The intent was to provide energy-efficient, low maintenance housing in a neighborhood environment for the students. Students would learn about energy-conscious architecture from living in the buildings. The buildings have had few problems, but energy performance has not been up to expectations. The consumption of electricity exceeded predictions by 49%. The most likely answer to the problem is deviation from design. Building America team Alliance for Residential Building Innovation (ARBI) worked with the University of California, Davis (UC Davis) and the developer partner West Village Community Partnership (WVCP) to evaluate performance on 192 student apartments completed in September, 2011 as part of Phase I of the multi-purpose West Village project. West Village, the largest planned zero net energy community in the United States. The campus neighborhood is designed to enable faculty, staff and students to affordably live near campus, take advantage of environmentally friendly transportation options, and participate fully in campus life. The aggressive energy efficiency measures that are incorporated in the design contribute to source energy reductions of 37% over the B10 Benchmark. The energy efficiency measures that are incorporated into these apartments include increased wall & attic insulation, high performance windows, high efficiency heat pumps for heating and cooling, central heat pump water heaters (HPWHs), 100% high efficacy lighting, and ENERGY STAR major appliances. Results discuss how measured energy use compares to modeling estimates over a 10 month monitoring period and includes a cost effective evaluation.

Indoor-Outdoor Air Leakage of Apartments and Commercial Buildings

We compiled and analyzed available data concerning indoor-outdoor air leakage rates and building leakiness parameters for commercial buildings and apartments. We analyzed the data, and reviewed the related literature, to determine the current state of knowledge of the statistical distribution of air exchange rates and related parameters for California buildings, and to identify significant gaps in the current knowledge and data. Very few data were found from California buildings, so we compiled data from other states and some other countries. Even when data from other developed countries were included, data were sparse and few conclusive statements were possible. Little systematic variation in building leakage with construction type, building activity type, height, size, or location within the u.s. was observed. Commercial buildings and apartments seem to be about twice as leaky as single-family houses, per unit of building envelope area. Although further work collecting and analyzing leakage data might be useful, we suggest that a more important issue may be the transport of pollutants between units in apartments and mixed-use buildings, an under-studied phenomenon that may expose occupants to high levels of pollutants such as tobacco smoke or dry cleaning fumes.

Macroscopic Subdivision of Silica Aerogel Collectors for Sample Return Missions

Silica aerogel collector tiles have been employed for the collection of particles in low Earth orbit and, more recently, for the capture of cometary particles by NASA's Stardust mission. Reliable, reproducible methods for cutting these and future collector tiles from sample return missions are necessary to maximize the science output from the extremely valuable embedded particles. We present a means of macroscopic subdivision of collector tiles by generating large-scale cuts over several centimeters in silica aerogel with almost no material loss. The cut surfaces are smooth and optically clear allowing visual location of particles for analysis and extraction. This capability is complementary to the smaller-scale cutting capabilities previously described [Westphal (2004), Ishii (2005a, 2005b)] for removing individual impacts and particulate debris in tiny aerogel extractions. Macroscopic cuts enable division and storage or distribution of portions of aerogel tiles for immediate analysis of samples by certain techniques in situ or further extraction of samples suited for other methods of analysis.

An algorithm was developed and incorporated into the modeling code SOLCEL. The National Residential Efficiency Measures Database is a publicly available, centralized resource of residential building retrofit measures and costs for the U.S. building industry. With support from the U.S. Department of Energy, NREL developed this tool to help users determine the most cost-effective retrofit measures for improving energy efficiency of existing homes. Software developers who require residential retrofit performance and cost data for applications that evaluate residential efficiency measures are the primary audience for this database. In addition, home performance contractors and manufacturers of residential materials and equipment may find this information useful. The database offers the following types of retrofit measures: 1) Appliances, 2) Domestic Hot Water, 3) Enclosure, 4) Heating, Ventilating, and Air Conditioning (HVAC), 5) Lighting, 6) Miscellaneous.

