    The 1992 Resource Program will propose actions to meet future loads placed on the Bonneville Power Administration (BPA). It will also discuss and attempt to resolve resource-related policy issues. The Resource Program assesses resource availability and costs, and analyzes resource requirements and alternative ways of meeting those requirements through both conservation and generation resources. These general resource conclusions are then translated to actions for both conservation and generation. The Resource Program recommends budgets for the Office of Energy Resources for Fiscal Years (FY) 1994 and 1995. BPA's Resource Program bears directly on an important BPA responsibility: the obligation under the Northwest Power Act{sup 3} to meet the power requirements of public and private utility and direct service industrial (DSI) customers according to their contractual agreements. BPA's Draft 1992 Resource Program is contained in four documents: (1) 1992 Resource Program Summary; (2) Technical Report; (3) Technical Assumptions Appendix; and, (4) Conservation Implementation Plan. This volume is the Draft 1992 Resource Program Technical Report, a comprehensive document that provides supporting data and analyses for Resource Program recommendations.

    The world is facing significant growth in energy demand over the next several decades. Strategic in meeting this demand are the world-class energy resources concentrated along the Rocky Mountains and northern plains in Canada and the U.S., informally referred to as the Western Energy Corridor (WEC). The fossil energy resources in this region are rivaled only in a very few places in the world, and the proven uranium reserves are among the world's largest. Also concentrated in this region are renewable resources contributing to wind power, hydro power, bioenergy, geothermal energy, and solar energy.     The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program.

    NANA Regional Corporation (NRC) of northwest Alaska is located in an area with abundant wind energy resources. In 2007, NRC was awarded grant DE-FG36-07GO17076 by the US Department of Energy's Tribal Energy Program for funding a Wind Resource Assessment Project (WRAP) for the NANA region. The NANA region, including Kotzebue Electric Association (KEA) and Alaska Village Electric Cooperative (AVEC) have been national leaders at developing, designing, building, and operating wind-diesel hybrid systems in Kotzebue (starting in 1996) and Selawik (2002). Promising sites for the development of new wind energy projects in the region have been identified by the WRAP, including Buckland, Deering, and the Kivalina/Red Dog Mine Port Area. Ambler, Shungnak, Kobuk, Kiana, Noorvik & Noatak were determined to have poor wind resources at sites in or very near each community. However, all five of these communities may have better wind resources atop hills or at sites with slightly higher elevations several miles away.

  18. Toward an Integrated BAC Library Resource for Genome Sequencing and Analysis

    We developed a great deal of expertise in building large BAC libraries from a variety of DNA sources including humans, mice, corn, microorganisms, worms, and Arabidopsis. We greatly improved the technology for screening these libraries rapidly and for selecting appropriate BACs and mapping BACs to develop large overlapping contigs. We became involved in supplying BACs and BAC contigs to a variety of sequencing and mapping projects and we began to collaborate with Drs. Adams and Venter at TIGR and with Dr. Leroy Hood and his group at University of Washington to provide BACs for end sequencing and for mapping and sequencing of large fragments of chromosome 16. Together with Dr. Ian Dunham and his co-workers at the Sanger Center we completed the mapping and they completed the sequencing of the first human chromosome, chromosome 22. This was published in Nature in 1999 and our BAC contigs made a major contribution to this sequencing effort. Drs. Shizuya and Ding invented an automated highly accurate BAC mapping technique. We also developed long-term collaborations with Dr. Uli Weier at UCSF in the design of BAC probes for characterization of human tumors and specific chromosome deletions and breakpoints. Finally the contribution of our work to the human genome project has been recognized in the publication both by the international consortium and the NIH of a draft sequence of the human genome in Nature last year. Dr. Shizuya was acknowledged in the authorship of that landmark paper. Dr. Simon was also an author on the Venter/Adams Celera project sequencing the human genome that was published in Science last year.

