    The Consortium for Energy Efficiency recently sponsored a study of leading electric utility efforts to promote high efficiency residential HVAC equipment. Given growing concerns from some utilities about the level of expenditures associated with rebate programs, special emphasis was placed on assessing the success of financing and other non-rebate options for promoting efficiency. Emphasis was also placed on review of efforts--rebate or otherwise--to push the market to very high levels of efficiency (i.e., SEER 13). This paper presents the results of the study. It includes discussion of key lessons from the utility programs analyzed. It also examines program participation rates and other potential indicators of market impacts. One notable conclusion is that several utility programs have pushed market shares for SEER 12 equipment to about 50% (the national average is less than 20%). At least one utility program has achieved a 50% market share for SEER 13 equipment (the national average is less than 3%). In general, financing does not appear to have as broad an appeal as consumer rebates. However, one unique utility program which combines the other of customer financing with modest incentives to contractors--in the form of frequent seller points that can be redeemed for advertising, technician training, travel and other merchandise--offers some promise that high participation rates can be achieved without customer rebates.

    This report describes the current state of motor technology and estimates opportunities for energy savings through application of more advanced technologies in a variety of residential and commercial end uses. The objectives of this report were to characterize the state and type of motor technologies used in residential and commercial appliances and equipment and to identify opportunities to reduce the energy consumption of electric motor-driven systems in the residential and commercial sectors through the use of advanced motor technologies. After analyzing the technical savings potential offered by motor upgrades and variable speed technologies, recommended actions are presented.

    DOE-2 (DOE2 90) includes several correlation curves that predict the energy use of systems underpart load conditions. DOE-2 simulates systems on an hour-by-hour basis, so the correlations are intended to predict part load energy use (and efficiency) as a function of the part load ratio (PLR) for each hour, where PLR = Hourly Load/Available Capacity. Generally residential and small commercial HVAC equipment meets the load at off-design conditions by cycling on and off. Therefore, the part load correlations must predict the degradation due to this on and off operation over an hourly interval.

    Water heating is a ubiquitous energy use in all residential housing, accounting for 17.7% of residential energy use (EIA 2012). Today, there are many efficient water heating options available for every fuel type, from electric and gas to more unconventional fuel types like propane, solar, and fuel oil. Which water heating option is the best choice for a given household will depend on a number of factors, including average daily hot water use (total gallons per day), hot water draw patterns (close together or spread out), the hot water distribution system (compact or distributed), installation constraints (such as space, electrical service, or venting accommodations) and fuel-type availability and cost. While in general more efficient water heaters are more expensive than conventional water heating technologies, the savings in energy use and, thus, utility bills can recoup the additional upfront investment and make an efficient water heater a good investment over time in most situations, although the specific payback period for a given installation will vary widely. However, the expected lifetime of a water heater in a given installation can dramatically influence the cost effectiveness and savings potential of a water heater and should be considered, along with water use characteristics, fuel availability and cost, and specific home characteristics when selecting the optimum water heating equipment for a particular installation. This report provides recommendations for selecting and maintaining water heating equipment based on local water quality characteristics.

A listing of current space heating energy sources are presented which are then followed by a technology overview as advances have made GSHPs more efficient. The article concludes with potential energy savings offered by GSHPs and a brief market overview.

    Businesses, government agencies, consumers, policy makers, and utilities currently have limited access to occupant-, building-, and location-specific recommendations for optimal energy retrofit packages, as defined by estimated costs and energy savings. This report describes an analysis method for determining optimal residential energy efficiency retrofit packages and, as an illustrative example, applies the analysis method to a 1960s-era home in eight U.S. cities covering a range of International Energy Conservation Code (IECC) climate regions. The method uses an optimization scheme that considers average energy use (determined from building energy simulations) and equivalent annual cost to recommend optimal retrofit packages specific to the building, occupants, and location. Energy savings and incremental costs are calculated relative to a minimum upgrade reference scenario, which accounts for efficiency upgrades that would occur in the absence of a retrofit because of equipment wear-out and replacement with current minimum standards.

