    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    This year`s Information Technology Resources Assessment (ITRA) is something of a departure from traditional practice. Past assessments have concentrated on developments in fundamental technology, particularly with respect to hardware. They form an impressive chronicle of decreasing cycle times, increasing densities, decreasing costs (or, equivalently, increasing capacity and capability per dollar spent), and new system architectures, with a leavening of operating systems and languages. Past assessments have aimed -- and succeeded -- at putting information technology squarely in the spotlight; by contrast, in the first part of this assessment, we would like to move it to the background, and encourage the reader to reflect less on the continuing technological miracles of miniaturization in space and time and more on the second- and third-order implications of some possible workplace applications of these miracles. This Information Technology Resources Assessment is intended to provide a sense of technological direction for planners in projecting the hardware, software, and human resources necessary to support the diverse IT requirements of the various components of the DOE community. It is also intended to provide a sense of our new understanding of the place of IT in our organizations.

Furthermore, over the next 25 years, the number of people affected by severe water shortages is expected to increase fourfold. Low cost methods to desalinate brackish water and sea water can help reverse this destabilizing trend. Desalination has now been practiced on a large scale for more than 50 years. During this time continual improvements have been made, and the major technologies are now remarkably efficient, reliable, and inexpensive. For many years, thermal technologies were the only viable option, and multi-stage flash (MSF) was established as the baseline technology. Multi-effect evaporation (MEE) is now the state-of-the-art thermal technology, but has not been widely implemented. With the growth of membrane science, reverse osmosis (RO) overtook MSF as the leading desalination technology, and should be considered the baseline technology. Presently, RO of seawater can be accomplished with an energy expenditure in the range of 11-60 kJ/kg at a cost of $2 to $4 per 1000 gallons. The theoretical minimum energy expenditure is 3-7 kJ/kg. Since RO is a fairly mature technology, further improvements are likely to be incremental in nature, unless design improvements allow major savings in capital costs. Therefore, the best hope to dramatically decrease desalination costs is to develop ''out of the box'' technologies. These ''out of the box'' approaches must offer a significant advantage over RO (or MEE, if waste heat is available) if they are to be viable. When making these comparisons, it is crucial that the specifics of the calculation are understood so that the comparison is made on a fair and equivalent basis.

    In a report to the US House of Representatives Committee on Science and Technology, the Advisory Panel defines the most critical energy problem facing the US: obtaining a sufficient supply of liquid hydrocarbons for transportation fuel and for other applications where substitution would be difficult, costly, and time-consuming. Any substantial contribution from synthetic fuels must involve the use of coal, oil shale, and biomass, with the raw materials coming from as many different regions of the country as possible. The panel makes recommendations regarding (1) the emphasis of the Department of Energy's synthetic-fuel demonstration program, (2) implementation of a synthetic-fuel production program, and (3) mitigation of the environmental and socioeconomic impacts of synthetic-fuel production. The panel specifically maintains that federal assistance to commercial-scale projects should be available on a competitive basis to those organizations willing to take substantial marketing risks.

