  1. Spinning Reserve From Responsive Loads

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host a spinning reserve test. The Tennessee Valley Authority (TVA) supplied real-time metering and monitoring expertise to record total hotel load during both normal operations and testing. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. The load drop was very rapid, essentially as fast as the 2 second metering could detect.

  4. Spinning Reserve From Hotel Load Response: Initial Progress

    This project was motivated by the fundamental match between hotel space conditioning load response capability and power system contingency response needs. As power system costs rise and capacity is strained demand response can provide a significant system reliability benefit at a potentially attractive cost. At ORNL s suggestion, Digital Solutions Inc. adapted its hotel air conditioning control technology to supply power system spinning reserve. This energy saving technology is primarily designed to provide the hotel operator with the ability to control individual room temperature set-points based upon occupancy (25% to 50% energy savings based on an earlier study [Kirby and Ally, 2002]). DSI added instantaneous local load shedding capability in response to power system frequency and centrally dispatched load shedding capability in response to power system operator command. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host the spinning reserve test. The Tennessee Valley Authority supplied real-time metering equipment in the form of an internet connected Dranetz-BMI power quality meter and monitoring expertise to record total hotel load during both normal operations and test results. The Sevier County Electric System installed the metering. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. These results are prior to implementing control over the common area air conditioning loads. Testing was also not at times of highest system or hotel loading. Full response occurred in 12 to 60 seconds from when the system operator s command to shed load was issued. The load drop was very rapid, essentially as fast as the 2 second metering could detect, with all units responding essentially simultaneously. Load restoration was ramped back in over several minutes. The restoration ramp can be adjusted to the power system needs. Frequency response testing was not completed. Initial

    The Demand Response Spinning Reserve project is a pioneering demonstration showing that existing utility load-management assets can provide an important electricity system reliability resource known as spinning reserve. Using aggregated demand-side resources to provide spinning reserve as demonstrated in this project will give grid operators at the California Independent System Operator (CA ISO) and Southern California Edison (SCE) a powerful new tool to improve reliability, prevent rolling blackouts, and lower grid operating costs.In the first phase of this demonstration project, we target marketed SCE?s air-conditioning (AC) load-cycling program, called the Summer Discount Plan (SDP), to customers on a single SCE distribution feederand developed an external website with real-time telemetry for the aggregated loads on this feeder and conducted a large number of short-duration curtailments of participating customers? air-conditioning units to simulate provision of spinning reserve. In this second phase of the demonstration project, we explored four major elements that would be critical for this demonstration to make the transition to a commercial activity:1. We conducted load curtailments within four geographically distinct feeders to determine the transferability of target marketing approaches and better understand the performance of SCE?s load management dispatch system as well as variations in the AC use of SCE?s participating customers;2. We deployed specialized, near-real-time AC monitoring devices to improve our understanding of the aggregated load curtailments we observe on the feeders;3. We integrated information provided by the AC monitoring devices with information from SCE?s load management dispatch system to measure the time required for each step in the curtailment process; and4. We established connectivity with the CA ISO to explore the steps involved in responding to CA ISO-initiated requests for dispatch of spinning reserve.The major findings from

    This report assesses the use of air conditioning load for providing spinning reserve and discusses the barriers and opportunities. Air conditioning load is well suited for this service because it often increases during heavy load periods and can be curtailed for short periods with little impact to the customer. The report also provides an appendix describing the ambient temperature effect on air conditioning load.

