    Today's utility planners have a different market and economic context than their predecessors, including planning for the growth of renewable energy. Through interviews and a questionnaire, the authors gathered information on utility supply planning and how solar is represented. Utilities were asked to provide their resource planning process details, key assumptions (e.g. whether DG is represented as supply or negative load), modeling methodology (e.g. type of risk analytics and candidate portfolio development), capacity expansion and production simulation model software, and solar project representation (project size, capacity value and integration cost adder). This presentation aims to begin the exchange of information between utilities, regulators and other stakeholders by capturing utility-provided information about: 1) how various utilities approach long-range resource planning; 2) methods and tools utilities use to conduct resource planning; and, 3) how solar technologies are considered in the resource planning process.

    This presentation describes the current standards for conducting a national-scale wind resource assessment for power generation, along with the risk/benefit considerations to be considered when beginning a wind resource assessment. The presentation describes changes in turbine technology and viable wind deployment due to more modern turbine technology and taller towers and shows how the Philippines national wind resource assessment evolved over time to reflect changes that arise from updated technologies and taller towers.

    Demand response (DR) resources present a potentially important source of grid flexibility however, DR in grid models is limited by data availability and modeling complexity. This presentation focuses on the co-optimization of DR resources to provide energy and ancillary services in a production cost model of the Colorado "test system". We assume each DR resource can provide energy services by either shedding load or shifting its use between different times, as well as operating reserves: frequency regulation, contingency reserve, and flexibility (or ramping) reserve. There are significant variations in the availabilities of different types of DR resources, which affect both the operational savings as well as the revenue for each DR resource. The results presented include the system-wide avoided fuel and generator start-up costs as well as the composite revenue for each DR resource by energy and operating reserves.

  14. Recoverable Resource Estimate of Identified Onshore Geopressured Geothermal Energy in Texas and Louisiana (Presentation)

    Geopressured geothermal reservoirs are characterized by high temperatures and high pressures with correspondingly large quantities of dissolved methane. Due to these characteristics, the reservoirs provide two sources of energy: chemical energy from the recovered methane, and thermal energy from the recovered fluid at temperatures high enough to operate a binary power plant for electricity production. Formations with the greatest potential for recoverable energy are located in the gulf coastal region of Texas and Louisiana where significantly overpressured and hot formations are abundant. This study estimates the total recoverable onshore geopressured geothermal resource for identified sites in Texas and Louisiana. In this study a geopressured geothermal resource is defined as a brine reservoir with fluid temperature greater than 212 degrees F and a pressure gradient greater than 0.7 psi/ft.

  15. Estimate of Geothermal Energy Resource in Major U.S. Sedimentary Basins (Presentation)

    This study estimates the magnitude of geothermal energy from fifteen major known US sedimentary basins and ranks these basins relative to their potential. Because most sedimentary basins have been explored for oil and gas, well logs, temperatures at depth, and reservoir properties are known. This reduces exploration risk and allows development of geologic exploration models for each basin as well as a relative assessment of geologic risk elements for each play. The total available thermal resource for each basin was estimated using the volumetric heat-in-place method originally proposed by Muffler (USGS). Total sedimentary thickness maps, stratigraphic columns, cross sections, and temperature gradient Information were gathered for each basin from published articles, USGS reports, and state geological survey reports. When published data was insufficient, thermal gradients and reservoir properties were derived from oil and gas well logs obtained on oil and gas commission websites. Basin stratigraphy, structural history, and groundwater circulation patterns were studied in order to develop a model that estimates resource size and temperature distribution, and to qualitatively assess reservoir productivity.

    An estimate of the total and recoverable geopressured geothermal resource of the fairways in the Wilcox and Frio formations is made using the current data available. The flow rate of water and methane for wells located in the geopressured geothermal fairways is simulated over a 20-year period utilizing the TOUGH2 Reservoir Simulator and research data. The model incorporates relative permeability, capillary pressure, rock compressibility, and leakage from the bounding shale layers. The simulations show that permeability, porosity, pressure, sandstone thickness, well spacing, and gas saturation in the sandstone have a significant impact on the percent of energy recovered. The results also predict lower average well production flow rates and a significantly higher production of natural gas relative to water than in previous studies done from 1975 to 1980. Previous studies underestimate the amount of methane produced with hot brine. Based on the work completed in this study, multiphase flow processes and reservoir boundary conditions greatly influence the total quantity of the fluid produced as well as the ratio of gas and water in the produced fluid.

