    The subject of radiation detection is replete with complex concepts and challenging nomenclature. Furthermore, a daunting variety of radioactive isotopes may be encountered during the routine operation of a radiation detector. Individuals tasked with searching for illicit sources of radiation must remain vigilant while navigating through more frequently encountered mundane and legitimate radioactive sources. The Flash Isotope Library and Training Resource (FILTR) is being developed as an easily accessible and intuitive reference tool to manage the high volume of complex information required for this task. FILTR is an extended version of the Primary Utility for Nuclear Terminology (PUNT) software developed by the Counter Measures Test Beds group at Lawrence Livermore National Laboratory for the United States Secret Service. Authored in the Flash multimedia development environment, FILTR contains detailed information on potentially encountered isotopes as well as training on radiation and operational procedures. Reference material is organized to present critical information quickly while facilitating more in-depth investigation through an intuitive interface and engaging content. FILTR is being developed for a diverse audience of law enforcement organizations and government agencies and a wide range of skill sets from expert analysts to officers whose primary role is not radiation detection. Additionally, the wide compatibility of Flash content will allow FILTR to be readily accessible through the growing number of multi-media enabled electronic devices, including PDAs and cellular phones.

    The Council of Energy Resource Tribes (CERT) will facilitate technical expertise and training of Native Americans in renewable energy resource development for electrical generation facilities, and distributed generation options contributing to feasibility studies, strategic planning and visioning. CERT will also provide information to Tribes on energy efficiency and energy management techniques.This project will provide facilitation and coordination of expertise from government agencies and private industries to interact with Native Americans in ways that will result in renewable energy resource development, energy efficiency program development, and electrical generation facilities management by Tribal entities.     Blind geothermal systems are becoming increasingly common as more geothermal fields are developed. Geothermal development is known to have high risk in the early stages of a project development because reservoir characteristics are relatively unknown until wells are drilled. Play types (or occurrence models) categorize potential geothermal fields into groups based on geologic characteristics. To aid in lowering exploration risk, these groups' reservoir characteristics can be used as analogues in new site exploration. The play type schemes used in this paper were Moeck and Beardsmore play types (Moeck et al. 2014) and Brophy occurrence models (Brophy et al. 2011). Operating geothermal fields throughout the world were classified based on their associated play type, and then reservoir characteristics data were catalogued. The distributions of these characteristics were plotted in histograms to develop probability density functions for each individual characteristic. The probability density functions can be used as input analogues in Monte Carlo estimations of resource potential for similar play types in early exploration phases. A spreadsheet model was created to estimate resource potential in undeveloped fields. The user can choose to input their own values for each reservoir characteristic or choose to use the probability distribution functions provided from the selected play type. This paper also addresses the United States Geological Survey's 1978 and 2008 assessment of geothermal resources by comparing their estimated values to reported values from post-site development. Information from the collected data was used in the comparison for thirty developed sites in the United States. No significant trends or suggestions for methodologies could be made by the comparison.

    This automation impact study of Army training management (TM) was performed for the Army Development and Employment Agency (ADEA) and the Combined Arms Training Activity (CATA) by the Battelle Human Affairs Research Centers and the Pacific Northwest Laboratory. The primary objective of the study was to provide the Army with information concerning the potential costs and savings associated with automating the TM process. This study expands the sample of units surveyed in Phase I of the automation impact effort (Sanquist et al., 1988), and presents data concerning installation resource management in relation to TM. The structured interview employed in Phase I was adapted to a self-administered survey. The data collected were compatible with that of Phase I, and both were combined for analysis. Three US sites, one reserve division, one National Guard division, and one unit in the active component outside the continental US (OCONUS) (referred to in this report as forward deployed) were surveyed. The total sample size was 459, of which 337 respondents contributed the most detailed data. 20 figs., 62 tabs.

This risk assessment framework is consistent with, but extends beyond, the EPA's ecological risk assessment framework, and specifically addresses DoD activities and management needs. MERAF is intended to be consistent with existing procedures for environmental assessment and planning with DoD testing and training. The intention is to supplement these procedures rather than creating new procedural requirements. MERAF is suitable for use for training and testing area assessment and management. It does not include human health risks nor does it address specific permitting or compliance requirements, although it may be useful in some of these cases. Use of MERAF fits into the National Environmental Policy Act (NEPA) process by providing a consistent and rigorous way of organizing and conducting the technical analysis for Environmental Impact Statements (EISs) (Sigal 1993; Carpenter 1995; Canter and Sadler 1997). It neither conflicts with, nor replaces, procedural requirements within the NEPA process or document management processes already in place within DoD.