  7. Spinning Reserve from Pump Load: A Technical Findings Report to the California Department of Water Resources

    The Oak Ridge National Laboratory (ORNL), at the request of the California Energy Commission and the U.S. Department of Energy, is investigating opportunities for electrical load to provide the ancillary service of spinning reserve to the electric grid. The load would provide this service by stopping for a short time when there is a contingency on the grid such as a transmission line or generator outage. There is a possibility that a significant portion of the California Independent System Operator's (CAISO's) spinning reserve requirement could be supplied from the California Department of Water Resources (CDWR) pumping load. Spinning reserve has never been supplied from load before, and rule changes would be needed to allow it. In this report, we are presenting technical findings on the possibility of supplying spinning reserve from pumping system load. In parallel, we are pursuing the needed rule changes with the North American Electric Reliability Council (NERC), the Federal Energy Regulatory Commission (FERC), the Western Electricity Coordinating Council (WECC), and the CAISO. NERC and FERC have agreed that they have no prohibition against supplying spinning reserve from load. The WECC Minimum Operability Reliability Criteria working group has agreed that the concept should be considered, and they are presently discussing the needed tariff and rule changes. Presently, spinning reserve is provided by generation that is actually spinning but is operating at low power levels and can be ramped up quickly to provide reserve power. In a sense, this is an inefficient and environmentally unfriendly way of providing reserves because it requires the generator to operate at a low power level that may be inefficient and may discharge more pollutants per kW than operating at rated power.   8. Nuclear Hydrogen for Peak Electricity Production and Spinning Reserve

    Nuclear energy can be used to produce hydrogen. The key strategic question is this: ''What are the early markets for nuclear hydrogen?'' The answer determines (1) whether there are incentives to implement nuclear hydrogen technology today or whether the development of such a technology could be delayed by decades until a hydrogen economy has evolved, (2) the industrial partners required to develop such a technology, and (3) the technological requirements for the hydrogen production system (rate of production, steady-state or variable production, hydrogen purity, etc.). Understanding ''early'' markets for any new product is difficult because the customer may not even recognize that the product could exist. This study is an initial examination of how nuclear hydrogen could be used in two interconnected early markets: the production of electricity for peak and intermediate electrical loads and spinning reserve for the electrical grid. The study is intended to provide an initial description that can then be used to consult with potential customers (utilities, the Electric Power Research Institute, etc.) to better determine the potential real-world viability of this early market for nuclear hydrogen and provide the starting point for a more definitive assessment of the concept. If this set of applications is economically viable, it offers several unique advantages: (1) the market is approximately equivalent in size to the existing nuclear electric enterprise in the United States, (2) the entire market is within the utility industry and does not require development of an external market for hydrogen or a significant hydrogen infrastructure beyond the utility site, (3) the technology and scale match those of nuclear hydrogen production, (4) the market exists today, and (5) the market is sufficient in size to justify development of nuclear hydrogen production techniques independent of the development of any other market for hydrogen. This article discusses the issues that can occur without proper incentives and even disincentives, and proposes alternatives to introduce incentives for resources to provide frequency responsive reserve to ensure an efficient and reliable power system.

  10. Modeling of GE Appliances: Cost Benefit Study of Smart Appliances in Wholesale Energy, Frequency Regulation, and Spinning Reserve Markets

    This report is the second in a series of three reports describing the potential of GE’s DR-enabled appliances to provide benefits to the utility grid. The first report described the modeling methodology used to represent the GE appliances in the GridLAB-D simulation environment and the estimated potential for peak demand reduction at various deployment levels. The third report will explore the technical capability of aggregated group actions to positively impact grid stability, including frequency and voltage regulation and spinning reserves, and the impacts on distribution feeder voltage regulation, including mitigation of fluctuations caused by high penetration of photovoltaic distributed generation. In this report, a series of analytical methods were presented to estimate the potential cost benefit of smart appliances while utilizing demand response. Previous work estimated the potential technical benefit (i.e., peak reduction) of smart appliances, while this report focuses on the monetary value of that participation. The effects on wholesale energy cost and possible additional revenue available by participating in frequency regulation and spinning reserve markets were explored.

    Frequency responsive reserve is the autonomous response of generators and demand response to deviations of system frequency, usually as a result of the instantaneous outage of a large supplier. Frequency responsive reserve arrests the frequency decline resulting in the stabilization of system frequency, and avoids the triggering of under-frequency load-shedding or the reaching of unstable frequencies that could ultimately lead to system blackouts. It is a crucial service required to maintain a reliable and secure power system. Regions with restructured electricity markets have historically had a lack of incentives for frequency responsive reserve because generators inherently provided the response and on large interconnected systems, more than sufficient response has been available. This may not be the case in future systems due to new technologies and declining response. This paper discusses the issues that can occur without proper incentives and even disincentives, and proposes alternatives to introduce incentives for resources to provide frequency responsive reserve to ensure an efficient and reliable power system.