    Demand response (DR) resources present a potentially important source of grid flexibility particularly on future systems with high penetrations of variable wind and solar power generation. However, managed loads in grid models are limited by data availability and modeling complexity. This presentation focuses on the value of co-optimized DR resources to provide energy and ancillary services in a production cost model. There are significant variations in the availabilities of different types of DR resources, which affect both the operational savings as well as the revenue for each DR resource. The results presented include the system-wide avoided fuel and generator start-up costs as well as the composite revenue for each DR resource by energy and operating reserves. In addition, the revenue is characterized by the capacity, energy, and units of DR enabled.

    The collection, treatment, and disposal of domestic and industrial wastewater, garbage, and other wastes present considerable problems in urban and semiurban areas of developing countries. Major benefits of using integrated treatment and resource recovery systems include waste stabilization, recovering energy as biogas, producing food from algae and fish, irrigation, improved public health, and aquatic weed control and use. Information and research are needed, however, to assesss the appropriateness, benefits, and limitations of such technology on a large scale. System configuration depends on the types and quantities of wastes available for processing. There must be enough collectable waste for the system to be viable. Information should be gathered to asses whether there is a net public health benefit by implementing a waste treatment and resource recovery system. Benefits such as savings in medical expenses and increased worker productivity due to improved health may be difficult to quantify. The potential health risks created by implementing a resource recovery system should be studied. The most difficult issues to contend with are socioeconomic in nature. Often, the poor performance of a proven technology is attributed to a lack of proper understanding of its principles by the operators, lack of community interest, improper operator training, and poor management. Public education to motivate people to accept technologies that are beneficial to them is important.

However, current reporting practices for research resources are insufficient to allow humans and algorithms to identify the exact resources that are reported or answer basic questions such as “What other studies used resource X?” To address this issue, the Resource Identification Initiative was launched as a pilot project to improve the reporting standards for research resources in the methods sections of papers and thereby improve identifiability and reproducibility. The pilot engaged over 25more » biomedical journal editors from most major publishers, as well as scientists and funding officials. Authors were asked to include Research Resource Identifiers (RRIDs) in their manuscripts prior to publication for three resource types: antibodies, model organisms, and tools (including software and databases). RRIDs represent accession numbers assigned by an authoritative database, e.g., the model organism databases, for each type of resource. To make it easier for authors to obtain RRIDs, resources were aggregated from the appropriate databases and their RRIDs made available in a central web portal (www.scicrunch.org/resources). RRIDs meet three key criteria: they are machine readable, free to generate and access, and are consistent across publishers and journals. The pilot was launched in February of 2014 and over 300 papers have appeared that report RRIDs. The number of journals participating has expanded from the original 25 to more than 40. Here, we present an overview of the pilot project and its outcomes to date. We show that authors are generally accurate in performing the task of identifying resources and supportive of the goals of the project. We also show that identifiability of the resources pre- and post-pilot showed a dramatic improvement for all three resource types, suggesting that the project has had a significant impact on reproducibility relating to research resources.« less

  13. Computerized map-based information management system for natural resource management

    Federal agencies, states and resource managers have control and stewardship responsibility over a significant inventory of natural resources. A number of federal regulations require the review, protection and preservation of natural resource protection. Examples of such actions include the reauthorization of the Clean Water Act and the modification of the National Contingency Plan to incorporate the requirements of the Oil Pollution Act of 1990. To successfully preserve conserve and restore natural resources on federal reservations, and state and private lands, and to comply with Federal regulations designed to protect natural resources located on their sites, and the type of information on these resources required by environmental regulations. This paper presents an approach using a computerized, graphical information management system to catalogue and track data for the management of natural resources under Federal and state regulations, and for promoting resource conservation, preservation and restoration. The system is designed for use by Federal facility resource managers both for the day-to-day management of resources under their control, and for the longer-term management of larger initiatives, including restoration of significant or endangered resources, participation in regional stewardship efforts, and general ecosystem management. The system will be valuable for conducting natural resource baseline inventories an implementing resource management plans on lands other than those controlled by the Federal government as well. The system can provide a method for coordinating the type of natural resource information required by major federal environmental regulations--thereby providing a cost-effective means for managing natural resource information.

