    Electricity generating companies and power system operators face the need to minimize total fuel cost or maximize total profit over a given time period. These issues become optimization problems subject to a large number of constraints that must be satisfied simultaneously. The grid updates due to smart-grid technologies plus the penetration of intermittent re- sources in electrical grid introduce additional complexity to the optimization problem. The Renewable Integration Model (RIM) is a computer model of interconnected power system. It is intended to provide insight and advice on complex power systems management, as well as answers to integration of renewable energy questions. This paper describes RIM basic design concept, solution method, and the initial suite of modules that it supports.

    California is on a path to increase utilization of renewable resources. California will need to integrate approximately 30,000 megawatts (MW) of new renewable generation in the next 20 years. Renewable resources are typically located in remote locations, not near the load centers. Nearly two/thirds or 20,000 MW of new renewable resources needed are likely to be delivered to Los Angeles Basin transmission gateways. Integration of renewable resources requires interconnection to the power grid, expansion of the transmission system capability between the backbone power grid and transmission gateways, and increase in delivery capacity from transmission gateways to the local load centers. To scope the transmission, operations, and reliability issues for renewables integration, this research focused on the Los Angeles Basin Area transmission gateways where most of new renewables are likely. Necessary actions for successful renewables integration include: (1) Expand Los Angeles Basin Area transmission gateway and nomogram limits by 10,000 to 20,000 MW; (2) Upgrade local transmission network for deliverability to load centers; (3) Secure additional storage, demand management, automatic load control, dynamic pricing, and other resources that meet regulation and ramping needed in real time operations; (4) Enhance local voltage support; and (5) Expand deliverability from Los Angeles to San Diego and Northern California.

    This study attempts to identify and analyze the impacts of the System Operating Strategy (SOS) alternatives on cultural resources. The impacts include effects on Native American traditional cultural values, properties and practices. They also include effects on archeological or historic properties meeting the criteria of the National Register of Historic Places. In addition to responding to the requirements of the National Environmental Policy Act (NEPA), this analysis addresses the requirements of the National Historic Preservation Act (NHPA), the Archeological Resources Protection Act (ARPA), the Native American Graves Protection and Repatriation Act (NAGPRA), the Native American Religious Freedom Act (NARFA), and other relevant legislation. To meet their legally mandated cultural resources requirements, the SOR agencies will develop agreements and Implementation Plans with the appropriate State Historic Preservation Officers (SHPOs), Tribes, and the Advisory Council on Historic Preservation (ACHP) detailing the measures necessary to best manage the resource. The planning and implementation activities will be staged over a number of years in consultation with affected Tribes.

