    A comprehensive analysis is presented of industrial markets potential for direct use of geothermal energy by a total of six industry sectors: food and kindred products; tobacco manufactures; textile mill products; lumber and wood products (except furniture); chemicals and allied products; and leather and leather products. A brief statement is presented regarding sectors of the economy and major manufacturing processes which can readily utilize direct geothermal energy. Previous studies on plant location determinants are summarized and appropriate empirical data provided on plant locations. Location determinants and potential for direct use of geothermal resources are presented. The data was gathered through interviews with 30 senior executives in the six sectors of economy selected for study. Probable locations of plants in geothermal resource areas and recommendations for geothermal resource marketing are presented. Appendix A presents factors which impact on industry location decisions. Appendix B presents industry executives interviewed during the course of this study. (MHR)

In some cases, the results have been very effective and in other cases, valiant attempts have fallen far short of their initial goals. The intent of this Task Committee is to provide a set of guidelines that discusses the concepts, methods and tools necessary for integrating and optimizing the management of the physical resources and to optimize and integrate programs, organizations, infrastructure, and socioeconomic institutions into comprehensive water resources management programs.

    This final report describes the activities of the Iowa State Mining and Mineral Resources Research Institute (ISMMRRI) at Iowa State University for the period July 1, 1989, to June 30, 1990. Activities include research in mining- and mineral-related areas, education and training of scientists and engineers in these fields, administration of the Institute, and cooperative interactions with industry, government agencies, and other research centers. During this period, ISMMRRI has supported research efforts to: (1) Investigate methods of leaching zinc from sphalerite-containing ores. (2) Study the geochemistry and geology of an Archean gold deposit and of a gold-telluride deposit. (3) Enchance how-quality aggregates for use in construction. (4) Pre-clean coal by triboelectric charging in a fluidized-bed. (5) Characterize the crystal/grain alignment during processing of yttrium-barium-copper-perovskite (1-2-3) superconductors. (5) Study the fluid inclusion properties of a fluorite district. (6) Study the impacts of surface mining on community planning. (7) Assess the hydrophobicity of coal and pyrite for beneficiation.     The benchmark goal that drives the report is to achieve a 20 percent reduction in carbon dioxide (CO{sub 2}) emissions in Colorado's electricity sector below 2005 levels by 2020. We refer to this as the '20 x 20 goal.' In discussing how to meet this goal, the report concentrates particularly on the role of utility-scale renewable energy and high-voltage transmission. An underlying recognition is that any proposed actions must not interfere with electric system reliability and should minimize financial impacts on customers and utilities. The report also describes the goals of Colorado's New Energy Economy5 - identified here, in summary, as the integration of energy, environment, and economic policies that leads to an increased quality of life in Colorado. We recognize that a wide array of options are under constant consideration by professionals in the electric industry, and the regulatory community. Many options are under discussion on this topic, and the costs and benefits of the options are inherently difficult to quantify. Accordingly, this report should not be viewed as a blueprint with specific recommendations for the timing, siting, and sizing of generating plants and high-voltage transmission lines. We convened the project with the goal of supplying information inputs for consideration by the state's electric utilities, legislators, regulators, and others as we work creatively to shape our electricity sector in a carbon-constrained world. The report addresses various issues that were raised in the Connecting Colorado's Renewable Resources to the Markets report, also known as the SB07-91 Report. That report was produced by the Senate Bill 2007-91 Renewable Resource Generation Development Areas Task Force and presented to the Colorado General Assembly in 2007. The SB07-91 Report provided the Governor, the General Assembly, and the people of Colorado with an assessment of the capability of Colorado's utility-scale renewable resources to contribute electric power in the state from 10 Colorado generation development areas (GDAs) that have the capacity for more than 96,000 megawatts (MW) of wind generation and 26,000 MW of solar generation. The SB07-91 Report recognized that only a small fraction of these large capacity opportunities are destined to be developed. As a rough comparison, 13,964 MW of installed nameplate capacity was available in Colorado in 2008. The legislature did not direct the SB07-91 task force to examine several issues that are addressed in the REDI report. These issues include topics such as transmission, regulation, wildlife, land use, permitting, electricity demand, and the roles that different combinations of supply-side resources, demand-side resources, and transmission can play to meet a CO{sub 2} emissions reduction goal. This report, which expands upon research from a wide array of sources, serves as a sequel to the SB07-91 Report. Reports and research on renewable energy and transmission abound. This report builds on the work of many, including professionals who have dedicated their careers to these topics. A bibliography of information resources is provided, along with many citations to the work of others. The REDI Project was designed to present baseline information regarding the current status of Colorado's generation and transmission infrastructure. The report discusses proposals to expand the infrastructure, and identifies opportunities to make further improvements in the state's regulatory and policy environment. The report offers a variety of options for consideration as Colorado seeks pathways to meet the 20 x 20 goal. The primary goal of the report is to foster broader discussion regarding how the 20 x 20 goal interacts with electric resource portfolio choices, particularly the expansion of utility-scale renewable energy and the high-voltage transmission infrastructure. The report also is intended to serve as a resource when identifying opportunities stemming from the American Recovery and Reinvestment Act of 2009.

