    A background of the Residential Conservation Service (RCS) program is presented and outstanding program design issues which include effectiveness, audit effectiveness, equity concerns, anticompetitive and antitrust considerations, and general concerns in state plan development are discussed. The purpose of the review is to provide background information to legislators and other decision makers who, though not immediately involved in program administration, will be evaluating the mandate and implementation progress over the next year.   3. Status of the Residential Conservation Service Program in selected states as of December 1981

    The primary objective of the study reported was to collect information concerning Residential Conservation Service (RCS) and similar residential audit programs to determine the implementation status of the RCS programs in various parts of the country as of December 1, 1981. Common experiences, problems, and treatment of RCS and other residential audit programs are briefly overviewed, and then the interview findings are discussed on a state-by-state basis for each of the eleven states contacted. The program structure and status are described for each state, including the nonregulated utility programs, unique features, and problems and impacts. The 11 states are: California, Connecticut, Delaware, Iowa, Michigan, New Jersey, New York, Oregon, Rhode Island, South Carolina, and Texas. Appended are an interview guide and a table of program coverage. (LEW)

    A US Air Force (USAF) Residential Energy Conservation Methodology was developed to compare USAF needs and available data to the procedures of the Residential Conservation Service (RCS) program as developed for general use by utility companies serving civilian customers. Attention was given to the data implications related to group housing, climatic data requirements, life-cycle cost analysis, energy saving modifications beyond those covered by RCS, and methods for utilizing existing energy consumption data in approaching the USAF survey program. Detailed information and summaries are given on the five subtasks of the program. Energy conservation alternatives are listed and the basic analysis techniques to be used in evaluating their thermal performane are described. (MCW)

The relationship of similar factors to households' interest in receiving a free energy audits examined. Rates of return that underly household investments in major conservation improvements are assessed. A special analysis of household knowledge of economically attractive investments is provided that compares high payback improvements specified by the energy audit with the list of needed or desirable conservation improvements identified by respondents.     This document presents the final report of a study of residential energy use in Caracas, the capital of Venezuela. It contains the findings of a household energy-use survey held in Caracas in 1988 and examines options for introducing energy conservation measures in the Venezuelan residential sector. Oil exports form the backbone of the Venezuelan economy. Improving energy efficiency in Venezuela will help free domestic oil resources that can be sold to the rest of the world. Energy conservation will also contribute to a faster recovery of the economy by reducing the need for major investments in new energy facilities, allowing the Venezuelan government to direct its financial investments towards other areas of development. Local environmental benefits will constitute an important additional by-product of implementing energy-efficiency policies in Venezuela. Caracas`s residential sector shows great potential for energy conservation. The sector is characterized by high saturation levels of major appliances, inefficiency of appliances available in the market, and by careless patterns of energy use. Household energy use per capita average 6.5 GJ/per year which is higher than most cities in developing countries; most of this energy is used for cooking. Electricity accounts for 41% of all energy use, while LPG and natural gas constitute the remainder. Specific options for inducing energy conservation and energy efficiency in Caracas`s residential sector include energy-pricing policies, fuel switching, particularly from electricity to gas, improving the energy performance of new appliances and customer information. To ensure the accomplishment of an energy-efficiency strategy, a concerted effort by energy users, manufacturers, utility companies, government agencies, and research institutions will be needed.

    This report reviews four of the major models used by the Department of Energy (DOE) for energy conservation analyses in the residential- and commercial-building sectors. The objective is to provide a critical analysis of how these models can serve as tools for DOE and its Conservation Policy Office in evaluating and quantifying their policy and program requirements. For this, the study brings together information on the models' analytical structure and their strengths and limitations in policy applications these are then employed to assess the most-effective role for each model in addressing future issues of buildings energy-conservation policy and analysis. The four models covered are: Oak Ridge Residential Energy Model; Micro Analysis of Transfers to Households/Comprehensive Human Resources Data System (MATH/CHRDS) Model; Oak Ridge Commercial Energy Model; and Brookhaven Buildings Energy Conservation Optimization Model (BECOM).

