This report summarizes the results of a survey of home heating oil and propane prices over the 1990/1991 heating season in Michigan. The survey was conducted under a cooperative agreement between the State of Michigan, Michigan Public Service Commission and the US Department of Energy (DOE), Energy Information Administration (EIA), and was funded by a grant from EIA. From October 1990 through May 1991, participating dealers/distributions were called and asked for their current residential retail prices of No. 2 home heating oil and propane. This information was then transmitted to the EIA, bi-monthly using an electronic reporting system called Petroleum Data Reporting Option (PEDRO). The survey was conducted using a sample provided by EIA of home heating oil and propane retailers which supply Michigan households. These retailers were contacted the first and third Mondays of each month. The sample was designed to account for distributors with different sales volumes, geographic distributions and sources of primary supply. It should be noted that this simple is different from the sample used in prior year surveys.

The purpose of the program was to collect and monitor retail and wholesale heating oil and propane prices and inventories from October 1990 through March 1991. This final report begins with an overview of the unique events which had an impact on the reporting period. Next, the report summarizes the results from the residential heating oil and propane price surveys conducted by DOER over the 1990/91 heating season. The report also incorporates the wholesale heating oil and propane prices and inventories collected by the EIA and distributed to the states.

Now in its eighth edition, Lawrence Berkeley National Laboratory (LBNL)’s Tracking the Sun report series is dedicated to summarizing trends in the installed price of grid-connected solar photovoltaic (PV) systems in the United States. The present report focuses on residential and nonresidential systems installed through year-end 2014, with preliminary trends for the first half of 2015. As noted in the text box below, this year’s report incorporates a number of important changes and enhancements. Among those changes, this year's report focuses solely on residential and nonresidential PV systems; data on utility-scale PV are reported in LBNL’s companion Utility-Scale Solar report series. Installed pricing trends presented within this report derive primarily from project-level data reported to state agencies and utilities that administer PV incentive programs, solar renewable energy credit (SREC) registration systems, or interconnection processes. In total, data were collected for roughly 400,000 individual PV systems, representing 81% of all U.S. residential and non-residential PV capacity installed through 2014 and 62% of capacity installed in 2014, though a smaller subset of this data were used in analysis.

The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has dropped precipitously in recent years, led by substantial reductions in global PV module prices. This report provides a Q4 2013 update for residential PV systems, based on an objective methodology that closely approximates the book value of a PV system. Several cases are benchmarked to represent common variation in business models, labor rates, and module choice. We estimate a weighted-average cash purchase price of $3.29/W for modeled standard-efficiency, polycrystalline-silicon residential PV systems installed in the United States. This is a 46% decline from the 2013-dollar-adjusted price reported in the Q4 2010 benchmark report. In addition, this report frames the cash purchase price in the context of key price metrics relevant to the continually evolving landscape of third-party-owned PV systems by benchmarking the minimum sustainable lease price and the fair market value of residential PV systems.

The following is a summary report of the New Hampshire Governor`s Office of Energy and Community Services (ECS) participation in the State Heating Oil and Propane Program (SHOPP) for the 1997/98 heating season. SHOPP is a cooperative effort, linking energy offices in East Coast and Midwest states, with the Department of Energy (DOE), Energy Information Administration (EIA) for the purpose of collecting retail price data for heating oil and propane. The program is funded by the participating state with a matching grant from DOE. SHOPP was initiated in response to congressional inquires into supply difficulties and price spikes of heating oil and propane associated with the winter of 1989/90. This is important to New Hampshire because heating oil controls over 55% of the residential heating market statewide. Propane controls 10% of the heating market statewide and is widely used for water heating and cooking in areas of the state where natural gas is not available. Lower installation cost, convenience, lower operating costs compared to electricity, and its perception as a clean heating fuel have all worked to increase the popularity of propane in New Hampshire and should continue to do so in the future. Any disruption in supply of these heating fuels to New Hampshire could cause prices to skyrocket and leave many residents in the cold.