    This work introduces a model of Future Technology Transformations for the power sector (FTT:Power), a representation of global power systems based on market competition, induced technological change (ITC) and natural resource use and depletion. It is the first component of a family of sectoral bottom-up models of technology, designed for integration into the global macroeconometric model E3MG. ITC occurs as a result of technological learning produced by cumulative investment and leads to highly nonlinear, irreversible and path dependent technological transitions. The model uses a dynamic coupled set of logistic differential equations.     In late 1987, the Interagency Research Animal Committee (IRAC) requested that the Institute of Laboratory Animal Resources (ILAR), National Research Council (NRC), National Academy of Sciences, reestablish US national membership in the International Council for Laboratory Animal Science (ICLAS). The ICLAS is the only worldwide organization whose goal is to foster the humane use of animals in medical research and testing. ILAR`s Mission Statement reflects its commitment to producing highly respected documents covering a wide range of scientific issues, including databases in genetic stocks, species specific management guides, guidelines for humane care of animals, and position papers on issues affecting the future of the biological sciences. As such, ILAR is recognized nationally and internationally as an independent, scientific authority in the development of animal sciences in biomedical research.

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. Numerous tables and figures illustrating the technical potential for demand-side management are included.

We describe them within recently developed strategies of introducing iterative sector decompositions. We show that Speer sectors are reproduced within one of the existing strategies.

    Coal is our largest domestic energy resource with recoverable reserves estimated at 268 billion short tons or 5.896 quads Btu equivalent. This is approximately 95 percent of US fossil energy resources. It is relatively inexpensive to mine, and on a per Btu basis it is generally much less costly to produce than other energy sources. Its chief drawbacks are the environmental, health and safety concerns that must be addressed in its production and consumption. Historically, coal has played a major role in US energy markets. Coal fueled the railroads, heated the homes, powered the factories. and provided the raw materials for steel-making. In 1920, coal supplied over three times the amount of energy of oil, gas, and hydro combined. From 1920 until the mid 1970s, coal production remained fairly constant at 400 to 600 million short tons a year. Rapid increases in overall energy demands, which began during and after World War II were mostly met by oil and gas. By the mid 1940s, coal represented only half of total energy consumption in the US. In fact, post-war coal production, which had risen in support of the war effort and the postwar Marshall plan, decreased approximately 25 percent between 1945 and 1960. Coal demand in the post-war era up until the 1970s was characterized by increasing coal use by the electric utilities but decreasing coal use in many other markets (e.g., rail transportation). The oil price shocks of the 1970s, combined with natural gas shortages and problems with nuclear power, returned coal to a position of prominence. The greatly expanded use of coal was seen as a key building block in US energy strategies of the 1970s. Coal production increased from 613 million short tons per year in 1970 to 950 million short tons in 1988, up over 50 percent.

