The assembly will be loaded in an 8-Ton General Purpose Shipping Cask, and shipped per Onsite Safety Assessment (OSA) and Onsite Package Authorization Form (OPAF) documents to SRNL.     This work (Module A) involves performing the fluidized bed steam reforming (FBSR) process on caustic DWPF Offgas Condensate Tank (OGCT) in SRNL HLC, A-block.     The scientific aims of this project have been the evaluation and dissemination of key nuclear reactions in nuclear astrophysics, with a focus on ones to be studied at new radioactive beam facilities worldwide. These aims were maintained during the entire funding period from 2003 - 2006. In the following, a summary of the reactions evaluated during this period is provided. Year 1 (2003-04): {sup 21}Na(p,{gamma}){sup 22}Mg and {sup 18}Ne({alpha},p){sup 21}Na - The importance of the {sup 21}Na(p,{gamma}){sup 22}Mg and the {sup 18}Ne({alpha},p){sup 21}Na reactions in models of exploding stars has been well documented: the first is connected to the production of the radioisotope {sup 22}Na in nova nucleosynthesis, while the second is a key bridge between the Hot-CNO cycles and the rp-process in X-ray bursts. By the end of Summer 2004, our group had updated these reaction rates to include all published data up to September 2004, and cast the reaction rates into standard analytical and tabular formats with the assistance of Oak Ridge National Laboratory's computational infrastructure for reaction rates. Since September 2004, ongoing experiments on these two reactions have been completed, with our group's participation in both: {sup 21}Na(p,{gamma}){sup 22}Mg at the TRIUMF-ISAC laboratory (DRAGON collaboration), and 18Ne({alpha},p){sup 21}Na at Argonne National Laboratory (collaboration with Ernst Rehm, Argonne). The data from the former was subsequently published and included in our evaluation. Publication from the latter still awaits independent confirmation of the experimental results. Year 2 (2004-05): The 25Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma})14O reactions - For Year 2, we worked on evaluations of the {sup 25}Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma}){sup 14}O reactions, in accordance with our proposed deliverables and following similar standard procedures to those used in Year 1. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. This volume represents the total estimated costs for the W113 facility. Operating Contractor Management costs have been incorporated as received from WHC. The W113 Facility TEC is $19.7 million. This includes an overall project contingency of 14.4% and escalation of 17.4%. A January 2001 construction contract procurement start date is assumed.

    The overall objective of this research was to create new proton-conducting polymer electrolytes for use in energy conversion devices including hydrogen fuel cells that could operate at high temperatures (95-130 C) and under low relative humidity (< 50% RH) conditions. The new polymers were based on the fluoroalkylphosphonic and phosphinic acid (FPA) groups (see illustration below) which offer prospects for rapid proton transport by a proton-hopping mechanism similar to that which operates in phosphoric acid, a well-known proton-transporting electrolyte that is used in a class of hydrogen fuel cells that work well under the conditions noted above and are already commercially successful. The two specific project objectives were as follows: (1) synthesize and characterize new proton-conducting electrolytes based on the fluoroalkylphosphonic and phosphinic acid (FPA) functional groups; and (2) create and apply new computer models to study protonic conduction in FPA-based electrolytes. The project was successful in creating the desired polymer electrolytes and also a series of molecular model compounds which were used to study proton transport in FPA electrolytes in general. Computer models were created to study both structure and proton-transport dynamics in the electrolytes, particularly the molecular model compounds. Rapid proton transport by a hopping mechanism was found in many of the model compounds and correlations with transport rates with molecular structure were identified. Several polymeric analogs of FPA model compounds were prepared and studied, however FPA-based polymeric materials having very high protonic conductivities under either wet or dry conditions were not obtained. Several possible reasons for the failure of polymeric materials to exhibit the expected high protonic conductivities were identified, including a failure of the polymers to adopt the phase-separated secondary structure/morphology necessary for high proton conductivity, and an

