    During the National Uranium Resource Evaluation (NURE) program, conducted for the US Department of Energy (DOE) by Bendix Field Engineering Corporation (BFEC), radiometric and geochemical surveys and geologic investigations detected anomalies indicative of possible uranium enrichment. Data from the Aerial Radiometric and Magnetic Survey (ARMS) and the Hydrogeochemical and Stream-Sediment Reconnaissance (HSSR), both of which were conducted on a national scale, yielded numerous anomalies that may signal areas favorable for the occurrence of uranium deposits. Results from geologic evaluations of individual 1/sup 0/ x 2/sup 0/ quadrangles for the NURE program also yielded anomalies, which could not be adequately checked during scheduled field work. Included in this volume are individual reports of field investigations for the following six areas which were shown on the basis of ARMS, HSSR, and (or) geologic data to be anomalous: (1) Hylas zone and northern Richmond basin, Virginia; (2) Sischu Creek area, Alaska; (3) Goodman-Dunbar area, Wisconsin; (4) McCaslin syncline, Wisconsin; (5) Mt. Withington Cauldron, Socorro County, New Mexico; (6) Lake Tecopa, Inyo County, California. Field checks were conducted in each case to verify an indicated anomalous condition and to determine the nature of materials causing the anomaly. The ultimate objective of work is to determine whether favorable conditions exist for the occurrence of uranium deposits in areas that either had not been previously evaluated or were evaluated before data from recent surveys were available. Most field checks were of short duration (2 to 5 days). The work was done by various investigators using different procedures, which accounts for variations in format in their reports. All papers have been abstracted and indexed.

    The U. S. Department of Energy, Idaho Operations Office is considering options for construction of a multipurpose haul road to transport materials and wastes between the Materials and Fuels Complex (MFC) and other Idaho National Laboratory (INL) Site facilities. The proposed road will be closed to the public and designed for limited year-round use. Two primary options are under consideration: a new route south of the existing T-25 power line road and an upgrade to road T-24. In the Spring of 2010, archaeological field surveys and initial coordination and field reconnaissance with representatives from the Shoshone-Bannock Tribes were completed to identify any resources that may be adversely affected by the proposed road construction and to develop recommendations to protect any listed or eligible for listing on the National Register of Historic Places. The investigations showed that 24 archaeological resources and one historic marker are located in the area of potential effects for road construction and operation south of the T-25 powerline road and 27archaeological resources are located in the area of potential effects for road construction and operation along road T-24. Generalized tribal concerns regarding protection of natural resources were also documented in both road corridors. This report outlines recommendations for additional investigations and protective measures that can be implemented to minimize adverse impacts to the identified resources.

  12. Technology Development and Field Trials of EGS Drilling Systems at Chocolate Mountain

    Polycrystalline diamond compact (PDC) bits are routinely used in the oil and gas industry for drilling medium to hard rock but have not been adopted for geothermal drilling, largely due to past reliability issues and higher purchase costs. The Sandia Geothermal Research Department has recently completed a field demonstration of the applicability of advanced synthetic diamond drill bits for production geothermal drilling. Two commercially-available PDC bits were tested in a geothermal drilling program in the Chocolate Mountains in Southern California. These bits drilled the granitic formations with significantly better Rate of Penetration (ROP) and bit life than the roller cone bit they are compared with. Drilling records and bit performance data along with associated drilling cost savings are presented herein. The drilling trials have demonstrated PDC bit drilling technology has matured for applicability and improvements to geothermal drilling. This will be especially beneficial for development of Enhanced Geothermal Systems whereby resources can be accessed anywhere within the continental US by drilling to deep, hot resources in hard, basement rock formations.

  13. Cultural Resource Investigations for the Resumption of Transient Testing of Nuclear Fuels and Material at the Idaho National Laboratory

    The U. S. Department of Energy (DOE) has a need to test nuclear fuels under conditions that subject them to short bursts of intense, high-power radiation called ‘transient testing’ in order to gain important information necessary for licensing new nuclear fuels for use in U.S. nuclear power plants, for developing information to help improve current nuclear power plant performance and sustainability, for improving the affordability of new generation reactors, for developing recyclable nuclear fuels, and for developing fuels that inhibit any repurposing into nuclear weapons. To meet this mission need, DOE is considering alternatives for re-use and modification of existing nuclear reactor facilities to support a renewed transient testing program. One alternative under consideration involves restarting the Transient Reactor Test (TREAT) reactor located at the Materials and Fuels Complex (MFC) on the Idaho National Laboratory (INL) site in southeastern Idaho. This report summarizes cultural resource investigations conducted by the INL Cultural Resource Management Office in 2013 to support environmental review of activities associated with restarting the TREAT reactor at the INL. These investigations were completed in order to identify and assess the significance of cultural resources within areas of potential effect associated with the proposed action and determine if the TREAT alternative would affect significant cultural resources or historic properties that are eligible for nomination to the National Register of Historic Places. No archaeological resources were identified in the direct area of potential effects for the project, but four of the buildings proposed for modifications are evaluated as historic properties, potentially eligible for nomination to the National Register of Historic Places.   14. Cultural Resource Investigation for the Materials and Fuels Complex Wastewater System Upgrade at the Idaho National Laboratory

    The Materials and Fuels Complex (MFC) located in Bingham County at the Idaho National Laboratory (INL) in southeastern Idaho is considering several alternatives to upgrade wastewater systems to meet future needs at the facility. In April and May of 2010, the INL Cultural Resource Management Office conducted archival searches, archaeological field surveys, and coordination with the Shoshone-Bannock Tribes to identify cultural resources that may be adversely affected by the proposed construction and to provide recommendations to protect any resources listed or eligible for listing on the National Register of Historic Places. These investigations showed that one National Register-eligible archaeological site is located on the boundary of the area of potential effects for the wastewater upgrade. This report outlines protective measures to help ensure that this resource is not adversely affected by construction.