    The objectives of this grant proposal include (1) development of a chromosome microdissection and PCR-mediated microcloning technology, (2) application of this microtechnology to the construction of region-specific libraries for human genome analysis. During this grant period, the authors have successfully developed this microtechnology and have applied it to the construction of microdissection libraries for the following chromosome regions: a whole chromosome 21 (21E), 2 region-specific libraries for the long arm of chromosome 2, 2q35-q37 (2Q1) and 2q33-q35 (2Q2), and 4 region-specific libraries for the entire short arm of chromosome 2, 2p23-p25 (2P1), 2p21-p23 (2P2), 2p14-p16 (wP3) and 2p11-p13 (2P4). In addition, 20--40 unique sequence microclones have been isolated and characterized for genomic studies. These region-specific libraries and the single-copy microclones from the library have been used as valuable resources for (1) isolating microsatellite probes in linkage analysis to further refine the disease locus; (2) isolating corresponding clones with large inserts, e.g. YAC, BAC, P1, cosmid and phage, to facilitate construction of contigs for high resolution physical mapping; and (3) isolating region-specific cDNA clones for use as candidate genes. These libraries are being deposited in the American Type Culture Collection (ATCC) for general distribution.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during fiscal year 2010 (FY 2010). Throughout the year, thirty-three cultural resource localities were revisited, including somethat were visited more than once, including: two locations with Native American human remains, one of which is a cave, two additional caves, twenty-six prehistoric archaeological sites, two historic stage stations, and Experimental Breeder Reactor-I, which is a designated National Historic Landmark. The resources that were monitored included seventeen that are routinely visited and sixteen that are located in INL project areas. Although impacts were documented at a few locations and one trespassing incident (albeit sans formal charges) was discovered, no significant adverse effects that would threaten the National Register eligibility of any resources were observed. Monitoring also demonstrated that several INL projects generally remain in compliance with recommendations to protect cultural resources.

    The Idaho National Laboratory Site is home to vast numbers and a wide variety of important cultural resources representing at least a 13,500-year span of human occupation in the region. As a federal agency, the Department of Energy Idaho Operations Office has legal responsibility for the management and protection of those resources and has delegated these responsibilities to its primary contractor, Battelle Energy Alliance (BEA). The INL Cultural Resource Management Office, staffed by BEA professionals, is committed to maintaining a cultural resource management program that accepts these challenges in a manner reflecting the resources’ importance in local, regional, and national history. This annual report summarizes activities performed by the INL Cultural Resource Management Office staff during Fiscal Year 2006. This work is diverse, far-reaching and though generally confined to INL cultural resource compliance, also includes a myriad of professional and voluntary community activities. This document is intended to be both informative to internal and external stakeholders, and to serve as a planning tool for future cultural resource management work to be conducted on the INL.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during 2013. Throughout the year, thirty-eight cultural resource localities were revisited including: two locations with Native American human remains, one of which is also a cave; fourteen additional caves; seven prehistoric archaeological sites ; four historic archaeological sites; one historic trail; one nuclear resource (Experimental Breeder Reactor-I, a designated National Historic Landmark); and nine historic structures located at the Central Facilities Area. Of the monitored resources, thirty-three were routinely monitored, and five were monitored to assess project compliance with cultural resource recommendations along with the effects of ongoing project activities. On six occasions, ground disturbing activities within the boundaries of the Power Burst Facility/Critical Infrastructure Test Range Complex (PBF/CITRC) were observed by INL CRM staff prepared to respond to any additional finds of Native American human remains. In addition, two resources were visited more than once as part of the routine monitoring schedule or to monitor for additional damage. Throughout the year, most of the cultural resources monitored had no visual adverse changes resulting in Type 1determinations. However, Type 2 impacts were noted at eight sites, indicating that although impacts were noted or that a project was operating outside of culturally cleared limitations, cultural resources retained integrity and noted impacts did not threaten National Register eligibility. No new Type 3 or any Type 4 impacts that adversely impacted cultural resources and threatened National Register eligibility were observed at cultural resources monitored in 2013.