    This report summarizes data collected in 1983 to evaluate habitat improvements in Deer, Camp, and Clear creeks, tributaries of the John Day River. The studies are designed to evaluate changes in abundance of spring chinook and summer steelhead due to habitat improvement projects and to contrast fishery benefits with costs of construction and maintenance of each project. Structure types being evaluated are: (1) log weirs, rock weirs, log deflectors, and in stream boulders in Deer Creek; (2) log weirs in Camp Creek; and (3) log weir-boulder combinations and introduced spawning gravel in Clear Creek. Abundance of juvenile steelhead ranged from 16% to 119% higher in the improved (treatment) area than in the unimproved (control) area of Deer Creek. However, abundance of steelhead in Camp Creek was not significantly different between treatment and control areas. Chinook and steelhead abundance in Clear Creek was 50% and 25% lower, respectively in 1983, than the mean abundance estimated in three previous years. The age structure of steelhead was similar between treatment and control areas in Deer and Clear creeks. The treatment area in Camp Creek, however, had a higher percentage of age 2 and older steelhead than the control. Steelhead redd counts in Camp Creek were 36% lower in 1983 than the previous five year average. Steelhead redd counts in Deer Creek were not made in 1983 because of high streamflows. Chinook redds counted in Clear Creek were 64% lower than the five year average. Surface area, volume, cover, and spawning gravel were the same or higher than the corresponding control in each stream except in Deer Creek where there was less available cover and spawning gravel in sections with rock weirs and in those with log deflectors, respectively. Pool:riffle ratios ranged from 57:43 in sections in upper Clear Creek with log weirs to 9:91 in sections in Deer Creek with rock weirs.     The Department of Energy (DOE) established the Office of Technology Development (EM-50) (OTD) as an element of Environmental Restoration and Waste Management (EM) in November, 1989. OTD has begun to search out, develop, test and demonstrate technologies that can now or in the future be applied to the enormous remediation problem now facing the DOE and the United States public in general. Technology demonstration projects have been designed to attack a separate problem as defined by DOE. The Heavy Metals Contaminated Soil Project was conceived to test and demonstrate off-the-shelf technologies (dominantly from the mining industry) that can be brought to bear on the problem of radionuclide and heavy metal contamination in soils and sediments. The Resource Recovery Project is tasked with identifying, developing, testing, and evaluating new and innovative technologies for the remediation of metal contaminated surface and groundwater. An innovative twist on this project is the stated goal of recovering the metals, formerly disposed of as a waste, for reuse and resale, thereby transforming them into a usable resource. Finally, the Dynamic Underground Stripping Project was developed to demonstrate and remediate underground spills of hydrocarbons from formations that are (1) too deep for excavation, and/or (2) require in-situ remediation efforts of long duration. This project has already been shown effective in reducing the time for remediation by conventional methods from an estimated 200 years at the Lawrence Livermore National Laboratory (LLNL) to less than one year. The savings in time and dollars from this technology alone can be immeasurable.

    This guidance document has two purposes: it provides guidance for writing site-specific long-term surveillance plans (LTSP) and it describes site surveillance, monitoring, and long-term care techniques for Title I disposal sites of the Uranium Mill Tailings Radiation Control Act (UMTRCA) (42 USC Section 7901 et seq.). Long-term care includes monitoring, maintenance, and emergency measures needed to protect public health and safety and the environment after remedial action is completed. This document applies to the UMTRCA-designated Title I disposal sites. The requirements for long-term care of the Title I sites and the contents of the LTSPs are provided in U.S. Nuclear Regulatory Commission (NRC) regulations (10 CFR Section 40.27) provided in Attachment 1.

    "The Bonneville Power Administration (BPA) prepared this environmental impact statement (EIS) to analyze the environmental impacts of implementing a Resource Contingency Program near Hermiston, Oregon, one of three proposed locations to carry out this program, which allows BPA to acquire power to supply to its customers if and when needed. In September 1993, BPA published a Notice of Intent to prepare an EIS on projects at three sites and in October 1993 held public scoping meetings at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. BPA concluded that publication of the final EIS should be separated into two documents, and presented the final analysis of the impacts of the other two sites in another document. This EIS addresses three proposed alternatives: the proposed action, no action, and other actions. The proposed action is the acquisition of power from both units optioned at the Hermiston Power Project Plant site (only if there is a need for power at a future date), or wheeling of power by BPA if another party acquires the output. This EIS addresses the environmental effects of constructing and operating both units under option for power delivery to BPA."

