    Information in this report on the staff exchange of Pacific Northwest Laboratory (PNL) staff with the AIGER Consortium (General Motors, Ford, Chrysler, Navistar, the environmental protection Agency, and the California Air Resources Board) includes the purpose and objectives, a summary of activities, significant accomplishments, significant problems, industry benefits realized, recommended follow-on work and potential benefits from that work, and two appendices. Appendix A is a brief description of the fast gas chromatography and infrared spectroscopy chemometric technologies and their application to the rapid characterization of automobile exhaust emissions. Appendix B is a list of key contacts and the schedule of activities pertaining to the staff exchange.

    We report the results of an experimental comparison of different airplane boarding methods. This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity,more » as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.« less

    To develop state-of-the-art instrumentation required for experimental research programs at BNL, and to maintain the expertise and facilities in specialized high technology areas essential for this work. Development of facilities is motivated by present BNL research programs and anticipated future directions of BNL research. The Division's research efforts also have a significant impact on programs throughout the world that rely on state-of-the-art radiation detectors and readout electronics. Our staff scientists are encouraged to: Become involved in challenging problems in collaborations with other scientists; Offer unique expertise in solving problems; and Develop new devices and instruments when not commercially available. Scientists from other BNL Departments are encouraged to bring problems and ideas directly to the Division staff members with the appropriate expertise. Division staff is encouraged to become involved with research problems in other Departments to advance the application of new ideas in instrumentation. The Division Head integrates these efforts when they evolve into larger projects, within available staff and budget resources, and defines the priorities and direction with concurrence of appropriate Laboratory program leaders. The Division Head also ensures that these efforts are accompanied by strict adherence to all ES and H regulatory mandates and policies of the Laboratory. The responsibility for safety and environmental protection is integrated with supervision of particular facilities and conduct of operations.

    The NRC staff uses probabilistic risk assessment (PRA) and risk management as important elements its licensing and regulatory processes. In October 1991, the NRC`s Executive Director for Operations established the PRA Working Group to address concerns identified by the Advisory Committee on Reactor Safeguards with respect to unevenness and inconsistency in the staff`s current uses of PRA. After surveying current staff uses of PRA and identifying needed improvements, the Working Group defined a set of basic principles for staff PRA use and identified three areas for improvements: guidance development, training enhancements, and PRA methods development. For each area of improvement, the Working Group took certain actions and recommended additional work. The Working Group recommended integrating its work with other recent PRA-related activities the staff completed and improving staff interactions with PRA users in the nuclear industry. The Working Group took two key actions by developing general guidance for two uses of PRA within the NRC (that is, screening or prioritizing reactor safety issues and analyzing such issues in detail) and developing guidance on basic terms and methods important to the staff`s uses of PRA.

    In 1982, the National Research Council chose to recognize the importance of water resource issues by establishing the Water Science and Technology Board (WSTB). During the five years since its first meeting in November 1982, the WSTB has grown and matured. The WSTB has met 14 times to provide guidance and plan activities. Under the WSTB's direction, committees of experts have conducted approximately 30 studies on a broad array of topics, from dam safety to irrigation-induced water quality problems to ground water protection strategies. Studies have ranged in scope from the oversight of specific agency projects and programs to broader scientific reviews, such as a disciplinary assessment of the hydrologic sciences initiated in 1987. In all cases, studies have the general theme of ultimately improving the scientific and technological bases of programs of water management and environmental quality. This fifth annual report of the WSTB summarizes the Board's accomplishments during 1987, its current activities, and its plans for the future. The report also includes information on Board and committee memberships, program organizations, and the reports produced. The report should provide the reader with a basic understanding of the WSTB's interests, achievements, and capabilities. The WSTB welcomes inquiries and suggestions concerning its activities and will provide more detailed information on any aspects of its work to those interested.

    The Department of Energy (Department) submits an Annual Report to Congress each year detailing the Departments activities relating to the Defense Nuclear Facilities Safety Board (Board), which provides advice and recommendations to the Secretary of Energy (Secretary) regarding public health and safety issues at the Departments defense nuclear facilities. In 2003, the Department continued ongoing activities to resolve issues identified by the Board in formal recommendations and correspondence, staff issue reports pertaining to Department facilities, and public meetings and briefings. Additionally, the Department is implementing several key safety initiatives to address and prevent safety issues: safety culture and review of the Columbia accident investigation; risk reduction through stabilization of excess nuclear materials; the Facility Representative Program; independent oversight and performance assurance; the Federal Technical Capability Program (FTCP); executive safety initiatives; and quality assurance activities. The following summarizes the key activities addressed in this Annual Report.

    RPG1.06 is an (IRP) tool developed so that small public utilities would have a tool to complete an IRP that was in compliance with the Energy Policy Act of 1992. RPG1.06 is divided into three levels: Fast Track, Intermediate, and Detailed. Each level is designed to be completed independently. The Fast Track level is designed for users who want to complete a quick, simple planning study to identify applicable resource options. The Intermediate level ismore » designed for users who want to add their own data and apply weighting factors to the results after completing a quick, simple planning study. The Detailed level is designed for users who want to identify applicable resource options and spend a fair amount of time collecting the data, computing the calculations, and compiling the results. The Detailed level contains a production costing module and optimization algorithms. The software contains the worksheets that appear in the workbook version. Similar to the workbooks, the software worksheets are designed to be completed in numerical order. The software automatically saves the data entered into a worksheet, and carries the data from worksheet to worksheet, completing all calculations. RPG1.06 also contains three additional volumes. Getting Started is an introduction to RPG1.06. Getting Started helps the user understand the differences between the three workbooks and choose the workbook that best fits the users needs. Reference Data contains supply, demand, end-use, weather, and survey data that can be used in lieu of a utility''s own data. Reference Data is particulary helpful for a utility that does not have the time, staff, or money to gather all its own data. The Sample Load Forecasting Methodologies details the steps necessary to complete simple trends, end-use, and economic load forecasts.« less

    The Idaho National Laboratory (INL) Site is home to vast numbers and a wide variety of important cultural resources representing at least a 13,500-year span of human land use in the region. As a federal agency, the Department of Energy Idaho Operations Office has legal responsibility for the management and protection of those resources and has delegated these responsibilities to its primary contractor, Battelle Energy Alliance (BEA). The BEA professional staff is committed to maintaining a cultural resource management program that accepts these challenges in a manner reflecting the resources importance in local, regional, and national history. This annual report summarizes activities performed by the INL Cultural Resource Management Office (CRMO) staff during fiscal year 2007. This work is diverse, far-reaching and though generally confined to INL cultural resource compliance, also includes a myriad of professional and voluntary community activities. This document is intended to be both informative to internal and external stakeholders, and to serve as a planning tool for future cultural resource management work to be conducted on the INL.