  8. An Analysis of Residential PV System Price Differences between the United States and Germany

    Broader source: Energy.gov [DOE]

Residential photovoltaic (PV) systems were twice as expensive in the United States as in Germany (median of $5.29/W vs. $2.59/W) in 2012. This price discrepancy stems primarily from differences in non-hardware or "soft" costs between the two countries, which can only be explained in part by differences in cumulative market size and associated learning. A survey of German PV installers was deployed to collect rough data on PV soft costs in Germany to compare to results of a similar survey of U.S. PV installers. Non-module hardware costs and all analyzed soft costs are lower in Germany, especially for customer acquisition, installation labor, and profit/overhead costs, but also for expenses related to permitting, interconnection, and inspection procedures. Additional costs occur in the United States due to state and local sales taxes, smaller average system sizes, and longer project development times. To reduce the identified additional costs of residential PV systems, the United States could introduce policies that enable a robust and lasting market while minimizing market fragmentation.

The goal of this investigation was to characterize themanual and automated response of residential customers to high-price"critical" events dispatched under critical peak pricing tariffs testedin the 2003-2004 California Statewide Pricing Pilot. The 15-monthexperimental tariff gave customers a discounted two-price time-of-userate on 430 days in exchange for 27 critical days, during which the peakperiod price (2 p.m. to 7 p.m.) was increased to about three times thenormal time-of-use peak price. We calculated response by five-degreetemperature bins as the difference between peak usage on normal andcritical weekdays. Results indicatedthat manual response to criticalperiods reached -0.23 kW per home (-13 percent) in hot weather(95-104.9oF), -0.03 kW per home (-4 percent) in mild weather (60-94.9oF),and -0.07 kW per home (-9 percent) during cold weather (50-59.9oF).Separately, we analyzed response enhanced by programmable communicatingthermostats in high-use homes with air-conditioning. Between 90oF and94.9oF, the response of this group reached -0.56 kW per home (-25percent) for five-hour critical periods and -0.89 kW/home (-41 percent)for two-hour critical periods.

    1981-03-01

The Notice of Proposed Rulemaking for Energy Performance Standards for New Buildings presented life-cycle-cost based energy budgets for single-family detached residences. These energy budgets varied with regional climatic conditions but were all based on projections of national average prices for gas, oil and electricity. The Notice of Proposed Rulemaking indicated that further analysis of the appropriateness of various price measures for use in setting the Standards was under way. This part of that ongoing analysis addresses the availability of fuel price projections, the variation in fuel prices and escalation rates across the US and the effects of aggregating city price data to the state, Region, or national level. The study only provides a portion of the information required to identify the best price aggregation level for developing of the standards. The research addresses some of the economic efficiency considerations necessary for design of a standard that affects heterogeneous regions. The first section discusses the effects of price variation among and within regions on the efficiency of resource allocation when a standard is imposed. Some evidence of the extreme variability in fuel prices across the US is presented. In the second section, time series, cross-sectional fuel price data are statistically analyzed to determine the similarity in mean fuel prices and price escalation rates when the data are treated at increasing levels of aggregation. The findings of this analysis are reported in the third section, while the appendices contain price distributions details. The last section reports the availability of price projections and discusses some EIA projections compared with actual prices.

Relatively little research exists estimating the marginal impacts of photovoltaic (PV) energy systems on home sale prices. Using a large dataset of California homes that sold from 2000 through mid-2009, we find strong evidence, despite a variety of robustness checks, that existing homes with PV systems sold for a premium over comparable homes without PV systems, implying a near full return on investment. Premiums for new homes are found to be considerably lower than those for existing homes, implying, potentially, a tradeoff between price and sales velocity. The results have significant implications for homeowners, builders, appraisers, lenders, and policymakers.

With wind energy expanding rapidly in the U.S. and abroad, and with an increasing number of communities considering nearby wind power developments, there is a need to empirically investigate community concerns about wind project development. One such concern is that property values may be adversely affected by wind energy facilities, and relatively little existing research exists on the subject. The present research is based on almost 7,500 sales of single-family homes situated within ten miles of 24 existing wind facilities in nine different U.S. states. The conclusions of the study are drawn from four different hedonic pricing models. The model results are consistent in that neither the view of the wind facilities nor the distance of the home to those facilities is found to have a statistically significant effect on home sales prices.