    Field investigations conducted during 2011 support and expand the conclusion of the original Preliminary Report that discovery of a viable geothermal system is possible in the northwestern part of the Utah Testing and Training Range-South (UTTR-S), referred to henceforth as Focus Area 1. The investigations defined the southward extent of the Wendover graben into and near Focus Area 1, enhanced the understanding of subsurface conditions, and focused further geothermal exploration efforts towards the northwestern-most part of Focus Area 1. Specifically, the detailed gravity survey shows that the Wendover graben, first defined by Cook et al. (1964) for areas north of Interstate Highway 80, extends and deepens southwest-ward to the northwest corner of Focus Area 1. At its deepest point, the intersection with a northwest-trending graben there is favorable for enhanced permeability associated with intersecting faults. Processing and modeling of the gravity data collected during 2011 provide a good understanding of graben depth and distribution of faults bounding the graben and has focused the interest area of the study. Down-hole logging of temperatures in wells made available near the Intrepid, Inc., evaporation ponds, just north of Focus Area 1, provide a good understanding of the variability of thermal gradients in that area and corroborate the more extensive temperature data reported by Turk (1973) for the depth range of 300-500 m. Moderate temperature gradients in the northern part of the Intrepid area increase to much higher gradients and bottom-hole temperatures southeastward, towards graben-bounding faults, suggesting upwelling geothermal waters along those faults. Water sampling, analysis, and temperature measurements of Blue Lakes and Mosquito Willey's springs, on the western boundary of Focus Area 1, also show elevated temperatures along the graben-bounding fault system. In addition, water chemistry suggests origin of those waters in limestone rocks beneath

    The collection, treatment, and disposal of domestic and industrial wastewater, garbage, and other wastes present considerable problems in urban and semiurban areas of developing countries. Major benefits of using integrated treatment and resource recovery systems include waste stabilization, recovering energy as biogas, producing food from algae and fish, irrigation, improved public health, and aquatic weed control and use. Information and research are needed, however, to assesss the appropriateness, benefits, and limitations of such technology on a large scale. System configuration depends on the types and quantities of wastes available for processing. There must be enough collectable waste for the system to be viable. Information should be gathered to asses whether there is a net public health benefit by implementing a waste treatment and resource recovery system. Benefits such as savings in medical expenses and increased worker productivity due to improved health may be difficult to quantify. The potential health risks created by implementing a resource recovery system should be studied. The most difficult issues to contend with are socioeconomic in nature. Often, the poor performance of a proven technology is attributed to a lack of proper understanding of its principles by the operators, lack of community interest, improper operator training, and poor management. Public education to motivate people to accept technologies that are beneficial to them is important.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    The breacher's training aid described in this report was designed to simulate features of magazine and steel-plate doors. The training aid enables breachers to practice using their breaching tools on components that they may encounter when attempting to enter a facility. Two types of fixtures were designed and built: (1) a large fixture incorporates simulated hinges, hasps, lock shrouds, and pins, and (2) a small fixture simulates the cross section of magazine and steel-plate doors. The small fixture consists of steel plates on either side of a structural member, such as an I-beam. The report contains detailed descriptions and photographs of the training aids, assembly instructions, and drawings.

Future references to this course'' refer only to the computer-based portion of the whole. This course covers the basic Safety, Security, and Quality issues that pertain to all employees of Westinghouse Hanford Company. The topics that are covered were taken from the recommendations and requirements for General Employee Training as set forth by the Institute of Nuclear Power Operations (INPO) in INPO 87-004, Guidelines for General Employee Training, applicable US Department of Energy orders, and Westinghouse Hanford Company procedures and policy. Besides presenting fundamental concepts, this course also contains information on resources that are available to assist students. It does this using Interactive Videodisk technology, which combines computer-generated text and graphics with audio and video provided by a videodisk player.

    In 1984 the U.S. Department of Energy (DOE) established the Central Training Academy (CTA). The academy's mission at that time was to provide state-of-the-art, standardized training to DOE and DOe contractor safeguards and security personnel. The CTA's primary mission still is to provide quality training of the safeguards and security personnel throughout the DOE who are, or may become, involved in the protection of vital national resources. Our major goals are to develop quality training instruction, use of an ongoing training evaluation program, establish and maintain a professional instructor cadre, and standardize training in the area of safeguards and security. This paper addresses current and future CTA training initiatives for safeguards and technical security programs. It also addresses specific courses, course content and objectives, and course prerequisites.