    Electrical energy consumption of the residential sector is a crucial area of research that has in the past primarily focused on increasing the efficiency of household devices such as water heaters, dishwashers, air conditioners, and clothes washer and dryer units. However, the focus of this research is shifting as objectives such as developing the smart grid and ensuring that the power system remains reliable come to the fore, along with the increasing need to reduce energy use and costs. Load research has started to focus on mechanisms to support the power system through demand reduction and/or reliability services. The power system relies on matching generation and load, and day-ahead and real-time energy markets capture most of this need. However, a separate set of grid services exist to address the discrepancies in load and generation arising from contingencies and operational mismatches, and to ensure that the transmission system is available for delivery of power from generation to load. Currently, these grid services are mostly provided by generation resources. The addition of renewable resources with their inherent variability can complicate the issue of power system reliability and lead to the increased need for grid services. Using load as a resource, through demand response programs, can fill the additional need for flexible resources and even reduce costly energy peaks. Loads have been shown to have response that is equal to or better than generation in some cases. Furthermore, price-incentivized demand response programs have been shown to reduce the peak energy requirements, thereby affecting the wholesale market efficiency and overall energy prices. The residential sector is not only the largest consumer of electrical energy in the United States, but also has the highest potential to provide demand reduction and power system support, as technological advancements in load control, sensor technologies, and communication are made.     This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

    As one of the measures to achieve the reduction in greenhouse gas emissions agreed to in the"Kyoto Protocol," an institutional scheme for determining energy efficiency standards for energy-consuming appliances, called the"Top-Runner Approach," was developed by the Japanese government. Its goal is to strengthen the legal underpinnings of various energy conservation measures. Particularly in Japan's residential sector, where energy demand has grown vigorously so far, this efficiency standard is expected to play a key role in mitigating both energy demand growth and the associated CO2 emissions. This paper presents an outlook of Japan's residential energy demand, developed by a stochastic econometric model for the purpose of analyzing the impacts of the Japan's energy efficiency standards, as well as the future stochastic behavior of income growth, demography, energy prices, and climate on the future energy demand growth to 2030. In this analysis, we attempt to explicitly take into consideration more than 30 kinds of electricity uses, heating, cooling and hot water appliances in order to comprehensively capture the progress of energy efficiency in residential energy end-use equipment. Since electricity demand, is projected to exhibit astonishing growth in Japan's residential sector due to universal increasing ownership of electric and other appliances, it is important to implement an elaborate efficiency standards policy for these appliances.

    Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

    This report describes an analysis method for determining optimal residential energy efficiency retrofit packages and, as an illustrative example, applies the analysis method to a 1960s-era home in eight U.S. cities covering a range of International Energy Conservation Code (IECC) climate regions. The method uses an optimization scheme that considers average energy use (determined from building energy simulations) and equivalent annual cost to recommend optimal retrofit packages specific to the building, occupants, and location.

    The home buyer brings to the decision an elaborate set of preferences, perceptions, conditions, and attitudes. The homes from which the buyer can choose offer bundles of attributes including location, price, size, energy efficiency, and age. Programs designed to increase residential energy efficiency alter the mix of attributes offered. Ultimately, the effects and penetration of such programs depend on how the altered mix of attributes interacts with buyers' characteristics. One technique for modeling buyer responses to products with different mixes of attributes is conjoint analysis. This technique has been applied primarily in marketing research studies, usually designed to estimate market shares for new consumer products. This paper presents the results of an application of this technique to a housing market in which residential energy-efficiency programs have been instituted to improve the efficiency of new, electrically heated homes. The conjoint analysis methodology permits the analyst to unbundle'' the characteristics of homes and determine how individual characteristics affect the purchase decision. This unbundling is essential for determining how energy efficiency affects buyer choice, and what penetration rates energy-efficiency programs are likely to achieve. When programs are not fuel-blind, it is especially important to unbundle housing characteristics because the programs may affect not only energy-efficiency choice, but also fuel choice. 4 refs., 3 tabs.