An increasing number of homes in the U.S. have sold with photovoltaic (PV) energy systems installed at the time of sale, yet relatively little research exists that estimates the marginal impacts of those PV systems on home sale prices. A clearer understanding of these possible impacts might influence the decisions of homeowners considering the installation of a PV system, homebuyers considering the purchase of a home with PV already installed, and new home builders considering including PV as an optional or standard product on their homes. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. It finds strong evidence that homes with PV systems sold for a premium over comparable homes without PV systems during this time frame. Estimates for this premium expressed in dollars per watt of installed PV range, on average, from roughly $4 to $5.5/watt across a large number of hedonic and repeat sales model specifications and robustness tests. When expressed as a ratio of the sales price premium of PV to estimated annual energy cost savings associated with PV, an average ratio of 14:1 to 19:1 can be calculated; these results are consistent with those of the more-extensive existing literature on the impact of energy efficiency on sales prices. When the data are split among new and existing homes, however, PV system premiums are markedly affected. New homes with PV show premiums of $2.3-2.6/watt, while existing homes with PV show premiums of more than $6/watt. Reasons for this discrepancy are suggested, yet further research is warranted. A number of other areas where future research would be useful are also highlighted.

  1. The impact of forecasted energy price increases on low-income consumers

    SciTech Connect (OSTI)

    Eisenberg, Joel F.

    2005-10-31

The Department of Energy’s Energy Information Administration (EIA) recently released its short term forecast for residential energy prices for the winter of 2005-2006. The forecast indicates significant increases in fuel costs, particularly for natural gas, propane, and home heating oil, for the year ahead. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation’s low-income households by primary heating fuel type, nationally and by Census Region. The statistics are intended for the use of policymakers in the Department of Energy’s Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2006 fiscal year.

The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

  16. Liquefied propane carburetor modification system

    SciTech Connect (OSTI)

    Batchelor, D.R.; Batchelor, W.H.

    1983-01-25

A system which can be retrofit into an existing conventional gasoline powered vehicle for enabling the vehicle to operate on either gasoline or liquefied propane fuel. The system includes a mixer in the form of an adapter to fit on the top of an existing carburetor. The mixer has a unique spring balanced metering device which controls flow of gaseous propane to the carburetor in proportion to airflow through the carburetor. The mixer is connected to a regulator assembly which receives liquid propane in a first chamber, heats the liquid propane to form a vapor, and feeds the vapor through an idle valve to control idling of the engine. The vapor is also passed to a second chamber of the regulator assembly in response to demand from the metering device which is sensed by a diaphragm actuated gas flow valve. From the second chamber, the gaseous propane is fed to a high speed inlet of the mixer. Engine manifold vacuum is also used to provide additional control for the gas flow valve to increase efficiency of the system. Other features include a special purpose fuel tank and an optional exhaust system oxygen sensor for further regulating gas flow to the engine.

  17. An analysis of US propane markets, winter 1996-1997

    SciTech Connect (OSTI)

    1997-06-01

In late summer 1996, in response to relatively low inventory levels and tight world oil markets, prices for crude oil, natural gas, and products derived from both began to increase rapidly ahead of the winter heating season. Various government and private sector forecasts indicated the potential for supply shortfalls and sharp price increases, especially in the event of unusually severe winter weather. Following a rapid runup in gasoline prices in the spring of 1996, public concerns were mounting about a possibly similar situation in heating fuels, with potentially more serious consequences. In response to these concerns, the Energy Information Administration (EIA) participated in numerous briefings and meetings with Executive Branch officials, Congressional committee members and staff, State Energy Offices, and consumers. EIA instituted a coordinated series of actions to closely monitor the situation and inform the public. This study constitutes one of those actions: an examination of propane supply, demand, and price developments and trends.

  3. Residential, Commercial, and Utility-Scale Photovoltaic (PV) System Prices in the United States: Current Drivers and Cost-Reduction Opportunities

    SciTech Connect (OSTI)

    Goodrich, A.; James, T.; Woodhouse, M.

    2012-02-01

The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has dropped precipitously in recent years, led by substantial reductions in global PV module prices. However, system cost reductions are not necessarily realized or realized in a timely manner by many customers. Many reasons exist for the apparent disconnects between installation costs, component prices, and system prices; most notable is the impact of fair market value considerations on system prices. To guide policy and research and development strategy decisions, it is necessary to develop a granular perspective on the factors that underlie PV system prices and to eliminate subjective pricing parameters. This report's analysis of the overnight capital costs (cash purchase) paid for PV systems attempts to establish an objective methodology that most closely approximates the book value of PV system assets.

