    The Weatherization Residential Assistance Partnership,'' or WRAP program, is a fuel-blind conservation program designed to assist Northeast Utilities' low-income customers to use energy safely and efficiently.     The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be fuel- blind''). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    Laboratory measurements of the performance of residential heat recovery ventilators have been carried out for the R-2000 Energy Efficient Home Program. This work was based on a preliminary test procedure developed by the Canadian Standards Association, part of which calls for testing the HRV under cold weather conditions. An environmental chamber was used to simulate outdoor conditions. Initial tests were carried out with an outdoor temperature of -20/sup 0/C; subsequent tests were carried out at a temperature of -25/sup 0/C. During the tests, airflows, temperatures, and relative humidities of airstreams entering and leaving the HRV, along with electric power inputs, were monitored. Frost buildup in the heat exchangers and defrost mechanisms, such as fan shutoff or recirculation, led to reductions in airflows. The magnitude of the reductions is dependent on the design of the heat exchanger and the defrost mechanism used. This paper presents the results of tests performed on a number of HRVs commercially available in Canada at the time of the testing. The flow reductions for the various defrost mechanisms are discussed.

  9. Pilot Residential Deep Energy Retrofits and the PNNL Lab Homes

    This report summarizes research investigating the technical and economic feasibility of several pilot deep energy retrofits, or retrofits that save 30% to 50% or more on a whole-house basis while increasing comfort, durability, combustion safety, and indoor air quality. The work is being conducted for the U.S. Department of Energy Building Technologies Program as part of the Building America Program. As part of the overall program, Pacific Northwest National Laboratory (PNNL) researchers are collecting and analyzing a comprehensive dataset that describes pre- and post-retrofit energy consumption, retrofit measure cost, health and comfort impacts, and other pertinent information for each home participating in the study. The research and data collection protocol includes recruitment of candidate residences, a thorough test-in audit, home energy modeling, and generation of retrofit measure recommendations, implementation of the measures, test-out, and continued evaluation. On some homes, more detailed data will be collected to disaggregate energy-consumption information. This multi-year effort began in October 2010. To date, the PNNL team has performed test-in audits on 51 homes in the marine, cold, and hot-humid climate zones, and completed 3 retrofits in Texas, 10 in Florida, and 2 in the Pacific Northwest. Two of the retrofits are anticipated to save 50% or more in energy bills and the others - savings are in the 30% to 40% range. Fourteen other retrofits are under way in the three climate zones. Metering equipment has been installed in seven of these retrofits - three in Texas, three in Florida, and one in the Pacific Northwest. This report is an interim update, providing information on the research protocol and status of the PNNL deep energy retrofit project as of December, 2011. The report also presents key findings and lessons learned, based on the body of work to date. In addition, the report summarizes the status of the PNNL Lab Homes that are new manufactured homes procured with minimal energy-efficiency specifications typical of existing homes in the region, and sited on the PNNL campus. The Lab Homes serve as a flexible test facility (the first of its kind in the Pacific Northwest) to rapidly evaluate energy-efficient and grid-smart technologies that are applicable to residential construction.

It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    Aleutian/Pribilof Islands Association, Inc. (APIA) hired three part-time local community members that desire to be Energy Technicians. The energy technicians were trained in methods of weatherization assistance, energy conservation and home safety. They developed a listing of homes in the region that required weatherization, and conducted on-site weatherization and energy conservation education and a home energy and safety reviews in the communities of Akutan, False Pass, King Cove and Nelson Lagoon. Priority was given to these smaller communities as they tend to have the residences most in need of weatherization and energy conservation measures. Local residents were trained to provide all three aspects of the project: weatherization, energy conservation education and a home energy and safety review. If the total energy saved by installing these products is a 25% reduction (electrical and heating, both of which are usually produced by combustion of diesel fuel), and the average Alaska home produces 32,000 pounds of CO2 each year, so we have saved about: 66 homes x 16 tons of CO2 each year x .25 = 264 tons of CO2 each year.

    This report describes in-depth analysis of photovoltaic (PV) output variability in a high-penetration residential PV installation in the Pal Town neighborhood of Ota City, Japan. Pal Town is a unique test bed of high-penetration PV deployment. A total of 553 homes (approximately 80% of the neighborhood) have grid-connected PV totaling over 2 MW, and all are on a common distribution line. Power output at each house and irradiance at several locations were measured once per second in 2006 and 2007. Analysis of the Ota City data allowed for detailed characterization of distributed PV output variability and a better understanding of how variability scales spatially and temporally. For a highly variable test day, extreme power ramp rates (defined as the 99th percentile) were found to initially decrease with an increase in the number of houses at all timescales, but the reduction became negligible after a certain number of houses. Wavelet analysis resolved the variability reduction due to geographic diversity at various timescales, and the effect of geographic smoothing was found to be much more significant at shorter timescales.

