    The CORPEX{reg_sign} Nuclear Decontamination Processes were used to decontaminate representative scrap metal specimens obtained from the existing scrap metal piles located at the Department of Energy (DOE) Portsmouth Gaseous Diffusion Plant (PORTS), Piketon, Ohio. In September 1995, under contract to Lockheed Martin Energy Systems, MELE Associates, Inc. performed the on-site decontamination demonstration. The decontamination demonstration proved that significant amounts of the existing DOE scrap metal can be decontaminated to levels where the scrap metal could be economically released by DOE for beneficial reuse. This simple and environmentally friendly process can be used as an alternative, or in addition to, smelting radiologically contaminated scrap metal.

    A laminate article comprises a substrate and a biaxially textured (RE.sub.x A.sub.(1-x)).sub.2 O.sub.2-(x/2) buffer layer over the substrate, wherein 0article can include a layer of YBCO over the (RE.sub.x A.sub.(1-x)).sub.2 O.sub.2-(x/2) buffer layer. A layer of CeO.sub.2 between the YBCO layer and the (RE.sub.x A.sub.(1-x)).sub.2 O.sub.2-(x/2) buffer layer can also be include. Further included can be a layer of YSZ between the CeO.sub.2 layer and the (RE.sub.x A.sub.(1-x)).sub.2 O.sub.2-(x/2) buffer layer. The substrate can be a biaxially textured metal, such as nickel.   8. Use of annual profiles of hourly data for analyzing DOE-2 building simulation program results

    This paper presents an approach for improving potential building energy analyses using the DOE-2 computer program. The approach makes use of the ability to generate hour-by-hour data results from DOE-2 simulations, and uses a plotting package to generate 3-dimensional annual profiles of the hour-by-hour data for specific quantities of interest. The annual profiles of hourly data provide a graphical check of voluminous data in a condensed form allowing several different types of data to be plotted over a year. These profiles provide the user the opportunity to: check simulation results, check potential problems with simulations, provide graphs to customers who may want a simpler presentation, visualize interactions in simulations, and understand where weak areas may exist in simulations. Future analysis, using such profiles, may allow methods to be developed to check consistency between simulations, check for potential errors in modeling buildings, and better understand how simulations compared with data from real buildings. 14 refs., 24 figs.

Currently, work is being conducted with researchers in Russia and Ukraine. Efforts aimed at evaluating and advancing technologies to support U.S. high-level waste (HLW) vitrification initiatives are being conducted in collaboration with Russian researchers. Work at Khlopin Radium Institute (KRI) is targeted at improving the throughput of current vitrification processes by increasing melting rate. These efforts are specifically targeted at challenging waste types identified at the Savannah River Site (SRS) and Hanford Site. The objectives of current efforts at SIA Radon are to gain insight into vitrification process limits for the cold crucible induction melter (CCIM) technology. Previous demonstration testing has shown that the CCIM offers the potential for dramatic increases in waste loading and waste throughput. However, little information is known regarding operational limits that could affect long-term, efficient CCIM operations. Collaborative work with the Russian Electrotechnical University (ETU) LETI is aimed at advancing CCIM process monitoring, process control and design. The goal is to further mature the CCIM technology and to establish it as a viable HLW vitrification technology. The greater than two year effort conducted with the International Radioecology Laboratory in the Ukraine recently completed. The objectives of this study were: to assess the long-term impacts to the environment from radiation exposure in the Chernobyl Exclusion Zone (ChEZ); and to provide information on remediation guidelines and ecological risk assessment within radioactively contaminated territories around the Chernobyl Nuclear Power Plant (ChNPP) based

    Over the course of 5 years, NREL worked with commercial building owners and their design teams in the DOE Commercial Building Partnerships (CBP) to cut energy consumption by 50% in new construction (versus code) and by 30% in existing building pilot projects (versus code or pre-retrofit operational energy use depending on the preference of the Partner) using strategies that could be replicated across their building portfolios. A number of different building types were addressed, including supermarket, retail merchandise, combination big box (general merchandise and food sales), high rise office space, and warehouse. The projects began in pre-design and included a year of measurement data to evaluate performance against design expectations. Focused attention was required throughout the entire process to achieve a design with the potential to hit the energy performance target and to operate the resulting building to reach this potential. This paper will report quantitative results and cover both the technical and the human sides of CBP, including the elements that were required to succeed and where stumbling blocks were encountered. It will also address the impact of energy performance goals and intensive energy modeling on the design process innovations and best practices.

