    The increased activity by State`s to adopt codes and standards is creating new challenges for the design and implementation of lighting programs for commercial new construction. The regulatory environment is also requiring that transaction costs are minimized for these programs. Recent work done by the Illuminating Engineers Society for the new ASHRA-E/IES Standard 90.1-1989R provides a new technical basis for the development of component based lighting programs. Component based programs offer advantages over design assistance programs. They include the ease of marketing, higher market penetration rate, and the promotion of specific cost-effective technologies. The proposed approach also overcomes problems with current component based programs including defining the baseline, free ridership, and difficulties in performing impact evaluations. By addressing these problems, lighting programs for new buildings will continue to be one of the most cost-effective new construction programs for most utilities. The basic concept is to combine two activities that are shaping the national energy picture into a program design strategy. The national activities are the Energy Policy Act of 1992 and the development of the next generation of ASHRAE/IES Standard 90.1. The approach uses the prescriptive criteria in Standard 90.1 to develop savings thresholds for program participation. The savings thresholds are then associated with lighting component technologies to determine eligibility criteria for each component. Combining the prescriptive criteria with component savings is the key to the approach.

    Throughout the commercial nuclear industry the lack of design reconstitution programs prior to the mid 1980`s has resulted in inadequate documentation to support operating facilities configuration changes or safety evaluations. As a result, many utilities have completed or have ongoing design reconstitution programs and have discovered that without sufficient pre-planning their program can be potentially very expensive and may result in end-products inconsistent with the facility needs or expectations. A design reconstitution program plan is developed here for the Hanford waste tank farms facility as a consequence of the DOE Standard on operational configuration management. This design reconstitution plan provides for the recovery or regeneration of design requirements and basis, the compilation of Design Information Summaries, and a methodology to disposition items open for regeneration that were discovered during the development of Design Information Summaries. Implementation of this plan will culminate in an end-product of about 30 Design Information Summary documents. These documents will be developed to identify tank farms facility design requirements and design bases and thereby capture the technical baselines of the facility. This plan identifies the methodology necessary to systematically recover documents that are sources of design input information, and to evaluate and disposition open items or regeneration items discovered during the development of the Design Information Summaries or during the verification and validation processes. These development activities will be governed and implemented by three procedures and a guide that are to be developed as an outgrowth of this plan.

    Achieving the Advanced Turbine Systems (ATS) goals of 60% efficiency, single-digit NO{sub x}, and 10% electric power cost reduction imposes competing characteristics on the gas turbine system. Two basic technical issues arise from this. The turbine inlet temperature of the gas turbine must increase to achieve both efficiency and cost goals. However, higher temperatures move in the direction of increased NO{sub x} emission. Improved coatings and materials technologies along with creative combustor design can result in solutions to achieve the ultimate goal. GE`s view of the market, in conjunction with the industrial and utility objectives, requires the development of Advanced Gas Turbine Systems which encompass two potential products: a new aeroderivative combined-cycle system for the industrial market, and a combined-cycle system for the utility sector that is based on an advanced frame machine. The GE Advanced Gas Turbine Development program is focused on two specific products: (1) a 70 MW class industrial gas turbine based on the GE90 core technology utilizing an innovative air cooling methodology; (2) a 200 MW class utility gas turbine based on an advanced Ge heavy-duty machine utilizing advanced cooling and enhancement in component efficiency. Both of these activities required the identification and resolution of technical issues critical to achieving ATS goals. The emphasis for the industrial ATS was placed upon innovative cycle design and low emission combustion. The emphasis for the utility ATS was placed on developing a technology base for advanced turbine cooling, while utilizing demonstrated and planned improvements in low emission combustion. Significant overlap in the development programs will allow common technologies to be applied to both products. GE Power Systems is solely responsible for offering GE products for the industrial and utility markets.

    ENERGY-10 is a PC-based building energy simulation program for smaller commercial and institutional buildings that is specifically designed to evaluate energy-efficient features in the very early stages of the architectural design process. Developed specifically as a design tool, the program makes it easy to evaluate the integration of daylighting, passive solar design, low-energy cooling, and energy-efficient equipment into high-performance buildings. The simulation engines perform whole-building energy analysis for 8760 hours per year including both daylighting and dynamic thermal calculations. The primary target audience for the program is building designers, especially architects, but also includes HVAC engineers, utility officials, and architecture and engineering students and professors.

    Increasing levels of financial support for customer-sited photovoltaic (PV) systems, provided through publicly-funded incentive programs, has heightened concerns about the long-term performance of these systems. Given the barriers that customers face to ensuring that their PV systems perform well, and the responsibility that PV incentive programs bear to ensure that public funds are prudently spent, these programs should, and often do, play a critical role in ensuring that PV systems receiving incentives perform well. To provide a point of reference for assessing the current state of the art, and to inform program design efforts going forward, we examine the approaches to encouraging PV system performance used by 32 prominent PV incentive programs in the U.S. We identify eight general strategies or groups of related strategies that these programs have used to address performance issues, and highlight important differences in the implementation of these strategies among programs.

    In 1964, John A. Blume & Associates Research Division (Blume) began a broad-range structural response program to assist the Nevada Operations Office of the US Atomic Energy Commission (AEC) in ensuring the continued safe conduct of underground nuclear detonation testing at the Nevada Test Site (NTS) and elsewhere. Blume`s long experience in earthquake engineering provided a general basis for the program, but much more specialized knowledge was required for the AEC`s purposes. Over the next 24 years Blume conducted a major research program to provide essential understanding of the detailed nature of the response of structures to dynamic loads such as those imposed by seismic wave propagation. The program`s results have been embodied in a prediction technology which has served to provide reliable advanced knowledge of the probable effects of seismic ground motion on all kinds of structures, for use in earthquake engineering and in building codes as well as for the continuing needs of the US Department of Energy`s Nevada Operations Office (DOE/NV). This report is primarily an accounting of the Blume work, beginning with the setting in 1964 and the perception of the program needs as envisioned by Dr. John A. Blume. Subsequent chapters describe the structural response program in detail and the structural prediction procedures which resulted; the intensive data acquisition program which, as is discussed at some length, relied heavily on the contributions of other consultant-contractors in the DOE/NV Seismic Safety Support Program; laboratory and field studies to provide data on building elements and structures subjected to dynamic loads from sources ranging from testing machines to earthquakes; structural response activities undertaken for testing at the NTS and for off-NTS underground nuclear detonations; and concluding with an account of corollary studies including effects of natural forces and of related studies on building response.

    Utility load management programs, including direct load control and interruptible load programs, constitute a large installed base of controllable loads that are employed by utilities as system reliability resources. In response to energy supply shortfalls expected during the summer of 2001, the California Public Utilities Commission in spring 2001 authorized new utility load management programs as well as revisions to existing programs. This report provides an independent review of the designs of these new programs for a large utility (Southern California Edison) and suggests possible improvements to enhance the price responsiveness of the customer actions influenced by these programs. The report also proposes a new program to elicit a mass-market demand response to utility price signals.

    Integrated programs for plant design and construction (IPPDC) is a 5-yr program at Ontario Hydro to optimize engineering and construction productivity through better use of computer technology. The proportion of computer programs operating with data derived from an integrated common data base is very low. IPPDC, on the other hand, is greatly concerned with this common data base. The goals of the IPPDC include improvement of the information flow for a project, minimization of site-discovered interferences, and compression of the entire project life cycle through the intelligent use of computer technology. This program focuses on the development of an integrated data base for plant design software systems to service a multi discipline engineering environment as required by a large-scale megaproject. To achieve the goals of IPPDC, there are three basic elements of computer technology that must be in place before a totally integrated data base system can be achieved: (1) data management; (2) networking; and (3) three-dimensional modeling.