    The Savannah River Archaeological Research Program (SRARP) continued through FY95 with the United States Department of Energy to fulfill a threefold mission of cultural resource management, research, and public education at the Savannah River Site. Over 2,300 acres of land on the SRS came under cultural resources review in FY95. This activity entailed 30 field surveys, resulting in the recording of 86 new sites. Twenty-two existing sites within survey tract boundaries were revisited to update site file records. Research conducted by SRARP was reported in 11 papers and monographs published during FY95. SRARP staff also presented research results in 18 papers at professional meetings. Field research included several testing programs, excavations, and remote sensing at area sites, as well as data collection abroad. Seven grants were acquired by SRARP staff to support off-site research. In the area of heritage education, the SRARP expanded its activities in FY95 with a full schedule of classroom education, public outreach, and on-site tours. Volunteer excavations at the Tinker Creek site were continued with the Augusta Archaeological Society and other avocational groups, and other off-site excavations provided a variety of opportunities for field experience. Some 80 presentations, displays and tours were provided for schools, historical societies, civic groups, and environmental and historical awareness day celebrations. Additionally, SRARP staff taught four anthropology courses at area colleges.

  20. Geothermal Resource/Reservoir Investigations Based on Heat Flow and Thermal Gradient Data for the United States

    Several activities related to geothermal resources in the western United States are described in this report. A database of geothermal site-specific thermal gradient and heat flow results from individual exploration wells in the western US has been assembled. Extensive temperature gradient and heat flow exploration data from the active exploration of the 1970's and 1980's were collected, compiled, and synthesized, emphasizing previously unavailable company data. Examples of the use and applications of the database are described. The database and results are available on the world wide web. In this report numerical models are used to establish basic qualitative relationships between structure, heat input, and permeability distribution, and the resulting geothermal system. A series of steady state, two-dimensional numerical models evaluate the effect of permeability and structural variations on an idealized, generic Basin and Range geothermal system and the results are described.

  1. Phase I Archaeological Investigation Cultural Resources Survey, Hawaii Geothermal Project, Makawao and Hana Districts, South Shore of Maui, Hawaii (DRAFT )

    This report details the archaeological investigation of a 200 foot wide sample corridor extending approximately 9 miles along the southern portion of Maui within the present districts of Hana and Makawao. A total of 51 archaeological sites encompassing 233 surface features were documented. A GPS receiver was used to accurately and precisely plot locations for each of the documented sites. Analysis of the locational information suggests that archaeological sites are abundant throughout the region and only become scarce where vegetation has been bulldozed for ranching activities. At the sea-land transition points for the underwater transmission cable, both Ahihi Bay and Huakini Bay are subjected to seasonal erosion and redeposition of their boulder shorelines. The corridor at the Ahihi Bay transition point runs through the Moanakala Village Complex which is an archaeological site on the State Register of Historic Places within a State Natural Area Reserve. Numerous other potentially significant archaeological sites lie within the project corridor. It is likely that rerouting of the corridor in an attempt to avoid known sites would result in other undocumented sites located outside the sample corridor being impacted. Given the distribution of archaeological sites, there is no alternative route that can be suggested that is likely to avoid encountering sites. A total of twelve charcoal samples were obtained for potential taxon identification and radiocarbon analysis. Four of these samples were subsequently submitted for dating and species identification. Bird bone from various locations within a lava tube were collected for identification. Sediment samples for subsequent pollen analysis were obtained from within two lava tubes. With these three sources of information it is hoped that paleoenvironmental data can be recovered that will enable a better understanding of the setting for Hawaiian habitation of the area.     The Pearl Host Spring Geothermal Project funded by the DoE Geothermal Program was a joint academic (KU/UT & OU) and industry collaboration (Sierra and Ram Power) to investigate structural controls and the importance of low-angle normal faults on geothermal fluid flow through a multifaceted geological, geophysical, and geochemical investigation in west-central Nevada. The study clearly showed that the geothermal resources in Clayton Valley are controlled by the interplay between low-angle normal faults and active deformation related to the Walker Lane. The study not only identified potentially feasible blind geothermal resource plays in eastern Clayton Valley, but also provide a transportable template for exploration in the area of west-central Nevada and other regional and actively-deforming releasing fault bends. The study showed that deep-seated low-angle normal faults likely act as crustal scale permeability boundaries and could play an important role in geothermal circulation and funneling geothermal fluid into active fault zones. Not unique to this study, active deformation is viewed as an important gradient to rejuvenated fracture permeability aiding the long-term viability of blind geothermal resources. The technical approach for Phase I included the following components, (1) Structural and geological analysis of Pearl Hot Spring Resource, (2) (U-Th)/He thermochronometry and geothermometry, (3) detailed gravity data and modeling (plus some magnetic and resistivity), (4) Reflection and Refraction Seismic (Active Source), (5) Integration with existing and new geological/geophysical data, and (6) 3-D Earth Model, combining all data in an innovative approach combining classic work with new geochemical and geophysical methodology to detect blind geothermal resources in a cost-effective fashion.