A major impetus to the work is that there is growing support for the view that two related forces will impact on future livability of Earth. The first is the finite supply of fossil fuels to power the Earth making it prudent to save this resource for the creation of useful chemicals. The second is that burning fossil fuels to generate power releases “greenhouse” gases into the atmosphere.     The mission of the MFRC Research and Development Program, is to provide technological advances in forensic science for the benefit of our regional partners as well as the forensic community at large. Key areas of forensic science need are identified through our interactions with our Midwest partners and our R&D advisory group, as well as through our participation in national meetings in forensic science. Under the sponsorship of the National Institute of Justice, the MFRC solicits proposals for the development of practical and useful technology, instrumentation, and methodology that address needs in areas related to forensic science and its application to operational crime laboratories. The MFRC facilitates proposal development by working to establish partnerships between researchers and our regional partners. The MFRC administers a peer-review of the proposals and then funds the selected projects at a cost of approximately $55,000 each, with a 12-month period of performance. The process for selection of these projects includes the following steps: (1) drafting of a call for proposals by MFRC staff, (2) review of the draft call by members of the R&D advisory committee, (3) review and approval of the call by NIJ, (4) issuance of the call to ISU, Ames Laboratory, regional partners, and research organizations, (5) receipt of proposals, (6) review of proposals by R&D advisory committee, (7) ranking and selection by MFRC staff using advisory committee reviews, with concurrence by NIJ, (8) notification of proposers, (9) receipt and review of progress reports by MFRC, (10) receipt and review of final reports by MFRC, R&D advisory committee, and NIJ. The decision to fund any specific project is based upon a peer-reviewed call-for-proposal system administered by the MFRC.     RLA Consulting (RLA) has been retained by the State of Hawaii Department of Business, Economic Development and Tourism (DBEDT) to conduct a Renewable Energy Resource Assessment and Development Program. This three-phase program is part of the Hawaii Energy Strategy (HES), which is a multi-faceted program intended to produce an integrated energy strategy for the State of Hawaii. The purpose of Phase 1 of the project, Development of a Renewable Energy Resource Assessment Plan, is to better define the most promising potential renewable energy projects and to establish the most suitable locations for project development in the state. In order to accomplish this goal, RLA has identified constraints and requirements for renewable energy projects from six different renewable energy resources: wind, solar, biomass, hydro, wave, and ocean thermal. These criteria were applied to areas with sufficient resource for commercial development and the results of Phase 1 are lists of projects with the most promising development potential for each of the technologies under consideration. Consideration of geothermal energy was added to this investigation under a separate contract with DBEDT. In addition to the project lists, a monitoring plan was developed with recommended locations and a data collection methodology for obtaining additional wind and solar data.     The Bonneville Power Administration (BPA) has statutory responsibilities to supply electrical power to its utility, industrial, and other customers in the Pacific Northwest. In 1990, to cover the outer range of potential load growth with new resources, BPA embarked upon the Resource Contingency Program (RCP). Instead of buying or building generating plants now, BPA has purchased options to acquire power later, if and when it is needed. The decision to acquire any of these option energy projects to fulfill statutory supply obligations will be influenced by Federal system load growth, the outcome of BPA`s Business Plan, required operational changes in Columbia-Snake River Hydroelectric facilities, and the loss of major generating resources. In September 1993, three option development agreements were signed with three proposed natural gas-fired, combined cycle combustion turbine CT projects near Chehalis and Satsop, Washington, and near Hermiston, Oregon. Together these three projects could supply BPA with 1,090 average megawatts (aMW) of power. Under these agreements, sponsors are obtaining permits and conducting project design work, and BPA is completing this EIS process. In September 1993, BPA published a Notice of Intent to prepare an environmental impact statement (EIS) on these three proposed gas-fired combustion turbine projects and held public scoping meetings in October 1993 at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995.     The objective of project was to develop MnBi based permanent magnet for high temperature application (~150°C). This objective is derived based on MnBi’s unique positive temperature dependence of coercivity, which is doubled from ~1 T at RT to ~2.5 T at 200°C. Because of its limited magnetization (<0.9 T at RT), the MnBi magnet is best suited to fill in the gap between rare earth based NdFeB-Dy or SmCo magnet (20 MGOe) and the AlNiCo magnet (10 MGOe) at 150°C. It is expected that if successfully developed, MnBi will effectively mitigate the world’s demand on Dy. Before this project, the highest LTP content in MnBi powder is about 90% if the quantity of the powder is less than 5 gram (using melt-spin method); or 80% if the quantity is greater than 100 gram (using conventional powder metallurgical method such as arc melting and annealing). After this project, large quantities (5kg/batch) with high LPT phase content (>92 wt%) can be routinely synthesized. This achievement is made possible by the newly developed synthesis method based on conventional metallurgical processing technique involving arc melting, two-stage ingot annealing, grinding, sieving, and vacuum annealing. Before this project, the finest powder particle size is about 35 μm with overall powder composition maintaining at about 85% LTP phase. The reason why LTP phase content is listed along with particle size is because LTP MnBi is easy to decompose when exposed to temperature higher than 350 °C. As result, only low energy ball milling can be used to refine the particle size; moreover, the ball milling time cannot exceed 4 hrs, or else the decomposed LTP MnBi phase will exceed 10%. After this project, the finest powder size is reduced to 1~5 μm while maintain the 90% LTP MnBi phase content. This achievement is made possible by a newly developed cryogenic ball milling system, which provides -70 °C ambient for the rolling container. Before this project, it is not clear if MnBi will