    In November 1994, Dr. Martha Krebs, Director of the US Department of Energy (DOE) Office of Energy Research (OER), initiated a broad assessment of the current status and promise of the field of accelerator physics and technology with respect to five OER programs -- High Energy Physics, Nuclear Physics, Basic Energy Sciences, Fusion Energy, and Health and Environmental Research. Dr. Krebs asked the High Energy Physics Advisory Panel (HEPAP) to establish a composite subpanel with representation from the five OER advisory committees and with a balance of membership drawn broadly from both the accelerator community and from those scientific disciplines associated with the OER programs. The Subpanel was also charged to provide recommendations and guidance on appropriate future research and development needs, management issues, and funding requirements. The Subpanel finds that accelerator science and technology is a vital and intellectually exciting field. It has provided essential capabilities for the DOE/OER research programs with an enormous impact on the nation`s scientific research, and it has significantly enhanced the nation`s biomedical and industrial capabilities. Further progress in this field promises to open new possibilities for the scientific goals of the OER programs and to further benefit the nation. Sustained support of forefront accelerator research and development by the DOE`s OER programs and the DOE`s predecessor agencies has been responsible for much of this impact on research.     This paper examines the various energy sources, renewable and nonrenewable, in the context of developing and industrialised countries. Particular experiences and technical data are mentioned regarding the United States' experience in this area and the Public Utilities Commissions of various states. The author has gathered various technical information on energy generation and public policies on energy issues while associated with the Public Utility Commission as a staff member and having testified as expert witness in a number of electric energy rate cases in Pennsylvania, North Carolina and West Virginia. This paper surveys the available alternate energy technologies to meet the energe needs at the village level, with particular reference to their application in Pakistan. This paper concludes after analysing the various energy choices as to the resources, policies and energy education development. The author has proposed small workshops at the high school level for students and teachers, based on the same concepts developed by the Department of Energy. Development of advanced research and cooperation in ''renewable energy resources'' through A.I.D. programs is recommended.

    Materials data are used in all aspects of the development of natural gas resources. Unconventional gas resources require special attention in their development and may benefit from heuristic assessments of the materials data, geological site conditions, and the knowledge base accumulated from previous unconventional site developments. Opportunities for using expert systems in the development of unconventional natural gas resources are discussed. A brief introduction to expert systems is provided in a context that emphasizes the practical nature of their service. The discussion then focuses on the development of unconventional gas reserves. Whenever possible, the likelihood of success in constructing useful expert systems for gas resource development is indicated by comparisons to existing expert systems that perform comparable functions in other industries. Significant opportunities are found for applications to site assessment, the interpretation of well log data, and the monitoring and optimization of gas processing in small-scale recovery operations.

    Photovoltaics (PV) is emerging as an important distributed resource. PV gives both the benefits of a distributed resource and a clean power source. Because PV can be installed at both residential and commercial locations, it can be used to reduce peak demand when its output is properly matched with power demand. It can also improve asset utilization by requiring less large capital generation spending and delaying some equipment replacement. With the price of some grid-connected PV systems expected to reach $3/W in the next 5 years, PV will become an economical option for distributed power generation. One of the most important aspects of establishing PV as a distributed resource is standardizing the requirements for grid connection. IEEE Standards Coordinating Committee (SCC) 21 has recently published IEEE Std 929 ''Recommend Practice for Utility Interface of Photovoltaic Systems.'' This recommended practice details power quality, safety, and protection requirements for connection to the utility grid. This paper describes what types of PV systems are available, what the benefits are for PV systems, and what the interconnection issues and solutions are for using PV as a distributed resource.

    The Department of Energy has consolidated its plans for Information Systems, Computing Resources, and Telecommunications into a single document, the Information Technology Resources Long-Range Plan. The consolidation was done as a joint effort by the Office of ADP Management and the Office of Computer Services and Telecommunications Management under the Deputy Assistant Secretary for Administration, Information, and Facilities Management. This Plan is the product of a long-range planning process used to project both future information technology requirements and the resources necessary to meet those requirements. It encompasses the plans of the various organizational components within the Department and its management and operating contractors over the next 5 fiscal years, 1991 through 1995.

This final report contains a compilation of previous reports with the most current data in order to produce one final complete document. The goal of this research was to provide an integrated approach aimed at addressing the increasing water resource challenges between natural gas production and other water stakeholders in shale gas basins. The objective was to demonstrate that the AltelaRain{reg_sign} technology could be successfully deployed in the Marcellus Shale Basin to treat frac flow-back water. That objective has been successfully met.