    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    In the U.S., the increasing financial support for customer-sited photovoltaic (PV) systems provided through publicly-funded incentive programs has heightened concerns about the long-term performance of these systems. Given the barriers that customers face to ensuring that their PV systems perform well, and the responsibility that PV incentive programs bear to ensure that public funds are prudently spent, these programs should, and often do, play a critical role in addressing PV system performance. To provide a point of reference for assessing the current state of the art, and to inform program design efforts going forward, we examine the approaches to encouraging PV system performance used by 32 prominent PV incentive programs in the U.S. We identify eight general strategies or groups of related strategies that these programs have used to address factors that affect performance, and describe key implementation details. Based on this review, we then offer recommendations for how PV incentive programs can be effectively designed to mitigate potential performance issues.

    A new multiparameter representative approach for the design of Advanced full MOX BWR core physics experimental programs is developed. The approach is based on sensitivity analysis of integral parameters to nuclear data, and correlations among different integral parameters. The representativeness method is here used to extract a quantitative relationship between a particular integral response of an experimental mock-up and the same response in a reference project to be designed. The study is applied to the design of the 100% MOX BASALA ABWR experimental program in the EOLE facility. The adopted scheme proposes an original approach to the problem, going from the initial 'microscopic' pin-cells integral parameters to the whole 'macroscopic' assembly integral parameters. This approach enables to collect complementary information necessary to optimize the initial design and to meet target accuracy on the integral parameters to be measured. The study has demonstrated the necessity of new fuel pins fabrication, fulfilling minimal costs requirements, to meet acceptable representativeness on local power distribution. (authors)

    Some stakeholders continue to voice concerns about the performance of customer-sited photovoltaic (PV) systems, particularly because these systems typically receive financial support through ratepayer- or publicly-funded programs. Although much remains to be understood about the extent and specific causes of poor PV system performance, several studies of the larger programs and markets have shed some light on the issue. An evaluation of the California Energy Commission (CEC)'s Emerging Renewables Program, for example, found that 7% of systems, in a sample of 95, had lower-than-expected power output due to shading or soiling (KEMA 2005). About 3% of a larger sample of 140 systems were not operating at all or were operating well below expected output, due to failed equipment, faulty installation workmanship, and/or a lack of basic maintenance. In a recent evaluation of the other statewide PV incentive program in California, the Self-Generation Incentive Program, 9 of 52 projects sampled were found to have annual capacity factors less than 14.5%, although reasons for these low capacity factors generally were not identified (Itron 2005). Studies of PV systems in Germany and Japan, the two largest PV markets worldwide, have also revealed some performance problems associated with issues such as shading, equipment and installation defects, inverter failure, and deviations from module manufacturers' specifications (Otani et al. 2004, Jahn & Nasse 2004). Although owners of PV systems have an inherent incentive to ensure that their systems perform well, many homeowners and building operators may lack the necessary information and expertise to carry out this task effectively. Given this barrier, and the responsibility of PV incentive programs to ensure that public funds are prudently spent, these programs should (and often do) play a critical role in promoting PV system performance.     Since 1989, the U.S. Department of Energy has sponsored the Energy Efficient Industrialized Housing research program (EEIH) to improve the energy efficiency of industrialized housing. Two research centers share responsibility for this program: The Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. Additional funding is provided through the participation of private industry, state governments and utilities. The program is guided by a steering committee comprised of industry and government representatives. This report summarizes Fiscal Year (FY) 1990 activities and progress, and proposed activities for FY 1991 in Task 2.1 Design for Energy Efficiency. This task establishes a vision of energy conservation opportunities in critical regions, market segments, climate zones and manufacturing strategies significant to industrialized housing in the 21st Century. In early FY 1990, four problem statements were developed to define future housing demand scenarios inclusive of issues of energy efficiency, housing design and manufacturing. Literature surveys were completed to assess seven areas of influence for industrialized housing and energy conservation in the future. Fifty-five future trends were identified in computing and design process; manufacturing process; construction materials, components and systems; energy and environment; demographic context; economic context; and planning policy and regulatory context.

    The R and D program for the ILC electron focuses on three areas. These are the source drive laser system, the electron gun and photo cathodes necessary to produce a highly polarized electron beam. Currently, the laser system and photo cathode development take place at SLAC's 'ILC Injector Test facility', which is an integrated lab (laser and gun) that allows the production of the electron beam and is equipped with a set of diagnostics, necessary to characterize the source performance. Development of the ILC electron gun takes place at Jefferson Lab, where advanced concepts and technologies for HV DC electron guns for polarized beams are being developed. The goal is to combine both efforts at one facility to demonstrate an electron beam with ILC specifications, which are electron beam charge and polarization as well as the cathode's lifetime. The source parameters are summarized in Table 1. The current schematic design of the ILC central complex is depicted in Figure 1. The electron and positron sources are located and laid out approximately symmetric on either side of the damping rings.

    Radwaste burial for Duke Power Company's (DPC's) seven nuclear units has become a complicated and costly process. Burial costs are based on overall volume, surcharges for radioactivity content and weight of containers, truck and cask rental, driver fees, and state fees and taxes. Frequently, radwaste costs can be as high as $500 per drum. Additionally, DPC is limited on the total burial space allocated for each plant each year. The thrust of this program is to reduce radwaste volumes needing burial at either Barnwell, South Carolina, or Richland, Washington. A limited number of options are available at our sites: (a) minimization of radwaste volume production, (b) segregation of contamination and noncontaminated trash, (c) decontamination of small hardware, (d) volume reduction of compatible trash, (e) incineration of combustible trash (available at Oconee in near future), and (f) burial of below-regulatory-concern very low level waste on site. Frequently, costs can be reduced by contracting services outside the company, i.e., supercompaction, decontamination, etc. Information about radwaste volumes, activities, and weight, however, must be provided to the nuclear production department (NPD) radwaste group early in the nuclear station modification (NSM) process to determine the most cost-effective method of processing radwaste. In addition, NSM radwaste costs are needed for the NPD NSM project budget. Due to the advanced planning scope of this budget, NSM construction costs must be estimated during the design-phase proposal.

    There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

    This paper examines the structure of cost-effectiveness tests to illustrate how they can accurately reflect the costs and benefits of CHP systems. This paper begins with a general background discussion on cost-effectiveness analysis of DER and then describes how cost-effectiveness tests can be applied to CHP. Cost-effectiveness results are then calculated and analyzed for CHP projects in five states: Arkansas, Colorado, Iowa, Maryland, and North Carolina. Based on the results obtained for these five states, this paper offers four considerations to inform regulators in the application of cost-effectiveness tests in developing CHP programs.

    Here, we present an analysis that assesses the potential market type that might form in the United States under a VOS rate, given current national average solar costs and various incentive scenarios, for the most populous city in each state. Three hypothetical VOS tariffs were developed, based on assumptions of avoided fuel costs, avoided capacity, environmental benefits, and line losses, to represent a of range of possible VOS rates. The levelized cost of solar in 50 locations is calculated using NREL’s System Advisor Model (SAM) using input assumptions regarding system size, resource quality, avoided capacity (aka capacity factor) and a variety of incentives. Comparing the solar costs with the hypothetical VOS rates illustrates the various market types that may form under a VOS program, in different locations.

    Phoenix, Arizona is located in the Sonoran desert. Daytime temperatures typically rise to over 100 F during the three summer months. Average and peak temperatures have tended to rise over recent decades. This is generally attributed to what is known as the heat island effect, due to an increase in heat absorbing concrete and a decrease in irrigated farmland in the area. Phoenix is the eighth largest city in the US with a population of just over one million (1,000,000). The metropolitan area is one of the fastest growing in the nation. Over the last ten years its population has increased by over 40%. It is not an exaggeration to say the general availability of refrigerated air conditioning, both for buildings and automobiles has been an important factor enabling growth. The cost of operating public buildings has risen significantly in the last decade. In fiscal year 92/93 the City of Phoenix had energy expenses of over thirty four million dollars ($34,000,000). Because the City was planning a major new construction project, a new high-rise City Hall, it was decided to study and then optimize the design and selection of building systems to minimize long term owning and operating costs. The City Hall was to be constructed in downtown Phoenix. Phoenix presently owns other buildings in the area. A number of large cooling systems serving groups of buildings are currently operating in the Phoenix area.     Air motions in and around cities are highly complex, and the increasing threat of harmful releases into urban atmospheres makes advancing the state-of-science of understanding and modeling atmospheric flows and dispersion in and around cities essential. The four-year Urban Dispersion Program (UDP) funded primarily by the U.S. Department of Homeland Security and the Defense Threat Reduction Agency has recently been completed. The program’s primary focus was to conduct tracer and meteorological field studies in Manhattan to improve our understanding of flow and dispersion of airborne contaminants through and around the deep street canyons of New York City, including outdoor-indoor-subway exchange mechanisms. Additionally, urban dispersion models are being validated and first-responder guidance are being refined using data collected during the two UDP field studies. Pacific Northwest National Laboratory led several government laboratories, universities and private companies in conducting the two UDP field studies. The first study was a small-scale study that investigated dispersion in the immediate vicinity of the Madison Square Garden during March 2005 (MSG05), while the second UDP study was an extensive study conducted during August 2005 in Midtown Manhattan (MID05). A brief overview of the UDP field studies will be given followed by a discussion of some limitations of current urban models in simulating dispersion in urban areas. Some first-responder guidance based on findings from recent urban field studies will also be presented.