    The purpose of this report is to summarize the scientific work that was performed to evaluate and assess the occurrence and economic potential of natural resources within the geologic setting of the Yucca Mountain area. The extent of the regional areas of investigation for each commodity differs and those areas are described in more detail in the major subsections of this report. Natural resource assessments have focused on an area defined as the ''conceptual controlled area'' because of the requirements contained in the U.S. Nuclear Regulatory Commission Regulation, 10 CFR Part 60, to define long-term boundaries for potential radionuclide releases. New requirements (proposed 10 CFR Part 63 [Dyer 1999]) have obviated the need for defining such an area. However, for the purposes of this report, the area being discussed, in most cases, is the previously defined ''conceptual controlled area'', now renamed the ''natural resources site study area'' for this report (shown on Figure 1). Resource potential can be difficult to assess because it is dependent upon many factors, including economics (demand, supply, cost), the potential discovery of new uses for resources, or the potential discovery of synthetics to replace natural resource use. The evaluations summarized are based on present-day use and economic potential of the resources. The objective of this report is to summarize the existing reports and information for the Yucca Mountain area on: (1) Metallic mineral and mined energy resources (such as gold, silver, etc., including uranium); (2) Industrial rocks and minerals (such as sand, gravel, building stone, etc.); (3) Hydrocarbons (including oil, natural gas, tar sands, oil shales, and coal); and (4) Geothermal resources. Groundwater is present at the Yucca Mountain site at depths ranging from 500 to 750 m (about 1,600 to 2,500 ft) below the ground surface. Groundwater resources are not discussed in this report, but are planned to be included in the hydrology

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The Montana Bureau of Mines and Geology has updated its inventory of low and moderate temperature resources for the state and has assisted the Oregon Institute of Technology - GeoHeat Center and the University of Utah Research Institute in prioritizing and collocating important geothermal resource areas. The database compiled for this assessment contains information on location, flow, water chemistry, and estimated reservoir temperatures for 267 geothermal well and springs in Montana. For this assessment, the minimum temperature for low-temperature resource is defined as 10{degree} C above the mean annual air temperature at the surface. The maximum temperature for a moderate-temperature resource is defined as greater than 50{degree} C. Approximately 12% of the wells and springs in the database have temperatures above 50{degree} C, 17% are between 30{degree} and 50{degree} C, 29% are between 20{degree} and 30{degree}C, and 42% are between 10{degree} and 20{degree} C. Low and moderate temperature wells and springs can be found in nearly all areas of Montana, but most are in the western third of the state. Information sources for the current database include the MBMG Ground Water Information Center, the USGS statewide database, the USGS GEOTHERM database, and new information collected as part of this program. Five areas of Montana were identified for consideration in future investigations of geothermal development. The areas identified are those near Bozeman, Ennis, Butte, Boulder, and Camas Prairie. These areas were chosen based on the potential of the resource and its proximity to population centers.

    The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program. The island of Kauai was not studied during the current phase of investigation. Geothermal field studies were not considered to be warranted due to the absence of significant geochemical or geophysical indications of a geothermal resource. The great age of volcanism on this island would further suggest that should a thermal resource be present, it would be of low temperature. The geothermal field studies conducted on Oahu focused on the caldera complexes of the two volcanic systems which form the island: Waianae volcano and Koolau volcano. The results of these studies and the interpreted probability for a resource are presented.

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    Storage Resource Managers (SRMs) are middleware components whose function is to provide dynamic space allocation and file management on shared storage components on the Grid[1,2]. SRMs support protocol negotiation and reliable replication mechanism. The SRM standard supports independent SRM implementations, allowing for a uniform access to heterogeneous storage elements. SRMs allow site-specific policies at each location. Resource Reservations made through SRMs have limited lifetimes and allow for automatic collection of unused resources thus preventing clogging of storage systems with ''orphan'' files. At Fermilab, data handling systems use the SRM management interface to the dCache Distributed Disk Cache [5,6] and the Enstore Tape Storage System [15] as key components to satisfy current and future user requests [4]. The SAM project offers the SRM interface for its internal caches as well.

