This analysis is an update to the 2005 Energy Efficiency Potential Study completed by KEMA for the Kauai Island Utility Cooperative (KIUC) and identifies potential energy efficiency opportunities in the residential sector on Kauai (KEMA 2005). The Total Resource Cost (TRC) test is used to determine which of the energy efficiency measures analyzed in the KEMA report are cost effective for KIUC to include in a residential energy efficiency program. This report finds that there remains potential energy efficiency savings that could be cost-effectively incentivized through a utility residential demand-side management program on Kauai if implemented in such a way that the program costs per measure are consistent with the current residential program costs.

Heat Pump Water Heater Technology: Experiences of Residential Consumers and Utilities

This paper presents a case study of the residential heat pump water heater (HPWH) market. Its principal purpose is to evaluate the extent to which the HPWH will penetrate the residential market sector, given current market trends, producer and consumer attributes, and technical parameters. The report's secondary purpose is to gather background information leading to a generic framework for conducting market analyses of technologies. This framework can be used to compare readiness and to factor attributes of market demand back into product design. This study is a rapid prototype analysis rather than a detailed case analysis. For this reason, primary data collection was limited and reliance on secondary sources was extensive. Despite having met its technical goals and having been on the market for twenty years, the HPWH has had virtually no impact on contributing to the nation's water heating. In some cases, HPWH reliability and quality control are well below market expectations, and early units developed a reputation for unreliability, especially when measured against conventional water heaters. In addition to reliability problems, first costs of HPWH units can be three to five times higher than conventional units. Without a solid, well-managed business plan, most consumers will not be drawn to this product. This is unfortunate. Despite its higher first costs, efficiency of an HPWH is double that of a conventional water heater. The HPWH also offers an attractive payback period of two to five years, depending on hot water usage. On a strict life-cycle basis it supplies hot water very cost effectively. Water heating accounts for 17% of the nation's residential consumption of electricity (see chart at left)--water heating is second only to space heating in total residential energy use. Simple arithmetic suggests that this figure could be reduced to the extent HPWH technology displaces conventional water heating. In addition, the HPWH offers other benefits. Because it produces hot water by extracting heat from the air it tends to dehumidify and cool the room in which it is placed. Moreover, it tends to spread the water heating load across utility non-peak periods. Thus, electric utilities with peak load issues could justify internal programs to promote this technology to residential and commercial customers. For practical purposes, consumers are indifferent to the manner in which water is heated but are very interested in product attributes such as initial first cost, operating cost, performance, serviceability, product size, and installation costs. Thus, the principal drivers for penetrating markets are demonstrating reliability, leveraging the dehumidification attributes of the HPWH, and creating programs that embrace life-cycle cost principles. To supplement this, a product warranty with scrupulous quality control should be implemented; first-price reduction through engineering, perhaps by reducing level of energy efficiency, should be pursued; and niche markets should be courted. The first step toward market penetration is to address the HPWH's performance reliability. Next, the manufacturers could engage select utilities to aggressively market the HPWH. A good approach would be to target distinct segments of the market with the potential for the highest benefits from the technology. Communications media that address performance issues should be developed. When marketing to new home builders, the HPWH could be introduced as part of an energy-efficient package offered as a standard feature by builders of new homes within a community. Conducting focus groups across the United States to gather input on HPWH consumer values will feed useful data back to the manufacturers. ''Renaming'' and ''repackaging'' the HPWH to improve consumer perception, appliance aesthetics, and name recognition should be considered. Once an increased sales volume is achieved, the manufacturers should reinvest in R&D to lower the price of the units. Utility residential new construction programs: Going beyond the code. A report from the Database on Energy Efficiency Programs (DEEP) Project

Based on an evaluation of 10 residential new construction programs, primarily sponsored by investor-owned utilities in the United States, we find that many of these programs are in dire straits and are in danger of being discontinued because current inclusion of only direct program effects leads to the conclusion that they are not cost-effective. We believe that the cost-effectiveness of residential new construction programs can be improved by: (1) promoting technologies and advanced building design practices that significantly exceed state and federal standards; (2) reducing program marketing costs and developing more effective marketing strategies; (3) recognizing the role of these programs in increasing compliance with existing state building codes; and (4) allowing utilities to obtain an ``energy-savings credit`` from utility regulators for program spillover (market transformation) impacts. Utilities can also leverage their resources in seizing these opportunities by forming strong and trusting partnerships with the building community and with local and state government.

