The Northwest Power Planning Act authorizes the Bonneville Power Administration to acquire all necessary energy resources to serve Northwest utilities choosing to acquire power from the agency and to give conservation the highest priority in responding to the demand for electricity. To meet this mandate, the agency has established residential conservation programs for weatherizing existing homes, building new energy-efficient homes, and promoting energy-efficient appliances. Pacific Northwest Laboratory prepared this report to compare and contrast the environmental requirements and issues involving Bonneville's residential conservation programs. The key environmental concern confronting each of the programs with measures aimed at reducing air leakage rates in houses (both new and existing) is indoor air quality (IAQ). This report reviews the similarity and consistency of the programs' approach to IAQ, their impacts, program features, mitigation techniques, and new information about IAQ and other potential environmental issues confronting the programs. The information is intended for use in comparing and contrasting how environmental features mesh with other program features, checking consistency across programs and determining whether it makes sense for programs to be consistent, determining consistency between programs, and providing information to aid program planning in light of potential environmental issues and new information. 31 refs.

Calculating Energy Savings in High Performance Residential Buildings Programs: Preprint

Accurate and meaningful energy savings calculations are essential for the evaluation of residential energy efficiency programs sponsored by the U.S. Department of Energy (DOE), such as the Building America Program (a public-private partnership designed to achieve significant energy savings in the residential building sector). The authors investigated the feasibility of applying existing performance analysis methodologies such as the Home Energy Rating System (HERS) and the International Energy Conservation Code (IECC) to the high performance houses constructed under Building America, which sometimes achieve whole-house energy savings in the 50-70% range. However, because Building America addresses all major end-use loads and because the technologies applied to Building America houses often exceed what is envisioned by energy codes and home-rating programs, the methodologies used in HERS and IECC have limited suitability, and a different approach was needed. The authors have researched these issues extensively over the past several years and developed a set of guidelines that draws upon work done by DOE's Energy Information Administration, the California Energy Commission, the International Code Council, RESNET, and other organizations that have developed similar methodologies to meet their needs. However, the final guidelines are tailored to provide accurate techniques for quantifying energy savings achieved by Building America to help policymakers assess the effectiveness of the program.

Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

Berkeley Program Offers New Option for Financing Residential PV Systems

Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules. The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This report includes the experimental procedure and data results of Cycle Three of PEARL program during the period of October 2002 to April 2003, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. The products tested are 20 models of screw-based compact fluorescent lamps (CFL) of various types and various wattages made or marketed by 12 different manufacturers, and ten models of residential lighting fixtures from eight different manufacturers.

The Bonneville Power Administration (Bonneville) is conducting a large end-use data acquisition program in an effort to understand how energy is utilized in buildings with permanent electric space heating equipment in the Pacific Northwest. The initial portion of effort, known as the End-Use Load and Consumer Assessment Program (ELCAP), was conducted for Bonneville by the Pacific Northwest Laboratory (PNL). The collection of detailed end-use data provided an opportunity to analyze the amount of energy consumed by both refrigerators and separate freezers units located in residential buildings. By obtaining this information, the uncertainty of long- term regional end-use forecasting can be improved and potential utility marketing programs for new appliances with a reduced overall energy demand can be identified. It was found that standby loads derived from hourly averages between 4 a.m. and 5 a.m. reflected the minimum consumption needed to maintain interior refrigerator temperatures at a steady-state condition. Next, an average 24-hour consumption that included cooling loads from door openings and cooling food items was also determined. Later, analyses were conducted to develop a model capable of predicting refrigerator standby loads and 24-hour consumption for comparison with national refrigerator label ratings. Data for 140 residential sites with a refrigeration end-use were screened to develop a sample of 119 residences with pure refrigeration for use in this analysis. To identify those refrigerators that were considered to be pure (having no other devices present on the circuit) in terms of their end-use classification, the screening procedure used a statistical clustering technique that was based on standby loads with 24-hour consumption. 5 refs., 18 figs., 4 tabs.

Chemical Emissions of Residential Materials and Products: Review of Available Information

