    Hanford's DOE offices are responsible for one of the largest nuclear cleanup efforts in the world, cleaning up the legacy of nearly five decades of nuclear weapons production. Nowhere in the DOE Complex is cleanup more challenging than at the Hanford Site in southeastern Washington. Hanford cleanup entails remediation of hundreds of large complex hazardous waste sites; disposition of nine production reactors and the preservation of one as a National Historic Landmark; demolition of hundreds of contaminated facilities including five enormous process canyons; remediation of billions of gallons of contaminated groundwater; disposition of millions of tons of low-level, mixed low-level, and transuranic waste; disposition of significant quantities of special nuclear material; storage and ultimate disposition of irradiated nuclear fuel; remediation of contamination deep in the soil that could impact groundwater; decontamination and decommissioning of hundreds of buildings and structures; and treatment of 56 million gallons of radioactive waste in 177 large underground tanks through the construction of a first-of-its-kind Waste Treatment Plant. Cleanup of the Hanford Site is a complex and challenging undertaking. The DOE Richland Operations Office has a vision and a strategy for completing Hanford's cleanup including the transition to post-cleanup activities. Information on the strategy is outlined in the Hanford Site Completion Framework. The framework describes three major components of cleanup - River Corridor, Central Plateau, and Tank Waste. It provides the context for individual cleanup actions by describing the key challenges and approaches for the decisions needed to complete cleanup. The U.S. Department of Energy (DOE), as regulated by the U.S. Environmental Protection Agency (EPA) and Washington State Department of Ecology (Ecology), is implementing a strategy to achieve final cleanup decisions for the River Corridor portion of the Hanford Site. The DOE Richland Operations Office (RL) and DOE Office of River Protection (ORP) have prepared this document to describe the strategy and to begin developing the approach for making cleanup decisions for the remainder of the Hanford Site. DOE's intent is that the Completion Framework document will facilitate dialogue among the Tri-Parties and with Hanford's diverse interest groups, including Tribal Nations, State of Oregon, Hanford Advisory Board, Natural Resource Trustees, and the public. Future cleanup decisions will be enhanced by an improved understanding of the challenges facing cleanup and a common understanding of the goals and approaches for cleanup completion. The overarching goals for cleanup are sevenfold. - Goal 1: Protect the Columbia River. - Goal 2: Restore groundwater to its beneficial use to protect human health, the environment, and the Columbia River. - Goal 3: Clean up River Corridor waste sites and facilities to: Protect groundwater and the Columbia River. Shrink the active cleanup footprint to the Central Plateau, and support anticipated future uses of the land. - Goal 4: Clean up Central Plateau waste sites, tank farms, and facilities to: Protect groundwater. Minimize the footprint of areas requiring long-term waste management activities. Support anticipated future uses of the land. - Goal 5: Safely manage and transfer legacy materials scheduled for off-site disposition including special nuclear material (including plutonium), spent nuclear fuel, transuranic waste, and immobilized high-level waste. - Goal 6: Consolidate waste treatment, storage, and disposal operations on the Central Plateau. - Goal 7: Develop and implement institutional controls and long-term stewardship activities that protect human health, the environment, and Hanford's unique cultural, historical and ecological resources after cleanup activities are completed. These goals embody more than 20 years of dialogue among the Tri-Party Agencies, Tribal Nations, State of Oregon, stakeholders, and the public. They carry forward key values captured in forums such as the Hanford Future Site Uses

    In an attempt to bring forth increased efficiency and effectiveness in assessing transportation risks associated with radioactive materials or wastes, the U.S. Department of Energy's (DOE's) National Transportation Program (NTP) published a resource handbook in 2002. The handbook draws from the broad technical expertise among DOE national laboratories and industry, which reflects the extensive experience gained from DOE's efforts in conducting assessments (i.e., environmental impact assessments) within the context of the National Environmental Policy Act (NEPA) in the past 20 years. The handbook is intended to serve as a primary source of information regarding the approach and basis for conducting transportation risk assessments under normal or accidental conditions that are associated with shipping radioactive materials or wastes. It is useful as a reference to DOE managers, NEPA assessors, technical analysts, contractors, and also stakeholders. It provides a summary of pertinent U.S. policies and regulations on the shipment of radioactive materials, existing guidance on preparing transportation risk assessments, a review of previous transportation risk assessments by DOE and others, a description of comprehensive and generally accepted transportation risk assessment methodologies, and a compilation of supporting data, parameters, and assumptions. The handbook also provides a discussion paper on an issue that has been identified as being important in the past. The discussion paper focuses on cumulative impacts, illustrating the ongoing evolution of transportation risk assessment. The discussion may be expanded in the future as emerging issues are identified. The handbook will be maintained and periodically updated to provide current and accurate information.