    The time when energy-related carbon emissions come overwhelmingly from developed countries is coming to a close. China has already overtaken the United States as the world's leading emitter of greenhouse gas emissions. The economic growth that China has experienced is not expected to slow down significantly in the long term, which implies continued massive growth in energy demand. This paper draws on the extensive expertise from the China Energy Group at LBNL on forecasting energy consumption in China, but adds to it by exploring the dynamics of demand growth for electricity in the residential sector -- and the realistic potential for coping with it through efficiency. This paper forecasts ownership growth of each product using econometric modeling, in combination with historical trends in China. The products considered (refrigerators, air conditioners, fans, washing machines, lighting, standby power, space heaters, and water heating) account for 90percent of household electricity consumption in China. Using this method, we determine the trend and dynamics of demandgrowth and its dependence on macroeconomic drivers at a level of detail not accessible by models of a more aggregate nature. In addition, we present scenarios for reducing residential consumption through efficiency measures defined at the product level. The research takes advantage of an analytical framework developed by LBNL (BUENAS) which integrates end use technology parameters into demand forecasting and stock accounting to produce detailed efficiency scenarios, thus allowing for a technologically realistic assessment of efficiency opportunities specifically in the Chinese context.

    The effects on system efficiency of excess refrigerant line length are calculated for an idealized residential heating and cooling system. By excess line length is meant refrigerant tubing in excess of the 25 R provided for in standard equipment efficiency test methods. The purpose of the calculation is to provide input for a proposed method for evaluating refrigerant distribution system efficiency. A refrigerant distribution system uses refrigerant (instead of ducts or pipes) to carry heat and/or cooling effect from the equipment to the spaces in the building in which it is used. Such systems would include so-called mini-splits as well as more conventional split systems that for one reason or another have the indoor and outdoor coils separated by more than 25 ft. This report performs first-order calculations of the effects on system efficiency, in both the heating and cooling modes, of pressure drops within the refrigerant lines and of heat transfer between the refrigerant lines and the space surrounding them.

    The U.S. Department of Energy (DOE) recently completed a rulemaking process in which it amended the existing energy efficiency standards for residential water heaters. A key factor in DOE?s consideration of new standards is the economic impacts on consumers. Determining such impacts requires a comparison of the additional first cost of energy efficiency design options with the savings in operating costs. This paper describes the method used to conduct the life-cycle cost (LCC) and payback period analysis for gas and electric storage water heaters. It presents the estimated change in LCC associated with more energy-efficient equipment, including heat pump electric water heaters and condensing gas water heaters, for a representative sample of U.S. homes. The study included a detailed accounting of installation costs for the considered design options, with a focus on approaches for accommodating the larger dimensions of more efficient water heaters. For heat pump water heaters, the study also considered airflow requirements, venting issues, and the impact of these products on the indoor environment. The results indicate that efficiency improvement relative to the baseline design reduces the LCC in the majority of homes for both gas and electric storage water heaters, and heat pump electric water heaters and condensing gas water heaters provide a lower LCC for homes with large rated volume water heaters.