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The Idaho National Engineering and Environmental Laboratory Site is located in southeastern Idaho, and is home to vast numbers and a wide variety of important cultural resources representing at least 13,000-year span of human occupation in the region. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these resources with the management and ongoing operation of an active scientific laboratory, while also cleaning up the waste left by past programs and processes. The Department of Energy Idaho Operations Office has administrative responsibility for most of the Site, excluding lands and resources managed by the Naval Reactors Facility and (in 2004) Argonne National Laboratory-West. The Department of Energy is committed to a cultural resource program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative requirements. This annual report is an overview of Cultural Resource Management Program activities conducted during Fiscal Year 2004 and is intended to be both informative to external stakeholders and to serve as a planning tool for future cultural resource management work to be conducted on the Site.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during fiscal year 2008 (FY 2008). Throughout the year, 45 cultural resource localities were revisited including: two locations of heightened Shoshone-Bannock tribal sensitivity, four caves, one butte, twenty-eight prehistoric archaeological sites, three historic homesteads, two historic stage stations, one historic canal construction camp, three historic trails, and Experimental Breeder Reactor-I, which is a designated National Historic Landmark. Several INL project areas were also monitored in FY 2008 to assess project compliance with cultural resource recommendations, confirm the locations of previously recorded cultural resources in relation to project activities, to assess the damage caused by fire-fighting efforts, and to watch for cultural materials during ground disturbing activities. Although impacts were documented at a few locations, no significant adverse effects that would threaten the National Register eligibility of any resource were observed. Monitoring also demonstrated that INL projects generally remain in compliance with recommendations to protect cultural resources

    The Hanford Cultural Resources Laboratory (HCRL) was established by the US Department of Energy, Richland Operations Office (DOE-RL) in 1987 as part of Pacific Northwest Laboratory (PNL). The HCRL provides support for managing the archaeological, historical, and cultural resources of the Hanford Site, Washington, consistent with the National Historic Preservation Act of 1966 (NHPA), the Archaeological Resources Protection Agency of 1979, the Native American Grave Protection and Repatriation Act of 1990, and the American Indian Religious Freedom Act of 1978. The HCRL responsibilities have been set forth in the Hanford Cultural Resources Management Plan as a prioritized list of tasks to be undertaken to keep the DOE-RL in compliance with federal statutes, regulations, and guidelines. For FY 1993, these tasks were to: conduct cultural resource reviews pursuant to Section 106 of the NHPA; monitor the condition of known historic properties; identify, recover, and inventory artifacts collected from the Hanford Site; educate the public about cultural resources values and the laws written to protect them; conduct surveys of the Hanford Site in accordance with Section 110 of the NHPA. Research also was conducted as a spin-off of these tasks and is reported here.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy on potentially contaminated land and mine sites. EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

    Computing plays an essential role in all aspects of high energy physics. As computational technology evolves rapidly in new directions, and data throughput and volume continue to follow a steep trend-line, it is important for the HEP community to develop an effective response to a series of expected challenges. In order to help shape the desired response, the HEP Forum for Computational Excellence (HEP-FCE) initiated a roadmap planning activity with two key overlapping drivers -- 1) software effectiveness, and 2) infrastructure and expertise advancement. The HEP-FCE formed three working groups, 1) Applications Software, 2) Software Libraries and Tools, and 3) Systems (including systems software), to provide an overview of the current status of HEP computing and to present findings and opportunities for the desired HEP computational roadmap. The final versions of the reports are combined in this document, and are presented along with introductory material.

    The hydrothermal resources of North Dakota were evaluated. This evaluation was based on existing data on file with the North Dakota Geological Survey (NDGS) and other state and federal agencies, and field and laboratory studies conducted. The principal sources of data used during the study were WELLFILE, the computer library of oil and gas well data developed during the Phase I study, and WATERCAT, a computer library system of water well data assembled during the Phase II study. A field survey of the shallow geothermal gradients present in selected groundwater observation holes was conducted. Laboratory determinations of the thermal conductivity of core samples were done to facilitate heat-flow calculations on those holes-of-convenience cased.

    The Hanford Site occupies 560 sq. miles of land along the Columbia River in SE Washington. The Hanford Reach of the river is one of the most archaeologically rich areas in the western Columbia Plateau. To manage the Hanford Site`s archaeological, historical, and cultural resources, the Hanford Cultural Resources Laboratory (HCRL) was established in 1987. HCRL ensures DOE complies with federal statutes, regulations, and guidelines. In FY 1994, HCRL conducted cultural resource reviews, conducted programs to identify and monitor historic and archaeological sites, etc. HCRL staff conducted 511 reviews, 29 of which required archaeological surveys and 10 of which required building documentation. Six prehistoric sites, 23 historic sites, one paleontological site, and two sites with historic and prehistoric components were discovered.