    Our study introduces a mixed integer linear fractional programming (MILFP) method to optimize conjunctive use of future surface water and groundwater resources under projected climate change scenarios. The conjunctive management model maximizes the ratio of groundwater usage to reservoir water usage. Future inflows to the reservoirs were estimated from the future runoffs projected through hydroclimate modeling considering the Variable Infiltration Capacity model, and 11 sets of downscaled Coupled Model Intercomparison Project phase 5 global climate model projections. Bayesian model averaging was adopted to quantify uncertainty in future runoff projections and reservoir inflow projections due to uncertain future climate projections. Optimizedmore » conjunctive management solutions were investigated for a water supply network in northern Louisiana which includes the Sparta aquifer. Runoff projections under climate change scenarios indicate that runoff will likely decrease in winter and increase in other seasons. Ultimately, results from the developed conjunctive management model with MILFP indicate that the future reservoir water, even at 2.5% low inflow cumulative probability level, could counterbalance groundwater pumping reduction to satisfy demands while improving the Sparta aquifer through conditional groundwater head constraint.« less

The scope includes all work in the Budget and Reporting categories of Program Integration (PI), Surveillance and Maintenance (S and M), and Deactivation/Compliance (D/C). The transition activities are necessary to bring the FFTF and related facilities to a safe deactivation state, while maintaining worker health and safety.     The purpose of this document is to report on the evaluation of geothermal resource potential on and around three different United States (U. S.) Air Force Bases (AFBs): Nellis AFB and Air Force Range (AFR) in the State of Nevada (see maps 1 and 5), Holloman AFB in the State of New Mexico (see map 2), and Mountain Home AFB in the State of Idaho (see map 3). All three sites are located in semi-arid parts of the western U. S. The U. S. Air Force, through its Air Combat Command (ACC) located at Langley AFB in the State of Virginia, asked the Federal Energy Management Program (FEMP) for technical assistance to conduct technical and feasibility evaluations for the potential to identify viable geothermal resources on or around three different AFBs. Idaho National Laboratory (INL) is supporting FEMP in providing technical assistance to a number of different Federal Agencies. For this report, the three different AFBs are considered one project because they all deal with potential geothermal resource evaluations. The three AFBs will be evaluated primarily for their opportunity to develop a geothermal resource of high enough quality grade (i.e., temperature, productivity, depth, etc.) to consider the possibility for generation of electricity through a power plant. Secondarily, if the resource for the three AFBs is found to be not sufficient enough for electricity generation, then they will be described in enough detail to allow the base energy managers to evaluate if the resource is suitable for direct heating or cooling. Site visits and meetings by INL personnel with the staff at each AFB were held in late FY-2009 and FY-2010. This report provides a technical evaluation of the opportunities and challenges for developing geothermal resources on and around the AFBs. An extensive amount of literature and geographic information was evaluated as a part of this assessment. Resource potential maps were developed for each of the AFBs.