  16. Recovery of Fresh Water Resources from Desalination of Brine Produced During Oil and Gas Production Operations

    Management and disposal of produced water is one of the most important problems associated with oil and gas (O&G) production. O&G production operations generate large volumes of brine water along with the petroleum resource. Currently, produced water is treated as a waste and is not available for any beneficial purposes for the communities where oil and gas is produced. Produced water contains different contaminants that must be removed before it can be used for any beneficial surface applications. Arid areas like west Texas produce large amount of oil, but, at the same time, have a shortage of potable water. A multidisciplinary team headed by researchers from Texas A&M University has spent more than six years is developing advanced membrane filtration processes for treating oil field produced brines The government-industry cooperative joint venture has been managed by the Global Petroleum Research Institute (GPRI). The goal of the project has been to demonstrate that treatment of oil field waste water for re-use will reduce water handling costs by 50% or greater. Our work has included (1) integrating advanced materials into existing prototype units and (2) operating short and long-term field testing with full size process trains. Testing at A&M has allowed us to upgrade our existing units with improved pre-treatment oil removal techniques and new oil tolerant RO membranes. We have also been able to perform extended testing in 'field laboratories' to gather much needed extended run time data on filter salt rejection efficiency and plugging characteristics of the process train. The Program Report describes work to evaluate the technical and economical feasibility of treating produced water with a combination of different separation processes to obtain water of agricultural water quality standards. Experiments were done for the pretreatment of produced water using a new liquid-liquid centrifuge, organoclay and microfiltration and ultrafiltration membranes for the removal of hydrocarbons from produced water. The results of these experiments show that hydrocarbons from produced water can be reduced from 200 ppm to below 29 ppm level. Experiments were also done to remove the dissolved solids (salts) from the pretreated produced water using desalination membranes. Produced water with up to 45,000 ppm total dissolved solids (TDS) can be treated to agricultural water quality water standards having less than 500 ppm TDS. The Report also discusses the results of field testing of various process trains to measure performance of the desalination process. Economic analysis based on field testing, including capital and operational costs, was done to predict the water treatment costs. Cost of treating produced water containing 15,000 ppm total dissolved solids and 200 ppm hydrocarbons to obtain agricultural water quality with less than 200 ppm TDS and 2 ppm hydrocarbons range between $0.5-1.5 /bbl. The contribution of fresh water resource from produced water will contribute enormously to the sustainable development of the communities where oil and gas is produced and fresh water is a scarce resource. This water can be used for many beneficial purposes such as agriculture, horticulture, rangeland and ecological restorations, and other environmental and industrial application.

    Investigating the role of demand resources in regional transmission planning has provided mixed results. On one hand there are only a few projects where demand response has been used as an explicit alternative to transmission enhancement. On the other hand there is a fair amount of demand response in the form of energy efficiency, peak reduction, emergency load shedding, and (recently) demand providing ancillary services. All of this demand response reduces the need for transmission enhancements. Demand response capability is typically (but not always) factored into transmission planning as a reduction in the load which must be served. In that sense demand response is utilized as an alternative to transmission expansion. Much more demand response is used (involuntarily) as load shedding under extreme conditions to prevent cascading blackouts. The amount of additional transmission and generation that would be required to provide the current level of reliability if load shedding were not available is difficult to imagine and would be impractical to build. In a very real sense demand response solutions are equitably treated in every region - when proposed, demand response projects are evaluated against existing reliability and economic criteria. The regional councils, RTOs, and ISOs identify needs. Others propose transmission, generation, or responsive load based solutions. Few demand response projects get included in transmission enhancement plans because few are proposed. But this is only part of the story. Several factors are responsible for the current very low use of demand response as a transmission enhancement alternative. First, while the generation, transmission, and load business sectors each deal with essentially the same amount of electric power, generation and transmission companies are explicitly in the electric power business but electricity is not the primary business focus of most loads. This changes the institutional focus of each sector. Second, market and reliability rules have, understandably, been written around the capabilities and limitations of generators, the historic reliability resources. Responsive load limitations and capabilities are often not accommodated in markets or reliability criteria. Third, because of the institutional structure, demand response alternatives are treated as temporary solutions that can delay but not replace transmission enhancement. Financing has to be based on a three to five year project life as opposed to the twenty to fifty year life of transmission facilities. More can be done to integrate demand response options into transmission expansion planning. Given the societal benefits it may be appropriate for independent transmission planning organizations to take a more proactive role in drawing demand response alternatives into the resource mix. Existing demand response programs provide a technical basis to build from. Regulatory and market obstacles will have to be overcome if demand response alternatives are to be routinely considered in transmission expansion planning.

    The most common form of utility- sized energy storage system is the pumped storage hydro system. Originally, these types of storage systems were economically viable simply because they displace more expensive generating units. However, over time, as those expensive units became more efficient and costs declined, pumped hydro storage units no longer have the operational edge. As a result, in the current electricity market environment, pumped storage hydro plants are struggling. To offset this phenomenon, certain market modifications should be addressed. This paper will introduce some of the challenges faced by pumped storage hydro plants in today's markets and purpose some solutions to those problems.

