    The SecondWind Triton® is a SODAR (SOnic Detection And Ranging) sonic wind profiler (Triton® sodar) system capable of profiling the wind characteristics up to 200m above the instrument. SODAR systems transmit acoustic chirps into the atmosphere and measure the backscattered signal returned to the device. The primary source of acoustic scattering is variations in air temperature, which cause changes in the refractive index of sound. By measuring the Doppler-shifted frequency of these returned signals, the Triton® can calculate the wind’s speed and direction for the volume of air above the instrument, measured at ten fixed heights, known as station heights. The Triton® is specifically designed for the purpose of wind energy resource assessment as it can remotely capture wind data at heights above ground where wind turbine rotors operate. The measurements made include horizontal wind speed and direction, vertical wind speed, and turbulence. Other integrated sensors provide time and location via GPS, barometric pressure, humidity, and the tilt of the instrument. The study area is located east of Georgetown, South Carolina in North Inlet - Winyah Bay National Estuarine Research Reserve. The monitoring period for data in this report begins 5/14/2009 9:30:00 AM EST and ends 8/2/2010 11:40:00 AM EST.

    DOE is a cooperating agency with the Department of the Interior's Bureau of Indian Affairs as a lead agency for the preparation of an EA to evaluate the potential environmental impacts of a proposal by the Confederated Tribes and Bands of the Yakama Nation Department of Natural Resources to install an inline turbine on the Wapato Irrigation Project (WIP) Main Canal to generate approximately one megawatt of supplemental hydroelectric power. The Main Canal is a non-fish bearing irrigation canal within the WIP water conveyance system. The project site is located two miles southwest of Harrah, Washington.

    The deep hydrogeologic system underlying the Oak Ridge Reservation contains some areas contaminated with radionuclides, heavy metals, nitrates, and organic compounds. The groundwater at that depth is saline and has previously been considered stagnant. On the basis of existing and newly collected data, the nature of flow of the saline groundwater and its potential discharge into shallow, freshwater systems was assessed. Data used for this purpose included (1) spatial and temporal pressures and hydraulic heads measured in the deep system, (2) hydraulic parameters of the formations in question, (3) spatial temperature variations, and (4) spatial and temporal chemical and isotopic composition of the saline groundwater. In addition, chemical analyses of brine in adjacent areas in Tennessee, Kentucky, Ohio, Pennsylvania, and West Virginia were compared with the deep water underlying the reservation to help assess the origin of the brine. Preliminary conclusions suggest that the saline water contained at depth is old but not isolated (in terms of recharge and discharge) from the overlying active and freshwater-bearing units. The confined water (along with dissolved solutes) moves along open fractures (or man-made shortcuts) at relatively high velocity into adjacent, more permeable units. Groundwater volumes involved in this flow probably are small.

    Utilization of northern Alaska's riches long predates the recent oil exploration program in the National Petroleum Reserve in Alaska (NPRA). Though the earliest known archaeological site in the reserve dates back only 7600 yr, most archaeologists believe human groups first occupied the area at least 4000 yr earlier. The as-yet-undiscovered physical remains left behind by these first inhabitants of the area, as well as the known and unknown traces of the peoples who succeeded them through time, constitute the cultural resources of the NPRA. First among the laws protecting cultural resources is the Antiquities Act of 1906, which provides for the establishment of national monuments by Presidential proclamation, sets up a permit system for the scientific investigation of cultural resources on Federal land, and details penalities for unauthorized disturbance of archaeological remains. The Archaeological and Historic Preservation Act of 1974, which extended the earlier Reservoir Salvage Act of 1960, authorizes funds for the preservation of historical and archaeological data that otherwise might be lost through any Federal construction project or federally licensed or assisted activity or program. The National Historic Preservation Act of 1966 established the National Register of Historic Places and a National Advisory Council to assist all Federal agencies in evaluating the effects of their actions on properties included, or eligible for inclusion, in the National Register. Finally, Executive Order 11593 of May 13, 1971, requires all Federal agencies to inventory cultural resources on lands they manage or affect in order to determine eligibility for the National Register, and to use due caution in regard to those resources until the inventory, evaluation, and nomination processes are completed. The oil exploration program in the NPRA is subject to this body of law for cultural resource protection.