This book constitutes a portion of the primary documentation for the 1992 Pacific Northwest Residential Energy Survey, Phase I. The complete 33-volume set of primary documentation provides information needed by energy analysts and interpreters with respect to planning, execution, data collection, and data management of the PNWRES92-I process. Thirty of these volumes are devoted to different ``views`` of the data themselves, with each view having a special purpose or interest as its focus. Analyses and interpretations of these data will be the subjects of forthcoming publications. Conducted during the late summer and fall months of 1992, PNWRES92-I had the over-arching goal of satisfying basic requirements for a variety of information about the stock of residential units in Bonneville`s service region. Surveys with a similar goal were conducted in 1979 and 1983. This volume is comprised of selected crosstabulations for publicly-owned generating utilities in Eastern Washington, Western Washington, and Western Oregon. ``Selected crosstabulations`` refers to a set of nine survey items of wide interest (Dwelling Type, Ownership Type, Year-of-Construction, Dwelling Size, Primary Space-Heating Fuel, Primary Water-Heating Fuel, Household Income for 1991, Utility Type, and Space-Heating Fuels: Systems and Equipment) that were crosstabulated among themselves.

Policy makers and program designers in the U.S. and abroad are deeply concerned with the question of how to scale up energy efficiency to a level that is commensurate both to the scale of the energy and climate challenges we face, and to the potential for energy savings that has been touted for decades. When policy makers ask what energy efficiency can do, the answers usually revolve around the technical and economic potential of energy efficiency - they rarely hone in on the element of energy demand that matters most for changing energy usage in existing homes: the consumer. A growing literature is concerned with the behavioral underpinnings of energy consumption. We examine a narrower, related subject: How can millions of Americans be persuaded to divert valued time and resources into upgrading their homes to eliminate energy waste, avoid high utility bills, and spur the economy? With hundreds of millions of public dollars flowing into incentives, workforce training, and other initiatives to support comprehensive home energy improvements, it makes sense to review the history of these programs and begin gleaning best practices for encouraging comprehensive home energy improvements. Looking across 30 years of energy efficiency programs that targeted the residential market, many of the same issues that confronted past program administrators are relevant today: How do we cost-effectively motivate customers to take action? Who can we partner with to increase program participation? How do we get residential efficiency programs to scale? While there is no proven formula - and only limited success to date with reliably motivating large numbers of Americans to invest in comprehensive home energy improvements, especially if they are being asked to pay for a majority of the improvement costs - there is a rich and varied history of experiences that new programs can draw upon. Our primary audiences are policy makers and program designers - especially those that are relatively new to the field, such as the over 2,000 towns, cities, states, and regions who are recipients of American Reinvestment and Recovery Act funds for clean energy programs. This report synthesizes lessons from first generation programs, highlights emerging best practices, and suggests methods and approaches to use in designing, implementing, and evaluating these programs. We examined 14 residential energy efficiency programs, conducted an extensive literature review, interviewed industry experts, and surveyed residential contractors to draw out these lessons.