    This report presents a methodology developed to study the future impact of wind on BPA power system load following and regulation requirements. The methodology uses historical data and stochastic processes to simulate the load balancing processes in the BPA power system, by mimicking the actual power system operations. Therefore, the results are close to reality, yet the study based on this methodology is convenient to conduct. Compared with the proposed methodology, existing methodologies for doing similar analysis include dispatch model simulation and standard deviation evaluation on load and wind data. Dispatch model simulation is constrained by the design of the dispatch program, and standard deviation evaluation is artificial in separating the load following and regulation requirements, both of which usually do not reflect actual operational practice. The methodology used in this study provides not only capacity requirement information, it also analyzes the ramp rate requirements for system load following and regulation processes. The ramp rate data can be used to evaluate generator response/maneuverability requirements, which is another necessary capability of the generation fleet for the smooth integration of wind energy. The study results are presented in an innovative way such that the increased generation capacity or ramp requirements are compared for two different years, across 24 hours a day. Therefore, the impact of different levels of wind energy on generation requirements at different times can be easily visualized.

    The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

    High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. This guide is intended for use by all parties associated in the design and construction of high performance homes. It serves as a starting point and features initial tools and resources for teams to collaborate to continually improve the energy efficiency and durability of new houses.

    For nearly fifty years the US held a dominant position in research and development in the free world. The situation has changed dramatically in the last decade. Countries around the world realize that to foster sustainable economic growth, they must build and maintain a foundation in science and technology. The time in which a country could base its gross national product solely on extraction of raw materials or on people-intensive manufacturing is drawing to a close. The funding for research and development has been growing in the rest of the world, while US expenditures have not kept pace. In 1961, the United States funded 71 `?40 of the world's R&D. It is estimated that the US contribution to research and development fimding today has reached the 3 3o/0 level, and will drop to 26o/0 of the world's total by 2003.1 In 1981 US government spending per capita on non-defense research and development was nearly fifty percent above our major competitors; by 2002 it is projected to be f@ percent below them.2 This trend has a profound impact on how research and development institutions in the United States plan for their future technical growth. Sandia National Laboratories, as one of the largest US-government tided research establishments, has been watching this trend for some time. %ndi~ focusing on the Laboratories' missions in nuclear weapons and related defense systems, energy security, environmental integrity, and emerging national challenges, is committed to bringing the best in world-class technology to bear on the nation's problems. We realize maintaining our state-of-the-art technolo=~ base requires we look not only to domestic sources in universities, industries and other laboratories, but also to sources overseas. The realization that we must be "worldwide gatherers of technology" has led Sandia National Laboratories to consider the question of international partnering in some detaiI. As a national laboratory with a national security mission we are well aware of the issues that we face in pursuing international collaborations. In order to make the proper decisions, we are interested in understanding the history of such partnerships, when they are appropriate, why we expect them to be important, the risks they present and what we can do to mitigate those risks.

    High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. In an environment where the builder is the only source of communication between trades and consultants and where relationships are, in general, adversarial as opposed to cooperative, the chances of any one building system to fail are greater. Furthermore, it is much harder for the builder to identify and capitalize on synergistic opportunities. Partnering can help bridge the cross-functional aspects of the systems approach and achieve performance-based criteria. Critical success factors for partnering include support from top management, mutual trust, effective and open communication, effective coordination around common goals, team building, appropriate use of an outside facilitator, a partnering charter progress toward common goals, an effective problem-solving process, long-term commitment, continuous improvement, and a positive experience for all involved.

    Construction partnering has been used on many government and private construction projects for at least a decade while environmental partnering at federal facilities has only recently received some attention. The Federal government is exploring how to implement the concepts of environmental partnering at federal facilities. It appears that some federal facilities are utilizing partnering concepts while others are not. Environmental partnering as a federal facility consists of a cooperative effort by all facility stakeholders working as a team to achieve the goal of environmental restoration. The regulatory members must join with other stakeholders in dealing with environmental issues in a timely manner. The key elements of environmental partnering are: commitment, trust, common goals, timely response and continuous evaluation. The partnering process is only a guide since each project or program is unique and the stakeholder will vary requiring a tailored partnering approach. The process consists of: early preparation, identification of stakeholders, management commitments, kick-off meeting or workshop and periodic evaluations. This paper presents the concepts of environmental partnering, including benefits, stakeholders, and the environmental partnering process. It also discusses examples of construction partnering and environmental partnering.