    The National Geothermal Data System (NGDS) is a DOE-funded distributed network of databases and data sites. Much of the risk of geothermal energy development is associated with exploring for, confirming and characterizing the available geothermal resources. The overriding purpose of the NGDS is to help mitigate this up-front risk by serving as a central gateway for geothermal and relevant related data as well as a link to distributed data sources. Assessing and categorizing the nation's geothermal resources and consolidating all geothermal data through a publicly accessible data system will support research, stimulate public interest, promote market acceptance and investment, and, in turn, the growth of the geothermal industry. Major participants in the NGDS to date include universities, laboratories, the Arizona Geological Survey and Association of American State Geologists (Arizona Geological Survey, lead), the Geothermal Resources Council, and the U.S. Geological Survey. The Geothermal Energy Association is collaborating with the NGDS to insure that it meets the needs of the geothermal industry.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of U.S. through 2030. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. NEMS was designed and implemented by the Energy Information Administration (EIA) of the U.S. Department of Energy (DOE). NEMS can be used to analyze the effects of existing and proposed government laws and regulations related to energy production and use; the potential impact of new and advanced energy production, conversion, and consumption technologies; the impact and cost of greenhouse gas control; the impact of increased use of renewable energy sources; and the potential savings from increased efficiency of energy use; and the impact of regulations on the use of alternative or reformulated fuels. NEMS has also been used for a number of special analyses at the request of the Administration, U.S. Congress, other offices of DOE and other government agencies, who specify the scenarios and assumptions for the analysis. Modules allow analyses to be conducted in energy topic areas such as residential demand, industrial demand, electricity market, oil and gas supply, renewable fuels, etc.

    This report documents the 1996 evaluation by Pacific Gas and Electric Company of an advanced reserve-power system capable of supporting 2 MW of load for 10 seconds. The system, developed under a DOE Cooperative Agreement with AC Battery Corporation of East Troy, Wisconsin, contains battery storage that enables industrial facilities to ''ride through'' momentary outages. The evaluation consisted of tests of system performance using a wide variety of load types and operating conditions. The tests, which included simulated utility outages and voltage sags, demonstrated that the system could provide continuous power during utility outages and other disturbances and that it was compatible with a variety of load types found at industrial customer sites.

    Operating reserves are the front lines in the defense of bulk-power systems against major generation and transmission outages. Operating reserves are provided by generating units that can increase their output rapidly to restore the system to generation/load balance after a major disturbance occurs. Dramatic changes are under way in the U.S. electricity sector, in particular the unbundling of generation from transmission and the increasingly competitive nature of bulk-power markets. Therefore, it is important to revisit the industry`s definitions of, procurement of, and payment for operating reserves. The procedures traditionally used by vertically integrated utilities may not serve the needs of an increasingly fragmented and competitive electricity industry. This report examines the past and current functions of, as well as the national and regional requirements for, operating reserves. We examine the data and analysis that support minimum-operating-reserve requirements. We obtained data on the number and severity of generator outages for three large U.S. electrical systems, including a power pool, a regional reliability council, and a utility. These limited data sets show a range of 15 to 40 major (>500 MW) outages a year for systems ranging in size from 20, 000 MW to 48,000 MW of peak demand. Finally, we discuss several emerging issues related to the underlying technical support for minimum operating-reserve requirements, alternative ways to pay for these reserves, the data needed to support the analysis of these requirements, and the mix of functions that are currently included within operating reserves.

    The Osage Mineral Reservation Estate is located in Osage County, Oklahoma. Minerals on the Estate are owned by members of the Osage Tribe who are shareholders in the Estate. The Estate is administered by the Osage Agency, Branch of Minerals, operated by the U.S. Bureau of Indian Affairs (BIA). Oil, natural gas, casinghead gas, and other minerals (sand, gravel, limestone, and dolomite) are exploited by lessors. Operators may obtain from the Branch of Minerals and the Osage Mineral Estate Tribal Council leases to explore and exploit oil, gas, oil and gas, and other minerals on the Estate. Operators pay a royalty on all minerals exploited and sold from the Estate. A mineral Resource Information system was developed for this project to evaluate the remaining hydrocarbon resources located on the Estate. Databases on Microsoft Excel spreadsheets of operators, leases, and production were designed for use in conjunction with an evaluation spreadsheet for estimating the remaining hydrocarbons on the Estate.