    Higher Education Institutions (HEIs) are often the size of small municipalities. Worldwide, the higher education (HE) sector has expanded phenomenally; for example, since the 1960s, the United Kingdom (UK) HE system has expanded sixfold to >2.4 million students. As a consequence, the overall production of waste at HEIs throughout the world is very large and presents significant challenges as the associated legislative, economic and environmental pressures can be difficult to control and manage. This paper critically reviews why sustainable waste management has become a key issue for the worldwide HE sector to address and describes some of the benefits, barriers, practical and logistical problems. As a practical illustration of some of the issues and problems, the four-phase waste management strategy developed over 15 years by one of the largest universities in Southern England - the University of Southampton (UoS) - is outlined as a case study. The UoS is committed to protecting the environment by developing practices that are safe, sustainable and environmentally friendly and has developed a practical, staged approach to manage waste in an increasingly sustainable fashion. At each stage, the approach taken to the development of infrastructure (I), service provision (S) and behavior change (B) is explained, taking into account the Political, Economic, Social, Technological, Legal and Environmental (PESTLE) factors. Signposts to lessons learned, good practice and useful resources that other institutions - both nationally and internationally - can access are provided. As a result of the strategy developed at the UoS, from 2004 to 2008 waste costs fell by around Pounds 125k and a recycling rate of 72% was achieved. The holistic approach taken - recognizing the PESTLE factors and the importance of a concerted ISB approach - provides a realistic, successful and practical example for other institutions wishing to effectively and sustainably manage their waste.

    A simple Lagrangian with squared covariant divergence of a vector field as a kinetic term turned out an adequate tool for macroscopic description of the dark sector. The zero-mass field acts as the dark energy. Its energy-momentum tensor is a simple additive to the cosmological constant. Massive fields {\\phi}_{I} with {\\phi}^{K}{\\phi}_{K}0 describe two different forms of dark matter. The space-like ({\\phi}^{K}{\\phi}_{K}0) massive field displays repulsive elasticity. In balance with dark energy and ordinary matter it provides a four parametric diversity of regular solutions of the Einstein equations describing different possible cosmological and oscillating non-singular scenarios of evolution of the universe. In particular, the singular big bang turns into a regular inflation-like transition from contraction to expansion with the accelerate expansion at late times. The fine-tuned Friedman-Robertson-Walker singular solution is a particular limiting case at the boundary of existence of regular oscillating solutions in the absence of vector fields. The simplicity of the general covariant expression for the energy-momentum tensor allows to display the main properties of the dark sector analytically and avoid unnecessary model assumptions.

    The continuing growth of China's electricity sector will affect global environmental and economic sustainability due to its impacts on greenhouse gas emissions and global resource depletion. In 2005, the generation of electricity in China resulted in the emissions of 2290 million metric tonnes of carbon dioxide (approximately 53% of the nation's total) and required 779 million metric tonnes of coal (approximately 50% of China's total coal consumption). These figures are expected to increase with China's economic growth. In order to gauge the range in which fuel consumption and CO{sub 2} emissions could grow a scenario-based conceptual model has been developed by the authors (published in this journal). The application and analysis of this shows that under a business as usual (BAU) scenario, electricity generation could contribute upwards of 56% of China's energy related greenhouse gas emissions by 2020. Meanwhile, consumption of coal will also increase, growing to nearly 60% of total national demand by 2020. However, variations in a number of key drivers could produce significant deviation from the BAU scenario. With accelerated economic output, even with greater technological advances and greater potential to bring natural gas on stream, carbon dioxide emissions would rise 10% above the BAU. Alternatively, in a scenario where China's economy grows at a tempered pace, less investment would be available for advanced technologies, developing natural gas infrastructure, or nuclear energy. In this scenario, reduced economic growth and electricity demand would thereby be countered by reduced efficiency and a higher contribution of coal.

Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAPs current investment time horizon.     This paper describes a computable general equilibrium (CGE) model with considerable sector and technology detail, the ``All Modular Industry Growth Assessment'' Model (AMIGA). It is argued that a detailed model is important to capture and understand the several rolls that energy plays within the economy. Fundamental consumer and industrial demands are for the services from energy; hence, energy demand is a derived demand based on the need for heating, cooling mechanical, electrical, and transportation services. Technologies that provide energy-services more efficiently (on a life cycle basis), when adopted, result in increased future output of the economy and higher paths of household consumption. The AMIGA model can examine the effects on energy use and economic output of increases in energy prices (e.g., a carbon charge) and other incentive-based policies or energy-efficiency programs. Energy sectors and sub-sector activities included in the model involve energy extraction conversion and transportation. There are business opportunities to produce energy-efficient goods (i.e., appliances, control systems, buildings, automobiles, clean electricity). These activities are represented in the model by characterizing their likely production processes (e.g., lighter weight motor vehicles). Also, multiple industrial processes can produce the same output but with different technologies and inputs. Secondary recovery, i.e., recycling processes, are examples of these multiple processes. Combined heat and power (CHP) is also represented for energy-intensive industries. Other modules represent residential and commercial building technologies to supply energy services. All sectors of the economy command real resources (capital services and labor).

    This report summarizes the responses to a mail survey sent to superintendents and other administrators of public school districts. The survey was part of an evaluation project for the USDOE Institutional Conservation Program (ICP). The goal of the project is to identify the most successful energy conservation measures (equipment and activities) available to the institutional buildings sector. To accomplish this goal, four specific research objectives were defined: To determine the impact of the ICP grants program on fostering energy efficiency and saving energy; to determine key characteristics of institutional conservation efforts outside the federal program; To determine the technical, organizational, and Institutional conditions that create the opportunity for energy conservation measures (ECMS) to be most effective; and to identify key technology transfer opportunities. This report focuses on those characteristics of school districts (and the schools within those districts) that might influence the identification, implementation, operation, and impacts of institutional energy conservation efforts. Information about institutional characteristics was gathered through a mail survey of public school districts and private schools. The first mailing resulted in responses from 90 of the 823 public school districts selected through a combination cluster-and-stratification sampling technique and 64 of the 1,700 private schools selected as a stratified random sample. Remaining project resources were used to collect data to achieve a statistically sound sample of a total of 250 public school districts by telephone interviews. In doing so, some questions had to be dropped. Responses from both the mall surveys and the telephone interviews of public school districts were combined into one data set. This report describes results for all 250 districts.

    The mission of the California Institute for Energy Efficiency (CIEE) is to coordinate, plan, and implement a statewide program of medium- to long-term (five to fifteen years) applied research aimed at advancing the energy efficiency and productivity of all end-use sectors in California. The focus of CIEE's multiyear research and development (R D) program is to benefit California's ratepayers within the context of the state's energy, environmental, and economic needs and priorities. This context includes the current research efforts of CIEE's sponsors, of significant national R D organizations, and of industry. CIEE's 1992--1996 Multiyear Research Plan guides the Institute's research development, research management, and technology transfer efforts. The Plan briefly describes CIEE's current R D program and introduces potential R D initiatives that are responsive to California's unmet energy efficiency needs. In 1992, CIEE is planning, funding, and managing $5 million in multiyear research, exploratory research, Director's discretionary research, and technology transfer activities. The Institute's 1992 effort includes $3.6 million in multiyear research conducted in the Building Energy Efficiency, Air Quality Impacts of Energy Efficiency, and End-Use Resource Planning programs and $1 million in exploratory and Director's discretionary research. During the period 1992 to 1996, CIEE will continue to conduct energy efficiency R D that will secure sustainable, affordable energy for California while improving the state's economy and environment.

    This report summarizes the results and the assumptions used in an analysis of the potential lost efficiency opportunities in the buildings sector. These targets of opportunity are those end-uses, applications, practices, and portions of the buildings market which are not currently being addressed, or addressed fully, by the Building Technologies Program (BTP) due to lack of resources. The lost opportunities, while a significant increase in effort and impact in the buildings sector, still represent only a small portion of the full technical potential for energy efficiency in buildings.

    The HBCU/MI ET Consortium was established in January 1990, through a Memorandum of Understanding (MOU) among its member institutions. This group of research oriented Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) agreed to work together to initiate or revise education programs, develop research partnerships with public and private sector organizations, and promote technology development to address the nation`s critical environmental contamination problems. The Consortium`s Research, Education and Technology Transfer (RETT) Plan became the working agenda. The Consortium is a resource for collaboration among the member institutions and with federal an state agencies, national and federal laboratories, industries, (including small businesses), majority universities, and two and four-year technical colleges. As a group of 17 institutions geographically located in the southern US, the Consortium is well positioned to reach a diverse group of women and minority populations of African Americans, Hispanics and American Indians. This Report provides a status update on activities and achievements in environmental curriculum development, outreach at the K--12 level, undergraduate and graduate education, research and development, and technology transfer.