    Collaborative development and operation of large physics experiments is fairly common. Less common is the collaborative development or operation of accelerators. A current example of the latter is the Spallation Neutron Source (SNS). The SNS project was conceived as a collaborative effort between six DOE facilities. In the SNS case, the control system was also developed collaboratively. The SNS project has now moved beyond the collaborative development phase and into the phase where Oak Ridge National Lab (ORNL) is integrating contributions from collaborating ''partner labs'' and is beginning accelerator operations. In this paper, the author reflects on the benefits and drawbacks of the collaborative development of an accelerator control system as implemented for the SNS project from the perspective of a partner lab.

    The Arizona Governor’s Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants’ goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013; 1,390 Home Area Networks (HANs) were registered; 797 new participants installed a HAN; Survey respondents’ are satisfied with the program and found value with a variety of specific program components; Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program; On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly; and An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

    Fact sheet describing NREL's Integrated Biorefinery Research Facility, a biochemical pilot plant and partnership facility containing equipment and lab space for pretreatement, enzymatic hydrolysis, fermentation, compositional analysis, and downstream processing. For more than 30 years, the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) has been at the leading edge of research and technology advancements to develop renewable fuels and bioproducts. NREL works to develop cost-competitive alternatives to conventional transportation fuels and value-added biobased chemicals that can be used to manufacture clothing, plastics, lubricants, and other products. NREL is developing technologies and processes to produce a range of sustainable, energy-dense advanced biofuels that are compatible with our existing transportation fuel infrastructure. As part of that effort, NREL's National Bioenergy Center has entered into more than 90 collaborations in the past five years with companies ranging in size from start-ups to those that appear on Fortune magazine's Fortune 100 list. The new Integrated Biorefinery Research Facility (IBRF) showcases NREL's commitment to collaboration and to meeting the nation's biofuels and bioproducts development and deployment goals. Designed to speed the growth of the biofuels and bioproducts industries, the IBRF is a unique $33.5 million pilot facility capable of supporting a variety of projects. The IBRF is available to industry partners who work with NREL through cooperative research and development, technical, and analytical service agreements. With 27,000 ft2 of high bay space, the IBRF provides industry partners with the opportunity to operate, test, and develop their own biorefining technology and equipment.

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    President Clinton and the U.S. Department of Housing and Urban Development (HUD) have set a goal of increasing homeownership in America. Currently the rate of homeownership is approximately 64 percent of the population. The goal is to raise that rate to 67.5 percent by the year 2000, a higher rate than ever recorded in U.S. history. Achieving the goal will require about 8 million families to acquire homes of their own. HUD has developed a plan for reaching the national homeownership goal. The plan is known as the National Homeownership Strategy. It was formulated with input from more than 50 public- and private-sector groups and consists of 100 objectives designed to make homeownership easier and affordable for American families. Among the objectives are expanded use of energy conservation and new construction technologies. The groups participating in the formulation of the National Homeownership Strategy formed a collaboration that was named the National Partners in Homeownership. Chicago Partners in the American Dream is a collaboration of Chicago organizations implementing the National Homeownership Strategy on a local level. It has made achieving the objectives of the Strategy the foundation for its local partnership. The Chicago Partners in the American Dream is a grassroots collaboration, combining the experience, resources, and expertise of a variety of local organizations. The fundamental goal of the Chicago Partners in the American Dream is to create 5,000 homeownership opportunities in nine to twelve focused areas within Empowerment Zone/Enterprise Communities in the Chicagoland market by the end of the year 2000.