    Los Alamos National Laboratory has been working with five Central American countries to assist in the development of their energy and mineral resources. Since 1985, mineral resources in Costa Rica, peat resources in Costa Rica and Panama, geothermal energy resources in Honduras and Guatemala, and geothermal field development in El Salvador and Costa Rica have been topics of study. This paper presents an overview of this work -- within these proceedings are papers that deal with specific aspects of each topic, and these will be duly noted. 15 refs., 4 figs.

    The purpose of this report is to summarize the scientific work that was performed to evaluate and assess the occurrence and economic potential of natural resources within the geologic setting of the Yucca Mountain area. The extent of the regional areas of investigation for each commodity differs and those areas are described in more detail in the major subsections of this report. Natural resource assessments have focused on an area defined as the ''conceptual controlled area'' because of the requirements contained in the U.S. Nuclear Regulatory Commission Regulation, 10 CFR Part 60, to define long-term boundaries for potential radionuclide releases. New requirements (proposed 10 CFR Part 63 [Dyer 1999]) have obviated the need for defining such an area. However, for the purposes of this report, the area being discussed, in most cases, is the previously defined ''conceptual controlled area'', now renamed the ''natural resources site study area'' for this report (shown on Figure 1). Resource potential can be difficult to assess because it is dependent upon many factors, including economics (demand, supply, cost), the potential discovery of new uses for resources, or the potential discovery of synthetics to replace natural resource use. The evaluations summarized are based on present-day use and economic potential of the resources. The objective of this report is to summarize the existing reports and information for the Yucca Mountain area on: (1) Metallic mineral and mined energy resources (such as gold, silver, etc., including uranium); (2) Industrial rocks and minerals (such as sand, gravel, building stone, etc.); (3) Hydrocarbons (including oil, natural gas, tar sands, oil shales, and coal); and (4) Geothermal resources. Groundwater is present at the Yucca Mountain site at depths ranging from 500 to 750 m (about 1,600 to 2,500 ft) below the ground surface. Groundwater resources are not discussed in this report, but are planned to be included in the hydrology section of future revisions of the ''Yucca Mountain Site Description'' (CRWMS M&O 2000c).

    This Technical Report is a detailed presentation of the actions Bonneville Power Administration (BPA) will take to develop new resources to meet the power requirements of its customers. The primary focus of this report is on what BPA will do in Fiscal Years (FY's) 1992 and 1993. However, much care has been taken to define near-term actions aimed at meeting BPA's long-term needs. An aggressive, steadily increasing conservation program forms the foundation of the 1990 Resource Program and resource acquisitions for FY's 1992 and 1993. BPA's commitment to a steady ramp-up of the conservation program is key to achieving the least-cost approach to resource development, and to making the conservation resource deliverable in the long run. By itself, conservation can meet much of the likely range of load growth that BPA faces. A diverse mix of generation resources in small increments is the second cornerstone of the 1990 Resource Program. These generation resources can meet the rest of the likely range of BPA resource needs. Finally, a Resource Contingency Plan prepares BPA to reliably meet load in the event that load growth exceeds the likely range. 14 figs., 27 tabs.

