In addition, natural disasters and other disasters such as catastrophic fires may also fall into the same category. These incidents, like any other breach of acceptable behavior, may or may not involve actual law breaking. A computer incident response team should be created as a first priority. This report discusses the establishment and operation of a response team.

    The Consequence Management Home Team is a U.S. Department of Energy/National Nuclear Security Administration asset. It assists a variety of response organizations with modeling; radiological operations planning; field monitoring techniques; and the analysis, interpretation, and distribution of radiological data. These reach-back capabilities are activated quickly to support public safety and minimize the social and economic impact of a nuclear or radiological incident. In the Fukushima Daiichi response, the Consequence Management Home Team grew to include a more broad range of support than was historically planned. From the early days of the response to the continuing involvement in supporting late phase efforts, each stage of the Consequence Management Home Team support had distinct characteristics in terms of management of incoming data streams as well as creation of products. Regardless of stage, the Consequence Management Home Team played a critical role in the Fukushima Daiichi response effort.

The root cause section is complete and describes how ORNL intends to address the root causes of the findings identified during the assessment. The action plan has benefited from a complete review by various offices at DOE Headquarters as well as review by the Tiger Team that conducted the assessment to ensure that the described actions are responsive to the observed problems.

    The Consequence Management Home Team (CMHT) is a U.S. Department of Energy/National Nuclear Security Administration asset and played an important role in the U.S. response effort to the Fukushima Daiichi accident, ranging from the early days of the response to a continued involvement in supporting late phase efforts. Each stage of their work had distinct characteristics in terms of management of incoming data streams and creation of products. The CMHT assisted a variety of response organizations with modeling; radiological operations planning; field monitoring techniques; and the analysis, interpretation, and distribution of radiological data. In the Fukushima Daiichi response, the CMHT grew to include a broader range of support than was historically planned. Through their work, the social and economic impacts of a nuclear or radiological incident were minimized. The CMHT was an integral component of the response in Japan and acted as the central point from which all of the data and products flowed.

The U.S. Department of Energy Office of Indian Energy Policy and Programs (DOE-IE) has selected 11 Tribes - five in Alaska and six in the contiguous United States - to receive on-the-ground technical support for community-based energy efficiency and renewable energy projects as part of DOE-IE's Strategic Technical Assistance Response Team (START) Program. START finalists were selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with their projects or community. It comprises: a rotary turbine wheel; a rotary compressor coupled to the turbine wheel; an annular combustor for receiving air from the compressor and fuel from a fuel source combusting the same and providing gases of combustion to the turbine wheel to drive the same; substantially identical main fuel injectors including fuel injecting nozzles angularly spaced about the compressor; fuel and air from the compressor being introduced into the combustor generally in the tangential direction; a fuel pump; a control schedule valve; and first and second main fuel solenoid valves. The first valve being operable to connect a minority of the injectors to the control schedule valve and the fuel pump for starting the engine, there being an even number of the injectors and the minority of injectors consisting of two diametrically opposite injectors; the first and second valves being operable to connect all of the injectors to the control schedule valve and the pump for causing normal operation of the engine; the engine further being characterized by the absence of start fuel injectors for the combustor.

    This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Winter 2012. Between December 2, 2011, and January 15, 2012, 46 American Indian and Alaska Native Tribes submitted applications to receive technical assistance through the program, which provides Tribes with on-the-ground technical support from DOE and National Renewable Energy Laboratory (NREL) staff to help move tribal energy efficiency and renewable energy projects forward. The applications are being considered through the Strategic Technical Assistance Response Team (START) selection process, which incorporates expert reviews and outreach to Tribes who present a need for assistance with their community-based energy efficiency and renewable energy projects. The final successful applicants will be selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with each unique project or community. At least three selected Tribes in Alaska will receive technical assistance between March and May 2012, and up to five selected Tribes in the contiguous United States will receive technical assistance between March and August 2012. During the months of START Program activity, DOE and NREL experts will work in the two locations. In Alaska, START experts will work directly with community-based project teams to analyze local energy issues and provide assistance with energy projects and cost savings initiatives. This effort will be bolstered by DOE-IE's partnership with the Denali Commission, which will provide further assistance and expertise. In the lower 48 states, NREL experts will work with the selected renewable energy START projects to evaluate financial and technical feasibility and provide early development technical assistance to better position the projects for financing and construction.     San Diego Gas & Electric (SDG&E) is participating with M-C Power in the development and commercialization program of their internally manifolded heat exchanger (IMHEX{reg_sign}) carbonate fuel cell technology. Development of the IMHEX technology base on the UNOCAL test facility resulted in the demonstration of a 250 kW thermally integrated power plant located at the Naval Air Station at Miramar, California. The members of the commercialization team lead by M-C Power (MCP) include Bechtel Corporation, Stewart & Stevenson Services, Inc., and Ishikawajima-Harima Heavy Industries (IHI). MCP produced the fuel cell stack, Bechtel was responsible for the process engineering including the control system, Stewart & Stevenson was responsible for packaging the process equipment in a skid (pumps, desulfurizer, gas heater, turbo, heat exchanger and stem generator), IHI produced a compact flat plate catalytic reformer operating on natural gas, and SDG&E assumed responsibility for plant construction, start-up and operation of the plant.