    The addition of storage technologies such as flow batteries, conventional batteries, and heat storage can improve the economic as well as environmental attractiveness of on-site generation (e.g., PV, fuel cells, reciprocating engines or microturbines operating with or without CHP) and contribute to enhanced demand response. In order to examine the impact of storage technologies on demand response and carbon emissions, a microgrid's distributed energy resources (DER) adoption problem is formulated as a mixed-integer linear program that has the minimization of annual energy costs as its objective function. By implementing this approach in the General Algebraic Modeling System (GAMS), the problem is solved for a given test year at representative customer sites, such as schools and nursing homes, to obtain not only the level of technology investment, but also the optimal hourly operating schedules. This paper focuses on analysis of storage technologies in DER optimization on a building level, with example applications for commercial buildings. Preliminary analysis indicates that storage technologies respond effectively to time-varying electricity prices, i.e., by charging batteries during periods of low electricity prices and discharging them during peak hours. The results also indicate that storage technologies significantly alter the residual load profile, which can contribute to lower carbon emissions depending on the test site, its load profile, and its adopted DER technologies.

    This four-page fact sheet describes distributed energy resources for Federal facilities, which are being supported by the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP). Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems. DOE FEMP is investigating ways to use these alternative energy systems in government facilities to meet greater demand, to increase the reliability of the power-generation system, and to reduce the greenhouse gases associated with burning fossil fuels.

    The United States Government has employed international collaborations in magnetic fusion energy research since the program was declassified in 1958. These collaborations have been successful not only in producing high quality scientific results that have contributed to the advancement of fusion science and technology, they have also allowed us to highly leverage our funding. Thus, in the 1980s, when the funding situation made it necessary to reduce the technical breadth of the U.S. domestic program, these highly leveraged collaborations became key strategic elements of the U.S. program, allowing us to maintain some degree of technical breadth. With the recent, nearly complete declassification of inertial confinement fusion, the use of some international collaboration is expected to be introduced in the related inertial fusion energy research activities as well. The United States has been a leader in establishing and fostering collaborations that have involved scientific and technological exchanges, joint planning, and joint work at fusion facilities in the U.S. and worldwide. These collaborative efforts have proven mutually beneficial to the United States and our partners. International collaborations are a tool that allows us to meet fusion program goals in the most effective way possible. Working with highly qualified people from other countries and other cultures provides the collaborators with an opportunity to see problems from new and different perspectives, allows solutions to arise from the diversity of the participants, and promotes both collaboration and friendly competition. In short, it provides an exciting and stimulating environment resulting in a synergistic effect that is good for science and good for the people of the world.

The purpose of this guide is to provide a background for law and policy makers, urban planners, and project developers working with the many Greenhouse Gas (GHG) emission reduction programs throughout the world to quantify and/or evaluate the GHG impacts of Natural Gas Vehicle (NGVs). In order to evaluate the GHG benefits and/or penalties of NGV projects, it is necessary to first gain a fundamental understanding of the technology employed and the operating characteristics of these vehicles, especially with regard to the manner in which they compare to similar conventional gasoline or diesel vehicles. Therefore, the first two sections of this paper explain the basic technology and functionality of NGVs, but focus on evaluating the models that are currently on the market with their similar conventional counterparts, including characteristics such as cost, performance, efficiency, environmental attributes, and range. Since the increased use of NGVs, along with Alternative Fuel Vehicle (AFVs) in general, represents a public good with many social benefits at the local, national, and global levels, NGVs often receive significant attention in the form of legislative and programmatic support. Some states mandate the use of NGVs, while others provide financial incentives to promote their procurement and use. Furthermore, Federal legislation in the form of tax incentives or procurement requirements can have a significant impact on the NGV market. In order to implement effective legislation or programs, it is vital to have an understanding of the different programs and activities that already exist so that a new project focusing on GHG emission reduction can successfully interact with and build on the experience and lessons learned of those that preceded it.     Technologies applicable to the development and use of low-rank coals are analyzed in order to identify specific needs for research, development, and demonstration (RD and D). Major sections of the report address the following technologies: extraction; transportation; preparation, handling and storage; conventional combustion and environmental control technology; gasification; liquefaction; and pyrolysis. Each of these sections contains an introduction and summary of the key issues with regard to subbituminous coal and lignite; description of all relevant technology, both existing and under development; a description of related environmental control technology; an evaluation of the effects of low-rank coal properties on the technology; and summaries of current commercial status of the technology and/or current RD and D projects relevant to low-rank coals.

