-07-01

Particulate emission control, for the HD diesel engine, has previously been considered a three-dimensional problem involving: combustion of the fuel by the engine, fuel modification, and exhaust aftertreatment. The lube oil contribution may be considered a fourth dimension of the problem. Historically, the heavy-duty engine manufacturer has met emission standards for smoke (1968 to present), CO, HC, and NOx (1974 to present) and particulates (1988 to present) through changes in engine design. This paper used the allocation method to estimate the reduction in lube oil consumption needed to meet 1991 and 1994 U.S. particulate emission standards. This analysis places the contribution of lube oil as a source of exhaust particulates into prospective with the contributions from fuel sulfur and fuel combustion. An emissions control strategy to meet future regulations is offered in which reductions from fuel modification, combustion improvement, reduced lube oil consumption, and exhaust particulate trap-catalysts are all involved.

    1988-01-01

The use of natural gas as a transportation fuel reduces operating costs and emissions and contributes to security of supply. Natural gas for vehicles (NGV) can be used in rail, road, marine and off-road applications as a replacement for diesel fuel either stored as liquefied natural gas (LNG) or compressed natural gas (CNG). These applications have large energy consumptions per engine which makes them attractive target markets. When NGV replaces diesel as a fuel, either engines are converted to spark ignition (Otto Cycle) or a small amount of diesel fuel is used as for pilot ignition (Dual fuel).

    2009-01-30

In 2007, the Southwest Power Pool (SPP) formed the Customer Response Task Force (CRTF) to identify barriers to deploying demand response (DR) resources in wholesale markets and develop policies to overcome these barriers. One of the initiatives of this Task Force was to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This report describes the results of a comprehensive survey conducted by LBNL in support of the Customer Response Task Force and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into wholesale markets in the SPP region. LBNL conducted a detailed survey of existing DR programs and dynamic pricing tariffs administered by SPP's member utilities. Survey respondents were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g. seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. Nearly all of the 30 load-serving entities in SPP responded to the survey. Of this group, fourteen SPP member utilities administer 36 DR programs, five dynamic pricing tariffs, and six voluntary customer response initiatives. These existing DR programs and dynamic pricing tariffs have a peak demand reduction potential of 1,552 MW. Other major findings of this study are: o About 81percent of available DR is from interruptible rate tariffs offered to large commercial and industrial customers, while direct load control (DLC) programs account for ~;;14percent. o Arkansas accounts for ~;;50percent of the DR resources in the SPP footprint; these DR resources are primarily managed by cooperatives. o Publicly-owned cooperatives accounted for 54percent of the existing DR resources among SPP members. For these entities, investment in DR is often driven by the need to reduce summer peak demand that is used to set demand charges for each distribution cooperative. o About 65-70percent of the interruptible/curtailable tariffs and DLC programs are routinely triggered based on market conditions, not just for system emergencies. Approximately, 53percent of the DR resources are available with less than two hours advance notice and 447 MW can be dispatched with less than thirty minutes notice. o Most legacy DR programs offered a reservation payment ($/kW) for participation; incentive payment levels ranged from $0.40 to $8.30/kW-month for interruptible rate tariffs and $0.30 to $4.60/kW-month for DLC programs. A few interruptible programs offered incentive payments which were explicitly linkedto actual load reductions during events; payments ranged from 2 to 40 cents/kWh for load curtailed.

    1982-01-01

Winter rape is well adapted to the Palouse region of Northern Idaho and Eastern Washington. Nearly all of the current US production is grown in this region. Yields of 2200 to 2700 kg/ha with 45 percent oil content are common. Even though present production only 2000 to 2500 ha per year, the long history of production and good yields of oil make winter rape the best potential fuel vegetable oil crop for the region. Winter rape oil is more viscous than sunflower oil (50 cSt at 40/sup 0/C for winter rape and 35 cSt at 40/sup 0/C for sunflower oil) and about 17 times more viscous than diesel. The viscosity of the pure oil has been found too high for operation in typical diesel injector systems. Mixtures and/or additives are essential if the oil is to be a satisfactory fuel. Conversely, the fatty acid composition of witer rape oils is such that it is potentially a more favorable fuel because of reduced rates of oxidation and thermal polymerization. This paper will report on results of short and long term engine tests using winter rape, diesel, and commercial additives as the components. Selection of mixtures for long term screening tests was based on laboratory studies which included high temperature oxidation studies and temperature-viscosity data. Fuel temperature has been monitored at the outlet of the injector nozzle on operating engines so that viscosity comparisons at the actual injector temperature can be made. 1 figure, 3 tables.

  15. Recent Developments in BMW's Diesel Technology

    SciTech Connect (OSTI)

    Steinparzer, F

    2003-08-24

The image of BMW is very strongly associated to high power, sports biased, luxury cars in the premium car segment, however, particularly in the United States and some parts of Asia, the combination of a car in this segment with a diesel engine was up until now almost unthinkable. I feel sure that many people in the USA are not even aware that BMW produces diesel-powered cars. In Europe there is a completely contrary situation which, driven by the relative high fuel price, and the noticeable difference between gasoline and diesel prices, there has been a continuous growth in the diesel market since the early eighties. During this time BMW has accumulated more then 20 years experience in developing and producing powerful diesel engines for sports and luxury cars. BMW started the production of its 1st generation diesel engine in 1983 with a 2,4 l, turbocharged IDI engine in the 5 series model range. With a specific power of 35 kW/l, this was the most powerful diesel engine on the market at this time. In 1991 BMW introduced the 2nd generation diesel engine, beginning with a 2,5 l inline six, followed in 1994 by a 1,7 l inline four. All engines of this 2nd BMW diesel engine family were turbocharged and utilized an indirect injection combustion system. With the availability of high-pressure injection systems such as the common rail system, BMW developed its 3rd diesel engine family which consists of four different engines. The first was the 4-cylinder for the 3 series car in the spring of 1998, followed by the 6-cylinder in the fall of 1998 and then in mid 1999 by the worlds first V8 passenger car diesel with direct injection. Beginning in the fall of 2001 with the 4-cylinder, BMW reworked this DI engine family fundamentally. Key elements are an improved core engine design, the use of the common rail system of the 2nd generation and a new engine control unit with even better performance. Step by step, these technological improvements were introduce d to production for all members of this engine family and in all the different vehicle applications. In the next slide you can see the production volume of diesel engines by BMW. From the 1st family we produced {approx} 260,000 units over eight years and from the 2nd family {approx} 630,000 units were produced also during an eight year period. How successful the actual engine family with direct injection is can be seen in the increase of the production volume to 330,000 units for the year 2002 alone. The reason for this is that, in addition to the very low fuel consumption, this new engines provide excellent driving characteristics and a significant improvement in the level of noise and vibration. Page 2 of 5 In 2002, 26% of all BMW cars worldwide, and nearly 40% in Europe, were produced with a diesel engine under the hood. In the X5 we can see the biggest diesel success rate. Of all the X5 vehicles produced, 35% Worldwide and 68% in Europe are powered by a diesel engine.

Diesel engines are the dominant propulsion engine of choice for most of the commercial surface transportation applications in the world. Consider agricultural uses: Diesel engine power is used to prepare the soil, transport the bulk seed or seedlings, pump irrigation water, and spray fertilizers, mechanically harvest some crops and distribute the produce to market. Diesel engines power virtually all of the off-highway construction equipment. Deep water commercial freighters or containerships are almost all diesel engine powered. The passenger ships are primarily either diesel or a combination of diesel and gas turbine, referred to as CODAG or CODOG.