    For the next 30 years, the main activities at the US Department of Energy (DOE) Hanford Site will involve the management, handling, and cleanup of toxic substances. If the DOE is to meet its high standards of safety, the thousands of workers involved in these activities will need systematic training appropriate to their tasks and the risks associated with these tasks. Furthermore, emergency response for DOE shipments is the primary responsibility of state, tribal, and local governments. A collaborative training initiative with the DOE will strengthen emergency response at the Hanford Site and within the regional communities. Local and international labor has joined the Hazardous Materials Management and Emergency Response (HAMMER) partnership, and will share in the HAMMER Training Center core programs and facilities using their own specialized trainers and training programs. The HAMMER Training Center will provide a centralized regional site dedicated to the training of hazardous material, emergency response, and fire fighting personnel.

    Regulatory compliance programs associated with the Department of Energy Waste Isolation Pilot Plant Transuranic Waste characterization Program require the collection of waste characterization data of known quality to support repository performance assessment, permitting, and associated activities. Each facility is required to participate in performance demonstration programs (PDPs) designed to produce objective method performance data used to support compliance assessment activities. The PDP program is comprised of a series of tests conducted semi-annually at participating waste characterization facilities. Each semi-annual test if referred to as a cycle. Blind audit samples, referred to as PDP samples, are devices used in the NDA PDP program to acquire waste NDA system performance data per defined measurement routines. As defined under the current NDA PDP Program Plan, a PDP sample consists of a DOT 17C 55-gallon PDP matrix drum configured with insertable radioactive standards. The particular manner in which the matrix drum and PDP standards(s) are combined is a function of the waste NDA system performance test objectives of a given cycle. The purpose of this document is to define, per the PDP Program Plan, initial cycle benign matrix drum requirements, enumerate the associated specifications, and document the final as-built design. The intent of the initial cycle PDP is to establish and document the waste NDA baseline capability presently implemented at participating waste characterization facilities. The baseline can be interpreted as that fundamental waste NDA capability necessary to perform accurate source mass calibrations and demonstrate the ability to assay radioactive material of a pre-specified nominal isotopic/chemical composition in waste forms characterized as non-interfering to benign.     Based on lessons from recent program experience, this report explores best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. The findings of this paper are relevant to both new incentive programs as well as those undergoing modifications. The report covers factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, administrative issues such as providing equitable access to incentives and customer protection. It also explores how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings are based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs. These best practices consider the perspectives of various stakeholders and the broad objectives of reducing solar costs, encouraging long-term market viability, minimizing ratepayer costs, and protecting consumers.

  5. Next generation safeguards initiative (NGSI) program plan for safeguards by design

    Safeguards by Design (SBD) is defined as the incorporation of safeguards features early in the design phase of a new nuclear facility in order to avoid the need to redesign the facility at a later date, or retrofit the completed facility. Not only can SBD avoid the need for redesign or retrofit, but consideration of safeguards features early in the facility design effort can provide for a more efficient and effective safeguards design. A program has been initiated by the United States Department of Energy during the past several years to develop, demonstrate and institutionalization SBD. This plan has been developed in parallel with a similar effort at the IAEA while taking into account their achievements and future plans. The United States SBD program is focused on (1) identification of best practices that satisfy existing safeguards requirements, (2) identification of advanced concepts where best practices can be improved, and (3) institutionalizing SBD by gaining its acceptance as a global norm for the design of new nuclear facilities. SBD guidance documents are being prepared as an aid to industry for their design activities, to describe the relationship between requirements, best practices, and advanced concepts. SBD 'lessons learned' studies have been conducted to help identify the existing best practices and potential areas for improvement. Finally, acceptance as a global norm is being pursued by way of international workshops, engagement with industry and the IAEA, and setting an example by way of its use in new nuclear facilities in the United States.

  6. Open-cycle ocean thermal energy conversion surface-condenser design analysis and computer program

    This report documents a computer program for designing a surface condenser that condenses low-pressure steam in an ocean thermal energy conversion (OTEC) power plant. The primary emphasis is on the open-cycle (OC) OTEC power system, although the same condenser design can be used for conventional and hybrid cycles because of their highly similar operating conditions. In an OC-OTEC system, the pressure level is very low (deep vacuums), temperature differences are small, and the inlet noncondensable gas concentrations are high. Because current condenser designs, such as the shell-and-tube, are not adequate for such conditions, a plate-fin configuration is selected. This design can be implemented in aluminum, which makes it very cost-effective when compared with other state-of-the-art vacuum steam condenser designs. Support for selecting a plate-fin heat exchanger for OC-OTEC steam condensation can be found in the sizing (geometric details) and rating (heat transfer and pressure drop) calculations presented. These calculations are then used in a computer program to obtain all the necessary thermal performance details for developing design specifications for a plate-fin steam condenser. 20 refs., 5 figs., 5 tabs.

    The restructuring of regional and national electricity markets in the U.S. and around the world has been accompanied by numerous problems, including generation capacity shortages, transmission congestion, wholesale price volatility, and reduced system reliability. These problems have created new opportunities for technologies and business approaches that allow load serving entities and other aggregators to control and manage the load patterns of wholesale and retail end-users they serve. Demand Response Programs, once called Load Management, have re-emerged as an important element in the fine-tuning of newly restructured electricity markets. During the summers of 1999 and 2001 they played a vital role in stabilizing wholesale markets and providing a hedge against generation shortfalls throughout the U.S.A. Demand Response Programs include ''traditional'' capacity reservation and interruptible/curtailable rates programs as well as voluntary demand bidding programs offered by either Load Serving Entities (LSEs) or regional Independent System Operators (ISOs). The Lawrence Berkeley National Lab (LBNL) has been monitoring the development of new types of Demand Response Programs both in the U.S. and around the world. This paper provides a survey and overview of the technologies and program designs that make up these emerging and important new programs.