    On June 11, 2003, representatives from universities, federal and state government agencies, Department of Energy national laboratories, and the private sector attended a one-day workshop in Washington, DC. The objective of the workshop was to review and provide input into DOE's assessment of the market for advanced sensors and controls technology and potential R&D pathways to enhance their success in the buildings market place. The workshop consisted of two sessions. During the morning session, participants were given an overview on the following topics: market assessment, current applications and strategies for new applications, sensors and controls, networking, security, and protocols and standards, and automated diagnostics, performance measurement, commissioning and optimal control and tools. In the sessions, workshop participants were asked to review the potential R&D pathways, identify high priority activities, and outline a five year path for each of these activities. Priorities were as follows: largest and quickest impact; best use of finite resources; greatest likelihood for market penetration; and ability to replicate results. The participants identified several promising R&D opportunities.

  18. Results of the Boeing/DOE DECC Phase 1 stirling engine project

    Phase I of Boeing Company/DOE Dish Engine Critical Component (DECC) Project started in April of 1998 and was completed in 1999. The Phase I objectives, schedule, and test results are presented in this paper. These data shows the power, energy, and mirror performance are comparable to that when the hardware was first manufactured 15 years ago. During the Phase I and initial Phase II test period the on-sun system accumulated over 3,800 hours of solar-powered operating time, accumulated over 4,500 hours of concentrator solar tracking time, and generated over 50,000 kWh of grid-compatible electrical energy. The data also shows that the system was available 95 {percent} of the time when the sun's insolation level was above approximately 300 w/m{sup 2}, and achieved a daily energy efficiency between 20{percent} and 26{percent}. A second concentrator was refurbished during Phase I and accumulated over 2,200 hours of solar track time. A second Stirling engine operated 24 hours a day in a test cell in Sweden and accumulated over 6,000 test hours. Discussion of daily operation shows no major problems encountered during the testing that would prevent commercialization of the technology. Further analysis of the test data shows that system servicing with hydrogen, coolant and lubricating oil should not be a major O and M cost.

Assessments in industrial facilities have highlighted opportunities for implementing best practices in industrial energy management, including the adoption of new, energy-efficient technologies and process and equipment improvements. Total annual savings opportunities of $201 million have been identified from the 40 completed assessments. Many of the participating industrial plants have implemented efficiency-improvement projects and already have realized total cost savings of more than $81 million annually. This paper provides an overview of the assessment efforts undertaken and presents a summary of the major energy and cost savings identified to date. The paper also discusses specific results from assessments conducted at four plants in the automotive manufacturing operations and supporting industries. These particular assessments were conducted at facilities that produce engine castings, plastic films used for glass laminates, forged components, and at a body spray painting plant.