    The US Army Forces Command (FORSCOM) has tasked the Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program's mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company. It will identify and evaluate all electric and fossil fuel cost-effective energy projects; develop a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report documents the assessment of baseline energy use at one of Niagara Mohawk's primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 3, the Resource Assessment. This analysis examines the characteristics of electric, gas, oil, propane, coal, and purchased thermal capacity use for fiscal year (FY) 1990. It records energy-use intensities for the facilities at Fort Drum by building type and energy end use. It also breaks down building energy consumption by fuel type, energy end use, and building type. A complete energy consumption reconciliation is presented that includes the accounting of all energy use among buildings, utilities, central systems, and applicable losses.

    Ecological resources are resources that have functional value to ecosystems. Frequently, these functions are overlooked in terms of the value they provide to humans. Environmental economics is in search of an appropriate analysis framework for such resources. In such a framework, it is essential to distinguish between two related subsets of information: (1) ecological processes that have intrinsic value to natural ecosystems; and (2) ecological functions that are values by humans. The present study addresses these concerns by identifying a habitat that is being displaced by development, and by measuring the human and ecological values associated with the ecological resources in that habitat. It is also essential to determine which functions are mutually exclusive and which are, in effect, complementary or products of joint production. The authors apply several resource valuation tools, including contingent valuation methodology (CVM), travel cost methodology (TCM), and hedonic damage-pricing (HDP). One way to derive upper-limit values for more difficult-to-value functions is through the use of human analogs, because human-engineered systems are relatively inefficient at supplying the desired services when compared with natural systems. Where data on the relative efficiencies of natural systems and human analogs exist, it is possible to adjust the costs of providing the human analog by the relative efficiency of the natural system to obtain a more realistic value of the function under consideration. The authors demonstrate this approach in an environmental economic case study of the environmental services rendered by shrub-steppe habitats of Benton County, Washington State.

    A wind energy resource assessment of the Caribbean and Central America has identified many areas with good to outstanding wind resource potential for wind turbine applications. Annual average wind resource maps and summary tables have been developed for 35 island/country areas throughout the Caribbean and Central America region. The wind resource maps highlight the locations of major resource areas and provide estimates of the wind energy resource potential for typical well-exposed sites in these areas. The average energy in the wind flowing in the layer near the ground is expressed as a wind power class: the greater the average wind energy, the higher the wind power class. The summary tables that are included with each of the 35 island/country wind energy maps provide information on the frequency distribution of the wind speeds (expressed as estimates of the Weibull shape factor, k) and seasonal variations in the wind resource for the major wind resource areas identified on the maps. A new wind power class legend has been developed for relating the wind power classes to values of mean wind power density, mean wind speed, and Weibull k. Guidelines are presented on how to adjust these values to various heights above ground for different roughness and terrain characteristics. Information evaluated in preparing the assessment included existing meteorological data from airports and other weather stations, and from ships and buoys in offshore and coastal areas. In addition, new data from recent measurement sites established for wind energy siting studies were obtained for a few areas of the Caribbean. Other types of information evaluated in the assessment were climatological data and maps on winds aloft, surface pressure, air flow, and topography. The various data were screened and evaluated for their usefulness in preparing the wind resource assessment. Much of the surface data from airports and other land-based weather stations were determined to be from sheltered sites and were thus not very useful in assessing the wind resource at locations that are well exposed to the winds. Ship data were determined to be the most useful for estimating the large-scale wind flow and assessing the spatial distribution of the wind resource throughout the region. Techniques were developed for analyzing and correcting ship wind data and extrapolating these data to coastal and inland areas by considering terrain influences on the large-scale wind flow. In areas where extrapolation of ship wind data was not entirely feasible, such as interior areas of Central America, other techniques were developed for estimating the wind flow and distribution of the wind resource. Through the application of the various innovative techniques developed for assessing the wind resource throughout the Caribbean and Central America region, many areas with potentially good to outstanding wind resource were identified that had not been previously recognized. In areas where existing site data were available from exposed locations, the measured wind resource was compared with the estimated wind resource that was derived using the assessment techniques. In most cases, there was good agreement between the measured wind resource and the estimated wind resource. This assessment project supported activities being pursued by the U.S. Committee for Renewable Energy Commerce and Trade (CORECT), the U.S. government's interagency program to assist in overseas marketing and promote renewable energy exports. An overall goal of the program is to improve U.S. competitiveness in the world renewable energy market. The Caribbean and Central America assessment, which is the first of several possible follow-on international wind energy resource assessments, provides valuable information needed by the U.S. wind energy industry to identify suitable wind resource areas and concentrate their efforts on these areas.