In the last quarter of a century, the western world has become increasingly aware of environmental threats to health and safety. During this period, people psychologically retreated away from outdoors hazards such as pesticides, smog, lead, oil spills, and dioxin to the seeming security of their homes. However, the indoor environment may not be healthier than the outdoor environment, as has become more apparent over the past few years with issues such as mold, formaldehyde, and sick-building syndrome. While the built human environment has changed substantially over the past 10,000 years, human biology has not; poor indoor air quality creates health risks and can be uncomfortable. The human race has found, over time, that it is essential to manage the indoor environments of their homes. ASHRAE has long been in the business of ventilation, but most of the focus of that effort has been in the area of commercial and institutional buildings. Residential ventilation was traditionally not a major concern because it was felt that, between operable windows and envelope leakage, people were getting enough outside air in their homes. In the quarter of a century since the first oil shock, houses have gotten much more energy efficient. At the same time, the kinds of materials and functions in houses changed in character in response to people's needs. People became more environmentally conscious and aware not only about the resources they were consuming but about the environment in which they lived. All of these factors contributed to an increasing level of public concern about residential indoor air quality and ventilation. Where once there was an easy feeling about the residential indoor environment, there is now a desire to define levels of acceptability and performance. Many institutions--both public and private--have interests in Indoor Air Quality (IAQ), but ASHRAE, as the professional society that has had ventilation as part of its mission for over 100 years, is the logical place to provide leadership. This leadership has been demonstrated most recently by the publication of the first nationally recognized standard on ventilation in homes, ASHRAE Standard 62.2-2003, which builds on work that has been part of ASHRAE for many years and will presumably continue. Homeowners and occupants, which includes virtually all of us, will benefit from the application of Standard 62.2 and use of the top ten list. This activity is exactly the kind of benefit to society that the founders of ASHRAE envisioned and is consistent with ASHRAE's mission and vision. ASHRAE members should be proud of their Society for taking leadership in residential ventilation.

Energy Impacts of Energy and Indoor Environmental Quality Retrofits of Apartments in California

Monthly gas and electricity use data from a set of 13 study apartments and 20 control apartments from three apartment buildings (B1 B3) in California were analyzed. The study apartments were retrofit with simultaneous energy savings and indoor environmental quality (IEQ) improvements as the goal. The control apartments were not retrofit. Pre-retrofit modeling indicated annual energy savings of 21percent, 17percent, and 27percent for the study apartments in B1-B3, respectively. Based on a comparison of changes in energy use of study apartments to energy use changes of control apartments, total measured savings of gas energy plus site electrical energy were 28percent in B1, 5percent in B2, and 3percent in B3. Given the small number of study apartments and the substantial changes in energy use within control apartments, the project yielded no conclusive evidence of energy savings. Apartment energy use increased with number of occupants and with floor area; however, the association with occupancy was most evident. Climate differences did not appear to be the major driver for the variability in energy use among apartments. Changes in occupant behaviors affecting energy use may have overwhelmed and obscured the energy savings in this small number of buildings. Much larger prior studies employing similar retrofits indicate that the retrofits usually do save energy.

A conceptual design study for district heating of a 30-home subdivision located near the southeast extremity of the city of Elko, Nevada is presented. While a specific residential community was used in the study, the overall approach and methodologies are believed to be generally applicable for a large number of communities where low temperature geothermal fluid is available. The proposed district heating system utilizes moderate temperature, clean domestic water and existing community culinary water supply lines. The culinary water supply is heated by a moderate temperature geothermal source using a single heat exchanger at entry to the subdivision. The heated culinary water is then pumped to the houses in the community where energy is extracted by means of a water supplied heat pump. The use of heat pumps at the individual houses allows economic heating to result from supply of relatively cool water to the community, and this precludes the necessity of supplying objectionably hot water for normal household consumption use. Each heat pump unit is isolated from the consumptive water flow such that contamination of the water supply is avoided. The community water delivery system is modified to allow recirculation within the community, and very little rework of existing water lines is required. The entire system coefficient of performance (COP) for a typical year of heating is 3.36, exclusive of well pumping energy.