    This report documents a study conducted by the Oak Ridge National Laboratory (ORNL) to evaluate the current measure selection techniques and needs of agencies within the Weatherization Assistance Program (WAP). The study precedes initiation of a project to revise and upgrade the current means of selecting energy conservation measures for low-income single- and multi-family housing and includes recommendations for the revision. Issues relevant to the formation of the revised audit procedures are discussed. Currently available audits are reviewed. No single- to multi-family audit program was found capable of fulfilling the currents needs of the WAP. Recommendations include the separate development of single- and multi-family audits. Addition of specific features to the single-family audit is recommended, including (1) measure ranking unique to each eligible house, (2) heating and cooling equipment measures, (3) cooling envelope measures, (4) means of determining the amount of infiltration work to be performed, (5) potential for customizing and simplifying to meet local needs, and (6) implementation on either a personal computer or as an alternate manual technique. A single-family audit development plan is proposed which includes examination of several existing programs as potential starting points. Recommendations related to the development of a WAP multi-family audit include examination of several existing private programs for possible use by state WAP agencies expressing the greatest need and further study of the DOE supported programs ASEAM and CIRA as possible starting points for a DOE procedure. Early identification of approved multi-family measures and their applicability to various building stock, equipment types, and fuels is also recommended.

    Relatively little research exists estimating the marginal impacts of photovoltaic (PV) energy systems on home sale prices. Using a large dataset of California homes that sold from 2000 through mid-2009, we find strong evidence, despite a variety of robustness checks, that existing homes with PV systems sold for a premium over comparable homes without PV systems, implying a near full return on investment. Premiums for new homes are found to be considerably lower than those for existing homes, implying, potentially, a tradeoff between price and sales velocity. The results have significant implications for homeowners, builders, appraisers, lenders, and policymakers.

    Carbon monoxide (CO) emission levels were continuously monitored in 8 mobile trailer homes less than 10 years old. These homes were monitored in an US EPA study on indoor air quality as affected by unvented portable kerosene heaters. Respondents were asked to operate their heaters in a normal fashion. CO, air exchange and temperature values were measured during the study in each home. Results indicate that consumers using unvented kerosene heaters may be unknowingly exposed to high CO levels without taking proper precautions.

    An increasing number of homes in the U.S. have sold with photovoltaic (PV) energy systems installed at the time of sale, yet relatively little research exists that estimates the marginal impacts of those PV systems on home sale prices. A clearer understanding of these possible impacts might influence the decisions of homeowners considering the installation of a PV system, homebuyers considering the purchase of a home with PV already installed, and new home builders considering including PV as an optional or standard product on their homes. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. It finds strong evidence that homes with PV systems sold for a premium over comparable homes without PV systems during this time frame. Estimates for this premium expressed in dollars per watt of installed PV range, on average, from roughly $4 to $5.5/watt across a large number of hedonic and repeat sales model specifications and robustness tests. When expressed as a ratio of the sales price premium of PV to estimated annual energy cost savings associated with PV, an average ratio of 14:1 to 19:1 can be calculated; these results are consistent with those of the more-extensive existing literature on the impact of energy efficiency on sales prices. When the data are split among new and existing homes, however, PV system premiums are markedly affected. New homes with PV show premiums of $2.3-2.6/watt, while existing homes with PV show premiums of more than $6/watt. Reasons for this discrepancy are suggested, yet further research is warranted. A number of other areas where future research would be useful are also highlighted.

    China's rapid economic expansion has propelled it to the rank of the largest energy consuming nation in the world, with energy demand growth continuing at a pace commensurate with its economic growth. The urban population is expected to grow by 20 million every year, accompanied by construction of 2 billion square meters of buildings every year through 2020. Thus residential energy use is very likely to continue its very rapid growth. Understanding the underlying drivers of this growth helps to identify the key areas to analyze energy efficiency potential, appropriate policies to reduce energy use, as well as to understand future energy in the building sector. This paper provides a detailed, bottom-up analysis of residential building energy consumption in China using data from a wide variety of sources and a modelling effort that relies on a very detailed characterization of China's energy demand. It assesses the current energy situation with consideration of end use, intensity, and efficiency etc, and forecast the future outlook for the critical period extending to 2020, based on assumptions of likely patterns of economic activity, availability of energy services, technology improvement and energy intensities. From this analysis, we can conclude that Chinese residential energy consumption will more than double by 2020, from 6.6 EJ in 2000 to 15.9 EJ in 2020. This increase will be driven primarily by urbanization, in combination with increases in living standards. In the urban and higher income Chinese households of the future, most major appliances will be common, and heated and cooled areas will grow on average. These shifts will offset the relatively modest efficiency gains expected according to current government plans and policies already in place. Therefore, levelling and reduction of growth in residential energy demand in China will require a new set of more aggressive efficiency policies.