  8. Nuclear Systems Enhanced Performance Program, Maintenance Cycle Extension in Advanced Light Water Reactor Design

    A renewed interest in new nuclear power generation in the US has spurred interest in developing advanced reactors with features which will address the public's concerns regarding nuclear generation. However, it is economic performance which will dictate whether any new orders for these plants will materialize. Economic performance is, to a great extent, improved by maximizing the time that the plant is on-line generating electricity relative to the time spent off-line conducting maintenance and refueling. Indeed, the strategy for the advanced light water reactor plant IRIS (International Reactor, Innovative and Secure) is to utilize an eight year operating cycle. This report describes a formalized strategy to address, during the design phase, the maintenance-related barriers to an extended operating cycle. The top-level objective of this investigation was to develop a methodology for injecting component and system maintainability issues into the reactor plant design process to overcome these barriers. A primary goal was to demonstrate the applicability and utility of the methodology in the context of the IRIS design. The first step in meeting the top-level objective was to determine the types of operating cycle length barriers that the IRIS design team is likely to face. Evaluation of previously identified regulatory and investment protection surveillance program barriers preventing a candidate operating PWR from achieving an extended (48 month) cycle was conducted in the context of the IRIS design. From this analysis, 54 known IRIS operating cycle length barriers were identified. The resolution methodology was applied to each of these barriers to generate design solution alternatives for consideration in the IRIS design. The methodology developed has been demonstrated to narrow the design space to feasible design solutions which enable a desired operating cycle length, yet is general enough to have broad applicability.     This Yearly Technical Progress Report covers the period August 3, 1993 through July 31, 1994 for Phase 2 of the Advanced Turbine Systems (ATS) Program by Solar Turbines Incorporated under DOE Contract No. DE-AC421-93MC30246. As allowed by the Contract (Part 3, Section J, Attachment B) this report is also intended to fulfill the requirements for a fourth quarterly report. The objective of Phase 2 of the ATS Program is to provide the conceptual design and product development plan for an ultra-high efficiency, environmentally superior and cost-competitive industrial gas turbine system to be commercialized in the year 2000. During the period covered by this report, Solar has completed three of eight program tasks and has submitted topical reports. These three tasks included a Project Plan submission of information required by NEPA, and the selection of a Gas-Fueled Advanced Turbine System (GFATS). In the latest of the three tasks, Solar`s Engineering team identified an intercooled and recuperated (ICR) gas turbine as the eventual outcome of DOE`s ATS program coupled with Solar`s internal New Product Introduction (NPI) program. This machine, designated ``ATS50`` will operate at a thermal efficiency (turbine shaft power/fuel LHV) of 50 percent, will emit less than 10 parts per million of NOx and will reduce the cost of electricity by 10 percent. It will also demonstrate levels of reliability, availability, maintainability, and durability (RAMD) equal to or better than those of today`s gas turbine systems. Current activity is concentrated in three of the remaining five tasks a Market Study, GFATS System Definition and Analysis, and the Design and Test of Critical Components.

    An innovative hybrid loop-pool design for the sodium cooled fast reactor (SFR) has been recently proposed with the primary objective of achieving cost reduction and safety enhancement. With the hybrid loop-pool design, closed primary loops are immersed in a secondary buffer tank. This design takes advantage of features from conventional both pool and loop designs to further improve economics and safety. This paper will briefly introduce the hybrid loop-pool design concept and present the calculated thermal responses for unproctected (without reactor scram) loss of forced circulation (ULOF) transients using RELAP5-3D. The analyses examine both the inherent reactivity shutdown capability and decay heat removal performance by passive safety systems.

    Additional engineering information is provided with regard to the structural analysis and design of thin shell concrete structures. The design program has tentatively demonstrated the overall architectural and marketing feasibility of curved, thin shell structural systems for earth sheltered housing. This supplement will address the structural feasibility question by presenting a complete manual analysis and structural design of an earth sheltered dome/tension ring/wall structural system, and also by presenting the results of a parametric sensitivity study of the dome/ring/wall configuration with respect to variations in span and rise for a three foot soil loading condition. Double curvature dome configurations are emphasized in this structural supplement because their analysis is not extensively addressed in earth sheltered housing literature.

  13. Global Climate Change Response Program: Potential regional impacts of global warming on precipitation in the western United States. Final report

    This study was designed to build upon a previous Global Climate Change Response Program investigation in which an initial `first guess` climate change scenario was derived for the Western United States. Using the scenario`s hypothesized northward shift in the mean wintertime storm track, historical upper-air patterns in the atmosphere were searched to identify winter months (December, January, or February) that would serve as appropriate global warming analogues (GWA). Contour charts were generated of four geopotential height parameters. Specific pattern configurations of the four parameters were identified that reflected the altered storm track pattern, and guidelines for selecting suitable analogues based on the configurations were developed. Monthly mean precipitation values for the GWA months at three climatological divisions in Western Montana, northern Utah, and east central Arizona were compared with median values for the 1946-89 period to determine if any significant differences existed.

  14. EDS coal liquefaction process development. Phase V. EDS Consolidation Program: flushing and blowdown system design

    The flushing and blowdown system of an EDS plant provides the means of removing viscous coal products and slurry streams from plant vessels and lines. In addition, it provides the flushing oil needed during normal operations for purging instruments in slurry service, for flushing slurry pump and slurry agitator seals, and for flushing slurry safety valve inlet lines. It contains a blowdown system for collecting material from washing operations, including the transport of the collected material to slop tankage. The rerun options for depleting the inventory of collected slop are a related aspect of the flushing and blowdown system design although specific equipment for handling slop is not part of the flushing and blowdown system facilities. This report documents the results of a study which evaluates the flushing and blowdown requirements for a commercial-scale EDS plant. The work was conducted as part of the EDS Consolidation Program. The design recommendations represent a consolidation of learnings accrued during previous phases of the EDS Project including results obtained from ECLP operations, from the ECLP Test Program, and from past EDS Study Design preparations. 1 reference, 4 figures, 2 tables.

  15. The Impact of Energy Efficiency and Demand Response Programs on the U.S. Electricity Market

    This study analyzes the impact of the energy efficiency (EE) and demand response (DR) programs on the grid and the consequent level of production. Changes in demand caused by EE and DR programs affect not only the dispatch of existing plants and new generation technologies, the retirements of old plants, and the finances of the market. To find the new equilibrium in the market, we use the Oak Ridge Competitive Electricity Dispatch Model (ORCED) developed to simulate the operations and costs of regional power markets depending on various factors including fuel prices, initial mix of generation capacity, and customer response to electricity prices. In ORCED, over 19,000 plant units in the nation are aggregated into up to 200 plant groups per region. Then, ORCED dispatches the power plant groups in each region to meet the electricity demands for a given year up to 2035. In our analysis, we show various demand, supply, and dispatch patterns affected by EE and DR programs across regions.

    Possibilities for setting up a basic and applied research program that would be responsive to the Conservation and Solar energy base needs are considered with emphasis on the area of materials research. Several organizational arrangements for the implementation of this basic and applied research program are described and analyzed. The key functions of the system such as resources allocation, and program coordination and management follow from two fundamental characteristics: assignment of lead responsibility (CS and the Office of Energy Research, ER); and nature of the organizational chain-of-command. Three options are categorized in terms of these two characteristics and discussed in detail. The first option retains lead responsibility in ER, with CS personnel exercising sign-off authority and filling the coordination role. Option 2 places lead responsibility with CS program office management, and utilizes the existing chain-of-command, but adds a Basic and Applied Research Division to each program office. Option 3 also places lead responsibility with CS, but within a new Office of Basic and Applied Research, which would include a Research Coordinator to manage interactions with ER, and Research Managers for each CS program area.     This report analyzes the economics of producing syncrude from oil shale combining underground and surface processing using Occidental's Modified-In-Situ (MIS) technology and Lawrence Livermore National Laboratory's (LLNL) Hot Recycled Solids (HRS) retort. These retorts form the basic technology employed for oil extraction from oil shale in this study. Results are presented for both Commercial and Pre-commercial programs. Also analyzed are Pre-commercialization cost of Demonstration and Pilot programs which will confirm the HRS and MIS concepts and their mechanical designs. These programs will provide experience with the circulating Fluidized Bed Combustor (CFBC), the MIS retort, the HRS retort and establish environmental control parameters. Four cases are considered: commercial size plant, demonstration size plant, demonstration size plant minimum CFBC, and a pilot size plant. Budget cost estimates and schedules are determined. Process flow schemes and basic heat and material balances are determined for the HRS system.     This Final Technical Report presents the accomplishments on Phase 2 of the Advanced Turbine Systems (ATS). The ATS is an advanced, natural gas fired gas turbine system that will represent a major advance on currently available industrial gas turbines in the size range of 1--20 MW. This report covers a market-driven development. The Market Survey reported in Section 5 identified the customer`s performance needs. This market survey used analyses performed by Solar turbine Incorporated backed up by the analyses done by two consultants, Research Decision Consultants (RDC) and Onsite Energy Corporation (Onsite). This back-up was important because it is the belief of all parties that growth of the ATS will depend both on continued participation in Solar`s traditional oil and gas market but to a major extent on a new market. This new market is distributed electrical power generation. Difficult decisions have had to be made to meet the different demands of the two markets. Available resources, reasonable development schedules, avoidance of schedule or technology failures, probable acceptance by the marketplace, plus product cost, performance and environmental friendliness are a few of the complex factors influencing the selection of the Gas Fired Advanced Turbine System described in Section 3. Section 4 entitled ``Conversion to Coal`` was a task which addresses the possibility of a future interruption to an economic supply of natural gas. System definition and analysis is covered in Section 6. Two major objectives were met by this work. The first was identification of those critical technologies that can support overall attainment of the program goals. Separate technology or component programs were begun to identify and parameterize these technologies and are described in Section 7. The second objective was to prepare parametric analyses to assess performance sensitivity to operating variables and to select design approaches to meet the overall program goals.