    Hot-film anemometer measurements are presented for the centerline velocity of a suddenly started jet of air. The tip penetration of the jet is shown to be proportional to the square-root of time. A theoretical model is developed that assumes the transient jet can be characterized as a spherical vortex interacting with a steady-state jet. The model demonstrates that the ratio of nozzle radius to jet velocity defines a time constant that uniquely characterizes the behavior and similarity of impulsively started incompressible turbulent jets.

    Large government organizations such as the Department of Energy (DOE) are challenged with identifying and implementing best geospatial information management practices to ensure that operational needs are met and government objectives are achieved. Geographic Information System (GIS) professionals, complex wide within the Department, conduct spatial information management practices on a daily basis to complete a wide variety of science and engineering tasks. The DOE Office of the CIO recognized the wealth of geospatial information management knowledge within the DOE complex and formed the DOE GIS Core Team in 2001 as a result. The team is comprised of GIS experts-representing all major DOE labs, site facilities, and programs-who volunteer their time to address issues impacting the entire complex. These include the President's management agenda (with emphasis on the Geospatial One-Stop), homeland security, emergency response, site management, software and geospatial data licensing, and federal, national, and international standards governing the creation and dissemination of geospatial data. The strength of the DOE GIS Core Team is the wide diversity of GIS and scientific expertise represented on the team, which allows it to provide the DOE CIO's office with sound guidance on complex wide issues from a GIS practitioner's perspective. The Core Team's mission is 'to foster technical excellence and communication, to identify and advocate best business practices, and to provide sound recommendations on policy and standards.' As a first step toward identifying best practices the feam conducted a survey of all known GIS assets across the DOE complex. The survey identified each site's GIS expertise, operating systems architecture and software applications, major project areas supported, and a number of other metrics important to the operation of a GIS organization.     The invention relates to a methanol-to-hydrogen cracking reactor for use with a fuel cell vehicular power plant. The system is particularly designed for rapid start-up of the catalytic methanol cracking reactor after an extended shut-down period, i.e., after the vehicular fuel cell power plant has been inoperative overnight. Rapid system start-up is accomplished by a combination of direct and indirect heating of the cracking catalyst. Initially, liquid methanol is burned with a stoichiometric or slightly lean air mixture in the combustion chamber of the reactor assembly. The hot combustion gas travels down a flue gas chamber in heat exchange relationship with the catalytic cracking chamber transferring heat across the catalyst chamber wall to heat the catalyst indirectly. The combustion gas is then diverted back through the catalyst bed to heat the catalyst pellets directly. When the cracking reactor temperature reaches operating temperature, methanol combustion is stopped and a hot gas valve is switched to route the flue gas overboard, with methanol being fed directly to the catalytic cracking reactor. Thereafter, the burner operates on excess hydrogen from the fuel cells.

    This report documents the results of the Department of Energy's (DOE's) Tiger Team Assessment of the Lawrence Berkeley Laboratory (LBL) conducted from January 14 through February 15, 1991. The purpose of the assessment was to provide the Secretary of Energy with the status of environment, safety, and health (ES H) programs at LBL. The Tiger Team concluded that curtailment of cessation of any operations at LBL is not warranted. However, the number and breadth of findings and concerns from this assessment reflect a serious condition at this site. In spite of its late start, LBL has recently made progress in increasing ES H awareness at all staff levels and in identifying ES H deficiencies. Corrective action plans are inadequate, however, many compensatory actions are underway. Also, LBL does not have the technical expertise or training programs nor the tracking and followup to effectively direct and control sitewide guidance and oversight by DOE of ES H activities at LBL. As a result of these deficiencies, the Tiger Team has reservations about LBL's ability to implement effective actions in a timely manner and, thereby, achieve excellence in their ES H program. 4 figs., 24 tabs.

    An internal combustion engine starting apparatus uses a signal from a curt sensor to determine when the engine is energized and the starter motor should be de-energized. One embodiment comprises a transmitter, receiver, computer processing unit, current sensor and relays to energize a starter motor and subsequently de-energize the same when the engine is running. Another embodiment comprises a switch, current transducer, low-pass filter, gain/comparator, relay and a plurality of switches to energize and de-energize a starter motor. Both embodiments contain an indicator lamp or speaker which alerts an operator as to whether a successful engine start has been achieved. Both embodiments also contain circuitry to protect the starter and to de-energize the engine.