    For several years the Solar Energy Research Institute has been testing the effectiveness of mobile home weatherization measures, with the support of the US DOE Office of State and Local Assistance Programs Weatherization Assistance Program, the DOE Office of Buildings and Community Systems, the seven states within the federal Weatherization Region 7, the Colorado Division of Housing, and the DOE Denver Support Office. During the winter of 1988--89, several weatherization measures were thermally tested on three mobile homes under controlled conditions inside a large environmental enclosure. The effects of each weatherization measure on conduction losses, infiltration losses, and combined furnace and duct-delivered heat efficiency were monitored. The retrofit options included air sealing, duct repair, furnace tune-up, interior storm panels, floor insulation, and roof insulation. The study demonstrated that cost-effective heating energy savings of about 20% to 50% are possible if weatherization techniques adapted to the special construction details in mobile homes are applied. 24 refs., 18 figs., 9 tabs.

    In 1983 the Northwest Power Planning Council (NWPPC) directed the Bonneville Power Administration to create the Residential Standards Demonstration Program to demonstrate actual construction using the Model Conservation Standards (MCS) and to collect cost and thermal data in residential structures. Much information was gained from that program, and as a consequence, the MCS were reevaluated and updated. A second program, the Residential Construction Demonstration Project was created to further investigate residential energy efficiency measures for both cost and thermal performance. The Residential Construction Demonstration Project was administered by the Washington State Energy Office in conjunction with the Idaho Department of Water Resources, the Montana Department of Natural Resources and Conservation, and the Oregon Department of Energy. The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) recently launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of homes of low-income families. Since 2010, WIPP has helped weatherization service providers as well as new and nontraditional partners leverage non-federal financial resources to supplement federal grants, saving taxpayer money. WIPP complements the Weatherization Assistance program (WAP), which operates nation-wide, in U.S. territories and in three Native American tribes. 16 grantees are implementing weatherization innovation projects using experimental approaches to find new and better ways to weatherize homes. They are using approaches such as: (1) Financial tools - by understanding a diverse range of financing mechanisms, grantees can maximize the impact of the federal grant dollars while providing high-quality work and benefits to eligible low-income clients; (2) Green and healthy homes - in addition to helping families reduce their energy costs, grantees can protect their health and safety. Two WIPP projects (Connecticut and Maryland) will augment standard weatherization services with a comprehensive green and healthy homes approach; (3) New technologies and techniques - following the model of continuous improvement in weatherization, WIPP grantees will continue to use new and better technologies and techniques to improve the quality of work; (4) Residential energy behavior change - Two grantees are rigorously testing home energy monitors (HEMs) that display energy used in kilowatt-hours, allowing residents to monitor and reduce their energy use, and another is examining best-practices for mobile home energy efficiency; (5) Workforce development and volunteers - with a goal of creating a self-sustaining weatherization model that does not require future federal investment, three grantees are adapting business models successful in other sectors of the home performance business to perform weatherization work. Youthbuild is training youth to perform home energy upgrades to eligible clients and Habitat for Humanity is developing a model for how to incorporate volunteer labor in home weatherization. These innovative approaches will improve key weatherization outcomes, such as: Increasing the total number of homes that are weatherized; Reducing the weatherization cost per home; Increasing the energy savings in each weatherized home; Increasing the number of weatherization jobs created and retained; and Reducing greenhouse gas emissions.