Multiresolution methods are a common technique used for dealing with large-scale data and representing it at multiple levels of detail. The authors present a multiresolution hierarchy construction based on n{radical}2 subdivision, which has all the advantages of a regular data organization scheme while reducing the drawback of coarse granularity. The n{radical}2-subdivision scheme only doubles the number of vertices in each subdivision step regardless of dimension n. They describe the construction of 2D, 3D, and 4D hierarchies representing surfaces, volume data, and time-varying volume data, respectively. The 4D approach supports spatial and temporal scalability. For high-quality data approximation on each level of detail, they use downsampling filters based on n-variate B-spline wavelets. They present a B-spline wavelet lifting scheme for n{radical}2-subdivision steps to obtain small or narrow filters. Narrow filters support adaptive refinement and out-of-core data exploration techniques.

Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

The current focus on building energy retrofit provides an opportunity to simultaneously improve indoor environmental quality (IEQ). Toward this end, we developed a protocol for selecting packages of retrofits that both save energy and improve IEQ in apartments. The protocol specifies the methodology for selecting retrofits from a candidate list while addressing expected energy savings, IEQ impacts, and costs in an integrated manner. Interviews, inspections and measurements are specified to collect the needed input information. The protocol was applied to 17 apartments in three buildings in two different climates within California. Diagnostic measurements and surveys conducted before and after retrofit implementation indicate enhanced apartment performance.

Residential commissioning to assess envelope and HVAC system performance

Houses do not perform optimally or even as many codes and forecasts predict. For example, Walker et al. (1998a) found large variations in thermal distribution system efficiency, as much as a factor of two even between side-by-side houses with the same system design and installation crew. This and other studies (e.g., Jump et al. 1996) indicate that duct leakage testing and sealing can readily achieve a 25 to 30% reduction in installed cooling capacity and energy consumption. As another example, consider that the building industry has recognized for at least 20 years the substantial impact that envelope airtightness has on thermal loads, energy use, comfort, and indoor air quality. However, Walker et al. (1998a) found 50% variances in airtightness for houses with the same design and construction crews, within the same subdivision. A substantial reason for these problems is that few houses are now built or retrofitted using formal design procedures, most are field assembled from a large number of components, and there is no consistent process to identify problems or to correct them. Solving the problems requires field performance evaluations of houses using appropriate and agreed upon procedures. Many procedural elements already exist in a fragmented environment; some are ready now to be integrated into a new process called residential commissioning (Wray et al. 2000). For example, California's Title 24 energy code already provides some commissioning elements for evaluating the energy performance of new houses. A house consists of components and systems that need to be commissioned, such as building envelopes, air distribution systems, cooling equipment, heat pumps, combustion appliances, controls, and other electrical appliances. For simplicity and practicality, these components and systems are usually evaluated individually, but we need to bear in mind that many of them interact. Therefore, commissioning must not only identify the energy and non-energy benefits associated with improving the performance of a component, it must also indicate how individual components interact in the complete building system. For this paper, we limit our discussion to diagnostics in areas of particular concern with significant interactions: envelope and HVAC systems. These areas include insulation quality, windows, airtightness, envelope moisture, fan and duct system airflows, duct leakage, cooling equipment charge, and combustion appliance backdrafting with spillage. The remainder of this paper first describes what residential commissioning is, its characteristic elements, and how one might structure its process. Subsequent sections describe a consolidated set of practical diagnostics that the building industry can use now. Where possible, we also discuss the accuracy and usability of these diagnostics, based on recent laboratory work and field studies. We conclude by describing areas in need of research and development, such as practical field diagnostics for envelope thermal conductance and combustion safety. There are several potential benefits for builders, consumers, code officials, utilities, and energy planners of commissioning houses using a consistent set of validated methods. Builders and/or commissioning agents will be able to optimize system performance and reduce consumer costs associated with building energy use. Consumers will be more likely to get what they paid for and builders can show they delivered what was expected. Code officials will be better able to enforce existing and future energy codes. As energy reduction measures are more effectively incorporated into the housing stock, utilities and energy planners will benefit through greater confidence in predicting demand and greater assurance that demand reductions will actually occur. Performance improvements will also reduce emissions from electricity generating plants and residential combustion equipment. Research to characterize these benefits is underway.