    This report develops and applies a methodology for estimating strong earthquake ground motion. The motivation was to develop a much needed tool for use in developing the seismic requirements for structural designs. An earthquake`s ground motion is a function of the earthquake`s magnitude, and the physical properties of the earth through which the seismic waves travel from the earthquake fault to the site of interest. The emphasis of this study is on ground motion estimation in Eastern North America (east of the Rocky Mountains), with particular emphasis on the Eastern United States and southeastern Canada. Eastern North America is a stable continental region, having sparse earthquake activity with rare occurrences of large earthquakes. While large earthquakes are of interest for assessing seismic hazard, little data exists from the region to empirically quantify their effects. The focus of the report is on the attributes of ground motion in Eastern North America that are of interest for the design of facilities such as nuclear power plants.     This paper examines the modeling accuracy of finite element interpolation, kriging, and polynomial regression used in conjunction with the Progressive Lattice Sampling (PLS) incremental design-of-experiments approach. PLS is a paradigm for sampling a deterministic hypercubic parameter space by placing and incrementally adding samples in a manner intended to maximally reduce lack of knowledge in the parameter space. When combined with suitable interpolation methods, PLS is a formulation for progressive construction of response surface approximations (RSA) in which the RSA are efficiently upgradable, and upon upgrading, offer convergence information essential in estimating error introduced by the use of RSA in the problem. The three interpolation methods tried here are examined for performance in replicating an analytic test function as measured by several different indicators. The process described here provides a framework for future studies using other interpolation schemes, test functions, and measures of approximation quality.

  11. Monitoring energy use of copiers to determine program design and potential savings for the Energy Star Copier program

    In the past five years, considerable attention has been focused on the electricity use of office equipment in commercial office buildings. Several groups have monitored energy use of PCs, monitors, printers and fax machines. However, little attention has been paid to monitoring energy use of copiers. Procedures for testing energy usage and usage profiles of copiers are needed to make valid comparisons between machines and to determine overall energy use and potential energy savings. In this paper, the authors present a method to analyze the energy use and usage profiles of copiers. This method is determined through long-term measurements from a Watt-hour meter connected to the copier and by measuring light flashes from the copier. Energy use from the copier can also be estimated by using a test procedure developed by Dandridge. Results from using the long term monitoring methods will be presented for several different sized copiers, and compared to the estimated energy use derived from the American Society for Testing and Materials (ASTM) method. After summarizing these results, the authors determine criteria for a program to recognize energy-efficient copiers. These criteria were submitted as an Energy Star Copier program to the Environmental Protection Agency (EPA). The new Energy Star Copier Program was announced in July 1995, with criteria based on these suggestions. Using the final Energy Star Copier program criteria and this data, the authors determine potential future savings for the program. The ability to automatically turn the copier off at night is the greatest energy-saving feature most copiers can have. The best way to reduce overall office costs is to have the copier set automatically to make double-sided copies.

  12. Core thermal response and hydrogen generation of the N Reactor hydrogen mitigation design basis accident

    Calculations were performed to determine core heatup, core damage, and subsequent hydrogen production of a hypothetical loss-of-cooling accident at the Department of Energy's N Reactor. The thermal transient response of the reactor core was solved using the TRUMP-BD computer program. Estimates of whole-core thermal damage and hydrogen production were made by weighting the results of multiple half-length pressure tube simulations at various power levels. The Baker-Just and Wilson parabolic rate equations for the metal-water chemical reactions modeled the key phenomena of chemical energy and hydrogen evolution. Unlimited steam was assumed available for continuous oxidation of exposed Zircaloy-2 surfaces and for uranium metal with fuel cladding beyond the failure temperature (1038 C). Intact fuel geometry was modeled. Maximum fuel temperatures (1181 C) in the cooled central regions of the core were predicted to occur one-half hour into the accident scenario. Maximum fuel temperatures of 1447 C occurred in the core GSCS-regions at the end of the 10-h transient. After 10-h 26% of the fuel inventory was predicted to have failed. Peak hydrogen evolution equaled 42 g/s, while 10-h integrated hydrogen evolution equaled 167 kg. 12 refs., 12 figs., 2 tabs.

    The role of nitrogen in the fabrication of designer diamond was systematically investigated by adding controlled amount of nitrogen in hydrogen/methane/oxygen plasma. This has led to a successful recipe for reproducible fabrication of designer diamond anvils for high-pressure high-temperature research in support of stockpile stewardship program. In the three-year support period, several designer diamonds fabricated with this new growth chemistry were utilized in high-pressure experiments at UAB and Lawrence Livermore National Laboratory. The designer diamond anvils were utilized in high-pressure studies on heavy rare earth metals, high pressure melting studies on metals, and electrical resistance measurements on iron-based layered superconductors under high pressures. The growth chemistry developed under NNSA support can be adapted for commercial production of designer diamonds.

    PG&E NEG Salem Harbor Station Unit 1 was successfully tested for applicability of activated carbon injection as a mercury control technology. Test results from this site have enabled a thorough evaluation of mercury control at Salem Harbor Unit 1, including performance, estimated cost, and operation data. This unit has very high native mercury removal, thus it was important to understand the impacts of process variables on native mercury capture. The team responsible for executing this program included plant and PG&E headquarters personnel, EPRI and several of its member companies, DOE, ADA, Norit Americas, Inc., Hamon Research-Cottrell, Apogee Scientific, TRC Environmental Corporation, Reaction Engineering, as well as other laboratories. The technical support of all of these entities came together to make this program achieve its goals. Overall the objectives of this field test program were to determine the mercury control and balance-of-plant impacts resulting from activated carbon injection into a full-scale ESP on Salem Harbor Unit 1, a low sulfur bituminous-coal-fired 86 MW unit. It was also important to understand the impacts of process variables on native mercury removal (>85%). One half of the gas stream was used for these tests, or 43 MWe. Activated carbon, DARCO FGD supplied by NORIT Americas, was injected upstream of the cold side ESP, just downstream of the air preheater. This allowed for approximately 1.5 seconds residence time in the duct before entering the ESP. Conditions tested in this field evaluation included the impacts of the Selective Non-Catalytic Reduction (SNCR) system on mercury capture, of unburned carbon in the fly ash, of adjusting ESP inlet flue gas temperatures, and of boiler load on mercury control. The field evaluation conducted at Salem Harbor looked at several sorbent injection concentrations at several flue gas temperatures. The need to bolster utility financial performance and the perennial political difficulty of adjusting power rates for inflation and devaluation, not to mention maintaining efficient real levels, puts a premium on controlling the costs of utility conservation programs and increasing the degree of cost recovery over time. Industrial conservation programs in Costa Rica must adopt a certain degree of activation to help overcome serious market failures and imperfections while at the same time avoiding significant distortion of the price signals guiding the ongoing industrial rationalization process and the reactivation of growth.