    Policy makers and program designers in the U.S. and abroad are deeply concerned with the question of how to scale up energy efficiency to a level that is commensurate both to the scale of the energy and climate challenges we face, and to the potential for energy savings that has been touted for decades. When policy makers ask what energy efficiency can do, the answers usually revolve around the technical and economic potential of energy efficiency - they rarely hone in on the element of energy demand that matters most for changing energy usage in existing homes: the consumer. A growing literature is concerned with the behavioral underpinnings of energy consumption. We examine a narrower, related subject: How can millions of Americans be persuaded to divert valued time and resources into upgrading their homes to eliminate energy waste, avoid high utility bills, and spur the economy? With hundreds of millions of public dollars flowing into incentives, workforce training, and other initiatives to support comprehensive home energy improvements, it makes sense to review the history of these programs and begin gleaning best practices for encouraging comprehensive home energy improvements. Looking across 30 years of energy efficiency programs that targeted the residential market, many of the same issues that confronted past program administrators are relevant today: How do we cost-effectively motivate customers to take action? Who can we partner with to increase program participation? How do we get residential efficiency programs to scale? While there is no proven formula - and only limited success to date with reliably motivating large numbers of Americans to invest in comprehensive home energy improvements, especially if they are being asked to pay for a majority of the improvement costs - there is a rich and varied history of experiences that new programs can draw upon. Our primary audiences are policy makers and program designers - especially those that are relatively new to the field, such as the over 2,000 towns, cities, states, and regions who are recipients of American Reinvestment and Recovery Act funds for clean energy programs. This report synthesizes lessons from first generation programs, highlights emerging best practices, and suggests methods and approaches to use in designing, implementing, and evaluating these programs. We examined 14 residential energy efficiency programs, conducted an extensive literature review, interviewed industry experts, and surveyed residential contractors to draw out these lessons.

    This project examines the implementation of an exterior insulation and over-clad strategy for brick masonry buildings in Chicago. The strategy was implemented at a free-standing two story two-family dwelling and a larger free-standing multifamily building. The test homes selected for this research represent predominant housing types for the Chicago area. High heating energy use typical in these buildings threaten housing affordability. Uninsulated mass masonry wall assemblies also have a strongly detrimental impact on comfort. Significant changes to the performance of masonry wall assemblies is generally beyond the reach of typical weatherization (Wx) program resources. The Community and Economic Development Association of Cook County, Inc. (CEDA) has secured a Sustainable Energy Resources for Consumers (SERC) innovation grant sponsored by the United States Department of Energy (DOE). This grant provides CEDA the opportunity to pursue a pilot implementation of innovative approaches to retrofit in masonry wall enclosures. The exterior insulation and over-clad strategy implemented through this project was designed to allow implementation by contractors active in CEDA weatherization programs and using materials and methods familiar to these contractors. The retrofit measures are evaluated in terms of feasibility, cost and performance. Through observations of the strategies implemented, the research described in this report identifies measures critical to performance as well as conditions for wider adoption. The research also identifies common factors that must be considered in determining whether the exterior insulation and over-clad strategy is appropriate for the building.

    In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical illuminance measurements taken on the walls, indicating better lateral dispersion of the light. The undercabinet fixture’s light output was midway between the low and high power halogen undercabinet fixture light outputs (35.8 foot candle versus 13.4 fc and 53.4 fc) but it produced a more uniform light (max/min ratio of 7.0 versus 10.8). The color correlated temperature (CCT, the blue or yellowness) of the LED light correlated well with the halogen and incandescent lights (2675 K vs 2700 K). The color rendering of the LED downlight also correlated well at 92 CRI compared to 100 CRI for the halogen and incandescent lamps. The LED undercabinet fixture had measures of 2880 K CCT and 71 CRI compared to the 2700 K and 100 CRI scores for the halogen undercabinet fixture. Builders who toured the homes were surveyed; they gave the LED downlight high marks for brightness, said the undercabinet improved shadows and glare and said both products improved overall visibility, home appearance, and home value. Paybacks on the LED downlight ranged from 7.6 years (assuming electricity cost of 11 c/kWh) to 13.5 years (at 5C/kWh). Paybacks on the LED undercabinet fixture in a new home ranged from 4.4 years (11c/kWh electricity) to 7.6 years (5c/kWh) based on product costs of $95 per LED downlight and $140 per LED undercabinet fixture at 3 hrs per day of usage for the downlight and 2 hrs per day for the undercabinet lighting.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the U.S. Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA uses a relatively standard Windows graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment appliances, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. Weatherization retrofit measures are evaluated based on the predicted energy savings after installation of the measure, the measure cost, and the measure life. Finally, MHEA recommends retrofit measures that are energy and cost effective for the particular home being evaluated. MHEA evaluates each manufactured home individually and takes into account local weather conditions, retrofit measure costs, and fuel costs. The recommended package of weatherization retrofit measures is tailored to the home being evaluated. More traditional techniques apply the same package of retrofit measures to all manufactured homes, often the same set of measures that are installed into site-built homes. Effective manufactured home weatherization can be achieved only by installing measures developed specifically for manufactured homes. The unique manufactured home construction characteristics require that each of these measures is evaluated separately in order to devise a package of measures that will result in high energy and dollar savings. MHEA stands apart from other building energy analysis tools in many ways. Calculations incorporated into the computer code specifically address manufactured home heating and cooling load trends. The retrofit measures evaluated by MHEA are all applicable to manufactured homes. Help messages describe common manufactured home weatherization practices as well as provide hints on how to install retrofit measures. These and other features help make MHEA easy to use when evaluating energy consumption and the effects of weatherization retrofit measures for manufactured homes. The National Renewable Energy Laboratory originally developed MHEA for the U.S. Department of Energy Weatherization Assistance Program. Conversion to a Windows-based program with additional modifications has been performed by the Oak Ridge National Laboratory. Many energy consumption and economic calculations resemble those found in the Computerized Instrumented Residential Audit written by Lawrence Berkeley National Laboratory and the National Energy Audit written by Oak Ridge National Laboratory. The calculations are similar in structure but have been altered to more accurately represent a manufactured home's unique energy use characteristics. Most importantly, MHEA helps meet the DOE Weatherization Assistance Program goals to increase client comfort and use federal dollars wisely.