This study incorporates information on Pacific Northwest (PNW) regional retail loads, contract obligations, and contract resources. This loads and resources analysis simulates the operation of the power system in the PNW. The simulated hydro operation incorporates plant characteristics, streamflows, and non-power requirements from the current Pacific Northwest Coordination Agreement (PNCA). Additional resource capability estimates were provided by BPA, PNW Federal agency, public agency, cooperative, U.S. Bureau of Reclamation (USBR), and investor-owned utility (IOU) customers furnished through annual PNUCC data submittals for 2005 and/or direct submittals to BPA. The 2006 White Book is presented in two documents: (1) this summary document of Federal system and PNW region loads and resources, and (2) a technical appendix which presents regional loads, grouped by major PNW utility categories, and detailed contract and resource information. The technical appendix is available only in electronic form. Individual customer information for marketer contracts is not detailed due to confidentiality agreements. The 2006 White Book analysis updates the 2004 White Book. This analysis shows projections of the Federal system and region's yearly average annual energy consumption and resource availability for the study period, OY 2007-2016. The study also presents projections of Federal system and region expected 1-hour monthly peak demand, monthly energy demand, monthly 1-hour peak generating capability, and monthly energy generation for OY 2007, 2011, and 2016. BPA is investigating a new approach in capacity planning depicting the monthly Federal system 120-hour peak generating capability and 120-hour peak surplus/deficit for OY 2007, 2011, and 2016.     The rugged, mountainous country of Kyrgyzstan contains about one-half of the known coal resources of central Asia (a geographic and economic region that also includes Uzbekistan, Tadjikistan and Turkmenistan). Coal of Jurassic age is present in eight regions in Kyrgyzstan in at least 64 different named localities. Significant coal occurrences of about the same age are present in the central Asian countries of Kazakhstan, China, and Russia. Separation of the coal-bearing rocks into individual deposits results more than earth movements before and during formation of the present-day mountains and basins of the country than from deposition in separate basins.Separation was further abetted by deep erosion and removal of the coal-bearing rocks from many areas, followed by covering of the remaining coal-bearing rocks by sands and gravels of Cenozoic age. The total resources of coal in Kyrgyzstan have been reported as about 30 billion tons. In some of the reported localities, the coal resources are known and adequately explored. In other parts of the republic, the coal resources are inadequately understood or largely unexplored. The resource and reserve inventory of Kyrgyzstan is at best incomplete; for some purposes, such as short-term local and long-range national planning, it may be inadequate. Less than 8% of the total estimated resources are categorized as recoverable reserves, and the amount that is economically recoverable is unknown. The coal is largely of subbituminous and high-volatile C bituminous rank, most has low and medium ash and sulfur contents, and coals of higher rank (some with coking qualities) are present in one region. It is recommended that appropriate analyses and tests be made during planning for utilization.

    Ecological resources are resources that have functional value to ecosystems. Frequently, these functions are overlooked in terms of the value they provide to humans. Environmental economics is in search of an appropriate analysis framework for such resources. In such a framework, it is essential to distinguish between two related subsets of information: (1) ecological processes that have intrinsic value to natural ecosystems; and (2) ecological functions that are values by humans. The present study addresses these concerns by identifying a habitat that is being displaced by development, and by measuring the human and ecological values associated with the ecological resources in that habitat. It is also essential to determine which functions are mutually exclusive and which are, in effect, complementary or products of joint production. The authors apply several resource valuation tools, including contingent valuation methodology (CVM), travel cost methodology (TCM), and hedonic damage-pricing (HDP). One way to derive upper-limit values for more difficult-to-value functions is through the use of human analogs, because human-engineered systems are relatively inefficient at supplying the desired services when compared with natural systems. Where data on the relative efficiencies of natural systems and human analogs exist, it is possible to adjust the costs of providing the human analog by the relative efficiency of the natural system to obtain a more realistic value of the function under consideration. The authors demonstrate this approach in an environmental economic case study of the environmental services rendered by shrub-steppe habitats of Benton County, Washington State.

  2. Resource recovery from coal residues

    Several processes are being developed to recover metals from coal combustion and conversion residues. Methods to obtain substantial amounts of aluminum, iron, and titanium from these wastes are presented. The primary purpose of our investigation is to find a process that is economically sound or one that at least will partially defray the costs of waste processing. A cursory look at the content of fly ash enables one to see the merits of recovery of these huge quantities of valuable resources. The major constituents of fly ash of most interest are aluminum (14.8%), iron (7.5%), and titanium (1.0%). If these major elements could be recovered from the fly ash produced in the United States (60 million tons/year), bauxite would not have to be imported, iron ore production could be increased, and titanium production could be doubled.

    The collection, treatment, and disposal of domestic and industrial wastewater, garbage, and other wastes present considerable problems in urban and semiurban areas of developing countries. Major benefits of using integrated treatment and resource recovery systems include waste stabilization, recovering energy as biogas, producing food from algae and fish, irrigation, improved public health, and aquatic weed control and use. Information and research are needed, however, to assesss the appropriateness, benefits, and limitations of such technology on a large scale. System configuration depends on the types and quantities of wastes available for processing. There must be enough collectable waste for the system to be viable. Information should be gathered to asses whether there is a net public health benefit by implementing a waste treatment and resource recovery system. Benefits such as savings in medical expenses and increased worker productivity due to improved health may be difficult to quantify. The potential health risks created by implementing a resource recovery system should be studied. The most difficult issues to contend with are socioeconomic in nature. Often, the poor performance of a proven technology is attributed to a lack of proper understanding of its principles by the operators, lack of community interest, improper operator training, and poor management. Public education to motivate people to accept technologies that are beneficial to them is important.

    We investigate continuous variable quantum teleportation using non-Gaussian states of the radiation field as entangled resources. We compare the performance of different classes of degaussified resources, including two-mode photon-added and two-mode photon-subtracted squeezed states. We then introduce a class of two-mode squeezed Bell-like states with one-parameter dependence for optimization. These states interpolate between and include as subcases different classes of degaussified resources. We show that optimized squeezed Bell-like resources yield a remarkable improvement in the fidelity of teleportation both for coherent and nonclassical input states. The investigation reveals that the optimal non-Gaussian resources for continuous variable teleportation are those that most closely realize the simultaneous maximization of the content of entanglement, the degree of affinity with the two-mode squeezed vacuum, and the, suitably measured, amount of non-Gaussianity.