    This report documents the work performed during the first phase of the National Aeronautics and Space Administration (NASA), National Research Announcement (NRA) Technology Development Program for an Advanced Potassium Rankine Power Conversion System Compatible with Several Space Reactor Designs. The document includes an optimization of both 100-kW{sub e} and 250-kW{sub e} (at the propulsion unit) Rankine cycle power conversion systems. In order to perform the mass optimization of these systems, several parametric evaluations of different design options were investigated. These options included feed and reheat, vapor superheat levels entering the turbine, three different material types, and multiple heat rejection system designs. The overall masses of these Nb-1%Zr systems are approximately 3100 kg and 6300 kg for the 100- kW{sub e} and 250-kW{sub e} systems, respectively, each with two totally redundant power conversion units, including the mass of the single reactor and shield. Initial conceptual designs for each of the components were developed in order to estimate component masses. In addition, an overall system concept was presented that was designed to fit within the launch envelope of a heavy lift vehicle. A technology development plan is presented in the report that describes the major efforts that are required to reach a technology readiness level of 6. A 10-year development plan was proposed.

    Municipal solid waste (MSW) landfills nationwide are faced with compliance with new regulations stemming from the proposed New Source Performance Standards (NSPS) to be promulgated under the Federal Clean Air Act (CAA) by the U.S. Environmental Protection Agency (EPA). Other CAA regulations such as New Source Review (NSR), Prevention of Significant Deterioration (PSD), Title III (Air Toxics), and Title V (Operating Permits) may also affect MSW landfills. The most recent revisions to the proposed NSPS were resubmitted to the Office of Management and Budget and conditionally approved in early December 1995. After minor revisions based on industry comment, the NSPS were signed on March 1, 1996 and are expected to be promulgated via publication in the Federal Register soon. The EPA originally included prescriptive design parameters for estimating landfill gas (LFG) extraction well radius of influence (ROI) within the NSPS. However, based on comments received from the solid waste community concerning the uncertainty in calculating and measuring the ROI, the EPA removed the prescriptive design parameters for estimating ROI from the regulation and placed them in an enabling document. The EPA now recommends a well spacing of 200 feet, however, regulatory agency-approved alternative designs are allowed, if signed by a registered professional engineer and certain criteria are met, including a performance standard for surface emissions, which will verify that the system is operating as designed.

    Low-level radioactive residues from pitchblende processing and thorium- and radium-contaminated sand, soil, and building rubble are presently stored at the Niagara Falls Storage Site (NFSS) in Lewiston, New York. These residues and wastes derive from past NFSS operations and from similar operations at other sites in the United States conducted during the 1940s by the Manhattan Engineer District (MED) and subsequently by the Atomic Energy Commission (AEC). The US Department of Energy (DOE), successor to MED/AEC, is conducting remedial action at the NFSS under two programs: on-site work under the Surplus Facilities Managemnt Program and off-site cleanup of vicinity properties under the Formerly Utilized Sites Remedial Action Program. On-site remedial action consists of consolidating the residues and wastes within a designated waste containment area and constructing a waste containment facility to prevent contaminant migration. The service life of the system is 25 to 50 years. Near-term remedial action construction activities will not jeopardize or preclude implementation of any other remedial action alternative at a later date. Should DOE decide to extend the service life of the system, the waste containment area would be upgraded to provide a minimum service life of 200 years. This report describes the design for the containment system. Pertinent information on site geology and hydrology and on regional seismicity and meteorology is also provided. Engineering calculations and validated computer modeling studies based on site-specific and conservative parameters confirm the adequacy of the design for its intended purposes of waste containment and environmental protection.

    The BestPractices program area, which has evolved into the Save Energy Now (SEN) Initiative, is a component of the U.S. Department of Energy's (DOE's) Industrial Technologies Program (ITP) that provides technical assistance and disseminates information on energy-efficient technologies and practices to U.S. industrial firms. The BestPractices approach to information dissemination includes conducting training sessions which address energy-intensive systems (compressed air, steam, process heat, pumps, motors, and fans) and distributing DOE software tools on those same topics. The current report documents a recent Oak Ridge National Laboratory (ORNL) study undertaken to determine the implementation rate, attribution rate, and reduction factor for industrial end-users who received BestPractices training and registered software in FY 2006. The implementation rate is the proportion of service recipients taking energy-saving actions as a result of the service received. The attribution rate applies to those individuals taking energy-saving actions as a result of the services received and represents the portion of the savings achieved through those actions that is due to the service. The reduction factor is the saving that is realized from program-induced measures as a proportion of the potential savings that could be achieved if all service recipients took action. In addition to examining those factors, the ORNL study collected information on selected characteristics of service recipients, the perceived value of the services provided, and the potential energy savings that can be achieved through implementation of measures identified from the training or software. Because the provision of training is distinctly different from the provision of software tools, the two efforts were examined independently and the findings for each are reported separately.

    This report develops and applies a methodology for estimating strong earthquake ground motion. The motivation was to develop a much needed tool for use in developing the seismic requirements for structural designs. An earthquake`s ground motion is a function of the earthquake`s magnitude, and the physical properties of the earth through which the seismic waves travel from the earthquake fault to the site of interest. The emphasis of this study is on ground motion estimation in Eastern North America (east of the Rocky Mountains), with particular emphasis on the Eastern United States and southeastern Canada. Eastern North America is a stable continental region, having sparse earthquake activity with rare occurrences of large earthquakes. While large earthquakes are of interest for assessing seismic hazard, little data exists from the region to empirically quantify their effects. Therefore, empirically based approaches that are used for other regions, such as Western North America, are not appropriate for Eastern North America. Moreover, recent advances in science and technology have now made it possible to combine theoretical and empirical methods to develop new procedures and models for estimating ground motion. The focus of the report is on the attributes of ground motion in Eastern North America that are of interest for the design of facilities such as nuclear power plants. Specifically considered are magnitudes M from 5 to 8, distances from 0 to 500 km, and frequencies from 1 to 35 Hz.

The main objective of the project is to demonstrate a large coal-fired Stirling engine and thus shorten the lead time to commercialization. The demonstration engine will be based on the concepts developed in the first phase of this program, as detailed in Volume I of this report. Thus the proposed program plan is based on the U-4 engine concept fired by a fluidized bed combustor with a two-stage gravity-assisted heat pipe.     The functionality of flexible electronics relies on stable performance of thin film micro-electrodes. This letter investigates the behavior of gold thin films on polyimide, a prevalent combination in flexible devices. The dynamic behavior of gold micro-electrodes has been studied by subjecting them to stress while monitoring their resistance in situ. The shape of the electrodes was systematically varied to examine resistive strain sensitivity, while an additional encapsulation was applied to characterize multilayer behavior. The realized designs show remarkable tolerance to repetitive strain, demonstrating that curvature and encapsulation are excellent approaches for minimizing resistive strain sensitivity to enable durable flexible electronics.

    The goal of this study is to determine whether physicists at the Russian Nuclear Weapons Institute can profitably service the need for computer aided drug design (CADD) programs. The Russian physicists` primary competitive advantage is their ability to write particularly efficient code able to work with limited computing power; a history of working with very large, complex modeling systems; an extensive knowledge of physics and mathematics, and price competitiveness. Their primary competitive disadvantage is their lack of biology, and cultural and geographic issues. The first phase of the study focused on defining the competitive landscape, primarily through interviews with and literature searches on the key providers of CADD software. The second phase focused on users of CADD technology to determine deficiencies in the current product offerings, to understand what product they most desired, and to define the potential demand for such a product.

The program is focused on two specific products: a 70 MW class industrial gas turbine based on GE90 core technology utilizing an innovative air cooling methodology, and a 200 MW class utility gas turbine based on an advanced GE heavy duty machines utilizing advanced cooling and enhancement in component efficiency.     Efforts are being pursued to develop and qualify a system-level model of a reactor core isolation (RCIC) steam-turbine-driven pump. The model is being developed with the intent of employing it to inform the design of experimental configurations for full-scale RCIC testing. The model is expected to be especially valuable in sizing equipment needed in the testing. An additional intent is to use the model in understanding more fully how RCIC apparently managed to operate far removed from its design envelope in the Fukushima Daiichi Unit 2 accident. RCIC modeling is proceeding along two avenues that are expected to complement each other well. The first avenue is the continued development of the system-level RCIC model that will serve in simulating a full reactor system or full experimental configuration of which a RCIC system is part. The model reasonably represents a RCIC system today, especially given design operating conditions, but lacks specifics that are likely important in representing the off-design conditions a RCIC system might experience in an emergency situation such as a loss of all electrical power. A known specific lacking in the system model, for example, is the efficiency at which a flashing slug of water (as opposed to a concentrated jet of steam) could propel the rotating drive wheel of a RCIC turbine. To address this specific, the second avenue is being pursued wherein computational fluid dynamics (CFD) analyses of such a jet are being carried out. The results of the CFD analyses will thus complement and inform the system modeling. The system modeling will, in turn, complement the CFD analysis by providing the system information needed to impose appropriate boundary conditions on the CFD simulations. The system model will be used to inform the selection of configurations and equipment best suitable of supporting planned RCIC experimental testing. In the recent past an environmental engineer and industrial hygiene consulting firm was retained by a mature, multi-process petroleum refinery to assist in the program development to identify and characterize potential emergency situations due to a fire, major release, or spill. This study would assist the refinery in compliance with the process safety and emergency response standards and to protect refinery operations and fire fighting personnel by minimizing potential exposures and risk when responding to such a major incident.

