The relationship of similar factors to households' interest in receiving a free energy audits examined. Rates of return that underly household investments in major conservation improvements are assessed.     This document presents the final report of a study of residential energy use in Caracas, the capital of Venezuela. It contains the findings of a household energy-use survey held in Caracas in 1988 and examines options for introducing energy conservation measures in the Venezuelan residential sector. Oil exports form the backbone of the Venezuelan economy. Improving energy efficiency in Venezuela will help free domestic oil resources that can be sold to the rest of the world. Energy conservation will also contribute to a faster recovery of the economy by reducing the need for major investments in new energy facilities, allowing the Venezuelan government to direct its financial investments towards other areas of development. Local environmental benefits will constitute an important additional by-product of implementing energy-efficiency policies in Venezuela. Caracas`s residential sector shows great potential for energy conservation. The sector is characterized by high saturation levels of major appliances, inefficiency of appliances available in the market, and by careless patterns of energy use. Household energy use per capita average 6.5 GJ/per year which is higher than most cities in developing countries; most of this energy is used for cooking. Electricity accounts for 41% of all energy use, while LPG and natural gas constitute the remainder. Specific options for inducing energy conservation and energy efficiency in Caracas`s residential sector include energy-pricing policies, fuel switching, particularly from electricity to gas, improving the energy performance of new appliances and customer information. To ensure the accomplishment of an energy-efficiency strategy, a concerted effort by energy users, manufacturers, utility companies, government agencies, and research institutions will be needed.

    This report reviews four of the major models used by the Department of Energy (DOE) for energy conservation analyses in the residential- and commercial-building sectors. The objective is to provide a critical analysis of how these models can serve as tools for DOE and its Conservation Policy Office in evaluating and quantifying their policy and program requirements. For this, the study brings together information on the models' analytical structure and their strengths and limitations in policy applications these are then employed to assess the most-effective role for each model in addressing future issues of buildings energy-conservation policy and analysis. The four models covered are: Oak Ridge Residential Energy Model; Micro Analysis of Transfers to Households/Comprehensive Human Resources Data System (MATH/CHRDS) Model; Oak Ridge Commercial Energy Model; and Brookhaven Buildings Energy Conservation Optimization Model (BECOM).

    The objective of this study was to estimate the relationship between residential space conditioning energy use and building conservation programs in the Pacific Northwest. The study was divided into two primary tasks. In the first, the thermal relationship between space conditioning energy consumption under controlled conditions and the physical characteristics of the residence was estimated. In this task, behavioral characteristics such as occupant schedules and thermostat settings were controlled in order to isolate the physical relationships. In the second task, work from the first task was used to calculate the thermal efficiency of a residence's shell. Thermal efficiency was defined as the ability of a shell to prevent escapement of heat generated within a building. The relationship between actual space conditioning energy consumption and the shell thermal efficiency was then estimated. Separate thermal equations for mobile homes, single-family residences, and multi-family residences are presented. Estimates of the relationship between winter electricity consumption for heating and the building's thermal shell efficiency are presented for each of the three building categories.

  15. Assessment of Impacts from Updating Iowa's Residential Energy Code to Comply with the 2003 International Energy Conservation Code

    The state of Iowa currently requires that new buildings comply with the Council of American Building Officials? (CABO) 1992 Model Energy Code (MEC) (CABO 1992). CABO has been transformed into the International Code Council (ICC) and the MEC has been renamed the International Energy Conservation Code (IECC). The most recent edition of the code is the 2003 IECC (ICC 2003). Iowa?s Department of Natural Resources requested that the U.S. Department of Energy (DOE) compare the 1992 MEC with the 2003 IECC to estimate impacts from updating Iowa?s residential energy code to comply with the new code. Under DOE's direction, Pacific Northwest National Laboratory (PNNL) completed an assessment of the impacts from this potential code upgrade, including impacts on construction and energy consumption costs. This report is an update to a similar report completed by PNNL in 2002 (Lucas 2002) that compared the 1992 MEC to the 2000 IECC.