  6. Results from the DOE Advanced Gas Reactor Fuel Development and Qualification Program

    Modular HTGR designs were developed to provide natural safety, which prevents core damage under all design basis accidents and presently envisioned severe accidents. The principle that guides their design concepts is to passively maintain core temperatures below fission product release thresholds under all accident scenarios. This level of fuel performance and fission product retention reduces the radioactive source term by many orders of magnitude and allows potential elimination of the need for evacuation and sheltering beyond a small exclusion area. This level, however, is predicated on exceptionally high fuel fabrication quality and performance under normal operation and accident conditions. Germany produced and demonstrated high quality fuel for their pebble bed HTGRs in the 1980s, but no U.S. manufactured fuel had exhibited equivalent performance prior to the Advanced Gas Reactor (AGR) Fuel Development and Qualification Program. The design goal of the modular HTGRs is to allow elimination of an exclusion zone and an emergency planning zone outside the plant boundary fence, typically interpreted as being about 400 meters from the reactor. To achieve this, the reactor design concepts require a level of fuel integrity that is better than that claimed for all prior US manufactured TRISO fuel, by a few orders of magnitude. The improved performance level is about a factor of three better than qualified for German TRISO fuel in the 1980’s. At the start of the AGR program, without a reactor design concept selected, the AGR fuel program selected to qualify fuel to an operating envelope that would bound both pebble bed and prismatic options. This resulted in needing a fuel form that could survive at peak fuel temperatures of 1250°C on a time-averaged basis and high burnups in the range of 150 to 200 GWd/MTHM (metric tons of heavy metal) or 16.4 to 21.8% fissions per initial metal atom (FIMA).     President Bush's energy program is focussed towards commercializing power production technologies that offer improvements in efficiency and reductions in emissions while utilizing the nation's most abundant energy reserve - coal. Gasification offers such benefits. To bring this technology to full commercial acceptance, the operational issue of feeding solid fuel into the pressure environment needs to be addressed. The DOE, through the National Energy Technology Laboratory, has funded research to develop the unique Stamet 'Posimetric Solids Pump' to feed coal into current gasification operating pressures. The project comprised design and testing to feed coal into 300 PSI and a second Phase for feeding into 500 PSI. The 300 PSI target was achieved in December 2003. In January 2005, the Posimetric feeder achieved continuous injection of coal into 560 PSI, exceeding the Phase 2 target. This paper presents a review and evaluation of the design, design optimizations and test results of the successful feeder. It also presents analysis of economic benefits to pump use and results from semi-commercial testing at gasifier operating test facilities, which should have commenced by the date of the Conference. 16 figs., 6 tabs.

    In 1977, Congress directed DOE to create an energy grants program with the object of funding individuals, small businesses, and nonprofit organizations to develop technologies that use renewable energy resources. The Small Grants Program was created and this report assesses the energy savings potential of the program. The first step in the analysis was to assess the energy-savings potential of 57 projects. Program energy savings were then estimated from project savings using statistical inference. Chapter 2 presents estimates of direct energy savings for the 57 projects and discusses direct energy savings. Chapter 3 discusses the methods and results of the economic analysis. Chapter 4 examines the indirect savings. Because of the large size of the sample, neither project descriptions nor specific details of each project analysis are included. Instead, two examples from the analysis are presented in Chapters 2, 3, and 4 to illustrate the methods. The results of the analysis and key project data are summarized. Chapter 5 presents estimates of program energy savings and the methods used to obtain them. The report concludes with a discussion of how improved project selection can increase program energy savings and present two approaches for conducting future energy-impact studies.

    This invention is directed to the fabrication of boron articles by a powder metallurgical method wherein the articles are of a density close to the theoretical density of boron and are essentially crackfree. The method comprises the steps of admixing 1 to 10 weight percent carbon powder with amorphous boron powder, cold pressing the mixture and then hot pressing the cold pressed compact into the desired article. The addition of the carbon to the mixture provides a pressing aid for inhibiting the cracking of the hot pressed article and is of a concentration less than that which would cause the articles to possess significant concentrations of boron carbide.

    This invention provides an electrically conductive, less anisotropic, recompressed exfoliated graphite article comprising a mixture of (a) expanded or exfoliated graphite flakes; and (b) particles of non-expandable graphite or carbon, wherein the non-expandable graphite or carbon particles are in the amount of between about 3% and about 70% by weight based on the total weight of the particles and the expanded graphite flakes combined; wherein the mixture is compressed to form the article having an apparent bulk density of from about 0.1 g/cm.sup.3 to about 2.0 g/cm.sup.3. The article exhibits a thickness-direction conductivity typically greater than 50 S/cm, more typically greater than 100 S/cm, and most typically greater than 200 S/cm. The article, when used in a thin foil or sheet form, can be a useful component in a sheet molding compound plate used as a fuel cell separator or flow field plate. The article may also be used as a current collector for a battery, supercapacitor, or any other electrochemical cell.