  4. A study of advanced training technology: Emerging answers to tough questions

    This study reports the result of an extensive nationwide review of military, private sector, and other federal agencies and organizations that are implementing a wide variety of advanced training technologies. This report classifies the general categories of advanced training technologies found and provides an overview of each, including specific types and examples. In addition, the research findings present an organizational model for training development linking overall organizational maturity to readiness to implement specific kinds of advanced training technologies. It also presents proposed methods for selecting media, describes the organizations and the data gathered, and provides a summary of implementation success at each organization. This study is organized as a set of five topics. Each topic raises a number of important questions and provides complete or emerging answers. For organizations who have made advanced training selections, this study is a resource to benchmark their success with other organizations who have made similar selections. For new or developing training organizations, this study will help plan their future technology selections by comparing their level of organizational maturity to the documented experiences of similar organizations.

    This handbook is approved for use by all DOE Components and contractors. The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    A major issue facing the generation and application of environmental technology is that of educating and training the work force that is needed to resolve the problems of the past and those for the next few decades. By necessity, this professional level workforce must have multidisciplinary education combined with research experience at the leading edge of technology. In order to satisfy this critical need, a unique type of organization was created for education and technology development in environmental areas. The Waste-management Education and Research Consortium (WERC) was created in 1990 by a cooperative agreement with the U.S. Department of Energy as a partnership of New Mexico State University, The University of New Mexico, and the New Mexico Institute of Mining and Technology in collaboration with Los Alamos National Laboratory and Sandia National Laboratories; the Navajo Community College joined as an affiliate in 1991. WERC has conclusively demonstrated that such a partnership collaborating with industry can be an effective tool to expand the nation`s resources to address issues related to the management of all forms of waste, via education, technology development and information transfer. The WERC program has implemented the following items: (1) College education at the technologist, undergraduate and graduate level; (2) Pre-college programs to involve young students in environmental activities; (3) Professional development and restraining series by satellite TV; (4) Technology development projects for solutions at the leading edge; (5) Four measurement and testing laboratories; (6) Technology transfer for information to communities, industry and government; (7) A University Design Contest for interaction between universities; and (8) A First Response Training Academy for emergency personnel. Currently this program is serving over 2000 students and professionals on an international bases.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

The Handbook is meant to assist those individuals within the Department of Energy, Managing and Operating contractors, and Managing and Integrating contractors identified as having responsibility for implementing core training recommended by the RCS. This training is intended for radiological workers to assist in meeting their job-specific training requirements of 10 CFR 835. While this Handbook addresses many requirements of 10 CFR 835 Subpart J, it must be supplemented with facility-specific information to achieve full compliance.

    The Joint Research Center as part of its support program to Euratom safeguards, is developing a line of unattended systems for fresh fuel assemblies in fabrication plants (low enrichment and mixed oxide). These systems combine neutron coincidence counting in the form of a neutron collar and a vision system for identification of the fuel assembly. The system is unattended, i.e. it is integrated into the production flow of the facility, and there is no inspector presence during verification measurement. The facility operator loads the assembly into the unattended measurement station which then automatically starts its predefined measurement cycle without the intervention of the facility operator. The station positions the collar according to a programming strategy for each assembly type and loads/unloads its own AmLi source for active and passive measurements. This paper is a discussion of the training requirements for such a system and the development of multimedia training aids to meet these requirements.

    This report discusses the topic geothermal resource assessment and its importance to laymen and investors for finding geothermal resources for direct-use applications. These are applications where the heat from lower-temperature geothermal fluids, 120 to 200/sup 0/F, are used directly rather than for generating electricity. The temperatures required for various applications are listed and the various types of geothermal resources are described. Sources of existing resource data are indicated, and the types and suitability of tests to develop more data are described. Potential development problems are indicated and guidance is given on how to decrease technical and financial risk and how to use technical consultants effectively. The objectives of this report are to provide: (1) an introduction low-temperature geothermal resource assessment; (2) experience from a series of recent direct-use projects; and (3) references to additional information.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    The burden of stopping a nuclear smuggling attempt at the border rests most heavily on the front-line customs inspector. He needs to know how to use the technological tools at his disposal, how to discern tell-tale anomalies in export documents and manifests, how to notice psychological signs of a smuggler's tension, and how to search anything that might hide nuclear material. This means that assistance in the counter-nuclear smuggling training of customs officers is one of the most critical areas of help that the United States can provide. This paper discusses the various modes of specialized training, both in the field and in courses, as well as the types of assistance that can be provided. Training for nuclear customs specialists, and supervisors and managers of nuclear smuggling detection systems is also important, and differs from front-line inspector training in several aspects. The limitations of training and technological tools such as expert centers that will overcome these limitations are also discussed. Training assistance planned by DOE/NN-43 to Russia within the Second Line of Defense program is discussed in the light of these options, and future possibilities for such training are projected.