Due to drafting errors, that document inadvertently removed necessary incorporation by reference material in the Code of Federal Regulations (CFR).     The Energy Conservation for New Buildings Act of 1976, as amended, 42 U.S.C Section 6831 et. seq. requires the US Department of Energy to issue energy conservation standards for the design of new residential and commercial buildings. The standards will be mandatory only for the design of new federal buildings, and will serve as voluntary guidelines for the design of new non-federal buildings. This report documents the development and testing of a set of recommendations, from the American Society of Heating, Refrigeration and Air Conditioning Engineers, Inc. (ASHRAE) Special Projects Committee No. 53, designed to provide the technical foundation for the Congressionally-mandated energy standard for new residential buildings. The recommendations have been developed over the past 25 months by a multidisciplinary project team, under the management of the US Department of Energy and its prime contractor, Pacific Northwest Laboratory. Volume III -- Introduction and Background to the Standard Development Effort is a description of the Standard development process and contains the rationale for the general approach and specific criteria contained within the recommendations.

    The IECC was updated in 2006. As required in the Energy Conservation and Production Act of 1992, Title 3, DOE has a legislative requirement to "determine whether such revision would improve energy efficiency in residential buildings" within 12 months of the latest revision. This requirement is part of a three-year cycle of regular code updates. To meet this requirement, an independent review was completed using personnel experienced in building science but not involved in the code development process.

    The current North Dakota state energy code is the Council of American Building Officials (CABO) 1993 Model Energy Code (MEC) (CABO 1993). Local jurisdictions can choose to adopt this code. CABO has been transformed into the International Code Council (ICC) and the MEC has been renamed the International Energy Conservation Code (IECC). The most recent edition of the code is the 2003 IECC (ICC 2003). North Dakota's Department of Community Services requested that the U.S. Department of Energy (DOE) compare the 1993 MEC with the 2000 IECC to estimate impacts from updating North Dakota's residential energy code to comply with the new code. Under DOE's direction, Pacific Northwest National Laboratory (PNNL) completed an assessment of the impacts from this potential code upgrade, including impacts on construction and energy consumption costs.

    The City of Chicago's Department of Planning and the Center for Neighborhood Technology (CNT) engaged Charles Rial and Associates (CRA) to assess the initial feasibility of an independent residential balancing service as a venture opportunity for a community-based organization (cbo). This document represents CRA's final report on the feasibility of the proposed venture. To assess the feasibility of a residential balancing venture, CRA determined the market potential for such a service, reviewed the efforts of the Chicago Energy Savers Fund, and interviewed engineering firms and heating and boiler contractors. It was determined that a stand-alone venture that offers balancing as its service will not reach a broad enough market to support a break-even operation and therefore, does not represent a feasible venture opportunity. A more feasible approach would involve a joint-venture between an established heating/boiler contractor and a cbo. A summary of the findings that led to this conclusion is provided.

    Reviewing DOE's record of mismanaging the mandated residential conservation program in ways that delay and hinder congressional intent were 16 witnesses from the General Accounting Office, DOE, utilities, and conservation groups. DOE's performance reflects the administration's policy of reducing government involvement. Witnesses also reviewed the program itself to see if it is cost effective, whether it is reaching the right people, whether those who have energy audits take any different actions than those who don't, and whether there would be a better response from state programs. DOE representatives defended their performance in view of budget and staff reductions and the fact that a program evaluation was underway at the time. Material submitted for the record follows their testimony.

    The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules.     To advance the market penetration of residential retrofits, Oak Ridge National Laboratory (ORNL) and Southface Energy Institute (Southface) partnered to provide technical assistance on nine home energy retrofits in metropolitan Atlanta with simulated source energy savings of 30% to 50%. Retrofit measures included duct sealing, air infiltration reductions, attic sealing and roofline insulation, crawlspace sealing, HVAC and water heating equipment replacement, and lighting and appliance upgrades. This paper will present a summary of these measures and their associated impacts on important home performance metrics, such as air infiltration and duct leakage. The average estimated source energy savings for the homes is 33%, and the actual heating season average savings is 32%. Additionally, a case study describing expected and realized energy savings of completed retrofit measures of one of the homes is described in this paper.