    What possesses someone to volunteer and go through hoops and red tape to make a presentation at a conference? For that matter, why does anyone ever present anything to anyone? Actually, presentations are a fact of life and there are many reasons for doing a presentation and doing it well. New and existing staff need training and orientation to the way things are done here. Handing all of them a manual and hoping they read it is pretty much a waste of paper. On the other hand, an effective, entertaining and upbeat presentation on the relevant topics is more likely to stick with those people. They will even have a name and face to remember and seek out when they have an issue on or with that topic. This can be a very effective beginning for networking with new peers. The presenter is seen as knowledgeable, as a source of information on company topics and possibly evaluated as a potential mentor or future manager. Project staff and/or peers benefit from clear, concise, presentations of topical knowledge. This is one way that a group working on various aspects of the same project or program can stay in touch and in step with each other. Most importantly, presentations may be the best or only door into the minds (and budgets) of management and customers. These presentations are a wonderful opportunity to address legal and compliance issues, budget, staffing, and services. Here is a chance, maybe the only one, to demonstrate and explain the wonderfulness of a program and the benefit they get by using the services offered most effectively. An interactive presentation on legal and compliance issues can be an effective tool in helping customers and/or management make good risk management decisions.

    The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program. The island of Kauai was not studied during the current phase of investigation. Geothermal field studies were not considered to be warranted due to the absence of significant geochemical or geophysical indications of a geothermal resource. The great age of volcanism on this island would further suggest that should a thermal resource be present, it would be of low temperature. The geothermal field studies conducted on Oahu focused on the caldera complexes of the two volcanic systems which form the island: Waianae volcano and Koolau volcano. The results of these studies and the interpreted probability for a resource are presented.

    The US Air Force Air Combat Command has tasked the Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program's (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Griffiss Air Force Base (AFB). This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report documents the assessment of baseline energy use at one of Niagara Mohawk's primary federal facilities, Griffiss AFB, an Air Combat Command facility located near Rome, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 3, the Electric Resource Assessment. The analysis examines the characteristics of electric, gas, oil, propane, coal, and purchased thermal capacity use for fiscal year (FY) 1990. The results include energy-use intensities for the facilities at Griffiss AFB by building type and electric energy end use. A complete electric energy consumption reconciliation is presented that accounts for the distribution of all major electric energy uses and losses among buildings, utilities, and central systems.

These are applications where the heat from lower-temperature geothermal fluids, 120 to 200/sup 0/F, are used directly rather than for generating electricity. The temperatures required for various applications are listed and the various types of geothermal resources are described. Sources of existing resource data are indicated, and the types and suitability of tests to develop more data are described. Potential development problems are indicated and guidance is given on how to decrease technical and financial risk and how to use technical consultants effectively. The objectives of this report are to provide: (1) an introduction low-temperature geothermal resource assessment; (2) experience from a series of recent direct-use projects; and (3) references to additional information.

    The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1994--95 through 2003--04.

    World oil use is projected to grow to 98 million b/d in 2015 and 118 million b/d in 2030. Total world natural gas consumption is projected to rise to 134 Tcf in 2015 and 182 Tcf in 2030. In an era of declining production and increasing demand, economically producing oil and gas from unconventional sources is a key challenge to maintaining global economic growth. Some unconventional hydrocarbon sources are already being developed, including gas shales, tight gas sands, heavy oil, oil sands, and coal bed methane. Roughly 20 years ago, gas production from tight sands, shales, and coals was considered uneconomic. Today, these resources provide 25% of the U.S. gas supply and that number is likely to increase. Venezuela has over 300 billion barrels of unproven extra-heavy oil reserves which would give it the largest reserves of any country in the world. It is currently producing over 550,000 b/d of heavy oil. Unconventional oil is also being produced in Canada from the Athabasca oil sands. 1.6 trillion barrels of oil are locked in the sands of which 175 billion barrels are proven reserves that can be recovered using current technology. Production from 29 companies now operating there exceeds 1 million barrels per day. The report provides an overview of continuous petroleum sources and gives a concise overview of the current status of varying types of unconventional oil and gas resources. Topics covered in the report include: an overview of the history of Oil and Natural Gas; an analysis of the Oil and Natural Gas industries, including current and future production, consumption, and reserves; a detailed description of the different types of unconventional oil and gas resources; an analysis of the key business factors that are driving the increased interest in unconventional resources; an analysis of the barriers that are hindering the development of unconventional resources; profiles of key producing regions; and, profiles of key unconventional oil and gas producers.