    The objective of this study was to estimate the relationship between residential space conditioning energy use and building conservation programs in the Pacific Northwest. The study was divided into two primary tasks. In the first, the thermal relationship between space conditioning energy consumption under controlled conditions and the physical characteristics of the residence was estimated. In this task, behavioral characteristics such as occupant schedules and thermostat settings were controlled in order to isolate the physical relationships. In the second task, work from the first task was used to calculate the thermal efficiency of a residence's shell. Thermal efficiency was defined as the ability of a shell to prevent escapement of heat generated within a building. The relationship between actual space conditioning energy consumption and the shell thermal efficiency was then estimated. Separate thermal equations for mobile homes, single-family residences, and multi-family residences are presented. Estimates of the relationship between winter electricity consumption for heating and the building's thermal shell efficiency are presented for each of the three building categories.

This final rule rectifies this error by once again adding the removed material.

    The Energy Conservation for New Buildings Act of 1976, as amended, 42 U.S.C Section 6831 et. seq. requires the US Department of Energy to issue energy conservation standards for the design of new residential and commercial buildings. The standards will be mandatory only for the design of new federal buildings, and will serve as voluntary guidelines for the design of new non-federal buildings. This report documents the development and testing of a set of recommendations, from the American Society of Heating, Refrigeration and Air Conditioning Engineers, Inc. (ASHRAE) Special Projects Committee No. 53, designed to provide the technical foundation for the Congressionally-mandated energy standard for new residential buildings. The recommendations have been developed over the past 25 months by a multidisciplinary project team, under the management of the US Department of Energy and its prime contractor, Pacific Northwest Laboratory. Volume III -- Introduction and Background to the Standard Development Effort is a description of the Standard development process and contains the rationale for the general approach and specific criteria contained within the recommendations.

    The IECC was updated in 2006. As required in the Energy Conservation and Production Act of 1992, Title 3, DOE has a legislative requirement to "determine whether such revision would improve energy efficiency in residential buildings" within 12 months of the latest revision. This requirement is part of a three-year cycle of regular code updates. To meet this requirement, an independent review was completed using personnel experienced in building science but not involved in the code development process.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

    Minimum Efficiency Performance Standards (MEPS) have been chosen as part of Chile's national energy efficiency action plan. As a first MEPS, the Ministry of Energy has decided to focus on a regulation for lighting that would ban the sale of inefficient bulbs, effectively phasing out the use of incandescent lamps. Following major economies such as the US (EISA, 2007) , the EU (Ecodesign, 2009) and Australia (AS/NZS, 2008) who planned a phase out based on minimum efficacy requirements, the Ministry of Energy has undertaken the impact analysis of a MEPS on the residential lighting sector. Fundacion Chile (FC) and Lawrence Berkeley National Laboratory (LBNL) collaborated with the Ministry of Energy and the National Energy Efficiency Program (Programa Pais de Eficiencia Energetica, or PPEE) in order to produce a techno-economic analysis of this future policy measure. LBNL has developed for CLASP (CLASP, 2007) a spreadsheet tool called the Policy Analysis Modeling System (PAMS) that allows for evaluation of costs and benefits at the consumer level but also a wide range of impacts at the national level, such as energy savings, net present value of savings, greenhouse gas (CO2) emission reductions and avoided capacity generation due to a specific policy. Because historically Chile has followed European schemes in energy efficiency programs (test procedures, labelling program definitions), we take the Ecodesign commission regulation No 244/2009 as a starting point when defining our phase out program, which means a tiered phase out based on minimum efficacy per lumen category. The following data were collected in order to perform the techno-economic analysis: (1) Retail prices, efficiency and wattage category in the current market, (2) Usage data (hours of lamp use per day), and (3) Stock data, penetration of efficient lamps in the market. Using these data, PAMS calculates the costs and benefits of efficiency standards from two distinct but related perspectives: (1) The Life-Cycle Cost (LCC) calculation examines costs and benefits from the perspective of the individual household; and (2) The National Perspective projects the total national costs and benefits including both financial benefits, and energy savings and environmental benefits. The national perspective calculations are called the National Energy Savings (NES) and the Net Present Value (NPV) calculations. PAMS also calculate total emission mitigation and avoided generation capacity. This paper describes the data and methodology used in PAMS and presents the results of the proposed phase out of incandescent bulbs in Chile.

    Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

    The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be fuel- blind''). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period. In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

    In 1983 the Northwest Power Planning Council (NWPPC) directed the Bonneville Power Administration to create the Residential Standards Demonstration Program to demonstrate actual construction using the Model Conservation Standards (MCS) and to collect cost and thermal data in residential structures. Much information was gained from that program, and as a consequence, the MCS were reevaluated and updated. A second program, the Residential Construction Demonstration Project was created to further investigate residential energy efficiency measures for both cost and thermal performance. The Residential Construction Demonstration Project was administered by the Washington State Energy Office in conjunction with the Idaho Department of Water Resources, the Montana Department of Natural Resources and Conservation, and the Oregon Department of Energy. This analysis is based upon information collected during the first phase of the Residential Construction Demonstration Project (RCDP).

    Electricity is the major fuel (over 99%) used in the residential, commercial, and industrial sectors in Bahrain. In 1992, the total annual electricity consumption in Bahrain was 3.45 terawatt-hours (TWh), of which 1.95 TWh (56%) was used in the residential sector, 0.89 TWh (26%) in the commercial sector, and 0.59 TWh (17%) in the industrial sector. Agricultural energy consumption was 0.02 TWh (less than 1%) of the total energy use. In Bahrain, most residences are air conditioned with window units. The air-conditioning electricity use is at least 50% of total annual residential use. The contribution of residential AC to the peak power consumption is even more significant, approaching 80% of residential peak power demand. Air-conditioning electricity use in the commercial sector is also significant, about 45% of the annual use and over 60% of peak power demand. This paper presents a cost/benefit analysis of energy-efficient technologies in the residential sector. Technologies studied include: energy-efficient air conditioners, insulating houses, improved infiltration, increasing thermostat settings, efficient refrigerators and freezers, efficient water heaters, efficient clothes washers, and compact fluorescent lights. We conservatively estimate a 32% savings in residential electricity use at an average cost of about 4 fils per kWh. (The subsidized cost of residential electricity is about 12 fils per kWh. 1000 fils = 1 Bahrain Dinar = US$ 2.67). We also discuss major policy options needed for implementation of energy-efficiency technologies.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    Barriers to energy conservation in the residential and commercial sectors influence (1) the willingness of building occupants to modify their energy usage habits, and (2) the willingness of building owners/occupants to upgrade the thermal characteristics of the structures within which they live or work and the appliances which they use. The barriers that influence the willingness of building owners/occupants to modify the thermal efficiency characteristics of building structures and heating/cooling systems are discussed. This focus is further narrowed to include only those barriers that impede modifications to existing buildings, i.e., energy conservation retrofit activity. Eight barriers selected for their suitability for Federal action in the residential and commercial sectors and examined are: fuel pricing policies that in the short term do not provide enough incentive to invest in energy conservation; high finance cost; inability to evaluate contractor performance; inability to evaluate retrofit products; lack of well-integrated or one-stop marketing systems (referred to as lack of delivery systems); lack of precise or customized information; lack of sociological/psychological incentives; and use of the first-cost decision criterion (expanded to include short-term payback criterion for the commercial sector). The impacts of these barriers on energy conservation are separately assessed for the residential and commercial sectors.

    The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light & Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be ``fuel- blind``). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    This report outlines major conservation trends for the four US energy consuming sectors: residential, commercial, industrial, and transportation. Tables on residential use include data on gas, electricity, and fuel oil. Data is not available for renewable sources or for bottled gas, kerosene, or propane. Commercial data is also reported for gas, electricity, and fuel oil, and total consumption is examined on a square foot basis. Industrial trends are shown for the ten most energy intensive industries. In addition, industrial efficiencies by fuel are analyzed. For the transportation sector, petroleum products (particularly gasoline) are the major fuels considered, and selected energy intensities are examined. The discussion on each sector will cover findings, data sources, and data interpretation. Recommendations on reporting are part of the residential section of this report.

    Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

    SERI-RES performs thermal energy analysis of residential or small commercial buildings and has the capability of modeling passive solar equipment such as rock beds, trombe walls, and phase change material. The analysis is accomplished by simulation. A thermal model of the building is created by the user and translated into mathematical form by the program. The mathematical equations are solved repeatedly at time intervals of one hour or less for the period of simulation.     PEAR (Program for Energy Analysis of Residences) provides an easy-to-use and accurate method of estimating the energy and cost savings associated with various energy conservation measures in site-built single-family homes. Measures such as ceiling, wall, and floor insulation; different window type and glazing layers; infiltration levels; and equipment efficiency can be considered. PEAR also allows the user to consider the effects of roof and wall color, movable night insulation on the windows, reflective and heatmore » absorbing glass, an attached sunspace, and use of a night temperature setback. Regression techniques permit adjustments for different building geometries, window areas and orientations, wall construction, and extension of the data to 880 U.S. locations determined by climate parameters. Based on annual energy savings, user-specified costs of conservation measures, fuel, lifetime of measure, loan period, and fuel escalation and interest rates, PEAR calculates two economic indicators; the Simple Payback Period (SPP) and the Savings-to-Investment Ratio (SIR). Energy and cost savings of different sets of conservation measures can be compared in a single run. The program can be used both as a research tool by energy policy analysts and as a method for nontechnical energy calculation by architects, home builders, home owners, and others in the building industry.« less

    Electrical energy consumption of the residential sector is a crucial area of research that has in the past primarily focused on increasing the efficiency of household devices such as water heaters, dishwashers, air conditioners, and clothes washer and dryer units. However, the focus of this research is shifting as objectives such as developing the smart grid and ensuring that the power system remains reliable come to the fore, along with the increasing need to reduce energy use and costs. Load research has started to focus on mechanisms to support the power system through demand reduction and/or reliability services. The power system relies on matching generation and load, and day-ahead and real-time energy markets capture most of this need. However, a separate set of grid services exist to address the discrepancies in load and generation arising from contingencies and operational mismatches, and to ensure that the transmission system is available for delivery of power from generation to load. Currently, these grid services are mostly provided by generation resources. The addition of renewable resources with their inherent variability can complicate the issue of power system reliability and lead to the increased need for grid services. Using load as a resource, through demand response programs, can fill the additional need for flexible resources and even reduce costly energy peaks. Loads have been shown to have response that is equal to or better than generation in some cases. Furthermore, price-incentivized demand response programs have been shown to reduce the peak energy requirements, thereby affecting the wholesale market efficiency and overall energy prices. The residential sector is not only the largest consumer of electrical energy in the United States, but also has the highest potential to provide demand reduction and power system support, as technological advancements in load control, sensor technologies, and communication are made. The prevailing loads based on the largest electrical energy consumers in the residential sector are space heating and cooling, washer and dryer, water heating, lighting, computers and electronics, dishwasher and range, and refrigeration. As the largest loads, these loads provide the highest potential for delivering demand response and reliability services. Many residential loads have inherent flexibility that is related to the purpose of the load. Depending on the load type, electric power consumption levels can either be ramped, changed in a step-change fashion, or completely removed. Loads with only on-off capability (such as clothes washers and dryers) provide less flexibility than resources that can be ramped or step-changed. Add-on devices may be able to provide extra demand response capabilities. Still, operating residential loads effectively requires awareness of the delicate balance of occupants health and comfort and electrical energy consumption. This report is Phase I of a series of reports aimed at identifying gaps in automated home energy management systems for incorporation of building appliances, vehicles, and renewable adoption into a smart grid, specifically with the intent of examining demand response and load factor control for power system support. The objective is to capture existing gaps in load control, energy management systems, and sensor technology with consideration of PHEV and renewable technologies to establish areas of research for the Department of Energy. In this report, (1) data is collected and examined from state of the art homes to characterize the primary residential loads as well as PHEVs and photovoltaic for potential adoption into energy management control strategies; and (2) demand response rules and requirements across the various demand response programs are examined for potential participation of residential loads. This report will be followed by a Phase II report aimed at identifying the current state of technology of energy management systems, sensors, and communication technologies for demand response and load factor control applications for the residential sector. The purpose is to cover the gaps that exist in the information captured by the sensors for energy management system to be able to provide demand response and load factor control. The vision is the development of an energy management system or other controlling enterprise hardware and software that is not only able to control loads, PHEVs, and renewable generation for demand response and load factor control, but also to do so with consumer comforts in mind and in an optimal fashion.

