    Research Into Action, Inc. and the Sacramento Municipal Utility District (SMUD) worked together to conduct research on the behaviors and energy use patterns of SMUD residential customers who voluntarily signed on to a Time-of-Use rate pilot launched under the PowerChoice label. The project was designed to consider the how and why of residential customers ability and willingness to engage in demand reduction behaviors, and to link social and behavioral factors to observed changes in demand. The research drew on a combination of load interval data and three successive surveys of participating households. Two experimental treatments were applied to test the effects of increased information on households ability to respond to the Time-of-Use rates. Survey results indicated that participants understood the purpose of the Time-of-Use rate and undertook substantial appropriate actions to shift load and conserve. Statistical tests revealed minor initial price effects and more marked, but still modest, adjustments to seasonal rate changes. Tests of the two information interventions indicated that neither made much difference to consumption patterns. Despite the lackluster statistical evidence for load shifting, the analysis points to key issues for critical analysis and development of residential Time-of-Use rates, especially pertinent as California sets the stage for demand response in more California residences.

To meet this mandate, the agency has established residential conservation programs for weatherizing existing homes, building new energy-efficient homes, and promoting energy-efficient appliances. Pacific Northwest Laboratory prepared this report to compare and contrast the environmental requirements and issues involving Bonneville's residential conservation programs. The key environmental concern confronting each of the programs with measures aimed at reducing air leakage rates in houses (both new and existing) is indoor air quality (IAQ).     Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

    Accurate and meaningful energy savings calculations are essential for the evaluation of residential energy efficiency programs sponsored by the U.S. Department of Energy (DOE), such as the Building America Program (a public-private partnership designed to achieve significant energy savings in the residential building sector). The authors investigated the feasibility of applying existing performance analysis methodologies such as the Home Energy Rating System (HERS) and the International Energy Conservation Code (IECC) to the high performance houses constructed under Building America, which sometimes achieve whole-house energy savings in the 50-70% range. However, because Building America addresses all major end-use loads and because the technologies applied to Building America houses often exceed what is envisioned by energy codes and home-rating programs, the methodologies used in HERS and IECC have limited suitability, and a different approach was needed. The authors have researched these issues extensively over the past several years and developed a set of guidelines that draws upon work done by DOE's Energy Information Administration, the California Energy Commission, the International Code Council, RESNET, and other organizations that have developed similar methodologies to meet their needs. However, the final guidelines are tailored to provide accurate techniques for quantifying energy savings achieved by Building America to help policymakers assess the effectiveness of the program.

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

    The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This report includes the experimental procedure and data results of Cycle Three of PEARL program during the period of October 2002 to April 2003, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. The products tested are 20 models of screw-based compact fluorescent lamps (CFL) of various types and various wattages made or marketed by 12 different manufacturers, and ten models of residential lighting fixtures from eight different manufacturers.

    Based on an evaluation of 10 residential new construction programs, primarily sponsored by investor-owned utilities in the United States, we find that many of these programs are in dire straits and are in danger of being discontinued because current inclusion of only direct program effects leads to the conclusion that they are not cost-effective. We believe that the cost-effectiveness of residential new construction programs can be improved by: (1) promoting technologies and advanced building design practices that significantly exceed state and federal standards; (2) reducing program marketing costs and developing more effective marketing strategies; (3) recognizing the role of these programs in increasing compliance with existing state building codes; and (4) allowing utilities to obtain an ``energy-savings credit`` from utility regulators for program spillover (market transformation) impacts. Utilities can also leverage their resources in seizing these opportunities by forming strong and trusting partnerships with the building community and with local and state government.

It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This report includes the experimental procedure and data results of Cycle Three and Cycle Four of PEARL program during the period of April 2003 to October 2003, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. The parameter tested for Cycle three is lumen maintenance at 40% rated life, and parameters tested for Cycle Four are all parameters required in Energy Star specifications except lumen maintenance at 40% rated life.