    This study examined a range of factors influencing energy consumption in households that had participated in residential energy-efficiency upgrades. The study was funded by a grant from the U.S. Department of Energy’s Pacific Northwest National Laboratory and was conducted by faculty and staff of Portland State University Center for Urban Studies and Department of Economics. This work was made possible through the assistance and support of the Energy Trust of Oregon (ETO), whose residential energy-efficiency programs provided the population from which the sample cases were drawn. All households in the study had participated in the ETO Home Performance with Energy Star (HPwES) program. A number of these had concurrently pursued measures through other ETO programs. Post-retrofit energy outcomes are rarely investigated on a house-by-house basis. Rather, aggregate changes are ordinarily the focus of program impact evaluations, with deviation from aggregate expectations chalked up to measurement error, the vagaries of weather and idiosyncrasies of occupants. However, understanding how homes perform post-retrofit on an individual basis can give important insights to increase energy savings at the participant and the programmatic level. Taking a more disaggregated approach, this study analyzed energy consumption data from before and after the retrofit activity and made comparisons with engineering estimates for the upgrades, to identify households that performed differently from what may have been expected based on the estimates. A statistical analysis using hierarchal linear models, which accounted for weather variations, was performed looking separately at gas and electrical use during the periods before and after upgrades took place. A more straightforward comparison of billing data for 12-month periods before and after the intervention was also performed, yielding the majority of the cases examined. The later approach allowed total energy use and costs to be assessed but did not account for weather variation. From this statistical analysis, 18 study participants were selected and interviewed. The participants completed an in-home interview covering a range of topics, including changes in occupancy and additional changes to the homes that may have affected energy use. The goal of the interviews was to identify factors that may have contributed to unusual energy performance. These factors were identified by their frequency of occurrence in outperforming or underperforming homes, or simply by identifying factors that had the largest impact on overall savings. The motivations and levels of satisfaction with the outcomes of the upgrades were covered in detail, as well as extensive discussions of behaviors pertaining to thermal control, lighting, water, and appliance use. Most of cases studied achieved substantial energy savings, although it was more common for the projected savings to be greater than the demonstrated savings. Two factors that played a very large role in savings variation were 1) changes in occupancy and 2) fenestration improvements outside of the incentive programs. Motivation for pursuing the upgrades (e.g., environmental sustainability vs. comfort or cost savings) did not seem to play any role in achieving savings. Participants generally were more concerned with maintaining aesthetics through lighting than comfort through heating or cooling. They also seemed more likely to turn the lights off when leaving a room than to turn the heat off when leaving the home.

    The goal of this investigation was to characterize themanual and automated response of residential customers to high-price"critical" events dispatched under critical peak pricing tariffs testedin the 2003-2004 California Statewide Pricing Pilot. The 15-monthexperimental tariff gave customers a discounted two-price time-of-userate on 430 days in exchange for 27 critical days, during which the peakperiod price (2 p.m. to 7 p.m.) was increased to about three times thenormal time-of-use peak price. We calculated response by five-degreetemperature bins as the difference between peak usage on normal andcritical weekdays. Results indicatedthat manual response to criticalperiods reached -0.23 kW per home (-13 percent) in hot weather(95-104.9oF), -0.03 kW per home (-4 percent) in mild weather (60-94.9oF),and -0.07 kW per home (-9 percent) during cold weather (50-59.9oF).Separately, we analyzed response enhanced by programmable communicatingthermostats in high-use homes with air-conditioning. Between 90oF and94.9oF, the response of this group reached -0.56 kW per home (-25percent) for five-hour critical periods and -0.89 kW/home (-41 percent)for two-hour critical periods.