    The American Geological Institute (AGI) has completed the first phase of a study to assess the feasibility of establishing a National Geoscience Data Repository System to capture and preserve valuable geoscientific data. The study was initiated in response to the fact that billions of dollars worth of domestic geological and geophysical data are in jeopardy of being irrevocably lost or destroyed as a consequence of the ongoing downsizing of the US energy and minerals industry. This report focuses on two major issues. First, it documents the types and quantity of data available for contribution to a National Geoscience Data Repository System. Second, it documents the data needs and priorities of potential users of the system. A National Geoscience Data Repository System would serve as an important and valuable source of information for the entire geoscience community for a variety of applications, including environmental protection, water resource management, global change studies, and basic and applied research. The repository system would also contain critical data that would enable domestic energy and minerals companies to expand their exploration and production programs in the United States for improved recovery of domestic oil, gas, and mineral resources.

    The conceptual design of Environmental Protection Systems (EPS) for the National Ignition Facility (NIF) is described. These systems encompass tritium and activated debris handling, chamber, debris shield and general decontamination, neutron and gamma monitoring, and radioactive, hazardous and mixed waste handling. Key performance specifications met by EPS designs include limiting the tritium inventory to 300 Ci and total tritium release from NIF facilities to less than 10 Ci/yr. Total radiation doses attributable to NIF shall remain below 10 mrem/yr for any member of the general public and 500 mrem/yr for NIF staff. ALARA-based design features and operational procedures will, in most cases, result in much lower measured exposures. Waste minimization, improved cycle time and reduced exposures all result from the proposed CO2 robotic arm cleaning and decontamination system, while effective tritium control is achieved through a modern system design based on double containment and the proven detritiation technology.

    The NIF Power Conditioning System (PCS) resides in four Capacitor Bays, supplying energy to the Master and Power Amplifiers which reside in the two adjacent laser bays. Each capacitor bay will initially house 48 individual power conditioning modules, shown in Figure 2, with space reserved for expansion to 54 modules. The National Ignition Facility (NIF) Power Conditioning System (PCS) is a modular capacitive energy storage system that will be capable of storing nearly 400 MJ of electrical energy and delivering that energy to the nearly 8000 flashlamps in the NIF laser. The first sixteen modules of the power conditioning system have been built, tested and installed. Activation of the first nine power conditioning modules has been completed and commissioning of the first ''bundle'' of laser beamlines has begun. This paper will provide an overview of the power conditioning system design and describe the status and results of initial testing and activation of the first ''bundle'' of power conditioning modules.

    In 2014, the United States Department of Defense started tra nsitioning the way it performs risk management and accreditation of informatio n systems to a process entitled Risk Management Framework for DoD Information Technology or RMF for DoD IT. There are many more security and privacy contro ls (and control enhancements) from which to select in RMF, than there w ere in the previous Information Assurance process. This report is an attempt t o clarify the way security controls and enhancements are selected. After a brief overview and comparison of RMF for DoD I T with the previously used process, this report looks at the determination of systems as National Security Systems (NSS). Once deemed to be an NSS, this report addr esses the categorization of the information system with respect to impact level s of the various security objectives and the selection of an initial baseline o f controls. Next, the report describes tailoring the controls through the use of overl ays and scoping considerations. Finally, the report discusses organizatio n-defined values for tuning the security controls to the needs of the information system.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of US energy markets for the midterm period of 1990 to 2010. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. This report presents an overview of the structure and methodology of NEMS and each of its components. The first chapter provides a description of the design and objectives of the system. The second chapter describes the modeling structure. The remainder of the report summarizes the methodology and scope of the component modules of NEMS. The model descriptions are intended for readers familiar with terminology from economics, operations research, and energy modeling. Additional background on the development of the system is provided in Appendix A of this report, which describes the EIA modeling systems that preceded NEMS. More detailed model documentation reports for all the NEMS modules are also available from EIA.

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

    The U.S. Department of Energy's (DOE) Waste Isolation Pilot Plant (WIPP) became a reality with the first receipt of waste in March 1999. The years of planning, certification, and permitting milestones were met and the facility began its' mission of safe disposal of the nations transuranic (TRU) waste. Today, more than 12,000 drum equivalents of TRU waste, are resting safely in bedded salt 2,150 feet (nearly one-half mile) beneath the surface of the New Mexico desert-a rock formation that has not moved since it fonned some 250 million years ago. It took more than 20 years to build, license and open the WIPP as the nation's first deep geologic repository for the permanent disposal of defense-generated TRU waste now stored above ground at 23 sites across the country. As it was throughout those 20 years, safety is the number one priority and most significant achievement as the project moves into its third year of disposal operations.