The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This final report summarizes the experimental procedure and results of all cycles (Cycles 1 through 8) of PEARL program from the beginning of year 2000 to the end of 2007, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. In each cycle of PEARL program, PEARL Board selects a list of Compact Fluorescent Lamp (CFL) and Residential Lighting Fixture (RLF) models that are Energy Star qualified. In Cycle 5, Cycle 7, and Cycle 8, no fixture models were selected. After that PEARL sponsors procure product samples for each selected model from different stores and locations in the retail market and send them to LRC for testing. LRC then receive and select the samples, and test them against Energy Star specifications. After the testing LRC analyze and report the results to PEARL Board. Totally 185 models of CFL and 52 models of RLF were tested in PEARL program. Along with the evolution of the Energy Star specifications from year 2000 to 2003, parameters that were required by Energy Star changed during the eight years of PEARL program. The testing parameters and number of samples tested in PEARL program also changed during this time. For example, in Cycle 1, three samples of each models were tested for their photometric and electrical parameters only; in Cycle 2, 1000-hour Lumen Maintenance and the Rapid Cycle Stress Test was added and an additional set of six samples of each models were tested for Rapid Cycle Stress Test. Also, Cycle 2 data analysis included the testing and verification results against both the 'then existing' specification dated 2000 and the 'then new' specification dated 8/9/2001. In Cycle 3, Lumen Maintenance at 40% life was added and the number of samples for photometric and electrical testing was increased to five. In Cycle 6, the number of samples for photometric and electrical testing increased again to ten so that five of them were tested in base-up position and five in base-down position. A total of 2375 CFL samples were tested in PEARL program, out of the more than 3000 CFL samples that were purchased for the testing purpose of this program.

    The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules.     The U.S. Environmental Protection Agency (EPA) influences the market for plumbing fixtures and fittings by encouraging consumers to purchase products that carry the WaterSense label, which certifies those products as performing at low flow rates compared to unlabeled fixtures and fittings. As consumers decide to purchase water-efficient products, water consumption will decline nationwide. Decreased water consumption should prolong the operating life of water and wastewater treatment facilities.This report describes the method used to calculate national water savings attributable to EPA?s WaterSense program. A Microsoft Excel spreadsheet model, the National Water Savings (NWS) analysis model, accompanies this methodology report. Version 1.0 of the NWS model evaluates indoor residential water consumption. Two additional documents, a Users? Guide to the spreadsheet model and an Impacts Report, accompany the NWS model and this methodology document. Altogether, these four documents represent Phase One of this project. The Users? Guide leads policy makers through the spreadsheet options available for projecting the water savings that result from various policy scenarios. The Impacts Report shows national water savings that will result from differing degrees of market saturation of high-efficiency water-using products.This detailed methodology report describes the NWS analysis model, which examines the effects of WaterSense by tracking the shipments of products that WaterSense has designated as water-efficient. The model estimates market penetration of products that carry the WaterSense label. Market penetration is calculated for both existing and new construction. The NWS model estimates savings based on an accounting analysis of water-using products and of building stock. Estimates of future national water savings will help policy makers further direct the focus of WaterSense and calculate stakeholder impacts from the program.Calculating the total gallons of water the WaterSense program saves nationwide involves integrating two components, or modules, of the NWS model. Module 1 calculates the baseline national water consumption of typical fixtures, fittings, and appliances prior to the program (as described in Section 2.0 of this report). Module 2 develops trends in efficiency for water-using products both in the business-as-usual case and as a result of the program (Section 3.0). The NWS model combines the two modules to calculate total gallons saved by the WaterSense program (Section 4.0). Figure 1 illustrates the modules and the process involved in modeling for the NWS model analysis.The output of the NWS model provides the base case for each end use, as well as a prediction of total residential indoor water consumption during the next two decades. Based on the calculations described in Section 4.0, we can project a timeline of water savings attributable to the WaterSense program. The savings increase each year as the program results in the installation of greater numbers of efficient products, which come to compose more and more of the product stock in households throughout the United States.