    Total intensity magnetic anomaly data acquired as a supplement to radiometric data in the DOE National Uranium Resource Evaluation (NURE) Program are useful in preparing regional profile and contour maps. Survey-contractor-supplied magnetic anomaly data are subjected to a multiprocess, computer-based procedure which prepares these data for presentation. This procedure is used to produce the following machine plotted maps of National Topographic Map Series quadrangle units at a 1:250,000 scale: (1) profile map of contractor-supplied magnetic anomaly data, (2) profile map of high-cut filtered data with contour levels of each profile marked and annotated on the associated flight track, (3) profile map of critical-point data with contour levels indicated, and (4) contour map of filtered and selected data. These quadrangle maps are supplemented with a range of statistical measures of the data which are useful in quality evaluation.

    The DOETRAN model is a DSM database manager, developed to act as an intermediary between the whole building energy simulation model, DOE-2, and the DBEDT DSM Forecasting Model. DOETRAN accepts output data from DOE-2 and TRANslates that into the format required by the forecasting model. DOETRAN operates in the Windows environment and was developed using the relational database management software, Paradox 5.0 for Windows. It is not necessary to have any knowledge of Paradox to use DOETRAN. DOETRAN utilizes the powerful database manager capabilities of Paradox through a series of customized user-friendly windows displaying buttons and menus with simple and clear functions. The DOETRAN model performs three basic functions, with an optional fourth. The first function is to configure the user`s computer for DOETRAN. The second function is to import DOE-2 files with energy and loadshape data for each building type. The third main function is to then process the data into the forecasting model format. As DOETRAN processes the DOE-2 data, graphs of the total electric monthly impacts for each DSM measure appear, providing the user with a visual means of inspecting DOE-2 data, as well as following program execution. DOETRAN provides three tables for each building type for the forecasting model, one for electric measures, gas measures, and basecases. The optional fourth function provided by DOETRAN is to view graphs of total electric annual impacts by measure. This last option allows a comparative view of how one measure rates against another. A section in this manual is devoted to each of the four functions mentioned above, as well as computer requirements and exiting DOETRAN.

    The OPEC oil embargo of 1973-1974 brought the nation to a realization of the importance and necessity for collection and analysis of energy data. The Maine Office of Energy Resources, (OER), has the responsibility to establish and implement energy policies in Maine. The Weekly Price Monitoring System, (PMS), has been developed and implemented to assist energy planners in Maine. This survey is used to analyze home heating oil price trends and as a public relations tool in response to inquiries from citizens, other federal, state and local agencies and the Governors Office. This report will describe the PMS and results obtained from this system during the period starting December 12, 1978 and ending June 4, 1979, (26 weeks). Also the price of home heating oil on November 1, 1978 is given as required in agreement number DE-FC01-79EI10157 between the US Department of Energy and the Maine Office of Energy Resources.

    The U.S. Department of Energy (DOE) has a rich history of significant contributions to geospatial science spanning the past four decades. In the early years, work focused on basic research, such as development of algorithms for processing geographic data and early use of LANDSAT imagery. The emphasis shifted in the mid-1970s to development of geographic information system (GIS) applications to support programs such as the National Uranium Resource Evaluation (NURE), and later to issue-oriented GIS applications supporting programs such as environmental restoration and management (mid-1980s through present). Throughout this period, the DOE national laboratories represented a strong chorus of voices advocating the importance of geospatial science and technology in the decades to come. The establishment of a Geospatial Science Program by the DOE Office of the Chief Information Officer in 2005 reflects the continued potential of geospatial science to enhance DOE's science, projects, and operations, as is well demonstrated by historical analysis.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The U.S. Department of Energy (DOE) owns and manages a wide range of ecological resources. During the next 30 years, DOE Headquarters and Field Offices will make land-use planning decisions and conduct environmental remediation and restoration activities in response to federal and state statutes. This document fulfills, in part, DOE`s need to know what types of ecological resources it currently owns and manages by synthesizing information on the types and locations of ecological resources at 10 DOE sites: Hanford Site, Idaho National Engineering Laboratory, Lawrence Livermore National Laboratory, Sandia National Laboratory, Rocky Flats Plant, Los Alamos National Laboratory, savannah River Site, Oak Ridge National Laboratory, Argonne National Laboratory, and Fernald Environmental Management Project. This report summarizes information on ecosystems, habitats, and federally listed threatened, endangered, and candidate species that could be stressed by contaminants or physical activity during the restoration process, or by the natural or anthropogenic transport of contaminants from presently contaminated areas into presently uncontaminated areas. This report also provides summary information on the ecosystems, habitats, and threatened and endangered species that exist on each of the 10 sites. Each site chapter contains a general description of the site, including information on size, location, history, geology, hydrology, and climate. Descriptions of the major vegetation and animal communities and of aquatic resources are also provided, with discussions of the treatened or endangered plant or animal species present. Site-specific ecological issues are also discussed in each site chapter. 106 refs., 11 figs., 1 tab.