    As the level of wind penetration increases, wind turbine technology must move from merely generating power from wind to taking a role in supporting the bulk power system. Wind turbines should have the capability to provide inertial response and primary frequency (governor) response so they can support the frequency stability of the grid. To provide governor response, wind turbines should be able to generate less power than the available wind power and hold the rest in reserve, ready to be accessed as needed. This paper explores several ways to control wind turbine output to enable reserve-holding capability. This paper focuses on fixed-speed (also known as Type 1) and variable-slip (also known as Type 2) turbines.

  13. Using Dimmable Lighting for Regulation Capacity and Non-Spinning Reserves in the Ancillary Services Market. A Feasibility Study.

    The objective of this Feasibility Study was to identify the potential of dimmable lighting for providing regulation capacity and contingency reserves if massively-deployed throughout the State. We found that one half of the total electric lighting load in the California commercial sector is bottled up in larger buildings that are greater an 50,000 square feet. Retrofitting large California buildings with dimmable lighting to enable fast DR lighting would require an investment of about $1.8 billion and a"fleet" of about 56 million dimming ballasts. By upgrading the existing installed base of lighting and controls (primarily in large commercial facilities) a substantial amount of ancillary services could be provided. Though not widely deployed, today's state-of-the art lighting systems, control systems and communication networks could be used for this application. The same lighting control equipment that is appropriate for fast DR is also appropriate for achieving energy efficiency with lighting on a daily basis. Thus fast DR can leverage the capabilities that are provided by a conventional dimming lighting control system. If dimmable lighting were massively deployed throughout large California buildings (because mandated by law, for example) dimmable lighting could realistically supply 380 MW of non-spinning reserve, 47percent of the total non-spinning reserves needed in 2007.

  14. Use of Residential Smart Appliances for Peak-Load Shifting and Spinning Reserves Cost/Benefit Analysis

    some percentage of appliance loads were shifted away from peak hours to run during off-peak hours, and appliance loads served power-system balancing needs such as spinning reserves that would otherwise have to be provided by generators. The rationale is that appliance loads can be curtailed for about ten minutes or less in response to a grid contingency without any diminution in the quality of service to the consumer. We then estimate the wholesale grid operating-cost savings based on historical wholesale-market clearing prices (location marginal and spinning reserve) from major wholesale power markets in the United States. The savings derived from the smart grid capabilities of an appliance are then compared to the savings derived from a five percent increase in traditional operational machine efficiencies, referred to as cost in this report, to determine whether the savings in grid operating costs (benefits) are at least as high as or higher than the operational machine efficiency credit (cost).

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available for responding to system contingencies variable demand. In many regions of the United States, thermal power plants provide a large fraction of the operating reserve requirement. Alternative sources of operating reserves, such as demand response and energy storage, may provide more efficient sources of these reserves. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services, including spinning contingency reserves and upward regulation reserves. These reserve products were evaluated in a utility system in the western United States, considering different system flexibilities, renewable energy penetration, and other sensitivities. The analysis demonstrates that the price of operating reserves depend highly on many assumptions regarding the operational flexibility of the generation fleet, including ramp rates and the fraction of fleet available to provide reserves.

In this light, this presentation discusses how use of generation reserves can be optimized for managing variability and uncertainty. Conclusions of this presentation are: (1) Provided a method for calculating additional reserve requirements due to wind and solar production; (2) Method is based on statistical analysis of historical time series data; (3) Reserves are dynamic, produced for each hour; (4) Reserve time series are calculated from and synchronized to simulation data; (5) PROMOD can not model directly, but workarounds exist for regulation and spin; and (6) Other production modeling packages have varying capability for reserves modeling.