  11. Producing Light Oil from a Frozen Reservoir: Reservoir and Fluid Characterization of Umiat Field, National Petroleum Reserve, Alaska

    Umiat oil field is a light oil in a shallow, frozen reservoir in the Brooks Range foothills of northern Alaska with estimated oil-in-place of over 1 billion barrels. Umiat field was discovered in the 1940’s but was never considered viable because it is shallow, in the permafrost, and far from any transportation infrastructure. The advent of modern drilling and production techniques has made Umiat and similar fields in northern Alaska attractive exploration and production targets. Since 2008 UAF has been working with Renaissance Alaska Inc. and, more recently, Linc Energy, to develop a more robust reservoir model that can be combined with rock and fluid property data to simulate potential production techniques. This work will be used to by Linc Energy as they prepare to drill up to 5 horizontal wells during the 2012-2013 drilling season. This new work identified three potential reservoir horizons within the Cretaceous Nanushuk Formation: the Upper and Lower Grandstand sands, and the overlying Ninuluk sand, with the Lower Grandstand considered the primary target. Seals are provided by thick interlayered shales. Reserve estimates for the Lower Grandstand alone range from 739 million barrels to 2437 million barrels, with an average of 1527 million bbls. Reservoir simulations predict that cold gas injection from a wagon-wheel pattern of multilateral injectors and producers located on 5 drill sites on the crest of the structure will yield 12-15% recovery, with actual recovery depending upon the injection pressure used, the actual Kv/Kh encountered, and other geologic factors. Key to understanding the flow behavior of the Umiat reservoir is determining the permeability structure of the sands. Sandstones of the Cretaceous Nanushuk Formation consist of mixed shoreface and deltaic sandstones and mudstones. A core-based study of the sedimentary facies of these sands combined with outcrop observations identified six distinct facies associations with distinctive permeability

    We are witnessing a new era that offers new opportunities to conduct scientific research with the help of recent advancements in computational and storage technologies. Computational intensive science spans multiple scientific domains, such as particle physics, climate modeling, and bio-informatics simulations. These large-scale applications necessitate collaborators to access very large data sets resulting from simulations performed in geographically distributed institutions. Furthermore, often scientific experimental facilities generate massive data sets that need to be transferred to validate the simulation data in remote collaborating sites. A major component needed to support these needs is the communication infrastructure which enables high performance visualization, large volume data analysis, and also provides access to computational resources. In order to provide high-speed on-demand data access between collaborating institutions, national governments support next generation research networks such as Internet 2 and ESnet (Energy Sciences Network). Delivering network-as-a-service that provides predictable performance, efficient resource utilization and better coordination between compute and storage resources is highly desirable. In this paper, we study network provisioning and advanced bandwidth reservation in ESnet for on-demand high performance data transfers. We present a novel approach for path finding in time-dependent transport networks with bandwidth guarantees. We plan to improve the current ESnet advance network reservation system, OSCARS [3], by presenting to the clients, the possible reservation options and alternatives for earliest completion time and shortest transfer duration.     Energy security has become a serious concern for all countries in the world and each country has its own definiton for measuring its energy security. The objective of this study was to measure energy security of Indonesia quantitatively by comparing it with other countries and provide some recommendations for enhancing the energy security. In this study, the database was developed from various sources and was cross-checked to confirm validity of the data. Then the parameters of energy security were defined, where all of data will be processed towards the selected parameters. These parameters (e.g. Primary Energy mix, TPES/capita, FEC/capita, Self Sufficiency, Refining capacity, Overseas Energy Resources, Resources diversification) are the standards used to produce an analysis or evaluation of national energy management. Energy balances for Indonesia and 10 selected countries (USA, Germany, Russia, England, Japan, China, South Korea, Singapore, Thailand and India) were presented from 2009 to 2013. With a base index of 1.0 for Indonesia, calculated energy security index capable of representing Indonesia energy security compared relatively to other countries were also presented and discussed in detail. In 2012, Indonesia security index is ranked 11 from 11 countries, while USA and South Korea are the highest with security index of 3.36 and 2.89, respectively. According to prediction for 2025, Indonesia energy security is ranked 10 from 11 countries with only Thailand has lower security index (0.98). This result shows that Indonesia energy security was vulnerable to crisis and must be improved. Therefore this study proposed some recommendations to improve Indonesia energy security. Indonesia need to increase oil production by constructing new refinery plants, developing infrastructure for energy distribution to reduce the potential of energy shortage and accelerating the utilization of renewable energy to reduce the excessive use of primary energy.     We have fielded a neutron imaging system at the National Ignition Facility to collect images of fusion neutrons produced in the implosion of inertial confinement fusion experiments and scattered neutrons from (n, n') reactions of the source neutrons in the surrounding dense material. A description of the neutron imaging system will be presented, including the pinhole array aperture, the line-of-sight collimation, the scintillator-based detection system and the alignment systems and methods. Discussion of the alignment and resolution of the system will be presented. We will also discuss future improvements to the system hardware.