    Lawrence Berkeley National Laboratory (LBNL) is developing a computer model and spreadsheet tool for the United States Environmental Protection Agency (EPA) to help estimate the water savings attributable to their WaterSense program. WaterSense has developed a labeling program for three types of plumbing fixtures commonly used in commercial and institutional settings: flushometer valve toilets, urinals, and pre-rinse spray valves. This National Water Savings-Commercial/Institutional (NWS-CI) model is patterned after the National Water Savings-Residential model, which was completed in 2008. Calculating the quantity of water and money saved through the WaterSense labeling program requires three primary inputs: (1) the quantity of a given product in use; (2) the frequency with which units of the product are replaced or are installed in new construction; and (3) the number of times or the duration the product is used in various settings. To obtain the information required for developing the NWS-CI model, LBNL reviewed various resources pertaining to the three WaterSense-labeled commercial/institutional products. The data gathered ranged from the number of commercial buildings in the United States to numbers of employees in various sectors of the economy and plumbing codes for commercial buildings. This document summarizes information obtained about the three products' attributes, quantities, and use in commercial and institutional settings that is needed to estimate how much water EPA's WaterSense program saves.

    This paper presents a comprehensive statistical review of data obtained from a wide range of literature on the most widely used electrical appliances in the UK residential load sector. It focuses on individual appliances and begins by consideration of the electrical operations performed by the load. This approach allows for the loads to be categorised based on the electrical characteristics, and also provides information on the reactive power characteristics of the load, which is often neglected from standard consumption statistics. This data is particularly important for power system analysis. In addition to this, device ownership statistics and probability distribution functions of power demand are presented for the main residential loads. Although the data presented is primarily intended as a resource for the development of load profiles for power system analysis, it contains a large volume of information which provides a useful database for the wider research community.

    The Geothermal Resource Assessment Program of the Hawaii Institute of Geophysics has conducted a series of geochemical and geophysical surveys throughout the State of Hawaii since February 1978. The results compiled during this study have been used to prepare a map of potential geothermal resource areas throughout the state. Approximately thirteen separate locations on three islands have been studied in detail. Of these, four areas are known to have direct evidence of a geothermal anomaly (Kilauea East Rift Zone, Kilauea Southwest Rift Zone, Kawaihae, and Olowalu-Ukumehame) and three others are strongly suspected of having at least a low-temperature resource (Hualalai west flank, Haleakala Southwest Rift, and Lualualei Valley). In the remainder of the areas surveyed, the data obtained either were contradictory or gave no evidence of a geothermal resource.

  18. Laser experiments explore the hidden sector

    Recently, the laser experiments BMV and GammeV, searching for light shining through walls, have published data and calculated new limits on the allowed masses and couplings for axion-like particles. In this note we point out that these experiments can serve to constrain a much wider variety of hidden-sector particles such as, e.g., minicharged particles and hidden-sector photons. The new experiments improve the existing bounds from the older BFRT experiment by a factor of two. Moreover, we use the new PVLAS constraints on a possible rotation and ellipticity of light after it has passed through a strong magnetic field to constrain pure minicharged particle models. For masses <~0.05 eV, the charge is now restricted to be less than (3-4)x10^(-7) times the electron electric charge. This is the best laboratory bound and comparable to bounds inferred from the energy spectrum of the cosmic microwave background.