    Including renewable energy resources in integrated resource planning (IRP) requires that utility planning models properly consider the relevant attributes of the different renewable resources in addition to conventional supply-side and demand-side options. Otherwise, a utility`s resource plan is unlikely to have an appropriate balance of the various resource options. The current trend toward regulatory set-asides for renewable resources is motivated in part by the perception that the capabilities of current utility planning models are inadequate with regard to renewable resources. Adequate modeling capabilities and utility planning practices are a necessary prerequisite to the long-term penetration of renewable resources into the electric utility industry`s resource mix. This report presents a review of utility planning models conducted for the National Renewable Energy Laboratory (NREL). The review examines the capabilities of utility planning models to address key issues in the choice between renewable resources and other options. The purpose of this review is to provide a basis for identifying high priority areas for advancing the state of the art.

    RPG1.06 is an (IRP) tool developed so that small public utilities would have a tool to complete an IRP that was in compliance with the Energy Policy Act of 1992. RPG1.06 is divided into three levels: Fast Track, Intermediate, and Detailed. Each level is designed to be completed independently. The Fast Track level is designed for users who want to complete a quick, simple planning study to identify applicable resource options. The Intermediate level ismore » designed for users who want to add their own data and apply weighting factors to the results after completing a quick, simple planning study. The Detailed level is designed for users who want to identify applicable resource options and spend a fair amount of time collecting the data, computing the calculations, and compiling the results. The Detailed level contains a production costing module and optimization algorithms. The software contains the worksheets that appear in the workbook version. Similar to the workbooks, the software worksheets are designed to be completed in numerical order. The software automatically saves the data entered into a worksheet, and carries the data from worksheet to worksheet, completing all calculations. RPG1.06 also contains three additional volumes. Getting Started is an introduction to RPG1.06. Getting Started helps the user understand the differences between the three workbooks and choose the workbook that best fits the users needs. Reference Data contains supply, demand, end-use, weather, and survey data that can be used in lieu of a utility''s own data.     This Technical Report is a detailed presentation of the actions Bonneville Power Administration (BPA) will take to develop new resources to meet the power requirements of its customers. The primary focus of this report is on what BPA will do in Fiscal Years (FY's) 1992 and 1993. However, much care has been taken to define near-term actions aimed at meeting BPA's long-term needs. An aggressive, steadily increasing conservation program forms the foundation of the 1990 Resource Program and resource acquisitions for FY's 1992 and 1993. BPA's commitment to a steady ramp-up of the conservation program is key to achieving the least-cost approach to resource development, and to making the conservation resource deliverable in the long run. By itself, conservation can meet much of the likely range of load growth that BPA faces. A diverse mix of generation resources in small increments is the second cornerstone of the 1990 Resource Program. These generation resources can meet the rest of the likely range of BPA resource needs.     North Dakota has an outstanding resource--providing more available wind for development than any other state. According to U.S. Department of Energy (DOE) studies, North Dakota alone has enough energy from good wind areas, those of wind power Class 4 and higher, to supply 36% of the 1990 electricity consumption of the entire lower 48 states. At present, no more than a handful of wind turbines in the 60- to 100-kilowatt (kW) range are operating in the state. The first two utility-scale turbines were installed in North Dakota as part of a green pricing program, one in early 2002 and the second in July 2002. Both turbines are 900-kW wind turbines. Two more wind turbines are scheduled for installation by another utility later in 2002. Several reasons are evident for the lack of wind development. One primary reason is that North Dakota has more lignite coal than any other state. A number of relatively new minemouth power plants are operating in the state, resulting in an abundance of low-cost electricity. In 1998, North Dakota generated approximately 8.2 million megawatt-hours (MWh) of electricity, largely from coal-fired plants. Sales to North Dakota consumers totaled only 4.5 million MWh. In addition, the average retail cost of electricity in North Dakota was 5.7 cents per kWh in 1998. As a result of this surplus and the relatively low retail cost of service, North Dakota is a net exporter of electricity, selling approximately 50% to 60% of the electricity produced in North Dakota to markets outside the state. Keeping in mind that new electrical generation will be considered an export commodity to be sold outside the state, the transmission grid that serves to export electricity from North Dakota is at or close to its ability to serve new capacity. The markets for these resources are outside the state, and transmission access to the markets is a necessary condition for any large project. At the present time, technical assessments of the transmission network indicate

    As the penetration of variable generation (wind and solar) increases around the world, there is an accompanying growing interest and importance in accurately assessing the contribution that these resources can make toward planning reserve. This contribution, also known as the capacity credit or capacity value of the resource, is best quantified by using a probabilistic measure of overall resource adequacy. In recognizing the variable nature of these renewable resources, there has been interest in exploring the use of reliability metrics other than loss of load expectation. In this paper, we undertake some comparisons using data from the Western Electricity Coordinating Council in the western United States.