This report is prepared in the context of a larger program whose mission is to advance understanding of ventilation and indoor air quality in U.S. homes. A specific objective of this program is to develop the scientific basis ? through controlled experiments, monitoring and analysis ? for health risk-based ventilation standards. Appropriate and adequate ventilation is a basic element of a healthy home. Ventilation provides outdoor air and in the process removes indoor odors and contaminants including potentially unhealthful chemicals emitted by indoor materials, products and activities. Ventilation traditionally was assured to occur via infiltration of outdoor air through cracks and other leakage pathways in the residential building envelope. As building air tightness is improved for energy efficiency, infiltration can be reduced to inadequate levels. This has lead to the development of standards requiring mechanical ventilation. Though nominally intended to ensure acceptable indoor air quality, the standards are not explicitly tied to health risk or pollutant exposure targets. LBNL is currently designing analyses to assess the impact of varying ventilation standards on pollutant concentrations, health risks and energy use. These analyses require information on sources of chemical pollutant emissions, ideally including emission rates and the impact of ventilation on emissions. Some information can be obtained from recent studies that report measurements of various air contaminants and their concentrations in U.S. residences. Another way to obtain this information is the bottom-up approach of collecting and evaluating emissions data from construction and interior materials and common household products. This review contributes to the latter approach by summarizing available information on chemical emissions from new residential products and materials. We review information from the scientific literature and public sources to identify and discuss the databases that provide information on new or low-emission materials and products. The review focuses on the primary chemical or volatile organic compound (VOC) emissions from interior surface materials, furnishings, and some regularly used household products; all of these emissions are amenable to ventilation. Though it is an important and related topic, this review does not consider secondary pollutants that result from reactions of ozone and unsaturated organics bound to or emitted from material surfaces. Semi-volatile organic compounds (SVOCs) have been largely excluded from this review because ventilation generally is not an effective way to control SVOC exposures. Nevertheless, health concerns about exposures to SVOCs emitted from selected materials warrant some discussion.

Utility residential new construction programs: Going beyond the code. A report from the Database on Energy Efficiency Programs (DEEP) Project

Based on an evaluation of 10 residential new construction programs, primarily sponsored by investor-owned utilities in the United States, we find that many of these programs are in dire straits and are in danger of being discontinued because current inclusion of only direct program effects leads to the conclusion that they are not cost-effective. We believe that the cost-effectiveness of residential new construction programs can be improved by: (1) promoting technologies and advanced building design practices that significantly exceed state and federal standards; (2) reducing program marketing costs and developing more effective marketing strategies; (3) recognizing the role of these programs in increasing compliance with existing state building codes; and (4) allowing utilities to obtain an ``energy-savings credit`` from utility regulators for program spillover (market transformation) impacts. Utilities can also leverage their resources in seizing these opportunities by forming strong and trusting partnerships with the building community and with local and state government.

Energy Star Lighting Verification Program (Program for the Evaluation and Analysis of Residential Lighting)

The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This report includes the experimental procedure and data results of Cycle Three and Cycle Four of PEARL program during the period of April 2003 to October 2003, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. The parameter tested for Cycle three is lumen maintenance at 40% rated life, and parameters tested for Cycle Four are all parameters required in Energy Star specifications except lumen maintenance at 40% rated life.

This report is one of a series of program experience reports that seek to synthesize current information from both published and unpublished sources to help utilities, state regulatory commissions, and others to identify, design, and manage demand-side programs. This report evaluates the experience with implementing programs promoting energy efficiency in new residential and commercial construction. This investigation was guided by our perspective on how programs address the barriers to widespread adoption of energy-efficient design and better end-use technologies in new buildings. We considered four types of barriers: lack of information, high initial costs, degree of technological development, and perceived risk. We developed a typology that reflects different approaches to overcome these barriers to energy-efficient construction. 234 refs., 5 tabs.

Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

WaterSense Program: Methodology for National Water Savings Analysis Model Indoor Residential Water Use

The U.S. Environmental Protection Agency (EPA) influences the market for plumbing fixtures and fittings by encouraging consumers to purchase products that carry the WaterSense label, which certifies those products as performing at low flow rates compared to unlabeled fixtures and fittings. As consumers decide to purchase water-efficient products, water consumption will decline nationwide. Decreased water consumption should prolong the operating life of water and wastewater treatment facilities.This report describes the method used to calculate national water savings attributable to EPA?s WaterSense program. A Microsoft Excel spreadsheet model, the National Water Savings (NWS) analysis model, accompanies this methodology report. Version 1.0 of the NWS model evaluates indoor residential water consumption. Two additional documents, a Users? Guide to the spreadsheet model and an Impacts Report, accompany the NWS model and this methodology document. Altogether, these four documents represent Phase One of this project. The Users? Guide leads policy makers through the spreadsheet options available for projecting the water savings that result from various policy scenarios. The Impacts Report shows national water savings that will result from differing degrees of market saturation of high-efficiency water-using products.This detailed methodology report describes the NWS analysis model, which examines the effects of WaterSense by tracking the shipments of products that WaterSense has designated as water-efficient. The model estimates market penetration of products that carry the WaterSense label. Market penetration is calculated for both existing and new construction. The NWS model estimates savings based on an accounting analysis of water-using products and of building stock. Estimates of future national water savings will help policy makers further direct the focus of WaterSense and calculate stakeholder impacts from the program.Calculating the total gallons of water the WaterSense program saves nationwide involves integrating two components, or modules, of the NWS model. Module 1 calculates the baseline national water consumption of typical fixtures, fittings, and appliances prior to the program (as described in Section 2.0 of this report). Module 2 develops trends in efficiency for water-using products both in the business-as-usual case and as a result of the program (Section 3.0). The NWS model combines the two modules to calculate total gallons saved by the WaterSense program (Section 4.0). Figure 1 illustrates the modules and the process involved in modeling for the NWS model analysis.The output of the NWS model provides the base case for each end use, as well as a prediction of total residential indoor water consumption during the next two decades. Based on the calculations described in Section 4.0, we can project a timeline of water savings attributable to the WaterSense program. The savings increase each year as the program results in the installation of greater numbers of efficient products, which come to compose more and more of the product stock in households throughout the United States.

Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

Information hiding in parallel programs

A fundamental principle in program design is to isolate difficult or changeable design decisions. Application of this principle to parallel programs requires identification of decisions that are difficult or subject to change, and the development of techniques for hiding these decisions. We experiment with three complex applications, and identify mapping, communication, and scheduling as areas in which decisions are particularly problematic. We develop computational abstractions that hide such decisions, and show that these abstractions can be used to develop elegant solutions to programming problems. In particular, they allow us to encode common structures, such as transforms, reductions, and meshes, as software cells and templates that can reused in different applications. An important characteristic of these structures is that they do not incorporate mapping, communication, or scheduling decisions: these aspects of the design are specified separately, when composing existing structures to form applications. This separation of concerns allows the same cells and templates to be reused in different contexts.

Evaluation of the District of Columbia Energy Office Residential Conservation Assistance Program for Natural Gas-Heated Single-Family Homes

At the request of the U.S. Department of Energy (DOE), Oak Ridge National Laboratory (ORNL), with assistance from the District of Columbia Energy Office (DCEO) performed an evaluation of part of the DCEO Residential Conservation Assistance Program (RCAP). The primary objective of the evaluation was to evaluate the effectiveness of the DCEO weatherization program. Because Weatherization Assistance Program (WAP) funds are used primarily for weatherization of single-family homes and because evaluating the performance of multi-family residences would be more complex than the project budget would support, ORNL and DCEO focused the study on gas-heated single-family homes. DCEO provided treatment information and arranged for the gas utility to provide billing data for 100 treatment houses and 434 control houses. The Princeton Scorkeeping Method (PRISM) software package was used to normalize energy use for standard weather conditions. The houses of the initial treatment group of 100 houses received over 450 measures costing a little over $180,000, including labor and materials. The average cost per house was $1,811 and the median cost per house was $1,674. Window replacement was the most common measure and accounted for about 35% of total expenditures. Ceiling and floor insulation was installed in 61 houses and accounts for almost 22% of the expenditures. Twenty-seven houses received replacement doors at an average cost of $620 per house. Eight houses received furnace or boiler replacements at an average cost of about $3,000 per house. The control-adjusted average measured savings are about 20 therms/year. The 95% confidence interval is approximately +20 to +60 therms/year. The average pre-weatherization energy consumption of the houses was about 1,100 therm/year. Consequently, the adjusted average savings is approximately 2% ({+-}4%)-not significantly different than zero. Most RCAP expenditures appear to go to repairs. While some repairs may have energy benefits, measures selected to meet repair needs generally have smaller energy benefits per unit cost than measures selected for energy conservation purposes. To the extent that extensive repairs are necessary or desirable, expectations of energy savings need to be adjusted. Since 2002, the DCEO has implemented a number of program improvements it believes enhance program performance. In 2003, DCEO published formal guidance for weatherization in RCAP (DCEO 2003). Consequently, the results of this study may not adequately represent the current performance of the program. DCEO should re-examine current RCAP weatherization patterns and energy savings to assess the effects of program changes.

The Decontamination Systems Information and Research Program at West Virginia University consists of research and development associated with hazardous waste remediation problems at the Department of Energy complex and elsewhere. This program seeks to facilitate expedited development and implementation of solutions to the nation`s hazardous waste clean-up efforts. By a unique combination of university research and private technology development efforts, new paths toward implementing technology and speeding clean-ups are achievable. Mechanisms include aggressive industrial tie-ins to academic development programs, expedited support of small business technology development efforts, enhanced linkages to existing DOE programs, and facilitated access to hazardous waste sites. The program topically falls into an information component, which includes knowledge acquisition, technology evaluation and outreach activities and an R and D component, which develops and implements new and improved technologies. Projects began in February 1993 due to initiation of a Cooperative Agreement between West Virginia University and the Department of Energy.