Residential ventilation standards scoping study

The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

DAYLIGHTING METRICS FOR RESIDENTIAL BUILDINGS

It is now widely accepted that the standard method for daylighting evaluation- the daylight factor- is due for replacement with metrics founded on absolute values for luminous quantities predicted over the course of a full year using sun and sky conditions derived from standardised climate files. The move to more realistic measures of daylighting introduces significant levels of additional complexity in both the simulation of the luminous quantities and the reduction of the simulation data to readily intelligible metrics. The simulation component, at least for buildings with standard glazing materials, is reasonably well understood. There is no consensus however on the composition of the metrics, and their formulation is an ongoing area of active research. Additionally, non-domestic and residential buildings present very different evaluation scenarios and it is not yet clear if a single metric would be applicable to both. This study uses a domestic dwelling as the setting to investigate and explore the applicability of daylighting metrics for residential buildings. In addition to daylighting provision for task and disclosing the potential for reducing electric lighting usage, we also investigate the formulation of metrics for non-visual effects such as entrainment of the circadian system.

One of the determinants of the market acceptance of solar technologies in the residential housing sector is the value placed upon the solar property at the time of resale. The resale factor is shown to be an important economic parameter when net benefits of the solar design are considered over a typical ownership cycle rather than the life cycle of the system. Although a study of solar resale in Davis, Ca, indicates that those particular homes have been appreciating in value faster than nonsolar market comparables, no study has been made that would confirm this conclusion for markets in other geograhical locations with supporting tests of statistical significance. The data to undertake such an analysis is available through numerous local sources; however, case by case data collection is prohibitively expensive. A recommended alternative approach is to make use of real estate market data firms who compile large data bases and provide multi-variate statistical analysis packages.

In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period. In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.

Post-Retrofit Residential Assessments

This study examined a range of factors influencing energy consumption in households that had participated in residential energy-efficiency upgrades. The study was funded by a grant from the U.S. Department of Energyís Pacific Northwest National Laboratory and was conducted by faculty and staff of Portland State University Center for Urban Studies and Department of Economics. This work was made possible through the assistance and support of the Energy Trust of Oregon (ETO), whose residential energy-efficiency programs provided the population from which the sample cases were drawn. All households in the study had participated in the ETO Home Performance with Energy Star (HPwES) program. A number of these had concurrently pursued measures through other ETO programs. Post-retrofit energy outcomes are rarely investigated on a house-by-house basis. Rather, aggregate changes are ordinarily the focus of program impact evaluations, with deviation from aggregate expectations chalked up to measurement error, the vagaries of weather and idiosyncrasies of occupants. However, understanding how homes perform post-retrofit on an individual basis can give important insights to increase energy savings at the participant and the programmatic level. Taking a more disaggregated approach, this study analyzed energy consumption data from before and after the retrofit activity and made comparisons with engineering estimates for the upgrades, to identify households that performed differently from what may have been expected based on the estimates. A statistical analysis using hierarchal linear models, which accounted for weather variations, was performed looking separately at gas and electrical use during the periods before and after upgrades took place. A more straightforward comparison of billing data for 12-month periods before and after the intervention was also performed, yielding the majority of the cases examined. The later approach allowed total energy use and costs to be assessed but did not account for weather variation. From this statistical analysis, 18 study participants were selected and interviewed. The participants completed an in-home interview covering a range of topics, including changes in occupancy and additional changes to the homes that may have affected energy use. The goal of the interviews was to identify factors that may have contributed to unusual energy performance. These factors were identified by their frequency of occurrence in outperforming or underperforming homes, or simply by identifying factors that had the largest impact on overall savings. The motivations and levels of satisfaction with the outcomes of the upgrades were covered in detail, as well as extensive discussions of behaviors pertaining to thermal control, lighting, water, and appliance use. Most of cases studied achieved substantial energy savings, although it was more common for the projected savings to be greater than the demonstrated savings. Two factors that played a very large role in savings variation were 1) changes in occupancy and 2) fenestration improvements outside of the incentive programs. Motivation for pursuing the upgrades (e.g., environmental sustainability vs. comfort or cost savings) did not seem to play any role in achieving savings. Participants generally were more concerned with maintaining aesthetics through lighting than comfort through heating or cooling. They also seemed more likely to turn the lights off when leaving a room than to turn the heat off when leaving the home.