    World oil use is projected to grow to 98 million b/d in 2015 and 118 million b/d in 2030. Total world natural gas consumption is projected to rise to 134 Tcf in 2015 and 182 Tcf in 2030. In an era of declining production and increasing demand, economically producing oil and gas from unconventional sources is a key challenge to maintaining global economic growth. Some unconventional hydrocarbon sources are already being developed, including gas shales, tight gas sands, heavy oil, oil sands, and coal bed methane. Roughly 20 years ago, gas production from tight sands, shales, and coals was considered uneconomic. Today, these resources provide 25% of the U.S. gas supply and that number is likely to increase. Venezuela has over 300 billion barrels of unproven extra-heavy oil reserves which would give it the largest reserves of any country in the world. It is currently producing over 550,000 b/d of heavy oil. Unconventional oil is also being produced in Canada from the Athabasca oil sands. 1.6 trillion barrels of oil are locked in the sands of which 175 billion barrels are proven reserves that can be recovered using current technology. Production from 29 companies now operating there exceeds 1 million barrels per day. The report provides an overview of continuous petroleum sources and gives a concise overview of the current status of varying types of unconventional oil and gas resources. Topics covered in the report include: an overview of the history of Oil and Natural Gas; an analysis of the Oil and Natural Gas industries, including current and future production, consumption, and reserves; a detailed description of the different types of unconventional oil and gas resources; an analysis of the key business factors that are driving the increased interest in unconventional resources; an analysis of the barriers that are hindering the development of unconventional resources; profiles of key producing regions; and, profiles of key unconventional oil and gas producers.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

The task will address three major areas: (1) ''Benchmarking'' of satellite-based solar resource methods so that resource information derived from approaches developed in one country or based on a specific satellite can be quantitatively intercompared with methods from other countries using different satellites, as well as with ground data; (2) Data archiving and dissemination procedures, especially focusing on access to the data by end users; and (3) basic R&D for improving the reliability and usability of the data, and for examining new types of products important to the solar industry, such as solar resource forecasts.

    Distributed, data-intensive computational science applications of interest to DOE scientific com- munities move large amounts of data for experiment data management, distributed analysis steps, remote visualization, and accessing scientific instruments. These applications need to orchestrate ensembles of resources from multiple resource pools and interconnect them with high-capacity multi- layered networks across multiple domains. It is highly desirable that mechanisms are designed that provide this type of resource provisioning capability to a broad class of applications. It is also important to have coherent monitoring capabilities for such complex distributed environments. In this project, we addressed these problems by designing an abstract API, enabled by novel semantic resource descriptions, for provisioning complex and heterogeneous resources from multiple providers using their native provisioning mechanisms and control planes: computational, storage, and multi-layered high-speed network domains. We used an extensible resource representation based on semantic web technologies to afford maximum flexibility to applications in specifying their needs. We evaluated the effectiveness of provisioning using representative data-intensive ap- plications. We also developed mechanisms for providing feedback about resource performance to the application, to enable closed-loop feedback control and dynamic adjustments to resource allo- cations (elasticity). This was enabled through development of a novel persistent query framework that consumes disparate sources of monitoring data, including perfSONAR, and provides scalable distribution of asynchronous notifications.

The program consists of basic as well as sustainment training, as further described in this plan. This plan documents the WIPP Security training program for security personnel for calendar year 1990. The programs detailed in this plan are designed to adequately train persons to ensure the uninterrupted continuity of Department of Energy (DOE)/Westinghouse operations.     The Idaho National Laboratory (INL) has a long history for providing technology evaluation and training for military and other federal level Weapons of Mass Destruction (WMD) response agencies. Currently there are many federal organizations and commercial companies developing technologies related to detecting, assessing, mitigating and protecting against hazards associated with a WMD event. Unfortunately, very few locations exist within the United States where WMD response technologies are realistically field tested and evaluated using real chemical, biological, radiological, nuclear and explosive materials. This is particularly true with biological and radiological hazards. Related to this lack of adequate WMD, multi-hazard technology testing capability is the shortage of locations where WMD response teams can train using actual chemical, biological, and radiological material or highly realistic simulates. In response to these technology evaluation and training needs, the INL has assembled a consortium of subject matter experts from existing programs and identified dedicated resources for the purpose of establishing an all-hazards, WMD technology evaluation and training range. The author describes the challenges associated with creating the all-hazards WMD technology evaluation and training range and lists the technical, logistical and financial benefits of an all-hazards technology evaluation and training range. Current resources and capabilities for conducting all-hazard technology evaluation and training at the INL are identified. Existing technology evaluation and training programs at the INL related to radiological, biological and chemical hazards are highlighted, including successes and lessons learned. Finally, remaining gaps in WMD technology evaluation and training capabilities are identified along with recommendations for closing those gaps.