    CMS is using a tiered setup of dedicated computing resources provided by sites distributed over the world and organized in WLCG. These sites pledge resources to CMS and are preparing them especially for CMS to run the experiment's applications. But there are more resources available opportunistically both on the GRID and in local university and research clusters which can be used for CMS applications. We will present CMS' strategy to use opportunistic resources and prepare them dynamically to run CMS applications. CMS is able to run its applications on resources that can be reached through the GRID, through EC2 compliant cloud interfaces. Even resources that can be used through ssh login nodes can be harnessed. All of these usage modes are integrated transparently into the GlideIn WMS submission infrastructure, which is the basis of CMS' opportunistic resource usage strategy. Technologies like Parrot to mount the software distribution via CVMFS and xrootd for access to data and simulation samples via the WAN are used and will be described. We will summarize the experience with opportunistic resource usage and give an outlook for the restart of LHC data taking in 2015.

    This report contains nine unconventional energy resource commodity summaries prepared by committees of the Energy Minerals Division (EMD) of the American Association of Petroleum Geologists. Unconventional energy resources, as used in this report, are those energy resources that do not occur in discrete oil or gas reservoirs held in structural or stratigraphic traps in sedimentary basins. These resources include coal, coalbed methane, gas hydrates, tight gas sands, gas shale and shale oil, geothermal resources, oil sands, oil shale, and uranium resources. Current U.S. and global research and development activities are summarized for each unconventional energy commodity in the topical sections of this report. Coal and uranium are expected to supply a significant portion of the world's energy mix in coming years. Coalbed methane continues to supply about 9% of the U.S. gas production and exploration is expanding in other countries. Recently, natural gas produced from shale and low-permeability (tight) sandstone has made a significant contribution to the energy supply of the United States and is an increasing target for exploration around the world. In addition, oil from shale and heavy oil from sandstone are a new exploration focus in many areas (including the Green River area of Wyoming and northern Alberta). In recent years, research in the areas of geothermal energy sources and gas hydrates has continued to advance. Reviews of the current research and the stages of development of these unconventional energy resources are described in the various sections of this report.

    The Tonopah Quadrangle, Nevada, was evaluated using National Uranium Resource Evaluation criteria to identify and delineate areas favorable for uranium deposits. Investigations included reconnaissance and detailed surface geologic and radiometric studies, geochemical sampling and evaluation, analysis and ground-truth followup of aerial radiometric and hydrogeochemical and stream-sediment reconnaissance data, and subsurface data evaluation. The results of these investigations indicate environments favorable for hydroallogenic uranium deposits in Miocene lacustrine sediments of the Big Smoky Valley west of Tonopah. The northern portion of the Toquima granitic pluton is favorable for authigenic uranium deposits. Environments considered unfavorable for uranium deposits include Quaternary sediments; intermediate and mafic volcanic and metavolcanic rocks; Mesozoic, Paleozoic, and Precambrian sedimentary and metasedimentary rocks; those plutonic rocks not included within favorable areas; and those felsic volcanic rocks not within the Northumberland and Mount Jefferson calderas.

    The Winnemucca 2/sup 0/ quadrangle, Nevada, was evaluated for geologic environments favorable for uranium deposits, using criteria developed for the National Uranium Resource Evaluation program. Reconnaissance radiometric and geochemical surveys were conducted for all geologic environments open to evaluation. Detailed surface and subsurface investigations were conducted in potential host and source environments. Subsurface data collected by private industry were obtained for favorable environments. The results of this investigation indicate environments favorable for hydroallogenic uranium deposits in the Fish Creek Basin sedimentary rocks of Miocene age, and for hydroallogenic and sandstone uranium deposits in the Home Station Wash sedimentary rocks of Miocene age. Environments in the quadrangle considered unfavorable for uranium deposits are exposed sedimentary rocks of Precambrian, Paleozoic, Mesozoic, and Tertiary ages (other than those in the Fish Creek Basin and Home Station Wash areas); Mesozoic and Tertiary plutonic rocks; and Mesozoic and Tertiary volcanic rocks. Substantial portions of the quadrangle remain unevaluated because of restricted access or insufficient subsurface data.