    A US Air Force (USAF) Residential Energy Conservation Methodology was developed to compare USAF needs and available data to the procedures of the Residential Conservation Service (RCS) program as developed for general use by utility companies serving civilian customers. Attention was given to the data implications related to group housing, climatic data requirements, life-cycle cost analysis, energy saving modifications beyond those covered by RCS, and methods for utilizing existing energy consumption data in approaching the USAF survey program. Detailed information and summaries are given on the five subtasks of the program.     This report describes an analysis method for determining optimal residential energy efficiency retrofit packages and, as an illustrative example, applies the analysis method to a 1960s-era home in eight U.S. cities covering a range of International Energy Conservation Code (IECC) climate regions. The method uses an optimization scheme that considers average energy use (determined from building energy simulations) and equivalent annual cost to recommend optimal retrofit packages specific to the building, occupants, and location.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures. The Facilities Energy RDTandS program insures that the Army will be able to rapidly utilize the latest state-of-the-art energy technology.

    Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

    In 1983 the Northwest Power Planning Council (NWPPC) directed the Bonneville Power Administration to create the Residential Standards Demonstration Program to demonstrate actual construction using the Model Conservation Standards (MCS) and to collect cost and thermal data in residential structures. Much information was gained from that program, and as a consequence, the MCS were reevaluated and updated. A second program, the Residential Construction Demonstration Project was created to further investigate residential energy efficiency measures for both cost and thermal performance. The Residential Construction Demonstration Project was administered by the Washington State Energy Office in conjunction with the Idaho Department of Water Resources, the Montana Department of Natural Resources and Conservation, and the Oregon Department of Energy. This analysis is based upon information collected during the first phase of the Residential Construction Demonstration Project (RCDP).

    Businesses, government agencies, consumers, policy makers, and utilities currently have limited access to occupant-, building-, and location-specific recommendations for optimal energy retrofit packages, as defined by estimated costs and energy savings. This report describes an analysis method for determining optimal residential energy efficiency retrofit packages and, as an illustrative example, applies the analysis method to a 1960s-era home in eight U.S. cities covering a range of International Energy Conservation Code (IECC) climate regions. The method uses an optimization scheme that considers average energy use (determined from building energy simulations) and equivalent annual cost to recommend optimal retrofit packages specific to the building, occupants, and location. Energy savings and incremental costs are calculated relative to a minimum upgrade reference scenario, which accounts for efficiency upgrades that would occur in the absence of a retrofit because of equipment wear-out and replacement with current minimum standards.

    As one of the measures to achieve the reduction in greenhouse gas emissions agreed to in the"Kyoto Protocol," an institutional scheme for determining energy efficiency standards for energy-consuming appliances, called the"Top-Runner Approach," was developed by the Japanese government. Its goal is to strengthen the legal underpinnings of various energy conservation measures. Particularly in Japan's residential sector, where energy demand has grown vigorously so far, this efficiency standard is expected to play a key role in mitigating both energy demand growth and the associated CO2 emissions. This paper presents an outlook of Japan's residential energy demand, developed by a stochastic econometric model for the purpose of analyzing the impacts of the Japan's energy efficiency standards, as well as the future stochastic behavior of income growth, demography, energy prices, and climate on the future energy demand growth to 2030. In this analysis, we attempt to explicitly take into consideration more than 30 kinds of electricity uses, heating, cooling and hot water appliances in order to comprehensively capture the progress of energy efficiency in residential energy end-use equipment. Since electricity demand, is projected to exhibit astonishing growth in Japan's residential sector due to universal increasing ownership of electric and other appliances, it is important to implement an elaborate efficiency standards policy for these appliances.

    The Residential Energy Consumption Survey (RECS) is a periodic national survey that provides timely information about energy consumption and expenditures of U.S. households and about energy-related characteristics of housing units. The survey was first conducted in 1978 as the National Interim Energy Consumption Survey (NIECS), and the 1979 survey was called the Household Screener Survey. From 1980 through 1982 RECS was conducted annually. The next RECS was fielded in 1984, and since then, the survey has been undertaken at 3-year intervals. The most recent RECS was conducted in 1993.