    As a federal agency, the US Department of Energy (DOE) has been directed by Congress and the President to provide leadership in the preservation of prehistoric, historical, and cultural resources on lands it administers, to manage these in a spirit of stewardship for future generations, and to protect and preserve the rights of Native Americans to religious freedom. The purpose of this document is to describe how the DOE-Richland Operations (DOE-RL) will meet those responsibilities on the Hanford Site, pursuant to guidelines for Agency Responsibilities under the Historic Preservation Act (FR 53:31, February 17, 1988). This document is intended for multiple uses. Among other things, the text is designed as a manual for cultural resource managers to follow and as an explanation of the process of cultural resource regulatory compliance for the DOE-RL and Site contractors. 10 refs., 17 figs., 11 tabs.

As a federal agency, the Department of Energy, Idaho Operations Office (DOE-ID) has legal responsibility for the management and protection of the resources and has contracted these responsibilities to Battelle Energy Alliance (BEA). The BEA professional staff is committed to maintaining a cultural resource management program that accepts the challenge of preserving INL cultural resources in a manner reflecting their importance in local, regional, and national history. This report is intended as a stand-alone document that summarizes activities performed by the INL Cultural Resource Management Office (CRMO) staff during fiscal year 2011. This work is diverse, far-reaching and though generally confined to INL cultural resource compliance, also includes a myriad of professional and voluntary community activities.     All of the research and human resource development projects were systemic in nature with real potential for becoming self sustaining. They concentrated on building permanent structure, such as faculty expertise, research equipment, the SEM Minority Center, and the School of Environment and Natural Resources. It was the intent of the DOE/EPSCoR project to permanently change the way Wyoming does business in energy-related research, human development for science and engineering careers, and in relationships between Wyoming industry, State Government and UW. While there is still much to be done, the DOE/EPSCoR implementation award has been successful in accomplishing that change and enhancing UW's competitiveness associated with coal utilization, electrical energy efficiency, and environmental remediation.

    This report assesses the ecological risks of the Department of Energy`s (DOE) Environmental Restoration Program. The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. It attempts to (1) characterize the ecological resources present on DOE facilities, (2) describe the occurrence and importance of ecologically significant contamination at major DOE facilities, (3) evaluate the adverse ecological impacts of habitat disturbance caused by remedial activities, and (4) determine whether one or another of the programmatic alternatives is clearly ecologically superior to the others. The assessment focuses on six representative facilities: the Idaho National Engineering Laboratory (INEL); the Fernald Environmental Management Project (FEMP); the Oak Ridge Reservation (ORR), including the Oak Ridge National Laboratory (ORNL), Y-12 plant, and K-25 plant; the Rocky Flats Plant; the Hanford Reservation; and the Portsmouth Gaseous Diffusion Plant.

    This year`s Information Technology Resources Assessment (ITRA) is something of a departure from traditional practice. Past assessments have concentrated on developments in fundamental technology, particularly with respect to hardware. They form an impressive chronicle of decreasing cycle times, increasing densities, decreasing costs (or, equivalently, increasing capacity and capability per dollar spent), and new system architectures, with a leavening of operating systems and languages. Past assessments have aimed -- and succeeded -- at putting information technology squarely in the spotlight; by contrast, in the first part of this assessment, we would like to move it to the background, and encourage the reader to reflect less on the continuing technological miracles of miniaturization in space and time and more on the second- and third-order implications of some possible workplace applications of these miracles. This Information Technology Resources Assessment is intended to provide a sense of technological direction for planners in projecting the hardware, software, and human resources necessary to support the diverse IT requirements of the various components of the DOE community.     This year's Information Technology Resources Assessment (ITRA) is something of a departure from traditional practice. Past assessments have concentrated on developments in fundamental technology, particularly with respect to hardware. They form an impressive chronicle of decreasing cycle times, increasing densities, decreasing costs (or, equivalently, increasing capacity and capability per dollar spent), and new system architectures, with a leavening of operating systems and languages. Past assessments have aimed -- and succeeded -- at putting information technology squarely in the spotlight; by contrast, in the first part of this assessment, we would like to move it to the background, and encourage the reader to reflect less on the continuing technological miracles of miniaturization in space and time and more on the second- and third-order implications of some possible workplace applications of these miracles. This Information Technology Resources Assessment is intended to provide a sense of technological direction for planners in projecting the hardware, software, and human resources necessary to support the diverse IT requirements of the various components of the DOE community. It is also intended to provide a sense of our new understanding of the place of IT in our organizations.