    During 1992 the Department continued planning activities for the expansion of the Strategic Petroleum Reserve to one billion barrels. A draft Environmental Impact Statement for the five candidate sites was completed in October 1992, and a series of public hearings was held during December 1992. Conceptual design engineering activities, life cycle cost estimates and geotechnical studies to support the technical requirements for an Strategic Petroleum Reserve Plan Amendment were essentially completed in December 1992. At the end of 1992, the Strategic Petroleum Reserve crude oil inventory was 574.7 million barrels and an additional 1.7 million barrels was in transit to the Reserve. During 1992 approximately 6.2 million barrels of crude oil were acquired for the Reserve. A Department of Energy Tiger Team Environmental, Safety and Health (ES&H) Assessment was conducted at the Strategic Petroleum Reserve from March 9 through April 10, 1992. In general, the Tiger Team found that Strategic Petroleum Reserve activities do not pose undue environmental, safety or health risks. The Strategic Petroleum Reserve`s Final Corrective Action Plan, prepared in response to the Tiger Team assessment, was submitted for Department approval in December 1992. On November 18, 1992, the Assistant Secretary for Fossil Energy selected DynMcDennott Petroleum Operations Company to provide management and operating services for the Strategic Petroleum Reserve for a period of 5 years commencing April 1, 1993. DynMcDermott will succeed Boeing Petroleum Services, Inc.

    The five AC dipole RHIC spin flipper design in the RHIC Blue ring was first tested during the RHIC 2012 polarized proton operation. The advantage of this design is to eliminate the vertical coherent betatron oscillations outside the spin flipper. The closure of each ac dipole vertical bump was measured with orbital response as well as spin. The effect of the rotating field on the spin motion by the spin flipper was also confirmed by measuring the suppressed resonance at Q{sub s} = 1 - Q{sub osc}.

    It has been widely accepted that demand response will play an important role in reliable and economic operation of future power systems and electricity markets. Demand response can not only influence the prices in the energy market by demand shifting, but also participate in the reserve market. In this paper, we propose a full model of demand response in which demand flexibility is fully utilized by price responsive shiftable demand bids in energy market as well as spinning reserve bids in reserve market. A co-optimized day-ahead energy and spinning reserve market is proposed to minimize the expected net cost under all credible system states, i.e., expected total cost of operation minus total benefit of demand, and solved by mixed integer linear programming. Numerical simulation results on the IEEE Reliability Test System show effectiveness of this model. Compared to conventional demand shifting bids, the proposed full demand response model can further reduce committed capacity from generators, starting up and shutting down of units and the overall system operating costs.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    Magnetic resonance techniques provide a powerful tool for controlling spin systems, with applications ranging from quantum information processing to medical imaging. Nevertheless, the behavior of a spin system under strong excitation remains a rich dynamical problem. In this paper, we examine spin resonance of the nitrogen-vacancy center in diamond under conditions outside the regime where the usual rotating-wave approximation applies, focusing on effects of multifrequency excitation and excitation with orientation parallel to the spin quantization axis. Strong-field phenomena such as multiphoton transitions and coherent destruction of tunneling are observed in the spectra and analyzed via numerical and analytic theory. In addition to illustrating the response of a spin system to strong multifrequency excitation, these observations may inform techniques for manipulating electron-nuclear spin quantum registers.

    Quantum mechanics and relativity in the continuum imply the well known spinstatistics connection. However for particles hopping on a lattice, there is no such constraint. If a lattice model yields a relativistic field theory in a continuum limit, this constraint must emerge for physical excitations. We discuss a few models where a spin-less fermion hopping on a lattice gives excitations which satisfy the continuum Dirac equation. This includes such well known systems such as graphene and staggered fermions. -- Highlights: The spinstatistics theorem is not required for particles on a lattice. Spin emerges dynamically when spinless fermions have a relativistic continuum limit. Graphene and staggered fermions are examples of this phenomenon. The phenomenon is intimately tied to chiral symmetry and fermion doubling. Anomaly cancellation is a crucial feature of any valid lattice fermion action.

    The disclosure relates to an apparatus for spin ejecting a body having a flat plate base containing bosses. The apparatus has a base plate and a main ejection shaft extending perpendicularly from the base plate. A compressible cylindrical spring is disposed about the shaft. Bearings are located between the shaft and the spring. A housing containing a helical aperture releasably engages the base plate and surrounds the shaft bearings and the spring. A piston having an aperture follower disposed in the housing aperture is seated on the spring and is guided by the shaft and the aperture. The spring is compressed and when released causes the piston to spin eject the body.