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

The purpose of this document is to describe how the DOE-Richland Operations (DOE-RL) will meet those responsibilities on the Hanford Site, pursuant to guidelines for Agency Responsibilities under the Historic Preservation Act (FR 53:31, February 17, 1988). This document is intended for multiple uses.     World oil use is projected to grow to 98 million b/d in 2015 and 118 million b/d in 2030. Total world natural gas consumption is projected to rise to 134 Tcf in 2015 and 182 Tcf in 2030. In an era of declining production and increasing demand, economically producing oil and gas from unconventional sources is a key challenge to maintaining global economic growth. Some unconventional hydrocarbon sources are already being developed, including gas shales, tight gas sands, heavy oil, oil sands, and coal bed methane. Roughly 20 years ago, gas production from tight sands, shales, and coals was considered uneconomic. Today, these resources provide 25% of the U.S. gas supply and that number is likely to increase. Venezuela has over 300 billion barrels of unproven extra-heavy oil reserves which would give it the largest reserves of any country in the world. It is currently producing over 550,000 b/d of heavy oil. Unconventional oil is also being produced in Canada from the Athabasca oil sands. 1.6 trillion barrels of oil are locked in the sands of which 175 billion barrels are proven reserves that can be recovered using current technology. Production from 29 companies now operating there exceeds 1 million barrels per day. The report provides an overview of continuous petroleum sources and gives a concise overview of the current status of varying types of unconventional oil and gas resources. The committee's purpose was to determine how the situation developed, why the federal government was slow to litigate against parties in the case who did not settle, and why those who did settle were released without further liability. The ultimate objective is to assure adequate resources to address ground water problems through the Superfund program and to avoid similar situations in the future.     The Preston Geothermal prospect is located in northern Cache Valley approximately 8 kilometers north of the city of Preston, in southeast Idaho. The Cache Valley is a structural graben of the northern portion of the Basin and Range Province, just south of the border with the Eastern Snake River Plain (ESRP). This is a known geothermal resource area (KGRA) that was evaluated in the 1970's by the State of Idaho Department of Water Resources (IDWR) and by exploratory wells drilled by Sunedco Energy Development. The resource is poorly defined but current interpretations suggest that it is associated with the Cache Valley structural graben. Thermal waters moving upward along steeply dipping northwest trending basin and range faults emanate in numerous hot springs in the area. Springs reach temperatures as hot as 84 C. Traditional geothermometry models estimated reservoir temperatures of approximately 125 C in the 1970s study. In January of 2014, interest was renewed in the areas when a water well drilled to 79 m (260 ft) yielded a bottom hole temperature of 104 C (217 F). The well was sampled in June of 2014 to investigate the chemical composition of the water for modeling geothermometry reservoir temperature. Traditional magnesium corrected Na-K-Ca geothermometry estimates this new well to be tapping water from a thermal reservoir of 227 C (440 F). Even without the application of improved predictive methods, the results indicate much higher temperatures present at much shallower depths than previously thought. This new data provides strong support for further investigation and sampling of wells and springs in the Northern Cache Valley, proposed for the summer of 2015. The results of the water will be analyzed utilizing a new multicomponent equilibrium geothermometry (MEG) tool called Reservoir Temperature Estimate (RTEst) to obtain an improved estimate of the reservoir temperature. The new data suggest that other KGRAs and overlooked areas may need to be

    This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (COE) published a notice in the Federal Register on May 17, 1994 (Fed. Regist. 5925638) withdrawing its Notice of Intent (Fed. Regst. 575433) of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County, including the southeastern coast, a potential development corridor along the Saddle Road between Hilo and the North Kohala District on the northwestern coast, and on the southeastern coast of Maui. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology. The scientific background data and related information is being made available for future research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

    This paper summarizes five 2007-2008 resource commodity committee reports prepared by the Energy Minerals Division (EMD) of the American Association of Petroleum Geologists. Current United States and global research and development activities related to gas hydrates, gas shales, geothermal resources, oil sands, and uranium resources are included in this review. These commodity reports were written to advise EMD leadership and membership of the current status of research and development of unconventional energy resources. Unconventional energy resources are defined as those resources other than conventional oil and natural gas that typically occur in sandstone and carbonate rocks. Gas hydrate resources are potentially enormous; however, production technologies are still under development. Gas shale, geothermal, oil sand, and uranium resources are now increasing targets of exploration and development, and are rapidly becoming important energy resources that will continue to be developed in the future.

    This document presents results of a study of avian use and mortality in and near a proposed wind resource area in southwestern Montana. Data collected in autumn 1995 through summer 1996 represented preconstruction condition; it was compiled, analyzed, and presented in a format such that comparison with post-construction data would be possible. The primary emphasis of the study was recording avian migration in and near the wind resource area using state-of-the-art marine surveillance radar. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs).     This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology. The scientific background data and related information that were obtained from review of the (1) scientific literature, (2) government and private sector reports, (3) studies done under DOE interagency agreements with the US Fish and Wildlife Service (FWS) and with the US Army Corps of Engineers (COE), and (4) observations made during site visits are being made available for future research in these areas.

    Considering the important role played today by unconventional gas resources in North America and their enormous potential for the future around the world, it is vital to both policy makers and industry that the volumes of these resources and the impact of technology on these resources be assessed. To provide for optimal decision making regarding energy policy, research funding, and resource development, it is necessary to reliably quantify the uncertainty in these resource assessments. Since the 1970s, studies to assess potential unconventional gas resources have been conducted by various private and governmental agencies, the most rigorous of which was by the United States Geological Survey (USGS). The USGS employed a cell-based, probabilistic methodology which used analytical equations to calculate distributions of the resources assessed. USGS assessments have generally produced distributions for potential unconventional gas resources that, in our judgment, are unrealistically narrow for what are essentially undiscovered, untested resources. In this article, we present an improved methodology to assess potential unconventional gas resources. Our methodology is a stochastic approach that includes Monte Carlo simulation and correlation between input variables. Application of the improved methodology to the Uinta-Piceance province of Utah and Colorado with USGS data validates the means and standard deviations of resource distributions produced by the USGS methodology, but reveals that these distributions are not right skewed, as expected for a natural resource. Our investigation indicates that the unrealistic shape and width of the gas resource distributions are caused by the use of narrow triangular input parameter distributions. The stochastic methodology proposed here is more versatile and robust than the USGS analytic methodology. Adoption of the methodology, along with a careful examination and revision of input distributions, should allow a more realistic

    The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1994--95 through 2003--04.