Communicating about bioenergy sustainability

Defining and measuring sustainability of bioenergy systems are difficult because the systems are complex, the science is in early stages of development, and there is a need to generalize what are inherently context-specific enterprises. These challenges, and the fact that decisions are being made now, create a need for improved communications among scientists as well as between scientists and decision makers. In order for scientists to provide information that is useful to decision makers, they need to come to an agreement on how to measure and report potential risks and benefits of diverse energy alternatives, including problems and opportunities in various bioenergy production pathways. Scientists also need to develop approaches that contribute information relevant to policy and decision making. The need for clear communication is especially important at this time when there is a plethora of scientific papers and reports, and it is difficult for the public or decision makers to assess the merits of each analysis. We propose three communication guidelines for scientists whose work can contribute to decision making: (1) relationships between the question and the analytical approach should be clearly defined and make common sense; (2) the information should be presented in a manner that nonscientists can understand; and (3) the implications of methods, assumptions and limitations should be clear. The scientists job is to analyze information in order to build a better understanding of environmental, cultural and socioeconomic aspects of the sustainability of energy alternatives. The scientific process requires transparency, debate, review, and collaboration across disciplines and time. This paper serves as an introduction to the papers in the special issue on Sustainability of Bioenergy Systems: Cradle to Grave because scientific communication is essential to developing more sustainable energy systems. Together these four papers provide a framework under which the effects of bioenergy can be assessed and compared to other energy alternatives in order to foster sustainability.

Review of Sorghum Production Practices: Applications for Bioenergy

Sorghum has great potential as an annual energy crop. While primarily grown for its grain, sorghum can also be grown for animal feed and sugar. Sorghum is morphologically diverse, with grain sorghum being of relatively short stature and grown for grain, while forage and sweet sorghums are tall and grown primarily for their biomass. Under water-limited conditions sorghum is reliably more productive than corn. While a relatively minor crop in the United States (about 2% of planted cropland), sorghum is important in Africa and parts of Asia. While sorghum is a relatively efficient user of water, it biomass potential is limited by available moisture. The following exhaustive literature review of sorghum production practices was developed by researchers at Oak Ridge National Laboratory to document the current state of knowledge regarding sorghum production and, based on this, suggest areas of research needed to develop sorghum as a commercial bioenergy feedstock. This work began as part of the China Biofuels Project sponsored by the DOE Energy Efficiency and Renewable Energy Program to communicate technical information regarding bioenergy feedstocks to government and industry partners in China, but will be utilized in a variety of programs in which evaluation of sorghum for bioenergy is needed. This report can also be used as a basis for data (yield, water use, etc.) for US and international bioenergy feedstock supply modeling efforts.

Indicators for assessing socioeconomic sustainability of bioenergy systems: A short list of practical measures.

Indicators are needed to assess both socioeconomic and environmental sustainability of bioenergy systems. Effective indicators can help to identify and quantify the sustainability attributes of bioenergy options. We identify 16 socioeconomic indicators that fall into the categories of social well-being, energy security, trade, profitability, resource conservation, and social acceptability. The suite of indicators is predicated on the existence of basic institutional frameworks to provide governance, legal, regulatory and enforcement services. Indicators were selected to be practical, sensitive to stresses, unambiguous, anticipatory, predictive, calibrated with known variability, and sufficient when considered collectively. The utility of each indicator, methods for its measurement, and applications appropriate for the context of particular bioenergy systems are described along with future research needs. Together, this suite of indicators is hypothesized to reflect major socioeconomic effects of the full supply chain for bioenergy, including feedstock production and logistics, conversion to biofuels, biofuel logistics and biofuel end uses. Ten of those 16 indicators are proposed to be the minimum list of practical measures of socioeconomic aspects of bioenergy sustainability. Coupled with locally-prioritized environmental indicators, we propose that these socioeconomic indicators can provide a basis to quantify and evaluate sustainability of bioenergy systems across many regions in which they will be deployed.