    There were three major projects undertaken at the outset of the DOE/EM 22 Cooperative Agreement back in September 1995. There was a project relating to Tribal oral histories. Another project of the Cooperative Agreement related to technology and Tribal values and needs. This project by analogy could apply to issues of technology, environmental cleanup and other indigenous peoples internationally. How can Indian Tribes participate in defining the need for technology development rather than merely learning to adapt themselves and their situations and values to technology developed by others with differing needs, values and economic resources? We appreciate the efforts and contributions from the various stakeholders within and outside DOE to make the report most useful. This report includes occupational radiation exposure information for all monitored DOE employees, contractors, and subcontractors, as well as members of the public. DOE is defined to include the National Nuclear Security Administration sites. The exposure information is analyzed in terms of aggregate data, dose to individuals, and dose by site.     The goal of the US Department of Energy (DOE) is to conduct its radiological operations to ensure the health and safety of all DOE employees including contractors and subcontractors. The DOE strives to maintain radiation exposures to its workers below administrative control levels and DOE limits and to further reduce these exposures and releases to levels that are ``As Low As Reasonably Achievable`` (ALARA). The DOE Occupational Radiation Exposure Report, 1996 provides summary and analysis of the occupational radiation exposure received by individuals associated with DOE activities. The DOE mission includes stewardship of the nuclear weapons stockpile and the associated facilities, environmental restoration of DOE and precursor agency sites, and energy research. Collective exposure at DOE has declined by 80% over the past decade due to a cessation in opportunities for exposure during the transition in DOE mission from weapons production to cleanup, deactivation and decommissioning, and changes in reporting requirements and dose calculation methodology. In 1996, the collective dose decreased by 10% from the 1995 value due to decreased doses at five of the seven highest-dose DOE sites. For 1996, these sites attributed the reduction in collective dose to the completion of several decontamination and decommissioning projects, reduced spent fuel storage activities, and effective ALARA practices. This report is intended to be a valuable tool for managers in their management of radiological safety programs and commitment of resources.

    This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (COE) published a notice in the Federal Register on May 17, 1994 (Fed. Regist. 5925638) withdrawing its Notice of Intent (Fed. Regst. 575433) of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County, including the southeastern coast, a potential development corridor along the Saddle Road between Hilo and the North Kohala District on the northwestern coast, and on the southeastern coast of Maui. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology. The scientific background data and related information is being made available for future research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

    RPG1.06 is an (IRP) tool developed so that small public utilities would have a tool to complete an IRP that was in compliance with the Energy Policy Act of 1992. RPG1.06 is divided into three levels: Fast Track, Intermediate, and Detailed. Each level is designed to be completed independently. The Fast Track level is designed for users who want to complete a quick, simple planning study to identify applicable resource options. The Intermediate level ismore » designed for users who want to add their own data and apply weighting factors to the results after completing a quick, simple planning study. The Detailed level is designed for users who want to identify applicable resource options and spend a fair amount of time collecting the data, computing the calculations, and compiling the results. The Detailed level contains a production costing module and optimization algorithms. The software contains the worksheets that appear in the workbook version. Similar to the workbooks, the software worksheets are designed to be completed in numerical order. The software automatically saves the data entered into a worksheet, and carries the data from worksheet to worksheet, completing all calculations. RPG1.06 also contains three additional volumes. Getting Started is an introduction to RPG1.06. Getting Started helps the user understand the differences between the three workbooks and choose the workbook that best fits the users needs. Reference Data contains supply, demand, end-use, weather, and survey data that can be used in lieu of a utility''s own data.     The Nevada Test Site (NTS) Resource Management Plan (RMP) describes the NTS Stewardship Mission and how its accomplishment will preserve the resources of the ecoregion while accomplishing the objectives of the mission. The NTS Stewardship Mission is to manage the land and facilities at the NTS as a unique and valuable national resource. The RMP has defined goals for twelve resource areas based on the principles of ecosystem management. These goals were established using an interdisciplinary team of DOE/NV resource specialists with input from surrounding land managers, private parties, and representatives of Native American governments. The overall goal of the RMP is to facilitate improved NTS land use management decisions within the Great Basin and Mojave Desert ecoregions.