Data detailing Pacific Northwest non-utility generating (NUG) resources is also available upon request. This analysis updates the 1996 pacific Northwest Loads and Resources Study, published in December 1996. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. This document analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system which includes loads and resources in addition to the Federal system. This study presents the Federal system and regional analyses for the medium load forecast. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1998--99 through 2007--08.

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

    From a geological perspective, deep natural gas resources are generally defined as resources occurring in reservoirs at or below 15,000 feet, whereas ultra-deep gas occurs below 25,000 feet. From an operational point of view, ''deep'' is often thought of in a relative sense based on the geologic and engineering knowledge of gas (and oil) resources in a particular area. Deep gas can be found in either conventionally-trapped or unconventional basin-center accumulations that are essentially large single fields having spatial dimensions often exceeding those of conventional fields. Exploration for deep conventional and unconventional basin-center natural gas resources deserves special attention because these resources are widespread and occur in diverse geologic environments. In 1995, the U.S. Geological Survey estimated that 939 TCF of technically recoverable natural gas remained to be discovered or was part of reserve appreciation from known fields in the onshore areas and State waters of the United. Of this USGS resource, nearly 114 trillion cubic feet (Tcf) of technically-recoverable gas remains to be discovered from deep sedimentary basins. Worldwide estimates of deep gas are also high. The U.S. Geological Survey World Petroleum Assessment 2000 Project recently estimated a world mean undiscovered conventional gas resource outside the U.S. of 844 Tcf below 4.5 km (about 15,000 feet). Less is known about the origins of deep gas than about the origins of gas at shallower depths because fewer wells have been drilled into the deeper portions of many basins. Some of the many factors contributing to the origin of deep gas include the thermal stability of methane, the role of water and non-hydrocarbon gases in natural gas generation, porosity loss with increasing thermal maturity, the kinetics of deep gas generation, thermal cracking of oil to gas, and source rock potential based on thermal maturity and kerogen type. Recent experimental simulations using laboratory pyrolysis methods have provided much information on the origins of deep gas. Technologic problems are one of the greatest challenges to deep drilling. Problems associated with overcoming hostile drilling environments (e.g. high temperatures and pressures, and acid gases such as CO{sub 2} and H{sub 2}S) for successful well completion, present the greatest obstacles to drilling, evaluating, and developing deep gas fields. Even though the overall success ratio for deep wells is about 50 percent, a lack of geological and geophysical information such as reservoir quality, trap development, and gas composition continues to be a major barrier to deep gas exploration. Results of recent finding-cost studies by depth interval for the onshore U.S. indicate that, on average, deep wells cost nearly 10 times more to drill than shallow wells, but well costs and gas recoveries vary widely among different gas plays in different basins. Based on an analysis of natural gas assessments, many topical areas hold significant promise for future exploration and development.     Distributed, data-intensive computational science applications of interest to DOE scientific com- munities move large amounts of data for experiment data management, distributed analysis steps, remote visualization, and accessing scientific instruments. These applications need to orchestrate ensembles of resources from multiple resource pools and interconnect them with high-capacity multi- layered networks across multiple domains. It is highly desirable that mechanisms are designed that provide this type of resource provisioning capability to a broad class of applications. It is also important to have coherent monitoring capabilities for such complex distributed environments. In this project, we addressed these problems by designing an abstract API, enabled by novel semantic resource descriptions, for provisioning complex and heterogeneous resources from multiple providers using their native provisioning mechanisms and control planes: computational, storage, and multi-layered high-speed network domains. We used an extensible resource representation based on semantic web technologies to afford maximum flexibility to applications in specifying their needs. We evaluated the effectiveness of provisioning using representative data-intensive ap- plications. We also developed mechanisms for providing feedback about resource performance to the application, to enable closed-loop feedback control and dynamic adjustments to resource allo- cations (elasticity). This was enabled through development of a novel persistent query framework that consumes disparate sources of monitoring data, including perfSONAR, and provides scalable distribution of asynchronous notifications.

