    This manual is intended to act as a working guide for setting up a Science Fair Volunteer Support Committee at your school. The Science Fair Volunteer Support Committee, or SFVSC, is the key component of the Science Fair Self-Help program, which was developed by Sandia National Laboratories and is designed to support a school`s science activities. The SFVSC is a team of parents and community volunteers who work in concert with a school`s teaching staff to assist and manage all areas of a school Science and Engineering Fair. The main advantage of creating such a committee is that it frees the science teachers from the organizational aspects of the fair and lets them concentrate on their job of teaching science. This manual is based on information gained through a Self-Help Development pilot program that was developed by Sandia National Laboratories during the 1991--92 school year at three Albuquerque, NM, middle schools. The manual describes the techniques that were successful in the pilot program and discusses how these techniques might be implemented in other schools. This manual also discusses problems that may be encountered, including suggestions for how they might be resolved.

    Distributed, data-intensive computational science applications of interest to DOE scientific com- munities move large amounts of data for experiment data management, distributed analysis steps, remote visualization, and accessing scientific instruments. These applications need to orchestrate ensembles of resources from multiple resource pools and interconnect them with high-capacity multi- layered networks across multiple domains. It is highly desirable that mechanisms are designed that provide this type of resource provisioning capability to a broad class of applications. It is also important to have coherent monitoring capabilities for such complex distributed environments. In this project, we addressed these problems by designing an abstract API, enabled by novel semantic resource descriptions, for provisioning complex and heterogeneous resources from multiple providers using their native provisioning mechanisms and control planes: computational, storage, and multi-layered high-speed network domains. We used an extensible resource representation based on semantic web technologies to afford maximum flexibility to applications in specifying their needs. We evaluated the effectiveness of provisioning using representative data-intensive ap- plications. We also developed mechanisms for providing feedback about resource performance to the application, to enable closed-loop feedback control and dynamic adjustments to resource allo- cations (elasticity). This was enabled through development of a novel persistent query framework that consumes disparate sources of monitoring data, including perfSONAR, and provides scalable distribution of asynchronous notifications.

    A bill relating to the treatment of environmental protection and natural resource conservation as aspects of open and fair international trade was introduced and referred to the House Ways and Means Committee. Finding that fair international trade is important to the economic development of all nations, the bill addresses those countries which damage their environments and renewable natural resources in order to achieve a short-term competitive advantage. The bill reaffirms US policy of preventing the degradation of the world's environment in relation to overseas investments, United Nations programs, and the protection of endangered species. The bill establishes an interagency advisory committee to advise the President and Congress.

    Workflows are commonly used to model data intensive scientific analysis. As computational resource needs increase for eScience, emerging platforms like clouds present additional resource choices for scientists and policy makers. We introduce BReW, a tool enables users to make rapid, highlevel platform selection for their workflows using limited workflow knowledge. This helps make informed decisions on whether to port a workflow to a new platform. Our analysis of synthetic and real eScience workflows shows that using just total runtime length, maximum task fanout, and total data used and produced by the workflow, BReW can provide platform predictions comparable to whitebox models with detailed workflow knowledge.

  20. ReSS: A Resource Selection Service for the Open Science Grid

    The Open Science Grid offers access to hundreds of computing and storage resources via standard Grid interfaces. Before the deployment of an automated resource selection system, users had to submit jobs directly to these resources. They would manually select a resource and specify all relevant attributes in the job description prior to submitting the job. The necessity of a human intervention in resource selection and attribute specification hinders automated job management components from accessing OSG resources and it is inconvenient for the users. The Resource Selection Service (ReSS) project addresses these shortcomings. The system integrates condor technology, for the core match making service, with the gLite CEMon component, for gathering and publishing resource information in the Glue Schema format. Each one of these components communicates over secure protocols via web services interfaces. The system is currently used in production on OSG by the DZero Experiment, the Engagement Virtual Organization, and the Dark Energy. It is also the resource selection service for the Fermilab Campus Grid, FermiGrid. ReSS is considered a lightweight solution to push-based workload management. This paper describes the architecture, performance, and typical usage of the system.

Public pressure to resolve such complex and often controversial issues has resulted in policymakers and policy implementers seeking better knowledge on which to base their decisions. As a result, scientists have become more activity engaged in the creation and evaluation of policy. In this paper, the authors summarize the literature and experience in how Canada, Mexico, and the United States approach the integration of science and policy; the authors describe some apparent barriers and lessons; and they suggest some issues that may prove fruitful for discussion and future collaboration.