    In extensions of the standard model with a heavy fourth generation one important question is what makes the fourth-generation lepton sector, particularly the neutrinos, so different from the lighter three generations. We study this question in the context of models of electroweak symmetry breaking in warped extra dimensions, where the flavor hierarchy is generated by the localization of the zero-mode fermions in the extra dimension. In this setup the Higgs sector is localized near the infrared brane, whereas the Majorana mass term is localized at the ultraviolet brane. As a result, light neutrinos are almost entirely Majorana particles, whereas the fourth generation neutrino is mostly a Dirac fermion. We show that it is possible to obtain heavy fourth-generation leptons in regions of parameter space where the light neutrino masses and mixings are compatible with observation. We study the impact of these bounds, as well as the ones from lepton flavor violation, on the phenomenology of these models.

    We consider dark sector particles (DSPs) that obtain sizeable interactions with Standard Model fermions from a new mediator. While these particles can avoid observation in direct detection experiments, they are strongly constrained by LHC measurements. We demonstrate that there is an important complementarity between searches for DSP production and searches for the mediator itself, in particular bounds on (broad) dijet resonances. This observation is crucial not only in the case where the DSP is all of the dark matter but whenever - precisely due to its sizeable interactions with the visible sector - the DSP annihilates away so efficiently that it only forms a dark matter subcomponent. To highlight the different roles of DSP direct detection and LHC monojet and dijet searches, as well as perturbativity constraints, we first analyse the exemplary case of an axial-vector mediator and then generalise our results.     The lack of utility metering in the federal sector has hampered introduction of direct billing of individual activities at most military installations. Direct billing will produce accountability for the amount of energy used and is a positive step toward self-directed energy conservation. For many installations, automatic meter reading (AMR) is a cost-effective way to increase the number of meters while reducing labor requirements and providing energy conservation analysis capabilities. The communications technology used by some of the AMR systems provides other demand-side management (DSM) capabilities. This paper summarizes the characteristics and relative merits of several AMR/DSM technologies that may be appropriate for the federal sector. A case study of an AMR system being installed at Fort Irwin, California, describes a cost-effective two-way radio communication system used for meter reading and load control.

    We consider a modification of the Fukuyama-Nishiura texture and compare it to the precision quark flavour data, finding that it fits the data very well but at the cost of accidental cancelations between parameters.     Highlights: Reviewed emerging trends in Informal Sector Recycling (ISR) in developing countries. In some countries we found that ISR is the key factor in the recycling of waste materials. Overall impact of ISR upon the urban economy and environment is positive. In some instances ISR subsidises large areas of the formal sector. Ignoring the informal sector could result in unsustainable interventions. - Abstract: Optimistic estimates suggest that only 3070% of waste generated in cities of developing countries is collected for disposal. As a result, uncollected waste is often disposed of into open dumps, along the streets or into water bodies. Quite often, this practice induces environmental degradation and public health risks. Notwithstanding, such practices also make waste materials readily available for itinerant waste pickers. These scavengers as they are called, therefore perceive waste as a resource, for income generation. Literature suggests that Informal Sector Recycling (ISR) activity can bring other benefits such as, economic growth, litter control and resources conservation. This paper critically reviews trends in ISR activities in selected developing and transition countries. ISR often survives in very hostile social and physical environments largely because of negative Government and public attitude. Rather than being stigmatised, the sector should be recognised as an important element for achievement of sustainable waste management in developing countries. One solution to this problem could be the integration of ISR into the formal waste management system. To achieve ISR integration, this paper highlights six crucial aspects from literature: social acceptance, political will, mobilisation of cooperatives, partnerships with private enterprises, management and technical skills, as well as legal protection measures. It is important to note that not every country will have the wherewithal to achieve social inclusion and so the level of integration must be flexible. In addition, the structure of the ISR should not be based on a universal model but should instead take into account local contexts and conditions.

    Organizations, both public and private sector, are increasingly pursuing strategies to reduce their energy use and increase sustainability. Whether these efforts are based on economic rationale, community spirit, environmental ethics, federal mandates, or other reasons, they predominantly feature strategies that rely on new technologies. If there is any focus on behavior change, it is typically addressed to changing individual behavior. While we recognize the importance and limitations of the role of individual behavior in promoting sustainability goals, we are more interested in the role of institutional behavior. We have reviewed the small but growing literature on institutional behavior change, and have identified eight evidence-based principles as a guide for federal agencies to take action. This article presents the principles and illustrates them with examples to suggest ways that they can serve as models for others.