    This quality assurance project plan (QAPjP) describes the measures that shall be taken to ensure that the environmental data collected during characterization and closure activities of Resource Conservation and Recovery Act (RCRA) Industrial Sites at the Nevada Test Site (NTS) are meaningful, valid, defensible, and can be used to achieve project objectives. These activities are conducted by the US Department of Energy Nevada Operations Office (DOE/NV) under the Nevada Environmental Restoration (ER) Project. The Nevada ER Project consists of environmental restoration activities on the NTS, Tonopah Test Range, Nellis Air Force Range, and eight sites in five other states. The RCRA Industrial Sites subproject constitutes a component of the Nevada ER Project. Currently, this QAPjP is limited to the seven RCRA Industrial Sites identified within this document that are to be closed under an interim status and pertains to all field-investigation, analytical-laboratory, and data-review activities in support of these closures. The information presented here supplements the RCRA Industrial Sites Project Management Plan and is to be used in conjunction with the site-specific subproject sampling and analysis plans.

    that deal with passenger vehicles--and with transportation in general--do not address the climate change component explicitly, and thus there are few GHG reduction goals that are included in these programs. Furthermore, there are relatively few protocols that exist for accounting for the GHG emissions reductions that arise from transportation and, specifically, passenger vehicle projects and programs. These accounting procedures and principles gain increased importance when a project developer wishes to document in a credible manner, the GHG reductions that are achieved by a given project or program. Section four of this paper outlined the GHG emissions associated with NGVs, both upstream and downstream, and section five illustrated the methodology, via hypothetical case studies, for measuring these reductions using different types of baselines. Unlike stationary energy combustion, GHG emissions from transportation activities, including NGV projects, come from dispersed sources creating a need for different methodologies for assessing GHG impacts. This resource guide has outlined the necessary context and background for those parties wishing to evaluate projects and develop programs, policies, projects, and legislation aimed at the promotion of NGVs for GHG emission reduction.

  5. Phase I Water Rental Pilot Project : Snake River Resident Fish and Wildlife Resources and Management Recommendations.

    The Idaho Water Rental Pilot Project was implemented as a part of the Non-Treaty Storage Fish and Wildlife Agreement (NTSA) between Bonneville Power Administration and the Columbia Basin Fish and Wildlife Authority. The goal of the project is to improve juvenile and adult salmon and steelhead passage in the lower Snake River with the use of rented water for flow augmentation. The primary purpose of this project is to summarize existing resource information and provide recommendations to protect or enhance resident fish and wildlife resources in Idaho with actions achieving flow augmentation for anadromous fish. Potential impacts of an annual flow augmentation program on Idaho reservoirs and streams are modeled. Potential sources of water for flow augmentation and operational or institutional constraints to the use of that water are identified. This report does not advocate flow augmentation as the preferred long-term recovery action for salmon. The state of Idaho strongly believes that annual drawdown of the four lower Snake reservoirs is critical to the long-term enhancement and recovery of salmon (Andrus 1990). Existing water level management includes balancing the needs of hydropower production, irrigated agriculture, municipalities and industries with fish, wildlife and recreation. Reservoir minimum pool maintenance, water quality and instream flows are issues of public concern that will be directly affected by the timing and quantity of water rental releases for salmon flow augmentation, The potential of renting water from Idaho rental pools for salmon flow augmentation is complicated by institutional impediments, competition from other water users, and dry year shortages. Water rental will contribute to a reduction in carryover storage in a series of dry years when salmon flow augmentation is most critical. Such a reduction in carryover can have negative impacts on reservoir fisheries by eliminating shoreline spawning beds, reducing available fish habitat