    This paper reviews a methodology being developed for reporting geothermal resources and project progress. The goal is to provide the U.S. Department of Energy's (DOE) Geothermal Technologies Office (GTO) with a consistent and comprehensible means of evaluating the impacts of its funding programs. This framework will allow the GTO to assess the effectiveness of research, development, and deployment (RD&D) funding, prioritize funding requests, and demonstrate the value of RD&D programs to the U.S. Congress and the public. Standards and reporting codes used in other countries and energy sectors provide guidance to develop the relevant geothermal methodology, but industry feedback and our analysis suggest that the existing models have drawbacks that should be addressed. In order to formulate a comprehensive metric for use by the GTO, we analyzed existing resource assessments and reporting methodologies for the geothermal, mining, and oil and gas industries, and sought input from industry, investors, academia, national labs, and other government agencies. Using this background research as a guide, we describe a methodology for evaluating and reporting on GTO funding according to resource grade (geological, technical and socio-economic) and project progress. This methodology would allow GTO to target funding, measure impact by monitoring the progression of projects, or assess geological potential of targeted areas for development.

    China, which has pursued aggressive policies to encourage economic development, could experience the world`s fastest growth in energy consumption over the next two decades. China has become the third largest energy user in the world since 1990 when primary energy consumption reached 960 million tons of coal equivalent (tce). Energy use is increasing at an annual rate of 6-7% despite severe infrastructure and capital constraints on energy sector development. Energy consumption in China is heavily dominated by coal, and fossil fuels provide up to 95% of all commercial energy use. Coal currently accounts for 77% of total primary energy use; oil, 16%; hydropower, 5%; and natural gas, 2%. Coal is expected to continue providing close to three-quarters of all energy consumed, and the amount of coal used is expected to triple by year 2020. Currently, renewable energy resources (except for hydropower) account for only a fraction of total energy consumption. However, the estimated growth in greenhouse gas emissions, as well as serious local and regional environmental pollution problems caused by combustion of fossil fuels, provides strong arguments for the development of renewable energy resources. Renewable energy potential in China is significantly greater than that indicated by the current level of use. With a clear policy goal and consistent efforts from the Government of China, renewables can play a far larger role in its future energy supply.

    Accelerating the adoption of new and existing cost-effective technologies has significant potential to reduce the energy consumed in US buildings. This report summarizes some of the key results of an interlaboratory technology transfer planning effort in support of the US Department of Energy's Office of Building Technologies (the full report is published under SERI number TP-260-3729). A guiding assumption for planning was that OBT's R D program should forge linkages with existing programs whose goals involved enhancing energy efficiency in buildings. An ad hoc Technology Transfer Advisory Group reviewed the existing analysis and technology transfer program, brainstormed technology transfer approaches, interviewed DOE program managers, identified applicable research results, and developed a framework that management could use in deciding on the best investments of technology transfer resources. Representatives of 22 organizations were interviewed on their views of the potential for transferring energy efficiency technologies through active linking with OBT. The report describes in summary these programs and interview results; outlines OBT tools, technologies, and practices to be transferred; defines OBT audiences; identifies technology transfer functions and presents a framework devised using functions and audiences; presents some example technology transfer activities; and summarizes the Advisory Group's recommendations.