NIF is operated by the Integrated Computer Control System (ICCS) in an object-oriented, CORBA-based system distributed among over 1800 frontend processors, embedded controllers and supervisory servers. In the fall of 2010, a set of experiments began with deuterium and tritium filled targets as part of the National Ignition Campaign (NIC). At present, all 192 laser beams routinely fire to target chamber center to conduct fusion and high energy density experiments. During the past year, the control system was expanded to include automation of cryogenic target system and over 20 diagnostic systems to support fusion experiments were deployed and utilized in experiments in the past year. This talk discusses the current status of the NIC and the plan for controls and information systems to support these experiments on the path to ignition.

    The Oak Ridge National Laboratory (ORNL), at the request of the California Energy Commission and the U.S. Department of Energy, is investigating opportunities for electrical load to provide the ancillary service of spinning reserve to the electric grid. The load would provide this service by stopping for a short time when there is a contingency on the grid such as a transmission line or generator outage. There is a possibility that a significant portion of the California Independent System Operator's (CAISO's) spinning reserve requirement could be supplied from the California Department of Water Resources (CDWR) pumping load. Spinning reserve has never been supplied from load before, and rule changes would be needed to allow it. In this report, we are presenting technical findings on the possibility of supplying spinning reserve from pumping system load. In parallel, we are pursuing the needed rule changes with the North American Electric Reliability Council (NERC), the Federal Energy Regulatory Commission (FERC), the Western Electricity Coordinating Council (WECC), and the CAISO. NERC and FERC have agreed that they have no prohibition against supplying spinning reserve from load. The WECC Minimum Operability Reliability Criteria working group has agreed that the concept should be considered, and they are presently discussing the needed tariff and rule changes. Presently, spinning reserve is provided by generation that is actually spinning but is operating at low power levels and can be ramped up quickly to provide reserve power. In a sense, this is an inefficient and environmentally unfriendly way of providing reserves because it requires the generator to operate at a low power level that may be inefficient and may discharge more pollutants per kW than operating at rated power. It would be better if this generation capacity were in a position to bid into the energy market. Providing an additional supply of spinning reserve would tend to reduce prices for both

The Strategic Petroleum Reserve is an emergency supply of crude oil stored in huge underground salt caverns along the coast line of the Gulf of Mexico. The Naval Petroleum and Oil Shale Reserve consist of three oil fields and three oil shale reserves in the Western United States. Regulatory programs carried out by the Office of Fossil Energy are required by statue, Executive, and Secretarial orders. These regulatory programs seek to foster the freest possible international trade in natural gas and electricity, consistent with national needs for energy security and environmental protection.     The National Ecological Observatory Network (NEON) is an ambitious National Science Foundation sponsored project intended to accumulate and disseminate ecologically informative sensor data from sites among 20 distinct biomes found within the United States and Puerto Rico over a period of at least 30 years. These data are expected to provide valuable insights into the ecological impacts of climate change, land-use change, and invasive species in these various biomes, and thereby provide a scientific foundation for the decisions of future national, regional, and local policy makers. NEON's objectives are of substantial national and international importance, yet they must be achieved with limited resources. Sandia National Laboratories was therefore contracted to examine four areas of significant systems engineering concern; specifically, alternatives to commercial electrical utility power for remote operations, approaches to data acquisition and local data handling, protocols for secure long-distance data transmission, and processes and procedures for the introduction of new instruments and continuous improvement of the sensor network. The results of these preliminary systems engineering evaluations are presented, with a series of recommendations intended to optimize the efficiency and probability of long-term success for the NEON enterprise.