    Examining photochemical processes in solution requires understanding the solvent effects on the potential energy profiles near conical intersections (CIs). For that purpose, the CI point in solution is determined as the crossing between nonequilibrium free energy surfaces. In this work, the nonequilibrium free energy is described using the combined method of linear-response free energy and collinear spin-flip time-dependent density functional theory. The proposed approach reveals the solvent effects on the CI geometries of stilbene in an acetonitrile solution and those of thymine in water. Polar acetonitrile decreases the energy difference between the twisted minimum and twisted-pyramidalized CI of stilbene. For thymine in water, the hydrogen bond formation stabilizes significantly the CI puckered at the carbonyl carbon atom. The result is consistent with the recent simulation showing that the reaction path via this geometry is open in water. Therefore, the present method is a promising way of identifying the free-energy crossing points that play an essential role in photochemistry of solvated molecules.

    Recent years have witnessed a growing interest in magneto-optic spectroscopy techniques that use nuclear magnetization as the source of the magnetic field. Here we present a formulation of magnetic circular dichroism (CD) due to magnetically polarized nuclei, nuclear spin-induced CD (NSCD), in molecules. The NSCD ellipticity and nuclear spin-induced optical rotation (NSOR) angle correspond to the real and imaginary parts, respectively, of (complex) quadratic response functions involving the dynamic second-order interaction of the electron system with the linearly polarized light beam, as well as the static magnetic hyperfine interaction. Using the complex polarization propagator framework, NSCD and NSOR signals are obtained at frequencies in the vicinity of optical excitations. Hartree-Fock and density-functional theory calculations on relatively small model systems, ethene, benzene, and 1,4-benzoquinone, demonstrate the feasibility of the method for obtaining relatively strong nuclear spin-induced ellipticity and optical rotation signals. Comparison of the proton and carbon-13 signals of ethanol reveals that these resonant phenomena facilitate chemical resolution between non-equivalent nuclei in magneto-optic spectra.

    Many magnetic materials do not conform to the (anti-)ferromagnetic paradigm where all electronic spins are aligned to a global magnetization axis. Unfortunately, most electronic structure methods cannot describe such materials with noncollinear electron spin on account of formally requiring spin alignment. To overcome this limitation, it is necessary to generalize electronic structure methods and allow each electron spin to rotate freely. Here, we report the development of an ab initio time-dependent non-relativistic two-component spinor (TDN2C), which is a generalization of the time-dependent Hartree-Fock equations. Propagating the TDN2C equations in the time domain allows for the first-principles description of spin dynamics. A numerical tool based on the Hirshfeld partitioning scheme is developed to analyze the time-dependent spin magnetization. In this work, we also introduce the coupling between electron spin and a homogenous magnetic field into the TDN2C framework to simulate the response of the electronic spin degrees of freedom to an external magnetic field. This is illustrated for several model systems, including the spin-frustrated Li{sub 3} molecule. Exact agreement is found between numerical and analytic results for Larmor precession of hydrogen and lithium atoms. The TDN2C method paves the way for the ab initio description of molecular spin transport and spintronics in the time domain.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    Interacting multi-component spin systems are ubiquitous in nature and in the laboratory. As such, investigations of inter-species spin interactions are of vital importance. Traditionally, they are studied by experimental methods that are necessarily perturbative: e.g., by intentionally polarizing or depolarizing one spin species while detecting the response of the other(s). Here, we describe and demonstrate an alternative approach based on multi-probe spin noise spectroscopy, which can reveal inter-species spin interactions - under conditions of strict thermal equilibrium - by detecting and cross-correlating the stochastic fluctuation signals exhibited by each of the constituent spin species. Specifically, we consider a two-component spinmore » ensemble that interacts via exchange coupling, and we determine cross-correlations between their intrinsic spin fluctuations. The model is experimentally confirmed using “two-color” optical spin noise spectroscopy on a mixture of interacting Rb and Cs vapors. Noise correlations directly reveal the presence of inter-species spin exchange, without ever perturbing the system away from thermal equilibrium. These non-invasive and noise-based techniques should be generally applicable to any heterogeneous spin system in which the fluctuations of the constituent components are detectable.« less