    A vehicle underbody fairing apparatus for reducing aerodynamic drag caused by a vehicle wheel assembly, by reducing the size of a recirculation zone formed under the vehicle body immediately downstream of the vehicle wheel assembly. The fairing body has a tapered aerodynamic surface that extends from a front end to a rear end of the fairing body with a substantially U-shaped cross-section that tapers in both height and width. Fasteners or other mounting devices secure the fairing body to an underside surface of the vehicle body, so that the front end is immediately downstream of the vehicle wheel assembly and a bottom section of the tapered aerodynamic surface rises towards the underside surface as it extends in a downstream direction.

    Open-access databases with utility in fisheries science have grown exponentially in quantity and scope over the past decade, with profound impacts to our discipline. The management, distillation, and sharing of an exponentially growing stream of open-access data represents several fundamental challenges in fisheries science. Many of the currently available open-access resources may not be universally known among fisheries scientists. We therefore introduce many national- and global-scale open-access databases with applications in fisheries science and provide an example of how they can be harnessed to perform valuable analyses without additional field efforts. We also discuss how the development, maintenance, and utilization of open-access data are likely to pose technical, financial, and educational challenges to fisheries scientists. Such cultural implications that will coincide with the rapidly increasing availability of free data should compel the American Fisheries Society to actively address these problems now to help ease the forthcoming cultural transition.

    Science is increasingly motivated by the need to process larger quantities of data. It is facing severe challenges in data collection, management, and processing, so much so that the computational demands of data scaling are competing with, and in many fields surpassing, the traditional objective of decreasing processing time. Example domains with large datasets include astronomy, biology, genomics, climate/weather, and material sciences. This paper presents a real-world use case in which we wish to answer queries pro- vided by domain scientists in order to facilitate discovery of relevant science resources. The problem is that the metadata for these science resources is very large and is growing quickly, rapidly increasing the need for a data scaling solution. We propose a system SGEM designed for answering graph-based queries over large datasets on cluster architectures, and we re- port performance results for queries on the current RDESC dataset of nearly 1.4 billion triples, and on the well-known BSBM SPARQL query benchmark.

    Catalysis is one of the most valuable contributors to our economy and historically an area where the United States has enjoyed, but is now losing, international leadership. While other countries are stepping up their work in this area, support for advanced catalysis research and development in the U.S. has diminished. Yet, more than ever, innovative and improved catalyst technologies are imperative for new energy production processes to ease our dependence on imported resources, for new energy-efficient and environmentally benign chemical production processes, and for new emission reduction technologies to minimize the environmental impact of an active and growing economy. Addressing growing concerns about the future direction of U.S. catalysis science, experts from the catalysis community met at a workshop to determine and recommend advanced resources needed to address the grand challenges for catalysis research and development. The workshop's primary conclusion: To recapture our position as the leader in catalysis innovation and practice, and promote crucial breakthroughs, the U.S. must establish one or more well-funded and well-equipped National Catalysis Research Institutes competitively selected, centered in the national laboratories and, by charter, networked to other national laboratories, universities, and industry. The Institute(s) will be the center of a national collaboratory that gives catalysis researchers access to the most advanced techniques available in the scientific enterprise. The importance of catalysis to our energy, economic, and environmental security cannot be overemphasized. Catalysis is a vital part of our core industrial infrastructure, as it is integral to chemical processing and petroleum refining, and is critical to proposed advances needed to secure a sustainable energy future.     Despite the recent restructuring, unbundling, competition, and incentive regulation that has complicated the utility business, estimating the fair rate of return on equity (ROE) remains an important part of public utility base rate cases. For the past two decades, the two most popular methods that regulatory commissions have used for estimating the cost of equity capital for regulated utilities have been the dividend discount method (known as the Discounted Cash Flow model of DCF) and the Capital Asset Pricing Model (or CAPM). Both models use common stock price behavior to draw inferences about the cost of equity. The DCF combines a stock's dividend yield and its predicted dividend growth rate. The CAPM relates changes in a stock's price to changes in the overall market for security prices. These methods have come into question, however, as utilities have increasingly diversified into unregulated activities. When a utility's regulated activities account for 95 to 99 percent of its revenues, there is little practical need to question that its company-specific cost-of-equity capital is overwhelmingly dominated by its regulated activities. But as this percentage continues to decrease, a company's specific cost of equity, as calculated by the DCF or CAPM, is influenced to a larger degree by its unregulated subsidiaries. Two general remedies are available to resolve the problem of setting the fair ROE when the company has substantial holdings in unregulated subsidiaries. One is to abandon (either partially or fully) the practice of using company-specific market information and use a proxy group of comparable utilities instead. The other is to continue using company-specific data, but to adjust the resulting estimates to account for the utility's diversification activity.