    In 1985 an opportunity arose for maintaining tracts of Amazonian forest under sustainable use. Brazil's National Council of Rubber Tappers and the Rural Worker's Union proposed the creation of a set of reserves of a new type, called extractive reserves. The first six are being established in one of the Brazilian states most threatened by deforestatation. The creation of extractive reserves grants legal protection to forest land traditionally used by rubber tappers, Brazil-nut gatherers, and other extractivists. The term extrativismo (extractivism) in Brazil refers to removing nontimber forest products, such as latex, resins, and nuts, without felling the trees. Approximately 30 products are collected for commercial sale. Many more types of forest materials are gathered, for example as food and medicines, for the extractivists' own use. The reserve proposal is attractive for several reasons related to social problems. It allows the rubber tappers to continue their livelihood rather than be expelled by deforestation. However, it is unlikely that sufficient land will be set aside as extractive reserves to employ all the tappers. Displaced rubber tappers already swell the ranks of urban slum dwellers in Brazil's Amazonian cities, and they have become refugees to continue their profession in the forests of neighboring countries, such as Bolivia.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    PV hybrid electric power systems can offer an economically competitive alternative to engine generator (genset) systems in many off-grid applications. Besides the obvious `green` advantages of producing less noise and emissions, the PV hybrid can, in some cases, offer a lower life-cycle cost (LCC) then the genset. This paper evaluates the LCC of the 9.6 kWp PV hybrid power system installed by the National Park Services (NPS) at Pinnacles National Monument, CA. NPS motivation for installation of this hybrid was not based on economics, but rather the need to replace two aging diesel gensets with an alternative that would be quieter, fuel efficient, and more in keeping with new NPS emphasis on sustainable design and operations. In fact, economic analysis shows a lower 20-year LCC for the installed PV hybrid than for simple replacement of the two gensets. The analysis projects are net savings by the PV hybrid system of $83,561 and over 162,000 gallons of propane when compared with the genset-only system. This net savings is independent of the costs associated with environmental emissions. The effects of including emissions costs, according to NPS guidelines, is also discussed. 5 refs., 2 figs., 3 tabs.

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads. The ICCS operates laser and industrial control hardware containing 66 000 control and monitor points to ensure that all of NIF’s laser beams arrive at the target within 30 ps of each other and are aligned to a pointing accuracy of less than 50 μm root-mean-square, while ensuring that a host of diagnostic instruments record data in a few billionths of a second.more » NIF’s automated control subsystems are built from a common object-oriented software framework that distributes the software across the computer network and achieves interoperation between different software languages and target architectures. A large suite of business and scientific software tools supports experimental planning, experimental setup, facility configuration, and post-shot analysis.     Orchestration of every National Ignition Facility (NIF) shot cycle is managed by the Integrated Computer Control System (ICCS), which uses a scalable software architecture running code on more than 1950 front-end processors, embedded controllers, and supervisory servers. The ICCS operates laser and industrial control hardware containing 66 000 control and monitor points to ensure that all of NIF’s laser beams arrive at the target within 30 ps of each other and are aligned to a pointing accuracy of less than 50 μm root-mean-square, while ensuring that a host of diagnostic instruments record data in a few billionths of a second. NIF’s automated control subsystems are built from a common object-oriented software framework that distributes the software across the computer network and achieves interoperation between different software languages and target architectures. A large suite of business and scientific software tools supports experimental planning, experimental setup, facility configuration, and post-shot analysis. Standard business services using open-source software, commercial workflow tools, and database and messaging technologies have been developed.     Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available for responding to system contingencies variable demand. In many regions of the United States, thermal power plants provide a large fraction of the operating reserve requirement. Alternative sources of operating reserves, such as demand response and energy storage, may provide more efficient sources of these reserves. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services, including spinning contingency reserves and upward regulation reserves. These reserve products were evaluated in a utility system in the western United States, considering different system flexibilities, renewable energy penetration, and other sensitivities. The analysis demonstrates that the price of operating reserves depend highly on many assumptions regarding the operational flexibility of the generation fleet, including ramp rates and the fraction of fleet available to provide reserves.