    North Dakota has an outstanding resource--providing more available wind for development than any other state. According to U.S. Department of Energy (DOE) studies, North Dakota alone has enough energy from good wind areas, those of wind power Class 4 and higher, to supply 36% of the 1990 electricity consumption of the entire lower 48 states. At present, no more than a handful of wind turbines in the 60- to 100-kilowatt (kW) range are operating in the state. The first two utility-scale turbines were installed in North Dakota as part of a green pricing program, one in early 2002 and the second in July 2002. Both turbines are 900-kW wind turbines. Two more wind turbines are scheduled for installation by another utility later in 2002. Several reasons are evident for the lack of wind development. One primary reason is that North Dakota has more lignite coal than any other state. A number of relatively new minemouth power plants are operating in the state, resulting in an abundance of low-cost electricity. In 1998, North Dakota generated approximately 8.2 million megawatt-hours (MWh) of electricity, largely from coal-fired plants. Sales to North Dakota consumers totaled only 4.5 million MWh. In addition, the average retail cost of electricity in North Dakota was 5.7 cents per kWh in 1998. As a result of this surplus and the relatively low retail cost of service, North Dakota is a net exporter of electricity, selling approximately 50% to 60% of the electricity produced in North Dakota to markets outside the state. Keeping in mind that new electrical generation will be considered an export commodity to be sold outside the state, the transmission grid that serves to export electricity from North Dakota is at or close to its ability to serve new capacity. The markets for these resources are outside the state, and transmission access to the markets is a necessary condition for any large project. At the present time, technical assessments of the transmission network indicate that the ability to add and carry wind capacity outside of the state is limited. Identifying markets, securing long-term contracts, and obtaining a transmission path to export the power are all major steps that must be taken to develop new projects in North Dakota.

    This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (COE) published a notice in the Federal Register on May 17, 1994 (Fed. Regist. 5925638) withdrawing its Notice of Intent (Fed. Regst. 575433) of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County, including the southeastern coast, a potential development corridor along the Saddle Road between Hilo and the North Kohala District on the northwestern coast, and on the southeastern coast of Maui. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology. The scientific background data and related information is being made available for future research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

    The U.S. Department of Energy (DOE) owns and manages a wide range of ecological resources. During the next 30 years, DOE Headquarters and Field Offices will make land-use planning decisions and conduct environmental remediation and restoration activities in response to federal and state statutes. This document fulfills, in part, DOE`s need to know what types of ecological resources it currently owns and manages by synthesizing information on the types and locations of ecological resources at 10 DOE sites: Hanford Site, Idaho National Engineering Laboratory, Lawrence Livermore National Laboratory, Sandia National Laboratory, Rocky Flats Plant, Los Alamos National Laboratory, savannah River Site, Oak Ridge National Laboratory, Argonne National Laboratory, and Fernald Environmental Management Project. This report summarizes information on ecosystems, habitats, and federally listed threatened, endangered, and candidate species that could be stressed by contaminants or physical activity during the restoration process, or by the natural or anthropogenic transport of contaminants from presently contaminated areas into presently uncontaminated areas. This report also provides summary information on the ecosystems, habitats, and threatened and endangered species that exist on each of the 10 sites. Each site chapter contains a general description of the site, including information on size, location, history, geology, hydrology, and climate. Descriptions of the major vegetation and animal communities and of aquatic resources are also provided, with discussions of the treatened or endangered plant or animal species present.     In recent years conservation of electric power has become an integral part of utility planning. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs). ECMs are devices, pieces of equipment, or actions that increase the efficiency of electricity use and reduce the amount of electricity used by end-use equipment.