    Hydrophobic cellular material is coated with a thin hydrophilic polymer skin which stretches tightly over the foam but which does not fill the cells of the foam, thus resulting in a polymer-coated foam structure having a smoothness which was not possible in the prior art. In particular, when the hydrophobic cellular material is a specially chosen hydrophobic polymer foam and is formed into arbitrarily chosen shapes prior to the coating with hydrophilic polymer, inertial confinement fusion (ICF) targets of arbitrary shapes can be produced by subsequently coating the shapes with metal or with any other suitable material. New articles of manufacture are produced, including improved ICF targets, improved integrated circuits, and improved solar reflectors and solar collectors. In the coating method, the cell size of the hydrophobic cellular material, the viscosity of the polymer solution used to coat, and the surface tension of the polymer solution used to coat are all very important to the coating.

    It has been observed repeatedly that low-frequency (10-500 Hz) seismic stress waves can enhance oil production from depleted reservoirs . Until recently, the majority of these observations have been anecdotal or at the proof-of-concept level. The physics coupling stress waves to multiphase fluid flow behavior in porous media is still poorly understood, even though numerous underlying physical mechanisms have been proposed to explain the observations . Basic research on the phenomenon is being conducted through a U .S. Department of Energy funded collaboration between Lawrence Berkeley National Laboratory, the University of California at Berkeley, Los Alamos National Laboratory and the U .S . oil and gas industry . The project has focused on three main areas of research: (1) laboratory core flow experiments, (2) field seismic monitoring of downhole stimulation tests, and (3) theoretical modeling of the coupled stress/flow phenomenon . The major goal is to obtain a comprehensive scientific understanding of the seismic stimulation phenomenon so that field application technologies can be improved. Initial developments and experimental results in all three research focus areas confirm historic observations that the stimulated flow phenomenon is real and that a fundamental scientific understanding can be obtained through continued research . Examples of project results and developments are presented here.

    --those that consume a total of 1 trillion British thermal units (Btu) or more annually. The approximately 6800 U.S. facilities that fall into this category collectively account for about 53% of all energy consumed by industry in the United States. The 2006 Save Energy Now energy assessments departed from earlier DOE plant assessments by concentrating solely on steam and process heating systems, which are estimated to account for approximately 74% of all natural gas use for manufacturing. The assessments also integrated a strong training component designed to teach industrial plant personnel how to use DOE's steam or process heating opportunity assessment software tools. This approach had the advantages of promoting strong buy-in of plant personnel for the assessment and its outcomes and preparing them better to independently replicate the assessment process at the company's other facilities. The Save Energy Now initiative also included provisions to help plants that applied for but did not qualify for assessments (based on the 1 trillion Btu criterion). Services offered to these plants included (1) an assessment by one of DOE's 26 university-based Industrial Assessment Centers (IACs), (2) a telephone consultation with a systems expert at the DOE's Energy Efficiency and Renewable Energy Information Center, or (3) other technical materials and services available through ITP (e.g., the Save Energy Now CD). By the end of 2006, DOE had completed all 200 of the promised assessments, identifying potential natural gas savings of more than 50 trillion Btu and energy cost savings of about $500 million. These savings, if fully implemented, could reduce CO2 emissions by 4.04 million metric tons annually. These results, along with the fact that a large percentage of U.S. energy is used by a relatively small number of very large plants, clearly suggest that assessments are an expedient and cost-effective way to significantly affect large amounts of energy use.     Risk assessment for geologic CO₂ storage including quantification of risks is an area of active investigation. The National Risk Assessment Partnership (NRAP) is a US-Department of Energy (US-DOE) effort focused on developing a defensible, science-based methodology and platform for quantifying risk profiles at geologic CO₂ sequestration sites. While the article is immersed in the macroparticle free region, a bias of the substrate holder is biased between a low voltage at which material from the plasma condenses on the surface of the article and a high negative voltage at which ions from the plasma are implanted into the article. 15 figs.