The following paragraphs comprise the research efforts during the second quarter of 1998 (April 1 - June 30.) These tasks have been granted a continuation until the end of August 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final draft technical reports will be the next submission. During this period, work was completed on the Injection and Circulation of Potable Water Through PVDs on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data has been evaluated and representative graphs are presented. The plot of Cumulative Injected Volume vs. Cumulative Week Time show the ability to consistently inject through the two center PVDs at a rate of approximately ten (10) gallons per hour. This injection rate was achieved under a static head that varied from five (5) feet to three (3) feet. The plot of Extracted Flow Rate vs. Cumulative Week Time compares the extraction rate with and without the injection of water. The injection operation was continuous for eight hour periods while the extraction operation was executed over a pulsing schedule. Extraction rates as high as forty-five (45) gallons per hour were achieved in conjunction with injection (a 350% increase over no injection.) The retrieved TCE in the liquid phase varied to a considerable degree depending on the pulsing scheme, indicating a significant amount of stripping (volatilization) took place during the extraction process. A field experiment was conducted to confirm this. A liquid sample was obtained using the same vacuum system used in the pad operation and a second liquid sample was taken by a bailer. Analyzation of TCE concentration showed 99.5% volatilization when the vacuum system was used for extraction. This was also confirmed by data from the air monitoring program which indicated that 92%-99% of the retrieved TCE was being transported in the gas phase. Data on the recovered TCE concentration for the pulsing schemes implemented in the field were collected. Based on the TCE concentration in the liquid phase, the optimum schedule for recovery during an extraction only scenario is ?one hour on - seven hours off - one hour on? which allows for the recharging of the groundwater with TCE by the process of diffusion. With injection utilized, the optimum schedule for the operation is ?one hour on - three hours off - one hour on,? which allows for the optimum recovery of TCE in an optimized amount of liquid. Uranium (U) was recovered in conjunction with TCE removal. Although specifically not targeted, the PVDs indiscriminately retrieved the subsurface contaminants on the order of 65-95 pCi/L. The field work was completed on surfactant augmented injection. Circulation and data reduction from this sequence of testing is ongoing.

In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period. In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.

Enact legislation supporting residential property assessed clean energy financing (PACE)

Congress should enact legislation that supports residential property assessed clean energy (PACE) programs in the nationís states and metropolitan areas. Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders. Congressional support of residential PACE financing will improve energy efficiency, encourage job creation, and foster economic growth in the nationís state and metropolitan areas.

An Assessment of the U.S. Residential Lighting Market

This report provides background data upon which residential lighting fixture energy conservation programs can be built. The current stock of residential lighting is described by usage level, lamp wattage, fixture type, and location within the house. Data are discussed that indicate that 25% of residential fixtures are responsible for 80% of residential lighting energy use, and that justify targeting these fixtures as candidates for retrofit with energy-efficient fixtures. Fixtures determined to have the highest energy use are hardwired ceiling fixtures in kitchens, living/family rooms, dining rooms, and outdoors. An assessment of the market for residential fixtures shows that nearly half of new residential fixtures are imported, 61% of new fixtures sold are hardwired, and about half of all new fixtures sold are for ceiling installation.

DECONTAMINATION SYSTEMS AND INFORMATION RESEARCH PROGRAM

During the five plus years this Cooperative Agreement existed, more than 45 different projects were funded. Most projects were funded for a one year period but there were some, deemed of such quality and importance, funded for multiple years. Approximately 22 external agencies, businesses, and other entities have cooperated with or been funded through the WVU Cooperative Agreement over the five plus years. These external entities received 33% of the funding by this Agreement. The scope of this Agreement encompassed all forms of hazardous waste remediation including radioactive, organic, and inorganic contaminants. All matrices were of interest; generally soil, water, and contaminated structures. Economic, health, and regulatory aspects of technologies were also within the scope of the agreement. The highest priority was given to small businesses funded by the Federal Energy Technology Center (FETC) and Department of Energy (DOE) involved in research and development of innovative remediation processes. These projects were to assist in the removal of barriers to development and commercialization of these new technologies. Studies of existing, underdeveloped technologies, were preferred to fundamental research into remediation technologies. Sound development of completely new technologies was preferred to minor improvements in existing methods. Solid technological improvements in existing technologies or significant cost reduction through innovative redesign were the preferred projects. Development, evaluation, and bench scale testing projects were preferred for the WVU research component. In the effort to fill gaps in current remediation technologies, the worth of the WVU Cooperative Agreement was proven. Two great technologies came out of the program. The Prefabricated Vertical Drain Technology for enhancing soil flushing was developed over the 6-year period and is presently being demonstrated on a 0.10 acre Trichloroethylene contaminated site in Ohio. The SpinTek Centrifugal Membrane System was a unique separation process introduced through the Agreement that is now being used at the Los Alamos National Laboratory. Based on the cost to the USDOE for both technologies and considering their usefulness in cleaning up contaminated sites, no other technologies developed through USDOE provide or have the propensity to provide as great a return on investment and impact on environmental remediation. These technologies alone make the $10.3 million USDOE investment in the WVU Cooperative Agreement a tremendous investment.