    Research Into Action, Inc. and the Sacramento Municipal Utility District (SMUD) worked together to conduct research on the behaviors and energy use patterns of SMUD residential customers who voluntarily signed on to a Time-of-Use rate pilot launched under the PowerChoice label. The project was designed to consider the how and why of residential customers ability and willingness to engage in demand reduction behaviors, and to link social and behavioral factors to observed changes in demand. The research drew on a combination of load interval data and three successive surveys of participating households. Two experimental treatments were applied to test the effects of increased information on households ability to respond to the Time-of-Use rates. Survey results indicated that participants understood the purpose of the Time-of-Use rate and undertook substantial appropriate actions to shift load and conserve. Statistical tests revealed minor initial price effects and more marked, but still modest, adjustments to seasonal rate changes. Tests of the two information interventions indicated that neither made much difference to consumption patterns. Despite the lackluster statistical evidence for load shifting, the analysis points to key issues for critical analysis and development of residential Time-of-Use rates, especially pertinent as California sets the stage for demand response in more California residences.

    Conservative Remapper (CORE) is a C++ language software library for remapping cell masses and cell-averaged densities on unstructured two dimensional grids, maintaining conservation of total mass in the process. CORE contains implementation of two remapping algorithms: a new, efficient "swept region" algorithm, and a more traditional algorithm basedon the computation of cell intersections. Grids may be Cartesian or cylindrical, and cells may have three or more vertices, with no upper limit. CORE can run inmore » serial and in parallel, but in order to achieve wide applicability, CORE used no particular parallel communication library. Instead it achieves parallel communication through strategically placed, user defined callbacks. Users can also provide callbacks to redefine different parts or subcomponents of the remapping process. CORE allows the use of different data types, e.g. single-, double-, and quadruple- precision floating-point numbers, through the use of C++ templates.     The Residential Building Characteristics On-Site Inspection (RI) was sponsored by the Bonneville Power Administration (BPA), and implemented by Energy Counselors, Inc., of Beaverton, Oregon. The purpose of the inspection was to collect detailed information on the structural characteristics and capital equipment of residences participating in BPA's End-Use Load and Conservation Assessment Program (ELCAP). ELCAP is a long-term program to collect information on the structural characteristics of residences in the Pacific Northwest as well as the attitudinal, behavioral, and demographic characteristics of the residences' occupants. Combined with other data collection efforts, the information obtained by the RI will be used to assess and evaluate energy use and conservation within the region's residential sector. This report documents the design of the inspection instruments (forms), the implementation of the inspection, and some of the results from the data base. The number of residences inspected was 416 or 93% of the potential sample of 447 residences. 1 ref., 2 figs., 38 tabs.

This poster: examines the history of the residential pricing structure and key milestones; summarizes and analyzes the usage between 2006 and 2009 for different baseline/climate areas; discusses the residential electricity Smart Meter roll out; and compares sample bills for customers in two climates under the current pricing structure and also the future time of use (TOU) structure.

    This analysis was conducted by Pacific Northwest National Laboratory (PNNL) in support of the U.S. Department of Energys (DOE) Building Energy Codes Program (BECP). DOE supports the development and adoption of efficient residential and commercial building energy codes. These codes set the minimum requirements for energy efficient building design and construction and ensure energy savings on a national level. This analysis focuses on one and two family dwellings, townhomes, and low-rise multifamily residential buildings. For these buildings, the basis of the energy codes is the International Energy Conservation Code (IECC). This report does not address commercial and high-rise residential buildings, which reference ANSI/ASHRAE/IES Standard 90.1.

    Residential behavior-based (BB) programs use strategies grounded in the behavioral social sciences to influence household energy use. Strategies may include providing households with real-time or delayed feedback about their energy use; supplying energy-efficiency education and tips; rewarding households for reducing their energy use; comparing households to their peers; and establishing games, tournaments, and competitions. BB programs often target multiple energy end uses and encourage energy savings, demand savings, or both. Savings from BB programs are usually a small percentage of energy use, typically less than 5%.