    The present invention is directed to the fabrication of boron carbide articles having length-to-diameter or width ratios greater than 2 to 1. The process of the present invention is practiced by the steps comprising hot pressing boron carbide powder into article segments or portions in which the segments have a length-to-diameter or width ratio less than 1.5, aligning a plurality of the initially hot-pressed segments in a hot-pressing die with the end surfaces of the segments placed in intimate contact with one another, and then hot pressing the aligned segments into an article of the desired configuration. The resulting article exhibits essentially uniform density throughout the structure with the bonds between the segments being equivalent in hardness, strength, and density to the remainder of the article.

    Super-smooth rounded or formed articles made of thermoplastic materials including various poly(methyl methacrylate) or acrylonitrile-butadiene-styrene copolymers are produced by immersing the articles into a bath, the composition of which is slowly changed with time. The starting composition of the bath is made up of at least one solvent for the polymer and a diluent made up of at least one nonsolvent for the polymer and optional materials which are soluble in the bath. The resulting extremely smooth articles are useful as mandrels for laser fusion and should be useful for a wide variety of other purposes, for example lenses.

    The invention is directed to the preparation of boron carbide articles of various configurations. A stoichiometric mixture of particulate boron and carbon is confined in a suitable mold, heated to a temperature in the range of about 1250 to 1500$sup 0$C for effecting a solid state diffusion reaction between the boron and carbon for forming the boron carbide (B$sub 4$C), and thereafter the resulting boron-carbide particles are hot-pressed at a temperature in the range of about 1800 to 2200$sup 0$C and a pressure in the range of about 1000 to 4000 psi for densifying and sintering the boron carbide into the desired article.

    Preliminary design studies of the 95 kWe-class SOFC test article continue resulting in a stack architecture of that is 1/3 of 250 kWe-class SOFC advanced module. The 95 kWeclass test article is envisioned to house 20 bundles (eight cells per bundle) of Delta8 cells with an active length of 100 cm. Significant progress was made in the conceptual design of the internal recirculation loop. Flow analyses were initiated in order to optimize the bundle row length for the 250 kWeclass advanced module. A preferred stack configuration based on acceptable flow and thermal distributions was identified. Potential module design and analysis issues associated with pressurized operation were identified.

    A team of analysts designed and conducted a performance evaluation to estimate the technical capabilities of fifteen Department of Energy sites for disposal of mixed low-level waste (i.e., waste that contains both low-level radioactive materials and hazardous constituents). Volume 1 summarizes the process for selecting the fifteen sites, the methodology used in the evaluation, and the conclusions derived from the evaluation. Volume 2 first describes the screening process used to determine the sites to be considered in the PEs. This volume then provides the technical details of the methodology for conducting the performance evaluations. It also provides a comparison and analysis of the overall results for all sites that were evaluated. Volume 3 contains detailed evaluations of the fifteen sites and discussions of the results for each site.

    This final report summarizes the accomplished goals and provide a list of the publications and presentations made during the project. The goals of the project were accomplished through the various publications submitted to Journals and presentations done at the DOE and international meetings and conferences. The 8 journal articles related to the goals of this project were accepted or submitted. The 23 presentations related to goals of the project were presented at the meetings. There were some minor changes regarding to project goals because of issues encountered during the analysis of the data. For example, a total water probe sensor mounted on the Convair-580 that can be used for defining mixed phase conditions and parameterization, had some problems to estimate magnitude of total water mass, and this resulted in issues providing an accurate parameterization for cloud fraction. Variability related aerosol number concentrations and their composition for direct and indirect effects were studied and published. Results were given to explain aerosol and ice microphysical effects on climate change studies. It is suggested that developed parameterizations should consider the variability in aerosol and ice parameters over the Arctic regions.

  7. Does Local Recurrence of Prostate Cancer After Radiation Therapy Occur at the Site of Primary Tumor? Results of a Longitudinal MRI and MRSI Study