The Total Resource Cost (TRC) test is used to determine which of the energy efficiency measures analyzed in the KEMA report are cost effective for KIUC to include in a residential energy efficiency program.     It is well established that energy efficiency is most often the lowest cost approach to reducing national energy use and minimizing carbon emissions. National investments in energy efficiency to date have been highly cost-effective. The cumulative impacts (out to 2050) of residential energy efficiency standards are expected to have a benefit-to-cost ratio of 2.71:1. This project examined energy end-uses in the residential, commercial, and in some cases the industrial sectors. The scope is limited to appliances and equipment, and does not include building materials, building envelopes, and system designs. This scope is consistent with the scope of DOE's appliance standards program, although many products considered here are not currently subject to energy efficiency standards. How much energy could the United States save if the most efficient design options currently feasible were adopted universally? What design features could produce those savings? How would the savings from various technologies compare? With an eye toward identifying promising candidates and strategies for potential energy efficiency standards, the Max Tech and Beyond project aims to answer these questions. The analysis attempts to consolidate, in one document, the energy savings potential and design characteristics of best-on-market products, best-engineered products (i.e., hypothetical products produced using best-on-market components and technologies), and emerging technologies in research & development. As defined here, emerging technologies are fundamentally new and are as yet unproven in the market, although laboratory studies and/or emerging niche applications offer persuasive evidence of major energy-savings potential. The term 'max tech' is used to describe both best-engineered and emerging technologies (whichever appears to offer larger savings). Few best-on-market products currently qualify as max tech, since few apply all available best practices and components. The three primary

    This project was initiated by the Department of Energy in response to a request from the HVAC industry for consolidated information about alternative heating and cooling cycles and for objective comparisons of those cycles in space conditioning applications. Twenty-seven different heat pumping technologies are compared on energy use and operating costs using consistent operating conditions and assumptions about component efficiencies for all of them. This report provides a concise summary of the underlying principals of each technology, its advantages and disadvantages, obstacles to commercial development, and economic feasibility. Both positive and negative results in this study are valuable; the fact that many of the cycles investigated are not attractive for space conditioning avoids any additional investment of time or resources in evaluating them for this application. In other cases, negative results in terms of the cost of materials or in cycle efficiencies identify where significant progress needs to be made in order for a cycle to become commercially attractive. Specific conclusions are listed for many of the technologies being promoted as alternatives to electrically-driven vapor compression heat pumps using fluorocarbon refrigerants. Although reverse Rankine cycle heat pumps using hydrocarbons have similar energy use to conventional electric-driven heat pumps, there are no significant energy savings due to the minor differences in estimated steady-state performance; higher costs would be required to accommodate the use of a flammable refrigerant. Magnetic and compressor-driven metal hydride heat pumps may be able to achieve efficiencies comparable to reverse Rankine cycle heat pumps, but they are likely to have much higher life cycle costs because of high costs for materials and peripheral equipment.     A scoping level analysis was conducted to identify electric HPWH concepts that have the potential to achieve or exceed 30% source energy savings compared to a gas tankless water heater (GTWH) representative of the type represented in version 0.9.5.2 beta of the BEopt software developed by the National Renewable Energy Laboratory. The analysis was limited to evaluation of options to improve the energy efficiency of electric HPWH product designs currently on the market in the US. The report first defines the baseline GTWH system and determines its efficiency (source-energy-based adjusted or derated EF of ~0.71). High efficiency components (compressors, pumps, fans, heat exchangers, etc.) were identified and applied to current US HPWH products and analyzed to determine the viability of reaching the target EF. The target site-based energy factor (EF) required for an electric HPWH necessary to provide 30% source energy savings compared to the GTWH baseline unit is then determined to be ~3.19.

    The overall implementation of energy efficiency in the United States is not adequately aligned with the environmental benefits claimed for efficiency, because it does not consider absolute levels of energy use, pollutant emissions, or consumption. In some ways, promoting energy efficiency may even encourage consumption. A more effective basis for environmental policy could be achieved by recognizing the degree and nature of the synchronization between environmental objectives and efficiency. This research seeks to motivate and initiate exploration of alternative ways of defining efficiency or otherwise moderating energy use toward reaching environmental objectives, as applicable to residential electricity use in California. The report offers three main recommendations: (1) produce definitions of efficiency that better integrate absolute consumption, (2) attend to the deeper social messages of energy efficiency communications, and (3) develop a more critical perspective on benefits and limitations of energy efficiency for delivering environmental benefits. In keeping with the exploratory nature of this project, the report also identifies ten questions for further investigation.