Propane as an auto fuel has a high octane value and has key properties required for spark-ignited internal combustion engines. To operate a vehicle on propane as either a dedicated fuel or bi-fuel (i.e., switching between gasoline and propane) vehicle, only a few modifications must be made to the engine. Until recently propane vehicles have commonly used a vapor pressure system that was somewhat similar to a carburetion system, wherein the propane would be vaporized and mixed with combustion air in the intake plenum of the engine. This leads to lower efficiency as more air, rather than fuel, is inducted into the cylinder for combustion (Myers 2009). A newer liquid injection system has become available that injects propane directly into the cylinder, resulting in no mixing penalty because air is not diluted with the gaseous fuel in the intake manifold. Use of a direct propane injection system will improve engine efficiency (Gupta 2009). Other systems include the sequential multi-port fuel injection system and a bi-fuel 'hybrid' sequential propane injection system. Carbureted systems remain in use but mostly for non-road applications. In the United States a closed-loop system is used in after-market conversions. This system incorporates an electronic sensor that provides constant feedback to the fuel controller to allow it to measure precisely the proper air/fuel ratio. A complete conversion system includes a fuel controller, pressure regulator valves, fuel injectors, electronics, fuel tank, and software. A slight power loss is expected in conversion to a vapor pressure system, but power can still be optimized with vehicle modifications of such items as the air/fuel mixture and compression ratios. Cold start issues are eliminated for vapor pressure systems since the air/fuel mixture is gaseous. In light-duty propane vehicles, the fuel tank is typically mounted in the trunk; for medium- and heavy-duty vans and trucks, the tank is located under the body of the vehicle. Propane tanks add weight to a vehicle and can slightly increase the consumption of fuel. On a gallon-to-gallon basis, the energy content of propane is 73% that of gasoline, thus requiring more propane fuel to travel an equivalent distance, even in an optimized engine (EERE 2009b).

    SciTech Connect (OSTI)

    Imhoff, K.L.; Fang, J.M.

    1984-10-01

The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation. Details of these and other changes are contained in this report, along with the updated data files. 31 references, 65 tables.

    SciTech Connect (OSTI)

    Laughlin, M; Burnham, A.

    2014-08-31

As part of the U.S. Department of Energy’s (DOE’s) effort to deploy transportation technologies that reduce U.S. dependence on imported petroleum, this study examines five school districts, one in Virginia and four in Texas, successful use of propane school buses. These school districts used school buses equipped with the newly developed liquid propane injection system that improves vehicle performance. Some of the school districts in this study saved nearly 50% on a cost per mile basis for fuel and maintenance relative to diesel. Using Argonne National Laboratory’s Alternative Fuel Life-Cycle Environmental and Economic Transportation (AFLEET) Tool developed for the DOE’s Clean Cities program to help Clean Cities stakeholders estimate petroleum use, greenhouse gas (GHG) emissions, air pollutant emissions and cost of ownership of light-duty and heavy-duty vehicles, the results showed payback period ranges from 3—8 years, recouping the incremental cost of the vehicles and infrastructure. Overall, fuel economy for these propane vehicles is close to that of displaced diesel vehicles, on an energy-equivalent basis. In addition, the 110 propane buses examined demonstrated petroleum displacement, 212,000 diesel gallon equivalents per year, and GHG benefits of 770 tons per year.

This article reports on various aspects of exhaust emissions from a light-duty car converted to operate on liquefied petroleum gas and equipped with an electrically heated catalyst. Butane and butane/propane blends have recently received attention as potentially useful alternative fuels. Butane has a road octane number of 92, a high blending vapor pressure, and has been used to upgrade octane levels of gasoline blends and improve winter cold starts. Due to reformulated gasoline requirements for fuel vapor pressure, however, industry has had to remove increasing amounts of butane form the gasoline pool. Paradoxically, butane is one of the cleanest burning components of gasoline.

Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures. Scenario analyses of example PG&E customer bills will also be presented. What would these residential customers pay if they were still operating under a tiered structure, and/or if they participated in peak hour reductions?

  4. Emissions results for dedicated propane Chrysler minivans: the 1996 propane vehicle challenge

    SciTech Connect (OSTI)

    Buitrago, C.; Sluder, S.; Larsen, R.