    This report covers the work completed during Year One (Year One has a 16 month project period) of a five- year Cooperative Agreement (DE-FC26-03NT41895) between the International Union of Operating Engineers (IUOE) National Hazmat Program (OENHP) and the U. S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). This final technical report is being submitted, as required by the Cooperative Agreement, within 90 (calendar) days after the project period ends (December 31, 2004). The resources allocated to Year One of the Cooperative Agreement were adequate for the completion of the required deliverables. All deliverables have been completed and sent to AAD Document Control as directed in the cooperative agreement. The allocation for Year One required 20-25 trainers to be trained in each of five Train-the-Trainer courses and a total of 6,000 workers trained throughout the country. Through cost savings employed for the scheduling and conduct of Train-the-Trainer, instructor refreshers, and direct training classes, 3171 workers have been trained to date. This total incorporates 159 trainers and members from management, local, county, state and federal organizations identified in the Strategic Plan. The largest percentage of personnel trained is heavy equipment operators, and building engineers, which is the largest targeted population identified under this cooperative agreement. The OENHP, using existing curriculum as appropriate, has modified and developed new training modules that have been used to establish four different levels of training courses. The four courses are: (1) EA 500 Energy Assurance Train-the-Trainer, (2) EA 400 Energy Assurance Instructor Refresher, (3) EA 300 Energy Assurance, and (4) EA 100 Energy Assurance Awareness.     As the share of hybrid, plug-in hybrid (PHEV), electric (EV) and fuel-cell (FCV) vehicles grows in the national automotive fleet, an entirely new set of diagnostic and technical skills needs to be obtained by the maintenance workforce. Electrically-powered vehicles require new diagnostic tools, technique and vocabulary when compared to existing internal combustion engine-powered models. While the manufacturers of these new vehicles train their own maintenance personnel, training for students, independent working technicians and fleet operators is less focused and organized. This DOE-funded effort provided training to these three target groups to help expand availability of skills and to provide more competition (and lower consumer cost) in the maintenance of these hybrid- and electric-powered vehicles. Our approach was to start locally in the San Francisco Bay Area, one of the densest markets in the United States for these types of automobiles. We then expanded training to the Los Angeles area and then out-of-state to identify what types of curriculum was appropriate and what types of problems were encountered as training was disseminated. The fact that this effort trained up to 800 individuals with sessions varying from 2- day workshops to full-semester courses is considered a successful outcome. Diverse programs were developed to match unique time availability and educational needs of each of the three target audiences. Several key findings and observations arising from this effort include: • Recognition that hybrid and PHEV training demand is immediate; demand for EV training is starting to emerge; while demand for FCV training is still over the horizon • Hybrid and PHEV training are an excellent starting point for all EV-related training as they introduce all the basic concepts (electric motors, battery management, controllers, vocabulary, testing techniques) that are needed for all EVs, and these skills are in-demand in today’s market. • Faculty

    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    We develop, analyze, and test a training algorithm for support vector machine cla.'>sifiers without offset. Key features of this algorithm are a new stopping criterion and a set of working set selection strategies that, although inexpensive, do not lead to substantially more iterations than the optimal working set selection strategy. For these working set strategies, we establish convergence rates that coincide with the best known rates for SYMs with offset. We further conduct various experiments that investigate both the run time behavior and the performed iterations of the new training algorithm. It turns out, that the new algorithm needs less iterations and run-time than standard training algorithms for SYMs with offset.

    The ability of this country to move forward into and have an impact on the nuclear technology of the 21st century will be dependent upon the availability of well-trained scientists in many subfields and an informed public. The number of nuclear-trained faculty is an indicator of the means for producing nuclear scientists. The currently experienced decline in nuclear faculty is resulting in decreases in graduate students in nuclear fields and a decrease at the undergraduate level of nuclear awareness. An apparent shortfall between supply and demand is identified and discussed.