Bioenergy in Energy Transformation and Climate Management

Unlike fossil fuels, biomass is a renewable resource that can sequester carbon during growth, be converted to energy, and then re-grown. Biomass is also a flexible fuel that can service many end-uses. This paper explores the importance of bioenergy to potential future energy transformation and climate change management. Using a model comparison of fifteen models, we characterize and analyze future dependence on, and the value of, bioenergy in achieving potential long-run climate objectivesóreducing radiative forcing to 3.7 and 2.8 W/m2 in 2100 (approximately 550 and 450 ppm carbon dioxide equivalent atmospheric concentrations). Model scenarios project, by 2050, bioenergy growth of 2 to 10% per annum reaching 5 to 35 percent of global primary energy, and by 2100, bioenergy becoming 15 to 50 percent of global primary energy. Non-OECD regions are projected to be the dominant suppliers of biomass, as well as consumers, with up to 35 percent of regional electricity from biopower by 2050, and up to 70 percent of regional liquid fuels from biofuels by 2050. Bioenergy is found to be valuable to many models with significant implications for mitigation costs and world consumption. The availability of bioenergy, in particular biomass with carbon dioxide capture and storage (BECCS), notably affects the cost-effective global emissions trajectory for climate management by accommodating prolonged near-term use of fossil fuels. We also find that models cost-effectively trade-off land carbon and nitrous oxide emissions for the long-run climate change management benefits of bioenergy. Overall, further evaluation of the viability of global large-scale bioenergy is merited.

The Energy Departmentís Bioenergy Technologies Office will present a live informational webcast on the Landscape Design for Sustainable Bioenergy Systems Funding Opportunity (DE-FOA-0001179) on November 3, 2014, 1:30 p.m.Ė3:00 p.m. Eastern Standard Time. This FOA seeks interdisciplinary projects that apply landscape design approaches to integrate cellulosic feedstock production into existing agricultural and forestry systems while maintaining or enhancing environmental and socio-economic sustainability including ecosystem services and food, feed, and fiber production. For the purposes of this FOA, cellulosic feedstock production refers to dedicated annual and perennial energy crops, use of agricultural and forestry residues, or a combination of these options.

For National Bioenergy Day on October 22, bioenergy facilities across the country are holding open houses to increase public awareness of bioenergy and its role in the clean energy landscape. By the same token, the Bioenergy Technologies Office (BETO) is offering this virtual open house of its national laboratoriesóthe facilities at the core of BETOís research and development. If you want to know how Energy Department bioenergy funding is making an impact, be sure to take a look at our national labsó47% of BETO funding this past year went to the national laboratories. Of that funding, about half went to the National Renewable Energy Laboratory. Pacific Northwest National Laboratory, Idaho National Laboratory, and Oak Ridge National Laboratory also received a large share.

Bioenergy Sustainability at the Regional Scale

To meet national goals for biofuels production, there are going to be large increases in acreage planted to dedicated biofuels crops. These acreages may be in perennial grasses, annual crops, short rotation woody crops, or other types of vegetation and may involve use of existing cropland, marginal lands, abandoned lands or conversion of forest land. The establishment of bioenergy crops will affect ecological processes and their interactions and thus have an influence on ecosystem services provided by the lands on which these crops are grown. The regional-scale effects of bioenergy choices on ecosystem services need special attention because they often have been neglected yet can affect the ecological, social and economic aspects of sustainability. A regional-scale perspective provides the opportunity to make more informed choices about crop selection and management, particularly with regard to water quality and quantity issues, and also about other aspects of ecological, social, and economic sustainability. We give special attention to cellulosic feedstocks because of the opportunities they provide. Adopting an adaptive management approach for biofuels feedstock production planning will be possible to a certain extent if there is adequate monitoring data on the effects of changes in land use. Effects on water resources are used as an example and existing understanding of water resource effects are analyzed in detail. Current results indicate that there may be water quality improvements coupled with some decreases in available water for downstream uses.

The U.S. Department of Energy's (DOE's) Bioenergy Feedstock Development Program (BFDP) at Oak Ridge National Laboratory (ORNL) is a mission-oriented program of research and analysis whose goal is to develop and demonstrate cropping systems for producing large quantities of low-cost, high-quality biomass feedstocks for use as liquid biofuels, biomass electric power, and/or bioproducts. The program specifically supports the missions and goals of DOE's Office of Fuels Development and DOE's Office of Power Technologies. ORNL has provided technical leadership and field management for the BFDP since DOE began energy crop research in 1978. The major components of the BFDP include energy crop selection and breeding; crop management research; environmental assessment and monitoring; crop production and supply logistics operational research; integrated resource analysis and assessment; and communications and outreach. Research into feedstock supply logistics has recently been added and will become an integral component of the program.