    This project examines the implementation of an exterior insulation and over-clad strategy for brick masonry buildings in Chicagoa free-standing two story two-family dwelling and a larger free-standing multifamily building. The test homes selected for this research represent predominant housing types for the Chicago area, in which high heating energy use typical in these buildings threaten housing affordability, and uninsulated mass masonry wall assemblies are uncomfortable for residents. In this project, the Community and Economic Development Association of Cook County, Inc. (CEDA) has secured a Sustainable Energy Resources for Consumers (SERC) innovation grant sponsored by DOE to pursue a pilot implementation of innovative approaches to retrofit in masonry wall enclosures. The retrofit measures are evaluated in terms of feasibility, cost and performance. Through observations of the strategies implemented, the research described in this report identifies measures critical to performance as well as conditions for wider adoption. The research also identifies common factors that must be considered in determining whether the exterior insulation and over-clad strategy is appropriate for the building.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    The field performance of weatherizations based on a newly-developed advanced technique for selecting residential energy conservation measures was tested alongside current Retro-Tech-based weatherizations in North Carolina. The new technique is computer-based and determines measures based on the needs of an individual house. In addition, it recommends only those measures that it determines will have a benefit-to-cost ratio greater than 1 for the house being evaluated. The new technique also considers the interaction of measures in computing the benefit-to-cost ratio of each measure. The two weatherization approaches were compared based on implementation ease, measures installed, labor and cost requirements, and both heating and cooling energy savings achieved. One-hundred and twenty houses with the following characteristics participated: the occupants were low-income, eligible for North Carolina`s current weatherization program, and responsible for their own fuel and electric bills. Houses were detached single-family dwellings, not mobile homes; were heated by kerosene, fuel oil, natural gas, or propane; and had one or two operating window air conditioners. Houses were divided equally into one control group and two weatherization groups. Weekly space heating and cooling energy use, and hourly indoor and outdoor temperatures were monitored between November 1989 and September 1990 (pre-period) and between December 1990 and August 1991 (post-period). House consumption models were used to normalize for annual weather differences and a 68{degrees}F indoor temperature. Control group savings were used to adjust the savings determined for the weatherization groups. The two weatherization approaches involved installing attic and floor insulations in near equivalent quantities, and installing storm windows and wall insulation in drastically different quantities. Substantial differences also were found in average air leakage reductions for the two weatherization groups.

    The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Minnesota homeowners. Moving to either the 2009 or 2012 IECC from the current Minnesota Residential Energy Code is cost effective over a 30-year life cycle. On average, Minnesota homeowners will save $1,277 over 30 years under the 2009 IECC, with savings still higher at $9,873 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceed cumulative cash outlays) in 3 years for the 2009 IECC and 1 year for the 2012 IECC. Average annual energy savings are $122 for the 2009 IECC and $669 for the 2012 IECC.

    In order to optimize strategies to remove airborne contaminants in residences, it is necessary to determine how contaminant concentrations respond to changes in the air exchange rate. The impact of air exchange rate on the indoor concentrations of 39 target volatile organic compounds (VOCs) was assessed by measuring air exchange rates and VOC concentrations at three ventilation settings in nine residences. Active sampling methods were used for VOC concentration measurements, and passive perfluorocarbon tracer gas emitters with active sampling were used to determine the overall air exchange rate corresponding to the VOC measurements at each ventilation setting. The concentration levels and emission rates of the target VOCs varied by as much as two orders of magnitude across sites. Aldehyde and terpene compounds were typically the chemical classes with highest concentrations, followed by alkanes, aromatics, and siloxanes. For each home, VOC concentrations tended to decrease as the air exchange rate was increased, however, measurement uncertainty was significant. The indoor concentration was inversely proportional to air exchange rate for most compounds. For a subset of compounds including formaldehyde, however, the indoor concentration exhibited a non-linear dependence on the timescale for air exchange

The energy consumption for ventilation in residential buildings depends on the ventilation rate required to maintain an acceptable indoor air quality. Historically, U.S. residential buildings relied on natural infiltration to provide sufficient ventilation, but as homes get tighter, designed ventilation systems are more frequently required particularly for new energy efficient homes and retrofitted homes. ASHRAE Standard 62.2 is used to specify the minimum ventilation rate required in residential buildings and compliance is normally achieved with fully mechanical whole-house systems; however, alternative methods may be used to provide the required ventilation when their air quality equivalency has been proven. One appealing method is the use of passive stack ventilation systems. They have been used for centuries to ventilate buildings and are often used in ventilation regulations in other countries. Passive stacks are appealing because they require no fans or electrical supply (which could lead to lower cost) and do not require maintenance (thus being more robust and reliable). The downside to passive stacks is that there is little control of ventilation air flow rates because they rely on stack and wind effects that depend on local time-varying weather. In this study we looked at how passive stacks might be used in different California climates and investigated control methods that can be used to optimize indoor air quality and energy use. The results showed that passive stacks can be used to provide acceptable indoor air quality per ASHRAE 62.2 with the potential to save energy provided that they are sized appropriately and flow controllers are used to limit over-ventilation.