    --Idaho National Laboratory’s, Space Nuclear Systems and Technology Division established the resources, equipment and facilities required to provide nuclear-fueled, Radioisotope Power Systems (RPS) to Department of Energy (DOE) Customers. RPSs are designed to convert the heat generated by decay of iridium clad, 238PuO2 fuel pellets into electricity that is used to power missions in remote, harsh environments. Utilization of nuclear fuel requires adherence to governing regulations and the INL provides unique capabilities to safely fuel, test, store, transport and integrate RPSs to supply power—supporting mission needs. Nuclear capabilities encompass RPS fueling, testing, handling, storing, transporting RPS nationally, and space vehicle integration. Activities are performed at the INL and in remote locations such as John F. Kennedy Space Center and Cape Canaveral Air Station to support space missions. This paper will focus on the facility and equipment capabilities primarily offered at the INL, Material and Fuel Complex located in a security-protected, federally owned, industrial area on the remote desert site west of Idaho Falls, ID. Nuclear and non-nuclear facilities house equipment needed to perform required activities such as general purpose heat source (GPHS) module pre-assembly and module assembly using nuclear fuel; RPS receipt and baseline electrical testing, fueling, vibration testing to simulate the launch environment, mass properties testing to measure the mass and compute the moment of inertia, electro-magnetic characterizing to determine potential consequences to the operation of vehicle or scientific instrumentation, and thermal vacuum testing to verify RPS power performance in the vacuum and cold temperatures of space.

    A neutron imaging diagnostic has recently been commissioned at the National Ignition Facility (NIF). This new system is an important diagnostic tool for inertial fusion studies at the NIF for measuring the size and shape of the burning DT plasma during the ignition stage of Inertial Confinement Fusion (ICF) implosions. The imaging technique utilizes a pinhole neutron aperture, placed between the neutron source and a neutron detector. The detection system measures the two dimensional distribution of neutrons passing through the pinhole. This diagnostic has been designed to collect two images at two times. The long flight path for this diagnostic, 28 m, results in a chromatic separation of the neutrons, allowing the independently timed images to measure the source distribution for two neutron energies. Typically the first image measures the distribution of the 14 MeV neutrons and the second image of the 6-12 MeV neutrons. The combination of these two images has provided data on the size and shape of the burning plasma within the compressed capsule, as well as a measure of the quantity and spatial distribution of the cold fuel surrounding this core.

    A review of recent progress on the design of a diagnostic system proposed for ignition target experiments on the National Ignition Facility (NIF) will be presented. This diagnostic package contains an extensive suite of optical, x ray, gamma ray, and neutron diagnostics that enable measurements of the performance of both direct and indirect driven NIF targets. The philosophy used in designing all of the diagnostics in the set has emphasized redundant and independent measurement of fundamental physical quantities relevant to the operation of the NIF target. A unique feature of these diagnostics is that they are being designed to be capable of operating in the high radiation, electromagnetic pulse, and debris backgrounds expected on the NIF facility. The diagnostic system proposed can be categorized into three broad areas: laser characterization, hohlraum characterization, and capsule performance diagnostics.     The deep hydrogeologic system underlying the Oak Ridge Reservation (ORR) contains contaminants such as radionuclides, heavy metals, nitrates, and organic compounds. The groundwater in the deep system is saline and has been considered to be stagnant in previous studies. This study was designed to address the following questions: is groundwater in the deep system stagnant; is contaminant migration controlled by diffusion only or is advection a viable mechanism; where are the potential outlet points? On the basis of existing and newly collected data, the nature of saline groundwater flow and potential discharge into shallow, freshwater systems was assessed. Data used for this purpose included (1) spatial and temporal pressures and hydraulic heads measured in the deep system, (2) hydraulic parameters of the formations in question, (3) spatial and temporal temperature variations at depth, and (4) spatial and temporal chemical and isotopic composition of the saline groundwater. The observations suggest that the saline water contained at depth is old but not isolated (in terms of recharge and discharge) from the overlying active, freshwater-bearing units. Influx of recent water does occur. Groundwater volumes involved in this flow are likely to be small. The origin of the saline groundwater was assessed by using existing and newly acquired chemical and isotopic data. The proposed model that best fits the data is modification of residual brine from which halite has been precipitated. Other models, such as ultrafiltration and halite dissolution, were also evaluated.