Functional Genomics of Drought Tolerance in Bioenergy Crops

With the predicted trends in climate change, drought will increasingly impose a grand challenge to biomass production. Most of the bioenergy crops have some degree of drought susceptibility with low water-use efficiency (WUE). It is imperative to improve drought tolerance and WUE in bioenergy crops for sustainable biomass production in arid and semi-arid regions with minimal water input. Genetics and functional genomics can play a critical role in generating knowledge to inform and aid genetic improvement of drought tolerance in bioenergy crops. The molecular aspect of drought response has been extensively investigated in model plants like Arabidopsis, yet our understanding of the molecular mechanisms underlying drought tolerance in bioenergy crops are limited. Crops exhibit various responses to drought stress depending on species and genotype. A rational strategy for studying drought tolerance in bioenergy crops is to translate the knowledge from model plants and pinpoint the unique features associated with individual species and genotypes. In this review, we summarize the general knowledge about drought responsive pathways in plants, with a focus on the identification of commonality and specialty in drought responsive mechanisms among different species and/or genotypes. We describe the genomic resources developed for bioenergy crops and discuss genetic and epigenetic regulation of drought responses. We also examine comparative and evolutionary genomics to leverage the ever-increasing genomics resources and provide new insights beyond what has been known from studies on individual species. Finally, we outline future exploration of drought tolerance using the emerging new technologies.

Data on residential loads has been collected from four residences in real time. The data, measured at 5-second intervals for 53 days of continuous operation, were statistically characterized. An algorithm was developed and incorporated into the modeling code SOLCEL. Performance simulations with SOLCEL using these data as well as previous data collected over longer time intervals indicate that no significant errors in system value are introduced through the use of long-term average data.

Evaluation of evolving residential electricity tariffs

Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures. Scenario analyses of example PG&E customer bills will also be presented. What would these residential customers pay if they were still operating under a tiered structure, and/or if they participated in peak hour reductions?

Sustainable Agricultural Residue Removal for Bioenergy: A Spatially Comprehensive National Assessment

This study provides a spatially comprehensive assessment of sustainable agricultural residue removal potential across the United States. Earlier assessments determining the quantity of agricultural residue that could be sustainably removed for bioenergy production at the regional and national scale faced a number of computational limitations. These limitations included the number of environmental factors, the number of land management scenarios, and the spatial fidelity and spatial extent of the assessment. This study utilizes integrated multi-factor environmental process modeling and high fidelity land use datasets to perform a spatially comprehensive assessment of sustainably removable agricultural residues across the conterminous United States. Soil type represents the base spatial unit for this study and is modeled using a national soil survey database at the 10 Ė 100 m scale. Current crop rotation practices are identified by processing land cover data available from the USDA National Agricultural Statistics Service Cropland Data Layer database. Land management and residue removal scenarios are identified for each unique crop rotation and crop management zone. Estimates of county averages and state totals of sustainably available agricultural residues are provided. The results of the assessment show that in 2011 over 150 million metric tons of agricultural residues could have been sustainably removed across the United States. Projecting crop yields and land management practices to 2030, the assessment determines that over 207 million metric tons of agricultural residues will be able to be sustainably removed for bioenergy production at that time.

Evaluation of advanced technologies for residential appliances and residential and commercial lighting

Section 127 of the Energy Policy Act requires that the Department of Energy (DOE) prepare a report to Congress on the potential for the development and commercialization of appliances that substantially exceed the present federal or state efficiency standards. Candidate high-efficiency appliances must meet several criteria including: the potential exists for substantial improvement (beyond the minimum established in law) of the appliance`s energy efficiency; electric, water, or gas utilities are prepared to support and promote the commercialization of such appliances; manufacturers are unlikely to undertake development and commercialization of such appliances on their own, or development and production would be substantially accelerated by support to manufacturers. This report describes options to improve the efficiency of residential appliances, including water heaters, clothes washers and dryers, refrigerator/freezers, dishwashers, space heating and cooling devices, as well as residential and commercial lighting products. Data from this report (particularly Appendix 1)were used to prepare the report to Congress mentioned previously. For the residential sector, national energy savings are calculated using the LBL Residential Energy Model. This model projects the number of households and appliance saturations over time. First, end-use consumption is calculated for a base case where models that only meet the standard replace existing models as these reach the end of their lifetime. Second, models with efficiencies equal to the technology under consideration replace existing models that reach the end of their lifetime. For the commercial sector, the COMMEND model was utilized to project national energy savings from new technologies. In this report, energy savings are shown for the period 1988 to 2015.