    The Clean Air Act of 1990 (CAA) mandated that all facilities classified as major were to obtain a Federal Title V operating permit. In addition, any facility, either major or minor, which emits certain chemicals or compounds above a specific single quantity limit or a total aggregate limit are subject to Title III requirements and are required to obtain a Title V permit as well. The problem with obtaining a Title V permit for Title III substances is there is limited data, at least for the utilities sources, on emission factors and emission rates for many of the Title III listed chemical compounds. In addition, the emission data that exists is very conservative, and if used, would show the facilities to be significant emitters of hazardous air emissions, while actual emissions are significantly less. This could lead a facility to applying for a Title V permit unnecessarily, a time consuming process at best. In Iowa, facilities submitted the first Title V permit applications in 1994. The Iowa Department of Natural Resources is currently in the process of reviewing the submittals prior to issuing operating permits. Title III has not been addressed at all in the submittals and therefore will not be included in this round of finished permits that are to be issued. The outcome of this is that the Title V permits will have to be opened and amended to include the applicable Title III operating conditions and constraints. This paper will examine the areas where Title III and Title V collide and the potential permitting and enforcement issues that will have to be faced by the facilities that operate under these permits.     The U.S. Army Forces Command (FORSCOM) has tasked the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory, to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Irwin. This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Irwin facility located near Barstow, California. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 16 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO and present the results of the life-cycle cost (LCC) analysis indicating the net present valve (NPV) and savings-to-investment ratio (SIR) of each ERO.

    This report describes FY 2006 technical studies conducted by the Chemical Biology and Nuclear Science Division (CBND) at Lawrence Livermore National Laboratory (LLNL) in support of the Hydrologic Resources Management Program (HRMP) and the Underground Test Area Project (UGTA). These programs are administered by the U.S. Department of Energy, National Nuclear Security Administration, Nevada Site Office (NNSA/NSO) through the Defense Programs and Environmental Restoration Divisions, respectively. HRMP-sponsored work is directed toward the responsible management of the natural resources at the Nevada Test Site (NTS), enabling its continued use as a staging area for strategic operations in support of national security. UGTA-funded work emphasizes the development of an integrated set of groundwater flow and contaminant transport models to predict the extent of radionuclide migration from underground nuclear testing areas at the NTS. The report is organized on a topical basis and contains four chapters that highlight technical work products produced by CBND. However, it is important to recognize that most of this work involves collaborative partnerships with the other HRMP and UGTA contract organizations. These groups include the Energy and Environment Directorate at LLNL (LLNL-E&E), Los Alamos National Laboratory (LANL), the Desert Research Institute (DRI), the U.S. Geological Survey (USGS), Stoller-Navarro Joint Venture (SNJV), and National Security Technologies (NSTec). Chapter 1 is a summary of FY 2006 sampling efforts at near-field 'hot' wells at the NTS, and presents new chemical and isotopic data for groundwater samples from four near-field wells. These include PM-2 and U-20n PS 1DDh (CHESHIRE), UE-7ns (BOURBON), and U-19v PS No.1ds (ALMENDRO).     A coalition of the Oregon wildlife agencies and tribes (the Oregon Wildlife Mitigation Coalition) have forged a cooperative effort to promote wildlife mitigation from losses to Oregon wildlife resources associated with the four mainstream Columbia River and the eight Willamette River Basin hydroelectric projects. This coalition formed a Joint Advisory Committee, made up of technical representatives from all of the tribes and agencies, to develop this report. The goal was to create a list of potential mitigation opportunities by priority, and to attempt to determine the costs of mitigating the wildlife losses. The information and analysis was completed for all projects in Oregon, but was gathered separately for the Lower Columbia and Willamette Basin projects. The coalition developed a procedure to gather information on potential mitigation projects and opportunities. All tribes, agencies and interested parties were contacted in an attempt to evaluate all proposed or potential mitigation. A database was developed and minimum criteria were established for opportunities to be considered. These criteria included the location of the mitigation site within a defined area, as well as other criteria established by the Northwest Power Planning Council. Costs were established for general habitats within the mitigation area, based on estimates from certified appraisers. An analysis of the cost effectiveness of various types of mitigation projects was completed. Estimates of operation and maintenance costs were also developed. The report outlines strategies for gathering mitigation potentials, evaluating them, determining their costs, and attempting to move towards their implementation.