    ABSTRACT: Recent advances in residential building energy efficiency and codes have resulted in increased interest in detailed residential building energy models using the latest energy simulation software. One of the challenges of developing residential building models to characterize new residential building stock is to allow for flexibility to address variability in house features like geometry, configuration, HVAC systems etc. Researchers solved this problem in a novel way by creating a simulation structure capable of creating fully-functional EnergyPlus batch runs using a completely scalable residential EnergyPlus template system. This system was used to create a set of thirty-two residential prototype building models covering single- and multifamily buildings, four common foundation types and four common heating system types found in the United States (US). A weighting scheme with detailed state-wise and national weighting factors was designed to supplement the residential prototype models. The complete set is designed to represent a majority of new residential construction stock. The entire structure consists of a system of utility programs developed around the core EnergyPlus simulation engine to automate the creation and management of large-scale simulation studies with minimal human effort. The simulation structure and the residential prototype building models have been used for numerous large-scale studies, one of which is briefly discussed in this paper.

    In his 2011 State of the Union address, President Obama called for one million electric vehicles on the road by 2015 [1]. With large-scale Electric Vehicle (EV) or Plug-in Electric Vehicle (PEV or EV for short) or Plug-in Hybrid Electric Vehicle (PHEV) penetration into the US market, there will be drastic reduction in fossil fuel consumption, thus significantly reducing our dependency on foreign oil [2-6]. There will also be significant reduction on Green House Gas (GHG) emissions and smog in the major US cities [3, 7, 8]. Similar studies have also been done other industrial counties [9]. For the fuel cost, with the home electricity rate around $0.13 per kWh, it would cost about $0.05 per mile for DC operation and $0.03 cents per mile for AC operation. But, assuming 25 miles per gallon for a typical vehicle and $4 per gallon, fossil fuel will cost $0.16 per mile [10]. The overall lifecycle cost of PEVs will be several folds lower than the existing fossil fueled vehicles. Despite the above advantages of the EVs, the current cost of EVSE is not affordable for the average consumer. Presently, the cost of installing state-of-the-art residential EVSE ranges from $1500 to $2500 [11]. Low priced EVSE technology, which is easy to install, and affordable to operate and maintain by an average consumer, is essential for the large-scale market penetration of EVs. In addition, the long-term success of this technology is contingent on the PEVs having minimal excessive load and shift impact on the grid, especially at peak times. In a report [2] published by the Pacific Northwest National Laboratory (PNNL), the exiting electric power generation infrastructure, if used at its full capacity 24 hours a day, would support up to 84% of the nation’s cars, pickup trucks and SUVs for an average daily drive of 33 miles.     In this new concept, a local direct current (DC) power distribution system for residential consumers is proposed for its advantages to both the utility and its customers. The DC distribution is limited to the short spans emanating from the residential power terminal. Alternating current power is maintained for its transmission advantages to the load center of the residence and is there converted to low voltage direct current for distribution in the house. This approach used in combination with electronically monitored appliance-resident electrical storage constitutes the basics of a new system that promises greatly improved load management and higher operating efficiency. The objective in this concept is to make the residential customer look like a quasi-steady state power consumer with the additional option for load shedding without any disturbance in service. Even utilities with a good overall match between supply and demand can benefit from this new approach and cut operating cost by redistributing demand more evenly throughout the hours of the day. The basic object is to improve the utility load curves by smoothing out the peaks and valleys of customer demand without resorting to the complex assorted options being considered today.