In the last quarter of a century, the western world has become increasingly aware of environmental threats to health and safety. During this period, people psychologically retreated away from outdoors hazards such as pesticides, smog, lead, oil spills, and dioxin to the seeming security of their homes. However, the indoor environment may not be healthier than the outdoor environment, as has become more apparent over the past few years with issues such as mold, formaldehyde, and sick-building syndrome. While the built human environment has changed substantially over the past 10,000 years, human biology has not; poor indoor air quality creates health risks and can be uncomfortable. The human race has found, over time, that it is essential to manage the indoor environments of their homes. ASHRAE has long been in the business of ventilation, but most of the focus of that effort has been in the area of commercial and institutional buildings. Residential ventilation was traditionally not a major concern because it was felt that, between operable windows and envelope leakage, people were getting enough outside air in their homes. In the quarter of a century since the first oil shock, houses have gotten much more energy efficient. At the same time, the kinds of materials and functions in houses changed in character in response to people's needs. People became more environmentally conscious and aware not only about the resources they were consuming but about the environment in which they lived. All of these factors contributed to an increasing level of public concern about residential indoor air quality and ventilation. Where once there was an easy feeling about the residential indoor environment, there is now a desire to define levels of acceptability and performance. Many institutions--both public and private--have interests in Indoor Air Quality (IAQ), but ASHRAE, as the professional society that has had ventilation as part of its mission for over 100 years, is the logical place to provide leadership. This leadership has been demonstrated most recently by the publication of the first nationally recognized standard on ventilation in homes, ASHRAE Standard 62.2-2003, which builds on work that has been part of ASHRAE for many years and will presumably continue. Homeowners and occupants, which includes virtually all of us, will benefit from the application of Standard 62.2 and use of the top ten list. This activity is exactly the kind of benefit to society that the founders of ASHRAE envisioned and is consistent with ASHRAE's mission and vision. ASHRAE members should be proud of their Society for taking leadership in residential ventilation.

Financing Non-Residential Photovoltaic Projects: Options and Implications

Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. The non-residential sector's commanding lead in terms of installed capacity in recent years primarily reflects two important differences between the non-residential and residential markets: (1) the greater federal 'Tax Benefits'--including the 30% investment tax credit (ITC) and accelerated tax depreciation--provided to commercial (relative to residential) PV systems, at least historically (this relative tax advantage has largely disappeared starting in 2009) and (2) larger non-residential project size. These two attributes have attracted to the market a number of institutional investors (referred to in this report as 'Tax Investors') seeking to invest in PV projects primarily to capture their Tax Benefits. The presence of these Tax Investors, in turn, has fostered a variety of innovative approaches to financing non-residential PV systems. This financial innovation--which is the topic of this report--has helped to overcome some of the largest barriers to the adoption of non-residential PV, and is therefore partly responsible (along with the policy changes that have driven this innovation) for the rapid growth in the market seen in recent years.ii Specifically, due to financial innovation, non-residential entities interested in PV no longer face prohibitively high up-front costs, no longer need to be able to absorb Tax Benefits in order to make the economics pencil out, no longer need to be able to operate and maintain the system, and no longer need to accept the risk that the system does not perform as expected.