    We investigate the microwave response of a spin transfer vortex based oscillator in a magnetic tunnel junction with an in-plane reference layer combined with a spin valve with an out-of-plane magnetization spin polarizing layer. The main advantage of this perpendicular spin polarizer is to induce a large spin transfer force even at zero magnetic field, thus leading to a record emitted power (up to 0.6 μW) associated to a very narrow spectral linewidth of a few hundreds of kHz. The characteristics of this hybrid vortex based spin transfer nano-oscillator obtained at zero field and room temperature are of great importance for applications based on rf spintronic devices as integrated and tunable microwave source and/or microwave detector.

    The objective of this project is to investigate the reserves potential of tight gas reservoirs in three Rocky Mountain basins: the Greater Green River (GGRB), Uinta and Piceance basins. The basins contain vast gas resources that have been estimated in the thousands of Tcf hosted in low permeability clastic reservoirs. This study documents the productive characteristics of these tight reservoirs, requantifies gas in place resources, and characterizes the reserves potential of each basin. The purpose of this work is to promote understanding of the resource and to encourage its exploitation by private industry. At this point in time, the GGRB work has been completed and a final report published. Work is well underway in the Uinta and Piceance basins which are being handled concurrently, with reports on these basins being scheduled for the middle of this year. Since the GGRB portion of the project has been completed, this presentation win focus upon that basin. A key conclusion of this study was the subdivision of the resource, based upon economic and technological considerations, into groupings that have distinct properties with regard to potential for future producibility, economics and risk profile.

    Spin caloritronics, the combination of spintronics with thermoelectrics, exploiting both the intrinsic spin of the electron and its associated magnetic moment in addition to its fundamental electronic charge and temperature, is an emerging technology mainly in the development of low-power-consumption technology. In this work, we study the thermoelectric properties of a Rashba dot attached to two single layer/bilayer graphene sheets as leads. The temperature difference on the two graphene leads induces a spin current, which depends on the temperature and chemical potential. We demonstrate that the Rashba dot behaves as a spin filter for selected values of the chemical potential and is able to filter electrons by their spin orientation. The spin thermopower has also been studied where the effects of the chemical potential, temperature, and also the Rashba term have been observed.

    A spin coating apparatus requires less cleanroom air flow than prior spin coating apparatus to minimize cleanroom contamination. A shaped exhaust duct from the spin coater maintains process quality while requiring reduced cleanroom air flow. The exhaust duct can decrease in cross section as it extends from the wafer, minimizing eddy formation. The exhaust duct can conform to entrainment streamlines to minimize eddy formation and reduce interprocess contamination at minimal cleanroom air flow rates.

    The Strategic Petroleum Reserve was established in 1975 as an emergency response to the 1973 Arab oil embargo. It is authorized by the Energy Policy and Conservation Act (EPCA), and by the comprehensive energy plans of all Administrations since 1975, in recognition of the long-term dependence of the US on imported crude oil and petroleum products. Section 165 of EPCA requires the Secretary of Energy to submit an Annual Report to the President and the Congress. On May 13, 1998, the Department published a Statement of Administration Policy which reaffirmed its commitment to maintain a Government-owned and controlled, centrally located Strategic Petroleum Reserve of crude oil. The Reserve is to be used solely for responding to the types of severe oil supply interruptions presently contemplated in EPCA. Over the past twenty years, the Reserve has grown as large as 592 million barrels--a peak reached in 1994. From 1994 to 1996, nearly 28 million barrels were sold to raise revenues for the U S Treasury. As of December 31, 1998, the crude oil inventory was 561,108,127 barrels which equated to 60 days of net oil imports during 1998. The US now relies on a combination of both the Reserve and private stocks to meet its oil storage obligations to the International Energy Agency.