    Purpose: To determine if local recurrence of prostate cancer after radiation therapy occurs at the same site as the primary tumor before treatment, using longitudinal magnetic resonance (MR) imaging and MR spectroscopic imaging to assess dominant tumor location. Methods and Materials: This retrospective study was HIPAA compliant and approved by our Committee on Human Research. We identified all patients in our institutional prostate cancer database (1996 onward) who underwent endorectal MR imaging and MR spectroscopic imaging before radiotherapy for biopsy-proven prostate cancer and again at least 2 years after radiotherapy (n = 124). Two radiologists recorded the presence, location, and size of unequivocal dominant tumor on pre- and postradiotherapy scans. Recurrent tumor was considered to be at the same location as the baseline tumor if at least 50% of the tumor location overlapped. Clinical and biopsy data were collected from all patients. Results: Nine patients had unequivocal dominant tumor on both pre- and postradiotherapy imaging, with mean pre- and postradiotherapy dominant tumor diameters of 1.8 cm (range, 1-2.2) and 1.9 cm (range, 1.4-2.6), respectively. The median follow-up interval was 7.3 years (range, 2.7-10.8). Dominant recurrent tumor was at the same location as dominant baseline tumor in 8 of 9 patients (89%). Conclusions: Local recurrence of prostate cancer after radiation usually occurs at the same site as the dominant primary tumor at baseline, suggesting supplementary focal therapy aimed at enhancing local tumor control would be a rational addition to management.

    A method of nitriding a refractory-nitride forming metal or metalloid articles and composite articles. A consolidated metal or metalloid article or composite is placed inside a microwave oven and nitrogen containing gas is introduced into the microwave oven. The metal or metalloid article or composite is heated to a temperature sufficient to react the metal or metalloid with the nitrogen by applying a microwave energy within the microwave oven. The metal or metalloid article or composite is maintained at that temperature for a period of time sufficient to convert the article of metal or metalloid or composite to an article or composite of refractory nitride. In addition, a method of applying a coating, such as a coating of an oxide, a carbide, or a carbo-nitride, to an article of metal or metalloid by microwave heating.

    A method of producing articles comprising reaction-bonded silicon carbide (SiC) and graphite (and/or carbon) is given. The process converts the graphite (and/or carbon) in situ to SiC, thus providing the capability of economically obtaining articles made up wholly or partially of SiC having any size and shape in which graphite (and/or carbon) can be found or made. When the produced articles are made of an inner graphite (and/or carbon) substrate to which SiC is reaction bonded, these articles distinguish SiC-coated graphite articles found in the prior art by the feature of a strong bond having a gradual (as opposed to a sharply defined) interface which extends over a distance of mils. A method for forming SiC whisker-reinforced ceramic matrices is also given. The whisker-reinforced articles comprise SiC whiskers which substantially retain their structural integrity.

    A method for making a radioactive article such as wire, includes the steps of providing a metal article having a first shape, such a cylinder, that is either radioactive itself or can be converted to a second, radioactive isotope by irradiation; melting the metal article one or more times; optionally adding an alloying metal to the molten metal in order to enhance ductility or other properties; placing the metal article having the first shape (e.g., cylindrical) into a cavity in the interior of an extrusion body (e.g., a cylinder having a cylindrical cavity therein); extruding the extrusion body and the article having the first shape located in the cavity therein, resulting in an elongated extrusion body and an article having a second shape; removing the elongated extrusion body, for example by chemical means, leaving the elongated inner article substantially intact; optionally repeating the extrusion procedure one or more times; and then drawing the elongated article to still further elongate it, into wire, foil, or another desired shape. If the starting metal is enriched in a radioactive isotope or a precursor thereof, the end product can provide a more intense radiation source than conventionally manufactured radioactive wire, foil, or the like.

    A method of removal of beryllium contamination from an article is disclosed. The method typically involves dissolving polyisobutylene in a solvent such as hexane to form a tackifier solution, soaking the substrate in the tackifier to produce a preform, and then drying the preform to produce the cleaning medium. The cleaning media are typically used dry, without any liquid cleaning agent to rub the surface of the article and remove the beryllium contamination below a non-detect level. In some embodiments no detectible residue is transferred from the cleaning wipe to the article as a result of the cleaning process.