    1997-02-01

The U.S. Department of Energy (US DOE), through Argonne National Laboratory, and in cooperation with Natural Resources-Canada and Chrysler Canada, sponsored and organized the 1996 Propane Vehicle Challenge (PVC). For this competition , 13 university teams from North America each received a stock Chrysler minivan to be converted to dedicated propane operation while maintaining maximum production feasibility. The converted vehicles were tested for performance (driveability, cold- and hot-start, acceleration, range, and fuel economy) and exhaust emissions. Of the 13 entries for the 1996 PVC, 10 completed all of the events scheduled, including the emissions test. The schools used a variety of fuel-management, fuel-phase and engine-control strategies, but their strategies can be summarized as three main types: liquid fuel-injection, gaseous fuel-injection, and gaseous carburetor. The converted vehicles performed similarly to the gasoline minivan. The University of Windsor`s minivan had the lowest emissions attaining ULEV levels with a gaseous-injected engine. The Texas A&M vehicle, which had a gaseous-fuel injection system, and the GMI Engineering and Management Institute`s vehicle, which had a liquid-injection system both reached LEV levels. Vehicles with an injection fuel system (liquid or gaseous) performed better in terms of emissions than carbureted systems. Liquid injection appeared to be the best option for fuel metering and control for propane, but more research and calibration are necessary to improve the reliability and performance of this design.

    Hogan, T.M.

    1980-10-23

The effects of the incremental pricing of natural gas - provided for by the Natural Gas Policy Act of 1978 - are discussed. Under this legislation, industrial rates will actually increase more than the amount required by incremental pricing. Some residential customers will subsidize others at rates that will be higher than those before incremental pricing, while other residential customers could conceivably receive free service. Meanwhile, a trend of customers shifting from one utility to another could develop. Although some utilities will be prevented economically from expanding their service areas, others will be granted economic advantages for expanding, leading in some instances to the possible violation of antitrust laws. Under the act, government tax revenues will ultimately be reduced and the costs of natural gas service will increase. In the end, natural gas utilities and their industrial customers will experience accusations of overpricing similar to those currently made against oil companies.

The conversion of small alkanes into alkenes represents an important chemical processing area; ethylene and propylene are the two most important organic chemicals manufactured in the U.S. These chemicals are currently manufactured by steam cracking of ethane and propane, an extremely energy intensive, nonselective process. The development of catalytic technologies (e.g., selective dehydrogenation) that can be used to produce ethylene and propylene from ethane and propane with greater selectivity and lower energy consumption than steam cracking will have a major impact on the chemical processing industry. This report details a study of two novel catalytic materials for the selective dehydrogenation of propane: Cr supported on hydrous titanium oxide ion-exchangers, and Pt nanoparticles encapsulated in silica and alumina aerogel and xerogel matrices.

  20. Experimental study on transmission of an overdriven detonation wave from propane/oxygen to propane/air

    SciTech Connect (OSTI)

    Li, J.; Lai, W.H.; Chung, K.; Lu, F.K.

    2008-08-15

Two sets of experiments were performed to achieve a strong overdriven state in a weaker mixture by propagating an overdriven detonation wave via a deflagration-to-detonation transition (DDT) process. First, preliminary experiments with a propane/oxygen mixture were used to evaluate the attenuation of the overdriven detonation wave in the DDT process. Next, experiments were performed wherein a propane/oxygen mixture was separated from a propane/air mixture by a thin diaphragm to observe the transmission of an overdriven detonation wave. Based on the characteristic relations, a simple wave intersection model was used to calculate the state of the transmitted detonation wave. The results showed that a rarefaction effect must be included to ensure that there is no overestimate of the post-transmission wave properties when the incident detonation wave is overdriven. The strength of the incident overdriven detonation wave plays an important role in the wave transmission process. The experimental results showed that a transmitted overdriven detonation wave occurs instantaneously with a strong incident overdriven detonation wave. The near-CJ state of the incident wave leads to a transmitted shock wave, and then the transition to the overdriven detonation wave occurs downstream. The attenuation process for the overdriven detonation wave decaying to a near-CJ state occurs in all tests. After the attenuation process, an unstable detonation wave was observed in most tests. This may be attributed to the increase in the cell width in the attenuation process that exceeds the detonability cell width limit. (author)