    Whole-house ventilation systems are becoming commonplace in new construction, remodeling/renovation, and weatherization projects, driven by combinations of specific requirements for indoor air quality (IAQ), health and compliance with standards, such as ASHRAE 62.2. Ventilation systems incur an energy penalty on the home via fan power used to drive the airflow, and the additional space-conditioning load associated with heating or cooling the ventilation air. Finding a balance between IAQ and energy use is important if homes are to be adequately ventilated while not increasing the energy burden. This study used computer simulations to examine RIVEC the Residential Integrated Ventilation Controller - a prototype ventilation controller that aims to deliver whole-house ventilation rates that comply with ventilation standards, for the minimum use of energy. Four different whole-house ventilation systems were simulated, both with and without RIVEC, so that the energy and IAQ results could be compared. Simulations were conducted for 13 US climate zones, three house designs, and three envelope leakage values. The results showed that the RIVEC controller could typically return ventilation energy savings greater than 40percent without compromising long-term chronic or short-term acute exposures to relevant indoor contaminants. Critical and average peak power loads were also reduced as a consequence of using RIVEC.

    The field performance of weatherizations based on a newly-developed advanced technique for selecting residential energy conservation measures was tested alongside current Retro-Tech-based weatherizations in North Carolina. The new technique is computer-based and determines measures based on the needs of an individual house. In addition, it recommends only those measures that it determines will have a benefit-to-cost ratio greater than 1 for the house being evaluated. The new technique also considers the interaction of measures in computing the benefit-to-cost ratio of each measure. The two weatherization approaches were compared based on implementation ease, measures installed, labor and cost requirements, and both heating and cooling energy savings achieved. One-hundred and twenty houses with the following characteristics participated: the occupants were low-income, eligible for North Carolina's current weatherization program, and responsible for their own fuel and electric bills. Houses were detached single-family dwellings, not mobile homes; were heated by kerosene, fuel oil, natural gas, or propane; and had one or two operating window air conditioners. Houses were divided equally into one control group and two weatherization groups. Weekly space heating and cooling energy use, and hourly indoor and outdoor temperatures were monitored between November 1989 and September 1990 (pre-period) and between December 1990 and August 1991 (post-period). House consumption models were used to normalize for annual weather differences and a 68 F indoor temperature. Control group savings were used to adjust the savings determined for the weatherization groups. The two weatherization approaches involved installing attic and floor insulations in near equivalent quantities, and installing storm windows and wall insulation in drastically different quantities. Substantial differences also were found in average air leakage reductions for the two weatherization groups. Average, weather-normalized heating and cooling energy savings were 33 and 18%, respectively, for weatherizations where the new technique was used, and 23 and 3% for Retro-Tech-based weatherizations. Weatherizations using the new technique achieved 43% more heating energy savings and substantially more cooling energy savings; they cost around 10% less at two agencies and considerably more at the third; and they were nearly equivalent in labor requirements. The following major conclusions were drawn from the study: (1) The advanced audit significantly increased heating energy savings. (2) Heating energy savings of around 33% were achieved using the advanced audit with blower-door-directed air sealing. (3) The advanced audit appeared to increase cooling energy savings, although wide variances occurred. (4) As tested in North Carolina, the advanced audit overpredicted heating energy consumption and savings for houses with high heating loads. (5) The advanced audit did not increase weatherization costs and actually lowered costs for two of three weatherization agencies. (6) The advanced audit recommended some measures in near identical quantities to Retro-Tech-based weatherizations and others in dramatically different quantities. (7) Blower-door-directed air sealing more than doubled the air leakage reductions achieved from standard air sealing techniques. (8) Low-income houses in North Carolina had much higher average leakage rates than similar New York houses but were sealed as well or better.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the US Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA displays a colorful, graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. MHEA stands apart from other building energy analysis tools in many ways. Calculations incorporated into the computer code specifically address manufactured home heating and cooling load trends. The retrofit measures evaluated by MHEA are all applicable to manufactured homes. Help messages describe common manufactured home weatherization practices as well as provide hints on how to install retrofit measures. These and other features help make MHEA easy to use when evaluating energy consumption and the effects of weatherization retrofit measures for manufactured homes.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    The U.S. Department of Energy's (DOE's) Weatherization Assistance Program was created by Congress in 1976 under Title IV of the Energy Conservation and Production Act. The purpose and scope of the Program as currently stated in the Code of Federal Regulations (CFR) 10CFR 440.1 is 'to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high energy burden' (Code of Federal Regulations, 2005). DOE sponsored a comprehensive evaluation of the Program in the early 1990's to provide policy makers and program implementers with up-to-date and reliable information they needed for effective decision making and cost-effective operations. Oak Ridge National Laboratory (ORNL) managed the five part study which was based primarily on data from Program Year (PY) 1989 and supplemented by data from 1991-92 (Brown, Berry, and Kinney, 1994). In more recent years, ORNL has conducted four metaevaluations of the Program's energy savings using studies conducted by individual states between the years 1990-1996 (Berry, 1997), 1996-1998 (Schweitzer and Berry, 1999), 1993-2002 (Berry and Schweitzer, 2003), and 1993-2005 (Schweitzer, 2005). DOE announced through its Weatherization Program Notice 05-1 (DOE, 2004) that it would undertake a new national evaluation of the Program because the Program that was evaluated comprehensively in the early 1990's is vastly different from the Program of today. The Program has incorporated new funding sources, management principles, audit procedures, and energy-efficiency measures in response to findings and recommendations resulting from the 1989 National Evaluation, the Weatherization Plus strategic planning process, and other federal, state, and local initiatives. For example, the use of computerized audits has increased, cooling and baseload measures have been added, weatherization approaches tailored to the unique construction characteristics of mobile homes have been developed, the weatherization of large multifamily buildings has expanded and become more sophisticated, the flexibility to improve 'energy-related' health and safety has been provided, and leveraging with utilities, other state programs, and owners of large multifamily buildings has increased considerably. The Department of Energy tasked ORNL with planning the new evaluation in light of its experience in conducting the previous national evaluation and the metaevaluations. This preliminary evaluation plan, developed by ORNL, documents how the new national evaluation will be performed. In the remaining portion of this section, the purpose and fundamental questions the evaluation will address are identified and how these questions were derived is discussed.