    A method of texturing a multifilamentary article having filaments comprising a desired oxide superconductor or its precursors by torsionally deforming the article is provided. The texturing is induced by applying a torsional strain which is at least about 0.3 and preferably at least about 0.6 at the surface of the article, but less than the strain which would cause failure of the composite. High performance multifilamentary superconducting composite articles having a plurality of low aspect ratio, twisted filaments with substantially uniform twist pitches in the range of about 1.00 inch to 0.01 inch (25 to 0.25 mm), each comprising a textured desired superconducting oxide material, may be obtained using this texturing method. If tighter twist pitches are desired, the article may be heat treated or annealed and the strain repeated as many times as necessary to obtain the desired twist pitch. It is preferred that the total strain applied per step should be sufficient to provide a twist pitch tighter than 5 times the diameter of the article, and twist pitches in the range of 1 to 5 times the diameter of the article are most preferred. The process may be used to make a high performance multifilamentary superconducting article, having a plurality of twisted filaments, wherein the degree of texturing varies substantially in proportion to the radial distance from the center of the article cross-section, and is substantially radially homogeneous at any given cross-section of the article. Round wires and other low aspect ratio multifilamentary articles are preferred forms. The invention is not dependent on the melting characteristics of the desired superconducting oxide. Desired oxide superconductors or precursors with micaceous or semi-micaceous structures are preferred. When used in connection with desired superconducting oxides which melt irreversibly, it provides multifilamentary articles that exhibit high DC performance characteristics and AC performance markedly

    This disclosure relates to an improved method for achieving the best bond strength and for minimizing distortion and cracking of hot pressed articles. In particular, in a method for hot press forming both an outer facing circumferential surface of and an inner portion of a hub, and of bonding that so-formed outer facing circumferential surface to an inner facing circumferential surface of a pre-formed ring thereby to form an article, the following improvement is made. Normally, in this method, the outside ring is restrained by a restraining sleeve of ring-shaped cross-section having an inside diameter. A die member, used to hot press form the hub, is so-formed as to have an outside diameter sized to engage the inside diameter of the restraining sleeve in a manner permitting relative movement therebetween. The improved method is one in which several pairs of matched restraining sleeve and die member are formed with each matched pair having a predetermined diameter. The predetermined diameter of each matched pair is different from another matched pair by stepped increments. The largest inside diameter of a restraining sleeve is equal to the diameter of the outer facing circumferential surface of the hub. Each pair of the matched restraining sleeve and die member is used to form an article in which an inside hub is bonded to an outside ring. The several samples so-formed are evaluated to determine which sample has the best bond formed between the hub and the ring with the least or no cracking or distortion in the ring portion of the article. Thereafter, the matched restraining sleeve and die member which form the article having the best bonding characteristics and least distortion cracking is then used for repeated formations of articles.

    A method is presented for fabricating uranium oxide into a shaped refractory article by introducing a uranium halide fluxing reagent into the uranium oxide, and then mixing and compressing the materials into a shaped composite mass. The shaped mass of uranium oxide and uranium halide is then fired at an elevated temperature so as to form a refractory sintered article. It was found in the present invention that the introduction of a uraninm halide fluxing agent afforded a fluxing action with the uranium oxide particles and that excellent cohesion between these oxide particles was obtained. Approximately 90% of uranium dioxide and 10% of uranium tetrafluoride represent a preferred composition.

    A microcellular low density foam of poly(4-methyl-1-pentene) which is particularly useful for forming targets for inertial confinement fusion has been developed. Articles made from the foam have been machined to tolerances of 0.0001 inch, although the densities of the fragile foam are low (about 10 to about 100 mg/cc) and the cell sizes are small (about 10 to about 30 .mu.m). Methods for forming the foam and articles are given; and the yield strength of the foam of the invention is higher than was obtained in other structures of this same material.