  17. Toward Production From Gas Hydrates: Current Status, Assessment of Resources, and Simulation-Based Evaluationof Technology and Potential

    Gas hydrates are a vast energy resource with global distribution in the permafrost and in the oceans. Even if conservative estimates are considered and only a small fraction is recoverable, the sheer size of the resource is so large that it demands evaluation as a potential energy source. In this review paper, we discuss the distribution of natural gas hydrate accumulations, the status of the primary international R&D programs, and the remaining science and technological challenges facing commercialization of production. After a brief examination of gas hydrate accumulations that are well characterized and appear to be models for future development and gas production, we analyze the role of numerical simulation in the assessment of the hydrate production potential, identify the data needs for reliable predictions, evaluate the status of knowledge with regard to these needs, discuss knowledge gaps and their impact, and reach the conclusion that the numerical simulation capabilities are quite advanced and that the related gaps are either not significant or are being addressed. We review the current body of literature relevant to potential productivity from different types of gas hydrate deposits, and determine that there are consistent indications of a large production potential at high rates over long periods from a wide variety of hydrate deposits. Finally, we identify (a) features, conditions, geology and techniques that are desirable in potential production targets, (b) methods to maximize production, and (c) some of the conditions and characteristics that render certain gas hydrate deposits undesirable for production.

  18. Audit Report "Department of Energy Efforts to Manage Information Technology Resources in an Energy-Efficient and Environmentally Responsible Manner"

    The American Recovery and Reinvestment Act of 2009 emphasizes energy efficiency and conservation as critical to the Nation's economic vitality; its goal of reducing dependence on foreign energy sources; and, related efforts to improve the environment. The Act highlights the significant use of various forms of energy in the Federal sector and promotes efforts to improve the energy efficiency of Federal operations. One specific area of interest is the increasing demand for Federal sector computing resources and the corresponding increase in energy use, with both cost and environmental implications. The U.S. Environmental Protection Agency reported that, without aggressive conservation measures, data center energy consumption alone is expected to double over the next five years. In our report on Management of the Department's Data Centers at Contractor Sites (DOE/IG-0803, October 2008) we concluded that the Department of Energy had not always improved the efficiency of its contractor data centers even when such modifications were possible and practical. Despite its recognized energy conservation leadership role, the Department had not always taken advantage of opportunities to reduce energy consumption associated with its information technology resources. Nor, had it ensured that resources were managed in a way that minimized impact on the environment. In particular: (1) The seven Federal and contractor sites included in our review had not fully reduced energy consumption through implementation of power management settings on their desktop and laptop computers; and, as a consequence, spent $1.6 million more on energy costs than necessary in Fiscal Year 2008; (2) None of the sites reviewed had taken advantage of opportunities to reduce energy consumption, enhance cyber security, and reduce costs available through the use of techniques, such as 'thin-client computing' in their unclassified environments; and, (3) Sites had not always taken the necessary steps to reduce

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers in 1994 as a national not-for-profit organization to address the increasingly urgent need to improve the technology-transfer process in the U.S. upstream petroleum industry. Coordinated from a Headquarters (HQ) office in Houston, PTTC maintains an active grassroots program executed by 10 Regional Lead Organizations (RLOs) and two satellite offices (Figure 1). Regional Directors interact with domestic oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and cooperative outreach efforts. HQ facilitates inter-regional technology transfer and implements a comprehensive communications program. Active volunteers on the National Board and in Producer Advisory Groups (PAGs) in each of the 10 regions focus effort in areas that will create the most impact for domestic producers. Focused effort by dedicated individuals across the country has enabled PTTC to achieve the milestones outlined in Appendix A.

    This report documents the creation of a Workforce Development Advisory Team as part of the National Security Preparedness Project (NSPP), being performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This report includes a description of the purpose of the advisory team and a list of team members with sector designations. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. Workforce development activities will facilitate the hiring of students to work with professionals in incubator companies, as well as assist in preparing a workforce for careers in national security. The goal of workforce development under the NSPP grant is to assess workforce needs in national security and implement strategies to develop the appropriate workforce. To achieve this goal, it will be necessary to determine the current state of the national security workforce and the educational efforts to train such a workforce. Strategies will be developed and implemented to address gaps and to make progress towards a strong, well-trained workforce available for current and future national security technology employers.