Here we provide an overview of the MsTMIP effort and describe how the MsTMIP experimental design enables the assessment and quantification of TBM structural uncertainty. Model structure refers to the types of processes considered (e.g. nutrient cycling, disturbance, lateral transport of carbon), and how these processes are represented (e.g. photosynthetic formulation, temperature sensitivity, respiration) in the models. By prescribing a common experimental protocol with standard spin-up procedures and driver data sets, we isolate any biases and variability in TBM estimates of regional and global carbon budgets resulting from differences in the models themselves (i.e. model structure) and model-specific parameter values. An initial intercomparison of model structural differences is represented using hierarchical cluster diagrams (a.k.a. dendrograms), which highlight similarities and differences in how models account for carbon cycle, vegetation, energy, and nitrogen cycle dynamics. We show that, despite the standardized protocol used to derive initial conditions, models show a high degree of variation for GPP, total living biomass, and total soil carbon, underscoring the influence of differences in model structure and parameterization on model estimates.

    Solar Turbines Incorporated (Solar), in partnership with the Department of Energy, will develop a family of advanced gas turbine-based power systems (ATS) for widespread commercialization within the domestic and international industrial marketplace, and to the rapidly changing electric power generation industry. The objective of the jointly-funded Program is to introduce an ATS with high efficiency, and markedly reduced emissions levels, in high numbers as rapidly as possible following introduction. This Topical Report is submitted in response to the requirements outlined in Task 5 of the Department of Energy METC Contract on Advanced Combustion Systems, Contract No, DE AC21-93MC30246 (Contract), for a Market Study of the Gas Fired Advanced Turbine System. It presents a market study for the ATS proposed by Solar, and will examine both the economic and siting constraints of the ATS compared with competing systems in the various candidate markets. Also contained within this report is an examination and analysis of Solar`s ATS and its ability to compete in future utility and industrial markets, as well as factors affecting the marketability of the ATS.

    A model was developed for use in the Bechtel PIMS (Process Industry Modeling System) linear programming software to simulate a generic Midwest (PADD II) petroleum refinery of the future. This ``petroleum-only`` version of the model establishes the size and complexity of the refinery after the year 2000 and prior to the introduction of coal liquids. It should be noted that no assumption has been made on when a plant can be built to produce coal liquids except that it will be after the year 2000. The year 2000 was chosen because it is the latest year where fuel property and emission standards have been set by the Environmental Protection Agency. It assumes the refinery has been modified to accept crudes that are heavier in gravity and higher in sulfur than today`s average crude mix. In addition, the refinery has also been modified to produce a product slate of transportation fuels of the future (i.e. 40% reformulated gasolines). This model will be used as a basis for determining the optimum scheme for processing coal liquids in a petroleum refinery. This report summarizes the design basis for this ``petroleum only`` LP refinery model. A report detailing the refinery configuration when coal liquids are processed will be provided at a later date.

    Global warming is one of the most contentious and complex environmental issues confronting scientists and public policy makers. The scope and potential impacts of global warming are immense, affecting virtually all natural processes at many levels, including coastal zone erosion, estuarine habitat, forests, and agriculture. We hypothesize that managing the natural and societal impacts of global warming, including the costs of its management, abatement, and adaptation, requires not only the cooperation of international agencies and national government, but of individual states and provinces as well. There has been a considerable increase in state-level activity to reduce global warming in the United States, but there has been little assessment of its extent or state motivations. This paper will provide an overview of possible U.S. states` commitments and responsibilities under international treaties and agreements, as well as national policy decrees such as the Clinton Administrations` Climate Change Action Plan. A review of current states` activities with brief case studies of the more progressive state programs (Connecticut, Iowa, California, Missouri, Oregon), their achievements, and their significance. We focus upon federally-mandated global change activities imposed upon states (e.g., national regulations to conserve energy or reduce emissions) and state-motivated policies not required by any national regulation (e.g., land use, transportation, regional planning policies with impacts on global change.) The latter policies may be aimed specifically at global warming prevention or mitigation or they may be incidental, beneficial by-products of policies intended for other purposes--so called `no regrets` policies. We compare the performance of state policies in these two categories in order to ascertain their relative effectiveness and promise for addressing climate change problems.

    A new program package, Symbolic Manipulator Laboratory (SML), for the automatic generation of both kinematic and static manipulator models in symbolic form is presented. Critical design parameters may be identified and optimized using symbolic models as shown in the sample application presented for the Future Armor Rearm System (FARS) arm. The computer-aided development of the symbolic models yields equations with reduced numerical complexity. Important considerations have been placed on the closed form solutions simplification and on the user friendly operation. The main emphasis of this research is the development of a methodology which is implemented in a computer program capable of generating symbolic kinematic and static forces models of manipulators. The fact that the models are obtained trigonometrically reduced is among the most significant results of this work and the most difficult to implement. Mathematica, a commercial program that allows symbolic manipulation, is used to implement the program package. SML is written such that the user can change any of the subroutines or create new ones easily. To assist the user, an on-line help has been written to make of SML a user friendly package. Some sample applications are presented. The design and optimization of the 5-degrees-of-freedom (DOF) FARS manipulator using SML is discussed. Finally, the kinematic and static models of two different 7-DOF manipulators are calculated symbolically.

    This document is a users manual and applications guide for the software package SGA. This package comprises four computer programs, namely SOMIP, SMECC, SGSYS, and TGRND. The first three programs are analysis models which are to be used in the design process of substation grounding systems. The fourth program, TGRND, is an analysis program for determining the transient response of a grounding system. This report, Volume 5, is an applications guide of the three computer programs. SOMIP, SMECC, and SGSYS, for the purpose of designing a safe substation grounding system. The applications guide utilizes four example substation grounding systems for the purpose of illustrating the application of the programs, SOMIP, SMECC, and SGSYS. The examples are based on data provided by four contributing utilities, namely, Houston Lighting and Power Company, Southern Company Services, Puget Sound Power and Light Company, and Arizona Public Service Company. For the purpose of illustrating specific capabilities of the computer programs, the data have been modified. As a result, the final designs of the four systems do not necessarily represent actual grounding system designs by these utilities. The example system 1 is a 138 kV/35 kV distribution substation. The example system 2 is a medium size 230 kV/115 kV transmission substation. The third example system is a generation substation while the last is a large 525 kV/345 kV/230 kV transmission substation. The four examples cover most of the practical problems that a user may encounter in the design of substation grounding systems.

  12. PAVAN: an atmospheric-dispersion program for evaluating design-basis accidental releases of radioactive materials from nuclear power stations

    This report provides a user's guide for the NRC computer program, PAVAN, which is a program used by the US Nuclear Regulatory Commission to estimate downwind ground-level air concentrations for potential accidental releases of radioactive material from nuclear facilities. Such an assessment is required by 10 CFR Part 100 and 10 CFR Part 50. The program implements the guidance provided in Regulatory Guide 1.145, Atmospheric Dispersion Models for Potential Accident Consequence Assessments at Nuclear Power Plants. Using joint frequency distributions of wind direction and wind speed by atmospheric stability, the program provides relative air concentration (X/Q) values as functions of direction for various time periods at the exclusion area boundary (EAB) and the outer boundary of the low population zone (LPZ). Calculations of X/Q values can be made for assumed ground-level releases (e.g., through building penetrations and vents) or elevated releases from free-standing stacks. Various options may be selected by the user. They can account for variation in the location of release points, additional plume dispersion due to building wakes, plume meander under low wind speed conditions, and adjustments to consider non-straight trajectories. It computes an effective plume height using the physical release height which can be reduced by inputted terrain features. It cannot handle multiple emission sources. A description of the main program and all subroutines is provided. Also included as appendices are a complete listing of the program and two test cases with the required data inputs and the resulting program outputs.