    This report presents data on the US consumption and expenditures for residential use of natural gas, electricity, fuel oil or kerosene, and liquefied petroleum gas (LPG) from April 1982 through March 1983. Data on the consumption of wood for this period are also presented. The consumption and expenditures data are based on actual household bills, obtained, with the permission of the household. from the companies supplying energy to the household. Data on wood consumption are based on respondent recall of the amount of wood burned during the winter and are subject to memory errors and other reporting errors described in the report. These data come from the 1982 Residential Energy Consumption Survey (RECS), the fifth in a series of comparable surveys beginning in 1978. The 1982 survey is the first survey to include, as part of its sample, a portion of the same households interviewed in the 1980 survey. A separate report is planned to report these longitudinal data. This summary gives the highlights of a comparison of the findings for the 5 years of RECS data. The data cover all types of housing units in the 50 states and the District of Columbia including single-family units, apartments, and mobile homes. For households with indirect energy costs, such as costs that are included in the rent or paid by third parties, the sonsumption and expenditures data are estimated and included in the figures reported here. The average household consumption of natural gas, electricity, fuel oil or kerosene, and LPG dropped in 1982 from the previous year, hitting a 5-year low since the first Residential Energy Consumption Survey (RECS) was conducted in 1978. The average consumption was 103 (+-3) million Btu per household in 1982, down from 114 (+-) million Btu in 1981. The weather was the main contributing factor. 8 figures, 46 tables.

    Continually changing materials used in home construction and finishing can introduce new chemicals or changes in the VOC profile in residential air and the trend towards tighter homes can lead to higher exposure concentrations for many indoor sources. However, the complex mixture of VOCs in residential air makes it difficult to discover emerging contaminants and/or trends in pollutant profiles. The purpose of this study is to prepare a comprehensive library of chemicals found in homes, along with a semi-quantitative approach to maximize the information gained from VOC measurements. We carefully reviewed data from 108 new California homes and identified 238 individual compounds. The majority of the identified VOCs originated indoors. Only 31% were found to have relevant health based exposure guidelines and less than 10% had a chronic reference exposure level (CREL). The finding highlights the importance of extending IAQ studies to include a wider range of VOCs

The certification component of the Guidelines project was designed to create meaningful and lasting careers for weatherization workers.