Dynamic analysis of policy drivers for bioenergy commodity markets

Biomass is increasingly being considered as a feedstock to provide a clean and renewable source of energy in the form of both liquid fuels and electric power. In the United States, the biofuels and biopower industries are regulated by different policies and have different drivers which impact the maximum price the industries are willing to pay for biomass. This article describes a dynamic computer simulation model that analyzes future behavior of bioenergy feedstock markets given policy and technical options. The model simulates the long-term dynamics of these markets by treating advanced biomass feedstocks as a commodity and projecting the total demand of each industry as well as the market price over time. The model is used for an analysis of the United States bioenergy feedstock market that projects supply, demand, and market price given three independent buyers: domestic biopower, domestic biofuels, and foreign exports. With base-case assumptions, the biofuels industry is able to dominate the market and meet the federal Renewable Fuel Standard (RFS) targets for advanced biofuels. Further analyses suggest that United States bioenergy studies should include estimates of export demand in their projections, and that GHG-limiting policy would partially shield both industries from exporter dominance.

Current cellulosic bioenergy sources in the United States are being investigated in an effort to reduce dependence on foreign oil and the associated risks to national security and climate change (Koh and Ghazoul 2008; Demirbas 2007; Berndes et al. 2003). Multiple sources of renewable plant-based material have been identified and include agricultural and forestry residues, municipal solid waste, industrial waste, and specifically grown bioenergy crops (Demirbas et al. 2009; Gronowska et al. 2009). These sources are most commonly converted to energy through direct burning, conversion to gas, or conversion to ethanol. Annual crops, such as corn (Zea Mays L.) and sorghum grain, can be converted to ethanol through fermentation, while soybean and canola are transformed into fatty acid methyl esters (biodiesel) by reaction with an alcohol (Demirbas 2007). Perennial grasses are one of the more viable sources for bioenergy due to their continuous growth habit, noncrop status, and multiple use products (Lewandowski el al. 2003). In addition, a few perennial grass species have very high water and nutrient use efficiencies producing large quantities of biomass on an annual basis (Dohleman et al. 2009; Grantz and Vu 2009).

Residential Transactive Control Demonstration

Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

Demand response and dynamic pricing programs are expected to play increasing roles in the modern Smart Grid environment. While direct load control of end-use loads has existed for decades, price driven response programs are only beginning to be explored at the distribution level. These programs utilize a price signal as a means to control demand. Active markets allow customers to respond to fluctuations in wholesale electrical costs, but may not allow the utility to control demand. Transactive markets, utilizing distributed controllers and a centralized auction can be used to create an interactive system which can limit demand at key times on a distribution system, decreasing congestion. With the current proliferation of computing and communication resources, the ability now exists to create transactive demand response programs at the residential level. With the combination of automated bidding and response strategies coupled with education programs and customer response, emerging demand response programs have the ability to reduce utility demand and congestion in a more controlled manner. This paper will explore the effects of a residential double-auction market, utilizing transactive controllers, on the operation of an electric power distribution system.

The Center for BioEnergy Sustainability (CBES) is a leading resource for dealing with the environmental impacts and the ultimate sustainability of biomass production for conversion to biofuels and bio-based products. Its purpose is to use science and analysis to understand the sustainability (environmental, economic, and social) of current and potential future bioenergy production and distribution; to identify approaches to enhance bioenergy sustainability; and to serve as an independent source of the highest quality data and analysis for bioenergy stakeholders and decision makers. ... On the operational level, CBES is a focal point and business-development vehicle for ORNLís capabilities related to bioenergy sustainability and socioeconomic analyses. As such, it complements the BioEnergy Science Center (BESC), also located at ORNL, which focuses on the problem of converting lignocellulosic biomass into reactive intermediaries necessary for the cellulosic biofuel industry. Together, these centers provide a strong integrating mechanism and business-development tool for ORNL's science and technology portfolio in bioenergy [taken and edited from http://web.ornl.gov/sci/ees/cbes/. The project had three main objectives: to build and incorporate an explicit biomass energy sector within the GTAP analytical framework and data base; to provide an analysis of the impact of renewable fuel standards and other policies in the U.S. and E.U, as well as alternative biofuel policies in other parts of the world, on changes in production, prices, consumption, trade and poverty; and to evaluate environmental impacts of alternative policies for bioenergy development. Progress and outputs related to each objective are reported.