    This study estimated energy, environmental and consumer economic impacts of U.S. Federal residential energy efficiency standards that became effective in the 1988-2006 period, and of energy efficiency standards for fluorescent lamp ballasts and distribution transformers. These standards have been the subject of in-depth analyses conducted as part of DOE's standards rulemaking process. This study drew on those analyses, but updated certain data and developed a common framework and assumptions for all of the products in order to estimate realized impacts and to update projected impacts. It also performed new analysis for the first (1990) fluorescent ballast standards, which had been introduced in the NAECA legislation without a rulemaking. We estimate that the considered standards will reduce residential/ commercial primary energy consumption and carbon dioxide emissions in 2030 by 4percent compared to the levels expected without any standards. The reduction for the residential sector is larger, at 8percent. The estimated cumulative energy savings from the standards amount to 39 quads by 2020, and 63 quads by 2030. The standards will also reduce emissions of carbon dioxide by considerable amounts.The estimated cumulative net present value of consumer benefit amounts to $241 billion by 2030, and grows to $269 billion by 2045. The overall ratio of consumer benefits to costs (in present value terms) in the 1987-2050 period is 2.7 to 1. Although the estimates made in this study are subject to a fair degree of uncertainty, we believe they provide a reasonable approximation of the national benefits resulting from Federal appliance efficiency standards.

Policy changes, technical training, public education, and financing can help China realize its energy conservation potential.

  8. Analysis of space heating and domestic hot water systems for energy-efficient residential buildings

    An analysis of the best ways of meeting the space heating and domestic hot water (DHW) needs of new energy-efficient houses with very low requirements for space heat is provided. The DHW load is about equal to the space heating load in such houses in northern climates. The equipment options which should be considered are discussed, including new equipment recently introduced in the market. It is concluded that the first consideration in selecting systems for energy-efficient houses should be identification of the air moving needs of the house for heat distribution, heat storage, ventilation, and ventilative cooling. This is followed, in order, by selection of the most appropriate distribution system, the heating appliances and controls, and the preferred energy source, gas, oil, or electricity.

  9. Improving the efficiency of residential air-distribution systems in California, Phase 1

    This report describes the results of the first phase of a multiyear research project. The project`s goal is to investigate ways to improve the efficiency of air-distribution systems in detached, single-family residences in California. First-year efforts included: A survey of heating, ventilating, and air conditioning (HVAC) contractors in California. A 31-house field study of distribution-system performance based on diagnostic measurements. Development of an integrated air-flow and thermal-simulation tool for investigating residential air-distribution system performance. Highlights of the field results include the following: Building envelopes for houses built after 1979 appear to be approximately 30% tighter. Duct-system tightness showed no apparent improvement in post-1979 houses. Distribution-fan operation added an average of 0.45 air changes per hour (ACH) to the average measured rate of 0.24 ACH. The simulation tool developed is based on DOE-2 for the thermal simulations and on MOVECOMP, an air-flow network simulation model, for the duct/house leakage and flow interactions. The first complete set of simulations performed (for a ranch house in Sacramento) indicated that the overall heating-season efficiency of the duct systems was approximately 65% to 70% and that the overall cooling-season efficiency was between 60% and 75%. The wide range in cooling-season efficiency reflects the difference between systems with attic return ducts and those with crawl-space return ducts, the former being less efficient. The simulations also indicated that the building envelope`s UA-value, a measurement of thermoconductivity, did not have a significant impact on the overall efficiency of the air-distribution system.

    This summary report presents information on the end-uses of energy in the residential sector of seven major OECD countries over the period 1960-1978. Much of the information contained herein has never been published before. We present data on energy consumption by energy type and end-use for three to five different years for each country. Each year table is complemented by a set of indicators, which are assembled for the entire 20-year period at the end of each country listing. Finally, a set of key indicators from each country is displayed together in a table, allowing comparison for three periods: early (1960-63), pre-embargo (1970-73), and recent (1975-78). Analysis of these results, smoothing and interpolation of the data, addition of further data, and analytical comparison of in-country and cross-country trends will follow in the next phase of our work.