    We report on a performance evaluation of a Fair Share system at the ASCI Blue Mountain supercomputer cluster. We study the impacts of share allocation under Fair Share on wait times and expansion factor. We also measure the Service Ratio, a typical figure of merit for Fair Share systems, with respect to a number of job parameters. We conclude that Fair Share does little to alter important performance metrics such as expansion factor. This leads to the question of what Fair Share means on cluster machines. The essential difference between Fair Share on a uni-processor and a cluster is that the workload on a cluster is not fungible in space or time.     In general, the Linux 2.6 scheduler can ensure fairness and provide excellent interactive performance at the same time. However, our experiments and mathematical analysis have shown that the current Linux interactivity mechanism tends to incorrectly categorize non-interactive network applications as interactive, which can lead to serious fairness or starvation issues. In the extreme, a single process can unjustifiably obtain up to 95% of the CPU! The root cause is due to the facts that: (1) network packets arrive at the receiver independently and discretely, and the 'relatively fast' non-interactive network process might frequently sleep to wait for packet arrival. Though each sleep lasts for a very short period of time, the wait-for-packet sleeps occur so frequently that they lead to interactive status for the process. (2) The current Linux interactivity mechanism provides the possibility that a non-interactive network process could receive a high CPU share, and at the same time be incorrectly categorized as 'interactive.' In this paper, we propose and test a possible solution to address the interactivity vs. fairness problems. Experiment results have proved the effectiveness of the proposed solution.

    Proton radiography was invented in the 1990's at Los Alamos National Laboratory (LANL) as a diagnostic to study dynamic material properties under extreme pressures, strain and strain rate. Since this time hundreds of dynamic proton radiography experiments have been performed at LANL and facilities have been commissioned at the Institute for Theoretical and Experimental Physics (ITEP) in Russia for similar applications in dynamic material studies. Recently an international collaboration was formed to develop a new proton radiography capability for the study of dynamic material properties at the Facility for Anti-proton and Ion Research (FAIR) located at Gesellschaft fuer Schwerionenforschung (GSI) in Darmstadt, Germany. This new Proton microscope for FAIR (PRIOR) will provide radiographic imaging of dynamic systems with unprecedented spatial, temporal and density resolution, resulting in a window for understanding dynamic material properties at new length scales. These dynamic experiments will be driven with many energy sources including heavy ions, high explosives and lasers. The design of the proton microscope and expected radiographic performance is presented.

    Key messages of the study are: Given the stalemate in U.N. climate negotiations, the best arena to strike a workable deal is among the members the Major Economies Forum on Energy and Climate (MEF); The 13 MEF members—including the EU-27 (but not double-counting the four EU countries that are also individual members of the MEF)—account for 81.3 percent of all global emissions; This proposal devises a fair compromise to break the impasse to develop a science-based approach for fairly sharing the carbon budget in order to have a 75 percent chance of avoiding dangerous climate change; To increase the likelihood of a future climate agreement, carbon accounting must shift from production-based inventories to consumption-based ones; The shares of a carbon budget to stay below 2 deg C through 2050 are calculated by cumulative emissions since 1990, i.e. according to a short-horizon polluter pays principle, and national capability (income), and allocated to MEF members through emission rights. This proposed fair compromise addresses key concerns of major emitters; According to this accounting, no countries have negative carbon budgets, there is substantial time for greening major developing economies, and some developed countries need to institute very rapid reductions in emissions; and, To provide a 'green ladder' to developing countries and to ensure a fair global deal, it will be crucial to agree how to extend sufficient and predictable financial support and the rapid transfer of technology.

    Much of the literature on risk perception and management has asked how society should resolve the question, ''How safe is safe enough'' There has been political and technical disagreement over the types of answers that may be given, as well as over the social values attached to perceived probabilities and magnitudes of various outcomes. Despite controversy, there seems to have been a large measure of consensus that, ''How safe is safe enough'' is the right question to ask. This paper sets out to question that assumption. Various ingenious techniques of risk analysis have sought to discover the real risks inherent in various activities, but from a sociocultural viewpoint it can be seen that no single answer can be given to the problem of adequate safety in a complex society which contains a wide variety of perceptual biases about danger, expectations of the good life, and levels of demand for safety. The paper argues that, from a societal risk-management perspective, we should be addressing a different range of questions that views societal risk as a whole rather than as the sum of individual hazards. Resolving the question, ''How safe is safe enough'' is less important in making societal technology choices than ''How fair is safe enough.'' A recent empirical pilot study is reported which explored the fairness hypotheses in the context of nuclear power. The results indicate that the process of technology choice should recognize explicitly the preferred principles different parties hold with respect to obtaining consent from those affected by the risks, distributing the liabilities, and justifying trust in the relevant institutions. The paper closes with a discussion of future prospects for the fairness approach in areas such as noxious facility siting.