    The major goals of the research are to gain insight into the probable effects of building energy performance standards on energy consumption; to obtain observations of actual residential energy consumption that could affirm or disaffirm comsumption estimates of the DOE 2.0A simulation model; and to investigate home owner's conservation investments and home purchase decisions. The first chapter covers the investigation of determinants of household energy consumption. The presentation begins with the underlying economic theory and its implications, and continues with a description of the data collection procedures, the formulation of variables, and then of data analysis and findings. In the second chapter the assumptions and limitations of the energy use projections generated by the DOE 2.0A model are discussed. Actual electricity data for the houses are then compared with results of the simulation. The third chapter contains information regarding households' willingness to make energy conserving investments and their ranking of various conservation features. In the final chapter conclusions and recommendations are presented with an emphasis on the policy implications of this study. (MCW)

    Congress should enact legislation that supports residential property assessed clean energy (PACE) programs in the nation’s states and metropolitan areas. Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders. Congressional support of residential PACE financing will improve energy efficiency, encourage job creation, and foster economic growth in the nation’s state and metropolitan areas.

    This work describes a methodology for informing targeted demand-response (DR) and marketing programs that focus on the temperature-sensitive part of residential electricity demand. Our methodology uses data that is becoming readily available at utility companies-hourly energy consumption readings collected from "smart" electricity meters, as well as hourly temperature readings. To decompose individual consumption into a thermal-sensitive part and a base load (non-thermally-sensitive), we propose a model of temperature response that is based on thermal regimes, i.e., unobserved decisions of consumers to use their heating or cooling appliances. We use this model to extract useful benchmarks that compose thermal profiles of individual users, i.e., terse characterizations of the statistics of these users' temperature-sensitive consumption. We present example profiles generated using our model on real consumers, and show its performance on a large sample of residential users. This knowledge may, in turn, inform the DR program by allowing scarce operational and marketing budgets to be spent on the right users-those whose influencing will yield highest energy reductions-at the right time. We show that such segmentation and targeting of users may offer savings exceeding 100% of a random strategy.

    The property management industry wants to be on the frontier of energy management programs. A program instituted by Charles E. Smith Management company is outlined in this paper. A standard of 65000 BTU's of energy per square foot per year is established as a guideline to measure energy use. Energy use patterns are determined in commercial and residential buildings (pie diagrams are given). The Utility Trend and Analysis Chart was established to keep a historic record of use. A detailed energy audit was performed, in which the energy auditor performs a late-night walk through to determine base load. A list of various conservation opportunities is drawn up. The list is then prioritized, economic justifications arrived at by payback method, net present value method, or internal rate of return method. Implementation of cost effective measures means keeping up with the latest technology. Building science, the study of thermal characteristics of building materials, is employed. A helicopter survey utilizing thermographic equipment was made of major complexes to show heat loss on videotape. A central computer system was installed to monitor usage twenty four hours a day.

    A flow chart depicting energy flow in the residential sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 11,000 trillion British Thermal Units (trBTUs) of electricity and fuels were used throughout the United States residential sector in lighting, electronics, air conditioning, space heating, water heating, washing appliances, cooking appliances, refrigerators, and other appliances. The residential sector is powered mainly by electricity and natural gas. Other fuels used include petroleum products (fuel oil, liquefied petroleum gas and kerosene), biomass (wood), and on-premises solar, wind, and geothermal energy. The flow patterns represent a comprehensive systems view of energy used within the residential sector.