    The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to its regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. The White Book will not be used in calculations for the 2002 regional power sales contract subscription process. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions, including expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. The forecasted future electricity demands--firm loads--are subtracted from the projected capability of existing and ''contracted for'' resources to determine whether BPA and the region will be surplus or deficit. If Federal system resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA may use or market to increase revenues. Conversely, if Federal system firm loads exceed available resources, there is a deficit of energy and/or capacity and BPA would add conservation or contract purchases as needed to meet its firm loads. The load forecast is derived by using econometric models and analysis to predict the loads that will be placed on electric utilities in the region. This study incorporates information on contract obligations and contract resources, combined with the resource capabilities obtained from public utility and investor-owned utility (IOU) customers through their annual data submittals to the PNUCC, from BPA's Firm Resource Exhibit (FRE Exhibit I) submittals, and through analysis of the Federal hydroelectric power system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. The PNCA defines the planning and operation of the regional hydrosystem. The 1999 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix (available electronically only) detailing the loads and resources for each major Pacific Northwest generating utility. This analysis updates the December 1998 Pacific Northwest Loads and Resources Study. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 2000-01 through 2009-10. The study shows the Federal system's and the region's monthly estimated maximum electricity demand, monthly energy demand, monthly energy generation, and monthly maximum generating capability--capacity--for OY 2000-01, 2004-05, and 2009-10. The Federal system and regional monthly capacity surplus/deficit projections are summarized for 10 operating years. This document analyzes the Pacific Northwest's projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resources in addition to the Federal system.

The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues, although the database that generates the data for the White Book analysis contributes to the development of BPA's inventory and ratemaking processes. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions that include expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. The load resource balance of both the Federal system and the region is determined by comparing resource availability to an expected level of total retail electricity consumption. Resources include projected energy capability plus contract purchases. Loads include a forecast of retail obligations plus contract obligations. Surplus energy is available when resources are greater than loads. This surplus energy could be marketed to increase revenues. Energy deficits occur when resources are less than loads. These energy deficits will be met by any combination of the following: better-than-critical water conditions, demand-side management and conservation programs, permanent loss of loads due to economic conditions or closures, additional contract purchases, and/or the addition of new generating resources. This study incorporates information on Pacific Northwest (PNW) regional retail loads, contract obligations, and contract resources. This loads and resources analysis simulates the operation of the power system in the PNW. The simulated hydro operation incorporates plant characteristics, streamflows, and non-power requirements from the current Pacific Northwest Coordination Agreement (PNCA). Additional resource capability estimates were provided by BPA, PNW Federal agency, public agency, cooperative, U.S. Bureau of Reclamation (USBR), and investor-owned utility (IOU) customers furnished through annual PNUCC data submittals for 2005 and/or direct submittals to BPA. The 2006 White Book is presented in two documents: (1) this summary document of Federal system and PNW region loads and resources, and (2) a technical appendix which presents regional loads, grouped by major PNW utility categories, and detailed contract and resource information. The technical appendix is available only in electronic form. Individual customer information for marketer contracts is not detailed due to confidentiality agreements. The 2006 White Book analysis updates the 2004 White Book. This analysis shows projections of the Federal system and region's yearly average annual energy consumption and resource availability for the study period, OY 2007-2016. The study also presents projections of Federal system and region expected 1-hour monthly peak demand, monthly energy demand, monthly 1-hour peak generating capability, and monthly energy generation for OY 2007, 2011, and 2016. BPA is investigating a new approach in capacity planning depicting the monthly Federal system 120-hour peak generating capability and 120-hour peak surplus/deficit for OY 2007, 2011, and 2016. This document analyzes the PNW's projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger PNW regional power system loads and resources that include the Federal system as well other PNW entities.