    Argonne National Laboratory founded the Laboratory Computing Resource Center (LCRC) in the spring of 2002 to help meet pressing program needs for computational modeling, simulation, and analysis. The guiding mission is to provide critical computing resources that accelerate the development of high-performance computing expertise, applications, and computations to meet the Laboratory's challenging science and engineering missions. In September 2002 the LCRC deployed a 350-node computing cluster from Linux NetworX to address Laboratory needs for mid-range supercomputing. This cluster, named 'Jazz', achieved over a teraflop of computing power (10{sup 12} floating-point calculations per second) on standard tests, making it the Laboratory's first terascale computing system and one of the 50 fastest computers in the world at the time. Jazz was made available to early users in November 2002 while the system was undergoing development and configuration. In April 2003, Jazz was officially made available for production operation. Since then, the Jazz user community has grown steadily. By the end of fiscal year 2006, there were 76 active projects on Jazz involving over 380 scientists and engineers. These projects represent a wide cross-section of Laboratory expertise, including work in biosciences, chemistry, climate, computer science, engineering applications, environmental science, geoscience, information science, materials science, mathematics, nanoscience, nuclear engineering, and physics. Most important, many projects have achieved results that would have been unobtainable without such a computing resource. The LCRC continues to foster growth in the computational science and engineering capability and quality at the Laboratory. Specific goals include expansion of the use of Jazz to new disciplines and Laboratory initiatives, teaming with Laboratory infrastructure providers to offer more scientific data management capabilities, expanding Argonne staff use of national computing facilities, and improving the scientific reach and performance of Argonne's computational applications. Furthermore, recognizing that Jazz is fully subscribed, with considerable unmet demand, the LCRC has framed a 'path forward' for additional computing resources.

Furthermore, recognizing that Jazz is fully subscribed, with considerable unmet demand, the LCRC has begun developing a 'path forward' plan for additional computing resources.

    The future of nuclear energy and its ability to fulfill part of the world’s energy needs for centuries to come depend on a reliable input of nuclear fuel, either thorium or uranium. Obviously, the present nuclear fuel cycle is completely dependent on uranium. Future thorium cycles will also depend on 235U or fissile isotopes separated from used fuel to breed 232Th into fissile 233U. This letter report discusses several emerging areas of scientific understanding and technology development that will clarify and enable assured supplies of uranium and thorium well into the future. At the most fundamental level, the nuclear energy community needs to appreciate the origins of uranium and thorium and the processes of planetary accretion by which those materials have coalesced to form the earth and other planets. Secondly, the studies of geophysics and geochemistry are increasing understanding of the processes by which uranium and thorium are concentrated in various locations in the earth’s crust. Thirdly, the study of neutrinos and particularly geoneutrinos (neutrinos emitted by radioactive materials within the earth) has given an indication of the overall global inventories of uranium and thorium, though little indication for those materials’ locations. Crustal temperature measurements have also given hints of the vertical distribution of radioactive heat sources, primarily 238U and 232Th, within the continental crust. Finally, the evolving technologies for laser isotope separation are indicating methods for reducing the energy input to uranium enrichment but also for tailoring the isotopic vectors of fuels, burnable poisons and structural materials, thereby adding another tool for dealing with long-term waste management.

    The Thoreau Center was developed as an effective demonstration for appropriate technology in Des Moines, Iowa. Efforts included: (1) physical improvements for which funding was granted: insulation of walls of the brick house from inside, and painting of walls with vapor-barrier paint; construction of a batch-type or breadbox solar hot water pre-heating system; construction of a variety of window insulation treatments for all windows; evaluation of the Center's energy use over a three year (4th year included as well) period; insulation of basement (office) space using several alternative methods; investigation of various projects, such as the originally proposed greywater system and ceiling fans; and continued emphasis on winterization and low-cost conservation methods such as caulking, weatherstripping, waterheater insulation, lowered thermostat, etc. Services of the Resource Center Library which were supported through grant funds are summarized.