    A large variety of energy-efficiency policy measures exist. Some are mandatory, some are informative, and some use financial incentives to promote diffusion of efficient equipment. From country to country, financial incentives vary considerably in scope and form, the type of framework used to implement them, and the actors that administer them. They range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-points rewarding customers for buying highly efficient appliances (Japan). All have the primary objective of transforming the current market to accelerate the diffusion of efficient technologies by addressing up-front cost barriers faced by consumers; in most instances, efficient technologies require a greater initial investment than conventional technologies. In this paper, we review the different market transformation measures involving the use of financial incentives in the countries belonging to the Major Economies Forum. We characterize the main types of measures, discuss their mechanisms, and provide information on program impacts to the extent that ex-ante or ex-post evaluations have been conducted. Finally, we identify best practices in financial incentive programs and opportunities for coordination between Major Economies Forum countries as envisioned under the Super Efficient Appliance Deployment (SEAD) initiative.

  18. Integrating affordability, energy and environmental efficiency, air quality and disaster resistance into residential design and construction

    Much has been researched and written about the individual qualities of good home design and construction in terms of: energy efficiency; affordability; indoor air quality; sustainability; and wind, fire, and flood resistance. The real challenge is to integrate all these characteristics into the ideal house. The purpose of this paper is to review the characteristics of each of the above features and explore the integration of them into the ideal residential structure. The house would take the shape of a compact two story structure. A geometrically compact structure uses less construction materials per floor area, presents less area for improved thermal efficiency, and less profile for wind and flood resistance. The first floor would be constructed using insulated strong high thermal mass masonry system resistant to flood, wind, fire, and termite damage. The second story would be constructed using a lighter reinforced wood frame system with between stud insulation coupled with exterior insulated sheathing to minimize thermal bridging across studs. Optimizing floor plan such as separating living and sleeping areas present opportunities for efficient split HVAC zoning, natural ventilation, and solar passive adaptation. The design would emphasize the 4, 8, and 12 foot dimensioning for waste reduction; selection of environmentally friendly building materials, such as cellulose insulation; and efficient lighting and appliances. Features providing improved indoor air quality such as prudent duct selection, design and location, use of radon barriers, omission of carpeting, and control of moisture would be addressed. The design philosophy, concepts and rationale for the integration of these and many other features of the ideal residence will be addressed and illustrated.

  19. Analysis of Minimum Efficiency Performance Standards for Residential General Service Lighting in Chile

    Minimum Efficiency Performance Standards (MEPS) have been chosen as part of Chile's national energy efficiency action plan. As a first MEPS, the Ministry of Energy has decided to focus on a regulation for lighting that would ban the sale of inefficient bulbs, effectively phasing out the use of incandescent lamps. Following major economies such as the US (EISA, 2007) , the EU (Ecodesign, 2009) and Australia (AS/NZS, 2008) who planned a phase out based on minimum efficacy requirements, the Ministry of Energy has undertaken the impact analysis of a MEPS on the residential lighting sector. Fundacion Chile (FC) and Lawrence Berkeley National Laboratory (LBNL) collaborated with the Ministry of Energy and the National Energy Efficiency Program (Programa Pais de Eficiencia Energetica, or PPEE) in order to produce a techno-economic analysis of this future policy measure. LBNL has developed for CLASP (CLASP, 2007) a spreadsheet tool called the Policy Analysis Modeling System (PAMS) that allows for evaluation of costs and benefits at the consumer level but also a wide range of impacts at the national level, such as energy savings, net present value of savings, greenhouse gas (CO2) emission reductions and avoided capacity generation due to a specific policy. Because historically Chile has followed European schemes in energy efficiency programs (test procedures, labelling program definitions), we take the Ecodesign commission regulation No 244/2009 as a starting point when defining our phase out program, which means a tiered phase out based on minimum efficacy per lumen category. The following data were collected in order to perform the techno-economic analysis: (1) Retail prices, efficiency and wattage category in the current market, (2) Usage data (hours of lamp use per day), and (3) Stock data, penetration of efficient lamps in the market.