This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

National Residential Efficiency Measures Database Aimed at Reducing Risk for Residential Retrofit Industry (Fact Sheet)

This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

Development of a Residential Integrated Ventilation Controller

The goal of this study was to develop a Residential Integrated Ventilation Controller (RIVEC) to reduce the energy impact of required mechanical ventilation by 20percent, maintain or improve indoor air quality and provide demand response benefits. This represents potential energy savings of about 140 GWh of electricity and 83 million therms of natural gas as well as proportional peak savings in California. The RIVEC controller is intended to meet the 2008 Title 24 requirements for residential ventilation as well as taking into account the issues of outdoor conditions, other ventilation devices (including economizers), peak demand concerns and occupant preferences. The controller is designed to manage all the residential ventilation systems that are currently available. A key innovation in this controller is the ability to implement the concept of efficacy and intermittent ventilation which allows time shifting of ventilation. Using this approach ventilation can be shifted away from times of high cost or high outdoor pollution towards times when it is cheaper and more effective. Simulations, based on the ones used to develop the new residential ventilation requirements for the California Buildings Energy code, were used to further define the specific criteria and strategies needed for the controller. These simulations provide estimates of the energy, peak power and contaminant improvement possible for different California climates for the various ventilation systems. Results from a field test of the prototype controller corroborate the predicted performance.

The Role of Quench-back in the Passive Quench Protection of Uncoupled Solenoids in Series with and without Coil Sub-division

This paper is the final paper in a series of papers that discusses passive quench protection for high inductance solenoid magnets. This report describes how passive quench protection system may be applied to superconducting magnets that are connected in series but not inductively coupled. Previous papers have discussed the role of magnet sub-division and quench back from a conductive mandrel in reducing the hot-spot temperature and the peak coil voltages to ground. When magnets are connected in series, quench-back from a conductive mandrel can cause other magnets in a string to quench even without inductive coupling between magnets. The magnet mandrels must be well coupled to the magnet circuit that is being quenched. When magnet circuit sub-division is employed to reduce the voltages-to-ground within magnets, the resistance across the subdivision becomes the most important factor in the successful quenching of the magnet string.

This paper describes how a passive quench protection system can be applied to long superconducting solenoid magnets. When a solenoid coil is long compared to its thickness, the magnet quench process will be dominated by the time needed for uench propagation along the magnet length. Quench-back will permit a long magnet to quench more rapidly in a passive way. Quenchback from a conductive (low resistivity) mandrel is essential for spreading the quench along the length of a magnet. The andrel must be inductively coupled to the magnet circuit that is being quenched. Current induced in the mandrel by di/dt in the magnet produces heat in the mandrel, which in turn causes the superconducting coil wound on the mandrel to quench. Sub-divisions often employed to reduce the voltages to ground within the coil. This paper explores when it is possible for quench-back to be employed for passive quench protection. The role of sub-division of the coil is discussed for long magnets.

This report provides background data upon which residential lighting fixture energy conservation programs can be built. The current stock of residential lighting is described by usage level, lamp wattage, fixture type, and location within the house. Data are discussed that indicate that 25% of residential fixtures are responsible for 80% of residential lighting energy use, and that justify targeting these fixtures as candidates for retrofit with energy-efficient fixtures. Fixtures determined to have the highest energy use are hardwired ceiling fixtures in kitchens, living/family rooms, dining rooms, and outdoors. An assessment of the market for residential fixtures shows that nearly half of new residential fixtures are imported, 61% of new fixtures sold are hardwired, and about half of all new fixtures sold are for ceiling installation.

Evaluation of evolving residential electricity tariffs

Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures. Scenario analyses of example PG&E customer bills will also be presented. What would these residential customers pay if they were still operating under a tiered structure, and/or if they participated in peak hour reductions?
