    The use of hydrogen and fuel cell technologies is emerging in the U.S. through vehicle demonstration programs and early deployments of fuel cells for onsite power generation, materials handling, and other applications. To help first responders prepare for hydrogen and fuel cell use in their communities, the U.S. Department of Energy's Fuel Cell Technologies Program has developed hydrogen safety training for first responders. A web-based awareness-level course, 'Introduction to Hydrogen Safety for First Responders,' launched in 2007, is available at http://hydrogen.pnl.gov/FirstResponders/. Approximately 17,000 first responders have accessed the online training.

    Even in the best of circumstances, most municipalities would face severe challenges in providing effective incident response to a large scale radiation release caused by nuclear terrorism or accident. Compounding obvious complexities, the effectiveness of first and early responders to a radiological emergency may also be hampered by an insufficient distribution of radiation detection and monitoring equipment, local policies concerning triage and field decontamination of critical victims, malfunctioning communications, inadequate inter-agency agility, and the psychological 'fear' impact on early responders. This paper examines several issues impeding the early response to nuclear terrorism incidents with specific consideration given to the on-going and forward-thinking preparedness efforts currently being developed in the Sacramento, California region. Specific recommendations are provided addressing hot zone protocols, radiation detection and monitoring equipment, hasty patient packaging techniques, vertically and horizontally integrated pre-event training, mitigating psychological fear, and protocols for the effective 'hand-off' from first responders to subsequent early response-recovery teams.     Work on enhanced cooperation and interoperability of Nuclear Incident Response Teams (NIRT) is a joint effort between DHS/FEMA, DOE/NNSA and EPA. One such effort was the integration between the RadResponder Network, a resource sponsored by FEMA for the management of radiological data during an emergency, and the National Atmospheric Advisory Center (NARAC), a DOE/NNSA modeling resource whose predictions are used to aid radiological emergency preparedness and response. Working together under a FEMA-sponsored project these two radiological response assets developed a capability to read and display plume model prediction results from the NARAC computer system in the RadResponder software tool. As a result of this effort, RadResponder users have been provided with NARAC modeling predictions of contamination areas, radiological dose levels, and protective action areas (e.g., areas warranting worker protection or sheltering/evacuation) to help guide protective action decisions and field monitoring surveys, and gain key situation awareness following a radiological/nuclear accident or incident (e.g., nuclear power plant accident, radiological dispersal device incident, or improvised nuclear detonation incident). This document describes the details of this integration effort.

    This document is a modular self-study guide about criticality safety principles for Idaho National Laboratory emergency responders. This guide provides basic criticality safety information for people who, in response to an emergency, might enter an area that contains much fissionable (or fissile) material. The information should help responders understand unique factors that might be important in responding to a criticality accident or in preventing a criticality accident while responding to a different emergency.

    This study guide specifically supplements web-based training for firefighters (0INL1226) and includes information for other Idaho National Laboratory first responders. However, the guide audience also includes other first responders such as radiological control personnel.

    For interested readers, this guide includes clearly marked additional information that will not be included on tests. The additional information includes historical examples (Been there. Done that.), as well as facts and more in-depth information (Did you know …).

    INL criticality safety personnel revise this guide as needed to reflect program changes, user requests, and better information. Revision 0, issued May 2007, established the basic text. Revision 1 incorporates operation, program, and training changes implemented since 2007. Revision 1 increases focus on first responders because later responders are more likely to have more assistance and guidance from facility personnel and subject matter experts. Revision 1 also completely reorganized the training to better emphasize physical concepts behind the criticality controls that help keep emergency responders safe. The changes are based on and consistent with changes made to course 0INL1226.

    Increased unbundling of electric utility services has become a major interest in the industry. This paper presents a description of the logic and structure for a set of spot price based algorithms designed for use in residential load control systems. The paper presents the functions to be fulfilled by such a price responding device and describes the end use devices available in residences and the control logics applicable to each. The paper concludes that there is a need to understand customer attitudes and acceptance in the design of the response strategies and in the design of the man machine interface.

Four Technical Safety Appraisal (TSA) Teams were assembled for this purpose by the US Department of Energy (DOE), Deputy Assistant Secretary for Safety and Quality Assurance, Office of Safety Appraisals (OSA). Team No. 1 reviewed EG G Idaho, Inc. (EG G Idaho) and the Department of Energy Field Office, Idaho (ID) Fire Department. Team No. 2 reviewed Argonne National Laboratory-West (ANL-W). Team No. 3 reviewed selected contractors at the INEL; specifically, Morrison Knudsen-Ferguson of Idaho Company (MK-FIC), Protection Technology of Idaho, Inc. (PTI), Radiological and Environmental Sciences Laboratory (RESL), and Rockwell-INEL. Team No. 4 provided an Occupational Safety and Health Act (OSHA)-type compliance sitewide assessment of INEL. The S H Subteam assessment was performed concurrently with assessments conducted by Environmental and Management Subteams. A station blackout results from the loss of all off-site power as well as the on-site emergency a-c power system. There are two basic approaches to meeting the station blackout rule. One is to cope with a station blackout independent of a-c power. Coping, as it is called, means the ability of a plant to achieve and maintain a safe shutdown condition. The second approach is to provide an alternate a-c power source (AAC).

    This research addresses the problem of achieving fault tolerant cooperation within small- to medium-sized teams of heterogeneous mobile robots. The author describes a novel behavior-based, fully distributed architecture, called ALLIANCE, that utilizes adaptive action selection to achieve fault tolerant cooperative control. The robots in this architecture possess a variety of high-level functions that they can perform during a mission, and must at all times select an appropriate action based on the requirements of the mission, the activities of other robots, the current environmental conditions, and their own internal states. Since such cooperative teams often work in dynamic and unpredictable environments, the software architecture allows the team members to respond robustly and reliably to unexpected environmental changes and modifications in the robot team that may occur due to mechanical failure, the learning of new skills, or the addition or removal of robots from the team by human intervention. After presenting ALLIANCE, they describe the implementation of this architecture on a team of physical mobile robots performing a cooperative baton passing task. These experiments illustrate the ability of ALLIANCE to achieve adaptive, fault-tolerant cooperative control amidst dynamic changes during the task.