    The case study examines the means by which energy conservation can be achieved at an aggregate community level by using proper planning and analytical techniques for a new town, Shenandoah, Georgia, located twenty-five miles southwest of Atlanta's Hartsfield International Airport. A potentially implementable energy conservation community plan is achieved by a study team examining the land use options, siting characteristics of each building type, alternate infrastructure plans, possible decentralized energy options, and central utility schemes to determine how community energy conservation can be achieved by use of pre-construction planning. The concept for the development of mixed land uses as a passively sited, energy conserving community is based on a plan (Level 1 Plan) that uses the natural site characteristics, maximizes on passive energy siting requirement, and allows flexibility for the changing needs of the developers. The Level 2 Plan is identical with Level 1 plan plus a series of decentraized systems that have been added to the residential units: the single-family detached, the apartments, and the townhouses. Level 3 Plan is similar to the Level 1 Plan except that higher density dwellings have been moved to areas adjacent to central site. The total energy savings for each plan relative to the conventional plan are indicated. (MCW)

    This study evaluates the energy, humidity and indoor air quality (IAQ) implications of residential ventilation cooling in all U.S. IECC climate zones. A computer modeling approach was adopted, using an advanced residential building simulation tool with airflow, energy and humidity models. An economizer (large supply fan) was simulated to provide ventilation cooling while outdoor air temperatures were lower than indoor air temperatures (typically at night). The simulations were performed for a full year using one-minute time steps to allow for scheduling of ventilation systems and to account for interactions between ventilation and heating/cooling systems.

    We treat energy-momentum conservation laws as particular gauge conservation laws when generators of gauge transformations are horizontal vector fields on fibre bundles. In particular, the generators of general covariant transformations are the canonical horizontal prolongations of vector fields on a world manifold. This is the case of the energy-momentum conservation laws in gravitation theories. We find that, in main gravitational models, the corresponding energy-momentum flows reduce to the generalized Komar superpotential. We show that the superpotential form of a conserved flow is the common property of gauge conservation laws if generators of gauge transformations depend on derivatives of gauge parameters. At the same time, dependence of conserved flows on gauge parameters make gauge conservation laws form-invariant under gauge transformations.

    An energy conserving air motor with rotary actuation includes a pair of cooperating different diameter pistons coaxially arranged and connected rigidly to one another by a central connecting member provided with spur gear section adaptable of receiving a meshing pinion assembled inside an elongated housing provided with a diffential diameter bore passing therethrough and adaptable of receiving inside a larger diameter section which is blind a larger piston while smaller diameter section which is provided with fluid supply and exhaust port means receives smaller diameter piston while said pinion entering said housing perpendicularly substantially central to the housing ends so as to rotate therein when pistons move linearly inside bore between a first normally atmospheric and a second energized positions in response to the working fluid pressure supplied via fluid supply and exhaust port means by way of a 3-way solenoid or pilot operated directional valve so as to allow energization of the small diameter piston, initially atmospheric, with an end force large enough to shift piston assembly into the second energized position at which time working fluid enters backside of the larger piston via internal pilot porting provided therebetween to exert a much larger end force than that prevailing over the small piston, automatically returning piston assembly into the first original position for an eventual exhaust of the working fluid via 3-way valve and cycle repetition saving energy.

    Heating and cooling energy lost through windows in the residential sector (estimated at two-thirds of the energy lost through windows in all sectors) currently accounts for 3 percent (or 2.8 quads) of total US energy use, costing over $26 billion annually in energy bills. Installation of energy-efficient windows is acting to reduce the amount of energy lost per unit window area. Installation of more energy efficient windows since 1970 has resulted in an annual savings of approximately 0.6 quads. If all windows utilized existing cost effective energy conserving technologies, then residential window energy losses would amount to less than 0.8 quads, directly saving $18 billion per year in avoided energy costs. The nationwide installation of windows that are now being developed could actually turn this energy loss into a net energy gain. Considering only natural replacement of windows and new construction, appropriate fenestration policies could help realize this potential by reducing annual residential window energy losses to 2.2 quids by the year 2012, despite a growing housing stock.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    RePower Bainbridge and Bremerton (RePower) is a residential energy-efficiency and conservation program designed to foster a sustainable, clean, and renewable energy economy. The program was a 3.5 year effort in the cities of Bainbridge Island and Bremerton, Washington, to conserve and reduce energy use, establish a trained home performance trade ally network, and create local jobs. RePower was funded through a $4.8 million grant from the US Department of Energy, Better Buildings Program. The grant’s performance period was August 1, 2010 through March 30, 2014.