    The Bonneville Power Administration (Bonneville) began the End-Use Load and Consumer Assessment Program (ELCAP) in 1983. Prior to beginning the ELCAP, there was an abundance of information regarding total power consumption for residential structures in the Pacific Northwest and limited information regarding power consumption by various end uses. The purpose of ELCAP is to collect actual end-use load data from both residential and commercial buildings in the region. This report presents the methodology used in several statistical modeling studies carried out on the ELCAP data between 1986 and 1989. These studies involve the thermal characterization of homes and comparisons of building techniques and conservation measures by residential and commercial consumers within the Bonneville service area of the Pacific Northwest. Each data gathering technique was successful in extracting a specific set of consumer-related energy use information. The analytical techniques used in these studies are compiled in this methodology report and are to be used in conjunction with Volume 2 -- Analysis. This should facilitate ease of reference use during future analyses. It is anticipated that the data gathered on participating consumers could potentially be used to aid in decisions regarding the management of the Northwest's electrical energy resources. 7 refs., 6 figs., 2 tabs.

    Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. At the same time, PV is expensive relative to other eligible measures with a return on investment horizon that might exceed program targets.     Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    At the request of the U.S. Department of Energy (DOE), Oak Ridge National Laboratory (ORNL), with assistance from the District of Columbia Energy Office (DCEO) performed an evaluation of part of the DCEO Residential Conservation Assistance Program (RCAP). The primary objective of the evaluation was to evaluate the effectiveness of the DCEO weatherization program. Because Weatherization Assistance Program (WAP) funds are used primarily for weatherization of single-family homes and because evaluating the performance of multi-family residences would be more complex than the project budget would support, ORNL and DCEO focused the study on gas-heated single-family homes. DCEO provided treatment information and arranged for the gas utility to provide billing data for 100 treatment houses and 434 control houses. The Princeton Scorkeeping Method (PRISM) software package was used to normalize energy use for standard weather conditions. The houses of the initial treatment group of 100 houses received over 450 measures costing a little over $180,000, including labor and materials. The average cost per house was $1,811 and the median cost per house was $1,674. Window replacement was the most common measure and accounted for about 35% of total expenditures. Ceiling and floor insulation was installed in 61 houses and accounts for almost 22% of the expenditures. Twenty-seven houses received replacement doors at an average cost of $620 per house. Eight houses received furnace or boiler replacements at an average cost of about $3,000 per house. The control-adjusted average measured savings are about 20 therms/year. The 95% confidence interval is approximately +20 to +60 therms/year. The average pre-weatherization energy consumption of the houses was about 1,100 therm/year. Consequently, the adjusted average savings is approximately 2% ({+-}4%)-not significantly different than zero. Most RCAP expenditures appear to go to repairs. While some repairs may have energy benefits, measures selected to meet repair needs generally have smaller energy benefits per unit cost than measures selected for energy conservation purposes. To the extent that extensive repairs are necessary or desirable, expectations of energy savings need to be adjusted. Since 2002, the DCEO has implemented a number of program improvements it believes enhance program performance. In 2003, DCEO published formal guidance for weatherization in RCAP (DCEO 2003). Consequently, the results of this study may not adequately represent the current performance of the program. DCEO should re-examine current RCAP weatherization patterns and energy savings to assess the effects of program changes.

    This report provides background data upon which residential lighting fixture energy conservation programs can be built. The current stock of residential lighting is described by usage level, lamp wattage, fixture type, and location within the house. Data are discussed that indicate that 25% of residential fixtures are responsible for 80% of residential lighting energy use, and that justify targeting these fixtures as candidates for retrofit with energy-efficient fixtures. Fixtures determined to have the highest energy use are hardwired ceiling fixtures in kitchens, living/family rooms, dining rooms, and outdoors. An assessment of the market for residential fixtures shows that nearly half of new residential fixtures are imported, 61% of new fixtures sold are hardwired, and about half of all new fixtures sold are for ceiling installation.

    This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings.     This publication examines the solar lease option for residential PV systems and describes two solar lease programs already in place. As a result of the $2,000 cap on the residential ITC being lifted in 2009, the expansion of the solar lease model across the United States may be slower than anticipated. The lease model, though, still offers homeowners some distinct advantages. This publication helps homeowners revisit the comparison between the solar lease and home-equity financing in light of the change to the ITC.

    This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.