    The U.S. Department of Energy (DOE) launched the Contract Reform Initiative in 1994 in order to improve the effectiveness and effkiency of managing major projects and programs. The intent of this initiative is to help DOE harness both technical and market forces to reduce the overall cost of accomplishing DOE's program goals. The new approach transfers greater risk to private contractors in order to develop incentives that align contractor performance with DOE's objectives. In some cases, this goal can be achieved through public-private partnerships wherein the govermhent and the contractor share risks associated with a project in a way that optimizes its economics. Generally, this requires that project risks are allocated to the party best equipped to manage and/or underwrite them. While the merits of privatization are well documented, the question of how privatized services should be financed is often debated. Given the cost of private sector equity and debt, it is difficult to ignore the lure of the government's "risk free" cost of capital. However, the source of financing for a project is an integral part of its overall risk allocation, and therefore, participation by the government as a financing source could alter the allocation of risks in the project, diminishing the incentive structure. Since the government's participation in the project's financing often can be a requirement for financial feasibility, the dilemma of structuring a role for the government without undermining the success of the project is a common and difficult challenge faced by policymakers around the world. However, before reverting to a traditional procurement approach where the government enters into a cost-plus risk profile, the government should exhaust all options that keep the private entity at risk for important aspects of the project. Government participation in a project can include a broad range of options and can be applied with precision to bridge a gap in the project

    California is on a path to increase utilization of renewable resources. California will need to integrate approximately 30,000 megawatts (MW) of new renewable generation in the next 20 years. Renewable resources are typically located in remote locations, not near the load centers. Nearly two/thirds or 20,000 MW of new renewable resources needed are likely to be delivered to Los Angeles Basin transmission gateways. Integration of renewable resources requires interconnection to the power grid, expansion of the transmission system capability between the backbone power grid and transmission gateways, and increase in delivery capacity from transmission gateways to the local load centers. To scope the transmission, operations, and reliability issues for renewables integration, this research focused on the Los Angeles Basin Area transmission gateways where most of new renewables are likely. Necessary actions for successful renewables integration include: (1) Expand Los Angeles Basin Area transmission gateway and nomogram limits by 10,000 to 20,000 MW; (2) Upgrade local transmission network for deliverability to load centers; (3) Secure additional storage, demand management, automatic load control, dynamic pricing, and other resources that meet regulation and ramping needed in real time operations; (4) Enhance local voltage support; and (5) Expand deliverability from Los Angeles to San Diego and Northern California.

These programs are administered by the U.S. Department of Energy, National Nuclear Security Administration, Nevada Site Office (NNSA/NSO) through the Defense Programs and Environmental Restoration Divisions, respectively. Chapter 1 describes recent hot well sampling efforts at the NTS, and presents the results of chemical and isotopic analyses of groundwater samples from six near-field wells. These include the Cambric (UE-5n), Bilby (U-3cn PS No.2), Bourbon (UE-7nS), Nash (UE-2ce), Tybo/Benham (ER-20-5 No.3), and Almendro (U-19v PS No.1ds) sites. The data generated by the hot well program is vital to the development and validation of contaminant transport models at the NTS. Chapter 2 discusses the results of xenon isotope measurements of groundwater samples from the six near-field wells described in Chapter 1. This work demonstrates that fission xenon is present in the water at levels that are readily measurable and highlights the significant differences in xenon concentrations and isotopic abundances at different sites. These differences provide insight into the early cooling history of nuclear test cavities, and may assist in predicting the distribution of the source term in the near-field environment.