    In recent years, there has been a great interest in designing high-performance distributed symbolic-processing computers. These architectures have special needs for resource management and dynamic reclamation of unused memory cells and objects. The memory management or garbage-collection aspects of these architectures are studied. Also introduced is a synchronous distributed algorithm for garbage collection. A special data structure is defined to handle the distributed nature of the problem. The author formally expresses the algorithm and shows the results of a synchronous garbage-collection simulation and its effect on the interconnection-network message to traffic. He presents an asynchronous distributed garbage collection to handle the resource management for a system that does not require a global synchronization mechanism. The distributed data structure is modified to include the asynchronous aspects of the algorithm. This method is extended to a multiple-mutator scheme, and the problem of having several processors share portion of a cyclical graph is discussed. Two models for the analytical study of the garbage-collection algorithms discussed are provided.

    Located in the Front Range of the Rocky Mountains approximately 30 miles west of Denver, in the community of Idaho Springs, are a series of thermal springs and wells. The temperature of these waters ranges from a low of 68/sup 0/F (20/sup 0/C) to a high of 127/sup 0/F (53/sup 0/C). To define the hydrothermal conditions of the Idaho Springs region in 1980, an investigation consisting of electrical geophysical surveys, soil mercury geochemical surveys, and reconnaissance geological and hydrogeological investigations was made. Due to topographic and cultural restrictions, the investigation was limited to the immediate area surrounding the thermal springs at the Indian Springs Resort. The bedrock of the region is faulted and fractured metamorphosed Precambrian gneisses and schists, locally intruded by Tertiary age plutons and dikes. The investigation showed that the thermal waters most likely are fault controlled and the thermal area does not have a large areal extent.

An attempt has been made to present the terminology of DOE community usage as it currently exists. DOE`s mission is changing with emphasis on environmental cleanup. The terminology or nomenclature that has resulted from this expanded mission is included for the packaging and transportation user for reference purposes. Older terms still in use during the transition have been maintained. The Packaging and Transportation Resource Guide consists of four sections: Sect. 1, Introduction; Sect. 2, Abbreviations and Acronyms; Sect. 3, Definitions; and Sect. 4, References for packaging and transportation of hazardous materials and related activities, and Appendices A and B. Information has been collected from DOE Orders and DOE documents; U.S Department of Transportation (DOT), U.S. Environmental Protection Agency (EPA), and U.S. Nuclear Regulatory Commission (NRC) regulations; and International Atomic Energy Agency (IAEA) standards and other international documents. The definitions included in this guide may not always be a regulatory definition but are the more common DOE usage. In addition, the definitions vary among regulatory agencies. It is, therefore, suggested that if a definition is to be used in a regulatory or a legal compliance issue, the definition should be verified with the appropriate regulation. To assist in locating definitions in the regulations, a listing of all definition sections in the regulations are included in Appendix B. In many instances, the appropriate regulatory reference is indicated in the right-hand margin.

This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 11 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO. The tables also present the results of the life-cycle cost (LCC) analysis indicating the net present value (NPV) and savings to investment ratio (SIR) of each ERO.

    Demand response resources are an important component of modern grid management strategies. Accurate characterizations of DR resources are needed to develop systems of optimally managed grid operations and to plan future investments in generation, transmission, and distribution. The DOE Demand Response and Energy Storage Integration Study (DRESIS) project researched the degree to which demand response (DR) and energy storage can provide grid flexibility and stability in the Western Interconnection. In this work, DR resources were integrated with traditional generators in grid forecasting tools, specifically a production cost model of the Western Interconnection. As part of this study, LBNL developed a modeling framework for characterizing resource availability and response attributes of DR resources consistent with the governing architecture of the simulation modeling platform. In this report, we identify and describe the following response attributes required to accurately characterize DR resources: allowable response frequency, maximum response duration, minimum time needed to achieve load changes, necessary pre- or re-charging of integrated energy storage, costs of enablement, magnitude of controlled resources, and alignment of availability. We describe a framework for modeling these response attributes, and apply this framework to characterize 13 DR resources including residential, commercial, and industrial end-uses. We group these end-uses into three broad categories based on their response capabilities, and define a taxonomy for classifying DR resources within these categories. The three categories of resources exhibit different capabilities and differ in value to the grid. Results from the production cost model of the Western Interconnection illustrate that minor differences in resource attributes can have significant impact on grid utilization of DR resources. The implications of these findings will be explored in future DR valuation studies.

    We study the continuous-variable quantum teleportation of states, statistical moments of observables, and scale parameters such as squeezing. We investigate the problem both in ideal and imperfect Vaidman-Braunstein-Kimble protocol setups. We show how the teleportation fidelity is maximized and the difference between output and input variances is minimized by using suitably optimized entangled resources. Specifically, we consider the teleportation of coherent squeezed states, exploiting squeezed Bell states as entangled resources. This class of non-Gaussian states, introduced by Illuminati and co-workers [F. Dell'Anno, S. De Siena, L. Albano, and F. Illuminati, Phys. Rev. A 76, 022301 (2007); F. Dell'Anno, S. De Siena, and F. Illuminati, ibid. 81, 012333 (2010)], includes photon-added and photon-subtracted squeezed states as special cases. At variance with the case of entangled Gaussian resources, the use of entangled non-Gaussian squeezed Bell resources allows one to choose different optimization procedures that lead to inequivalent results. Performing two independent optimization procedures, one can either maximize the state teleportation fidelity, or minimize the difference between input and output quadrature variances. The two different procedures are compared depending on the degrees of displacement and squeezing of the input states and on the working conditions in ideal and nonideal setups.