    This report presents results of Task 3 of the Westinghouse ATS Phase II program. Objective of Task 3 was to analyze and evaluate different cycles for the natural gas-fired Advanced Turbine Systems in order to select one that would achieve all ATS program goals. About 50 cycles (5 main types) were evaluated on basis of plant efficiency, emissions, cost of electricity, reliability-availability-maintainability (RAM), and program schedule requirements. The advanced combined cycle was selected for the ATS plant; it will incorporate an advanced gas turbine engine as well as improvements in the bottoming cycle and generator. Cost and RAM analyses were carried out on 6 selected cycle configurations and compared to the baseline plant. Issues critical to the Advanced Combined Cycle are discussed; achievement of plant efficiency and cost of electricity goals will require higher firing temperatures and minimized cooling of hot end components, necessitating new aloys/materials/coatings. Studies will be required in combustion, aerodynamic design, cooling design, leakage control, etc.

There are no standard, predefined metrics available for assessing what is satisfactory operator interaction with new systems, especially during the early design stages of a new system. This report identifies the process and metrics for evaluating human system interfaces as part of control room modernization. The report includes background information on design and evaluation, a thorough discussion of human performance measures, and a practical example of how the process and metrics have been used as part of a turbine control system upgrade during the formative stages of design. The process and metrics are geared toward generalizability to other applications and serve as a template for utilities undertaking their own control room modernization activities.

The INERTEK subcontract is expected to be initiated soon. The Point Design task has been initiated. The thermionic fuel element (TFE) is undergoing several design iterations.     This report considers the response of other oil importers to the United States' SPR policy. The treatment models the behavior of public stockpiles in other countries as endogenous. Simple theoretical and more complex simulation models are used to compare a cooperative stockpile drawdown policy (among oil importers) to one in which each country acts in its own self-interest.     GE has achieved a leadership position in the worldwide gas turbine industry in both industrial/utility markets and in aircraft engines. This design and manufacturing base plus our close contact with the users provides the technology for creation of the next generation advanced power generation systems for both the industrial and utility industries. GE has been active in the definition of advanced turbine systems for several years. These systems will leverage the technology from the latest developments in the entire GE gas turbine product line. These products will be USA based in engineering and manufacturing and are marketed through the GE Industrial and Power Systems. Achieving the advanced turbine system goals of 60% efficiency, 8 ppmvd NOx and 10% electric power cost reduction imposes competing characteristics on the gas turbine system. Two basic technical issues arise from this. The turbine inlet temperature of the gas turbine must increase to achieve both efficiency and cost goals. However, higher temperatures move in the direction of increased NOx emission. Improved coating and materials technologies along with creative combustor design can result in solutions to achieve the ultimate goal.

    Mound, located in Montgomery County, Miamisburg, Ohio, on the east bank of the Great Miami River, was established in 1948 by the Atomic Energy Commission to develop and manufacture explosive devices for the United States Government. Mound occupies 305 acres and at present the facility is operated by EG&G Mound Applied Technologies. It is devoted to research, development, testing and manufacturing of components for nuclear weapons systems under the auspices of the United States Department of Energy (DOE). The complex employs approximately 2,200 people generating an annual payroll in excess of $75 million. Whereas Government sponsors have traditionally placed great emphasis on new technological concepts and manufacturing processes for weapons, unfortunately, such has not been the case in the maintenance of the roadway infrastructure. The roadway system which, for the most part is 40 years old, must be restored to a condition which will ensure smooth transportation of weapon component production, safe access for emergency and fire vehicles and safe ingress and egress for pedestrian personnel. This Facilities Capability Assurance Program (FCAP) project will provide this much needed restoration.

    This report proposes a reformulation of U.S. ISO/RTO-managed wholesale electric power mar- kets for improved reliability and e ciency of system operations. Current markets do not specify or compensate primary frequency response. They also unnecessarily limit the participation of new technologies in reserve markets and o er insu cient economic inducements for new capacity invest- ment. In the proposed market reformulation, energy products are represented as physically-covered rm contracts and reserve products as physically-covered call option contracts. Trading of these products is supported by a backbone of linked ISO/RTO-managed forward markets with planning horizons ranging from multiple years to minutes ahead. A principal advantage of this reformulation is that reserve needs can be speci ed in detail, and resources can o er the services for which they are best suited, without being forced to conform to rigid reserve product de nitions. This should improve the business case for electric energy storage and other emerging technologies to provide reserve. In addition, the facilitation of price discovery should help to ensure e cient energy/reserve procurement and adequate levels of new capacity investment.

    The US Department of Energy is responsible for approximately 3,000 sites in which contaminants such as carbon tetrachloride, trichlorethylene, perchlorethylene, non-volatile and soluble organic and insoluble organics (PCBs and pesticides) are encountered. In specific areas of these sites radioactive contaminants are stored in underground storage tanks which were originally designed and constructed with a 30-year projected life. Many of these tanks are now 10 years beyond the design life and failures have occurred allowing the basic liquids (ph of 8 to 9) to leak into the unconsolidated soils below. Nearly one half of the storage tanks located at the Hanford Washington Reservation are suspected of leaking and contaminating the soils beneath them. The Hanford site is located in a semi-arid climate region with rainfall of less than 6 inches annually, and studies have indicated that very little of this water finds its way to the groundwater to move the water down gradient toward the Columbia River. This provides the government with time to develop a barrier system to prevent further contamination of the groundwater, and to develop and test remediation systems to stabilize or remove the contaminant materials. In parallel to remediation efforts, confinement and containment technologies are needed to retard or prevent the advancement of contamination plumes through the environment until the implementation of remediation technology efforts are completed. This project examines the various confinement and containment technologies and protocols for testing the materials in relation to their function in-situ.

    The objectives of this scoping study were to develop and test control software and wireless hardware that could enable closed-loop, zone-temperature-based demand response in buildings that have either pneumatic controls or legacy digital controls that cannot be used as part of a demand response automation system. We designed a SOAP client that is compatible with the Demand Response Automation Server (DRAS) being used by the IOUs in California for their CPP program, design the DR control software, investigated the use of cellular routers for connecting to the DRAS, and tested the wireless DR system with an emulator running a calibrated model of a working building. The results show that the wireless DR system can shed approximately 1.5 Watts per design CFM on the design day in a hot, inland climate in California while keeping temperatures within the limits of ASHRAE Standard 55: Thermal Environmental Conditions for Human Occupancy.

In addition, other programs such as Advanced Light Water Reactors, New Production Reactors, and Individual Plant Examinations for External Events for commercial nuclear power plants utilize design and evaluation criteria based on probabilistic performance goals. The use of probabilistic performance goals is a departure from design practice for commercial nuclear power plants which have traditionally been designed utilizing a conservative specification of wind and tornado loading combined with deterministic response evaluation methods and permissible behavior limits. Approaches which utilize probabilistic wind and tornado hazard curves for specification of loading and deterministic response evaluation methods and permissible behavior limits are discussed in this paper. Through the use of such design/evaluation approaches, it may be demonstrated that there is high likelihood that probabilistic performance goals can be achieved. 14 refs., 1 fig., 5 tabs.

    This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office Rockwell International (JIO/RI) during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short-term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. Systems models will be developed, updated, and upgraded as needed to enhance JIO/RI's capability to evaluate the adequacy of program efforts in various fields. A TRU program data base will be maintained and updated to provide DOE with timely responses to inventory related questions.

The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system.