    The impact of DOE's Current Federal Program on the commercialization of hydrothermal resources between 1980 and 2000 is analyzed. The hydrothermal resources of the United States and the types of DOE activities used to stimulate the development of these resources for both electric power and direct heat use are described briefly. The No Federal Program and the Current Federal Program are then described in terms of funding levels and the resultant market penetration estimates through 2000. These market penetration estimates are also compared to other geothermal utilization forecasts. The direct benefits of the Current Federal Program are next presented for electric power and direct heat use applications. An analysis of the external impacts associated with the additional hydrothermal resource development resulting from the Current Federal Program is also provided. Included are environmental effects, national security/balance-of-payments improvements, socioeconomic impacts and materials requirements. A summary of the analysis integrating the direct benefits, external impacts and DOE program costs concludes the report.

The software consists of three parts, implementations of analytic steam models, a code to generate tables from those models, and an interpolation package to interface the tables to CFD codes such as Hydra-TH. Verification of the standard model is maintained through the entire train of routines. The performance of interpolation package exceeds that of freely available analytic implementation of the steam properties by over an order of magnitude.

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. 10 figs., 55 tabs.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during fiscal year 2007 (FY 2007). In FY 2007, 40 localities were revisited: two locations of heightened Shoshone-Bannock tribal sensitivity, four caves, three butte/craters, twelve prehistoric archaeological sites, two historic stage stations, nine historic homesteads, a portion of Goodale’s Cutoff of the Oregon Trail, a portion of historic trail T-16, one World War II dump, four buildings from the World War II period, and Experimental Breeder Reactor –I, a modern scientific facility and National Historic Landmark. Several INL project areas were also monitored in FY 2007. This included direct observation of ground disturbing activities within the Power Burst Facility (PBF, now designated as the Critical Infrastructure Test Range Complex – CITRC), backfilling operations associated with backhoe trenches along the Big Lost River, and geophysical surveys designed to pinpoint subsurface unexploded ordnance in the vicinity of the Naval Ordnance Disposal Area. Surprise checks were also made to three ongoing INL projects to ensure compliance with INL CRM Office recommendations to avoid impacts to cultural resources. Although some impacts were documented, no significant adverse effects that would threaten the National Register eligibility of any resource were observed at any location.

    The Resource Allocation Support System (RASS) is a decision-aiding system being developed to assist the US Department of Energy`s (DOE`s) Office of Waste Management in program and budget decision making. Four pilot studies were conducted at DOE field offices in summer 1992 to evaluate and improve the RASS design.     This report provides a detailed description of, and the baseline assumptions and simulation results for, the building prototype simulations conducted for the building types designated in the Work Plan for Demand-side Management Assessment of Hawaii`s Demand-Side Resources (HES-4, Phase 2). This report represents the second revision to the initial building prototype description report provided to DBEDT early in the project. Modifications and revisions to the prototypes, based on further calibration efforts and on comments received from DBEDT Staff have been incorporated into this final version. These baseline prototypes form the basis upon which the DSM measure impact estimates and the DSM measure data base were developed for this project. This report presents detailed information for each of the 17 different building prototypes developed for use with the DOE-21E program (23 buildings in total, including resorts and hotels defined separately for each island) to estimate the impact of the building technologies and measures included in this project. The remainder of this section presents some nomenclature and terminology utilized in the reports, tables, and data bases developed from this project to denote building type and vintage. Section 2 contains a more detailed discussion of the data sources, the definition of the residential sector building prototypes, and results of the DOE-2 analysis. Section 3 provides a similar discussion for the commercial sector. The prototype and baseline simulation results are presented in a separate section for each building type. Where possible, comparison of the baseline simulation results with benchmark data from the ENERGY 2020 model or other demand forecasting models specific to Hawaii is included for each building. Appendix A contains a detailed listing of the commercial sector baseline indoor lighting technologies included in the existing and new prototypes by building type.

    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme. Its expanded mission is to provide high quality information on renewable energy resources for countries and regions around the world, along with the tools needed to apply these data in ways that facilitate renewable energy policies and investments.[from the SWERA Guide at http://swera.unep.net/index.php?id=sweraguide_chp1] DOE and, in particular, the National Renewable Energy Laboratory, has been a functioning partner from the beginning. NREL was part of the original technical team involved in mapping, database, and GIS activities.