  10. Fair Oaks Dairy Farms Cellulosic Ethanol Technology Review Summary

    At Fair Oaks Dairy, dried manure solids (''DMS'') are currently used as a low value compost. United Power was engaged to evaluate the feasibility of processing these DMS into ethanol utilizing commercially available cellulosic biofuels conversion platforms. The Fair Oaks Dairy group is transitioning their traditional ''manure to methane'' mesophilic anaerobic digester platform to an integrated bio-refinery centered upon thermophilic digestion. Presently, the Digested Manure Solids (DMS) are used as a low value soil amendment (compost). United Power evaluated the feasibility of processing DMS into higher value ethanol utilizing commercially available cellulosic biofuels conversion platforms. DMS was analyzed and over 100 potential technology providers were reviewed and evaluated. DMS contains enough carbon to be suitable as a biomass feedstock for conversion into ethanol by gasification technology, or as part of a conversion process that would include combined heat and power. In the first process, 100% of the feedstock is converted into ethanol. In the second process, the feedstock is combusted to provide heat to generate electrical power supporting other processes. Of the 100 technology vendors evaluated, a short list of nine technology providers was developed. From this, two vendors were selected as finalists (one was an enzymatic platform and one was a gasification platform). Their selection was based upon the technical feasibility of their systems, engineering expertise, experience in commercial or pilot scale operations, the ability or willingness to integrate the system into the Fair Oaks Biorefinery, the know-how or experience in producing bio-ethanol, and a clear path to commercial development.

    In the coming years the new international accelerator facility FAIR (Facility for Antiproton and Ion Research), one of the largest research projects worldwide, will be built at GSI. In the final construction FAIR consists of synchrotrons and storage rings with up to 1,100 meters in circumference, two linear accelerators and about 3.5 kilometers beam transfer lines. The existing GSI accelerators serve as pre-accelerators. Partly the new machines will consist of superconducting magnets and therefore require a reliable supply with liquid helium. As the requirements for the magnets is depending on the machine and have a high variety, the cooling system is different for each machine; two phase cooling, forced flow cooling and bath cooling respectively. In addition the cold mass of the individual magnets varies between less than 1t up to 80t and some magnets will cause a dynamic heat load due to ramping that is higher than the static loads. The full cryogenic system will be operated above atmospheric pressure. The refrigeration and liquefaction power will be provided by two main cryogenic plants of 8 and 25 kW at 4K and two smaller plants next to the experiments.

    I will explore the similarities and differences between the process of writing science fiction and the process of 'producing' science, specifically theoretical physics. What are the ground rules for introducing unproven new ideas in science fiction, and how do they differ from the corresponding rules in physics? How predictive is science fiction? (For that matter, how predictive is theoretical physics?) I will also contrast the way in which information is presented in science fiction, as opposed to its presentation in scientific papers, and I will examine the relative importance of ideas (as opposed to the importance of the way in which these ideas are presented). Finally, I will discuss whether a background as a research scientist provides any advantage in writing science fiction.

    RPG1.06 is an (IRP) tool developed so that small public utilities would have a tool to complete an IRP that was in compliance with the Energy Policy Act of 1992. RPG1.06 is divided into three levels: Fast Track, Intermediate, and Detailed. Each level is designed to be completed independently. The Fast Track level is designed for users who want to complete a quick, simple planning study to identify applicable resource options. The Intermediate level ismore » designed for users who want to add their own data and apply weighting factors to the results after completing a quick, simple planning study. The Detailed level is designed for users who want to identify applicable resource options and spend a fair amount of time collecting the data, computing the calculations, and compiling the results. The Detailed level contains a production costing module and optimization algorithms. The software contains the worksheets that appear in the workbook version. Similar to the workbooks, the software worksheets are designed to be completed in numerical order. The software automatically saves the data entered into a worksheet, and carries the data from worksheet to worksheet, completing all calculations. RPG1.06 also contains three additional volumes. Getting Started is an introduction to RPG1.06. Getting Started helps the user understand the differences between the three workbooks and choose the workbook that best fits the users needs. Reference Data contains supply, demand, end-use, weather, and survey data that can be used in lieu of a utility''s own data. Reference Data is particulary helpful for a utility that does not have the time, staff, or money to gather all its own data. The Sample Load Forecasting Methodologies details the steps necessary to complete simple trends, end-use, and economic load forecasts.« less