    In 1985 an opportunity arose for maintaining tracts of Amazonian forest under sustainable use. Brazil's National Council of Rubber Tappers and the Rural Worker's Union proposed the creation of a set of reserves of a new type, called extractive reserves. The first six are being established in one of the Brazilian states most threatened by deforestatation. The creation of extractive reserves grants legal protection to forest land traditionally used by rubber tappers, Brazil-nut gatherers, and other extractivists. The term extrativismo (extractivism) in Brazil refers to removing nontimber forest products, such as latex, resins, and nuts, without felling the trees. Approximately 30 products are collected for commercial sale. Many more types of forest materials are gathered, for example as food and medicines, for the extractivists' own use. The reserve proposal is attractive for several reasons related to social problems. It allows the rubber tappers to continue their livelihood rather than be expelled by deforestation. However, it is unlikely that sufficient land will be set aside as extractive reserves to employ all the tappers. Displaced rubber tappers already swell the ranks of urban slum dwellers in Brazil's Amazonian cities, and they have become refugees to continue their profession in the forests of neighboring countries, such as Bolivia.

    We have proposed a method to synchronize multiple spin-transfer torque oscillators based on spin pumping, inverse spin Hall, and spin Hall effects. The proposed oscillator system consists of a series of nano-magnets in junction with a normal metal with high spin-orbit coupling, and an accumulative feedback loop. We conduct simulations to demonstrate the effect of modulated charge currents in the normal metal due to spin pumping from each nano-magnet. We show that the interplay between the spin Hall effect and inverse spin Hall effect results in synchronization of the nano-magnets.

    The Coal Reserves Data Base (CRDB) Program is a cooperative data base development program sponsored by the Energy Information Administration (EIA). The objective of the CRDB Program is to involve knowledgeable coal resource authorities from the major coal-bearing regions in EIA's effort to update the Nation's coal reserves data. This report describes one of two prototype studies to update State-level reserve estimates. The CRDB data are intended for use in coal supply analyses and to support analyses of policy and legislative issues. They will be available to both Government and non-Government analysts.     Unlike spin ice on pyrochlore lattice, the spin ice structure on kagome lattice retains net magnetic charge, indicating non-negligible dipolar interaction in modulating the spin ice states. While it is predicted that the dipolar spin ice on kagome lattice exhibits a ground state with magnetic charge order and ?3???3 spin order, our work focuses on the magnetization plateau of this system. By employing the Wang-Landau algorithm, it is revealed that the lattice exhibits the fantastic three-step magnetization in response to magnetic field h along the [10] and [01] directions, respectively. For the h//[1 0] case, an additional ?3/6M{sub s} step, where M{sub s} is the saturated magnetization, is observed in a specific temperature range, corresponding to a new state with charge order and short-range spin order.

    Quantification of spin-charge interconversion has become increasingly important in the fast-developing field of spin-orbitronics. Pure spin current generated by spin pumping acts as a sensitive probe for many bulk and interface spin-orbit effects, which has been indispensable for the discovery of many promising new spin-orbit materials. We apply spin pumping and inverse spin Hall effect experiments, as a useful metrology, and study spin-orbit effects in a variety of metals and metal interfaces. We quantify the spin Hall effects in Ir and W using the conventional bilayer structures and discuss the self-induced voltage in a single layer of ferromagnetic permalloy. Finally, we extend our discussions to multilayer structures and quantitatively reveal the spin current flow in two consecutive normal metal layers.

    Understanding the behavior of spins coupling across interfaces in the study of spin current generation and transport is a fundamental challenge that is important for spintronics applications. The transfer of spin angular momentum from a ferromagnet into an adjacent normal material as a consequence of the precession of the magnetization of the ferromagnet is a process known as spin pumping. We find that, in certain circumstances, the insertion of an intervening normal metal can enhance spin pumping between an excited ferromagnetic magnetization and a normal metal layer as a consequence of improved spin conductance matching. We have studied this using inverse spin Hall effect and enhanced damping measurements. Scanned probe magnetic resonance techniques are a complementary tool in this context offering high resolution magnetic resonance imaging, localized spin excitation, and direct measurement of spin lifetimes or damping. Localized magnetic resonance studies of size-dependent spin dynamics in the absence of lithographic confinement in both ferromagnets and paramagnets reveal the close relationship between spin transport and spin lifetime at microscopic length scales. Finally, detection of ferromagnetic resonance of a ferromagnetic film using the photoluminescence of nitrogen vacancy spins in neighboring nanodiamonds demonstrates long-range spin transport between insulating materials, indicating the complexity and generality of spin transport in diverse, spatially separated, material systems.

    Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

    The study of interacting nanostructures such as quantum dots is a playground for several novel numerical approaches. Recently developed methods such as the time-dependent density matrix renormalization approach or the embedded-cluster approximation rely on the numerical solution of clusters of finite-size. For the interpretation of numerical results, it is important to understand finite-size and boundary effects. Here, we study spin fluctuations and spin spin correlations of two dots coupled in a T-shape geometry.     We propose and demonstrate that a EuO-induced and top-gated graphene ferromagnetic junction can be simultaneously operated as a spin filter and a spin valve. We attribute such a remarkable result to a coexistence of a half-metal band and a common energy gap for opposite spins in ferromagnetic graphene. We show that both the spin filter and the spin valve can be effectively controlled by a back gate voltage, and they survive for practical metal contacts and finite temperature. Specifically, larger single spin currents and on-state currents can be reached with contacts with work functions similar to graphene, and the spin filter can operate at higher temperature than the spin valve.

    The focus of the research performed under this grant has been the investigation of spin transport in magnetic semiconductor heterostructures. The interest in these systems is motivated both by their intriguing physical properties, as the physical embodiment of a spin-polarized Fermi liquid, as well as by their potential applications as spintronics devices. In our work we have analyzed several different problems that affect the spin dynamics in single and bi-layer spin-polarized two-dimensional (2D) systems. The topics of interests ranged from the fundamental aspects of the electron-electron interactions, to collective spin and charge density excitations and spin transport in the presence of the spin-orbit coupling. The common denominator of these subjects is the impact at the macroscopic scale of the spin-dependent electron-electron interaction, which plays a much more subtle role than in unpolarized electron systems. Our calculations of several measurable parameters, such as the excitation frequencies of magneto-plasma modes, the spin mass, and the spin transresistivity, propose realistic theoretical estimates of the opposite-spin many-body effects, in particular opposite-spin correlations, that can be directly connected with experimental measurements.

    We present the switching characteristics of a spin-transfer device that incorporates a perpendicularly magnetized spin-polarizing layer with an in-plane magnetized free and fixed magnetic layer, known as an orthogonal spin transfer spin valve device. This device shows clear switching between parallel (P) and antiparallel (AP) resistance states and the reverse transition (AP → P) for both current polarities. Further, hysteretic transitions are shown to occur into a state with a resistance intermediate between that of the P and AP states, again for both current polarities. These unusual spin-transfer switching characteristics can be explained within a simple macrospin model that incorporates thermal fluctuations and considers a spin-polarized current that is tilted with respect to the free layer's plane, due to the presence of the spin-transfer torque from the polarizing layer.

    Oil company mergers, sales of storage capacity, and slow sales reveal a decline in reserves and a loss of revenues despite the large revenues and profits due to deregulation. Mobil's bid for Marathon Oil and Conoco illustrate the rush for upstream crude-oil supplies. The takeover activity includes small and large companies alike in both the domestic and international markets. Stock-market analysts rate oil companies that are buying secure proven reserves as a good investment. The administration sees no antitrust problem in the mergers, although horizontal mergers receive close scrutiny. Congressional response has been only mildly critical of the oil companies, but a moratorium bill on future mergers could pass in 1982. (DCK)

This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    We use space-resolved magneto-optical spectroscopy to study the influence of spin Hall effect on the excitation and propagation of spin waves in microscopic magnonic waveguides. We find that the spin Hall effect not only increases the spin-wave propagation length, but also results in an increased excitation efficiency due to the increase of the dynamic susceptibility in the vicinity of the inductive antenna. We show that the efficiency of the propagation length enhancement is strongly dependant on the type of the excited spin-wave mode and its wavelength.