  3. Measuring the Interestingness of Articles in a Limited User Environment

    Search engines, such as Google, assign scores to news articles based on their relevancy to a query. However, not all relevant articles for the query may be interesting to a user. For example, if the article is old or yields little new information, the article would be uninteresting. Relevancy scores do not take into account what makes an article interesting, which varies from user to user. Although methods such as collaborative filtering have been shown to be effective in recommendation systems, in a limited user environment, there are not enough users that would make collaborative filtering effective. A general framework, called iScore, is presented for defining and measuring the 'interestingness' of articles, incorporating user-feedback. iScore addresses various aspects of what makes an article interesting, such as topic relevancy, uniqueness, freshness, source reputation, and writing style. It employs various methods to measure these features and uses a classifier operating on these features to recommend articles. The basic iScore configuration is shown to improve recommendation results by as much as 20%. In addition to the basic iScore features, additional features are presented to address the deficiencies of existing feature extractors, such as one that tracks multiple topics, called MTT, and a version of the Rocchio algorithm that learns its parameters online as it processes documents, called eRocchio. The inclusion of both MTT and eRocchio into iScore is shown to improve iScore recommendation results by as much as 3.1% and 5.6%, respectively. Additionally, in TREC11 Adaptive Filter Task, eRocchio is shown to be 10% better than the best filter in the last run of the task. In addition to these two major topic relevancy measures, other features are also introduced that employ language models, phrases, clustering, and changes in topics to improve recommendation results. These additional features are shown to improve recommendation results by iScore by up to 14

    This invention is concerned with glass-ceramic articles having compositions within a very narrowly-delimited area of the MgO-Al.sub.2 O.sub.3 -B.sub.2 O.sub.3 -SiO.sub.2 field and having alpha-quartz and sapphirine as the principal crystal phases, resulting from nucleation through a combination of TiO.sub.2 and ZrO.sub.2. Upon contacting such articles with lithium ions at an elevated temperature, said lithium ions will replace magnesium ions on a two Li.sup.+-for-one Mg.sup..sup.+2 basis within the crystal structures, thereby providing a unitary glass-ceramic article having an integral surface layer wherein the principal crystal phase is a lithium-stuffed beta-quartz solid solution. That transformation of crystal phases results in compressive stresses being set up within the surface layer as the articles are cooled. Through the careful control of composition, crystallization treatment, and the parameters of the replacement reaction in the crystal structures, a tremendous degree of stored elastic energy can be developed within the articles such that they will demonstrate frangibility when fractured but will not exhibit undesirable spontaneous breakage and/or spalling.

The apparatus includes a container for containing one or more articles coupled to a suitable fluidizer for suspending articles within the container and transporting articles to an induction tube. A portal in the induction tube introduces articles singly into the induction tube. A vacuum pulls articles through the induction tube separating the articles from the group of articles in the container. The apparatus and method can be combined with one or more unit operations or modules, e.g., for inspecting articles, assessing quality of articles, or ascertaining material properties and/or parameters of articles, including layers thereof.

    A method for producing a cesium-retentive waste form, characterized by a high degree of compositional stability and mechanical integrity, is provided by subjecting a cesium-loaded zeolite to heat under conditions suitable for stabilizing the zeolite and immobilizing the cesium, and coating said zeolite for sufficient duration within a suitable environment with at least one dense layer of pyrolytic carbon to seal therein said cesium to produce a final, cesium-bearing waste form. Typically, the zolite is stabilized and the cesium immobilized in less than four hours by confinement within an air environment maintained at about 600/sup 0/C. Coatings are thereafter applied by confining the calcined zeolite within a coating environment comprising inert fluidizing and carbon donor gases maintained at 1000/sup 0/C for a suitable duration.

    Depending on their nature and severity, disasters can create large volumes of debris and waste. The waste can overwhelm existing solid waste management facilities and impact on other emergency response and recovery activities. If poorly managed, the waste can have significant environmental and public health impacts and can affect the overall recovery process. This paper presents a system overview of disaster waste management based on existing literature. The main literature available to date comprises disaster waste management plans or guidelines and isolated case studies. There is ample discussion on technical management options such as temporary storage sites, recycling, disposal, etc.; however, there is little or no guidance on how these various management options are selected post-disaster. The literature does not specifically address the impact or appropriateness of existing legislation, organisational structures and funding mechanisms on disaster waste management programmes, nor does it satisfactorily cover the social impact of disaster waste management programmes. It is envisaged that the discussion presented in this paper, and the literature gaps identified, will form a basis for future comprehensive and cohesive research on disaster waste management. In turn, research will lead to better preparedness and response to disaster waste management problems.
